School district expecting new facilities plan BY GREG SAKAKI THE NEWS BULLETIN

The Nanaimo school district is bracing for a new facilities plan and its implications. At its meeting Wednesday, the school board set out to clear the table for a new plan by beginning to repeal a bylaw governing the process for changing the facilities plan. Trustee Donna Allen voted against the motion, keeping it from being repealed until a special board meeting tomorrow (April 3). “While [the bylaw] seems to be well-intentioned, it’s passed, and the past is done,” said Jamie Brennan, board chairman. The bylaw demands in camera meetings on proposed changes, a 30-day public consultation process and a 60-day decision-making period. “It hamstrung the board, because in theory, any minor or insignificant change that could be deemed to be taking place in a board plan would require this process,” said trustee Dot Neary. Secretary-treasurer Phil Turin recommended the bylaw be repealed because it is outdated, referencing a committee that doesn’t exist. “The fact that there’s no longer a facilities committee is a miniscule reason to dispose of this plan at this point in time and leave everything barren as we go forward,” said Allen, via conference call. She said the bylaw kept the public interest at the forefront. “We have spent a great deal of time in the last year and a half working openly and transparently to create a new facilities plan,” she said. “But if we get rid of this bylaw right now we have nothing. ” She suggested the bylaw be referred to the superintendent, who could change its wording. “To refer it would simply be to pass on something that’s significantly flawed,” Brennan said. A new facilities plan will be presented to the board for consideration on April 11. sports@nanaimobulletin.com

Conversation engages elders RDN director Building a relationship was the idea behind the recent Conversation with the Elders event, held on Vancouver Island University’s Nanaimo campus. “Almost all of VIU’s planning documents focus on how the university is going to engage with Aboriginal peoples and communities,” said Sharon Hobenshield, director of Aboriginal Education. “To do that we need to do more listening to understand the depth of aboriginal views, philosophy and how to incorporate aboriginal ways of knowing, being and learning into Western academic traditions. Hobenshield got in touch with John Swift, a sessional instructor in VIU’s First Nations studies department, to talk about the best way to develop and deepen VIU’s relationship with Aboriginal peoples and communities. “After some discussion we thought it would be good to start a dialogue to tease out how the relationship between the university and Indigenous communities has been built, how it’s maintained and how it might evolve,” said Swift. “So,

we started asking questions like ‘How do we build a respectful relationship?’ ‘How do we support Indigenous
people who want to work in the academy?’ and ‘How do we start to right the wrongs of colonization?’ When
we started asking those questions we realized we needed to start a dialogue with the wider community.” Ideas about inviting keynote speakers and having break out rooms for discussions were at first considered, then they realized the model they were proposing for the process was putting the Western academy at the forefront. “What we wanted to do was have the elders and Indigenous knowledge at the forefront,” said Swift, “Which is why we began to shift our ideas around to a morning of conversation.” The elders spoke from their positions, sharing stories on what the relationship between VIU and their communities might look like in regards to education and learning. “The energ y was very relaxed,” said Swift, “and very positive.” Heather Burke, of VIU’s office of enrolment management, participated in the conversation and described it as amazing. “It was a welcome learning experience for all in attendance. It’s clear that First Nations, Inuit and Metis listen to their hearts when
doing anything.” said Burke. “I am Metis and had a ‘white’ upbringing because my dad was afraid of me facing the same discrimination he faced. The elders showed me today that it’s OK to be wrong and to accept guidance and also to want a genuine connection with others. It was a beautiful start to what I hope is a continued way of teaching, learning and connecting at VIU and everywhere.” More conversations have been planned, but both Hobenshield and Swift are careful to point out that the process these events have started is not goaloriented, but instead is being approached through Indigenous ways of being and interacting. “Indigenous knowledge is an inter nal journey – you’re not necessarily given the answer,” said Hobenshield. “Instead it’s reflected back to you through story-telling or examples and you’re encouraged to think about it yourself and come to an understanding of the situation. It’s a different approach of learning which tends to focus on the external.”
BY CHRIS BUSH A couch on fire in a central Nanaimo apartment building displaced dozens of people from their homes Sunday. The fire broke out at about 6 p.m. on the third floor of the St. George Manor apartment building in the 1000 block of St. George Street. Martin Drakeley, Nanaimo Fire Rescue assistant chief, said fire crews found flames and smoke showing from the
building when they arrived. “It turns out, upon investigation, there was a couch on the third-floor landing and that part is still under investigation,” Drakeley said. He said the fire was humancaused, but investigators have not determined if it was started by a smoldering cigarette accidentally or if it was started intentionally by other means. The blaze caused heavy fire and smoke damage to the immediate area before fire-
fighters could knock it down. There was extensive smoke damaged throughout the third floor of the structure. Karen Lindsay, Nanaimo Emergency Services coordinator, said 27 adults and five children registered for help through the Community Assistance Program. They were provided with food, shelter and basic necessities for 72 hours until they can move back into the building, but Lindsay said up to about 40 people might have been

The dream of restoring rail service to Vancouver Island may be inspirational, but at some point people need to stop dreaming and get serious about making something happen, says Dave Willie. The Qualicum Beach director for the Regional District of Nanaimo said there needs to be some form of “drop-dead” date for the current proposal. Willie said that while all the money requested by the Island Corridor Foundation to restore the track for service has been obtained, the regional district’s portion – $945,000 – is slated to remain in a trust fund and will only become available when VIA Rail resumes service. Willie suggested that rather than expanding passenger service to leave from Nanaimo in the morning, a lack of funding could result in service being returned to the same schedule it had prior to the railway shutting down. “I think there would be a BRUCE lot of disappointed folks that voted on that if they return to the time table that is not the one proposed to be part of the agreement,” he said, noting he wants to protect the $15 million in federal and provincial funding for the corridor, whether or not the railway resumes service. Because of this, he said a “drop-dead” date is needed on the current proposal, he said, so planners can move on to other possibilities. Rather than running a rail service, Willie suggested the corridor could be used in different ways. “There is tremendous value in the corridor, but I’m not sure if it is in rail service,” he said. “The money could be put in trust and shared to turn that corridor into some other economic benefit for the Island and for residents of the Island. It could be different in each regional district, but they would each maintain the corridor.” ICF chief operating officer Graham Bruce said he remains confident the rail corridor will host regularly scheduled passenger service, despite the cuts to VIA’s subsidy. “I don’t see it impacting us,” he said. “We also had a memo that showed that through the new Canada Works plan, there’s $50 million allocated for operations on remote runs – and on the Island we would classify as part of that, even though we don’t see ourselves as remote.” Bruce also dismissed concerns about VIA service returning to the old schedule.

Douglas firs cut in name of science BY TOBY GORMAN THE NEWS BULLETIN
Scientists are ready to harvest 96 Douglas-fir research trees planted at Nanaimo
River Regional park in 1979 in an effort to study the species and create a higher value wood for coastal B.C. The trees, which make up about eight
per cent of a stand in the nor thwest corner of the park, were planted when the property was privately owned. It was purchased in 2000
by the Land Conservancy of B.C., which supports the harvest. “As a non-profit organization committed to supporting the continuation of special places around B.C., The Land Conservancy has partnered with educational and research entities throughout its 15-year history to aid in the development of sustainable forestry practices,” said Alastair Craighead, chairman of TLC’s board of directors, in a release. “The Land Conservancy ... is proud to support the research taking place in the park today.” Harvesting will take place in April under the supervision of the Ministry of Forests, Lands and Natural Resources, and officials say a particular effort will be made to minimize soil disturbance. A marked bypass trail along the south side of the plantation will be created so park users can continue to enjoy the property.

The stand of trees is managed by the Forest Genetics department of the ministry, as well as the Canadian Forest Service and Yellow Point Propagation. D i a n e B re n n a n , chairwoman of the Regional District of Nanaimo’s T rails Select Committee, said the remaining stand of Douglas firs will remain intact. “While neither agency likes to fell trees in parks, the Douglas fir plantation at Nanaimo River Regional Park was in place long before the lands became a park,” she said. “The vast majority of the trees planted at the site will be left to live on to a very old age, and this is of great benefit to the park and the many people who enjoy it.” RDN Parks will work with the forest scientists on replacing felled trees with other native species and installing interpretive signage to explain why the trees were removed. reporter2@nanaimobulletin.com

Last-minute rush in return to PST S I GOOD AND bad news for B.C. residents.
BY TOM FLETCHER BLACK PRESS
The brief era of the harmonized sales tax ended in B.C. Monday, with a last-minute scramble by thousands of businesses to register as collectors of the revived provincial sales tax. About 100,000 businesses in B.C. are required to register and collect PST from customers. By the Easter weekend, about 80,000 of them had done so, said Naomi
Yamamoto, B.C.’s minister of state for small business. “I think what most consumers will be doing is looking at their receipts,” Yamamoto said Sunday. “In most cases they’ll be paying the same as they did prior to April 1, unless you’re getting your hair cut, or buying a ski ticket or you’re paying your golf membership or going to a restaurant, or buying a bike.” The good news for barbers, bike shops, restaurants and other labour service providers is that they see a seven per cent tax reduction. The bad news is that they have to administer
two sales taxes, the PST and the five per cent GST, which continues to apply to goods and services. There are a few anomalies, such as insulation and weatherstripping, where sales tax falls by seven per cent as historic PST exemptions resume Monday, but most retail purchases will remain subject to both GST and PST at a combined rate of 12 per cent. Yamamoto said businesses can register online by going to www.pstinbc. ca or www.gov.bc.ca/ pst and selecting the registration link. Using incorporation documents, the
process should take about 15 minutes. Business owners who don’t register immediately can still correct transactions made after the deadline, because the first online remittance of PST is expected at the end of May. Premier Christy Clark marked the transition with a video, reminding business operators to register. Clark noted that the HST was a benefit to the film industry, manufacturers and other businesses that benefited from input tax credits. NDP finance critic Bruce Ralston said a statistically average
and theatre rentals. That prompted the society to ask the city for a bailout and to restructure its co-management agreement. The city responded by transferring $74,500 from the theatre’s capital reserves to help offset the deficit, as well as providing about $90,000 in operating relief, allowing the society to focus on streamlining programs and improving ticket sales. At the AGM Fred Jacklin, Felicity Adams, Chris Widsten
and Jim Ballard were re-elected to two-year terms on the society’s board, rejoining Ken Flannagan, Marilyn Sullivan, and Jim Vanstone. L o n g - t i m e b o a rd member Glynis Hayes stepped down from her duties after three terms. A service award was also presented to Judy Palm for reaching 4,000 hours of volunteer work with the Port Theatre Society, a milestone reached previously only by one other volunteer.

The Port Theatre Society announced an accumulated operating surplus of more than $62,000 for the 2012 fiscal year, adding it remains without accumulated debt. mier Bennett said they were part of the highway system,” he said. “Now, the province spends over $20 million a year on the free ferries in the Interior and they just bought a $20 million ferry for a 30-minute crossing in the Kootenays.” Stanhope isn’t sure what the answer is, but he said a further subsidy to the coastal ferry system is clearly a part of it. “It’s about fairness,” he said. “We’re paying for the Interior ferries and if you look at what it would cost taxpayers across B.C., it wouldn’t be that big an item.” editor@nanaimobulletin.com

Island railway needs a Plan B Ah, the romance of the rail. A civilized, leisurely way to travel worry-free, up and down the Island, through some of the most spectacular scenery in the world. When it comes to whether the Island Corridor Foundation actually makes rail service happen once again on our Island, that romantic notion and $2.50 will get you a cup of coffee. Despite massive cuts to Via Rail’s federal-government subsidies, ICF’s Graham Bruce told Black Press he remains “fairly confident” service above and beyond what it used to be is still going to happen. The rail project has been a topic of conversation at many local government meetings, and Regional District of Nanaimo director Dave Willie has voiced his doubts, displeasure and skepticism at almost every council meeting. What Willie and others have been saying of late bears notice. These community leaders are prudently asking if there’s a Plan B for the millions in funding already promised the ICF. If the ICF and Via Rail can’t pull this off, what happens to that money? Is there a way to secure that funding for other kinds of improvements to the rail corridor if the trains don’t actually run? As Willie points out, Bruce’s group is not called the Island Rail Foundation. It’s about the corridor itself, and if it’s not going to be used for rail service, then what? It’s true other countries are putting money into rail service, most of it hightech and high-speed. Vancouver Island does not have the population to support that kind of service on its corridor or the billions of dollars required to upgrade the rails and purchase the hardware. The directors of all five regional districts supporting this latest rail proposal need to develop a plan to retain the money promised from senior governments for this project, trains or no trains. The Nanaimo News Bulletin is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. The council considers complaints from the public about the conduct of member newspapers. Directors oversee the mediation of complaints, with input from both the newspaper and the complaint holder. If talking with the editor or publisher does not resolve your complaint about coverage or story treatment, you may contact the B.C. Press Council. Your written concern, with documentation, should be sent to B.C. Press Council, 201 Selby St., Nanaimo, B.C. V9R 2R2. For information, phone 888-687-2213 or go to www.bcpresscouncil.org

News Bulletin, there are similar issues elsewhere. The problem is the off-leash sign seems to have given some dog owners a sense of entitlement – like that section is “their” area of the park, where their dogs can do whatever they want. But the behaviour problems deny the gentler animals a chance to enjoy some off-leash time. When there are aggressive dogs around, I don’t feel comfortable allowing my own dog off-leash in the area – in fact, we get out of there as fast as possible. There are signs up reminding park visitors that aggressive dogs must be leashed, pets must be under the control of the owner and in the owner’s sight at all times, and owners must keep their dog from running up to and jumping on other people and their dogs. Instead of designated off-leash areas, why not make any public park an off-leash area, but only to those owners with well-behaved and controlled pets? There are several businesses and groups offering dog obedience classes in Nanaimo to help owners ensure their canine friends are under control – the conflict that uncontrolled dogs cause is unnecessarily stressful for all involved. Send a bylaw officer out to enforce the rule – the city would more than make up the cost of hiring someone to troll the parks for this purpose by the number of tickets handed out. reporter@nanaimobulletin.com

Left-leaning Greens a common myth To the Editor, Re: Apathy won’t cool my election fever, Opinion, March 30. I appreciate the vision of those younger members of society, including Melissa Fryer, for paying attention to elections. The only truly wasted vote is the vote not cast. While I agree with her article, I wish to clarify one misleading statement: “the Greens and the NDP will still fall to the left of the spectrum ... It is a common myth, especially popular amongst the NDP, that Greens are left-leaning. While there are many Greens who are decidedly left-leaning, just as many are right-leaning, and most embrace both. We can value the importance of individual accountability and independent thinking (right wing) while also valuing the importance of working together, freedom of labour, and meaningful incomes for all (left wing). After all, the left-right dichotomy has been around for less than 200 years. I believe most people are tired of the dramatic see-sawing between the right and left that has marked B.C. politics for too long. Researching the numbers after the last provincial election revealed that more former Liberals switched to Greens than did the NDP. This may be even more true in the upcoming election as Greens offer many policies that appeal to more progressive Liberals. And many Greens who strategically voted NDP in order to prevent the Liberals from winning may now feel free to vote according to their conscience. Ian Gartshore Nanaimo
will be necessary to create fundamental change. Obviously there is a lot of hard work to be done but it doesn’t all depend on the federal and provincial governments. Many problems can be tackled at the band level. First Nations people can improve their future prospects by joining together to help each other and by sharing their knowledge, skills, compassion and dreams. They must also hold their leaders accountable. Every child needs positive role models, ones they can relate to. Lloyd Atkins Vernon
Canadians turned off with political system To the Editor, Re: Voter turnout is disturbing, Opinion, March 26. I agree with the editorial. At what point is democracy no longer democracy? During the civic byelection two years ago, the turnout was not much more than 10 per cent. I believe an increasing number of people feel disenfranchised, ignored, lied to and more. Many are so discouraged that they don’t even bother voting. They’ve given up on the old parties, but don’t think voting for the smaller parties will do anything. Elizabeth May is changing all of this. She got elected because she seems to better represent people’s concerns and gave them hope for a better political way. Isn’t it time we changed not only the party in power, but the way politics is done? That’s the only way more people will turn out and vote. Kurt Fischer Nanaimo
First Nations can share knowledge with Canada Colliery Dam issues about more than a park To the Editor, Re: Letter sparks angry protest at newspaper, March 30. Disparaging remarks about First Nations people in a letter to the editor that was published, and then apologetically retracted, by the Nanaimo Daily News ignited an anger-fuelled controversy that swept across Canada like a winddriven prairie fire. Inappropriate words and misdirected anger can both have unpredictable consequences. The Idle No More movement needs to harness the untapped energy and goodwill that exists in Canada. The movement is in dire need of an inspirational leader with the charisma, wisdom and integrity of a Nelson Mandela or a Martin Luther King Jr. Someone who can unite the fragmented bands, establish common goals and articulate a coherent action plan. Effective and sustained political pressure
To the Editor, The issue of Colliery Dam Park may play an important role in helping people to understand how decisions are made in this city. There are potential implications for our community and even greater potential implications for the entire province. I urge anyone with an interest in these matters to go to www. savecollierydam.org. Jeff Solomon Nanaimo
Fixed rate for exercise will attract residents To the Editor, Re: Exercise costs are prohibitive, Letters, March 14. Why not have a fixed rate of $3 or $4 a day seven days a week to attract more people and therefore increase revenue? Wendy Skotarek Nanaimo

arts Golden musicians Four teens from the central Island aced their examinations and received The Royal Conservatory’s top achievement award Because Malinowska did so well she is skipping straight to the Grade 4 guitar level next year. She said the ceremony where she received the medal was very fun. “I didn’t know it was going to be so special,” she said. Her long term goal is to get to the Grade 10 and 12 level and participate in provincials. “This teacher (Patrick Olmsted) truly inspired her and made her do quite well,” said Malinowska’s mother Anna. Farenholtz, 15, said she was thrilled when she learned about getting a gold medal. It’s the second time she’s received one. “I was thrilled, totally overjoyed. It was fantastic,” she said. “Music is just a huge passion of mine.” She said the harp is a fabulous way to express herself artistically. “It’s a beautiful instrument. I love the sound of it. My grandmother played it,” she said. “It’s always been a part of my upbringing.” The harp player hopes to turn her passion into a lifelong career by joining a symphony when she is older. The Royal Conservatory is one of Canada’s oldest independent arts educators and is regarded as one of the most respected education institutions in the world, according to the organization’s website. The curriculum offered by the conservatory has become a national standard.
BY RACHEL STERN THE NEWS BULLETIN
F
our young teens have a golden musical touch. Nanaimo’s Hayley Farenholtz received the medal for her Grade 6 harp examination; Karolina Malinowska, for Grade 2 guitar, Rhys Wong, 12, for preparatory guitar and Gabriola’s Ian Perry, 12, received a gold medal for his Grade 1 guitar examination. Gold medals were awarded to the musicians by The Royal Conservatory in early March, which are given for the highest mark on annual examinations. Malinowska, 15, has been playing the guitar for five years. Two years ago she started taking The Royal Conservatory examinations. Getting the guitar was an impulse buy when she was out with her father but it soon became a passion of hers. “I was really surprised,” she said about receiving the award. “I didn’t know I did that well.” Malinowska said her teacher inspires her because he allows the students to play different types of music and make choices instead of dictating what music they must play. This allows the musicians to feel more in control, said Malinowska. Receiving the medal has motivated Malinowska. “It motivated me to practice more,” she said.

STOCK Bryan was born in Duncan on January 8th, 1942, but lived most of his life in Nanaimo. He passed away peacefully at Nanaimo Regional General Hospital on March 24th, after a brief illness. He was predeceased by his parents, Myrtle and Charlie Stock. After their passing, he spent ten wonderful years in the care and companionship of Emma Stuvie, who continually helped and encouraged him. Thank you so much, Emma. When Emma retired, he moved to Malaspina Gardens, and lived there until his death. Thank you to all those kind and compassionate people at Malaspina Gardens, Estevan Center, the Assembly Wharf, Canadian Stevedoring, and throughout the community, who were so generous with their time and were always willing to help Bryan to pursue his interests and enjoy whatever he was doing. He was a gentle soul who loved being around others and engaging them in conversation. He was always cheerful and loved to laugh. Thank you, also, to Dr. Poteryko for his many years of excellent, caring attention and to the staff at the hospital, especially to Dr. Park, for her help and concern. There will be no funeral, at the request of the family.

VIBI gets first win, but no more Inbrief
I
BALL TEAM loses three at home.
BY GREG SAKAKI THE NEWS BULLETIN
The VIBI Mariners showed only a glimpse of what they’re capable of. Nanaimo’s Vancouver Island Baseball Institute (1-7) won one of its four games o n t h e we e ke n d against the University of Calgary Dinos (3-5) at Serauxmen Stadium. VIBI lost the series opener Saturday 4-3, but bounced back to take the rematch 10-0. The next day, the Dinos bit back with 3-2 and 4-2 wins. “We could have done more. I’m sick of … losing,” said Jordan Blundell, VIBI manager. “It’s just a decision to be better. These are one-run games, basically, that we’re not doing enough to be successful in. Just bear down. There’s opportunity for you and you’ve got to seize it when you get it.” Jackson McCuaig,

Vancouver Island Baseball Institute Mariners baserunner Connor Russell appeals to the umpire but is called out at second during Sunday’s game against the Calgary Dinos at Serauxmen Stadium.
Mariners first baseman, said his team is close. “We just need to have that one big hit, that one thing that’s going to put us over the top and give us the result we’re looking for,” he said. Despite the team’s record, it isn’t going

Andreychuk hit two doubles. The second game was a mercy-rule victory, as Jon Cruz hit a bases-clearing double in the bottom of the sixth to give his team the 10-run margin. He ended up with four runs batted in, Andreychuk
had three and Darren Kolk went 4-for-4. Winning pitcher Cody Chartrand allowed just one hit and one walk. In Sunday’s early game Andreychuk homered to centre field in the bottom of the sixth to tie the game 2-2, but U of C

pushed back ahead in the seventh and held on. Reiley Grose took the loss on the mound. The series finale saw Byryn Murphy suffer the loss, giving up one earned run over four innings. Kolk hit a home run in the fourth and Aaron Witzke got his team to within a run with an RBI single in the eighth. Blundell said to win close games, his players need to be more focused. “First pitch to the last pitch, it’s just a focus that you need. It’s an energy, it’s an appetite to be successful,” he said. “We’ve seen it a few times. We have enough guys that have won at lots of different levels so it’s just about getting on the same page and making that happen.” GAME ON … The Mariners continue their Canadian College Baseball Conf e re n c e s ch e d u l e with games Saturday (April 6) and Sunday in Kamloops against the Dinos and Thompson Rivers University WolfPack. sports@nanaimobulletin.com
