New rural doctors to receive signing bonus AUTUMN MacDONALD Observer Reporter GR Baker is benefiting from a bonus system set up by government and the BC Medical Association. Quesnel is one of six hospitals in Northern Health to receive incentive funding of $100,000 to doctors willing to relocate for three years to selected rural communities. Specifically, G.R. Baker is funded for one internal medicine internist. “The federal and provincial governments have a number of incentives for attracting physicians to hard to fill positions in rural communities,” Northern Health communications specialist Eryn Collins said. “This rural physicians for British Columbia incentive is another tool in the chest for NH to attract and retain physicians to serve northern communities like Quesnel.” All of the communities to which this incentive funding is targeted were selected based on the degree of difficulty they’ve had in recruiting hard-to-fill physician positions and a number of criteria were taken into consideration when selecting the communities including: population; the number of physicians currently serving the community; the number of vacant physician positions; and the need for particular types of specialist care. The latest announcement is on top of a program to relieve student debt for doctors who will set up a medical practice outside urban areas and other incentives to graduating and foreign doctors to venture

outside large cities. Health Minister Margaret MacDiarmid and BCMA president Dr. Shelley Ross announced the program Wednesday. Both said it was a difficult task picking the most needy locations and expressed hope that it is successful and can be expanded. In the Interior Health Authority, Princeton and Clearwater are funded for two general practitioners each, and Nakusp gets one. Cranbrook is funded for one anesthesiologist. In Northern Health, the fund will be offered for one general practitioner each in Burns Lake, Chetwynd, Hazelton, Kitimat and Tumbler Ridge. Terrace is funded for one anesthesiologist. In Vancouver Coastal region, one general practitioner each is funded for Bella Coola and Pemberton. In the Vancouver Island Health Authority, Port Hardy is funded for two general practitioners and Port Alberni gets the only emergency physician provided for in the program. Tofino and Galiano Island are funded for one general practitioner each. The program is funded out of the $10 million rural recruitment budget agreed to in the latest fee agreement with the BCMA. B.C. spends about $100 million on these programs, including one to provide continuing medical training for remote doctors. Eligible doctors will get $50,000 up front and the rest after one year, with repayment required if they don’t stay for three years.

Council allocates 2012 surplus

For 2012, the city had an unallocated surplus of $463,153. The majority of this was due to under-spending in the public works operations budget, and an ambitious capital program. Council opted to use $130,000 of that surplus to reduce the increase to 2013 property taxes by one per cent to 3.2 per cent (about $20 to the average residential property owner). The remaining funds were split amongst a number of projects and reserves: • $156,153 to the Quesnel Works: Capital Reinvestment Program reserve. • $35,000 for the West Quesnel Land Stability reserve. • $50,000 towards the public works building relocation. • $80,000 for early repayment of the City Hall debt. • $12,000 to Council projects to support community events, including $2,500 for Billy Barker days 40th anniversary.

MLA Musings

We Need More Parliamentarians When I told my wife in 2004 that I was thinking about running in the next provincial election, she told me I wasn’t thick-skinned enough for politics. She warned me that my integrity was too important to me to play the game and to put up with being stereotyped as a self-serving liar, cheat, and thief. Funnily enough, the person who opened the very first door I knocked on as a newly-minted NDP candidate told me I had to be a “liar, a cheat, and a thief” for wanting to be a politician. Six years later, I parted ways with the NDP because I wasn’t willing to continue playing the game of party politics. I married a wise woman! The word “politician” now means “a person who is active in party politics” and “a seeker or holder of public office, who is more concerned about winning favour or retaining power than about maintaining principles.” Ouch! Since leaving the political party system, however, I’ve found there is a wholly different world available to people who want to run for office to truly serve their constituents, for people who want to work on creating the kind of public policy that will lead to good government. This is the world of the parliamentarian. It’s a world unencumbered by the petty partisanship that has come to characterize BC politics; a world that exists outside of the power struggles that absorb party politicians and their paid political staff. A parliamentarian can use the Legislative Assembly to advance good public policy. They can put forward private members’ bills, and ask real questions in debates on legislation, debates on the budget, and in Question Period. Parliamentarians also get to raise real issues in the press, which are often avoided by the two political parties vying for power—issues like hydraulic fracking, democratic reform, raising income assistance and disability rates, truly addressing climate change, and helping our communities prepare for a dramatically shrinking timber supply. I believe many people seeking political office do so because they want to be “parliamentarians.” Unfortunately, the stranglehold political parties have on our democratic system and individual MLAs turns these good people into “politicians” who end up serving the interests of their political masters first and foremost. That’s too bad. For the sake of our children and grandchildren, we could use a lot more parliamentarians in the BC Legislature.

Become Familiar with Wealth Transfer Strategies To retire comfortably, you need to save and invest regularly using an effective savings and investment strategy. Maximizing RRSPs or other retirement accounts will likely be essential to realizing your retirement goals. Once you retire, you’ll need to “switch gears” somewhat and begin considering wealth transfer strategies.

New sculptures Counc. Laurey-Anne Roodenburg, left, carver Ken Sheen, Mayor Mary Sjostrom and Counc. John Brisco were on hand to unveil the new Billy Barker statue, right, at LeBourdais Park. The statue was designed by Williams Lake muralist and designer Dwayne Davis. Sheen is a Quesnel carver who also carved the new Quesnel sign at the Quesnel Airport, below. Both statues were carved from each half of a 600-year-old Western red cedar log. Billy weighes about 363 kg and took more than 200 hours to carve.

An effective wealth transfer strategy can help you accomplish a variety of goals, such as distributing your assets the way you choose, avoiding probate fees and reducing taxes. You can explore a variety of wealth transfer tools, including the following: • Gifting — Gifting your assets to your adult children can help minimize the size of your estate, reducing the tax burden at death. This could also potentially lower probate, executor and legal fees. Be careful when gifting property (including cash and securities) to a spouse or minor child, as income attribution rules may apply, causing income earned on the gifted property to be taxed in your hands. If you donate securities with a capital gain to a registered Canadian charity then there is no tax payable on the capital gain, and you get full credit for the donation, up to the standard charitable deduction limit.

Contributed photos

• Will — A will is simply a plan for distributing your assets to family members and other beneficiaries. • Beneficiary designations — Many of your financial assets — including life insurance policies, RRSPs and TFSAs — allow you to name a beneficiary. Upon your death, your beneficiary will automatically receive these assets, avoiding the sometimes time-consuming, expensive (and public) process of probate.

It is with great sadness that we announce the peaceful passing of

at Dunrovin Park Lodge, March 5th, 2013. Joanie is honouring Eleanor’s request that no service be held. Those wishing to honour Eleanor’s memory by way of donation, may do so to the charity of the donor’s choice. I Never said Goodbye I never said goodbye to you, it made no sense to me. I only say goodbye, to those I’ll never see. One day I’ll hold your hand again; in my heart I do believe, that death is not the end of life; it’s just a short reprieve.

• Trusts — Different trusts can help you accomplish a variety of wealth transfer and estate planning goals. For example, an inter vivos trust can help you leave assets to your heirs without going through probate. You can also structure the trust to stagger payments over a number of years, rather than all at once, or include other restrictions or incentives. A testamentary trust, created in your will, can allow your heirs to effectively income split with the trust, potentially decreasing overall taxation. As you can see, trusts are versatile instruments — but they are also complex. Consequently, you’ll need to consult with your tax and legal advisors regarding your particular situation. • Permanent Life Insurance — When building an estate for your heirs, you have typically considered both registered and unregistered investment accounts as your principal sources of accumulating wealth. Permanent life insurance can be used to effectively accumulate wealth and pass it along to children or grandchildren, typically in a very tax-efficient manner. All the wealth transfer techniques we’ve looked at will require some careful thought and preparation on your part — so don’t wait too long before getting started. Time has a way of sneaking up on all of us — but it’s especially sneaky when we’re unprepared. Member – Canadian Investor Protection Fund

ith the return to a combination of a seven-percent provincial sales tax and five-per-cent federal goods and services tax April 1, the harmonized sales tax experiment will come to an end in B.C. Taxpayers shouldn’t count on having more money left over at the end of the month, however, as the changes made by the province in the wake of the initial HST – tax credits for lowerincome families and seniors among them – will also come to an end. There will nonetheless be good news for consumers in certain sectors. Butchart Gardens food and beverage manager Bob Parrotta, who serves as the Victoria branch chair for the B.C. Restaurant and Foodservices Association, insists that patrons will see a reduction on their bills after the PST is reinstated, with the net result being a four to five-per-cent increase in sales. If that materializes, and there’s no guarantee it will, it could create jobs and benefit other related businesses. Other consumers, such as those planning to purchase a brand new home or buying a new bike, may see large savings in one transaction. The HST was supposed to provide a less complicated tax regime for the sale of goods and services and eliminate exemptions and hidden taxes created under the PST/GST system. There were still loopholes. For example, a person buying a donut at Tim Horton’s would pay tax on their purchase, while the same donut at a grocery store would not be taxed, since it was considered a grocery item. We hope the work the province has done on reforming the PST, since the public voted the HST out with a 55-per-cent majority, makes B.C.’s tax system more streamlined. Regardless, the public can’t expect things to be perfect under a system previously found to be inefficient and unfair, not to mention unwieldy for business. At the very least, we fully expect businesses that complained loudest about the HST to put their money where their mouth is and prove to customers they are saving money under PST/GST. –Black Press

It’s time to clean house

n a recent day when my kids were out playing with their friends I went on a cleaning rampage. It felt good and I didn’t want to stop. But eventually the alarm went off and the time I had allotted for household chores was over. It was time to get back to work. Sitting down with a cup of coffee in my neat and less cluttered home office, I felt calmer, as if my mind had been organized as well. And then I heard the dogs barking, the front door opening and a gaggle of children laughing and running up the stairs. I couldn’t help it – I groaned. “The house is clean,” I announced to my kids and their friends when they asked to play inside. “So, yes you can play here – but you’re not allowed to mess it up.” “We won’t,” they promised. And then they did exactly what I expected them to do: messed it up. It’s not that they didn’t try to keep the place tidy. They did. But, like Pig Pen in the Peanuts comic strip, dirt seems to follow these people

Lori Welbourne

On A Brighter Note wherever they go. They’re young and I want them to have fun. I want them to run around outside and get grubby at the park. I want them to pull out costumes and play dress up in the basement. And I want them to prepare snacks for themselves in the kitchen and experience some independence. But at the same time, I don’t want them to leave any evidence behind that they were ever here. I know – that’s not reasonable. Keeping my house somewhat orderly with the husband I have, two children, two dogs and many young visitors has been an ongoing challenge for years. I’ve even wondered at times if I was meant to live

asked before the first visit from the cleaners. “Isn’t that what the maids are for?” “They’re not maids and we’re not royalty,” I said. “The cleaners will think anything lying around must be garbage and they’ll just throw it out. If you don’t want that to happen you’d better put your things where they belong.” Worked like a charm. How wonderful to not only come home to a tidy house, but to a clean one as well. It literally felt like someone had given me three extra hours of time. Whether we’re able to keep up with the cost of the outside help or not, I’ve decided I like the strategy of allotting specific times to tackle the cleaning of the house and warning my little Pig Pens, as well as their Papa Pig Pen, to prepare accordingly. Having a clear, less cluttered mind for me requires some strategizing and I’m the only one who can make that happen. Lori Welbourne is a Black Press syndicated columnist. alone as a spinster where I could keep my little abode spick and span with nobody to clean up after but myself. I know I wouldn’t really want that though. It’s just a fantasy I imagine when the house becomes a pigsty. The reality of my life is that as much as I crave organization, it eludes me. Like so many parents, I don’t have enough time. “If only we could buy hours,” I’ll often say. “I’d buy a few extra of them every day.” Unfortunately I can’t do that. Or wait, maybe I sort of can. A few months ago I hired housecleaners to come every other week in order to gain some additional time. I was reluctant about doing it and part of the reason was that I grew up with the notion that housecleaners were only for rich folks and we’re not rich. My other reason is that I knew that if I hired professionals, we’d have to be organized enough and schedule in time to clean for the cleaners. “Why do we have to put our stuff away?” my kids

Cost should rest with driving record

Editor: An open letter to Minister Shirley Bond, re: transferable licence plate policy. We are responding to your reply to the Greg Strebel and Lori Carifelle letters written on behalf of the Quesnel Climate Action group regarding ICBC implementing a transferable licence plate policy for people who would own both large fuel inefficient vehicles and smaller fuel efficient vehicles if such a policy were in place. In your letter of response, 12/01/11, you stated “premiums need to be sufficient to cover

Letters to the Editor

anticipated claims costs and related operational expenses. Insurance premiums are based primarily on risk. The predominant predictor of risk is an individual’s driving record, which is indicative of their driving behaviours, rather than the amount or types of fuels used, or whether they have a secondary vehicle.” “We also consider such things as the make of the vehicle, how the vehicle is used, and the level of coverage. Therefore, two or more vehicles in the same household could have various “risks” and

would result in various premium differences.” A transferable licence plate system does not mean that the risk and related operational expenses will be higher than having individual vehicles licenced. The frugal vehicle should not cost more to repair and will do less third party damage than a larger vehicle. The kilometres driven by the transferable license plate participant in a frugal car are likely less costly for the insurer than the same distance driven by the same driver in a heavy vehicle. Yes, the insurance operation

becomes slightly more complex and this will add a modicum of cost. This cost should be borne entirely by the transferable license plate participants. The premiums would simply be based on the more expensive vehicle and the individual’s driving record. You also stated that ICBC policies require that each vehicle needs its individual plate to ensure “the vehicle has basic compulsory third party legal liability coverage. Each plate serves to identify the basic insurance policy for that particular vehicle. The

assignment of a licence plate to each specific vehicle is also important for law enforcement purposes.” ICBC could implement a special licence identification system, ie. transferable plates could start with the letter ‘T’. This would ensure that the basic liability coverage has been purchased. Law enforcement officers would know that two vehicles are attached to that plate. You state that “even when a vehicle is not being driven it can be at risk for a claim. Basic insurance provides coverage if the vehicle

rolls away and damages another persons’ property, while optional insurance provides coverage for incidents such as theft or vandalism.” The vehicles not being driven would have to be stored on private property, just as any other vehicle which does not have insurance on it. The option of additional storage insurance for that vehicle would be available at additional cost, just as it is now for vehicles not licenced for the road. Your letter states that “a transferable plate system would require significant and costly changes. See PAGE A10

Small steps from A9 These costs would effect basic insurance rates for all policyholders, not just those with more than one vehicle.” We do not understand why this new system would be costly. We do agree that the person buying the transferable plate would have to pay more than they would for one vehicle’s insurance, but it would be less than insuring two vehicles. This should not require costly changes. Any additional costs should be born by the transferable license plate participants. ICBC can easily and cheaply have a transferable licence plate system as you already have similar policies and programs for farmers and also for collectors of old and antique vehicles designated as “antique”. Regarding battery powered vehicles, your funding for infrastructure and point-of-sale initiatives are important and we commend the government for implementing them. However, the additional cost of insuring these vehicles is still going to deter

Sketchpads came out, students were creative and now, the judging has been completed. ICBC is pleased to announce the winners of its Your Ad Here contest, which asked high school students across B.C. to design a road safety message that would persuade their friends to recognize the risks of impaired driving, speeding and distracted driving. Car crashes remain the number one preventable killer of youth in B.C with an average of 44 youth killed and 7,300 youth injured in crashes each year. More than 225 talented B.C. students in grades 8 to 12 entered the contest and Shaelynn Lightening, a grade 10 student from Correlieu Secondary in Quesnel, won second place in the speed category. “The reality is these crashes are preventable and road safety initiatives like this help us reach youth just as they’re learning to drive,” Minister of Transportation and Infrastructure, Mary Polak said. “We can all make a difference and this contest shows that many B.C. students, like Quesnel’s Shaelynn Lightening, are passionate about helping their peers understand the

consequences of dangerous driving.” “We want to get students talking to each other about the dangers of speeding, impaired driving and distracted driving, and help them make safer choices,” John Dickinson, ICBC’s director of road safety, added. “The contest encourages students to share their safety messages and perspectives on these issues when they connect with their friends on Facebook.” “From entering this contest I have learned the dangers of speeding, texting, and driving while impaired, and where possible I help others see the dangers and help them make better choices,” said Shaelynn Lightening, Correlieu Secondary student.

Entry: My ad is about speeding, and being a better, safer driver. Speeding is not a game, it is dangerous and illegal, and speeding causes thousands of

injuries and deaths every year. I tried to create a powerful image that students would pay attention to; my ad is trying to tell students that speeding is fun until someone gets hurt. Trying to get somewhere quicker could cost you your life. My message to students is clear: “SLOW DOWN”; it could save a life. I hope students see my ad and understand that speeding is dangerous. I took this picture for my ad; I used it because I think students will react to it and want to look closer. This ad has helped me become a better passenger, and future driver; I know the dangers and their results can be unpredictable. I am aware that within seconds you could lose everything because of one mistake you think is little, which in the end could turn out to be a big deal. This contest has been a great experience for me and has taught me to be more aware of my driver and their specific actions. I am grateful to be without personal experience involving any of these actions, and I hope that I never do expirience anything relating to these particular actions.

owners from purchasing one of these as a second vehicle. Your remedial policy of allowing drivers to take out permits for interim use of large vehicles does not work. In the face of the scientific evidence of the seriousness of climate change, (runaway climate change being a real possibility in our lifetime), we urgently request you reconsider your position. Your government has implemented other initiatives to reduce carbon emissions, such as the carbon tax. Making these changes would be easy, inexpensive and effective. If you implemented such a policy, we are sure you will attract many voters. To deal with climate change, individuals, corporations and government all have to “do their part”. Government policy can have a huge impact and government should be leaders in reducing our carbon footprint. We urge you, as one small step in the right direction, to implement these proposed changes. Men at Work program a huge success but needs funding to continue ANNIE GALLANT Observer Reporter

In looking back at the 10, two-week sessions of Men at Work, facilitators Donna Kozic and Nuala Grant, along with RCMP Victim Services coordinator Cindy Osip and RCMP Const. Krista Vrolyck felt the program was a resounding success. “This program is recognized by other communities for its innovation and effectiveness, Vrolyck said. Men at Work was designed as a free program open to any man who felt he could benefit from help in dealing with anger issues and thus reduce family and community violence. “Men who sought out resources were unable to find the help they needed outside the court system, Osip said. “While there were a number of services available for women, prior to Men at Work there were no accessible services for men in Quesnel.

Even men who were court-ordered for anger management often waited up to 18 months for a twice-yearly program. Kozic and Grant designed the Men at Work program to be flexible for participants. “The program touches on all aspects of the problem, however we can also spend additional time on specific needs of the participant, Grant said. “Flexibility is essential for success. Feedback from the participants and their partners has been very positive. The program has been described as ‘life-changing’ by participants and has resulted in a marked reduction of physical and emotional abuse within the participants’ homes. In 2012, Men at Work provided anger management services to 70 participants – many of whom sought the program pro-actively, prior to engaging in violence that required police attendance. Some of the participants provided these comments:

Const. Krista Vrolyck, left, Victims Services co-ordinator Cindy Osip, facilitators Donna Kozic and Nuala Grant are ready to get to work for the Men at Work program. Annie Gallant photo “I understand who I am and how I function as a partner in a relationship; “I now have new ways to community with my family and boss at work, how to express myself in a respectful and nonangry way; “there is hope now I have skills to practice and with effort it will yield results for me; “please keep this program running so I can come back if I need more help; and finally, “changed my life, you gals

saved my family. “The most powerful part is the feedback, Vrolyck said. “Although RCMP were part of the push to establish Men at Work, this is totally a community program and referrals have come from all areas of the community. From almost every corner of the community, especially the referring agencies, the success and impact of this program

has been recognized. Grant indicated that part of the success is due to the voluntary participation. “There’s a stigma about court-ordered counselling, she said. “But Men at Work is voluntary. Almost 50 per cent of the participants have never been through the police system. Everyone is there to get help and make changes. We offer tools for selfhelp. In fact, many of the referring partners have expressed their desire to expand the program to include youth struggling with anger issues as well as a session which focuses on anger and its affect on the family unit. Osip added that ideally, continual funding will be secured which would allow these expanded sessions as well as long–term, continued follow up and support to participants and their families. Although the initial funding has been exhausted, Osip has found $5,000, thanks to the Northern Health,

Mental Health Advisory Committee, which enables Men at Work to run for three, two-week sessions this year. Independent MLA for Cariboo North Bob Simpson has sent a letter of support to Minister of Justice and Attorney General Shirley Bond, urging the government to consider funding the Men at Work program. “Public safety and preventing violence against women and families should be a top priority for the provincial government, Simpson writes in his letter. “I urge you to consider allocating funds to the Quesnel Men at Work Program so we can build healthier, family-friendly communities. “We’ll accept funding from just about anywhere – businesses, industry, individuals, government; we just need funding for the facilitators and some resource costs, Osip said. “It doesn’t cost a lot for such a huge payoff. Anyone interested in attending, call Osip at 250-992-3380.

ENTERTAINMENT

The Great Plains bring their spring concert to Quesnel ANNIE GALLANT Observer Reporter Saskia and Darrel are back with a new name and a brand new show, March 22, 7 p.m. in St. John’s Community Hall. Their spring concert of folk, Celtic, bluegrass and country songs are presented under their new name The Great Plains. They’ve been in Quesnel a few times, sometimes with Gary Fjellgaard and sometimes as a duo, but always to a sold out concert. Changing their name wasn’t something they took lightly. Looking at a map one day, they realized the area where they perform most of the time falls within this geographic designation, so as the old saying goes “if the shoe fits, wear it.” Truth be known, they are just as at home in the mountains, having lived in B.C. for most of their lives and having goodly followings in the Okanagan and the Cariboo as well as their beloved Vancouver Island. But Darrel spent his first 17 years on the northern prairies, while Saskia’s lineage is from generations of flat-land Dutchmen, so something about wide vistas and big-sky landscapes infuses their art and inspires their writings. In the middle of March, just about the time the great Trumpeter swans fly away to their summer ranges, so are these songbirds off to their seasonal habitat: the open road, big skies and rooms full of friends and laughter on their travels. Their spring show is appropriate for all ages. Tickets are $12 in advance at Circle ‘S’ Western Wear or call 250-747-1802 and $15 at the door.

The B.C. NDP collected more than $500,000 from constituency office budgets starting in 2005, using the money for purposes that Auditor General John Doyle described as inappropriate and inadequately documented. Documents from a draft internal audit of B.C. legislature finances surfaced this week. They describe a practice of NDP constituency offices paying $202 per month each into a “centralized fund” that was used to hire three-time NDP candidate Gabriel Yiu on contracts to work for the NDP caucus. B.C. Liberal cabinet minister Bill Bennett said Premier Christy Clark has apologized for a plan that suggested using government resources to help the party and the NDP should do the same for this. “This is a kickback scheme,” Bennett said. “This is a scheme that uses money that’s intended for constituency offices around this province ... your NDP MLA thought that it was OK to send back

The legislature’s former comptroller general was fired last year after a broader audit by Doyle revealed MLAs’ personal expenses were being paid without receipts. NDP defends partisan ‘kickback’ fund inappropriate. “Management erroneously relied on the honour system prevalent at the [Legislative] Assembly to accept the request for transfers which are now shown to have been inappropriate,” the draft audit stated. It described the use of the funds as for “partisan purposes and not for goods or services consistent with the original purpose of the constituency office.”

Thanks for the terrific memories

ell, I can’t believe it yet! It hardly seems possible, but I am assured that it is so! A few weeks ago my wife, Vicki and I were at a coffee shop and Brad Rogers came in and walked over to say hello. Then, out of a clear blue sky he proclaims, “Well, Jack, we’ve done it; we’ve sold the resort!” Well you could have knocked me over with a feather! That was about the last thing that I thought I would be hearing! That really got the old grey matter spinning backwards! It seems that Roger’s Resort or the Ten Mile Lake Resort had always been there and it was the Rogers family that ran it! Sam and Ellen – Rogers Resort – the names and titles were synonymous! So it was on Sunday afternoon, Jan. 26, my wife suggested we go for a drive which took us around Ten Mile Lake and stopped in at Roger’s Resort, as if it had been preordained. It was a beautiful winter day, nice and sunny. Lots of people out on the lake fishing and when I turned around to look at the cabins it was like stepping back more than 60 years and the 1950’s were being relived! Talk about nostalgia! This visit certainly evoked a lot of memories, because as I said, it has always been there, it has always been Rogers and now – well it is their place and they can do what they want with it and I wouldn’t begrudge them their selling of it – but come on, it has always been there, Quesnel and Rogers Resort, they just go together! A memory of my first visit flashed into my mind......... It was 62 years ago that we moved to Quesnel. Dad, Mom, my brothers Tom, Ron, Stan and Ray, my sisters Laura and Linda, and myself, all had moved to Quesnel in September 1951. We moved to a small lake where dad had applied to homestead, 11 miles out on the

Quesnel River Road. It was located under the shadow of Dragon Mountain. It had snowed for about a week when we arrived, and temperatures dropped pretty low, too, that year, -60F with the wind blowing! The final half of that year here was cold and snowy and all that goes with it! Cold enough for you? Along with the Roger’s Resort on the shores of 10-Mile Lake. cold we had more than 48 inches of into the cabin. Stan was sort of snow, – every day head of that detail, along with we had to get out and get the Ray and Linda. Stan would darned, blankety-blank wood make up such huge armfuls, I for cooking and heating! So remember when one collapsed did everyone else, but we didn’t on him as he was taking it into know or care about this. the house and they had to be We actually worked out quite put into another pile and kept a system. You pushed over dead poplars and had better get busy on some birches....... mostly poplars. We kindling.” We were never short even brought some huge spruce of something to do! and fir stumps in. First, we had That winter lasted from midto cut the logs into lengths to fit September, just after we arrived, the kitchen range. As the range into April. In fact, we came into supplied the heat for the cabin, town (Quesnel) for the Victoria it was always ready to go for Day holiday and parade (May cooking. The logs would have 24) and it snowed down the to be about 15 inches in length. western end of Dragon Lake! Then we would have to split Later that year (1952), in July, them up into stove sizes. With my Uncle Slim and Aunt Betty a couple of small kids sitting and my cousins Syd, Mary, Jim on the logs to hold them on the and Ken came from Kamloops sawhorse, the older of us boys to visit us, so we had lots of would cut up the logs. When people to get in trouble with. the two sitting on the logs were As it was a first trip north for tired of that (tough union we all of them, (and us) they were had you know), two others would be recruited to take their all quite interested in anyone that they met and any places place. they got to see and to visit. As it While the older of us boys turned out, it was the week end would cut up the logs, two or of the Western Plywood picnic three others would carry them

for all of their employees, held at Rogers’ Resort. Western Plywood is where my father worked. It had opened that spring, first with the sawmill and later that year the plywood plant was completed. As Dad had counted on going to this picnic, he invited them to come along. They all agreed and, as I said before, none of them had been north of Kamloops before, Jack Nelson photo so were game to try just about anything. The folks had decided we would all go in my uncle’s truck, us kids riding in the back, of course! My dad and uncle had rigged up a tarp over the box to protect us somewhat from the sun and dust. Since most of the roads around Quesnel were gravel, with a lot of pot holes, this made for a kind of bouncy ride! On our drive out to Ten Mile Lake, we hit a large pot hole and the pipe that held the tarp over our heads came down and landed right on my head. My four-month-old baby sister Louise was lying right where the support pole would have landed, so I guess it was just as well that it hit me! Everyone enjoyed the hot dogs and free drinks, boating and swimming and races for the kids. I had a headache all that day, but not wanting to miss out on any of the activities, I didn’t tell anyone. The announcement of the resort sale also brought back memories of the times we went up there with Sam Ketcham and all of the gang from Quesnel’s West Fraser Mills for our

annual picnic. One of my most favourite stories is from one of those picnics, in fact from West Fraser’s very first picnic. We call it the “Onje Jack, more Onje Jack! Onje” picnic. And...I guess it is my favourite because the kid was so darned cute. Here is the story, so see if you don’t agree. There was a small kid about three years old who must have been told that he could have all the drinks he wanted. It seemed like every time I turned around there he was with his plastic drinking glass aimed my way saying, “more onje, Jack, more onje!” I actually couldn’t see how he could get rid of so much orange juice so fast, but he did! So the joke has always been that when anyone mentions picnics, this anecdote comes to mind, “more Onje Jack, more Onje!” Then there was the time at another West Fraser picnic, when all the employees and their families were enjoying their day, when suddenly a loud thumping and yelling could be heard. It turned out to be one of the picnickers who, while he was ensconced in the outhouse, the ground beneath him gave way and the outhouse sank into the ground another foot or so, trapping him inside. There was no way he could open the door. We had to dig around the front outside of the building until the door was released and we finally freed the occupant, but not without a lot of joking and humorous asides on his behalf and of his captivity! My family and I made numerous other visits to Rogers Resort for fishing, swimming and boating and I’m sure many of Quesnel’s older residents can say the same thing. I hope you will be reminded of your own good times, like mine, that were spent enjoying this fabulous place known as, of course, Rogers Resort or was it Ten Mile Lake Resort? – submitted by Jack Nelson

Gardening, good for you and your budget

arrots and peas picked just outside the back door, enough strawberries and raspberries in your freezer for smoothies all winter, jars of salsa and pickles in the pantry – these things may sound like they require far too much labour, or space or knowledge, but, in fact, they are all possible with a moderate amount of effort. Our grandparents gardened because it was a necessity. Our parents were awed by the cheap fruit and vegetables available in the supermarkets and the opportunity to buy cucumbers in December and avocados and mangos from thousands of kilometres away. But, ‘cheap’ is not the term we would use to apply to our grocery bill today at any of the local supermarkets. According to the United Nations Food and Agriculture Organization,

Quesnel Climate Action Group food prices are the highest they have ever been and are going to get higher. They predict a food crisis this year due to droughts and world grain stocks are at their lowest point ever. Unlike places like Kenya and Egypt, your supermarkets will still have plenty of food on the shelves, but you might not like the prices. What can you do about it? There is a movement across North America and certainly in Quesnel, to connect with local farmers

and buy local produce. If you take a quick walk through the Farmers’ Market on any Saturday morning in August you can buy squash and tomatoes, jams and salsa, lamb chops and pepperoni. Every year, more and more vendors join the market as they discover people really do want to buy their locally produced carrots and pickles. Many of us are turning to food gardening to solve that problem and many more. We want to feed our families with produce that is free of chemicals and travels only a few metres to reach our table. We want to reduce our food budget by growing our own vegetables, picking local apples that no one seems to want and perhaps raising a few chickens in an unused shed. The questions are always, “Where do I start? How

Letters Will Urge Early Household Sewer tie-ins

“Letters will shortly be sent to all ratepayers in areas where sewer service is available urging early hook ups to the system, if connections have not already been made. This was decided on Monday night, as part of a town campaign to have all households tie into the system by May 15. During discussion on the subject, Mayor Fraser said it appeared there was still some doubt regarding hook-up charges. The Town fee for sewer connections is $50.00 Any charge over this is the responsibility of the ratepayer. The Mayor pointed out that several householders are digging their own sewer ditches and plan on making their own installations, which will reduce costs to a minimum. He added that part of the confusion appeared to stem from a report in the Observer on February 28, which stated the average cost of a connection was $250.00.” This Column is to highlight our 50th Anniversary

Free workshop on self-publishing ANNIE GALLANT Observer Reporter From its casual beginnings in 1975, Quesnel Wordspinners has changed its name but never its focus. Starting with a deep interest in writing, the group also is committed to supporting fellow writers and showcasing local writing talent. Due to the challenges of having one’s work published, more and more writers are looking for options that might better suit their needs. To this end Quesnel Wordspinners is offering a free workshop March 23, 9:30 a.m. – 2 p.m. regarding options for self publishing. “Traditional publishing isn’t the way to anymore,” group member Lin Weich said. “Self publishing seems to be the future for the majority of writers who find it frustrating to pursue traditional avenues. Writers need to have options to get their work to the public.” She added regardless of what a writer’s subject, the goal is to have their work preserved. “Every family or community needs its history, stories and talents recorded; its a legacy for the future,” Weich said. The workshop will be of value to writers regardless of what genre they chose. Three presenters will discuss various aspects to self-publishing. Weich, a retired teacher and author, will speak on print on demand publishing, drawing on her own experience. Barb King, owner of Social Media Divas website, will discuss the how, what, where and why of ebook publishing. Pam Crocker-Teed, a local business woman, will explain the mechanics of local book publication: things you should know, mistakes to avoid and local options for publishing. The day will finish with a question and answer period with the three presenters. The workshop is in partnership with Literacy Quesnel. “Rebecca Beuschel has been very accommodating, supplying us with advice and a venue for the workshop,” Word Spinner Linda Hermanson said. The group also receive a grant from the Quesnel and District Community Arts Council, of which they are a member, to make this workshop possible. With spaces limited to 25, early registration is recommended to avoid disappointment. To register, phone Pam Crocker-Teed, 250747-0088 before March 21. Lunch is available by donation. The workshop is being held at 206-488 McLean St.

The Cariboo Ski Touring Club (CSTC) biathletes represented well in front of a hometown crowd last Sunday, standing tall on the podium across the various levels. The event was a wind down for the club, as the B.C. Cup was over, allowing those too nervous to compete in the more nerve-wracking races their chance to have a go at the trails. The race capped a very successful season for CSTC. “I’m really pleased with all the athletes and how the team progressed through the year,” coach Jim Crellin said. Claire Elden climbed to the top of the podium in the midgets category. In the juvenile category, the CSTC took first and second, with Graeme Hamelin nabbing first and Adam Osmond taking second. CSTC took the same stages on the podium in

junior girls. Kyra Teetzen took first, followed by Anni Kurta in second. In junior boys, the CSTC took second and third. Ryan Elden came in second, followed by Tristan Langan. Madison Roll took second in senior girls. Nicole deBlois took third in the same category. Chris Elden took first for CSTC in the masters category. In Recreational, Ginger Langan took second for CSTC. Twenty-four athletes from Prince George, Vanderhoof and Quesnel took part in the relaxed race.

Local Biathlete to Represent BC at Nationals Fifteen year old Madison Roll, of Quesnel, is one of seven senior girls from across the province selected to represent B.C.

at the upcoming Biathlon National Championships. “I would like to congratulate Maddy on being selected for the B.C. Team for Nationals. She has worked hard to achieve this goal, overcoming injuries that hindered her training and I am sure that with her drive and attitude she will do well at Nationals,” Crellin, said. This year, Team B.C. is comprised of 24 athletes. It is the largest and highest ranking team they have sent to the National Finals. The competition will feature top level athletes from across Canada and the U.S. Nationals will take place at the Whistler Olympic Park, Callaghan Valley on March 15–20. The sport of biathlon, which originated in Norway, combines skate skiing and target shooting with a specialized .22 caliber rifle.

Correlieu ski team second in the province JONAS GAGNON Observer Reporter The ski team capped a successful first year with a second place finish at provincials in Smithers. "It was a huge success for our first time," team coach Scott Zacharias said. Scores were taken from the highest four skiers on the teams and aggregated to come up with a final score. Ryan Manderson makes a save in Tuesday’s 8-1 loss to the Terrace River Kings in their first game of the Coy Cup.

Cameron Orr photo

Coy Cup starts with Rusty ‘Roos The Coy Cup kicked off last Tuesday, with the Terrace River Kings, the Quesnel Kangaroos, the Kitimat Ice Demons and Williams Lake Stampeders all vying for position. At the 5 p.m. it was Terrace River Kings 8-1 over the rambunctious Quesnel Kangaroos. This turned out to be simply not the 'Roos' night as both teams started off looking a bit rusty but Quesnel was also looking a bit off kilter and quickly fell into taking far too many unnecessary penalties allowing Terrace to score four power play goals. Period one was a bit more even as both teams tried to get their legs under them after a long layoff from game action. Terrace had a full line up with some additions and some injured players back. However, they played with better speed than Quesnel and it began to show through as Quesnel penalties mounted through the second period. In the 8 p.m. game the Kitimat Ice Demons cemented their 6-2 win over the Williams Lake Stampeders with a strong third period in which they scored three goals to stretch a tight 3-2 lead at the end of two, into the winning margin. The Ice Demons were ready for this one, skating hard against an unfamiliar Williams Lake lineup, missing many regulars, including star player Francis Johnston. Wednesday, the ‘Roos’ continued the Coy Cup stumble against the Kitimat Ice Demons. Despite playing the team with the better record in the regular season, the ‘Roos did a little better, finishing the game five points behind the Demons, at 8-3. The ‘Roos continued their search for equilibrium Thursday night against the Williams Lake Stampeders.

Capering caped crusaders JONAS GAGNON Observer Reporter Hallis Lake had more super heroes than the Justice League last Friday. Cross country skiers from five to 12 gathered at Hallis Lake to have fun during their Pro-D day. Participants created their own cape during the craft hour, then donned the cape and took to the trails to race and vanquish a variety of nemeses. Tania Gruene, one of the organizers of the event, was happy with the turnout and especially with the sun, which came out to play and make the event warm for all the small skiers. The Superhero Camp included ski lessons before lunch and crafts after, finishing the day off with games on skis.

The caped crusaders started their afternoon with a relay for puzzle pieces, which they put together to reveal a sampling of super heroes and super villains. The heroes next split into age groups and took on villains, hitting balloons with villains’ names written on them as they slalomed down hill. The kids ended by chasing the same balloon-villians and popping them to put an end to the tyranny of the air–filled nemeses. Gruene is also running a camp for young skiers who find themselves with spare time over spring break. Children age 5-12 are welcome to the Hallis Lake Olympics, Mar. 18-20, 10 a.m. – 2 p.m. Contact Gruene at youthskischool@caribooski.ca or 250-991-6906 for information.

After nearly a century of ongoing developments, the truck that has become the new 2013 Ram 1500 is all about the complete package: beyond-capable strength, uncompromising comfort, and futuristic communications. And, more important than ever, utilizing innovative engineering that delivers it all by sipping the least amount of fuel possible. For us, it means moving beyond conventional thinking and typical technologies.

HIGH FUEL EFFICIENCY: THE NEW RAM HFE MODEL.

Its name says it all: for 2013, this new Ram picks up where others don’t dare to go — and to be sure, it comes out in front. Irrespective of comparisons to wanna-be competitive models, the formidable new Ram 1500 HFE — the High Fuel Efficiency model — stands alone as the most fuel-efficient vehicle in its class.

CAPABILITY. VERSATILITY. EFFICIENCY. WELCOME TO A NEW BREED OF RAM. This is technology, materials engineering, innovative thinking, and good ol’-fashioned American sweat coming together for one sweet ride. The frame — created from Advanced HighStrength Steel, the same stuff used in submarine hulls — is now stronger, quieter, and lighter. Fully boxed, it adds critical crossmembers and frame sections — some rated as high as 80,000 psi. Performance, handling, and stability show across-the-board improvements, thanks to advanced CAE (Computer-Aided Engineering) modeling techniques. But the stunning news is the all-new, available Active-LevelFour-Corner Air Suspension System, offering unprecedented response and control for virtually any driving condition — and with a specialized Aero Mode for cruising.

This is what others aspire to reach: technical developments that set new standards.

Expand your thinking — and use the word “performance” not just for speed or torque, but to define every system and technology.

What you get defies the norm. The Pentastar application in the NEW 2013 RAM 1500 churns out nothing less than BEST-IN-CLASS FUEL ECONOMY. Paired with the available NEW

TORQUEFLITE 8 ELECTRONIC 8-SPEED AUTOMATIC — the first

8-speed transmission in a pickup, featuring a SEGMENT-FIRST ELECTRONIC ROTARY SHIFTER — the Pentastar V6 is all about fuel efficiency.

A new, class-exclusive available Active-Level Four-Corner Air Suspension System. VARIABLE VALVE TIMING (VVT)

enhances efficiency and power, with new

SOPHISTICATED THERMAL MANAGEMENT SYSTEMS seriously separating new 2013 Ram

1500 from the rest of the pack.

Contributing technology encompasses the

NEW PULSE-WIDTH-MODULATED FUEL PUMP AND COOLING FAN, which operate only at

the levels required by the engine, not some predetermined rate. This improves vehicle efficiency by conserving electrical energy, and increases the fuel pump life because it isn’t constantly running at full capacity.

New available possibilities for communications with indispensable hands-

free convenience.

All backed with the quality of our 5-Year/100,000-Mile Powertrain Limited Warranty — so good, it’s unsurpassed.
