Tickets are going fast for The Cawston Players Spring production of Barely Heirs, an adult comedy, onstage at The Cawston Community Hall this coming Friday, Saturday and Sunday, April 12, 13 and 14. Directed by Bob McAtamney, this outrageous piece of comic farce brings the audience a fun filled evening of laughs, chaos, and confusion as the main character, Jane, played by Amanda Elyzen, desperately to find a way to take delivery of her inheritance meeting the one requirement - that she be wed, which she isn’t. For this she needs to “borrow”her best friend’s husband, Tom, played by Coretin CaroChambard. Complications ensue with a slippery lawyer, played

The Branding Iron Bar and Grill was broken into on the night of April 7. The thief - or thieves - broke a window at the back of the premises prior to breaking two front door windows to gain entry into the restaurant, between the hours of midnight and 6 a.m. Police attended the scene early Monday morning after owner Karl Schorb discovered the damage. Missing was a small amount of cash and several bottles of liquor. Early Tuesday morning, a person or persons smashed the door of the K Cafe in an attempt to gain entry, to that establishment. Anyone who may have heard something unusual in the vicinity of 7th Avenue and 6th Street between midnight and 6 a.m. Monday and Tuesday mornings should contact the Keremeos RCMP at 250-4995511.
Reservoir meeting fails to persuade Village’s need for water storage largely ignored as audience rejects reservoir proposal By Steve Arstad news@keremeosreview.com A delegation speaking at the monthly meeting of the Senior’s Centre Society about the proposed Keremeos reservoir project got a taste of grey power on April 3. The group - consisting of Keremeos Councillor Gary Thielmann, Keremeos Irrigation District Superintendent Kevin Huey and Keremeos Chief Administrative Officer Laurie Taylor - addressed about 40 members of the society in an attempt to explain the reasons behind the reservoir proposal. Their opportunity to speak was challenged from the beginning, as several society members protested what they called a “political” subject. Their complaints were eventually overruled, however, and Superintendent Huey began by describing the funding approval process, which began in 2010 with an Alternate Approval Process, which failed to garner enough support to allow KID to borrow the required funding for the reservoir. He described the villages’ involvement, noting that as a municipality, Keremeos had the advantage of being able to acquire grants and longer term money lending. “The system needs to transition from what began as an irrigation system for agriculture to one that supplies water for domestic use,” Huey explained, noting that the village was at the limits of supply during peak periods of water use, with no reserve capacity.
Huey then briefly discussed chlorination - “I don’t have a crystal ball,” he said in reference to the future possibility of chlorination, adding that it is not on anyone’s agenda at this time, but there was no certainty what the future might hold. The delegation’s arguments appeared to do little to sway the fiesty crowd, who remained steadfast in their rejection of the need for a reservoir. The possibility of generators as an alternative was repeated several times, as were Huey’s admonitions that generators did not resolve the issue of storage capacity. One member insisted that chlorination would occur once the reservoir was built, while another member questioned Huey’s extensive qualifications, asking if he had any previous experiences with reservoirs. The beleagured delegation got a welcome bit of assistance from Senior’s Society Chairman J. Stephens, a retired microbiologist, who suggested that a number of the comments regarding the project were “nitpicking.” He refuted a number of comments made regarding possible contamination scenarios. “Why are we voting? Why are we having this discussion?” asked one member who suggested that the KID and the village were determined to move forward with the reservoir no matter what the negative response from the community was. There seemed to be no convincing at least several members of the society, who continued to refute the delegation’s claims until the meeting’s chair forced the lengthy meeting agenda forward.

Significant fact missed by audience during presentation Conclusions of a fire underwriters survey performed in Keremeos more than 10 years ago pointed out the need for a reservoir in the community then.The report suggested that fire insurance grades and associated property insurance rates could be significantly improved with system upgrades. The report also noted that: “the Keremeos Irrigation District is a recognized water system; however it is considered to be significantly deficient within the fire insurance grading. The inabilities of the water system to provide the max day demand in conjunction with the basic fire flow and the available fire flows for firefighting are amongst the most significant deficiencies for the fire insurance grading for the Village of Keremeos.” Unfortunately for those who were opposed

Business, community group make pitch for financial assistance at board meeting By Steve Arstad news@keremeosreview.com Ink on the 2013 budget was barely dry before regional district directors faced requests for additional funding. Two Okanagan organizations approached the regional district board on April 4 to explain their work in the valley - and ask for some grant money. Accelerate Okanagan is an organization committed to bringing science and technology companies to the Okanagan, with a mission to help entrepreneurs start and grow technology companies. Accelerate Okanagan is partnered with a number of organizations including Gowlings Law Firm, Grant Thornton Accountants, KPMG Kelowna, Pushor Mitchell Law Firm, Unversity of British Columbia and White Kennedy Accountants. The group receives core funding through Western Economic Diversification and
the BC Innovation Council. Response by the board to Acelerate Okanagan’s request for $25,000 was lengthy and variable, with several directors favouring a grant in aid to the endeavour, while others expressed concern over the tech promoting organization’s “Kelowna-centric” base, asking why the RDOS should help fund the enterprise when most of the group’s activities are taking place in the central Okanagan. The board, after some debate, opted to defer a motion to provide the grant was put forward by Osoyoos Director Stu Wells. The Community Foundation of the South Okanagan - Similkameen’s Executive Director, Aaron McRann, also approached the board to discuss the foundation’s work and request a partnership with the RDOS - at some point with a funding request for $10,000. The Community Foundation currently controls 6.3 million dollars in assets, having granted
1,250,000 over its 22 year history to a wide variety of charitable and non- profit causes. Calling the foundation a “360 degree funder,” McRann said Community Futures recently became involved in the “Smart and Caring Communities” campaign, which will focus on collaborating with regional district communities to build a “culture of philanthropy” to the region. Community Foundation received an anonymous donation of $100,000 to fund the salary of Sarah Trudeau, hired as the foundation’s Regional Development Coordinator. The board’s discussion over McRann’s request centred on other requests for funding that had been deferred prior to budget finalization, noting as well that a number of agencies applying to the regional district for funding were also applying to member municipalities, creating a “double dipping” scenario that many directors disagreed with.

Editorial Office expansion unwarranted The Village of Keremeos presented its draft budget to the public at the regular council meeting on April 2. It was dismaying to find out the village had come up with $24,750 for an office upgrade - dismaying because a good portion of that money went towards renovation of a portion of the building that had previously housed the Keremeos Day Program. There seems to be no valid reason for the village to be investing taxpayers money in office expansion when so many other things need to be fixed, replaced or upgraded (items that more directly affect the residents) and are seemingly left undone. In light of the economic times this village has faced since the present council and administration took over roughly 16 months ago, what has precipitated the sudden need for an additional 25 per cent of office space? The funding for the office renovations comes out of Gas Tax Funds, in this case to be used for energy upgrades, so it might be argued that local taxpayers aren’t footing the bill. Let’s not kid ourselves as to where the money is coming from, whether it’s federal, provincial or municipal sources it is all tax payers money. The village replied to our questions by telling us that they wouldn’t be losing rental revenue because the Keremeos Day Program moved to the basement of Victory Hall. The village says that space “could not be rented” but it has indeed, been rented in the past. (It has been vacant since provincial cuts resulted in the loss of WorkZone services in the community two years ago). The village also say they need the expanded space to “be in compliance with Worksafe and fire safety regulations” because they had to move a “large number of filing cabinets out of the office hallway.” Would this type of expense - and reasoning stand up to a similar situation in the private sector? We strongly suspect not. What appears to be missing in this case is a lack of scrutiny and oversight on the part of a council who seem all too willing to turn a blind eye to such spending requests.

Bill will force aboriginal politician’s salary disclosures Taxpayers Federation elated with passage of Bill C-27 CTF’s three-year push for disclosure of aboriginal politicians’ salaries pays off, bill will improve accountability Canadian Taxpayers Federation The Canadian Taxpayers Federation (CTF) applauded the federal government for passing and proclaiming Bill C-27 on March 27; legislation that will require aboriginal politicians on all reserves in Canada to disclose their salaries to the public (just like every other politician in the country). The CTF first began pushing for
such a change back on December 22, 2009. “We’re ecstatic this bill has become law as we’ve pushed hard for it over the last three years,” said CTF Prairie Director Colin Craig. “Plain and simple, aboriginal politicians should have to disclose their pay to the public just like all other politicians in the country. The federal government deserves praise for addressing this issue.” “We really tip our hat to the brave men and women on reserves who have risked a lot to leak documents or speak out,” added Craig. “Most people don’t understand it, but it can be really difficult to speak out on reserves. This legislation will help people on reserves hold their officials accountable.” The CTF began pushing for the bill back in December 2009 when Phyllis Sutherland, a whistleblower from the Peguis First Nation, provided cop-
ies of outrageous pay information from her community. At the time, the chief and council from the small community of 3,700 were making more in pay, or close to Prime Minister Stephen Harper’s salary. The story from took on national attention and soon after the CTF was flooded with calls and emails from people living on reserves across the country. “People either had documents to leak or wanted help getting access to their band’s financial statements. We knew we had to keep pushing hard on this issue,” continued Craig. The CTF also noted the bill will help clear the names of the many good chiefs and councillors out there who aren’t taking exorbitant pay cheques, but have been painted with the same brush. Disclosure will help everyone sort out who is taking advantage of the system and who isn’t.

Successful first movie night at Kaleden hall
To the Editor: In response to the couple of negative comments that were included in the article on Kaleden AGM, plus a letter in the same issue of March 21, I would like to inform everyone that last week we had our first movie presentation and it was a resounding success. With at least 62 parents and children present the only comment after was one of “awesome”, “fantastic”, “unbelievable screen size and crisp clear picture”. This made all the work worth it, and the popcorn from Tickleberries was a big hit. Of particular interest was that, as it was our first venture into this sort of entertainment for the local families, the turn out was we feel a “thumbs up” and the applause at the
end made a fitting end to the evening. Parents filled out questionnaires and definitely want more of this, some even suggested every week, alternating between children/ Teenagers content to Adult type films. This event proved it is time to rethink and change the old school ideas that have been around for a long time, and, to consider people who want change as well. So, come on over to Kaleden hall and enjoy a night at the “Movies” without all the expenses usually involved for a family. To the Editor: I am a 60 year old person on limited income. I go to the Bargain Center every Wednesday and Saturday. This is the second time I have been ripped off going there. The Bargain Center is not to blame for this. It is the people that donate things there and are well aware that the object they are donating is broken. The only reason I can think of is that these people are: 1. Too lazy to take it to the dump and give that task to the Bargain Center. 2. They are too cheap to pay for the
dumping and pass that on to people like me. I was also out four dollars on this transaction, plus now I have to make a dump run and pay for that. The item I had purchased was a Sanyo Microwave oven that had a START button that did not work. I hope the person is someone that knows they did this is reading this so I can say to them, “Buck up you cheap or lazy person”. Thank you Doug Ward, Keremeos
Lazy donors create problems for others
Drill our own wells for self dependence on water, says resident To the Editor: To the residents of Keremeos: Say no to the $955,218 loan that the village council wants to borrow and pay back over thirty years. If we don’t get the money from the regional district to pay it back we the people of Keremeos are going to be stuck to pay it back with a raise in our taxes. The Regional District Okanagan - Similkameen will not give us any written guarantee that our water won’t be chlorinated and our water rate will not be increased. We should not be dictated to by the RDOS having this shoved down our throats, telling us this is too bad, you are going to have to accept it, like it or lump it.
Our village council works for us, we do not work for them. Before they take on a major project like this I think they should let residents of the village decide if they want to be burdened with this for the next thirty years. Why is the village proceeding with this when the public defeated this reservoir in the past. I think it would be to our advantage to look into drilling our own wells and having our own water supply and never to rely on someone else to supply it. So on April 27 (early voting on April 17 and 22) go to the village office and vote no. Tom Farren, Keremeos
It’s fun to be part of the Senior’s Centre I have been asked to write a piece to describe what goes on at the Keremeos Seniors Drop In Centre located next door to Memorial Park. I have lived in Keremeos since 1967 but only a few short years ago did I decide to see what goes on there. I was totally amazed, there is something to do there for every citizen that goes there. There are the songsters, run by Barbara Holt, there are pool tables - they are good ones, there is a shuffle board, carpet bowling, many card tables, there is dancing on a beautiful dance floor with a fine old time orchestra which is led by Heiner and Kadia Schwetje. With all the old time dance music I know so well from the old country school houses on the prairie (which I attended in my youth prior to 1939). The fellow that seems to be in charge, Alex Formenco, has the centre running like a well oiled clock. I have seen as many as close to a hundred on the dance floor at once doing all those graceful old time dances, beautiful shirts, and old time dresses, and every one old age pensioners - but you would never know it the way they move around that floor. Everything is volunteer - even the food and coffee, etc., which is done by donation. No bad
language, no smoking, no alcohol and financed by 50 cents for pool. It is amazing how smoothly it all runs with no one really managing it. Anyone who is a senior pays twelve or so dollars to join. I don’t know how it runs so well. I have never heard a word of complaint. The only time I have seen a charge is for the dance. There is a fee if you dance, otherwise you buy a 50 - 50 ticket and when your number is drawn you get 50 per cent of the take. Another thing- there are mops, etc. in a cabinet and sinks and stuff. If you make a mess or have dishes to do - you do it. Everyone looks after themselves, but the kitchen duty is all volunteer. People who are in wheel chairs are helped or they care for themselves if they are able. Barbara’s Songsters sing at the assisted living in the D and T Centre once a month. I am one of them. There are books to read and tapes to play. The ladies have days of knitting and their knitted goods are on sale to help with the operation. Me? I am just a 91 plus year old kid who happens to belong. Oliver resident Jeff Crowley has “adopted” an orphanage filled with underprivileged children in the Eastern European nation of Moldova.

Three years ago Oliver resident Jeff Crowley got a call from the Oliver Rotary Club. The charitable organization was working along with Oliver resident Bob Ellis’ organization known as “For the Least of These,” in impoverished Eastern European countries. They had acquired some lumber that they were going to use to build playground sets for an impoverished orphanage in Eastern Europe, and they were looking for some assistance to put them together. “A few days later a semitrailer showed up in my yard,” Crowley related, “it was a little more than I expected.” The project relocated to a hanger building at the Oliver airport, where Jeff noticed that the handful of other volunteers were men of retirement age. “Who’s going to put these together when they get to where they’re going? Crowley finally had to ask. Two of the older gentlemen indicated that they would be going to the tiny east European country of Moldova to assemble the sets. “These swing sets were huge, with big heavy timbers, so I spoke to my wife and eventually we made the decision to get involved.” Since then, Crowley has made three trips to the former Soviet socialist state of Moldova, bringing with him much needed consumer goods and leaving countless hours of labour behind in an orphanage filled with children that have no other place to call home. It’s been a three year journey of personal growth as well for Crowley, who had never even heard of Moldova before the Gleaners shipment of lumber arrived at his door. It takes more than 30 hours of air travel to get to Moldova
from Oliver; once there Crowley and the other volunteers found themselves a bit out of their element. “Everyone can eyeball you as a foreigner, and that you have valuables on your person,” he said, “the country is full of corruption. After the first day or two in the country the first time, my head was in bad place. I really didn’t want to be there.” Worse still, Crowley was about to get an education in foreign affairs. A limited war between Moldovan forces and the region of Transnistria in 1990 was settled in an uneasy ceasefire in 1992, but hostile feelings remain in Moldova towards the region. The orphanages to which Crowley and his Oliver associates were headed for was located in Transnistrian territory, a geographical reality that Moldovans weren’t especially sympathetic to. It added to the logistical difficulties the group already faced. Eventually, the relief effort made it to the orphanage, along with the pre-built swing sets. Once he became totally immersed in the labour and logistics of the effort, Crowley’s negative feelings disappeared, replaced by a growing sense of need to help the residents of the orphanage. “There were 300 kids, living on two meals a day consisting mainly of soup and bread,” he recounted, “the buildings were in poor shape, the furnishings equally bad.” The kids had never had an opportunity to use a playground before, needing instruction to use the playground following its completion. Crowley spent eight days in the country the first time, making two more trips last year. He began targetting specific needs of the children - clothing, shoes and toothbrushes on the second trip, and maintenance work on the third trip - replaccontinued on page 11

news politically, they have not been able to make much progress towards that goal. “There have been so many moments that illustrate to me the difference this work has made in these kid’s lives,” he said of his motivation, illustrating the point with descriptions of the children’s reactions to getting new shoes, or sleeping in a bed that doesn’t have broken slats under the mattress. He’s planning a fourth trip to Moldova this September. Bob Ellis’ foundation continues to collect used items for redistribution through a thrift shop in the country, generating some additional economic activity. Crowley continues to receive donations - any donation over $25 will be issued a tax receipt, and any donation is appreciated. “Anything that can still be used, will be appreciated over there,” Crowley said, “It’s important that these kids aren’t forgotten, because in Moldova they are looked upon as ‘waste’. These days, Ellis’ “For the Least of These” foundation collects used clothing, housewares, shoes, sporting goods and other items for shipment to Moldova, while Crowley concentrates on fund raising for maintenance needs in the orphanages. The used goods are collected, classified, sorted and packed for shipment in containers, the trip taking three and a half months. Shipping a container to Moldova costs roughly $8,000. “It’s easier for me to go over there, find a project and get supplies from nearby Ukraine,” he said, citing such things as logistics and time zone differences as major obstacles to overcome when arranging the relief missions. In addition, Moldova is so badly impoverished, consumer goods are in short supply in the country, so planning must be complete in order that time isn’t wasted procuring forgotten items. Crowley’s commitment to the children in the orphanage continues to grow. Fronting his own expenses for the three trips he has made to Moldova, Crowley figures he has spent at least $20,000 of his own money in this effort. He and wife Denise would like to adopt one of the children, but because the Transnistian region is so unsettled

A little Martian clay
Over the last few weeks, the rover Curiosity, which is currently exploring the surface of Mars, came up with another important discovery. On Earth the stuff it found is common and scarcely commented on. However, on Mars it tells us something very important. What Curiosity had discovered is clay. Not that many years ago, astronomy books had images of Mars that were blurry, showing little more than a reddish disc with dark patches and polar caps which could have been ice. People were
still arguing as to whether the “canals” mapped by Percival Lowell in the late 19th Century and early 20th were real. Moreover, it was widely accepted that the darkening wave seen moving down from the Martian poles in spring and summer was vegetation sprouting in response to moisture from the melting polar ice flowing towards the equator. In 1964 the spacecraft Mariner 4 passed within 10,000 km of the Martian surface and sent back pictures that shattered those illusions. There were no canals, no patches of vegetation, just desert, rocks and craters. Mars looked more like the Moon than the Earth. All of a sudden our ideas of H.G. Wells’ Martians looking
enviously at our world, the Martian princesses dreamt up by Edgar Rice Burroughs, or the enigmatic beings from the imagination of Ray Bradbury evaporated. Or did they? More spacecraft flybys, mapping and surveying from orbiting spacecraft, and then the landers Vikings 1 and 2, Spirit and Opportunity and now Curiosity have changed our view again. Mars looks as though in its distant past it was a hospitable place for living things. However, now the Red Planet has become a frozen, almost airless, arid desert, descendants of those creatures could still be lurking below the surface of the ground. From space we see canyons, dry riverbeds, deltas
and places that could have been large lakes. Spirit, Opportunity and now Curiosity have found deposits formed by flowing water and just below the surface dust, ice. Then recently, Curiosity scratched the ground and found clay. Clay is special stuff. It starts as fine rock flour where glacial ice or flowing water erodes rock down to fine dust. This material is easily carried by water and only starts to settle to the bottom in lakes or seas where the water sits still for a long time. We have excellent examples of this here in the Okanagan valley, where glacial streams washed rock flour into a lake thousands of years ago. In the still water the rock flour settled to the bottom, forming thick layers of clay. When the lake drained down to the
current levels, clay cliffs were left either side of the lake and are a major local feature today. Now we know something like this must have happened on Mars, billions of years ago. In our local clays we can even see the layers, deposited year by year. What will we see when we have our first close look at those Martian clays? Since the 1960’s, space missions have turned blurry discs into worlds, with geography, geology and maybe soon, biology. We also now see our Earth as one planet among many. Jupiter dominates the southwestern sky during the evening. Saturn rises around 10 p.m. The Moon will be new on the 10th. A talented juggler can keep four, five, even six balls in the air at the same time and make it look easy. Many Canadians juggle six or more types of debt – often including high-interest credit cards – and must make multiple payments each month. Keeping all those ‘debt balls’ in the air isn’t easy and it can cost you. A more efficient way to manage your time and money could be debt consolidation – here’s why. ◘You can effectively reduce the interest costs for car payments, education loans, lines of credit and other high-interest, high-cost loans (such as credit cards) by consolidating them within a single loan with a lower interest rate. You can then choose how to pay it off: · Keep your ‘pre-consolidation’ payment amount – by applying the same payment toward your debt but at a lower interest rate, you’ll be putting extra money toward the principal debt repayment and eliminating that debt much faster. · Keep your amortization or debt payback payment the same – your new lower-interest consolidated loan at a reduced payment amount frees up additional cash flow you can use to reach your other financial life goals. Simple is usually better – and less expensive. Debt consolidation can be a ‘simple’ way to reduce the cost of your debt – and here are a few other ‘simple’ suggestions for managing debt to discuss with your professional advisor: ◘Consolidate through a home equity loan that offers a much lower interest rate than most other types of loans, especially credit cards that can apply interest rates of up to 28% on outstanding balances. ◘Keep amortization to a reasonable timeframe – aim for repayment within five years. ◘Don’t assume a line of credit is a good thing. While it will provide borrowing flexibility, a line of credit can spell trouble for people who have trouble sticking to a budget and often have little money left at the end of the month to apply to their debt.
