Hundreds of herons in hiding Bridge noise may be to blame, say environmentalists By Sarah Payne THE TRI-CITY NEWS

Each spring, the stand of cottonwood trees straddling the mouth of the Coquitlam River, where it meets the Fraser, comes alive with the honking sound of more than 200 great blue herons feathering their nests in preparation for their soon-to-be hatched young. This year, however, all but one or two of the hundred-plus nests are empty, and silent. Elaine Golds of

the Burke Mountain Naturalists and Liz Thunstrom, chair of the Colony Farm Park Association’s wildlife committee, suspect the herons’ sudden disappearance may have something to do with nearby work on the Port Mann bridge. “We think it’s noise from the bridge work but, of course, there’s no way of knowing that for sure,” Golds said. “But we’ve been getting lots of reports from people who live nearby about the noise from bridge construction. I think [the herons] just decided they can’t take that noise anymore.” see ‘SIGNIFICANT’, page 3

City aims to make it easier to get casino $ Coquitlam has more casino cash than it can give out By Janis Warren THE TRI-CITY NEWS

MARIA SPITALE-LEISK/THE TRI-CITY NEWS

Current Port Moody Mayor Mike Clay — portraying Perry D. Roe, the mayor when the city was incorporated 100 years ago — leads a procession at Kyle Centre on Sunday, followed by Coun. Rick Glumac (portraying Ald. John Murray) and former mayor David Driscoll (portraying Ald. M.R. Britton). They participated in a re-enactment of the first council meeting a century ago as part of festivities to mark PoMo’s 100th birthday. For more, see page 15.

The criteria for community groups bidding for Coquitlam casino cash may soon be loosened up. On Monday, the city’s council-in-committee heard from city staff proposing to change the rules for how its gaming funds are divvied up. Coquitlam gets a 10%

cut of net revenues as host city to the Great Canadian Casino’s Boulevard Casino. It sets aside about $500,000 a year from that money for the Local Area Service Program and another $500,000 for community grants. Last October, after awarding more than $400,000 in grants to non-profit groups, some city councillors complained that not all the cash allocated was used up and called for the program to be restructured. see RESIDENCY, page 9

‘Significant loss’ of heron pop. continued from front page

The heron nests at Colony Farm Regional Park are high up in the trees on the south side of the Mary Hill Bypass, just east of the Coquitlam River bridge. The traffic makes it a fairly noisy spot but Golds said it’s much like white noise for the herons, which have been nesting in that location for close to 20 years. Significant vibrations and heavy machinery noise from building the new Port Mann bridge, and taking down the old one, could be enough to scare off the herons, Golds added, since they’re extremely sensitive to disturbances near their nests. Great blue herons are a common sight for visitors to Colony Farm Regional Park (as well as other heron nesting sites in Point Roberts, Stanley Park and Chilliwack) but their numbers are decreasing in other areas of the province, making them a species at-risk in B.C. Each March, the herons start to gather in Colony Farm’s expansive fields because “they need to get together and stare at each other for hours,” Golds said. “They’re like

SARAH PAYNE/tHE tRi-citY NEwS

Liz Thunstrom (left) of the Colony Park Farm Association and Elaine Golds of Burke Mountain Naturalists are raising the alarm about an absence of herons at Colony Farm. shy teenagers at their first high school dance.” Their numbers continue to grow until early April, when the herons head up to their nests to lay eggs that then hatch in June. “Usually, we would see them flying around at this point, bringing sticks in to repair their nests,” said Thunstrom as she walked along a wooded path in the provincially protected wildlife management area south of the Mary Hill Bypass, using binoculars to search for herons in the nests across the Coquitlam River.

But volunteer heron watchers, who count the birds daily from October through April, started noticing the herons weren’t gathering in large groups as they usually do. Last week, Thunstrom said she counted just three herons in their nests, with the hope that one of their partners was off hunting at the time. It’s possible the colony has shifted to another site but Golds has investigated likely sites on Douglas Island, on the Surrey border of the Fraser and along the Pitt River dikes, and didn’t

see any herons. “We’re missing 200 herons,” Golds said. “We’re very sad, and this is a significant loss in terms of the heron population.” A heron monitoring program has been in place since work on the bridge started in 2009, said Robin Taylor, environmental manager for the Transportation Investment Corporation. This year, monitors recorded the typical nestbuilding and territorial behaviour common for early spring but found the herons weren’t up in

their nests at the start of April. “They’ve been spotted flying downstream but exactly where they’re going it’s not known,” Taylor said. She said it’s possible the herons have relocated and may return to their original location next year, adding the PMH1 wildlife monitor suspects a new eagle’s nest just upstream from the bridge may also be the cause of the herons’ sudden departure from Colony Farm. “[The eagle] has been responsible for quite a bit of harassment of the adults as they’ve been trying to nest,”Taylor said. Monitoring over the past four years of bridge construction has shown heron numbers have stayed “relatively stable,” Taylor said, adding last year a new nest was added even closer to the bridge. • Golds and Thunstrom are hoping people will keep their eyes out for the herons, and anyone who spots an unusual increase in the size of a nearby heron population is asked to call Golds at 604-937-3483 or Thunstrom at 604-9399571.

Mark Marathon of hope start with run Think about Terry on Friday. April 12 is the day the Port Coquitlam hometown hero started on his epic Marathon of Hope 33 years ago from St. John’s, N.L. And organizers with the BC/Yukon branch of the Terry Fox Foundation want supporters to commemorate that special day in 1980 by lacing up their runners for a 5 km run, walk or cycle, starting at Fox’s alma mater. (The foundation is also asking supporters to text TERRYFOX to 45678 to donate $5 to the cause.) The Terry Fox statue outside of Terry Fox secondary (1260 Riverwood Gate, Port Coquitlam) will be the meeting point for the event, which starts at 5 a.m. —“Terry’s favourite time to run,” said provincial director Donna White, noting Fox’s older brother, Fred, will be among the participants. For more information on Friday’s run, call the foundation office at 604-464-2666.

Coquitlam River off (shorter) endangered list But Outdoor Rec. Council will still watch the river By Diane Strandberg The TRi-CiTy News

The Coquitlam River is no longer on the Outdoor Recreation Council’s most endangered list but must still be closely watched to ensure that it doesn’t backtrack, says Mark Angelo, rivers chair for the B.C. environmental organization. Efforts to monitor siltation and other pollutants on the river and the establishment of the Coquitlam River Watershed Roundtable are clear signs of progress, Angelo said, but he said more rigorous and ongoing monitoring are

WHO’S WHO

• Outdoor Recreation Council: an organization representing outdoor groups in the province (www.orcbc.ca) • Coquitlam River Watershed Roundtable: a group representing industry, city and environmental groups that coordinates and implements activities to promote the long-term sustainability of the Coquitlam River (www.coquitlamriverwatershed.ca/roundtable)

THE TOP THREE

Top three most endangered rivers according to Outdoor Recreation Council members • Peace (near Fort St. John) • Fraser (lower Fraser) • Elk (near Fernie) • Watch List: Coquitlam River, Tamihi Creek needed to truly assess the health of the river, which flows past gravel operations and homes in Coquitlam and Port Coquitlam.

“The Coquitlam [River] has fallen off the main list for the first time in many, many years,” Angelo said. “Part of our job is to focus on rivers that have issues

and problems; we also try to focus onto some of the positive gains.” But a local environmental activist whose group regularly walks along the river and reports on its health says he would have liked to have seen fish and wildlife rebound in the watershed first before removing it from the list. “I’m happy to see the Coquitlam River come off the Endangered Rivers List but it is not for the reasons I had hoped,” Ian McArthur of Riverwatch wrote in an email. “For it to come off the list, I had hoped to see all five Pacific salmon species thriving in the watershed and local governments and businesses demanding wider riparian setbacks from the main stem and tributaries for

wildlife and vegetation corridors. There have not been any major improvements over the last year to the health of the river but only small steps in monitoring.” This year, the council pared down its endangered list from 10 to three partly to increase focus on the issues facing the Peace, lower Fraser and the Elk rivers, Angelo said, but also because those three rivers were identified as being the most at risk by members, who represent outdoor recreation organizations across the province. “We got so much feedback, we decided to go with a more abbreviated list,”Angelo explained. But he noted the Coquitlam River is still on the organization’s radar. “We did hear from

many members who live in our community who were pleased with the [city of Coquitlam’s] monitoring program but they also believe there is a need for an expanded monitoring program under varying conditions that has to be done if concerns about siltation are to be fully alleviated,” Angelo said. McArthur thinks the river should still be ranked four to six on a longer list because it’s still threatened by development pressures. But he agrees monitoring the river’s health is a good first step. The city of Coquitlam undertook a $13,000 water-quality monitoring program at seven locations along the river last year and released data suggesting the river is in

good shape overall. However both Angelo and McArthur would like to see more rigorous monitoring that would provide data at all times of the day or night, and for longer periods, especially during the rainy season. Meanwhile, Angelo complimented the Coquitlam River Watershed Roundtable, a stakeholders group from industry, the environment, government, cities and citizens that meets to talk about issues regarding the river. The group also recently hired a co-ordinator and set up a website where people can get more information about the river. It is available at www.coquitlamriverwatershed. ca/roundtable. dstrandberg@tricitynews.com

Big bucks from Burke By Janis Warren The Tri-CiTy News

BC Liberals in the riding of Coquitlam-Burke Mountain raised a mountain of money last year. But the riding also spent a chunk of change to hold its fundraisers, dinners and receptions, according to 2012 financial papers released last week by Elections BC. The documents filed by the governing party under Premier Christy Clark show it collected more than $4 million last year from 97 fundraisers. Among the riding associations listed with fundraising events are five for Coquitlam-Burke Mountain, which is currently held by BC Liberal MLA Douglas Horne. The papers reveal his riding association hosted: • a dinner on Jan. 19, 2012, that grossed $36,837 and netted $8,334; • a fundraiser on May 2, 2012, that grossed $11,800 and netted $9,113; • a fundraiser on Nov. 1, 2012, that grossed $25,700 and netted $3,696; • a reception on Sept. 6, 2012, that grossed $6,825 and netted $5,850; • and a fundraiser on Sept. 21, 2012, that grossed $19,000 and net-

robinson request OK’d A second Coquitlam city councillor was formally granted a leave of absence this week to run in the upcoming provincial election. On Monday, council approved Coun. Selina Robinson’s request to take a leave from her civic duties from April 16 to May 15 to campaign for the NDP in Coquitlam-Maillardville — a riding currently held by former Coquitlam city councillor and NDP MLA Diane Thorne, who is retiring. Robinson was acclaimed as the constituency’s candidate last November. Robinson’s leave from her municipal job is without pay and will save city taxpayers about $5,765 for the period, said Ron Price, Coquitlam’s manager of human resources. Last month, city council granted the same leave to Coun. Linda Reimer, who is running for the BC Liberals in Port Moody-Coquitlam, the riding currently held by NDP MLA Joe Trasolini. ted $17,502. That means the association brought in more than $100,000 last year in the party’s name but netted less than half — $44,495 — of what it raised. The BC Liberal Party was also lavish with its spending in last year’s byelection in Port MoodyCoquitlam, held to replace Iain Black. According to the BC Elections documents, the party paid $93,000 to back Dennis Marsden’s campaign against Joe Trasolini (Marsden took

30% of the vote for the Liberals while Trasolini wo n f o r t h e N D P with 54% and the BC Conservatives garnered 15%). The fiscal reports, which were released two weeks before the writ is to drop for the May 14 provincial election, also disclose the assets and liabilities for the NDP and BC Conservative constituency associations in the Tri-Cities as of Dec. 31, 2012. Coq. to go after BC Seniors Games Economic spinoffs would help city: councillor By Janis Warren ThE Tri-CiTy NEws

Disappointed with the city’s unsuccessful bids to host the 2016 or 2018 BC Summer Games, Coquitlam council has now set its sights on holding another large provincial event. On Monday, council asked city staff to prepare an application package for the 2016 BC Seniors Games, a multi-sport festival that hosts about 3,500 competitors aged 55 and up. The last time the city held the seniors games was in 1991. Coun. Craig Hodge, who chairs the city’s sports council, recommended councillors sup-

port the bid and said Tuesday the 2016 games could fast-track many parks and recreation infrastructure and facility projects (Hodge is championing an indoor sports court for the City Centre). Hodge also said the BC Seniors Games are beneficial for the city as they involve simpler logistics than the BC Summer Games. For example, younger participants need to be housed at schools and bused to and from competition sites while the older athletes tend to stay in hotels and have their own transportation. As well, Hodge, a past Tri-Cities Chamber of Commerce president, said the seniors event brings more economic spin-offs to the community than summer games as the competitors have more disposable income

and dine out at restaurants. “The seniors games are a premium event and we would be very happy to see them here,”he said. The next BC Seniors Games are in Kamloops from Aug. 20 to 24. In

2014, they will be hosted jointly by the city and township of Langley. In January, the BC Summer Games Society announced Coquitlam was out of the running for its 2016 and 2018 events, choosing

Abbotsford and the CowichanValley instead. Coquitlam was hoping to be the 2016 host to time with its 125th birthday and the opening of the Evergreen Line. In addition, it had hoped that hosting the summer

Home taxes to rise 3.7% in PoCo By Sarah Payne

www.tricitynews.com

PUBLIC NOTICE WaTErmaIN FLUshINg The City will be flushing watermains in the areas shown on the map below beginning the week of March 18, 2013. Flushing may cause pressure fluctuations and some discoloration and sediment in the water reaching your home or business. Both of these conditions should be of short duration. If your water appears discolored, run a cold water tap until the water clears. Please direct inquires to the Engineering Operations Division at 604-927-5488.

The Tri-CiTy News

Property taxes in Port Coquitlam will go up by 3.7% this year, an increase of just over $71 for the average singlefamily homeowner. Council approved the 2013-’17 financial plan at Monday’s meeting. The plan includes money for six new firefighters and two new RCMP officers as well as a 1% levy for an infrastructure replacement fund. PoCo estimates its infrastructure funding gap to build things like new roads, sewers and facilities to be $330 million. Staff were able to shave $600,000 in city costs by various service level reductions, including the elimination of pest control services on private property, reduced funding for the city’s vehicle fleet, less frequent ball diamond grooming and a decrease in staff holiday coverage, totalling just over $400,000. Energy savings and other maintenance costs are expected to save another $217,000. Coun. Dean Washington was the lone council member to vote against adopting the financial plan. He has raised a red flag about the plan’s later years, which predict an almost 20% tax increase over years two through five (2014 to 2017). Mayor Greg Moore has noted council and staff will likely find savings as they focus on each year of the budget separately. spayne@tricitynews.com

Charges in PM break-ins College Park and Glenayre areas were the targets By Sarah Payne The Tri-CiTy News

A Port Moody man is facing several charges relating to a string of break-ins in the Glenayre and College Park neighbourhoods dating back to January. According to PoMo Police, a woman called the cops on the afternoon of March 23 after she

spotted a man peering into windows and trying to open the door of her house in the 900-block of Glenayre Drive. Officers found a man matching the description and a search revealed he had breakand-enter instruments. He was arrested and charged with possession of break-in instruments, possession of a concealed weapon, possession of property obtained by crime, and residential break and enter. Investigators also linked the suspect to a breakin in the 1100-block of

Glenayre Drive about 20 minutes before officers had arrived; he was later released after a bail hearing with various conditions. But on the afternoon of March 27, officers reported observing the suspect break into a home in the 200-block of Angela Drive. He was arrested while leaving the home with stolen property allegedly in his possession. Investigators used forensic identification and other techniques to link the suspect to four additional break-ins and two

Penner’s killer gets another year in jail By Sarah Payne The Tri-CiTy News

Ryan Crossley, the man who as a teenager killed Port Coquitlam’s Jesse Penner, will spend another year behind bars after pleading guilty to an assault charge. Crossley, 22, was due to be released from a Saskatchewan prison last December after completing his full six-year sentence for Penner’s murder but he has remained in custody on two assaults he committed while in prison. In February, he was sentenced to one year in jail and, last week, he was handed another one-year term to be served consecutively, meaning Crossley will be due for release in early 2015. Once he’s out, he’ll be under a 10-year firearms prohibition and must also submit a DNA sample. Crossley was out on bail for several violent offences at the time he stabbed Penner to death outside a house party in February 2006, where the former Douglas College baseball player was trying to break up a fight. Crossley was 16 at the time but had already racked up 10 convictions, from theft to armed rob-

bery and assault. At one of his parole hearings, the board noted Crossley had suffered two head injuries at an early age, which may contribute to his violent outbursts. At 14, a psychiatrist diagnosed him as having severe conduct disorder. spayne@tricitynews.com

$60k in truck parts stolen By Sarah Payne The Tri-CiTy News

Coquitlam RCMP are asking for the public’s assistance after the theft of $60,000 worth of parts from a car dealership over the weekend. During the overnight period between April 5 and 6, crooks broke into the fenced lot of a dealer-

ship in the 2900-block of Christmas Way and stole a large number of catalytic converters from diesel trucks. “Stealing these catalytic converters is no small task,” said Cpl. Jamie Chung, noting each one weighs about 30 lb. “We think the suspects were at the lot for a considerable amount of time. We urge

anyone who saw anything suspicious to contact us.” Chung said it’s likely the brand-new converters, which retail for about $3,500 each, will be sold; converters from older vehicles tend to be sold for scrap metal. The thieves stole 17 converters, valued at a total of more than $60,000. “There were cameras

residency rules may be relaxed for spirit grants continued from front page

Jason Blood, Coquitlam’s acting community services manager, told the council-incommittee that city staff have since reviewed the grant criteria as well as best practices in other cities and met with focus groups and past recipients. City staff are now recommending, in part: • the three grant programs — Spirit of Coquitlam, Active and Sports Hosting (the latter two funded by general revenues) — be combined; • the 60% residency requirement be removed and replaced with “projects occurring in Coquitlam only and be of direct benefit to Coquitlam residents;” • t h e g ra n t s b e matched by the applicant by at least 20%; • the grants allow for

multi-year funding; • and the September deadline be changed to June to better align with budget cycles. Blood said the proposed grant program — which city council has yet to adopt — would be a “one-stop shop” for nonprofits, making it easier to apply for cash for capital and operating projects. Since the Spirit of Coquitlam grants started in 2002, the city has handed out more than $6.2 million over the past decade. The Active Grant program, which began in 2009 after the Gender Equity program ended, has allocated $103,878 in an effort to get kids fit while the Sports Hosting Grant program has awarded $48,000 since 2004 towards the hosting of national and international sporting events. jwarren@tricitynews.com

ast we checked, Easter had passed and spring was on its way. But you would be forgiven for thinking it’s Christmas because of all the goodies being handed out by the provincial government in the waning days of this parliamentary session. In the Tri-Cities alone, home to no fewer than four provincial ridings, PoCoMoYouth Society received a $100,000 grant on top of gaming funding and other grants also totalling $100,000. School District 43 is getting cash for long-awaited seismic upgrades and the Tri-Cities, Anmore and Belcarra are getting $175,000 in total as rebates for the carbon tax they paid last year. It’s likely those sums will pay for new energy saving projects, too. That’s all great news but the timing of these announcements is so obvious as to stretch the credulity of even the most uninformed voter, and in the carbon tax press release, it wasn’t a specific ministry but rather the BC Liberal government caucus that released the information. Certainly it’s a time-honoured tradition for the governing party to use its control over the purse-strings to get important things done and then seek publicity for them. But when the efforts are all lumped together and offered as a package just before the election writ is dropped, the projects lose credibility. For example, if PoCoMoYouth Services Society needs and deserves stable, sustainable funding to keep its mobile outreach service to at-risk youth on the road — which it does — why wasn’t this money found years ago? In the case of SD43 seismic upgrades, these projects have been on the books for some time but we still don’t have an official project agreement, and a total rebuild, not an upgrade is needed for at least one of the schools, Minnekhada middle. We love it when our hard-earned tax dollars are spent appropriately on worthwhile projects but not when cash is shovelled out the doors of the legislature in the dying days of a government. A thoughtful review of this practice is necessary but is likely a long-shot because vote buying has long been the practice and the prerogative of whatever party is in power when it’s time to vote.

It’s easy being Green when you don’t have to govern BC VIEWS Tom Fletcher VICTORIA his is the first of a series of policy commentaries on the four main parties contesting the 2013 B.C. election. I’m starting with the BC Green Party, which has higher than usual hopes for the 2013 election. It was also the first to put out a substantial policy document, albeit one that is still being debated and altered. Green Book 2013 continues the Utopian positions that only a party with no chance of forming a government has the luxury to put forward. For example, the Greens would double the area of parks in B.C. but take 100 years to do it. Immediately, they would almost double the carbon tax, taking it from seven to 12 cents on a litre of gasoline. Greens would extend this steeply increased carbon tax to industries such as natural gas and cement production. Leader Jane Sterk told me she expects cement producers and the like to adapt rather than shut down

T

as their competitive position erodes. And what about the extra billions in carbon tax revenues? Sterk says most should continue to go to income tax reductions, as is now the case, because the purpose is to change consumption patterns, not to increase overall tax revenue. Most, but not all. “We think there is an argument to be made for putting, for a period of time, the increased revenue from the carbon tax into creating the infrastructure that allows people to benefit from a carbon tax,”Sterk said. That means transit and, potentially, retrofits of homes and other buildings as well.Tax increase aside, this is essentially the NDP position, too. The Greens emphasize wind and geothermal power and Sterk faces the awkward task of arguing against hydroelectric expansion. A Green government would cancel the Site C dam project on the Peace River. Sterk says it would only serve as a subsidy to liquefied natural gas exports, which she doesn’t believe materialize as international competitors develop. The Greens’ star candidate, UVic climate

“If one were to design a self-fulfilling prophecy that B.C.’s LNG project is doomed to fail, the Green platform would be a good place to start.” Tom Fletcher scientist Andrew Weaver, agrees. Both point to vast reserves of Russian gas that may well get to Asia more quickly and cheaply. Sterk said the 35,000 existing gas wells in northern B.C.“are not going to be shut down.” Actually, in the absence of LNG exports, that is exactly what would happen to many of them. The U.S. has its own shale gas supplies and is B.C.’s only current export customer. Converting transport trucks and BC Ferries to LNG fuel isn’t going to maintain the vast industry blooming in northern B.C. The official Green Party position is to place a moratorium on B.C. gas drilling while a

comprehensive water use policy is developed. Current innovations such as reusing municipal wastewater are ignored. The Green platform also demands disclosure of chemicals used in hydraulic fracturing, which the B.C. Oil and Gas Commission has already done. If one were to design a self-fulfilling prophecy that B.C.’s LNG project is doomed to fail, the Green Party platform would be a good place to start. Reading through Green Book 2013, I’m left with the impression that much of it remains calculated as a soothing message for urban voters who have been convinced it’s courageous to drive their cars down to an anti-tanker protest. If Weaver, Sterk or any other Greens get elected, they will be surfing a wave of protest votes from people weary of the BC Liberals and the NDP. It will not be due to the practicality or even internal consistency of their polices. It’s still pretty easy being Green.

PM wants industrial change By Jeff Nagel BLACK PRESS

Port Moody has served notice to Metro Vancouver that it may seek to eventually amend the Regional Growth Strategy to re-designate 1,000 acres of derelict industrial land to allow future redevelopment. But Richmond Coun. Harold Steves is opposing the request, warning a loss of that much industrial land could cause fallout elsewhere in the region, particularly if it causes the port to buy up more agricultural land. “Every acre of land you take out of the regional growth strategy from industrial use, you are destroying two or three acres of farmland in Delta,” Steves said at Metro’s regional planning committee meeting last Friday. “I am going to oppose this with my last breath.” At issue is Port Moody’s request to add the old Petro Canada and Imperial Oil refinery sites, and the Mill and Timber sawmill site, to the growth strategy’s “special study areas” that are under consideration for more intensive development in the future. Metro’s planners haven’t yet taken a position but dispute Port Moody’s position that it adopted the growth strategy two years ago on the understanding the study areas would be included. of the Metro board could change the lands from industrial to a general urban or mixed-use designation. Marking them as study areas for now wouldn’t change that voting threshold because the land is already within Metro’s Urban Containment Boundary. According to Port Moody Mayor Mike Clay, his city’s request is largely symbolic, correcting a mistake Metro made when the regional growth strategy passed. “It lets people know there’s some aspirations both on the city side and the land owners’ side to look at those properties for rede-

velopment,” “Being within C l ay s a i d . the Urban “Here’s your Containment You can comment on early warning. PoCo open for biz? to streamline regulations, enhance communication and recognize business

Customer service one key to helping biz in PoCo By Diane Strandberg The Tri-CiTy News

Port Coquitlam business owners will see an emphasis on customer service and open communication at city hall if recommendations of a task force are implemented. The chair of the Mayor’s Task Force on Business Development Opportunities said he’s optimistic several recommendations from a report adopted by council Monday will be put in place in the coming months. Chief among them, said Coun. Mike Forrest, is the goal to improve customer service on several fronts, including more openness and willingness to talk with businesses on key issues. “If we can do it, then we should,” he said. “ I think were dealing with a culture change and I think we will be and we intend to be successful with the culture change.” Through surveys, a business forum and hearing from developers, the task force found the city had several things going for it to attract and keep business, including transportation connections. But more could be done

FORREST

contributions. Forrest said staff will look at ways to implement the task force’s recommendations, which include: • Making sure there are enough resources to process development and business licence applications in a timely manner and putting more services online. • Implementing mandatory customer service

training and creating a staff working group to develop a strategy for developing a helpful attitude and culture. • Enhancing communications through various means, including an online business directory, newsletters, forums and complaint-tracking. • Ensuring taxes and fees are competitive with other cities, and increasing opportunities for businesses to “buy local.” • Recognizing businesses and offering a networking opportunity with an annual event. Moody meeting

Kyle Centre was the site of an historic occasion on Sunday: a re-enactment of the first Port Moody council meeting 100 years ago as part of the city’s centennial celebrations. Current council members as well as former mayors David Driscoll and John Northey portrayed the city’s first council (right), having been driven to the meeting in cars provided by the Pacific Model A Club (below left). Port Coquitlam Mayor Greg Moore even got in on the act (below centre, at left), portraying the city clerk. Col. Richard Clement Moody and his wife Mary Susannah Moody (below right) also attended the meeting, portrayed by David Spence and Donna Otto.

ost everyone enjoys a party, especially a birthday party. Citizens of Port Moody are coming together this year for just such a community birthday celebration for the city’s 100th birthday. But the beginnings of these celebrations date back 200 years, to Feb. 13, 1813, when Richard Clement Moody — the city’s namesake and the man who would oversee construction of the roots of the community — was born in St. Ann’s Garrison, Bridgetown, Barbados. see THEY BUILT, page 16

As a young man, Moody was educated in England at the Royal Military Academy, then earned the designation of LieutenantColonel from England’s Colonial Office in April 1855. In his early career, he served as Administrator and Regimental Governor in the Falkland Islands, Malta and Ireland. Then, in October 1858, he left England with his wife, four children and two servants — and accompanied by more than 150 Royal Engineers, or Sappers, for the new colony in Canada. They arrived on Christmas day in Victoria Harbour on HMS Asia from San Francisco to be welcomed by Gov. James Douglas. The Moody’s brought with them Caribbean ingenuity, colonial administration experience, experience and skills to build civic facilities and community amenities and visions of a prosperous future. One of Moody’s first decisions was to name New Westminster on the north side of the Fraser River as the capital of the colony on the B.C. mainland. The decision was followed by a project to build a military access road to open water northward.“North Road” would provide a way to counteract the Fraser River freezing and the anticipated possibility that the United States might want to annex western Canada.

At the same time, Capt. George Henry Richards, a west coast hydrographic surveyor for the British on the HMS Plumper, suggested naming the terminus of this northern rugged trail through the wilderness “Port Moody,” a proper legacy to honour Col. Moody’s visionary leadership and engineering competence. In addition to being the Commander of the Royal Engineers, Moody was appointed as Chief Commissioner of Lands

Art in trees on Clarke St. By Janis Warren The Tri-CiTy NeWs

Gleneagle secondary graduate Chris Wong with his yellow cedar chair, titled Reaper, in a tree outside of the Gallery Bistro, a Clarke Street venue owned by Port Moody artists Rainer and Helen Daniels that will host artists’ work during ArtWalk.

here’ll be a different vibe in Port Moody’s Old Town Centre this weekend — a veritable feast to appease the senses. ArtsConnect, the Tri-Cities’ regional arts council, is hosting its 14th annual ArtWalk that will feature not only the work of more than 60 local artists in 22 venues but this year will also include performers, activities and street food. Helen Daniels, who is accommodating four ArtWalk artists in her Gallery Bistro — a new business she recently bought with her husband Rainer — said Clarke Street will be festooned with art in the trees and colour ribbons that will flow above the traffic.“It’ll really be something to see,”she said. Designated as one of the city’s centennial events, ArtWalk will officially kick off on Friday with a public opening reception at the Old Mill Boathouse (2715 Esplanade) at 6:30 p.m. On Saturday, starting at noon in the Queens Street Plaza, there will be R&B tunes from Etienne Siew and a dance by Dancing 4 A Change. At 2 p.m., Lyle Povah will lead an all-ages drumming circle with 300 drums, which will be repeated at 4 p.m. And on Sunday, also on the Queens Street Plaza main stage, jazz musician Craig Townsend will start the day and will be followed by The Cosmic Wink at 3:15 p.m., and Second Storey Theatre at 4 p.m. Tatiana Speed will close ArtWalk with her funky blend. Other ArtWalk activities include a book signing, kids’ treasure hunt and arts and crafts workshops. Best of all, the festival grounds have changed this year to make the event more central and walkable/ cyclable, from Elgin Street to the Old Mill Boathouse at Rocky Point Park (in the past, the venues were scattered throughout the city and participants had to use vehicles to get around). • Sponsored in part by The Tri-City News, ArtWalk runs Saturday and Sunday from noon to 5 p.m. For a map and list of exhibiting artists, visit artsconnect.ca.

Will the Coquitlam show be a farewell for Ballet Kelowna? The Tri-CiTy NeWs

They will perform in Coquitlam and Mission next week. But, after that, the future of Ballet Kelowna is anyone’s guess. The small company that formed a decade ago — and once included Coquitlam dancer Brett Trach — may likely be giving a farewell show when its eight young dancers take to the Evergreen Cultural Centre stage on Sunday. Only two months ago, president Jamie Maw and artistic director David LaHay announced Ballet Kelowna would suspend its operations on March 16 because of financial pressures. Within a week, they stopped the swan song, saying they had found a temporary reprieve. “The dancers and the staff, we all pulled together looking for ways to fulfill our tour com-

Paquita “for the tutu and tiara crowd,” LaHay said; the ballet’s latest commissioned work called Double Variations (co-choreographed by Simone Orlando and Joe Laughlin); In Stride, a classical number with jazz steps set to pulsating music by Glenn Branca; and a pas de deux called Spring Waters “that is over in a heartbeat and you’ll never, ever forget it,” LaHay said. • Ballet Kelowna’s Passages runs on Sunday, April 14 at 7:30 p.m. at the Evergreen Cultural Centre (1205 Pinetree Way, Coquitlam). Tickets are $15/$30/$35 and available by calling the box office at 604-927-6555. Meanwhile, senior ballet students — aged 15 and up — can register to take part in a workshop with the company dancers on April 14 from 12:45 to 2:45 p.m. in the ECC Studio Theatre. The cost is $28. To RSVP a place, call 604-927-6552.

mitments and finish off the season,” LaHay told The Tri-City News last Friday, adding,“Our memberships have increased more than threefold and donations are coming in at all levels so we really have to wait and see where we are financially at the year-end [in June]. “We’re all pretty hopeful.” And its Passages production isn’t one to be missed, especially with its poignant final dance called Journey out of Darkness — a piece that speaks about humanity and survival, “sort of emblematic given where we are right now,” LaHay said. “Of course, it wasn’t planned that way.” Passages features all eight Ballet Kelowna dancers — Clare Bassett, Desiree Bortolussi, Raelynn Heppell, Tarina Paquin, Jedidiah Duifhuis, Davin Luce, Eric Hall and Kurt Werner — and involves a mixed repertoire. Frances said Leave it to Cleavage is “the perfect girls’ night out. It’s up to the audience to shout out the answers in Rock. Paper. Scissors.’ Leave it to Cleavage, which runs on Saturday at Coquitlam’s Evergreen Cultural Centre. Vice president Diana Frances dreamed up the partly scripted comedy about two perky and repressed 1950s housewives with Ellie Harvie when the pair performed at the Outrageous Women’s Cabaret at the Shadbolt Centre in 2005. They borrowed the name, Leave it to Cleavage, from their own improv group when they

For their show, Frances said they also incorporated tips from a 1955 Good Housekeeping magazine article, which at the time was making the rounds on the internet. The article was titled Rules for Being a Good Housewife. “I thought it was super-hilarious,” Frances said, “so we created the show around being a good housewife. “We open the show by talking to the audience, telling them the rules for being a good housewife but they have to fill in the blanks and we have to justify it and make sense of it.” The pair has performed Leave it to Cleavage about a dozen times including in a tour in 2006, which was remounted last year with a new character: a German immigrant neighbour portrayed by Christine Lipp. For its last two tour dates

The Rat Pack crawls at PdA By Janis Warren The Tri-CiTy News

To close Place des Arts’ faculty concert series this season, musical theatre teacher Shawna Parry will be bringing along a few friends — who won’t be recognizable. The quartet made up of Parry, Patrick L a m b i e r, M i c h e l l e MacTaggart and Lucas Blaney will be in full makeup and costume as they take to the Coquitlam venue on Saturday to pay tribute to the Rat Pack. It’ll be familiar ground for Parry. Not only has she taught students at Place des Arts for a couple of years but she was also part of the original musical when it played four times last fall at Federico’s Supper Club on Commercial Drive in Vancouver. Th e n , Pa r ry wa s brought in for the choreography and to portray one of the show girls. But for the Coquitlam event, she’ll take on the role of Peggy Lee as well. And Parry will have her fellow cast mate Lambier, who plays Sammy Davis Jr., by her side. “It was really popular when we did it last fall,” she said. “I’m excited to try it out in a cabaretstyle room at Place des Arts.... Michael Fera, the facility’s special events coordinator, suggested to Parry last year to have her Rat Pack part of the program. “We thought it would be something new and different that stands out,” she said. “There’s comedy and choreography. There’s more than just the music.” But the songs, performed live in the Leonore Peyton Salon, will be something to savour, too: Mac the Knife, Diamonds are a Girl’s

Best Friend, I’m Gonna Live Till I Die, Fever and The Lady is a Tramp are among the tunes on the repertoire. An Ontario native, Parry moved to Vancouver in 1995 after training in dance at the Fay Gleeson Dance Centre in Thunder Bay; here, she tried out for her first musical and fell in love with the craft. Her credits include West Side Story (Vancouver Opera); How to Love (Vancouver Fr i n g e 2 0 1 2 ) ; a n d Guys and Dolls (Metro Theatre), for which she received an Ovation Awa rd n o m i n a t i o n for Most Outstanding Female Performance as Adelaide. Lambier is an alumnus of the Vancouver Theatre Sports League

and has worked in television and film for more than 20 years. He was cast as Bobby in Crazy for You (Theatre Under The Stars) and Billy in 42nd Street (Royal City Musical Theatre). MacTaggart was the voice of Patsy Cline in Always Patsy Cline. As well, she impersonated Cher in Lost Vegas Live and played Sheila in A Chorus Line. James Linde jumps to win at Achilles

Coquitlam’s James Linde of the Trinity Western Spartans soared 6.67 m en route to winning the men’s long jump at the Achilles Cup university track and field meet last weekend at Simon Fraser’s Fox Field. Linde’s leap was not far off the meet record of 6.79 m set by UBC’s Reid Gustavson in 2009. Also, TWU’s Emma Nuttall broke the Achilles Cup meet record in the women’s high jump, clearing 1.74 m to better the 1.70 mark set by Coquitlam’s Ruky Abdulai of SFU in 2006. Also, Centennial secondary school grad Kristen Santema was outstanding on defence as the TWU Spartans battled to a 1-1 draw with the Oregon State Beavers of the NCAA Div. 1 ranks in a university women’s soccer match Saturday in Corvallis, Ore. The result improved the Spartans’ record to 2-2-1 this spring season.

PITCHING IN

Cara Lukawesky of Coquitlam pitched the win as the Simon Fraser Clan fended off hosts Cal-State Stanislaus 8-6 and wound up finishing the Mizuno To u r n a m e n t o f Champions university women’s softball event in Turlock, Cal. with a 3-2 record. Lukawesky also was credited with the victory in SFU’s 10-5 triumph over Great Northwest Athletic Conference-rival the Western Oregon Wolves in their tournament opener on Friday.

Coquitlam Metro Ford took on Coastal FC in U-18 girls’ BC Soccer Premier League action last Sunday at Percy Perry Stadium in Coquitlam’s Town Centre Park. Coastal FC won the match 2-1. Coquitlam’s record is now 1-2-2, with their next home game on Saturday at 10 a.m.

No jet lag as a Coq. golfer wins tourney Vigna takes Junior tourney after some globetrotting By Larry Pruner The Tri-CiTy News

First came Amsterdam, Paris, London and Brussels for Coquitlam’s Kevin Vigna. Next will come the Big Apple. Not long after returning from a spring break European tour with his high school, Burnaby’s St. Thomas More Collegiate, Vigna shot a sizzling 70-71-141 total

to claim the low overall crown and Junior Boys 17-19 division title at the MJT KIKKOR Classic tournament last weekend at Surrey’s Morgan Creek course. Vig n a, 1 7 , edg ed Victoria’s Darren Day by a single stroke in the 19-finisher division to receive an exemption into the 61st East Aurora International Junior Masters in New York state. The June 24-28 tournament is one of America’s oldest and most prestigious junior events, attracting players from

South Africa, Mexico, France, Scotland, Japan, Colombia, Peru, Canada and the U.S. “I was actually surprised at how well I was hitting the ball,” Vigna told The Tri-City News in a telephone interview Monday. Vigna said he hadn’t so much as picked up a golf club in his 11 days overseas and for a couple days after his return, then got in about five practice rounds before tournament play began Saturday. “That’s the longest I’ve gone without play-

ing since I can remember,” Vigna said. “It was hard not to but I think it actually helped a bit. I was just trying to hit the fairways and greens [at Morgan Creek] and everything worked out.” Vigna, who is a threetime competitor in the Junior Worlds in San Diego, said he wasn’t even aware last weekend’s tournament was a Junior Masters qualifier. “Two ladies at the end told me,” he said. “It was nice. I was really surprised… really happy.”

silver for O’Brien & bronze for Carragher Port Coquitlam gymnast Tamara O’Brien soared to a silver medal at a national trampoline gymnastics competition, Elite Canada, in Quebec City this past weekend. Competing at the senior level, O’Brien, a TAG Sports Centre gymnast, medaled in the doublemini trampoline event. “We were very happy with her performance as she was trying some higher risk new passes and she completed all four passes well,”said TAG head coach Barb Fraser in a press release. “The silver [medal] was the icing on the cake for her hard work.” TAG gymnast Kyle Carragher — competing in the senior men’s category — added a new double layout to double pike combo on tumbling, coupled with sky high double twisting, to his routine. That impressive act landed him on the podium with a bronze medal. There are 24 athletes in each category at Elite Canada, a Federation of International Gymnasts open meet that ranks the country’s top athletes at the senior level. TAG has 14 trampoline athletes competing in the national championships in Ottawa in May.

Goals from Miles & Miles (& Gordon) DeBrincat takes fourth continued from page 22

Another Coquitlam golfer, Myles DeBrincat showed very well in the 17-19 boys’ bracket at the Classic, following up his 74 Saturday with a superb 71 Sunday for a 145 total, good for fourth spot in the division’s 19-finisher field. Coquitlam’s Shayne LaRochelle placed ninth (82-75-157), while Port Moody’s Nick Krystal finished 12th (85-79). Also, Coquitlam’s Carson Spooner, 19, was last but received consolation by winning the division’s Mr. Lube Long Drive prize. In the 22-shooter Open Girls category, Coquitlam 10-year-old Euna Han placed a respectable 14th with a 90-83-173 score. The next stop on the Maple Leaf Junior Golf Tour is May 18 and 19 at Langley’s Pagoda Ridge for the Junior Worlds qualifier.

TF Ravens trim Talons Isaiah Stevens scored a pair of tries, including what proved to be the deciding points with two minutes remaining, to lead a rebuilt Terry Fox Ravens team to a thrilling 22-21 triumph over the host Gleneagle Talons in a senior boys high school rugby match Thursday. It marked the first game for the Ravens in two years after the squad failed to field a team last season. Marko Bevanda and Bryce Rickaby scored the Ravens’ other tries, with Jeff Tilkin supplying one convert. Danial McMillan, Kaylan Power, Flint Patterson and Adrial Sellers were other standouts for the Dave Lehman-coached Ravens. Next, the Ravens visit the Dr. Charles Best Blue Devils on Thursday.

Reese Miles pumped in a pair of goals to propel the Port Moody Gunners to a 3-1 win Saturday over Peace Arch United and qualify through the back door for the Premier men’s soccer provincial finals. The Gunners, who were forced to play Peace Arch after dropped a 2-0 count Friday night to Abbotsford in the Soccer City Cup final, open the B.C. draw Saturday versus host Cowichan. Ryan Gordon scored on a header to help give the Gunners a cozy 3-0 cushion before the game was 30 minutes old, before Peace Arch replied with a marker in the 39th minute. After that, the Gunners played solid defence and created several more scoring opportunities on the counter attack to preserve the two-goal win. Chris Attadia assisted on both of Miles’ tallies, with a Dave Robson cross smartly setting up Gordon’s goal.
