Recent spring street cleaning will be shortly followed by the start of downtown construction. Major roadwork is scheduled to begin on April 28, 2013, and is scheduled to be completed by May 25. New curbs, bulbs and medians will be built by the Ministry of Transportation and Infrastructure (MOTI) in conjunction with LB Paving of Smithers. When construction is complete, there will be four pedestrian crosswalks, three left-hand turn lanes, and expanded greenspace build-outs along existing sidewalks. Street-side parking will be greatly reduced, with plans to eventually increase downtown parking once remediation of local brownfield sites are complete Over the remainder of the summer, Village of Burns Lake public works will take care of soft-landscaping like planting shrubs and prairie spire ash trees. Plans also call for the installation of four First Nations clan carvings, new benches and new waste bins. Phase one of the downtown revitalization project has not been without its critics. A vocal proponent for increased business consultation has found himself inside the fold of the Burns Lake Downtown Revitalization Committee (DRC). Prior to Wayne Brown’s joining the steering committee, he was a vocal critic of the planning that has gone into the municipal project. The largest part of Brown’s concerns for the downtown revitalization project was the loss of store-front parking that his, and other businesses, will experience as a result of sidewalk extensions that will provide a landscaped buffer between pedestrians and highway traffic. ...see ROAD WORK ▼ P3

RCMP assist to return band offices to council
Situation resolved as protesters leave the building WALTER STRONG
A two-week long stand-off between dissatisfied members of the Burns Lake Band (BLB), led by band councillor Ron Charlie, came to a head late Sunday morning as a large contingent of RCMP officers enforced an order for protesters to vacate the BLB offices. In a combined effort involving RCMP detachments from across the region, approximately 25 marked and unmarked RCMP vehicles arrived at BLB offices in Burns Lake on Sunday morning, April 7, 2013, shortly after 11 a.m. The situation was peacefully resolved at approximately 2:30 p.m. as seven unauthorized people found inside the offices agreed to leave. A perimeter around the office property was established as police kept the offices closed to the public, including BLB councillor, Ron Charlie. Charlie arrived on scene and was denied entry to the office building. He was told that RCMP were processing a BLB council resolution. Charlie asked why, as a councillor, he wasn’t allowed into the band offices. He was told that police were processing a crime scene. Later, RCMP clari-
fied that there are three ongoing investigations surrounding the protest dating back to March 25, 2013. The crime scene referred to was in connection to those investigations, and not to an incident that day. According to Cst. Lesley Smith of RCMP North District Media Relations, the Burns Lake detachment RCMP had been made aware on March 25, 2013, of protesters occupying the band offices. Until today, it was hoped that the protest, which was disrupting band office business as well as the business of the Carrier Sekani Family Services and the Little Angels Daycare, could be resolved without police intervention. According to police reports, the RCMP accompanied two band council members as they served a letter of notice directing occupants to leave the premises. They left willingly and no arrests were made. Afterward, reports of drawn weapons during the action circulated on social media. Smith responded that, “The RCMP uses a carefully measured approach to providing security for such events. We had an adequate number of police officers on site who were prepared to handle any possible scenario.” Charlie expressed concern for the level of force used to quash the peaceful protest. “This is not the first time police have been used against our community for speaking up against this council, but this is extremely excessive, violent force to use against your own people,” said Charlie. “If this is allowed to

Revite underway A lingering issue regarding downtown revitalization plans for Burns Lake is the remediation of the two brownfield sites. Apparently, there are some hopes that the former Mohawk site might be rehabilitated by the end of this summer, but things are very much up in the air with the Shell site. It’s not that Shell isn’t working on it, but the remediation and testing process doesn’t lend itself to a strict timetable. Kind of like self-improvement in general. Phase one of the project will be underway before the end of the month. The results look like they will do a lot to transform downtown Burns

It’s still easy being Green This is the first of a series of policy commentaries on the four main parties contesting the 2013 B.C. election. I’m starting with the B.C. Green Party, which has higher than usual hopes for the 2013 election. It was also the first to put out a substantial policy document, albeit one that is still being debated and altered. Green Book 2013 continues the Utopian positions that only a party with no chance of forming a government has the luxury to put forward. For example, they would double the area of parks in B.C., but take 100 years to do it. Immediately, they would almost double the carbon tax, taking it from seven to 12 cents on a litre of gasoline. Greens would extend this steeply increased carbon tax to industries such as natural gas and cement production. Leader Jane Sterk told me she expects cement producers and the like to adapt, rather than shut down as their competitive position erodes. And what about the extra billions in carbon tax revenues? Sterk says most should continue to go to income tax reductions, as is now the case, because the purpose is to change consumption patterns, not to increase overall tax revenue. Most, but not all. “We think there is an argument to be made for putting, for a period of time, the increased revenue from the carbon tax into creating the infrastructure that allows people to benefit from a carbon tax,” Sterk said. That means transit, and potentially retrofits of homes and other buildings as well. Tax increase aside, this is essentially the NDP position too. The Greens emphasize wind and geothermal power. Sterk faces the awkward task of arguing against hydroelectric expansion. A Green government would cancel the Site C dam BURNS LAKE

project on the Peace River. Sterk says it would only serve as a subsidy to liquefied natural gas exports, which she doesn’t believe materialize as international competitors develop. The Greens’ star candidate, University of Victoria climate scientist Andrew Weaver, agrees. Both point to vast reserves of Russian gas that may well get to Asia more quickly and cheaply. Sterk said the 35,000 existing gas wells in northern B.C. “are not going to be shut down.” Actually, in the absence of LNG exports, that is exactly what would happen to many of them. The U.S. has its own shale gas supplies, and is B.C.’s only current export customer. Converting transport trucks and BC Ferries to LNG fuel isn’t going to maintain the vast industry blooming in northern B.C. The official Green Party position is to place a moratorium on B.C. gas drilling while a comprehensive water use policy is developed. Current innovations such as reusing municipal wastewater are ignored. The Green platform also demands disclosure of chemicals used in hydraulic fracturing, which the B.C. Oil and Gas Commission has already done. If one were to design a self-fulfilling prophecy that B.C.’s LNG project is doomed to fail, the Green Party platform would be a good place to start. Reading through Green Book 2013, I’m left with the impression that much of it remains calculated as a soothing message for urban voters who have been convinced it’s courageous to drive their cars down to an anti-tanker protest. If Weaver, Sterk or any other Greens get elected, it will be surfing a wave of protest votes from people weary of the B.C. Liberals and the NDP. It will not be due to the practicality or even internal consistency of their polices. It’s still pretty easy being Green. Lake. The tough nut to crack for Burns Lake is that a highway cuts right through town. The village has to balance the need to keep traffic flowing - industrial, residential and tourist - while accommodating visitors and local merchants. As a relative new-comer to Burns Lake I’m often struck by the beauty of the natural geography of the town. The way the highway runs along the natural line of the hill the town is built on, is unique to here. Every other town west of Prince George has the highway more-or-less bypassing the town core. I’m not sure what’s going on in Houston, but whatever it is, it doesn’t encourage slowing down to take in what the town has to offer. Even downtown Smithers, as beautiful as it is, is easily missed unless you’re paying careful attention. Vanderhoof? The same thing. Apparently there are some excellent eateries in town, but the busy Tim Hortons seems to be the town’s landmark. When a tourist drives into Burns Lake, they have to slow down because of the geography. The revitalization plans play on that strength by giving the town more curb-side appeal and more reason to want to park the vehicle and take a walk. Concerns remain regarding the loss of a convenience factor when it comes to having storefront parking spots. It could be easy to gloss over those concerns and suggest that people will be willing to walk a few steps more, from centralized downtown parking, once the overall feel of the core is improved. The problem is, shop owners don’t know if that’s true. Not only that, but timelines for additional parking can’t be established for reasons beyond the control of the Village of Burns Lake. So it remains a point of apprehension for some shop owners. The revitalization project is banking on the idea that Burns Lake is a great place to stop. That is absolutely true. Burns Lake is in a sweet spot; It’s far enough west of P.G. that people are ready for a break when they get here, and it has the kind of natural geography that makes you want to slow down and check it out. A lot of towns need to figure out a way to get people off the highway and into town. Burns Lake has that licked. You’re in town no matter what. We just need to make sure people have enough convenient parking available to stop for a visit.

NKDF Board Member Recruitment Nechako-Kitamaat Development Fund Society (NKDF) is currently seeking volunteers to serve on the Board of Directors. Promotion of this recruitment involves sending this notice to all MLA’s, local governments and economic development organizations, as well as advertizing in the local newspapers in the NKDF investment area. We will use a point-based system to evaluate applicants and create an eligibility list. This list will be sent to the Board Resourcing and Development Office and the Ministry of Jobs, Tourism and Skills Training, who makes the final decisions and appoints Directors to the NKDF Board. There is currently one vacancy on the Board. Each director is normally appointed to a term of one to three years. I would also like to apologize to our community band members and residents of the Lakes District for the behaviour of a few people, for any inconvenience, or stress this may have caused you, your families. I'm deeply saddened by the actions of a few people who keep us from doing the work that will not only help our community members, our band as a whole, but everyone in the Lakes District. Over the past year we've been working very hard on a new project to create a camp manufacturing facility here in Burns Lake. The plan is to situate the facility beside Babine Forest Products, as this would be ideal to access building materials and provides rail access as well. Last October we hired Myers Norris Penny (MNP) from Vancouver to conduct a feasibility study for us. I've received that study and it came back very positive. As a result we have authorized MNP to begin developing a business plan, marketing and human resources strategy, and labour market assessment. We have also presented the proposed business concept to two camp manufacturing facilities already in operation to determine their level of interest in forming a partnership and work to date has again been very positive. This project would create minimally 100 new jobs, building worker accommodations camps for the oil, gas, mining and other exploration industries. We are also getting closer to the launch of our hotel project with concept drawings completed and working
on finalizing those costs. We completed phase one of the reconstruction of our gas bar and convenience store, phase two will be adding new pumps and additional tanks for capacity and a new canopy over the pumps. We expanded to full serve at self serve prices, employing 10 people through this venture. The daycare in our office when I arrived had four children and five staff and due to a significant deficit, we had to close the daycare temporarily. We have the finances back on track and since re opening, our daycare is the facility of choice in Burns Lake, full to capacity with 23 children and creating 12 full and part time jobs. The very small group of people who are opposing us put all this in jeopardy. Parents are very concerned for their children's safety, staffs are concerned as well. I am deeply disturbed by this type of activity, when every action we are focused on is geared to helping everyone, including those who oppose us. I have worked tirelessly to be inclusive, get the band finances back in order, and build a solid economic and social foundation for this and future generations. I have reached out to all in our band and the broader community to build partnerships to benefit all. We hold weekly staff meetings, monthly open community band meetings, and give regular updates on all our work. Some, for their own reasons, choose not to participate. Old pioneer families lose loved ones recently
A dear friend Yes, some more sad news with the passing of another one of our well known pioneer families, Hoyt Burt. What a life and what a wonderful family he has left behind and what great memories we all have of Hoyt. He was a walking history book with his stories of the Southside. There are not many left sad to say as we are losing our old-timers and these old stories are gone. Hoyt’s family settled on the Southside in 1922 and Hoyt spent his entire adult life here. They came in from Montana where his dad cowboyed. His first job he had was fight-
ing fire in what is now Tweedsmuir Park. He was paid 25 cents an hour. This was in the great depression and it helped keep the family going. The one good thing the fire lasted all summer so fire or not it helped those early settlers keep food on the table. Barker’s meadows was Hoyt’s home for many years. His family will also have wonderful memories of their home place. It’s still their home as family homes are so important as we grow older they are more precious with such wonderful memories of growing up. Is spring here? Spring seems to be on its way and maybe a bit sooner than usual. The black birds are back and some robins, lots of geese and swans, it’s early for them but could be they know more than we do about the weather. This was many years ago now and it was the weekend of
the big picnic and sports day at Francois and the weather was good but a flock of swamp robins or Alaska robins, on their migration north. They were in a gully close to Richard and Margaret’s home. That night the temperature dropped and we got about six inches of snow, this was the 24 of May. I walked up the hill and the ground was covered with dead robins. There were just piles of them. It was the end of the robin migration as they never came back again. It seems to me that the birds are back sooner than other years. The robins as a rule don’t come so soon. Also a big bunch of snow geese stopped over. They are migrating up north. As most all the lakes are still frozen over so I ask this question, what do they feed on? Last year I saw a couple of snow geese in with the Canada geese. Snow geese are snow white, hence the name.
Entertainment On Wednesday of last week we had the pleasure of the country western band Lone Spur entertain at The Tweedsmuir House. They gave us about an hour of those old country western music. It was just like a family. Due to an arm injury I have had to back off. But I sure do miss playing with them. They always play my song and they played it just for me. ‘The blackboard of my heart’, in memory of my sweetheart, I loved and left when we moved to B.C. I say thanks to Lone Spur for singing it for me. Thanks for the memories. Last week we also had the Grassy Plains church choir drop in to The Tweedsmuir House and entertain us with some of the old songs, this was great and we thank you for coming. Everyone enjoys singing, makes our day. Sad times Two weeks ago will
be a week not soon forgotten with two funerals of members of our really old pioneer families. The Burt family and the Van Tine family. These were so well known, so much wonderful history has gone with them. Those were the days when you had to work and I mean hard work. Even the kids had to do their best. Great Easter I was very lucky to spend Easter with the family and be back at the lake where I spent most of my life. I keep thinking of all the good times and the sad times too. I have always called it God’s country and it is still God’s country. It’s just too bad that the pine beetle destroyed so much of our lovely forests but in time they say it will come back again. A little story This was maybe over 30 years ago but I sure remember it. It was in the spring and after a cold winter with the ice very heavy and breaking
up. Francois Lake was clearing up with huge chunks of ice floating east with a west wind. A friend of mine Ben Benedict, who at the time was living on the east Francois road. He was in a hurry and he said to me “Have you got a boat and can you help me, there is a man on a floating chunk of ice and he is waving for help.” It was Everett Jeffery on the ice block. He was out quite away and floating out further. He had shot a goose and he was trying to get it. He was very cold as he had no coat either, I had an extra. We were blocked in a sea of huge floating ice blocks and we were going out further all the time. We were in trouble and big time. All we had was two oars to clear a pathway and it was not working. A strong wind had come up and the aluminum boat was not made for this. A miracle happened and Ben
noticed a trail open up and we took it and got to shore about a half mile from where we had started. We were happy campers to get solid ground under us. This was bad timing on Everett’s part as it was a disaster ready to happen and now as I look back we were three very lucky guys. One was a boat handy and Ben just happened to notice Everett waiving for help. No matter how safe we think ice is it’s dangerous to take chances with. I have had my share of scares on frozen lakes and I have had many a lesson. I must say how sorry I am not to be able to attend George and Hoyt’s service I feel badly about this but due to health reasons I’m what they call house bound. But My heart was with both of these special families and lifetime friends of mine. Take care and always remember God loves you and so do I.

The society works with the province to maintain 30 recreation sites in the Lakes District, as well as two small provincial parks. The volunteer group is currently looking for more registered members to attend the upcoming annual general meeting to make future plans. As reported recently in Lakes District News, LORS was facing a large funding shortfall for the 2013 summer season. B.C. province faces lawsuit
Gransile mine project seeks redress Walter Strong Pacific Booker Minerals (PBM) has filed a lawsuit against the province of B.C. regarding a Northern B.C. mining project that did not receive an anticipated environmental assessment certificate at the conclusion of its application process. The Morrison copper and gold mine was to have been located north of Granisle B.C. The mine project, which was projected to be begin in 2014, was expected to extract an estimated $6 billion in mineral resources and generate over $300 million in tax revenue and provincial mineral taxes over the life of the project, from construction to decommissioning. In addition to provincial revenues, the construction phase of the mine would have meant 1117 jobs over two years, with 600 jobs per year expected to be provided over the 21-year lifespan of the mine. Pacific Booker Minerals had agreed to meet 32 conditions set out by the B.C. Environmental Assessment Office (EAO) for approval of the project. The project had appeared to move successfully through
the provincial environmental assessment process, with the final report being turned over to ministerial hands for consideration in late September, 2012. A last minute denial of the anticipated approval on Oct. 1, 2012 took PBM and the mining industry by surprise. Despite a positive assessment by the EAO that the project had ‘adequately and reasonably’ dealt with all environmental, First Nations, and public concerns, environment minister Terry Clark’s office denied the application. The company had spent more than $30 million on combined feasibility and environmental studies over ten years. Pacific Booker Minerals CEO, Erik Tornquist reported previously that there was a 50 per cent drop in stock value after the denial of the assessment, resulting in a loss of $140 million in investor equity for over 1100 shareholders. According to Supreme Court of B.C. documents filed on April 3, 2013 by Hunter Litigation Chambers Law Corporation of Vancouver, PBM wants four things: that the Sept. 2012 decision to deny the EAC be set aside, that the provincial ministerial offices involved reconsider their decision, costs, and any further ‘relief’ that the court finds appropriate. The documents also outline that PBM is
a small company with only one proposed project, the Morrison Mine project. Citing the successful completion of two recent environmental assessments for the Roman Coal Project and the Kitsault Mine Project, the suit alleges that the province unfairly held PBM to a different set of standards than those other projects. The lawsuit also claims that the province, contrary to expectations, did not allow PBM the opportunity to respond to the reasoning behind the denial of the environmental certificate. It is PBM’s claim that a number of false assumptions and premises inconsistent with the original parameters of the environmental assessment process informed the final decision to shut down the project. Lakes District News reported earlier that a flurry of last-minute correspondence between the Northern B.C. Skeena Fisheries Commission and the minister’s office may have set the stage for the final denial of the environmental assessment certificate. The law suit alleges that a misunderstanding of the proximity of the headwaters of the Skeena River watershed to the proposed mine location, informed the minister’s decision to deny the environmental certificate.

Vocal performers Last concert of the year offer a treat

Lakes District residents are in for a real treat this weekend, as vocal performers of all ages participate in the Lakes District Festival of the Performing Arts on April 12 and April 13. The two-day vocal section of the program features entrants of all ages, from primary school groups to soloists to adult choirs, and everything in between. All sessions - held at Island Gospel Fellowship Church on Gerow Island - are open to the public. Admission is by donation. Vocal artists thrive on the energy and emotional response of an appreciative audience. Let's provide them with a good one. Friday's 10 a.m. session highlights school groups and children's choirs, with child soloists at 12:30 p.m. Friday's evening session includes a First Nations vocal solo and a performance by the Lake Babine Hereditary Drummers, as well as adult soloists, quartets, and choirs. Saturday's sessions offer the talents of fine young vocalists from Burns Lake, the Southside and Prince George. Enjoy the beauty and artistry of Classical solos in the 10 a.m. session. Then stay around for comedy, romance, and pathos in the Musical Theatre section of the program at 2 p.m. The entertainment continues next week, with piano April 15 – 17 and speech arts on April 18. The festival wraps up with a gala honours concert on April 20.
The final, can you believe it, performance in the arts council’s 2012/13 season, The Magnificent Seven, takes place this Sunday afternoon, at 3 p.m. at the First Mennonite Church in Burns Lake. Chinese instrumental ensemble Red Chamber plays ancient Chinese string band music blended with bluegrass and jazz fusion. These virtuosic performers set the stage on fire with hot licks, power and passion. The quartet creates a unique sound, performing repertoire that spans centuries, from the Tang Dynasty (618-907) to modern compositions. This is an exciting ensemble of masterful musicians bringing a new sound on ancient

In 2012 the Ministry of Forests Lands and Natural Resource Operations flew the Lakes Timber Supply Area and photographed it. This is good news! After the area is flown the photos are flattened and stitched together. This means that as the Earth is a sphere the photos need to be fixed to remove the stretch at the edge of the photo. Then the photos are stitched together. This makes an orthophoto. These photos will be for sale, but to the regular public it will be available in a lower resolution on Google Earth’s orthophoto viewer.

Local Southsider makes the Wolfpack Contributed The Thompson Rivers University WolfPack hockey team believe they have found one of their goalies of the future. General manager Chris Hans and head coach Don Schulz are pleased to announce that 21 year old Chris Solecki of Burns Lake, B.C. has agreed to commitment letter with the BC Intercollegiate Hockey League club. Solecki, a 5'11" goaltender played in the Kootenay International Junior Hockey League this past season with the Fernie Ghostriders. He appeared in 38 games, winning 24, losing 12 and tying one with a goals against average of 2.88 and a saves percentage of .912 "Chris is an accomplished junior goaltender who comes from a winning program in Fernie," says Hans. "We have had the luxury of solid goal tending the past few years with Shane Mainprize (Valemount, BC) and Riley Wall (Kamloops, BC). We made recruiting their replacements a high priority." "Chris is an athletic goalie, who moves well, competes and handles the puck well," adds Schulz. "We are fortunate to get a goalie of Chris' talents and experience to fill our
void. I'm looking forward to working with Chris in the future and am most pleased with his addition to the WolfPack." "I was looking at some NCAA Division III schools and a few other teams in the BCIHL," said Solecki, who played 12 playoff games in 2012-13 with Fernie. He won six and lost six and had a 2.79 goals against average with a saves percentage of .915. "I am looking to pursue a career in agriculture," he said adding that TRU was the closest option to his home where he could go to school and play hockey. "My family owns a cattle ranch in Burns Lake and I will be preparing to take it over eventually." Solecki says with the two starters graduating, Thompson Rivers was even more a great fit. "I'm excited for the season to start. I am a very motivated and competitive guy and I think there may be an opportunity to get a lot of playing time here." His coach in Fernie last season was longtime Junior Hockey man Barry Wolff, "Chris is athletic, challenges well, quick lateral movement, strong at playing the puck, competes and hates to lose whether it is a game or

In a move targeting the approximately 42% of Windows based computers still running Windows XP, Microsoft is offering a 15% discount on Windows 8 until June 30th. The upgrade discount comes with a few strings attached, however.
