Mary Wilson is looking for volunteers to lead “Jane’s Walks,” to show off hidden features of their neighbourhood, like this dead-end lane in the West End that often hosts lane parties and spirited games of pick-up basketball.

Mary’s merry walk through New West Foot and mouth event connects residents to their neighbourhoods Grant Granger

ggranger@newwestnewsleader.com

Mary Wilson is a passionate pedestrian. She also loves to talk about New Westminster. She’s found a way to do both at the same time, and she’s rounding up some others to do it too. Recently, the West End resident and 12th Street neighbourhood booster saw a blurb in a Vancouver community newspaper about a

Jane’s Walk being held there. She learned they are walks named after urban activist and writer Jane Jacobs, and they’re held the first weekend in May to coincide with Jacobs’ birthday. Each walk celebrates urban neighbourhoods and allows residents to discover little gems in their city. “Bingo,” Wilson said to herself. “This would work in New Westminster.” So she signed herself up as a local organizer for the event which was held in 85 cities and 17 countries in 2012.

In addition to leading a group on her regular jaunt to the library, which is different going and returning, on Saturday, May 4 starting at 10:30 a.m., Dale Darychuk will lead another group through Glenbrook Ravine Walk at noon the next day. Both have been posted at www.janeswalk.net. Another three, including one in Queensborough, are being prepared to be posted and she’s working on arranging a couple of others. “I hope to have at least six. Eight would be fabulous.” With sidewalk mosaics in

many areas of the city, places like Westminster Pier Park and Queen’s Park, and neighbourhoods like Sapperton, “there’s lots of potential in New Westminster,” she said. Her walking trips usually include unique routes that avoid having to eat exhaust or be deafened by traffic noise. “Come with me and I’ll show you why I enjoy my walk,” said Wilson. “We do back lanes, and I’ll show you interesting stuff. You’ll see things in there and you’ll realize why I like my walk.” Please see DISCOVERING, A3

A man pretending to be a FedEx courier is believed to be responsible for a break-in at a Quayside Drive condo complex. On March 11, a resident allowed a man claiming to be a FedEx courier into the building. Although he had a FedEx envelope, he did not produce identification and wasn’t wearing a uniform. A break-in to one of the building’s residences was discovered later in the day and NWPD investigators think he was the culprit. FedEx confirmed the man was not one of its employees. He is described as Caucasian, five-foot-10 with a heavy build, dark hair just covering the ears, dark pants, brown or black leather jacket and carrying a satchel. Anyone with information on this incident or the suspect is asked to call Const. Tomas Graham at 604-525-5411 or Crimestoppers at 1-800222.8477.

Bite or bark key canine cop question Method of how police dogs handle suspects becoming controversial Chris Bryan

editor@newwestnewsleader.com

Could the New Westminster Police Department’s style of dog training be something all forces should emulate? That’s the suggestion from Pivot Legal Society, which has singled out the NWPD and the City of Saanich’s forces and their “bark-and-hold style as worth a closer look as a possible best approach. “New Westminster and Saanich tend to deploy their dogs differently, said Doug King, a lawyer with Pivot. Most police forces, he said, deploy a “bite-and-hold method where every time the dog is sent in pursuit, it will seek to bite the suspect. With “bark-and-hold, however, the dog’s goal is to find the suspect and bark, which is often enough to subdue the suspect. If the suspect refuses to be still and/or continues to flee, the dog can then bite. The provincial government has recently struck a working group to review how police dogs are used in B.C., a development King said is a good opportunity to ensure only an appropriate level of force is used by police dogs. Too often, he said, people are seriously injured when pursued for minor offences and in some cases, innocent parties are affected. Pivot recently filed a lawsuit on behalf of William Evanow, a Maple Ridge man who suffered severe wounds to his leg from a police dog in March 2011. In that case, a police chase ended near Evanow’s house and a suspect had tried getting into his house so he chased them off. He didn’t know a police dog had been deployed until he was bit, according to King. Doug Deacon, a retired police officer who set up New West police’s canine unit in 1989, says the “bark-and-hold method has widespread use in Europe and has been shown to be effective at getting the job done and ensuring dogs aren’t hurt as well. “Most people are more afraid of a dog than a

MARIO BARTEL/NEWSLEADER FILE

Trainers from the New Westminster and Delta police departments train dogs on handling suspects.

cop, said Deacon. “So this barking often leads to a person doing what they’re told. Police dogs account for nearly half of all injuries caused by municipal police in B.C., according to Pivot. But in New West and Saanich the injury rate is much lower. A recent investigation by CTV News found Vancouver Police dogs bit at a rate 10 times more per capita, and RCMP dogs bit at a rate five times more per capita than those in the New West, Saanich and Delta (which shares a canine unit with New West) detachments. “Our opinion is there needs to be more discretion—either at the handler level or the training level, said King. Bark and hold isn’t without its critics, though. In his 2012 “Bite and Hold Review Report, Sgt. Gord McGuinness of the Vancouver Police Department criticized many aspects of the approach used in New West and Saanich.

In a high-stress pursuit, he wrote, the suspect almost always makes some kind of motion—even “the universal ‘I surrender’ gesture of hands being raised in the air is enough movement to illicit a bite from the dog. In this scenario the police force could be vulnerable to liability because of the injury caused by an innocent gesture. McGuinness also raised concerns about the ability for a police officer to act decisively in a dangerous situation. “The suspect usually has all the advantages because he chooses the ground, the time, and the route of escape. The handler has little advantage; only his canine partner’s nose and teeth. A dog that doesn’t bark can often make contact before the suspect can react. Deacon believes the fact most forces in B.C. still use bite and hold is due more to large forces like the RCMP being unwilling to try something new, even if it’s the better approach.

They also feel good about rescuing a refurbished couch or dining table that might otherwise have gone to the landfill. And when the pieces are well made with solid wood or welded steel, it’s not hard to give them a second or third life, says Matovinovic. That durability allows them to have a history that Matovinovic loves to share with her customers, either where it came from, how she came to acquire it, or even how it could fit in to their lives.

“Spaces are very bland these days,” says Matovinovic, a former photographer who specialized in maternity and baby photos. “All the character has to come from the furniture. It’s a great way to express who they are.” Matovinovic finds the pieces for her shop by scouring local online classifieds, estate auctions and second-hand stores, essentially doing the legwork most people don’t have the time for. She refurbishes them as needed and then arranges them in her shop to tweak people’s imaginations.

That can include turning unlikely items like a produce scale or industrial duct pipes into decorative accents. “It’s all about creating a vignette, showing how to mix styles,” says Matovinovic. “It just needs a little effort.” And if she’s done her job right, Matovinovic says she’s confident the pieces she sells will go on to acquire even more stories to add to their history. OPINION

PuBLISHED & PRINTED BY BLACK PRESS LTD. at 7438 Fraser Park Drive, Burnaby, B.C. V5J 5B9

NEWSLEADER’S VIEW:

QUESTION OF THE WEEK:

Pillow math

LAST WEEK:

Pierre Elliot Trudeau once famously said, “The state has no business in the bedrooms of the nation.” That was in reference to the Criminal Law Amendment Act, 1968-69, which decriminalized homosexuality, made way for abortion and contraception, regulated lotteries, gun possession and drinking and driving offences – a scenario we take for granted today. In its latest attempt to poke its nose into our bedrooms, the province’s new Family Law Act will help protect those in common-law relationships if and when the romance dies. While the new rules clarify the partners’ responsibility for their children, they also make division of assets a little easier, a move the government says will keep more unhappy couples out of court. As with any change to the law, it’s the lawyers who will see the biggest benefit. People already living common-law and those thinking of shacking up with a romantic partner will now be drawing up cohabitation agreements – planning well beyond who gets the record collection when it’s over. And while the new rules certainly close a number of loopholes in terms of spousal and child support, there will be unintended consequences, with potentially more at stake financially at the time of a break-up. It’s only human nature to want what you have coming to you – even if it’s only because the government has said you deserve it. It’s this kind of thinking that might well lead more splitting couples to the courtroom than anticipated. The new Act gives us all something to think about. Things like purchasing a new car, investing in real estate or RRSPs might best be done before emptying a drawer in your bureau for a new partner. ~ Black Press

THIS WEEK: Are you aware of the province’s new Family Law Act? Vote at www.newwestnewsleader.com

Ottawa takes lead on training VICTORIA – The B.C. election campaign that’s about to get underway will feature lots of talk about skills training. It will be everyone’s top priority, along with a dozen other top priorities. But since elections are no time to deal with serious issues, don’t expect much frank discussion about ways to redirect our increasingly soft, urban society toward useful work. Somebody might be offended. The B.C. Liberals see lots of skilled, technical jobs on the horizon, but they cut their skills training budget and many of their MLAs are also looking at a career change. The B.C. school system, like that of other provinces, still pushes kids to university programs that lead to coffee-serving jobs and the need for another round of training. This has been going on since the 1970s, and it’s not confined to B.C. The B.C. NDP apparently expects to coast to victory with the same empty rhetoric about “income inequality” and student debt that they’ve been using for years. Their only discernible intent

is to return control over how many apprentices can be on a job site to industrial unions, which severely restrict it, squeezing out small business. This team’s ideas are mostly left over from the last industrial revolution. Fortunately there is a mid-term federal government that has acted. Last week’s federal budget launches new programs the next B.C. government will have to go along with. Prime Minister Stephen Harper’s government didn’t claw back post-secondary funds from B.C. and other inept provinces, as some had feared. What we got from Ottawa was social engineering, Conservative style. The centrepiece is the “Canada Job Grant,” a $5,000 grant to employers willing to match it and train an unemployed person.

To qualify, the province has to match as well, for a total $15,000 commitment to one worker who will have a job to go to. Delta-Richmond East MP Kerry-Lynne Findlay was one of the Conservatives out to promote the budget. She said when the Canada Job Grant is fully rolled out, it will fund training for 130,000 people a year. Some will be young people, but there will also be older workers whose skills need upgrading. “If they’re willing to look at the jobs that are available and understand that that’s their best shot at making a living and being able to support their own families some day, we want to be sure that the opportunities are there,” Findlay said. The difference is it has to be what an employer needs, not what the student might prefer. It’s a public-private partnership, as we have seen with modern public works. Findlay acknowledged even with a big push on training, Canada will still need to import foreign workers. In B.C. we are bracing for an

unprecedented resource boom, much of it in the B.C. Interior and north. That’s one reason for a $241 million increase over five years to the federal Income Assistance Program for aboriginal reserves. The new money is available only if the community leadership commits to a mandatory training component. They didn’t call it Idle No More, but that’s the gist of it. Of course, no worker or province or band council is required to participate. They have the option to leave the federal money on the table. But the NDP should note the Canada Job Grant applies to union-run apprenticeship schools as well as those in community colleges and technical institutes. Saying no isn’t much of a choice. Whatever grand promises the B.C. Liberals and NDP have written into their yet-to-be-released election platforms, they will need to find the money to participate. Coal plan only moves forward if we stay silent The call for action on climate change no longer just comes from environmental groups but has been joined by the voices of the World Bank and the International Monetary Fund. The science is no longer challenged, so what is Canada’s response to the greatest global crisis we have faced in our lifetimes? Our response is to ignore the warnings and ramp up the production of fossil fuels to take advantage of some shortterm opportunities in Asia. The latest example of this insanity is to allow American coal to be imported by rail to Fraser Surrey Docks situated directly across from our city to be loaded on to barges then towed to Texada Island and in turn loaded on to ships destined for Asia. This is wrong on so many levels it’s hard to know where to start.

From a health perspective the two 125-car trains/day carrying low-grade coal from Wyoming will pass by at least a dozen schools as it passes through White Rock and Surrey. The cars are open and each one has the potential to release 5002,000 pounds of coal dust. Coal dust contains arsenic, lead, mercury, nickel, and selenium. The environmental threat to our air quality, Fraser River salmon runs, and the ultimate responsibility when this coal is actually burned cannot be ignored. The main proponent of this ill-conceived plan, besides Fraser Surrey Docks, is Port Metro Vancouver. This federal entity which appears to have absolute power is displaying the same arrogant bullying tactics its political masters in Ottawa have shown for the past seven years. A pamphlet sent out in the mail is not public consultation. To

date Voters Taking Action on Climate Change (VTACC) is leading the charge to challenge this irresponsible plan. There is no way we should become a doormat for American coal interests. This is happening because Canada has much weaker environmental protection than the U.S. who are up in arms over similar plans in Washington and Oregon. Already normally law abiding citizens have stood in front of a coal train in White Rock and have been arrested for their actions. We need thousands more to step up and collectively raise our voices in opposition. The only way this plan moves forward is if good people remain silent. Andrew Murray New Westminster

A Night for Heroes gala to support Honour House in New Westminster will be held at the Sheraton Wall Centre in downtown Vancouver on Saturday, June 1. It’s the second annual affair to raise money for the home on St. George Street in the Queen’s Park neighbourhod that provides free accommodation to Canadian Forces, first responders and their families while they receive medical treatment in the Lower Mainland. “Since opening our doors in 2011 we have provided 900 room stays and helped 1,500 people,” said Honour House Society president Allan De Genova in a press release. “There is great demand for the services Honour House provides.” The gala, he said, will feature some of the heroes and their stories as well as showing supporters what Honour House has accomplished.

Five New Westminster teenagers were caught stealing Friday night. New Westminster police say at about 7:40 p.m., the alarm went off at Richard McBride elementary. Three boys were arrested leaving the school while another, believed to be acting as a lookout, was arrested a short distance away. Police said they believe they got in by prying an outside door. The boys who were arrested ranged in age from 14 to 17. Three were turned over to guardians while the fourth was held in custody because of a prior history with police. Then in the early hours of Saturday, police were alerted to a bait car being taken in the West End. Police found it in the 2000 block of London Street and took the lone occupant, a 17-year-old boy, into custody.

But Vancouver’s hospitals get more money – acute care spending there was $1.73 billion in 2011/12 compared to $1.63 billion in Fraser, according to the Auditor General’s report. Vancouver Coastal also got much higher allocations for mental health and addictions as well as population health and wellness, while Fraser got more for residential care and home and community care. EXPANSION OF COAL EXPORT FACILITY AT FRASER SURREY DOCKS – BUSINESS OPPORTUNITY OR LOCAL RISK? ___________________

T

here has been significant dialogue over the past few months about the potential expansion of the coal export facility at Fraser Surrey Docks. Opponents have raised have raised both global concerns – related to climate change – as well as local health and environmental issues specific to the transportation and handling of coal. Proponents, on the other hand, have emphasized the job and economic benefits that an expanded facility could bring to the region and the province of BC. The New Westminster Chamber of Commerce believes this

is not an “either/or” issue. We do need to recognize both the potential global and local impacts of increased coal handling and transportation – and the companies involved should commit to address them. Carbon offset purchases are available to help deal with some of the global concerns in a way that doesn’t unfairly dictate how other countries use their resources (especially underdeveloped countries that have to rely on coal to meet basic energy needs). And for local concerns, a formal program of open and transparent community engagement with stakeholders in New Westmin-

ster, Surrey and other parts of our region should be put in place that that would focus on the factual identification, understanding and resolution of any potential impacts here at home. From a business perspective, this means earning the “social license to operate” in our region as part of any potential expansion. If the kinds of measures identified above are formally agreed to, then the companies involved deserve the chance to expand the facility and realize the potential economic benefits.

Sixteen-year-old Ernest Azoadam died in Surrey after riding on a party bus where alcohol was plentiful despite operator claims it doesn’t permit alcohol or drugs.

Jeff Nagel Black Press

Transportation Minister Mary Polak says party bus operators in B.C. have been warned they must obey laws that ban liquor consumption by their passengers or face costly licence suspensions. But at the same time Polak says the province is reviewing the current regulations to check whether they still make sense. A commercial vehicle like a limousine or a bus is considered a public place in B.C. so boozy revellers on board are drinking in public contrary to the Liquor Control and Licensing Act and can be subject to a $230 fine and liquor pour-outs. Any drinking in a moving vehicle is also against the Motor Vehicle Act and it’s also a violation of the operators’ licences under the Passenger Transportation Act. “I have made it very clear to the operators I have absolutely no difficulty pulling their licences if it’s found any one of them is not in compliance,”

Polak said. That message was delivered to operators at a meeting Thursday by officials of B.C.’s Passenger Transportation Board. It comes several weeks after 16-year-old Ernest Azoadam died in Surrey after riding on a party bus where alcohol was plentiful despite operator claims it doesn’t permit alcohol or drugs. The stretch SUVs or buses are often outfitted with nightclub lighting and may act as rolling parties, particularly for those under age, rather than deluxe transportation to an actual event. “It’s kind of tough to swallow that [operators] are saying ‘Look it’s not our fault’ when their advertisements in many cases imply alcohol is going to be part of the celebration these folks are going to be paying for,” Polak said. “It’s very troubling.” She said her immediate concern is underage drinking by teens and the associated risks, particularly as grad celebration season approaches. The party bus business isn’t a big industry, but Polak said

it’s growing and it’s time for a broader review of how the laws apply and whether changes are justified. Legalization of alcohol use on limousines or party buses – strictly for adults – is one option that might be considered, she said. “Is there any benefit?” she asked. “I don’t know the answer but it’s a question worth asking.” Asked whether the province’s shift to tougher roadside administrative penalties for impaired driving, rather than criminal prosecution, may have fueled the industry, Polak said she doesn’t think so. “This industry has been growing prior to the 0.05 [blood-alcohol level] legislation and the changes that went with that,” she said. “I think it’s more a reflection of society’s ideals arround alcohol and their own decisions on what’s appropriate and what isn’t.” A provincial review of other jurisdictions found no consistent or obvious approach to regulating party buses elsewhere.

My name is Daisy and I am fourteen years old. I’ve lived in New Westminster for my entire life and I’ve been a carrier for almost two years now. I enjoy it because it gives me time to get outside and it gives me a chance to think, along with combining two of my greatest passions: journalism and walking. It also gives me the opportunity to earn some money, which is always good. When I first got my route I used to do it with my parents, but now I do it on my own. It’s really beautiful in the summer when it’s warm and sunny. I finish Glenbrook Middle School this year and I hope to continue my route into my time at NWSS.
