Julie Schueck, New Westminster’s heritage planner, visits an area east of Tipperary Park that is one of four areas in the city being proposed as heritage conservation zones that would protect homes from demolition or alteration without city approval.
City may beef up heritage protection Could establish four heritage conservation areas across the city Grant Granger

New Westminster may establish four “heritage conservation areas” in the city where council could have the authority to veto the demolition of structures deemed worth saving. Not having that power has been an irritant to some on council in the past, said Coun. Bill Harper. “Retaining heritage is vital to New Westminster,” said Harper at Monday’s council meeting. “Not

being able to address the issue of demolition, we’ve lost some good houses.” His view was not shared by all on council, however. “I’m concerned about that direction. I’m certainly a proponent of preserving that heritage. But we can’t ever forget people’s property rights, for whatever reason,” said Coun. Chuck Puchmayr. “We’ve done a lot in New Westminster to assist in preserving heritage and I don’t see a need to go beyond that.” The areas being proposed are Bent Court in Uptown, Ash Street/ Gloucester in Brow of the Hill,

Wood Street in Queensborough, and the Manitoba/Peele Street area east of Tipperary Park. All four, said the report written by city heritage planner Julie Schueck, “have unique and identifiable historic characteristics which make them valuable heritage places.” She told council the city has discretion about what to protect. “When there is a heritage conservation area we define the boundaries of that through a consultative process, and within those boundaries we can determine which properties [to preserve]. We can protect all of them or do
a schedule on which are to be protected,” Schueck told council. Harper is worried if the city doesn’t have the veto it can’t stop developers from buying up a historic house, tearing it down and building a new one to sell. “They’re not a part of our city in the sense they don’t care about the heritage, they’re about making profit, and we’re not all about that,” said Harper. “I think people in the city appreciate the heritage, and if we get a huge opposition to this we’ll know through the consultation process.” Please see RENOS, A3

The New Westminster-based Justice Institute of B.C. is eliminating approximately 30 positions and will close its underutilized Vancouver campus in June. In a press release issued Wednesday, JIBC president Michel Tarko announced shifting economic conditions, increasing competition, rising costs and low enrollment in some programs is forcing the institute to review its programs and suspend those that are no longer financially viable. Students in any programs that are suspended will be allowed to finish them, and those in Vancouver will be moved to other JIBC campuses or offered in partnership with other institutions. “Strategic renewal involves some tough decisions,” said Tarko in the release. “The hardest by far are those that impact people’s jobs. But we need to make these changes in order to ensure that we’re sustainable. “As difficult and disruptive as these changes, are, I am optimistic about our future … We will adapt and I am confident that we will thrive.”

When you live next to a professional horticulturalist, gardening isn’t just a pastime, it’s bloodsport. Well, it’s at least a friendly rivalry, says Bill Woodson, who shares a fence and front yard with Claude LeDoux, New Westminster’s horticulture manager. But he’s not afraid to point out that even in March, his artichoke plant is already looking more impressive than the one in his neighbour’s front garden. “Mine is definitely bigger than his,” says Woodson. “I always have an eye on what Claude is doing. We trade information.” So when LeDoux approached Woodson about four years ago about setting aside some of his garden’s bounty to donate to the Food Bank through the Plant a Row Grow a Row program, he
was only too happy to help out. The program is an initiative by gardeners in New Westminster and Burnaby to contribute fresh vegetables and fruit to those who might not otherwise be able to afford them. A special garden party at St. Thomas More Collegiate on Thursday launched this year’s growing season. Gardeners and prospective gardeners were able to get tips for planting from experts like Brian Minter as well as June Hewko from Lee Valley Tools and Mike Lascelle, who gave a tour of edible flowers and leaves. Donating a portion of his harvest is a neighbourly way of addressing the age-old problem faced by gardeners who inevitably end up with more than their family and friends could possibly eat, says Woodson. It’s also a way to share his love for fresh, healthy, locally-grown produce.

Bill Woodson checks on the progress of some of his early greens already sprouting in his front garden. Woodson donates a portion of the harvest from his vegetable garden to the Food Bank through the Plant A Row Grow A Row program.
“Food shouldn’t be elitist,” says Woodson, who contributed almost 50 pounds of squash last season, as well beets, cucumbers, beans, tomatoes, onions and salad greens. “Everyone should be able to eat locally.”
It’s also educational, says LeDoux, who’s in charge of the local Plant a Row Grow a Row program, now in its 14th season. “People don’t realize you put the seed in the ground and food emerges. They’re learning to

Under the heritage conservation area designation, renovations will require an alteration permit to be reviewed by the heritage commission before being approved. The city would also have the authority to force heritage maintenance standards, and any permits issued may include specific requirements to the exterior design. The next steps in adopting the heritage areas include city staff identifying the most appropriate
properties in the proposed areas, contacting the areas’ residents, holding information meetings, and consulting with the heritage commission and residents associations before returning to council for approval. Creating the areas was identified in the official community plan as a reasonable way to encourage heritage conservation in New Westminster, said the report. “The four areas would be a good test of the process and of public acceptance.”
Proposed heritage conservation areas • Bent Court is between Sixth and Seventh streets, and Fourth Avenue and Brantford Street. Most structures are single-family dwellings built between 1911 and 1936 with the oldest constructed in 1890. Nine properties are listed on the city’s heritage inventory, but none are on the heritage register. • Ash/Gloucester is Eighth Street across from John Robson elementary, and a little corner behind it off of Royal Avenue and Ash and Gloucester streets. It has eight buildings with heritage value built from 1889 to 1948, including four homes built before 1901 and a three-storey apartment building. None are listed on the heritage register. • the 200 block of Wood street, between Ewen Avenue and Salter Street, has 10 pre-1915 homes and 11 more from before 1945. • Manitoba/peele street in Queen’s Park is between Second and Third streets, and Queens Avenue to Royal, an area with many nooks and crannies. Three houses date before 1900, 13 before 1915, and 11 pre-1960. Three houses are on the heritage register and one is a protected heritage property.
Ins and outs of your pension The ins and outs of the Canada Pension Plan and old age security programs will be discussed in an information session at the New Westminster Public Library in two sessions. acknowledge where food comes from and the difference in how things taste when they’re fresh.” The recent run of rainy, cool weather hasn’t dampened anyone’s enthusiasm to get their hands dirty, says LeDoux. Already delicate greens are sprouting and spreading under a special shelter Woodson’s erected in his front garden. Thin green shoots of garlic rise above the spongy soil, cabbage leaves are fanning out. “You really look forward to when the earth warms up and it dries out,” says Woodson. “When you’re in the middle of the garden with its smells and the insects, it creates its own world.” Then he casts a glance to the garden next door and picks up a spade. A transitional house for young single mothers is being proposed for Queensborough. Aunt Leah’s Place is looking to establish a home for four mothers and their babies, where they could live for up to two years, at 307 Boyne St. The organization operates Thresholds, a program in the Lower Mainland that helps mothers at risk of losing their babies to the foster care system get on their feet. The home is in an area where the lots contain mostly single family detached homes, and Aunt Leah’s is asking to rezone the property so it can convert the current home. A report to city council Monday said the proposal is consistent with the official community plan’s desire for low-density residential uses with small scale local commercial or home-based businesses.

The proposal also supports the city’s affordable housing strategy and its homelessness action plan because “it would assist households with unique needs,” said the report. “More specifically, it would assist first-time, low-income adult mothers to acquire safe and secure housing, gain greater independence and retain custody of their babies.” The report said the program would be accountable to the province and other organizations helping to ensure it is a good neighbour. The report said the home would have two full-time and two part-time employees, and also increase the tax base. The proposal will be presented to the city’s advisory planning commission with an open house and a meeting with the Queensborough Residents Association to be held either later this month or in April before the rezoning application goes back to council. A public hearing before council is scheduled for June 17.

In light of its financial woes, New Westminster board of education trustees has decided to send just one representative to the B.C. School Trustees Association (BCSTA) annual general meeting this year. The board is in the process of whittling down a projected $2.2 million deficit for 2012-13, and must deal with a shortfall of $2.8 million from 2011-12 while also having to get its spending under control for future budgets. In the past, New Westminster has sent many of its trustees to the convention, but since the district is “under severe budgetary pressures,” trustee David Phelan proposed just one of the seven board members attend. His motion was passed
unanimously with chair Michael Ewen selected to attend the BCSTA AGM in Kelowna April 25-28. ggranger@newwestnewsleader.com

City seeks to spruce up new school’s fence To explore public art to improve esthetics Grant Granger
ggranger@newwestnewsleader.com
A chain-link fence for the new elementary school doesn’t cut it esthetically for New Westminster council. While endorsing some recommendations made by the New Westminster schools project task force, council decided to ask its public arts committee to consider a heritage-themed work for the fence along Agnes Street. Current plans for the school, which is expected to have its first shovel in the ground at 200 Royal Avenue later this month, call for a chainlink fence around the kindergarten and daycare play areas because the Ministry of Education is unwilling to pay for anything more
elaborate. The cashstrapped board of education doesn’t have any money laying around either to pay for something more appealing to the eye. While the task force recommended the city not contribute to spending $27,000 to upgrade to a metal picket fence, councillors want to have some art work possibly recognizing the site’s previous occupant, St. Mary’s Hospital. “This is ugly. We need to somehow to deal with it, and to make the whole building and the streetscape more appealing,” said Coun. Bill Harper, a member of the task force. Coun. Lorrie Williams said the demolition of St. Mary’s was upsetting to the community and a promised memorial has yet to materialize. She pointed to historical mosaics
in the new Brewery District development recognizing the area’s past as an example of what could be done. “Surely we could put historical markers with the milestones of the property and the hospital,” said Williams. “It would probably be not that expensive.” Although the task force rejected such a possibility, council also decided to ask its bike and pedestrian committee for input on a bicycle path through the property to help connect Downtown to the Queen’s Park neighbourhood. Coun. Jonathan Coté, chair of the bike/ pedestrian committee, made the suggestion because one of the city’s priorities is that the school serve both students and the community as a whole. He said the John Robson parent advisory committee had also expressed

some safety issues about students not being able to get out of the site. Harper supported the motion, but said somebody needs to

No more apologies Former B.C. Premier and ex-MP Ujjal Dosanjh doesn’t think the current provincial government should apologize for the federal head tax charged to Chinese immigrants from 1885 to 1923. Not because B.C. shouldn’t be sorry, just that politicians need to stop playing games. Official apologies are wrong, he believes now. They strengthen the urge for identity politics – us versus them. They encourage pandering by politicians. They don’t help, tearing societies apart rather than bringing them closer together. Mr. Dosanjh, as an NDP MLA in the 1990s, campaigned for the federal government to apologize for the Chinese head tax. Then as a Liberal MP and cabinet minister in 2006, he helped then-prime minster Paul Martin make a historic apology. But Mr. Dosanjh claims to have evolved since, and now opposes such apologies. Premier Christy Clark has put off a decision on an official apology after a document was leaked, outlining a Liberal strategy to target ethnic voters in the May 14 election. Mr. Dosanjh says all political parties do so, that the Liberal memo was no big deal. The mistake the Liberals made, he added, was mixing government money with partisan purposes. The provincial NDP is being accused of doing the same, taking more than $200,000 from constituency office budgets to pay for partisan activities conducted by MLAs. Given such shenanigans, what good would another apology do? What would it mean other than politicians are willing to say anything to get elected? In the end, all that’s been accomplished is an erosion of trust. —Black Press

Which of these ships will sail? If SkyTrain stations are supposed to be catalysts for development, why has there been nothing at 22nd Street? It’s a question that pops up from time to time. And a fair one too, given that most stations have seen an impact, ranging from the mega-boom at Metrotown and lately, Surrey Central, to more modest stimulus at places like Joyce and even in the area of Edmonds station. New West has seen action, too, with the Brewery District growing up around Sapperton Station and at New West station, the monolith that is Plaza 88. There, a fourth tower is in the works which will apparently be 39 storeys of cubby holes. At Braid, Bentall Kennedy is in the early stages of a plan that could eventually add an office park and a buffer zone of multifamily housing between that and the single-family neighbourhood up the slope. But why not 22nd Street Station? Around the station, from Marine Way up to about Eighth Avenue, it’s possible

to build “residential mixed density” according to the city’s Official Community Plan, which means the city would entertain a variety of housing types, including high density in some cases if the developer offered “a contribution to parks, open space, community amenity or school improvements…” But there are many obstacles— the most obvious being the rush hour traffic snarl. Also the surrounding area is generally made up of small lots, which requires a lot of legwork for developers to assemble into a single, developable property. The catalyst for the Brewery District in Sapperton was the sale of the old Labatt brewery site, a large property. The lot next to Braid station, similarly is a massive lot (38 acres) owned by a

single owner (pension fund). The houses around 22nd tend to be in good shape, too, meaning residents are unlikely to want to sell. The redevelopment around SkyTrain stations is also spurred by the proximity of jobs. Sapperton has Royal Columbian Hospital. The Braid proposal is about new offices. And Downtown has many employers, notably Douglas College. The city says a developer comes to kick the tires around 22nd from time to time, but for now it’s unlikely to change. FAREWELL TO THE CHIEF? It’s hard not to like a guy like David Cobb, owner of the Chief Skugaid. Both Cobb and his 100-foot-long former fish boat are effectively squatters on New West’s riverfront, first at the parking lot owned by Larco (which, incidentally, has been squatting on our waterfront for decades now), and as of this week on city land adjacent to the Fraser River Discovery Centre. Cobb’s boat is 100 years old this year, and at first he tied up

in New West because a broken train bridge prevented him going downstream to get it fixed. But now he simply thinks it’s a good fit for our city. He even suggested it be a permanent feature at Westminster Pier Park. He’d keep living in it, too, of course. What hasn’t been mentioned in the news stories is the fact we’re more likely to see oolichan fly than see Cobb’s boat restored to its former glory, as he said he intends to do. Stopping by, you don’t see much restoration going on. Meantime, the clock is ticking. The city will likely boot him out eventually, cause y’know, you can’t just let him squat. The irony is, cities with characters like Cobb are a heck of a lot more interesting. And Cobb’s boat has a lot more relevance to New West’s nautical history than a former Mississippi steamboat, or Russian submarine ever had. Chris Bryan is editor of the NewsLeader

Skugaid a gem
We’re regular vistors to New Westminster and come from Hawaii every year to enjoy the scenery and history. One thing we enjoyed was prowling the waterfront and checking out the all the history that has been preserved, including the paddlewheelers and old fishing vessel, Chief Skugaid. We thought the whole theme really showed what the waterfront might have been like as much as a hundred years ago. Here in Hawaii, all the maritime history has disappeared, old 100-foot fishing vessels unique to Hawaii and even a squarerigged ship from the 1800s, the Falls of Clyde were destined to be sunk until they were rescued by a non profit group of private citizens. We were therefore upset to hear that Chief Skugaid was being evicted from the dock, which to us seemed to be the center of the historical display. These vessels can never be replaced—surely it’s not asking much just to give her a little break in her old age and grant her grandfather status? Derrick Chesterton —via email

Suspected thief stuck in pipe New Westminster police hauled away a man caught wedged inside a pipe at the Royal City Centre mall early Wednesday morning. According to CTV BC News, mall security heard some noises about 3 a.m. and called police. When they got there they found a man wedged inside a pipe.
Police said it appears he was in a stairwell and had climbed into the air vent, allegedly to break into the building, but got stuck. A high-angle rescue truck was called in with firefighters forced to break through drywall to get the man out, who CTV said may have suffered a broken arm.

There’s more to do on St. Patrick’s Day than just drink green beer. Charlie’s Chocolate Factory in Burnaby has a whole selection of Irish-themed treats for those who want to indulge their sweet tooth between bites of boxy, a traditional Irish potato pancake. The shop is at 3756 Canada Way. If you’re too young to exercise your drinking elbow at the pub, the Burnaby Public Library has a special selection of 26 green-themed titles for teens on St. Patrick’s Day. Some of the books include Green Lantern, Why Is Snot Green and Green is the New Black. For those teetotalers shunning demon ale on the holiday, there will be a Serendipity Tea Party in New Westminster, from 2 to 4:30 p.m. The event is a networking opportunity for female entrepreneurs. For more information go to www.eventbrite.com/ event/5626412752. There are also events for revelers who’d rather be active than hungover. A special St. Patrick’s Day skate will be held at Copeland Arena on March 17, from 12:30 to 3 p.m. Kids can get their faces painted and participate in special craft and game activities on and off the ice. The trails that circumnavigate nearby Burnaby Lake will be the venue for the Green Sock Half Shamrock ‘n’ Race with relay, five-kilometre, seven-mile and halfmarathon distances to test your fitness and prolong your sobriety. All events start at 9 a.m. Participants will be awarded a pair of green souvenir socks and a special finishing medal and then treated to a pancake breakfast. So, who was this St. Patrick fellow? Saint Patrick was a bishop who traveled around Ireland for nearly 30 years using the shamrock to help him explain the Catholic doctrine of the Holy Trinity. So he might be a little shocked at all the drinking and carousing that goes on in his name every March 17. Especially as this year St. Patrick’s Day falls on a Sunday. Patrick’s father and grandfather were deacons in the Catholic church. When he was 16, he was kidnapped by Irish raiders who enslaved him. Eventually he was able to escape to the coast, and then on to Britain where he studied to become a priest. Upon returning to Ireland in 432, Patrick became a champion of Irish Christianity, teaching and preaching around the country until his death on March 17, 461. St. Patrick’s Day didn’t start out as a day of drink and celebration by any By then he was so revered, his stretch. NDP defends partisan ‘kickback’ fund Tom Fletcher Black Press
VICTORIA – The B.C. NDP collected more than $500,000 from constituency office budgets starting in 2005, using the money for purposes that Auditor General John Doyle described as inappropriate and inadequately documented. Documents from a draft internal audit of B.C. legislature finances surfaced this week. They describe a practice of NDP constituency offices paying $202 per month each into a “centralized fund” that was used to hire threetime NDP candidate Gabriel Yiu on contracts to work for the NDP caucus. TReO dangles more freebies to unsigned Port Mann drivers Rebate offered for those who ring up processing fee at toll bridge Jeff Nagel Black Press
Drivers who cross the new Port Mann Bridge and still haven’t signed on to the TReO electronic tolling system are being offered another round of incentives to register. More than 750,000 drivers already signed on to TReO by the end of February, when an offer of half price tolls for the rest of the year expired. Those who didn’t register by then must pay their $3 full price tolls quickly or else they get hit with an extra fee. A $2.30 licence plate processing fee waived for the first three months is now being added to what unregistered drivers must pay if they fail to pay a toll within a week of crossing. But holdouts who sign up by the end of June will get a rebate of any processing fees they rang up in the previous 30 days turned into a future credit on their account. New registrants also get
Drivers of the Port Mann who didn’t sign up for the first round of incentives are being given another chance to save money.
a credit for two free trips. The processing fee is to recoup the costs of contacting ICBC to confirm the driver’s postal address and then mail the invoice. “Our hope is that no one is charged that fee either because they’re registered or they’re
taking advantage of the payment methods we have,” Transportation Investment Corp. spokesman Max Logan said. He said TReO registrants now make up more than 80 per cent of bridge users – much better than the typical 70 per cent for new
electronic toll bridges. “We’re very pleased with that result,” he said, but added they wanted to offer another carrot to people who may be new arrivals in the region or just got a driver’s licence. Bridge operators want as many
users as possible to be detected via windsheld decals – a more reliable system than the licence plate cameras – and to have automatic payment set up. “Having that many people signed up contributes to the efficiency and overall accuracy of the system.” Logan said he’s not concerned that some drivers may try to foil the licence plate cameras and avoid paying to cross the Port Mann. “The cameras are very sophisticated, they’re highpowered and they use infrared as well,” he said. “They can read licence plates whether threy’re dirty or covered.” Any attempt to obscure a licence plate can also result in a ticket for toll evaders who are caught by the RCMP. “If your licence plate is obscured, it is an offence,” said RCMP Cpl. Robert McDonald. Meanwhile, time is running out for drivers who signed up early and got a credit for 20 free trips to use them. Anything left of that $30 value is wiped off all accounts at the end of May.

Panther Constructors hopes Vancouver will follow Abbotsford’s lead
Finding affordable living in the Lower Mainland Affordable housing has been in the news a lot lately, and developers are looking to appeal to buyers who may not be able to afford as much in an expensive real estate market. Brian Roche, president of Panther Constructors, is hoping that Vancouver will take a page out of Abbotsford’s book and implement a rezoning plan that will allow developers in Chinatown to offer more affordable homes to buyers in an area that is rapidly becoming popular. “Abbotsford took a piece of property and rezoned it to make it more affordable,” Roche says. “They offered it to developers to buy, and built
affordable housing.” This prevented buyers from leaving the area and moving to less-expensive communities, such as Mission. Roche says this is something that he is hoping to see in Vancouver as well. Panther is looking for the city to find ways to either reduce prices on the land in the area or cap the current price. Since Panther purchased the land for The Flats on Georgia, their condo development in Chinatown, other developers have taken notice and begun working on their own projects. “Chinatown has become a hotbed,” says Roche. “Prices have gone up quite substantially.”
Modern Georgian style
Coquitlam welcomes Emerson to the neighbourhood By Kerry Vital
Georgian architecture with modern interiors is arriving in West Coquitlam with MOSAIC’s EMERSON, already under construction on Como Lake Avenue near North Road. “EMERSON will be a block from the coming Evergreen Line,” says MOSAIC’s Geoff Duyker. “In the near future, this whole area will look totally different. The halo of the Evergreen Line combined with some exciting mixed-used projects will bring new high-street retail and breathe vibrant life into everything.” While the convenient transit orientation of Evergreen Heights has huge appeal to shoppers, the neighbourhood has other amenities to offer. “EMERSON is close to Simon Fraser University’s Burnaby Mountain campus,” says Duyker. “This has brought both first-time buyers and parents investing for their children.” Shops and restaurants are minutes away in either direction at Lougheed Town Centre, Newport Village or Little Korea on North Road. Plus, you’ll also find the big box convenience of United Boulevard a few minutes away. Recreation and leisure activities are available at the parks in the area, as well as fishing at Como Lake, golfing at the Vancouver Golf Club or a workout at Steve Nash Fitness World – all nearby. EMERSON will hold 63 apartment
residences in a variety of one- and twobedroom floorplans ranging from 589 to over 700 square feet. “Already 70 per cent sold, homebuyers are recognizing EMERSON’s phenomenal value relative to other options on the market,” says Duyker. Inspired by Georgian architecture, EMERSON will have plenty of red brick and black metal work, mullioned windows and layers of landscaping. Buyers with a green thumb will find plots for herbs and vegetables, but you don’t need to be a nature lover to enjoy the garden greenscape with trellises and benches perfect for a picnic. Inside, the nine-foot ceilings (10 feet on the penthouse level) heighten the sense of space to the home, complemented by large windows that let the light pour in, whatever the weather. The main living areas feature laminate wood flooring throughout, with an elegant tile threshold with granite inset in the entry – a MOSAIC
signature. The beauty continues in the kitchen, with its polished composite quartz countertop and two-tone flat-panel cabinetry. The stainless-steel appliances and glass tile backsplash are lit by under-cabinet task lighting, while the open shelving and under-cabinet spice ledge, all designed by MOSAIC, are masterstrokes of convenience and contemporary style. Moving into the bathrooms, you will find porcelain tile flooring and polished composite quartz countertops, complemented by the polished chrome
and white glass pendant light fixtures. The deep soaker tub is perfect for a soak, while the wood-framed niche with inset glass shelves beside the vanity in the ensuite is a special touch that demonstrates the design-driven details in a MOSAIC home. “MOSAIC is passionate about great design,” says Duyker. “We build better homes.” Homes at EMERSON start in the low $200,000s. For more information, visit mosaichomes.com/emerson, call 604936-9300 or check out the Home Store and model home at 608 Como Lake Avenue, West Coquitlam.
