Carbon offsets purchase under review following scathing report

The Carbon Neutral Kootenays (CNK) consortium is studying its association with the Darkwoods project in light of last week’s review of carbon offsets by the auditor general. John Doyle, B.C.’s auditor general, referred to the Darkwoods project during his report which claimed the carbon offsets program was “not credible” in achieving the province’s carbon neutral government initiative. His report caught the attention of the CNK, which alerted local municipalities that it is reviewing its project and will advise communities later this month. The CNK, funded by the Regional District of Kootenay Boundary (RDKB), Regional District of Central Kootenay (RDCK), the Regional District of East Kootenay (RDEK) and the Columbia Basin Trust, helps participating municipalities in meeting its carbon neutral commitments. However, in the auditor’s report, Doyle said Pacific Carbon Trust, the crown corporation created to help B.C. reach its carbon neutral goal, was not purchasing credible carbon offsets. The B.C. Government refuted those comments in a press conference last week featuring B.C. Environment Minister Terry Lake “We reject entirely his conclusion that the offsets he examined are not credible,” Lake told Canadian Press reporter Dirk Meissner. Meissner explained the audit examined two offset projects, the Kootenay-area Darkwoods Forest Carbon Project and the Dawson Creekarea Encana Underbalanced Drilling Project. “We found that both offset projects started without showing that the value of offsets was considered to the extent that it provided the incentive for going ahead – an important consideration for demonstrating the eligibility of offset projects,” stated the report. “We also found that neither project had a baseline that could be supported.” That has prompted the CNK to review the Darkwoods project. In a letter to the municipalities the CNK explained it is not considering buying offsets from Pacific Carbon Trust and if the association with the Darkwoods continues, the CNK would purchase directly from the Nature Conservancy of Canada, which bought the property in 2008. Anyway you slice it, Monday, Genny Demkiw, owner/operator of Panago in downtown Trail, was happy that her customers would finally be paying less for cheesy delights. Sunday was the last day B.C. consumers were subjected to 12 per cent HST. On Monday, Demkiw displayed a receipt, now subject to only 5 per cent GST. The tax on a $36 bill was $1.80. Sunday, the tax on a $36 bill would have been $4.30. See story Page 4.
All the conditions were right for a grass fire to take off, said Captain Jason Milne from the Kootenay Boundary Regional Fire Rescue. Milne was referencing a 911 call that came in Sunday afternoon just before 1:30 p.m., to report a grass fire at French Street park in Annable. (lower Warfield). A 10-man crew responded to the fire which spread to cover an area of approximately 120 feet by 80 feet, said Milne. “It started in the park and made it all the way up to the to the post on the highway side,” he said. “We stopped it within a half hour, before it could advance further.” Milne explained that the fire dept. has responded to a few fires on that same bank in the past few years, because due to the angle of the bank, flames quickly spread up the mountainside. Milne said that once the snow is gone, the grass is really dry, and by adding in a wind factor, a fire can easily take off. In this instance, a youngster with a lighter carelessly ignited the grass. Milne explained that the child was very remorseful, and as part of follow up, will attend the Junior Fire Setters Program at the fire hall. On Monday, just before noon, Fruitvale Company 6 received a call reporting a fire in the backyard of a residence on First Street. “I think the fire just got away on the owners of the property,” said Milne. “But I believe they had put it out before the fire department got there.” As backyards are being raked and mowed this spring, Milne reminds residents to use caution with open burning fires. When burning backyard debris, keep it in small piles; always have a shovel and water source (hose) on hand; and never leave the fire unattended. Because the Fire Rescue is regional, Milne said each municipality has its own rules for burning. “Check at your village hall as there are different rules in different areas,” he said. The City of Trail and Village of Fruitvale have a ban on all burning; while the Village of Warfield does not require permits for open burning from Nov. 1 to April 30. See photo on Page 3

This certainly applies to a club bid which is not lead-directive and a diamond bid which is mildly lead-directive. Fire centre issues warning on outdoor burning CASTLEGAR: The Southeast Fire Centre is asking the public to exercise caution with any outdoor burning activities this spring. As the snow melts, dried grass from last summer is uncovered and that material can be highly flammable. Almost all wildfires at this time of the year are caused by people and are therefore preventable. Homeowners and industry personnel are encouraged to consult the B.C. FireSmart manual and take the following precautions: * Ensure that enough people, water and tools are on hand to control the fire and prevent it from escaping.
Water leak at Teck sounds alarms
* Do not burn during windy conditions. Weather conditions can change quickly and the wind may carry embers to other combustible material and start new fires. * Create a fireguard at least one metre around the planned fire site by clearing away twigs, grass, leaves and other combustible material. * If you are planning a large burn, consider conducting smaller burns around the perimeter beforehand to create a fuel break and help stop the fire from spreading beyond its intended size. Each of these fires should be kept small and must be completely extinguished before starting a new fire.

An elusive water leak in a boiler of the Kivcet furnace at Teck operations, led to an afternoon of resounding alarms audible throughout Trail last Wednesday afternoon. “A water leak was discovered in our main lead furnace,” said Catherine Adair, community engagement coordinator. Adair explained that there
* Never leave a fire unattended and make sure that your fire is completely extinguished and the ashes are cold to the touch before you leave the area. If you are planning to do any largescale industrial burning or conduct a grass burn over 0.2 hectares (Category 3 fires), you must obtain a burn registration number ahead of time by calling 1 888 797-1717. Venting conditions should always be checked before conducting an open burn. If conditions are rated “Poor” or “Fair”, open burning is restricted. was work taking place in the area at the time, and as the furnace was being started back up, a leak was discovered. Following operational protocol, all personnel from the lead plant and surrounding plants, were mustered and evacuated from the area. During the mustering procedure, all employees were accounted for when gathered in a pre-identified location.
“When it became clear that the incident would last for an extended period, non-essential personnel were escorted back to their areas to collect personal items and then allowed to leave for the day,” Adair explained. Adair said that the reason the alarms were heard for an extended period of time was that the exact location of the leak took some time to locate.
FROM PAGE 1 city staff warned that the entire cost of the Climate Action Revenue Incentive Program Public Report (CARIP) will incur a significant amount of city personnel time and resources as time goes on. In order to keep complying and supporting the program the city would eventually have costs over and above the carbon grant—tax back from the province paid on utility bills— and buying carbon offsets, the report noted. In 2012 the city was able to create a slight residual after buying carbon offsets at a reduced rate through the CNK. The city submitted its 2012 CARIP report to the province along with its 2012 carbon consumption calculations using the SmartTool, as well as the grant application based on the city’s carbon tax paid. In short, the city produced 1,274 tonnes of carbon in 2012, including 92 tonnes from third party contracted services. As a result, the city is planning to purchase $20,000 in carbon offsets from the Darkwoods project council approved of earlier this year. Perehudoff pointed out on Thursday that, in light of Doyle’s report, the CNK is reviewing the situation before completing the purchase. Once the CNK has come to a conclusion and advised council, it will determine how to proceed. “It is really unclear what the net gains are at this time and many are questioning the real value based on how this program has been setup; especially for some public organizations that currently have to pay significantly for offsets at the expense of programs and services,” city chief administrative officer David Perehudoff said in his report, which came out prior to the auditor general’s statement. “Carbon neutrality from the perspective of being purely carbon neutral is impossible, so that’s where the carbon offsets come in.” The city spent $30,487 on carbon taxes in 2012 and the carbon tax refund was slightly more. If the city had to purchase the offsets through the Pacific Carbon Trust, the offset cost would have been $31,850 and have left the city in a slight deficit position. Meanwhile, the Silver City staff is doing what it can with what it has, said DeRosa, the councillor in charge of the Public Works portfolio. The city has not identified projects that are going to reduce its carbon footprint immediately, he explained. “Rather, we adopted a philosophy that when things needed to be repaired or replaced we would do it with the most energy efficient technology available,” he said. “When the need comes we will find the funds to replace or repair or adjust to adopt a carbon reduction gain.” The city has taken a slow approach to adopting and achieving its goal and it is working for them, with a 30 per cent reduction in power usage with recent HVAC upgrade at the Trail Aquatic Centre. The program and the overall economic strain on the city versus the real gains in terms of the program design, the cost to deliver, and the real benefits should be measured, said Perehudoff in his report.

Provincial
Brief HST era ends
By Tom Fletcher Black Press
VICTORIA – The brief era of the harmonized sales tax ended in B.C. Monday, with a last-minute scramble by thousands of businesses to register as collectors of the revived provincial sales tax. About 100,000 businesses in B.C. are required to register and collect PST from customers. By the Easter weekend, about 80,000 of them had done so, said Naomi Yamamoto, B.C.’s minister of state for small business. “I think what most consumers will be doing is looking at their receipts,” Yamamoto said Sunday. “In most cases they’ll be paying the same as they did prior to April 1, unless you’re getting your hair cut, or buying a ski ticket or you’re
paying your golf membership or going to a restaurant, or buying a bike.” The good news for barbers, bike shops, restaurants and other labour service providers is that they see a seven per cent tax reduction. The bad news is that they have to administer two sales taxes, the PST and the five per cent GST, which continues to apply to goods and services. There are a few anomalies, such as insulation and weatherstripping, where sales tax falls by seven per cent as historic PST exemptions resume Monday, but most retail purchases will remain subject to both GST and PST at a combined rate of 12 per cent. Yamamoto said businesses can register online by going

Business owners who don’t register immediately can still correct transactions made after the deadline, because the first online remittance of PST is expected at the end of May. Premier Christy Clark marked the transition with a video, reminding business operators to register. NDP finance critic Bruce Ralston said a statistically average family will be about $350 ahead with the removal of the HST, which was rejected in a mail-in referendum in June 2011. Ralston acknowledged that lowincome people will lose the increased HST rebates that have been paid quarterly since the HST took effect in 2010. But he said that will be balanced by the reduced sales taxes they pay in restaurants and other service purchases. Tobacco taxes went up by seven per cent with the HST, and that tax will remain. Liquor taxes have also been adjusted to be unchanged with either tax, although restaurants will pay increased tax on liquor sales with the return to PST.

Admitting pot use at U.S. border may get you banned By Jeff Nagel
Surrey North Delta Leader
Pot-smoking B.C. residents are increasingly being banned from entering the U.S. as American border guards try to stem the flow of Canadian marijuana tourists in the wake of Washington State’s weed legalization vote late last year. Blaine lawyer Len Saunders said he’s seeing more cases of B.C. residents being permanently denied entry after trying to carry pot across the border, thinking it’s no longer an issue. Because marijuana is now legal to possess under state law, Canadians caught bringing less than an ounce across aren’t charged, as they were in the past. “I’m seeing no prosecutions – zero since November,” Saunders said. “But there’s more confusion.” What happens now, he said, is pot-packing Canucks have their stash confiscated and are then interrogated under oath about their drug-using habits. Admit that you’ve ever smoked or used marijuana in your life, he said, and you can be deemed inadmissable to the U.S. because

you’ve confessed to a crime of moral turpitude. “The key is to not admit that you’ve ever used it,” Saunders said, stressing he isn’t counselling anyone to lie under oath. He noted anyone could be questioned about past marijuana use at the border, whether Customs and Border Protection agents find pot on them or not. Past studies have found a majority of B.C. residents report using marijuana at least once. Saunders said he’s increasingly had calls from Canadians deemed inadmissable over pot use who say they can’t believe it happened to them and must now apply for a tough-to-obtain re-entry waiver also required for anyone with a criminal conviction who wants to return to the U.S. A pot dispensary is expected to open in Blaine, he said, but the licence hasn’t been granted yet. “It’s legal to possess,” Saunders said. “So if you make it over the border you can buy it and you can use it.” Saunders noted Washington’s legal-

ization of pot doesn’t extend to use by minors age 18 or under. And anyone who brings a “truckload” of pot over the border can still expect to be prosecuted under U.S. federal law. Ironically, he said, while an admission of marijuana use in the distant past can bar you from the U.S. for
life, convicted drunk drivers face no such problem. “If you have multiple DUIs you are admissable to the U.S.,” Saunders said. “A DUI is not a crime of moral turpitude because you didn’t have the intention to drive drunk. Because you were drunk.”
Hydroponics sales booming in B.C. THE CANADIAN PRESS SURREY, B.C. - Business has been on fire at a Surrey, hydroponics shop since the decision was made by two U.S. states to legalize the possession of marijuana. The ballot initiatives passed last November in Washington state and Colorado allow adults over the age of 21 to posses up to 28 grams of marijuana. Steven Betts, a co-owner of Green Planet Wholesale Ltd., says sales have quadrupled in the last few weeks, and their multi-milliondollar businesses now employ about 60 people. Betts says his company has plans to open a new distribution facility in Washington state in the next few months. Simon Fraser University economics Prof. Stephen Easton says the company’s success could draw the attention of competitors such as big-box stores - especially if the owners are seeing large margins. Green Planet’s owners say it’s not about doing anything illegally, and there’s a sign near the store’s checkout counter that warns customers they’ll be asked to leave if they mention any illegal substances.

Road deaths prompt more signage THE CANADIAN PRESS REGINA - A record number of deaths on Saskatchewan highways last year are behind the government’s latest move to improve road safety in the province. The fatalities included highway worker Ashley Richards, who was struck while working as a flag person in a construction zone. The government has announced more signage in work zones so drivers know when they have to slow down. The usual orange signs with black worker figures on them will clearly state when workers are actually present. A black-and-white speed sign will immediately follow to remind motorists to drive no faster than 60 kilometres an hour. The government has also raised fines for people caught speeding in construction zones. The fines have increased to a minimum of $210 from $140. They go up for each kilometre over the limit a driver is speeding. “We need these new signing measures, plus education and enforcement, to make a real change in driving behaviours in the work zone,” Highways Minister Don McMorris said in a release Monday.

Good Samaritan and dog save kids THE CANADIAN PRESS EDMONTON - A Good Samaritan and his dog are being credited with saving two little girls from drowning in the North Saskatchewan River. The girls, six and nine, were playing Sunday on ice near a foot bridge in Edmonton when they fell into the bone-chilling water. Rescue authorities say a man who was close by heard their screams for help and pulled one child to safety, then raced with his lab-husky cross named Rocky to find the second youngster. Rescue spokesman Michael Tucker says the man fell through the ice at one point and had to be rescued by his dog. Tucker says Rocky then swam to the second child as she was drifting downstream. “She grabbed onto his leash. The dog pulled her to shore,” Tucker said. The child was hypothermic when a rescue boat took her to get treatment from waiting paramedics, he said. “If she was in the water much longer, who knows what could have happened, but an unbelievable story there.” The girls were examined in hospital and were both fine.
Canadian warship makes big bust THE CANADIAN PRESS OTTAWA - A Canadian warship has made a major drug bust at sea. The Department of National Defence says the HMCS Toronto has seized around 500 kilograms of heroin from a boat in the Indian Ocean. The drugs were found after a naval boarding party searched the vessel as part of a security operation this past Friday. HMCS Toronto’s commanding officer says it is one of the largest heroin seizures in a maritime environment. Commander David Patchell says the bust doesn’t just keep drugs off the street but also affects the finances of international terrorist organizations.

THE CANADIAN PRESS OTTAWA - Federal policies that restrict what government scientists can say publicly about their work are about to be put under the microscope. Federal Information Commissioner Suzanne Legault has agreed to investigate how government communications rules on taxpayerfunded science impact public access to information. Legault is responding to a detailed complaint lodged by the Environmental Law Centre at the University of Victoria and the ethics advocacy group Democracy Watch. Their lengthy report “Muzzling Civil Servants: A Threat to Democracy?” - laid out repeated examples of taxpayer-funded science being suppressed or limited to prepackaged media lines across six different government departments and agencies. In a letter to the complainants, the commissioner’s office noted she is required under the Access to Information Act to investigate any matter related to obtaining or requesting records. The complaint alleges that by keeping government scientists from speaking out about their work, the public is denied the chance to request records - because no one is ever made aware they exist in the first

place. The complaint “alleges that the right of access to information under the act is impeded by government policies, practices or guidelines that restrict or prohibit government scientists from speaking with the media and the Canadian public,” Legault’s office responded, saying it “falls with the scope” of the legislative mandate. In addition to four government departments and two agencies cited in the complaint, Legault said she will also examine the Treasury Board Secretariat “because of its role in relation to the development and implementation of government policies.” Chris Tollefson, the executive director of UVic’s law centre, said their research into suppressed science revealed both the wide scope of the practice and that it “represents a significant departure” in government practice over the last five to seven years. “It really is a core issue in terms of the health of our democracy,” Tollefson said in an interview. “We need to know what the best science is as we make difficult decisions about policy.” The government of Prime Minister Stephen Harper has been accused of silencing scientists on number of subjects, particularly environmental sci-

ence, since the Conservatives came to power in 2006. Gary Goodyear, the minister of state for science and technology, was not available Monday to defend Conservative practices. His office provided an email stating government scientists “are readily available to share their research with the media and the public.” “Last year, Environment Canada participated in more than 1,300 media interviews, Agriculture and Agri-Food Canada issued nearly 1,000 scientific publications, and Natural Resources Canada published nearly 500 studies,” said the statement. It came the same day that the Globe and Mail reported that the National Research Council declined to make available its lead engineer for a front page story on research into truck safety. “Great spin - but missing the point,” Democracy Watch’s Duff Conacher said of the government response. “It’s not the number of documents, it’s what percentage of documents are being released.” Environment Canada forbids scientists from speaking publicly on issues such as climate change, polar bears or caribou without getting specific approval from the Privy Council Office, the bureaucracy that supports cabinet and the prime minister.

Greenhouse gas leaks from provincial trust
T
he Pacific Carbon Trust orchestrated a months-long campaign of calls and letters to discredit a report from B.C.’s Auditor General on its first two big carbon offset projects, before it could be released. Just as the audit report was about to be made public, the trust, a Crown corporation created at taxpayer expense, participated in the leaking of selected critical letters to media outlets. Then the Speaker of the B.C. legislature, Bill Barisoff, made a final, clumsy effort to delay the release of the report. As soon as it was out, Environment Minister Terry Lake tried to discredit it, by blustering about all the highly paid experts who swore up and down that a forest reserve near Kootenay Lake, and a gas flaring reduction project near Fort Nelson, were bona fide carbon offsets worth $6 million of taxpayers’ money.
The audit states in plain language, with charts and timelines, that the $6 million was basically given away for nothing. I look forward to further audits on this carbon offset scheme, assuming it survives after the May election, because these two projects aren’t the only boondoggles. The Pacific Carbon Trust was set up in 2008 as part of former premier Gordon Campbell’s climate change program. To make the B.C. government’s operations “carbon neutral,” the government and all of its agencies were required to pay the trust $25 per tonne for their carbon dioxide emissions from fuel use. In 2011 alone, B.C. universities paid $4.46 million to the trust. B.C.’s 60 school districts paid a total of $5.36 million the same year, and the province’s six health authorities paid $5.79 million. The money is supposed to go to projects that capture

carbon, thus “offsetting” the heating of schools, the fuel burned by ambulances and so forth. The 55,000-hectare forest reserve is known as Darkwoods. The audit shows that the Nature Conservancy of Canada decided in 2006 to buy it, using $25 million of federal taxpayers’ money. The deal closed in 2008, the same year the Pacific Carbon Trust was formed. From 2008 to 2010, the trust bought 450,000 tonnes of carbon offset, based on independent evaluations that all
rested on the assumption that Darkwoods would be clear-cut logged. Since the forest was already owned by Canada’s leading conservancy, this assumption makes no sense. Was the conservancy going to log it, or flip it to someone who would, after accepting $25 million in tax money to acquire it? Legally, it could not. (I would add that the assumption that logging releases all of the carbon in a forest is also false. Lumber actually sequesters carbon for longer than trees, which eventually die and rot.) The audit found a similar case against EnCana’s flare reduction program, which the company used on many wells before the trust started offering money. EnCana was saving money as well as reducing emissions without collecting offsets. Therefore, the audit concluded, neither of these projects was
a credible offset because the emissions savings would have occurred anyway. Here’s the next Pacific Carbon Trust project that should be audited. In a complicated transaction, the trust bought offsets from something called the Great Bear Carbon Credit Limited Partnership. Yes, this is the worldfamous forest on B.C.’s North Coast that was subject to a preservation deal hammered out between the Coastal First Nations, the B.C. government and three U.S.-backed environmental groups. That was in 2006. The offset purchases were in 2009 and 2010, years after detailed preservation areas were mapped and codified in law. Again, the trust paid for forest that was already preserved. TV LISTINGS Walters quiet on future THE ASSOCIATED PRESS NEW YORK - Barbara Walters says the paparazzi were lying in wait, but she’s not saying anything about her future employment. Walters returned to “The View” on Monday, after reports circulated widely the previous Friday that she would be retiring from television in May 2014. The television news legend is 83 years old. She said photographers were waiting for her as she went to work on Monday, expecting she would discuss her future plans on the air. Instead, Walters had nothing to say about whether or not the stories were true, saying “I have no announcement to make.”

As the elderly population expands, the working-age population in these countries is actually shrinking, and it is possible to foresee a time when there will be as many retired people as there are workers. That is undoubtedly why a Chinese government thinktank recently recommended that the regime end its onechild policy and allow everyone to have two children. “China has paid a huge social cost and it has resulted in social conflict, high administrative costs, and led indirectly to a long-term gender imbalance.” In plain Chinese, what they mean is that people who were only allowed one child were getting rid of the girl babies and trying again. That particular problem is confined to societies like India and China where sons are still seen as more desirable than daughters. But in virtually every country except those in Africa (most of which still have high birth rates and, in some cases, relatively short lifespans), the economic problem caused by longer life expectancy looms large on the horizon. Something has to give here, and it is probably the retirement age. Increasing numbers of over-65s are continuing to work, at least part-time. In fact, the latest statistics show that almost half of the increase in employment in Britain since the beginning of the recession in 2008 has been of people over 65, mostly in self-employment or part-time work. Many other countries are experiencing the same phenomenon. Welcome to the new world. Gwynne Dyer is an independent journalist whose articles are published in 45 countries
Paper apologizes for printing letter THE CANADIAN PRESS NANAIMO, B.C. - A Vancouver Island daily newspaper is apologizing for running a letter to the editor that has angered First Nations. In an editorial clarification, Nanaimo Daily News publisher Hugh Nicholson apologized for any distress the letter may have caused since its Wednesday publication.
Nicholson says the letter should not have run, and its views were those of the writer, not the paper. The letter is titled “Educate First Nations to be modern citizens” and it bluntly questions First Nations achievements and their place in Canada. The Nuu-chah-nulth Tribal Council, an organization that
represents about 8,000 registered members, says it will cut ties with the newspaper and will no longer print its own publication, Ha-Shilth-Sa, on the Nanaimo presses. Nanaimo’s mayor, First Nations leaders and about 150 other people joined a protest against the letter’s publication outside the newspaper’s office last Thursday.
LETTERS TO THE EDITOR POLICY The Trail Times welcomes letters to the editor from our readers on topics of interest to the community. RALPH KLEIN
Public celebration slated for Friday Family declines state funeral
THE CANADIAN PRESS CALGARY - A longtime friend of Alberta premier Ralph Klein said Saturday the family wanted his journey to end where it all began 44 years ago. Rod Love said the family was offered a state funeral for Klein, 70, who died peacefully in his sleep Friday after a long illness. He said the answer was no. “Mrs. Klein and the family say he walked into the Old Calgary City Hall as a 26-yearold kid reporter and Mrs. Klein just said that’s where it all started and that’s where I want it to end,” said Love, Klein’s friend and confidant in an interview with The Canadian Press outside his Calgary home. A celebration of Klein’s life was expected to be held this coming Friday at the Jack Singer Concert Hall, across the street from where Klein was a reporter and later Calgary’s mayor. Former Saskatchewan premier Roy Romanow is to be one of the speakers at the service. Prime Minister Stephen Harper was also expected to attend. Klein began as a long shot when he ran for mayor in 1980, but his grassroots message of change resonated. He won and
he never looked back. Under his watch, the city hosted the Winter Olympics in 1988. He made the jump to provincial politics and, as leader of the Progressive Conservatives for four successive majority governments, he proved that politicians who did what they promised and stayed the course could surmount the most divisive of policies. During his time as premier, Klein introduced a number of austerity measures and privatization initiatives that, coupled with multi-billion-dollar, oilfuelled budget surpluses, eradicated Alberta’s accumulated $23-billion debt. His cut-and-slash, damnthe-torpedoes philosophy dubbed “The Klein Revolution” - changed the political tenor in Canada over deficit budgeting. He stepped down in 2006, and fell into ill health shortly after. Love said Klein never lost his sense of humour and he finds it amusing that people continue to ask what his secret to success was as if it was a “magic potion” or a “file in a safe”. “The secret was he never lied to people. He said here’s the truth. The Ralph Klein that I met Labour Day of 1980 was the Ralph Klein that I said goodbye
to at his bedside yesterday,” said Love, who was also once Klein’s chief of staff. “I mean the politics and the policies and the things he did and everything he did...all of which were good and important and mistakes were made and so on and so forth....but are people talking about politics? No. They’re talking about Ralph. What’s the legacy? The legacy is not what he did - the legacy is who he was.” On the streets of Calgary, there were fond memories shared by many who simply knew Klein by his first name. “It was always Ralph. He was just a down to Earth people person and that’s why I think people didn’t call him premier,” said Marilyn Benko. “He’ll be remembered for all the good he’s done for Alberta, his friendliness and his compassion for the people and all the wonderful things he’s done.” Love said Klein was a champion of Alberta rights but was equally proud to be Canadian. “I think former Saskatchewan premier Roy Romanow, who’s going to be saying a few words Friday, put it best,” Love said. “He said Ralph Klein showed that you can be an ultra strong Albertan and defender of Alberta rights and still be a fabulous Canadian.”

Quinnipiac on to Frozen Four
BY TIMES STAFF The Quinnipiac University Bobcats hockey team are headed to the Frozen Four NCAA championship for the first time in its history. Quinnipiac rallied for a 4-3 win over Canisius Saturday and routed Union 5-1 in the East Regional game Sunday night to advance to the Holy Grail of U.S. university hockey. The Bobcats finished their season ranked number one in the nation as they rolled to the ECAC Hockey regular season title, winning by 10 points. After coming back from a 3-1 deficit in the third period to defeat Canisius, the line of Mathew Peca, and Montrose natives Connor and Kellen Jones were flying Sunday as Peca notched a natural hat trick in the first period to give the Cats a commanding 3-0 lead. Connor and Kellen each finished with twopoint nights, Kellen netting a goal and an assist while Connor pitched in with two helpers. Former Trail Smoke Eater Travis St. Denis also added an assist setting up Jordan SamuelsThomas for the Bobcats’ fourth goal. Peca’s first goal came off a broken play at 9:46 in the first with the Bobcats on a power play. The sophomore drove down the left wing and tried to hurdle past Union defender Sebastien Gingras, but got caught up and went to the ice. Kellen Jones laid out and pushed the puck on net, where Connor threw a shot that bounced off Troy Grosenick and out to Peca, who backhanded it into the open net. The sophomore scored again 45 seconds later, grabbing a Union turnover near the blue line and snapping it through a defender and into the net from the right circle. Peca completed the hat trick when he took the puck along the left end boards, maneuvered his way past the Dutchmen’s Shawn Stuart, and backhanded a shot past Grosenick at 12:58. It was Peca’s first multi-goal game of the year. Union’s Matt Wilkins, a former Trail Smoke Eater himself, was handed a five-minute major and game misconduct for hitting-from-behind after laying out a Bobcats player in the corner at 6:27 in the second. Quinnipiac (29-7-5) converted on the ensuing power play when Jordan Samuels-Thomas took a pass from St. Denis on the backhand and flicked it into the net. Kellen Jones made it 5-0 at 11:42, taking a pass from Peca on a rush and driving straight up the slot before beating Grosenick. Daniel Ciampani scored the Dutchmen’s (2213-5) lone goal on a power play at 3:15 in the third. Connor Jones, Peca, Hartzell, Gostisbehere, and Josh Jooris were named to the all-tournament team. Peca was named the tournament’s most outstanding player. Quinnipiac enters the Frozen Four as the top seed and will play St. Cloud in the semifinal, while ECAC rival, the Yale Bulldogs, will play Massachussettes-Lowell in the other semifinal match Apr. 11 in Pittsburgh, Pa. The championship game goes Apr. 13. NCAA notes: After announcing he was leaving school to pursue an NHL free-agent deal, Western Michigan junior defenseman and former Trail Smoke Eater Dan DeKeyser chose the Detroit Red Wings on Friday. DeKeyser, a two-time CCHA best defensive defenseman award winner, leaves the Broncos after 118 total games where he recorded 12 goals and 49 points with a plus-23 plus-minus rating. This past season, DeKeyser, a Michigan native, finished with 15 points on two goals and 13 assists. He played the 2008-09 season with the Smokies netting eight goals and 17 assists in 58 games with Trail.

SLUSH CUP SHENANIGANS
TIM SCHAFER, JIM BAILEY PHOTOS
Red Mountain’s infamous Slush Cup celebrated another season Sunday, a year that saw the ski hill receive accolades and exposure from major media sources across North America. Red had a retro theme for the day as skiers dressed up in their favourite 80’s garb, enjoying the sunshine, various refreshments, and an invigorating dip into the slush pond.
KIJHL
Rebels look to clinch championship BY JIM BAILEY
Times Sports Editor
The North Okanagan Knights remained alive in the KIJHL playoff series with a 3-2 win over Castlegar Rebels Saturday night in Armstrong, but the Rebels maintain a commanding 3-1 series advantage. The Rebels grabbed a 3-0 series lead Friday with a 2-0 shut out of the Knights, but the NOKs would not go quietly. The Rebels threw everything they had at Knights goalie Dustin Nikkel who stopped 56 of 58 shots for first star
honours and the victory. Mat Lambert scored what proved to be the winner at 12:50 of the third. Lambert converted a pass from Steven Pantazopoulos to give the Knights a 3-1 lead. The Rebels’ Stuart Walton would cut the lead to one with 8:52 to go, but Nikkel came up big time and again to preserve the victory. After Castlegar’s Darren Medeiros took a cross checking penalty, Dryden Profeit would open the scoring for North Okanagan beating Rebel goalie Jordan
Gluck who stopped 17 of 20 shots on the night. The Knights would go up 2-0 on a Connor Richards goal, but less than a minute later Castlegar got on the board when Medeiros made a nice individual effort and fired one by Nikkel to make it 2-1. Lambert’s goal would seal it, keeping the Knights on life support for at least another day. Game 5 of the series went Monday at the Castlegar Rec Complex but scores were unavailable at press time.
HAYWOOD SKI NATIONALS
Silver lining for Locke
BY TIMES STAFF There were more top results for Black Jack skiers on the weekend as they finished up the Haywood Ski Nationals at the Callaghan Valley training centre in Whistler Sunday. It was Black Jack’s Julien Locke’s time to shine as he qualified top Junior in the 1.6-km classic sprint but had to settle for silver in the head-to-head final. Locke skied a bristling 3:35.85, the sixth best time overall in the Open Mens qualifier, but could not hold off Ezekiel Williams from Gatineau, Que. in the final sprint. Rossland native Rebecca Reid had another strong performance in the U23 Women’s sprint placing eighth, while Geoffrey Richards also came eighth in the U23 Men’s sprint. David Palmer finished 14th in both the sprint and the 50-km mass start after finishing the top Junior male in the 15-K and 10-K earlier in the week. In the Junior Boys category, Black Jack’s Eric Byram placed fifth in the 15-km masss start Saturday, and seventh in the individual sprint.

Trade deadline looms: most likely moves
THE CANADIAN PRESS The NHL trade deadline is Wednesday but one of the biggest players is already off the market. Calgary captain Jarome Iginla was dealt to Pittsburgh last week. Here are five other players who could be on the move ahead the deadline: Roberto Luongo: It’s a surprise to many fans that Luongo is still with the Vancouver Canucks as a very well-paid backup goaltender. But you can’t argue with success. Luongo and Cory Schneider have teamed up to help Vancouver contend in the Northwest Division. Despite his critics, Luongo has a long, proven record of success and has played only a few games less than Schneider this season. However, the asking price may be too high for other teams in need of an established goaltender. He also has about $47 million left on a deal that runs through 2022. Jaromir Jagr: The Stars picked up the 41-yearold forward in the off-season and signed him to a one-year deal worth $4.55 million. He has been a top scorer on the team but it seems unlikely he’ll stick around too long no matter what Dallas does this season. Like other teams trying hard to stay in the playoff picture, the Stars have to decide whether now is the time to look to the future or keep their focus on the present. Mike Ribeiro: Ribeiro was picked up by the Washington Capitals to add a little punch to their second line and he’s turned into one of the team’s top scorers. But he’s due to become an unrestricted free agent this summer and has said

he wants a long-term deal to stay in Washington. The two sides are reportedly trying to hammer out an agreement in advance of the deadline. Jay Bouwmeester: A big, fast-skating and reliable defenceman is a valuable commodity at a time when injuries could make the difference between making the playoffs and missing out. Bouwmeester isn’t a scoring machine but he hasn’t missed a game in eight seasons. He hasn’t had the impact many Calgary fans were expecting since he arrived from Florida and at $6.68 million a year, a move could help create room for the Flames to retool. Miikka Kiprusoff: If Calgary is really in firesale mode and intent on rebuilding there is also netminder Miikka Kiprusoff, who has already drawn the interest of the playoff-hungry Toronto Maple Leafs. But whether the 36-year-old veteran would ever agree to such a deal or opt to just hang up his skates and head back to Finland is uncertain. He’s got a year to go on his deal with the Flames but there have been reports he didn’t plan on playing that final year. NHL Notes: Just two days after Sidney Crosby suffered a broken jaw from a slap shot, the NHL named Crosby the first star for the month of March. The Penguins’ captain had 25 points in 15 games and helped Pittsburgh go 15-0 in the month and leads the league in scoring with 56 points. Crosby is out indefinitely. Montreal defenceman P.K. Subban was named second star, while Columbus goaltender Sergei Bobrovsky took third-star honours.

Bay in good shape in Seattle THE ASSOCIATED PRESS OAKLAND, Calif. - Jason Bay found himself in unfamiliar territory, competing for a big league job, and then landed on the Seattle Mariners’ opening-day roster. Despite all the injuries and struggles, the Trail native still believes he can contribute at this level. The Seattle Mariners designated outfielder Casper Wells for assignment Sunday and kept Bay as the club’s fifth outfielder, finalizing their 25-man active roster ahead of Monday night’s opener against the Oakland Athletics. “It was kind of the first time I’ve really had to make the team,” Bay said Sunday before the Mariners went through an informal workout. “I actually kind of liked it. It was different but I never really thought otherwise. I’ve been comfortable with myself and what I’ve done. From the day I signed here, I was on the team in my own mind, and I still had to go out and hear that, and I’m glad that I did.” Seattle also selected the contract of right-hander D.J. Mitchell to the 40-man roster, then optioned him to Triple-A Tacoma. By adding Mitchell, it allowed them to
make the move with Wells, who was out of options and couldn’t go to Tacoma. Seattle has 10 days to trade, release him or send him outright to the minors. Wells hit .189 with two home runs and 14 RBIs in 16 spring training games. Bay, who agreed to a $1 million, one-year contract in December, batted .321 with two homers and six RBIs in 18 exhibition games. “I think part of it was in the offseason working on a few things and getting off to a good start,” Bay said. “No matter what anybody tells you, that’s one of the most important things anywhere. It lets you relax and you’re not swimming upstream a lot of times.” Manager Eric Wedge plans to use all of his position players regularly. Bay’s strong camp and veteran experience made him a valuable addition, Wedge said. “He’s a guy who came in in great shape and moved around great all spring. A short, quick swing. I like the way he moved around the bases, I like the way he moved around the outfield and I like what he brings to the clubhouse. Just a lot of positives there.”

What other options are out there? -- New York Son Dear Son: You may have better luck getting your father to accept help if you approach this as a possible medical problem, rather than a psychiatric issue. Ask if they need a tissue. Then walk away. You don’t have to demonstrate such obvious mourning yourself. You are right that everyone grieves differently, and you are not obligated to put on a show. But it would be useful to learn how to convey sympathy to others, whether or not you believe they deserve it. Dear Annie: I was surprised to learn that people register for housewarming gifts. I thought housewarming gifts were something simple like a loaf of bread, a bottle of wine or flowers. A neighbor brought me a cutting from a cactus that has bloomed on time for more than 40 years. Maybe I’m old-fashioned, but I thought you furnished your house yourself as you were
able over the years. -Canaan, Conn. Dear Canaan: Most guests bring gifts to a housewarming. A registry is a bit much, but there is nothing wrong with having a friend or relative make suggestions when asked. Dear Readers: We
are carrying on Ann Landers’ tradition that April 2 be set aside as Reconciliation Day, a time to make the first move toward mending broken relationships. It also would be the day on which we agree to accept the olive branch extended by a former
friend or estranged family member and do our best to start over. Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. Please email your questions to anniesmailbox@comcast.net.

local military treatment facilities. Dear Annie: My maternal grandparents passed within months of each other. My mother hated her parents and kept them away from us. I never knew them well. I’m in my late 20s and have never been an emotional person. I went to my grandparents’ funerals out of respect, but my sister went overboard, sobbing and moaning during the service even though she knew them less than I did. For weeks after, she emailed and texted me saying she couldn’t sleep and that she’d never “fill the hole” the loss represented. My sister and my parents say I’m heartless because I didn’t respond this way. My mother actually upbraided me for not weeping sufficiently. People grieve in different ways. How do I nicely ask them to please stop crying on me because it’s making me uncomfortable? -- Not Grieving That Much

Dear Annie: My father, my brothers and I all served during Operation Iraqi Freedom. Only my father and I deployed to combat areas. Dad retired five years ago and is showing drastic symptoms of PTSD. He is stockpiling food and medical supplies and keeps trying to get my wife and me to “prepare” for when “it all hits the fan.” He spends hours a day obsessively watching the news and getting angry at the television. Our children used to spend time unsupervised with my parents, but that stopped when I found a loaded handgun in his bathroom cabinet. My mother has broached the topic of therapy, and I’ve offered to go with him, as I’ve been wrestling with some mild PTSD issues myself. But my brothers intercede every time and say Dad’s fine and it’s no big deal, and they convince him not to go. I believe this is dangerous. I’ve been unable to find any home counsel-

YourByhoroscope Francis Drake For Wednesday, April 3, 2013 ARIES (March 21 to April 19) Be careful talking to bosses, parents, teachers and authority figures today, because all is not as it appears. Do not volunteer for anything, and don’t agree to anything. (Hide.) TAURUS (April 20 to May 20) Travel plans are dicey today. Expect delays, detours and some mild confusion. This same influence could impact higher education, medicine and the law. GEMINI (May 21 to June 20) Avoid important decisions about inheritances, taxes, debt and shared property. Just sidestep these issues, or postpone them until tomorrow. CANCER (June 21 to July 22) You might find it challenging dealing with partners and close friends today. Nevertheless, the best way to

handle things is to be accommodating and tolerant. LEO (July 23 to Aug. 22) Just accept the fact that your efficiency at work might suffer a bit today due to shortages and delays. Don’t make a big deal about things. Just go with the flow. VIRGO (Aug. 23 to Sept. 22) This can be a very creative day for you, especially if you’re working in the arts, show business or the entertainment world. You’re not afraid to think outside the box! LIBRA (Sept. 23 to Oct. 22) Postpone important family decisions until tomorrow. In the meantime, just relax or cocoon at home and enjoy lighthearted discussions with family. Avoid major purchases or important decisions. SCORPIO (Oct. 23 to Nov. 21) Don’t worry if you feel indecisive about something
today, that’s just the way things are. In fact, this is a poor day to make important decisions. Ditto for shopping for anything other than food. SAGITTARIUS (Nov. 22 to Dec. 21) Continue on with business as usual today, and try to avoid initiating something new. This is a poor day to start new moneymaking ventures. Avoid major purchases.
CAPRICORN (Dec. 22 to Jan. 19) People might notice you more than usual today because the whole world is feeling a Capricorn energy hit. Just enjoy your popularity, and don’t make a big deal about anything. Don’t agree to important decisions. AQUARIUS (Jan. 20 to Feb. 18) Research might pay off today because you are highly intuitive. However, you also
might just want to hide and play it low-key. Either way is fine. PISCES (Feb. 19 to March 20) Enjoy casual relationships with friends and groups today.
