One key interest group are local residents who need easy access to their homes. “I was told I could be denied access,” said resident Katie Burge of the interpretive forest’s plan to have public access from the east side of the mountain. Burge lives on the west, and an easternonly access route would force her to drive hours around the mountain to get home. “This makes me uneasy. I just want access to my property.” The only access road on the west is private property, which Burge is using with the owner’s permission. Some landowners on the west side have discussed barring the road to prevent

trespassing, and limit partying, discharging weapons, and garbage dumping on the mountain. “I don’t think it’s necessary for us to do that when the road’s been there since the 1800s,” said Burge. Provincial recreation officer Mike Peters has no plans to limit access, but said that it is “up to the private landowner what to do with the road.” This concern can be resolved, believes Steinebach. He used an example from 2005, when VMTA successfully negotiated with forestry company NorthWest Hardwoods to preserve trails within the company’s allowable logging area. Based on consultations with VMTA, the logger worked around trails

and restored those affected. Continued logging access to Vedder Mountain trees is a cornerstone of the interpretive forest site. For curious residents learning of the project for the first time, the initial impression was positive. “It sounds good, it sounds like they want to fix it,” said Herb Friesen of the plan’s relationship to garbage dumping on the mountain. From his home on Majuba Hill Road, he frequently hears the gunshots from recreational shooting, which he considers a disturbance. Peter and Cyndi Handler drove in from near Harrison Mills for the meeting to learn from the Vedder Mountain experience, and bring the les-

sons back to their side of the Fraser River, where they see similar problems. “My brother’s an avid dirt biker, my sister an avid backcountry horsewoman, and I’m an avid hiker, cyclist. We all respect each other for differences of interest no matter what the motivation is. If it worked in our network, why can’t it in the public arena,” said Cyndi. “There’s enough room for everyone,” said husband Peter. “I’m pro-logging, probiking, but let’s do it in a responsible way.” They want to see adequate secure parking, so that recreational users don’t become targets for theft. And the Handlers are concerned that

City parks staff are recommending Chilliwack still go ahead with a $280,000 upgrade of the grandstand at Exhibition Field, despite being denied an additional $250,000 in federal funding for the project. The city had applied for a community infrastructure grant under the Western Economic Diversity program. However, in March the city learned its application had been turned down. Despite the setback, staff are recommending a portion of the work still go ahead. The stadium upgrade is necessary because of an earlier commitment to convert the field to an allweather surface. The artificial turf will allow the facility to be used year-round, and increase its annual usage to 2,000 hours from the current 160. But it will also mean the stadium will be used during the winter months – something it currently isn’t designed to do. (Water supplying the uninsulated washrooms, for example, must be shut off to prevent the pipes from bursting in freezing temperatures.) Retrofitting the washrooms and supplying heat, ventilation and insulation to other areas will cost an estimated $180,000. City

Around 100 curious and concerned residents came out to see maps for the planned Vedder Mountain interpretive forest Wednesday night in Yarrow. The provincial Recreation Sites and Trails branch of the Ministry of Forests, Land and Natural Resources Operations is preparing an application to convert 3,200 hectares of provincial Crown land on Vedder Mountain into an interpretive forest site. The designation would mean additional funding for facilities and maintenance on a mountain where both recreational and illegal use, such as dumping, are rapidly increasing. Vedder Mountain houses a hive of diverse interests, with sometimes conflicting needs. Loggers harvest the trees, residents expect peaceful living, and recreational groups want open access to trails. Many of the recreational groups cannot use the trails at the same time. For example, an all-terrain vehicle or a hiker with a dog may spook a horserider. Through the Vedder Mountain Trails Association, six different groups have been cooperatively using the trails for years. This includes the Backcountry Horseman of BC, Vedder Running Club, Fraser Valley Mountain Bike Association, Chilliwack Outdoor Club, Cascade Off Road Motorcycle Club, and Lower Mainland ATV Club. VMTA president Dr. Mark Steinebach believes everyone can use the trails as long as they modify their behaviour. “It’s not possible for every group to have everything,” he said, but all groups can have some of their needs met. Steinebach believes this cooperation can extend to incorporating non-recreation-

New program helps patients breathe easier Alina Konevski The Progress

Simply teaching people how to manage a disease at home has the potential to dramatically reduce public medical costs, finds a new Fraser Health Authority program. Plus, it can greatly improve a patient’s quality of life. Chilliwack’s most acute sufferers of Chronic Obstructive Pulmonary Disease (COPD), also called emphysema, are getting at-home support by medical staff to identify an oncoming flare-up, and self-treat, keeping them out of the emergency room. Chilliwack has one of the most congested hospital ERs in the province. It operates at over 100 per cent capacity, and earned a failed grade in a recent report card by B. C. emergency doctors.

COPD accounts for the highest rate of hospital admissions among chronic diseases, according to FHA. It is the fourth leading cause of death in Canada, because it limits airflow to the lungs over time, and causes sudden “flare-ups,” rushing people to the ER. FHA found that since April 2012, BreatheWELL program clients across Chilliwack, Langley, Burnaby, and New Westminster, visited the emergency room 35 per cent less than before, and ended up in acute care half as frequently. Of those admitted, the length of stay decreased by half as well. Client Rosemary Trehearne says the program is “awesome” and has helped her catch a COPD attack before it gets out of control. She is one of 30 people in Chilliwack who have signed on since the program

started here in September. With BreatheWELL, Trehearne has access to a two-staff program team consisting of a nurse and a respiratory therapist, who regularly come to her home to teach her how to manage the disease, and check-in on her. Before the program, if 72-year-old Trehearne had a COPD flare-up, a common attack of extreme shortness of breath, her only recourse was to go to the emergency room. “It was bad for me,” she says. “I would stay home and try to take care of myself, but it was always so hard to breathe.” Then the BreatheWELL nurse and therapist started visiting. They explained what triggers to avoid, how to detect the early stages of an attack, how to control breathing, and the importance of having current

medication on hand always. This galvanized Trehearne to change her habits, such as avoiding large crowds. Trehearne has not visited the ER in over a year. “It’s coming to your home. That makes an awful big difference. When you have to go to meetings or groups, its harder to do. And I have problems with my legs, and it would have been harder, and I may not have gone to groups,” she says of the program’s success. Christine Laslop, program leader in Chilliwack, explains that the magic lies in the follow-up and education. “There’s the teaching that they do with the clients, so that clients can better manage. It keeps them out of the hospital, and it stops the exacerbations from happening.” Trehearne’s most recent experi-

ence with COPD was under her control. “I’ve had it, I’m just getting over it, but it was very very mild,” she says. “Because I knew everything. Right from the beginning, I knew it was coming...I had the medicine always. Because when it hits, it goes very fast.” BreatheWELL targets people whose COPD has redirected them to the ER several times in the last year, “the sickest of the sick,” says regional program lead Julie Fraser. “We’re seeing a growing trend of older adults, as well as chronic diseases, in our population. VICTORIA – The brief era of the harmonized sales tax ended in B.C. Monday, with a last-minute scramble by thousands of businesses to register as collectors of the revived provincial sales tax. About 100,000 businesses in B.C. are required to register and collect PST from customers. By the Easter weekend, about 80,000 of them had

done so, said Naomi Yamamoto, B.C.’s minister of state for small business. “I think what most consumers will be doing is looking at their receipts,” Yamamoto said Sunday. “In most cases they’ll be paying the same as they did prior to April 1, unless you’re getting your hair cut, or buying a ski ticket or you’re paying your golf membership or going to a restaurant, or buying a bike.” The good news for barbers, bike

Fraser Valley Regional District granted approval to Kinder Morgan last Tuesday to conduct a corridor study in Cheam Lake Wetlands Regional Park. The company’s existing pipeline is not located on this site, and this survey is believed to be preparation for the Trans Mountain Pipeline expansion project. All FVRD directors approved the decision, except Wendy Bales. “I oppose this just in principle, because I don’t believe in the twinning of the pipeline, because of the bitumen and the toxins that would come with it. Even though it’s only exploratory, I’ll take a stand opposed to it,” Bales told the FVRD board on Tuesday. “Although the tar sands are out of sight of the Fraser Valley, the impacts are globally destructive, and more so for people that live down stream,” added Bales in an email. Kinder Morgan is seeking “voluntary compliance” from FVRD to enter land for survey work. The National Energy Board has the power to approve or reject survey work, and not the local government. This is the first such request by Kinder Morgan to FVRD. The survey will be non-intrusive, by foot only, and Kinder Morgan will give 48 hours notice before entering the land. However, Director Dennis Adamson said that a constituent emailed him complaining that Kinder Morgan was on their property conducting surveys, even

though the resident was “asked to sign, and they didn’t sign.” Adamson requested advice from the FVRD board on how to inform residents that Kinder Morgan has authority to enter their land irrespective of the residents’ permission. Director John Van Laerhoven commented that he has not made a decision regarding the benefits or costs of the Trans Mountain Pipeline expansion project. But he feels there is room to consider new technology. “With the new technology that companies have now, do we prefer that we move fuel through a 40-50 year old pipeline, as opposed to a new one?” he asked the board. Kinder Morgan has been contacting local residents to conduct legal and environmental studies throughout the Lower Fraser Valley, according to Michael Hale, an anti-pipeline activist with Pipe Up Network. Honey, the heroic chihuahua who helped save an eight-year-old girl from a pit bull attack, has been recognized by PETA. The story, published last week in The Progress and other media outlets, gained international attention. The dog had Jenna by the head. Honey began growling and barking at the pit bull. The pit bull released Jenna and turned its attention towards Honey. Fortunately, the pit bull’s owner was soon able to grab and leash her dog before it could do much further damage. Jenna was rushed to the hospital where she received hundreds of stitches to her head and face. The pit bull was put down. Jenna is currently recovering at home.

Daffodil marks 75 years of fighting cancer

Each year, more eagles migrate to Harrison River than anywhere else in the world. They come to feast on the spawning salmon, fix their nests and lay their eggs. It’s an amazing sight to take in throughout the early winter, as thousands of the raptors fill the treetops and take over the river in search of a meal. So it’s no surprise that bird watchers, ecologists and nature lovers follow closely behind. The Fraser Valley Bald Eagle Festival has become hugely popular, drawing in record numbers of attendants in past years. And as more curious humans flock to the area to take in the sights, by foot and by boat, the greater the

infringement they pose. Educational programming is included in the festival, for those who choose to attend. But the residents of the Harrison Mills area are busy working on even more ways to increase education, says Al Roberts, a member of the Harrison Mills Regional Association. They are hoping to create a Chehalis Flats Bald Eagle and Salmon Preserve, as a way to educate visitors to the area about the importance of respecting the wildlife that lives there. They have the support of renowned biologist David Hancock, and Dave Moore, executive director of the Fraser River Salmon Table. Both have agreed to speak at an upcoming open public meeting on the subject of a preserve area this

weekend. Roberts is hoping all interested parties from around the Fraser Valley will attend the meeting. “Our approach is education,” Roberts said. “There are more eagles here than anywhere in the world. There are counts now to prove this.” Their campaign is not meant to impose rules or fines, but to educate a wide range of groups and individuals who share the area, including outdoor sports clubs, fishermen, hunters and camera buffs. The FVBEF has already donated $2,000 toward signs to be placed at various river access points, and the wording for those signs is currently being drawn up. Hancock has written profusely on the need for preservation

In a posting from his website (www.hancockwildlife.org) in November, he stresses the need for peace and quiet for the birds. “The incredible gathering of bald eagles during each fall and winter needs not just food. They need peace and quiet and rest,” he wrote. “A bioenergetics study done 20 years ago showed that bald eagles cannot sustain their body weight, no matter how much they eat in a day, if they have to undertake wing-flapping flight for more than 28 minutes a day.” To learn more, or to discuss the matter with key stakeholders, attend the public meeting on Saturday, April 6 at 10 a.m. at the Harrison Mills Community Hall.

Cancer Society is asking Fraser Valley residents to wear a daffodil pin as a symbol of support for people living with cancer and to join the fight against cancer by making a donation to the Society. Last week’s launch of the Society’s national Daffodil campaign is particularly meaningful as this day marks the organization’s 75th anniversary. The Canadian Cancer Society was founded on March 28, 1938 and through the years has grown into Canada’s leading national cancer-fighting charity. Today – thanks to the years of support of volunteers and donors across the Fraser Valley – the Society has the reach, strength and experience to make the most impact against cancer. “We are so impressed by the number of British Columbians who wear their daffodil pin during April to show their support for those affected by cancer,” says Barbara Kaminsky, CEO, Canadian Cancer Society, BC & Yukon. “This movement – which originated here in BC and is thanks to countless dedicated volunteers – recognizes the cancer journey and mobilizes communities to make a really big difference in the fight against cancer.” During the Society’s early years in the 1940s, the cancer sur vival rate was about 25 per cent. Today, more than 60 per cent of Canadians diagnosed with cancer will survive at least five years after their diagnosis. “Our 75th anniversary is an opportunity for us to celebrate how far we’ve come while also recognizing that more work needs to be done,” adds Kaminsky. “We know about half of all cancers can be prevented so it’s time for us to focus on doing just one thing to reduce our risk.” The bright yellow daffodil has been an integral part of the Society’s history since it was used by volunteers during the 1950s to decorate tables at fundraising events that became known as Daffodil Teas. “Every year we see the community rally around Daffodil Month and Daffodil Day,” says Allan Mugford, Fraser Valley Regional Director, Canadian Cancer Society, BC & Yukon. “The daffodil pin provides a unique symbol of unity for individuals and communities in the fight against cancer.” On Daffodil Day – Saturday, April 27 – the Society will hold an inaugural Daffodil High Tea in the Fraser Valley and invites everyone to help celebrate the 75th anniversary and the important work of the Society. Challenge ahead as Smyl reloads roster Eric J. Welsh, The Progress

After a week of exit meetings, Har vey Smyl’s 2012-13 Chilliwack Chiefs scattered to the wind on the weekend, leaving the general manager/coach with a loooooooong offseason to-do list. Smyl heads into the summer knowing he needs to replace half his roster. Maybe more. The overhaul will start in goal, where reigning Coastal conference most valuable player Mitch Gillam is off to Cornell University and the Big Red hockey program. Gillam’s season was a good one by statistical standards. He appeared in 46 regular season games, posting 27 wins with a 2.53 goals-against average and .929 save percentage. But his stats ballooned in the playoffs, where the GAA was 2.95 and the SP .894, and Smyl admitted they may have played the Ontario native too much. Chilliwack’s Josh Halpenny remains, and his stats were fine in very limited action. Eleven games played with six wins, a 2.73 GAA and .911 SP. But he’ll only be 18 years old at the start of next season. “He’s going to be a great goaltender in this league, but we’re not sure he’s ready to carry the load,” Smyl said. “This season, we felt we did play Mitch more, at times, than we wanted to, but I think Josh will be able to take on more next year.” Elite goalies don’t fall out of the sky, usually. If Halpenny is to have capable competition in the crease, Smyl will have to search hard to find it. “Usually you want your number one guy to be a bit older, because of composure and all those things,” Smyl said. “We do have some that we’ve identified, and now it’s a matter of watching them a little more and identifying which one we want to

zero in on.” The defensive corps might provide an even bigger headache. Gone for certain are David Thompson (Penn State), Alexander Perron-Fontaine (RIT), Ben Masella (St. Lawrence) and Shay Laurent. Laurent’s departure is a new development, with Smyl revealing his status as the future considerations in the Philip Zielonka trade-deadline deal. Laurent will be wearing Coquitlam colours next year, leaving Cooper Rush, Eric Roberts and Kiefer McNaughton as the defensive holdovers. Roberts is the easiest to be excited about after a stellar rookie season that saw him log 54 regular season and eight playoff games. The Abbotsford native developed into a steady defensive presence, greatly resembling Masella style-wise. “I thought Eric had a wonderful year, making huge progress in his play,” Smyl noted. “Against Surrey he looked like a man, playing real physical. For such a young man to play with the poise and physicality that he does, defensively, I really like him and I think he’ll be a scholarship kid.” For that reason, Smyl is unequivocal in his belief that Roberts will be a top-four guy next year. “But still, we do have lots to do in that area,” he said. “We’ve been on the recruiting trail for two months working on it.” The forward crew is the third of Smyl’s headaches. Up front, two thirds of the top line is gone for sure, with Josh Hansen graduating and Luke Esposito heading to Harvard. Austin Plevy is a wildcard. He could go to Merrimack next year, to play for the NCAA division-one Warriors. Or he could stick around. The school has left it up to him. “He’s still debating what he would like to

The biggest challenge for the Delaware native is staying healthy. “Because of his size and speed, he needs to work on the offensive side of the game and his finish,” Smyl said. “But the injuries have really hindered his progress. For him to be a 20-yearold next year, he’s going to have to make some contributions to the club, and not be in and out of the lineup. He knows that and sup-

ports that.” If he can keep from getting hit in the head, Babych could take a big step forward next season. The son of ex-NHLer Dave Babych, Jaret was twice concussed this season, missing all but three playoff games. When he plays, Babych does good things. He may have the best shot on the team, one that Smyl describes as ‘NHL calibre.’ “He’s a character kid, a gritty kid with a great shot and we really missed him at the end,” Smyl said. “In the PG series he created time and space for others on his line, created room for his shot and played physical. He’s going to have to work on his skating, but he’s an important piece.” Even if Babych and Graboski can maintain and improve their play, and become top-six

mainstays, Smyl has a ton of holes to fill. The good news is he has proven adept at pulling top six forwards out of mid-air. Two years ago, who had a clue who David Bondra was? Last year at this time, who saw Luke Esposito coming? Smyl doesn’t know whether he’ll be able to find enough junior A calibre skaters who are ready to thrive at this level without seasoning. But he feels the base of youth will be as strong as it’s been. “We have more choices in players than we did when the franchise first came back to Chilliwack,” Smyl said. “Although a lot are very young, we have higherend kids than we had two years ago. It’s a function of re-establishing the Chiefs program and getting back in the game recruiting wise.”
