PoCo tax hike 3.7% for homes Councillors back new budget but have concerns By Gary McKenna THE TRI-CITY NEWS

BOAZ JOSEPH/BLACK PRESS

Port Coquitlam-Ridge Meadows’ Ringette’s Karla Rauk (in blue jersey) pulls ahead of Jillian Price of a Surrey-White Rock opponent in an 18+B match at the 2013 BC Ringette provincials at the Surrey Sports and Leisure Complex on Saturday. More sports, see page A26.

Homeowners in Port Coquitlam will likely see a 3.7% property tax increase when their bill arrives this year, a jump of approximately $71.25 for the owner of an average single-family home. On Monday, PoCo council voted in favour of granting the first three readings to the 20132017 financial plan, a document that includes funding for the hiring of six new firefighters and two new police officers. It also includes a 1% levy the city said will be used to address its estimated $330-million infrastructure gap. Many municipalities are grappling with how to pay for the replacement of existing roads, sewers and facilities nearing the end of their lifespan, and PoCo has been setting money aside for the expense over the last few years. But while there is some additional spending in this year’s budget, councillors said they

INSIDE ■ Evergreen Line stations are named: A3 ■ Support for TransLink funding: A4 were keenly focused on keeping the property tax increase low. “I am happy with where we are at,” Mayor Greg Moore said.“We did focus on making some reductions.” Moore noted that more than $600,000 in efficiencies were identified by the city’s committees and department heads. Service level changes — including the elimination of pest control services on private property, reductions in funding for the city’s vehicle fleet, reductions in ball diamond grooming and a decrease in staff holiday coverage — will save the city $403,000. Another $217,000 in savings is expected to come from reductions in energy use and maintenance costs. see LONG-TERM, page A12

What’s in a name for Evergreen? Tri-Cities’ six evergreen Line stations named By Richard Dal Monte The Tri-CiTy News

The Evergreen Line is three years away from opening but commuters now know what the six Tri-City stations will be called. At a press conference Saturday morning at the Evergreen Line project office in Coquitlam, federal and provincial politicians got together to announce the new station names. They are, from Lougheed Town Centre Station in Burnaby eastward: • Burquitlam Station (on Clarke Road in Coquitlam);

• M o o dy C e n t r e Station (next to the current PoMo West Coast Express station); • Inlet Centre Station (at Ioco Road and Barnet Highway, near Thrifty Foods); • Coquitlam Central Station (at the current West Coast Express station and bus loop at Barnet and Lougheed, across from Coquitlam Centre mall); • Lincoln Station (on Pinetree Way at Lincoln Ave., in the northeast Coquitlam Centre parking lot); • and Lafarge LakeDouglas Station, which is the line’s terminus (on Pinetree Way at Guildford Way, next to the Evergreen Cultural Centre). Ian Jarvis, TransLink’s CEO, called them “sim-

ple, logical and self-locating, and, of course, durable, names.” Coquitlam Coun. Craig Hodge told The TriCity News he’s pleased with the choices of names, saying, “I think the main thing is they make sense geographically so it’s going to be easy for people to understand.” He said the city had been using the names that were chosen as working names as part of its planning. Port Moody Mayor Mike Clay told The News the Moody Centre name makes sense but he’s not sure people will identify Inlet Centre with its location. He said he would have preferred something like “Port MoodyIoco.” newsroom@tricitynews.com

‘The floodgates opened’ for free wash offer Coq. appliance store is washing jerseys for free By Maria Spitale-Leisk The Tri-CiTy News

Sweat flies, snow sprays, bodies crash and bang. That’s a typical hockey day in Canada and while Tri-City minor teams may clash on the ice, their jerseys get a little friendlier treatment thanks to a United Boulevard retailer. Darren Boyd, manager of the Coast Wholesale Appliances store along furniture row, took on the odorous endeavour of washing local teams’ jerseys two months ago — a job he knows normally falls to parent volunteers. Considering jerseys are expensive and require care to last, Boyd looked around at the cleaning machines in his showroom and a light bulb went on. First, he put the word out to the organization with which he’s involved, Ridge Meadows Minor Hockey, offering its teams free jersey cleanings. Maytag had already come on board, donating a Maxima 9000 series

Soon, other minor hockey coaches caught wind of the free service, so Boyd decided to extend the offer to all minor sports associations in the Lower Mainland.

“And the floodgates opened,” said Boyd, standing next to the quiet workhorse in the Maytag lineup of washers — with piles of colourful jerseys stacked on top of it. S u d d e n l y, s o c c e r teams started coming

The Maxima washing machine and dryer have been running around the clock at Coast Wholesale, especially now that hockey season is ending. Sales staff sit and fold laundry during their down time and they’ve learned one machine can

hold 63 tyke hockey jerseys or 21 adult ones. “If only their wives could see them,” Boyd said with a smile. “To be honest, all the sales guys have been excited about [washing the jerseys]. It’s been a team effort.” Boyd’s offer of free jer-

sey washing stands but he asks that teams email dboyd@coastappliances. com or call 604-5402665 before dropping off their uniforms. Coast Wholesale Appliances is located at 1315 United Blvd. in Coquitlam. newsroom@tricitynews.com

out of the woodwork. One soccer association even put Wholesale Appliances’ offer to the test, saying they had 1,400 jerseys waiting to be washed if the store was game. “I wasn’t going to say no,”said Boyd.

‘Surprising’ support for taxes By Jeff Nagel BLack Press

Most Lower Mainland residents are willing to pony up more money for TransLink but they’re split on exactly what kind of new tax, fee or toll should be imposed. That’s the result of a new online poll conducted by Insights West. It found 72% of respondents support new funding sources for the troubled transportation authority, which needs billions of dollars to launch rapid transit expansions and maintain the existing system. About half of those supporters want new cash sources balanced with some service cuts as well while just 12% opposed any new funding and say TransLink should simply make cuts. “I am shocked at the number of people who are actually open to new funding options,” Insights West president Steve Mossop said, adding the results undercut the perception of nearuniversal public opposition to more money for TransLink. “They’re not particularly happy with the options in front of them on how they’re to be charged,” he said, “but that’s pretty common when you’re talking about taxation.” Those polled were asked if they support raising existing transit fares, property taxes or fuel taxes, or adding new tools like a vehicle levy, a regional carbon tax, new road or bridge tolls, or a dedicated regional sales tax recently proposed by mayors. The option that scored best with 37% support was raising transit fares,

Polak, Bains both say they’ll talk TransLink reform with mayors B.C. Transportation Minister Mary Polak is pledging ongoing meetings with Metro Vancouver mayors to craft reforms to TransLink’s governance system following the release of a review of possible options. She said she has already acknowledged the need for MARY POLAK greater accountability and a bigger role for Metro Vancouver mayors. “You need to have elected representation for a body that is going to levy taxes and fees,”Polak said.“There has to be a democratically elected body that’s governing that. How do you do that appropriately? I don’t think we’ve yet found the perfect answer anywhere.” Putting TransLink under the auspices of Metro Vancouver may not be ideal, she said, noting her constituents in Langley regularly complain about how they’re served by the regional district. Polak said she doesn’t have a preferred model in mind and doesn’t want to pre-judge discussions with the mayors. The province had previously offered the mayors’ council chair and vice-chair two seats on the TransLink board of directors. Mayors rejected that offer of reform as inadequate. Polak rejected suggestions the province’s previous restructuring of TransLink and shift to an appointed board in 2008 was a mistake. “With previous iterations of TransLink, there were incredible difficulties, particularly with managing some of the finances,”she said.“We’re back to look at how can we make this better. We just want to see what works.” The NDP have repeatedly promised to put elected local representatives back in charge of TransLink. The party’s transportation critic, Harry Bains, said an NDP government would consult mayors before deciding on a new model. “We need to restore accountability by bringing back locally elected mayors and councillors and making them responsible for making the policy,”he said.“The current governance model doesn’t work. Mayors feel that they are sidelined and this report confirms that.”

to have the broadest support,” he said. “On the list of bad things, it’s the least bad.” Mossop said he believes initial anger about the tolling of the Port Mann Bridge is fading fast as drivers get used to the new reality. And he said the results give more ammunition to Metro Vancouver mayors, who want the province to allow comprehensive road pricing — adding small road tolls everywhere instead of just tolling certain bridges. The option with the third most support was an annual vehicle levy, at 33%, followed by a regional carbon tax at 26%. The most unpopular source is the mayors’ proposal to add a new sales tax within Metro Vancouver of up to 0.5% — 79% of those polled opposed that idea. Also unpopular is any increase in property taxes or the gas tax, with opposition at 75% and 74% respectively. Mayors want the next provincial government to give the green light to ei-

Beware pyramid scams Coquitlam RCMP are offering tips on how to spot and avoid pyramid schemes. These frauds are based on an ever-increasing number of investors; initial promoters (those at the top of the pyramid) recruit investors who are expected to bring in more investors. No new money is actually created in pyramid schemes but participants who get in early take their profits from investors who join later — not from any real investment or sale of goods and services. Eventually, the pyramid collapses because no new investors can be found and everyone loses their money, except for those at the top. According to local Mounties, before you invest in a possible pyramid scheme: • get written copies of the company’s marketing plan, sales literature, contracts and prospectus; • avoid promoters who fail to explain their plans clearly; • have a lawyer or accountant explain anything you don’t understand; • find out where the money you invested goes; • remember that the greater the promised return, the greater the risk.

By Diane Strandberg Two f o r m e r Po r t Moody secondary students are reportedly behind a controversial video that recreates their old high school in a CounterStrike map where combatants shoot at one another but only one, Aarman Rahim, has admitted publicly that he is involved. Rahim, who was an International Baccalaureate student at the school and now attends SFU, issued a statement last week countering what he called inaccurate information being spread about him and the intent behind the video. In his statement, Rahim acknowledged that he provided photographs the map’s developer used to create an accurate, to-scale, digital replication of the school. He said there was no malicious intent and he doesn’t condone violence in schools, The future of the production is as yet unknown but the video depicting Counter-Strike combatants shooting against the backdrop of the school, with its iconic rainbow lockers and “PMSS a Tradition of Excellence” sign has received more than 6,000 views and dozens of media outlets have reported on it, including the hugely popular online social media aggregator Reddit. Last week, at the request of School District 43, Port Moody Police conducted an investigation and concluded the video broke no laws and the developer is not a threat. Still, the PMPD stated in a press release that the project is “ill-conceived” in light of recent school shootings in the United States.

A still from a video posted online that shows a “map” based on Port Moody secondary school for a game called Counter-Strike. veloper to come forward because it’s not fair that Rahim take all the heat. “Aarman’s choice to participate in this endeavour was irresponsible,” the teacher wrote in an email to The Tri-City News. “He has done a very good job of protecting the developer and he has shown that he is an extremely loyal friend. This was not the wisest decision especially from him. “I, however, cannot stand by and see Aarman’s reputation and future be sacrificed for something he played a very, very minimal role in,

no matter how poor of a choice it was to provide resources for the developers project.”

VID DEFENDED

Meanwhile, gamers are coming to the developer’s defence. Luka Culibrk, a former PMSS student, stated in an email that the school provides interesting “architecture” for a first-person shooting game that would make it enjoyable to play, and cited research he believes debunks concerns that violent video games cause violence. Creating original maps for Counter-Strike games

is not a new idea. In fact the technology has been around for several years but using well-known locations as a backdrop for first-person shooter games has been controversial. In Montreal last month, the creator of a custom map of the BerriUQÀM metro station for Counter-Strike: Global Offensive was told to stop production or risk a fine or a trademark lawsuit. News reports at the time stated the game map was not completed but a teaser was posted on YouTube.

SD43 is also taking the video seriously and is seeking advice but it is not known whether the video’s creators will be asked to take it down. “We are well aware of this and we recognize that it is a sensitive situation,” said SD43 spokesperson Cheryl Quinton. “The district is working with the school on this matter and is seeking further advice regarding follow-up.” So far, only Rahim has come forward to defend the project; the developer, reportedly a friend from high school, has not provided his name. Share’s toy program gets home thanks Coquitlam co. Rhema donates space for toys Share’s Christmas toys now have a home thanks to a local health products manufacturer. Rhema Health Products has provided

warehouse space for toys collected by Share Family and Community Services for its annual Toy Shoppe program. “Working with Share has been a pleasure and very rewarding for Rhema Health Products and its employees,” says

Carlo Zarrillo, president and CEO of the Coquitlam company, which manufactures dietary supplements and health products. “Our efforts in helping Share are driven by our desire to support charities in the community in

which we operate.” The Toy Shoppe program collects toys and gifts and distributes them to more than 1,000 children every year at Christmas. Share CEO Martin Wyant said the toys will be stored at Rhema’s

Coquitlam warehouse until they are distributed next December, and added that the offer of space was both timely and generous. “The staff at Rhema even helped us pack and transport the toys,” Wyant said. “We are very

grateful for their support.” Last January, Share vacated the former Andrés Wines site in Port Moody and, with the help of volunteers and Phoenix Truck and Crane, packed and transported thousands

of items. In a press release, Wyant also thanked volunteers and Phoenix Truck and Crane for their support, and the Peller family for allowing Share to use the Andrés space for so many years. dstrandberg@tricitynews.com

TransLink 3.0?

PICTURE THIS adrian raeside

A

mad scientist couldn’t have come up with an odder creation than TransLink. And a new consultant’s report paid for by the Mayor’s Council on Regional Transportation seems to agree. Recognizing the fact that TransLink is essentially a provincial creation responsible for overseeing regional priorities yet beset with funding woes and lack of accountability, the report suggests numerous reform options. None appear to be ideal. Critics say it’s time for a change but what changes are necessary? Former transportation minister Kevin Falcon thought he solved the problem when he took priority-setting responsibilities away from the mayors and gave them to a professional board. But that hasn’t worked the way it was hoped. There’s never enough money for transportation priorities so the mayors always seem to be going cap-in-hand to the province, only to be told to look under the couch for spare change or pare down the priorities. TransLink’s mayors’ council has only enough power to be a ready scapegoat for the province. Thus, when big decisions are made — say, building the new Port Mann Bridge or choosing the transit technology for the Evergreen LIne — they’re made by the province, leaving the mayors and the TransLink board responsible for unpopular actions such as cutting bus routes or hiking property taxes. According to the consultants, TransLink’s structure — an appointed board of directors in control of all decisions except major revenue increases — is an anomaly worldwide; most other cities have democratically elected representatives who answer directly to their constituents. But does the public want another emasculated but elected board, like boards of education, which have a little responsibility and no authority or revenue-raising power? Not likely. More radical surgery might be necessary. One idea would be to create a democratically elected Metro Vancouver land-planning board with responsibility for setting transportation priorities as well as budgets — replacing both the Metro Van board and the TransLink mayors’ council. Voters might yawn at the idea but something has to be done about TransLink and the string-pulling provincial government — whether BC Liberal or NDP — has to do it.

Ottawa takes training lead, B.C. must follow BC VIEWS Tom Fletcher VICTORIA he B.C. provincial election campaign that’s about to get underway will feature lots of talk about skills training. It will be everyone’s top priority, along with a dozen other top priorities. But since elections are no time to deal with serious issues, don’t expect much frank discussion about ways to redirect our increasingly soft, urban society toward useful work — somebody might be offended. The BC Liberals see lots of skilled, technical jobs on the horizon but they cut the skills training budget and many of their MLAs are also looking at a career change. The B.C. school system, like that of other provinces, still pushes kids to university programs that lead to coffee-serving jobs and the need for another round of training.

T

This has been going on since the 1970s and it’s not confined to B.C. The BC NDP apparently expects to coast to victory with the same empty rhetoric about“income inequality”and student debt that it has been using for years. The NDP’s only discernible intent is to return control over how many apprentices can be on a job site to industrial unions, which severely restrict it, squeezing out small business. This team’s ideas are mostly left over from the last industrial revolution. Fortunately, there is a mid-term federal government that has acted. Last week’s federal budget launches new programs that the next B.C. government will have to go along with. Prime Minister Stephen Harper’s government didn’t claw back post-secondary funds from B.C. and other inept provinces, as some had feared. What we got from Ottawa was social engineering, Conservative style. The centrepiece is the“Canada Job Grant,” a $5,000 grant to employers willing to match it and train an unemployed person. To qualify,

TRI-CITY nEWS [CCAB AUDITED CIRCULATIon 53,469 (MARCH 2009)] 1405 Broadway St., Port Coquitlam, B.C. V3C 6L6 telephone: 604-525-6397 • fax: 604-944-0703

n

the province has to match as well, for a total $15,000 commitment to one worker who will have a job in the end. Delta-Richmond East MP Kerry-Lynne Findlay was one of the Conservatives out to promote the budget. She said when the Canada Job Grant is fully rolled out, it will fund training for 130,000 people a year. Some will be young people but there will also be older workers whose skills need upgrading. “If they’re willing to look at the jobs that are available and understand that that’s their best shot at making a living and being able to support their own families some day, we want to be sure that the opportunities are there,” Findlay said. The difference is that it has to be what an employer needs, not what the student might prefer. It’s a public-private partnership, as we have seen with modern public works. Findlay acknowledged that even with a big push on training, Canada will still need to import foreign workers. In B.C., we are bracing for an unprec-

edented resource boom, much of it in the Interior and north. That’s one reason for a $241-million increase over five years to the federal Income Assistance Program for aboriginal reserves. The new money is available only if the community leadership commits to a mandatory training component. They didn’t call it Idle No More, but that’s the gist of it. Of course, no worker or province or band council is required to participate. They have the option to leave the federal money on the table. But the NDP should note that the Canada Job Grant applies to union-run apprenticeship schools as well as those in community colleges and technical institutes. Saying no isn’t much of a choice. Whatever grand promises the BC Liberals and NDP have written into their yet-to-bereleased election platforms, they will need to find the money to participate. Finally, we have the much-needed Evergreen Line starting and hopefully it will be finished. My questions are: Where is the end of the line? Near the Douglas College David Lam campus? Surely not. Why is the terminus at that location next to Evergreen Cultural Centre? Why hang a left at Coquitlam C e n t ra l S t at i o n at all? Surely it makes more sense to stop at Coquitlam Central, with cost savings, or to have continued on towards Shaughnessy Street in Port Coquitlam, with prospect of a future phase towards Maple Ridge or Mission? The recent first-person shooter depiction of Port Moody secondary school is significant in many ways but uppermost in my mind is the sheer banality of the response to the game. A local high school has been depicted, in apparently accurate detail, as the bloodspattered scene of mass murder in progress and Diane Strandberg’s response in her column is a cosy, let’s-make-tea-andtalk approach? The idea in this video game is bad enough. A local school that is the

Separate your trash in PoCo’s new bins Most Port Coquitlam residents are accustomed to separating their garbage from recyclables and compost when they are at home and now they can do so when out in their community.

The city has purchased more than 50 wastesorting bins that provide individual containers for food scraps, recyclables and garbage. The bins have been installed in public places throughout

the city, including parks, shopping areas, bus stops and in front of schools and businesses. “This builds on the great work that our city and our residents have been doing to keep waste

away from the dump,” Mayor Greg Moore said in a press release. “We encourage people to sort their waste at home, so it makes sense to offer opportunities to do the same thing everywhere

in the community.” The new bins provide clear information and graphics to show what goes into each slot. A food scrap bin takes everything from bones and soiled paper to napkins

Long-term tax plans concern Washington continued from front page

Early plans to close the Hyde Creek rec centre early on Sundays were cancelled when residents stated during the public input process that they did not want to see reductions in the facility’s hours. While the majority of councillors supported the budget, one voted against it. Coun. Dean Washington said he has concerns about years two through five of the plan, when the city is projecting an almost 20% tax increase over a three-year period. Councillors Michael Wright and Brad West, who both voted in favour of the budget, echoed Wa s h i n g t o n ’ s c o n cerns but said the city will need to find other sources of revenue if it hopes to contain its tax rate. “There is a temptation to get involved in all kinds of things,” West said. “I can understand that desire because we see the need… but the

See why 2 of Jane's patients believe in acupuncture: • 62 Year old Ricky of Port Coquitlam suffered from Sciatica last May and came to our office for help. He was treated four times and got well. Again this year he experienced an incidence of pain in his waist. He was treated here accordingly with Acupuncture for one week , afterwards, the pain was gone. • 51-year-old Kelly felt body pain especially on the neck, shoulder, waist and back every day and night over the past few years. She tried everything and finally came to Acupuncture by a TCM doctor and Acupuncturist Dr. Wang who used TCM technique and Acupuncture to help her and relieve her pain. Now she is free from the pain and misery and became a happy and healthy person.

This year marks the sixth year of BC Hydro’s support of the event. The goal of Earth Hour is to encourage individuals to turn off unnecessary lights and electronics to conserve power and in doing so, demonstrate support for climate change reduction efforts. This year, many BC Hydro account holders were able to track their electricity use by logging onto MyHydro — their online account. They were able to see the hourly breakdown for their account and compare Earth Hour electricity use with their use on the Saturday prior to Earth Hour. Saturday’s Earth Hour was a bit of a bust in the Tri-Cities, with just a modest reduction in energy use, according to BC Hydro. On Saturday evening, the three communities reduced their electricity use by just 1.9% each during Earth Hour — the same as Burnaby and just slightly better than Surrey at 1.8%. Hydro reported the reduction in energy use it recorded over a one-hour period between 8:30 and 9:30 p.m. Meanwhile, communities on Vancouver Island took top honours for shutting out the lights and cutting power use. The top communities were Comox and C o u r t e n a y, w h i c h used 9.8% less power; the worst-ranked were Enderby (0.2%), Salmon Arm (0.2%) and Chilliwack (0.3%). Overall, British Columbians saved 136 megawatt hours of electricity and reduced the provincial electricity load by 1.95% during Earth Hour on Saturday night — the equivalent of turn-

COMMUNITY INVOLVEMENT

Tri-City youths putting the ‘act’ into Rotaract Youth Rotary club aims to serve in the Tri-Cities

IN QUOTES

“Our goal would be to help out anyway we can, both locally and globally.”

By Maria Spitale-Leisk The TRi-CiTY News

W

h at s t a r t e d with candygrams for civic employees has blossomed into widespread acts of kindness in the Tri-Cities by members of a newly chartered youth service club. Rotaract, an offshoot of well-rooted Rotary International, attracts people aged 18 to 30 years who are passionate about spreading positive change in their communities. Rotaract chapters exist around the world and elsewhere in the Lower Mainland. In the fall of 2011, three local students set out to secure one of these youth philanthropy clubs for the Tri-Cities — but, first, they had to prove they were serious about committing the time and energy required for Rotaract. Kimberley Chong, 21, was championed the endeavour after experiencing a volunteering void in her life. Her friend, Janelle Lee, concurred. “I kind of realized volunteering opportunities were harder to find after high school,”said Lee, 18. Meanwhile, Elizabeth Boey and Emiko Newman, both 19 years old, were also well versed in philanthropy and searching for new opportunities. Newman perennially raises money for an orphanage in Africa and Boey helped organize a fashion show in high school that brought in $5,000 for a non-profit organization in Sierra Leone. Over the course of the past year, 22 altruistic young men and women have quietly donated their time for charitable projects in the Tri-Cities. They started off small, anonymously delivering chocolates to local businesses and city departments on Valentine’s Day. The youths soon teamed up with Boyd Autobody and Glass in Coquitlam

The group’s hard

work came to fruition last Saturday when the Tri-Cities’ Rotaract Club, sponsored by the Port Moody Rotary Club, was officially chartered at a ceremony in Newport Village. T h e o t h e r Tr i City Rotary clubs — Coquitlam Sunrise, Coquitlam and Port Coquitlam-Centennial — also support Rotaract. Port Moody Rotary president Al Stjernegaard said Tri-Cities Rotaract is driven by a need for young people to serve the community. “[Rotary’s] view is we would like them to find their own path and we will support them,”he said. Chong was named president of Tri-Cities Rotaract while Newman and Boey are chairs of the international service committee. They are already looking at organizing a benefit concert at Heritage Woods secondary for September to help support a village in Uganda. “Our goal would be to help out anyway we can, both locally and globally,” said Newman. Being an arm of Rotary means those who join Rotaract will have an opportunity to participate in international study and work programs. “We are looking for people that are passionate about helping others and creating change in their community,” said Chong. • More information about the club is available at tricitiesrotaract. wordpress.com. newsroom@tricitynews.com

Fox holds its Teen Movie events on the first Saturday of each month. • World Film Night: On Wednesday, April 10 from 6 to 8 p.m., Fox hosts its first event dedicated to cinema from around the globe. The first film in April is Atanarjuat: The Fast Runner, a 2001 Canadian film directed by Zacharian Kunk. Set in the ancient past, the film retells an Inuit legend passed down through centuries of oral tradition.) The Friends of the Library will also sell refreshments at intermission. For more information on either event, visit Terry Fox Library at 2470 Mary Hill Rd. in PoCo, phone 604927-7999 or visit www.fvrl.ca.

For Easter, what WWJE? A GOOD READ Teresa Rehman

A

t this time of year when the Christian world focuses on the work and life of Jesus, and celebrates his resurrection with feasting on foods that have become traditional for Easter over the years, it’s interesting to note that the food that Jesus ate is now being regarded as one of the healthiest in the world: the Mediterranean diet. That is indeed the content of Dr. Don Colbert’s book What would Jesus Eat?, which gleans detailed information from both The Old and New Testaments regarding health, diet, food and what God ordered and why. Based on scientific research, this book is informative, interesting and entertaining, and explains why the foods that Jesus ate are ideal for healthy living and provides the ultimate program for eating well in the 21st century. Studies of this highly recommended diet of whole grains, fresh fruit and vegetables, fish, nuts, herbs, spices and olive oil have resulted in the publication of myriad cookbooks stocking the shelves of bookstores and libraries.

Volunteer helpers available for taxes As the tax filing deadline approaches, the Canada Revenue Agency (CRA) would like to remind Canadians with low or fixed incomes that volunteers are available in the community to assist with the preparation of their income tax returns. Each year, through its Community Volunteer Income Tax Program, CRA links with community organizations to train volunteers to complete basic tax returns. The community organizations hold tax-preparation clinics where the volunteers donate their time to help people with simple-tax filing situations complete their income tax and benefit returns, free of charge. To determine if you are eligible for this service, call CRA toll free at 1-800-959-8281 or visit www.cra.gc.ca/volunteer for a complete listing of volunteer tax preparation clinic locations. Last year, in British Columbia and the Yukon, 4,094 volunteers helped prepare 138,672 income tax returns.

The adventurous would find award-winning food writer Claudia Roden’s The New Book of Middle Eastern Food and Arabesque: A taste of Morocco, Turkey and Lebanon attractive, colourful and informative. They include interesting snippets on Middle Eastern history and culture, and the evolution of Mediterranean cuisine. The author gives detailed sections on the history, uses and benefits of spices and herbs, and presents new and easy recipes that are contemporary variations on old themes. The large repertoire of healthy ingredients easily available worldwide, and the cooking styles of the Middle East, have given authors much material to create recipes for various health concerns. The Omega Diet: The Lifesaving Nutritional Program

Based on the Diet of the Island of Crete by Dr. Artemis P. Simopoulos and Jo Robinson; Mediterranean: Secrets of the World’s Healthiest Diet by MarieAnnick Courtier; The Mediterranean Diabetes Cookbook: A Flavourful, Low-fat, Heart-healthy Approach to Cooking by Amy Riolo; The New Mediterranean Diet Cookbook: A Delicious Alternative for Lifelong Health by Nancy Harmon Jenkins; and The Miami Mediterranean Diet by Dr. Michael Ozner are only a few samples of these. Middle Eastern recipes found in titles recommended in this article come from about 25 countries around the Mediterranean that share the same type of climate, hence the vegetation and lifestyle. Lately, these countries have been featured much in the news. Some are at war internally, some are at war with their neighbours and have little in common but hatred while others are thousands of miles apart physically but close politically. Some are in Russia, some in Europe, some in Africa, but most are in Asia. Each country, however, has a fascinating past going

back to the beginning of civilization, and it is their common history and ancestry that provide their culinary links. Pat Chapman’s Middle Eastern Cookbook is an older publication (1996); nevertheless, it is wellwritten and has good coverage of the culture and food of the Middle East. Also recommended is Lebanese Cuisine by Anissa Helou for its fine recipes, detailed instructions and clear diagrams. The beautiful photographs of dishes in Flavors of Morocco: Delicious Recipes from North Africa by Ghillie Basan and Middle Eastern Cooking by Tess Mallos have encouraged me to experiment with the recipes myself. The breathtaking photographs of the Mediterranean world and its food in The Turkish Cookbook: Regional Recipes and Stories by Nur Ilkin and Sheilah Kaufman are truly awe-inspiring. These books and more on the subject are available at your local libraries. A Good Read is a column by Tri-City librarians that is published every Wednesday. Teresa Rehman is community services librarian at Coquitlam Public Library.

Coquitlam Current Your City Column

Get Connected with City Hall The City of Coquitlam has a number of easy online tools for Coquitlam residents to contact and stay connected and up to date with City activities and events. These are great ways to hear about new programs, opportunities to give feedback on planning processes (parks, neighbourhoods etc.), as well as get up to date information on Council agendas and project specific email updates. Coquitlam uses Twitter and Facebook to inform residents about important dates, events or community consultation opportunities. There is also a YouTube channel on which Coquitlam posts videos from time to time.

City Council meetings are broadcast online each Monday night, so if you can’t make it to the meeting and want to get more information about an item up on the agenda then this is the best way to do it! There are also a number of topic-specific email lists that residents can subscribe to in order to get updates on projects. These lists send email updates directly to your email inbox and only provide information that is specific to the list you signed up for. The City website also has an extensive list of email and phone contacts available for residents looking to get in touch with Council members, staff, customer service contacts and a variety of other popular contacts.

Town Hall Meeting April 20, 2013 A few times each year the City hosts a Town Hall meeting where residents are able to come and pose questions and concerns to Council and staff members. To make it easier for residents to participate, this April - at the next Town Hall meeting - residents will be able to also submit questions to Council through Facebook, Twitter and email. Questions will be answered on the live webcast and residents can still attend the meeting in person. Date: Saturday, April 20, 2013 Time: 1:30 p.m. Location: Coquitlam City Hall Council Chambers, 3000 Guildford Way More information on this new Town Hall meeting format can be found online at coquitlam.ca/townhall.

Super Smash-ing Wii fun Thursday at Coq. library Kids on spring break can crush their opponents to win prizes in a Super Smash Brothers Brawl (Wii) tournament tomorrow (Thursday) at Coquitlam Public Library. The free tournament will run from 1 to 4:30 p.m. March 28 in Rooms 1 and 2 at the City Centre branch (1169 Pinetree Way). It will not feature any team matches, just five-minute

free-for-all battles involving three or four players each. Participants can choose to play any character, though Meta Knight has a slight (10%) handicap. Players who advance in the tournament (by winning or, sometimes, by placing second) must continue to fight with the same character while losers can choose another. The tournament will be in a double

knockout format, meaning participants can continue playing — and will still have a chance to win prizes — until they have lost two matches. Participants will be divided into two age categories: 14 years and under, and 15 and older; adults are welcome to compete in the older age category. To play, you must register by emailing Chris at cmiller@library.co-

Work help for immigrants

quitlam.bc.ca, although anyone can show up to watch. The tournament will accept same-day registration if there is room in the age bracket to include more players, and the registrants arrive by 12:45 p.m. (15 minutes before the matches are set to begin). Snacks will be provided. For full tournament rules, visit www.library. coquitlam.bc.ca.

Are you a newcomer to Canada? Are you interested in connecting your skills to the Canadian workplace? Immigrant Services Society of BC (ISSBC) and Port Coquitlam’s Terry Fox Library are hosting a session next Tuesday on Skills Connect for Immigrants. You may qualify for the program — to be held on April 2 — if you: • have been in Canada for less than

five years and are a permanent resident; • are unemployed or underemployed (working outside of your field or at a lower level); • are eager to learn and motivated to build your career in Canada; • have a clear and reasonable job target; • can speak at an intermediate to advanced level of English; At a session, facilitated by employment counsellor Tanja Ivkovic, you can learn about Skills Connect, an initiative by ISSBC

that helps ease the transition of skilled immigrants into the Canadian workforce by connecting them with industry-specific skills training, credential evaluation and job search services. The presentation and screening run from 10:30 a.m. to 12:30 p.m. To register, call 604684-2561, Ext. 2123 or email skillsconnect@ issbc.org. Terry Fox Library is located at 2470 Mary Hill Rd. in Port Coquitlam.

Peace at PKN #10 By Sarah Payne The Tri-CiTy NeWs

Ria Jan models a 1940s Red Cross uniform that will be among the vintage clothing featured at the Fashion Through the Decades fashion show on March 28 and 30. Hosted by the Wilson Centre Seniors’ Advisory Association and the Port Coquitlam Spirit Committee, the event is being held to coincide with the city’s 100th anniversary.

Vintage fashions to hit the runway for PoCo’s centennial By Janis Warren The Tri-CiTy NeWs

Models sporting garments as far back as the 1910s will be paraded down the catwalk this week to mark the city of Port Coquitlam’s 100th year. Wedding and prom dresses, Red Cross and air force uniforms, and suits and flapper dresses will be on display for Fashion Through the Decades, happening tomorrow (Thursday) and Saturday at the Wilson Centre in PoCo. Organizer Thelka Wright said her committee was swamped with outfits that were donated or loaned for the show. When the notice went up to call for vintage clothing, “we got 125 pieces in the first three days,” she said, adding,“Fashion is the kind of thing that can draw a crowd and people love vintage clothing. “We’re going to show a real microcosm of the decades.”

Bruce Hansen, president of the Wilson Centre Seniors’ Advisory Association, said the committee also got a large response for volunteer models. As a result, many had to be turned away. For the two events, recent graduates from a beauty school have been recruited to apply makeup to the 24 female models (there are also eight male models). And there will be plenty of entertainment, Wright promises, with TV personality Norm Grohman emceeing. • Fashion Through the Decades is sold out for March 28; however, a limited number of tickets is available for the March 30 show at 7 p.m. that includes a dessert buffet. To purchase at $10, call 604927-PLAY or visit experienceit.ca (bar code 107490). Attendees are encouraged to wear period clothing. More PoCo centennial events to come: Though Port Coquitlam’s March 7 birthday has passed, a number of events are planned during the

year including: • May 3 to 7: May Day festival • May 11: May Day grande parade, trolley tours of historic PoCo sites and a re-enactment of the first council meeting at Aggie Park • June 28 and 29: Royal Canadian Legion 100th birthday celebration • July 1: Canada Day at Lions and Castle parks • Aug. 16 to 18: Homecoming weekend including a free swim, live entertainment (Bobs and Lolo and Trooper), bowling, car show and CPR steam train • Sept. 15: Terry Fox Hometown Run at Hyde Creek rec centre • Sept. 29: Rivers and Trails Festival at Lions and Peace parks • Nov. 30: Christmas in Leigh Square Visit www.portcoquitlam.ca/100 for more information. jwarren@tricitynews.com

Leigh Square calling all artists for 2014 shows Visual artists and emerging curators are being asked to submit their exhibition proposals to the Leigh Square Community Arts Village for shows in 2014-15. Leigh Square hosts exhibitions of work by emerging, mid-career and established artists, as well as regional and international work, in its gallery and

display spaces. All artists are welcome to submit their proposals, including digital art, 2-D and 3-D work, and there are no geographic restrictions. Partnerships, non-profits and artist co-ops looking for space to showcase emerging talent and/or group shows can also submit applications.

Priority is given to work that addresses community issues, relevant topics and/or involves community development. The deadline for applications is April 15. Applications and details are available at www.portcoquitlam.ca/leighsquare under the “Get Involved” tab, or call 604-927-8440.

A Port Coquitlam painter wants to send a message — that peace is possible, even in a society that’s been “hijacked” by the war economy — at the upcoming PechaKucha event. “I hope to tell the story of how I became an advocate for peace and to encourage others to find what social cause drives them and to express themselves through it,” said artist Brad Nickason. Nickason, who started the Peace A r t C o l l e c t i ve , will be among 11 presenters at ArtsConnect’s PechaKucha Volume 10 event — a special ArtWalk edition — on April 2. The artists, teachers, actors, musicians, photographer and children’s author/animator will be aiming to answer the age-old question, “What is art?” Nickason’s presentation will include artworks that are part of his Peace Art Collective as he talks about art he’ll be installing for the Port Moody ArtWalk April 13-14. Those works will include a series of stylized signs on Clarke Street, a series of peace paintings and a chance for the public to participate in the creation of a peace mural. “The Peace Art C o l l e c t i ve wa s started from a desire to project peace awareness in a world where the primary conversation reflects conflict,” Nickason said. “My art is an expression of what I imagine the world could be if we changed our perspective and lead with our humanity.” • PechaKucha Volume 10 is on April 2 at the Evergreen Cultural Centre at 7:30 p.m. Tickets are $12 at www.evergreenculturalcentre.ca or 604-927-6555.

Colour dominates at a new Leigh Square show by two abstract artists After months of drab and dreary winter, step into the Leigh Square Community Arts Village for a riotous dose of colour showcased in exhibits by two artists with distinct personal styles. Large-scale paintings by Nasser Ghaderi evoke a sense of spontaneity that defy the artist’s formal training. With splashes, drizzles, drips and swirls of paint on canvas, Ghaderi focuses on experimentation while eschewing point of view in his abstract works.

By zeroing in on process and experimentation — not the final product — Ghaderi aims to turn his paintings into mirrors that reflect the viewers who stand in front of them by inviting them to actively create their own meanings. Such involvement on the part of the viewer turns them into the creator and the paintings into dynamic, fluid pieces with a new identity each time they are viewed. Also exhibiting is Aiden Fisher-Lang,

whose pieces are inspired by castles, mountains, houses and the ocean, all of which peek through abstraction in his geometric canvases. The moving shapes,

letters and words FisherLang sees in his subject matter are translated into unique prints that call to mind the environment’s natural beauty. • Colour Explosion:

Okunev, Howarth and Young all placed first in their seed, with Daigneau taking third spot. The team also had success in the second day of the competition, with the Kodiaks grabbing 22 out of 28 available points in the snowboard cross event.

With a combined final score of 56, Heritage Woods was able to sail to the podium, five points ahead of second place finisher St. George secondary ofVancouver. Port Coquitlam’s TAG Sports Centre gymnasts are soaring high after taking home 59 medals and three team awards at the BC Trampoline Championships. The competition, which was held last week in Kamloops, saw a record number of TAG athletes participating. The 36-member Tri-Cities’ team took top honours for the weekend and gold in the double mini trampoline (DMT) event and silver in tumbling and trampoline. “I love this part of the competition, where athletes can cheer on their teammates head-to-head with all clubs in B.C.,” said TAG Sports Centre’s John Fraser.“It is a loud and fun part of the meet.” The event also creates a stage for the best allaround athlete competing in trampoline, tumbling and DMT. This year, the crown went to TAG gymnast Kyle Carragher, while teammates Jared Khalifa and Tamara O’Brien followed with silver and bronze finishes, respectively. O’Brien, the only TAG senior competitor, came away with gold in DMT in her first year in this category. Meanwhile, TAG newcomer Ethan McLeary won bronze in trampoline espoire and silver in junior DMT. Kassidy Kask, an upand-coming national gymnast, won gold in DMT and silver in tumbling. A handful of TAG athletes, along with their coach Barb Fraser, will be attending the Elite Canada gymnastics competition next week in Quebec City. Then in May, 14 they will head to Ottawa to participate in the national championships.

Tri-City Preds claim second in provincials By Maria Spitale-Leisk The Tri-CiTy News

The midget A1 TriCity Predators’ rebuilding year paid off with a second place finish at the Female Midget A B.C. Hockey Championships. It was a Cinderella story of sorts for the Predators, whose dreams of securing a berth in the championship had eluded them for six consecutive seasons. The team was also at the bottom of the league standings this year with one win. Tri-City squared off against five other qualifying teams — tournament host Richmond,

Salmon Arm, Cranbrook, Smithers and Surrey — at the Minoru Ice Arena, which took place between March 17 to 20. The Predators were short-handed on the bench for the championship game, with only 12 skaters on their roster versus the well-stocked Richmond squad of 17 skaters and two goalies. Predators’ treasurer Marie Agusto said TriCity showed resilience after being down two goals early in the game. “Kylie Shorter worked both ends of the rink with her intense forechecking,” Agusto said. “Jamie Gray was phenomenal in penalty kill-

ing, tying up the puck at every opportunity.” A wrist shot from Predators’ winger Nicole Vukasovic brought the score to within two. Richmond soon answered with a couple of power play goals. Vukasovic executed another wrister in the dying of minutes of the game, which put the final score at 5-3 for Richmond. “Credit for this team’s development goes to coach Sarah Francis and assistant coaches Jess Bennett and Brooke Bestwick who believed in the girls’ potential to achieve their goal — to play at the provincials,” said Agusto.

Chamber News Are you ready to vote?

#BusinessInBC

#Ethnicgate blows up in media. @bcliberal documents leaked outlining strategy to gain ethnic votes. Multiculturalism Minister & Deputy Chief of Staff resign.

In case the political ads and stories dominating the media hadn’t tipped you off, there’s a provincial election coming up on May 14. We’ve heard a lot about the individuals battling for top spot in BC, but not much about individuals running locally. Do you know who’s running in your riding? Do you know where your local candidates stand on issues impacting you? Are you ready to vote?

@BCNDP accused of having ‘caucus stash’ siphoned from constituency funds just as they accuse @bcliberals of misusing gvt resources in #ethnicgate.

With only 51% of eligible voters participating in the last provincial election, statistics say that many people are not ready to vote. Whether because of indecision, indifference or just a lack of information, a significant number of voices are missing from the provincial vote. You may think ‘Hey, it’s just one vote. It won’t make a difference’. What you may not consider, however, is that, if you think your vote doesn’t matter, others probably think the same way. There’s strength in numbers, and a large number of missing votes can significantly impact the outcome of an election.

#NDP candidate @ChrisWilson360 will run against #Liberals @douglas_horne in Coquitlam-Burke Mountain riding.

While the Tri-Cities Chamber of Commerce is a non-partisan organization, we know the importance of the public vote. You should have a say when it comes to the individual representing you at any level of government. After all, this is going to impact you, your family, your business and your community.

#Election May 14. Find out where to register to vote here www.elections.bc.ca via @electionsbc

Port Coquitlam celebrates 100 years on March 7 with local celebrations. Events will continue throughout the year. #HappyBirthday @Translink asks for #TriCities input on transit plan for the area. Invited to join new Public Advisory Committee.

@TriCitiesCoC to host All Candidates Meetings for #elections. Hear from candidates in your #TriCities riding. www.tricitieschamber.com

In order to help eligible voters make an informed decision, we will be hosting a series of All Candidates Meetings in the Tri-Cities leading up to the May 14 provincial election. Internet research and newspaper articles only go so far. Sometimes, you need faceto-face contact with your potential political representatives. These meetings give you a chance to hear directly from your local candidates, learn their stance on issues that affect you, and ask questions to help you choose the candidate that will represent you best at the provincial level of government. The All Candidates Meetings are free, do not require registration, and are open to the public. We encourage everyone in the Tri-Cities community to come out for this unique opportunity to hear from your local MLA candidates.

@BC_Government with Minister @NaomiYamamoto signs Small Business Accord making operations easier for #smallbiz in BC. Coquitlam-Maillardville gets @bcliberals candidate – @ SteveKimBC of @BoilingPointGroup.

Who: What:

Clever Cupcakes We are an in-house bakery that specializes in cup cakes. Our main goal is to fill the gap between a regular cup cake and a healthier option for health conscientious individuals, without sacrificing taste and looks. Where: Unit 109 2985 Northern Ave, Coquitlam Clever Cupcakes is your place for healthier cupcakes. Yes, you heard right. Healthier cupcakes. There are two reasons we got into this business. One, our son is allergic to few a few things, including peanuts and nuts. We wanted to create something safe for him and for the nut-allergy community. Two, we wanted to create a healthier cupcake option that follows the 2007 BC regulation that sets the standards for what schools can sell. We are a peanut and nut free facility. Our cupcakes are baked in-house every day with all natural ingredients, no artificial flavours, colours, additives or preservatives. Most importantly, we make them with 50% less sugar than any cupcake you have ever tried. That is why we call them Clever Cupcakes. Our proudest moments are when new customers come back and let us know that our cupcakes are the best cupcakes they have ever tried. Most of our clients are coming in due to word of mouth and good reviews go a long way. We’re building on that word-of-mouth and working with corporations, businesses, wedding planners as well as our retail store. We’re even offering in-house birthday parties with cupcake decorating. In five years, we hope to expand into Surrey, Burnaby, Kitsilano and North and West Vancouver. Clever Cupcakes www.theclevercupcakes.com 604.942.2872

Restaurant of the Month Pasta Polo

We just can’t bring ourselves to leave the Mediterranean with our Restaurant of the Month contest. Perhaps it’s our usual later winter-early spring craving for sunshine, balmy temperatures and fresh flavours. This month, we’ve moved from Greece to Italy – vine ripened tomatoes, homemade pasta, and delicious sauces just like Mama used to make. Our April Restaurant of the Month is Pasta Polo. This reasonably priced, family friendly eatery is Coquitlam’s go-to spot for traditional Italian pasta. When owner Fred Soofi, a seasoned restaurant industry vet with over 30 years experience, moved to the Tri-Cities, he was determined to bring healthy, original cuisine to his new home. The pasta at Pasta Polo is made in-house daily from organic, Saskatchewan durum wheat, and paired with fresh homemade sauces in the Italian tradition. The menu is filled with pasta dishes including fettuccini, cannelloni, ravioli and tortellini. It seems that good things end in ‘I’, don’t they. Maybe the ‘I’ stands for “I am so full of this delicious pasta but I can’t stop eating”, which is exactly what you’ll be saying with Pasta Polo’s extremely generous portions. This is Italian eating, after all. Go big or go home. If you’re looking for a smaller bite to eat, stop by Pasta Polo for lunch and enjoy lunch-sized portions on a menu that also includes sandwiches and burgers. The size is still generous, but at least you won’t pop the top button on your pants trying to finish it all. If you still have room after your meal, take a peek at the dessert menu. Tiramisu, Cheesecake and a scrumptious Banokie Pie with banana, whipped cream and a graham wafer caramel crust coupled with one of their many specialty coffees will leave you feeling stuffed and satisfied. Hungry yet? Enter to win dinner for two at Pasta Polo at www.tricitieschamber.com. Pasta Polo www.pastapolo.com • 604.464.7656 2754 Lougheed Hwy, Coquitlam

Growing with the Chamber

H

ow is the Tri-Cities Chamber of Commerce to grow in membership, relevance and stature if it does not capture the imagination of new immigrants and youth? The Chambers’ Youth Entrepreneurship Committee was created to reach out to local schools, students and immigrants through a variety of initiatives. Now in its fourth year, the committee continues to be successful with a thriving mentorship program and annual student leadership forum. Myself as chair, along with vice-chair Aaron Macdonald, are continually seeking new ways to engage and connect our local education and business communities. This led to a memorandum of understanding between School District #43 and the Chamber to work together on joint initiatives, help place business practicum students and speak to high students about volunteering, networking and entrepreneurship. We have also solidified relations with local college and university student associations including AIESEC – one of the Chamber’s newest members. With over 86,000 members across 113 countries and territories, AIESEC (Association Internationale des Etudiants en Sciences Economiques et Commerciales) is the largest international student-run organization. Through its Global Internship Program, AIESEC provides its members with opportunities to develop their leadership skills in a global learning environment. Students within AIESEC gain hands on leadership, learn about multiple cultures, and strive for self development through networking, team management and public speaking. Currently, AIESEC SFU helps a wide variety of employers in Metro Vancouver (including those in IT, financial services, consulting, and higher education) meet their seasonal staffing needs. Aaron and I recently met with Adrian Dorrius, AIESEC member and former SFU mentee of the Chambers mentorship program, and Carlie Nishi, VP Corporate Relations for AIESEC, to discuss how AIESEC supports and simplifies the process of hiring international students and how they can work with the Chamber and local employers on joint initiatives. If you are seeking to grow your Tri-Cities business, to have access to a high quality pool of talent tailored to the needs of your organization, or to recruit talented students and recent graduates who bring strong skill sets and diverse perspectives to your organization, please visit AIESEC’s Global Internship Program website at www.aiesec.ca/ sfu or email Carlie at carlie.nishi@aiesec.net.
