Scientist attaches price tag to aquatic foreign species invasion RDOS directors get some numbers outlining potential costs to control an invasion of foreign aquatic species into the region’s waterways By Steve Arstad news@keremeosreview.com Heather Larratt of Larratt Aquatic Consulting presented the regional district board with some sobering information regarding the potential economic impact of an invasion of zebra and quagga mussels in the Okanagan - Similkameen. Larratt’s presentation added to the board’s foundation of knowledge regarding the implications - both economically and environmentally should these two invasive species gain a foothold in the valley’s watersheds. She told the board that zebra mussels could infect water bodies up to 100 metres in depth, clogging every known and unknown intake, including pumps and distribution systems. “They can create blockages throughout the whole system,” she said, “ The
cost to the Okanagan could be as high as $43,000,000 annually.” Larratt insisted several times that she was a scientist, not an accountant, using examples of costs incurred in other watersheds to help back up her estimates. “In the Great Lakes, it has cost five billion dollars over the last 10 years, just to manage the infestations,” she declared, “it has been estimated that an infestation in Lake Tahoe would cost 22 million dollars annually.” Larratt broke down the damages in the following categories: - Maintain water intakes: $375,000 annually, after four million in prevention upgrades. - Boating: four million dollars per year. - Equipment fouling: one million annually - Cost to maintain Bennett Bridge: $600,000 per year. - Fisheries: annual costs 12 - 16 million dollars - Real estate value: annual loss 10 million dollars Tourism: 12 - 22 million dollars annually Irrepairable eco-damage Larratt described the solutions to the problem as difficult to enforce and
onerous on boat owners. Extremely hot water is needed to wash boats off, and cleaning of the entire boat must be thorough. “We need to get creative,” Larratt told the board in discussing solutions to stave off an invasion. “We need to get everyone involved,” she added, noting that the recent fines introduced in B.C. for introducing invasive species was a good move. She also called for highway inspection stations to be established. Larratt recommended an immediate public sector information blitz, and some form of private sector involvement. Area “D” Director Tom Siddon made the observation that many boat owners may lack the discipline to properly clean their boats. “The federal government needs to be on side,” he said, adding that Canadian Border Services need to co-operate by providing an inspection point at border crossings. Osoyoos Mayor Stu Wells proposed that the board draft a letter to senior levels of government requesting increased action and support to address the issue of zebra - quagga mussels. The proposal became a motion which the board carried.
Crime stats down in the regional district, departing inspector reports to RDOS board By Steve Arstad news@keremeosreview.com Penticton RCMP Inspector Brad Haugli made his final presentation of quarterly statistics to the regional district board on March 7. The region’s top cop has been reassigned after four years in the Penticton detachment. Haugli also had a previous stint in Penticton in the 1990s. “I’m happy to be able to report that crime is being reduced in the regional district,” Haugli told the board last Thursday, noting a “significant decrease” in crime in the area, except for the Oliver, Osoyoos and Summerland areas. Haugli cited a 14.8 per cent reduction in overall crime in the regional district, with crime stats in the Keremeos detachment area showing a 27.2 per cent reduction between 2008 and 2012. Keremeos crime rates were down by 38 per cent when compared on an annual basis, between 2011 and 2012. An additional surprise will be waiting for thieves bent on stealing bait cars in the area, as police add “bait items” to the vehicles. The items will be tagged with GPS tracking
devices so police will be able to follow the perpetrators to their homes. “Are we catching the bad guys?” was one question posed by the directors after Haugli’s report. “Yes, we are,” he answered, noting that the Penticton detachment now used crime analysts to define crime “hot spots” and track prolific offenders. Hedley homicide The Southeast District Major Crime Unit continue to investigate a homicide in Hedley B.C. RCMP were called to the residence at approximately 8 p.m. on March 6, where they located a deceased male. RCMP have identified the victim as 55 year old, Douglas Smith of Hedley B.C. Stated Cst. Just say no Regional district board directors were presented with a petition requesting major improvements to Lakehill Road in Kaleden at last week’s RDOS board meeting. A few weeks earlier, Twin Lakes golf course owner and potential developer Suki Sekhon expressed a desire to see improvements made to Twin Lakes Road. Both instances involve potentially high costs to make improvements on roads that essentially carry only local traffic - a large tax burden that has potential benefits for only a handful of people. In the meantime, the regional district budget is up 4.5 per cent over last year, partly because of pressures from other special interest groups looking to move their particular cause forward - no matter what the cost. Take, for example, the budget increase for Kaleden Recreation Commission that is seeing its budget increase from $58,017 in 2012 to $130, 355 in 2013. That increase represents an onerous, additional and largely unnecessary tax burden for Kaleden ratepayers. (The money is expected to go with anticipated joint funding for a $90,000 kitchen upgrade in the community hall.) A superfluous improvement such as this should be financed through the accumulation of reserves, patiently saved over several budgets, should it not? It’s time for local politicians to stop pandering to special interest groups and deal honestly with these endless wish lists - even if that comes at the expense of some popularity. After all, a large part of politicians’ responsibility lies in controlling the endlessly upward reach of public budgets. One aspect of that responsibility surely must also be to educate those who would make endless extravagant demands on taxpayers’ money. Improvements to public property is necessary, obviously, but it should come about through the democratic principles of need, financial responsibility and proper planning, not just because a local special interest demands it.

Ethnic strategy is nothing new By Tom Fletcher Black Press The B.C. legislature session ends this week. It can’t come quickly enough for Premier Christy Clark and the B.C. Liberals. This is also the week we see the rest of the fallout from “ethnic-gate,” as the latest controversy over partisan activity by political staff has been clumsily labelled. A disgruntled former B.C. Liberal caucus staffer handed the NDP opposition an internal memo setting out a strategy for ethnic “outreach” that strayed into forbidden territory, suggesting that ethnic-friendly government events could be staged and participants’ names collected and turned over to the party. “This secret plan clearly demonstrates the Liberals are deliberately folding government resources and staff into their party’s campaign machinery, despite rules that forbid this,”thundered NDP house leader John Horgan. “We’ve seen this before, with
the Liberals’ efforts to run a secret committee to subvert the public process around Burnaby Hospital, and in the attack website created by caucus staff and launched by the Liberal party.” Casual observers might see this as a disturbing new development in misuse of public resources. It’s disturbing, all right, but it’s hardly new. The “attack website” Horgan refers to is a case in point. While a website targeting NDP leader Adrian Dix was being cooked up in the B.C. Liberal bunker, a similar effort was being developed in NDP research down the hall. This partisan message detailed all the worthwhile things that could be done with the government’s $15 million advertising budget singing the praises of the government’s “jobs plan.” But this one carried the logo of the NDP caucus, so it was within the rules. The average person, seeing two groups of staff on the public payroll, each slagging the other, might not detect much of a difference.
The biggest headline from the leaked memo was its reference to generating “quick wins” for the election campaign by staging apologies for historic racial injustices. It mentioned how former premier Gordon Campbell delivered a solemn apology in 2008 for the decision to turn away a ship carrying Sikh refugees from Vancouver harbour – shortly after the outbreak of the First World War. What does a modern provincial premier accomplish by apologizing for a federal immigration decision made in 1915? Why would another premier now feel the need to apologize for a federal “head tax” imposed on Chinese immigrants from 1885 to 1923? The answer is obvious. Again, don’t expect much to change with an NDP government. Asked last week if he would stage an apology for the head tax, Dix delivered a well-rehearsed history lesson that made it clear he is anxious to do so. Welcome to politics in an urbanized, globalized media culture. It’s more important

Liberal MLA Lorne Mayencourt is one of the additional “outreach” staff hand-picked by Clark. The B.C. Liberals retort that the NDP caucus has a similar staffer named Gabriel Yiu, who has taken three leaves of absence to run for MLA, and is in practical terms a professional NDP candidate. Yiu is running for a fourth time in VancouverFraserview, having been defeated in 2009 by former West Vancouver police chief Kash Heed. That campaign was notorious for anonymous Chineselanguage pamphlets claiming the NDP favours legalizing drugs and imposing a “death tax” on inheritance. This latest scandal might produce meaningful reform. But the misuse of public money to further the interests of political parties is deeply entrenched.

By Steve Arstad news@keremeosreview. com Hedley’s opportunity to access Telus w i re l e s s i n t e r n e t services has been shelved for the time being after Telus announced it was not going to proceed with the project at this time. Last winter,Telus undertook the consultation process for the site. Part of Telus’ Connecting BC agreement with the province, the purpose of the tower was to provide wireless services to Hedley, as well as wireless service along five kilometres of Highway 3. Noting that wireless was “today’s infrastructure,” Telus’ Manager for Land Projects, Chad Marlatt told the board that a primary reason for locating a tower in Hedley was former Director Elef Christensen’s request for service during his term. Marlatt explained that the consultation process had been followed, the project having received generally good reviews. The tower, to be located on Telus property at 796 Scott Avenue was to be of a “monopole” design, reduced from 25 to 20 metres in height. Area “G” Director Angelique Wood
posed some difficult questions to Marlatt with respect to the economic benefits to Hedley the tower would have, describing local internet provider China Creek Internet as a small, locally run operation that Telus could run out of business. Marlott sidestepped the question, saying he could not comment on such a scenario. Wood also took Telus to task for not taking into account Wireless Telecommunications Association’s guidelines regarding placement of towers in areas that respect the public view. She pointed out that a private landowner in Hedley had offered Telus the opportunity to place the tower on his property at no cost, yet the company refused to even speak with him. Wood also noted that in many of the resident’s responses that Telus considered favourable to their plans there was also an expressed disfavour with the location. “Forty- five of the responses said, ‘ Love the service, not the location,’” Woods said. S h e a s ke d t h e board to table the recommendation to provide a letter of concurrence to Industry Canada for the proposed tower until she had time to conduct another poll with the residents of Hedley for a secret ballot on the issue within the next two
weeks. West Bench Director Michael Brydon noted that Telus’ Connecting BC contract was for 1,700 kilometres of wireless territory, but was not location specific. “Telus is under no obligation to provide this service to Hedley,” he observed. Area “D” Director Tom Siddon said that there was a case to be made for benefits to Hedley, but if Telus was ignoring recommendations for tower installations, it shouldn’t be supported. “I’m not convinced there isn’t another site,” he said, adding that a 70 foot high tower in the middle of a residential community wasn’t acceptable. “We have to tell Telus that this isn’t good enough,” he said. Noting that the community was fairly evenly divided on the issue, Wood said on March 8 that if forced to choose, she wasn’t sure how a vote would go. “Hedley residents have their backs up against the wall as for the tower location,” Wood observed, unsure how the community might weigh the benefits over the aesthetics of having the tower in the centre of the community. Unfortunately for those anxious for cell service in Hedley, Telus announced March 12 that it would not proceed with the project, given the “surprising amount of opposi-
tion experienced,” said Telus Media Relations rep Shawn Hall. “The cabling, fibre optics and other relocation costs would have been too prohibitive to make another location viable,” he explained, “ s o at t h i s t i m e Telus has decided not to proceed with the project.”

So much for the “action plan” To the Editor: I got a phone call form the federal government. They said that I qualify for their “action plan” because I have a small business, Cawston Glass. I asked what that m e a n t . T h e y s a i d , “ We will lend you some money.” I would have to pay it back with interest. I said, “Your so-called action plan is to put small business in more debt than they already are.
What a joke. I also said, “No, thanks. Going backward is not the answer.” I gave two suggestions: Stop taxing my hydro bills, and stop taxing the gas I use to do my job. That fell on deaf ears. It should be called the governments “No action plan.” I hope the rest of you are not fooled by their many ads on T.V. They have no plan at all. Pat Sanderson, Cawston
Three hopefuls for provincial NDP nomination Three candidates to seek nomination for the NDP in Boundary Similkameen Three nominees have been accepted to seek the NDP nomination in Boundary Similkameen for the 2013 election. The nominees include Rhonda Bruce of Oliver, Sam Hancheroff of Kaleden and Brian Taylor of Grand Forks.
The nomination meeting to select a candidate will take place Saturday April 6 at a location yet to be determined. The deadline for any additional candidates to seek nomination is 5 p.m. on Friday March 8. Those interested in seeking the nomination should contact NDP President Dave Ligertwood.
RDOS to host Community to Community Forum for First Nations and regional governments Press release The Regional District of Okanagan-Similkameen will host a Community to Community Forum involving local First Nations and key representatives from various levels of government. The choice is up to you – but there are a number of factors that you should know about so you can make the most informed choice. Salary ◘A salary is a deduction to your company but it will also attract both employer and employee Canada Pension Plan (CPP) premiums and, in some provinces, payroll taxes. ◘A salary generates Registered Retirement Savings Plan (RRSP) contribution room, CPP benefits and is necessary if you wish to establish an Individual Pension Plan (IPP). Dividends ◘Dividends are paid out of after-tax corporate profits. Corporate income in excess of the small business deduction (SBD) limit ($500,000 federally and in most provinces) is subject to higher corporate tax rates. Dividends paid out of dollars above the SBD are eligible for a more advantageous personal tax rate. Dividends paid with dollars taxed at the lower SBD rate are non-eligible, resulting in a lower Dividend Tax Credit for the shareholder and, consequently, attracting more personal tax than an ‘eligible’ dividend. A mix of salary and dividends ◘In the past, tax professionals advised business owners to pay themselves at least enough salary to reduce corporate profits below the SBD limit. But corporate taxes have now been lowered to a point where more tax can be deferred by leaving income in the corporation – so it can make sense to retain high tax rate income inside the corporation for investment. To the extent that you require cash on a regular basis, salary is still the preferred compensation choice until corporate income is reduced to the SBD limit. A pure dividend strategy ◘Taking compensation solely as dividends means that you will not be able to contribute to investments held in an RRSP, will lose access to CPP disability benefits and may not qualify for group disability plans. This strategy can, however, allow more income to be saved inside the corporation
MANAGING Your Money than could otherwise be contributed to investments held within a RRSP or to an IPP and could more than offset the reduction in future CPP retirement benefits – if you use the correct investment strategy. Other considerations ◘Creditor protection – many provinces have rules preventing professional corporations from using holding companies or trusts as creditor proofing strategies so it may be prudent to hold a significant portion of retirement assets in registered IPPs or Guaranteed Income Funds (GIFs). Continued debate around upgrades to the area’s fire dispatch system stalled adoption Thursday of regional district’s 2013 budget. The Regional District of OkanaganSimilkameen board was scheduled to vote on a new five-year financial plan that includes a $1.6-million capital expenditure for the upgrade work. However, chief administrative officer Bill Newell suggested final adoption be postponed for two weeks to give directors more time to reflect on the contentious issue of the dispatch system upgrade. A consultant hired to study the system told the board in November that luck alone has prevented a public safety mishap due to antiquated and improperly installed telecommunications equipment. Acting on that consultant’s advice, RDOS staff recommended directors approve in the budget a plan to borrow $1.6-million to implement a new zonedapproach system. The consultant also outlined another option for a one-to-one system that would carry a $2.1-million price tag. The zoned approach would group 16 fire halls into three zones. All departments in each zone would then share a direct radio link to dispatch in Kelowna. The Penticton Fire Department, which receives 70 per cent of the region’s calls, would maintain its separate connection to dispatch, and upgrades elsewhere would include updated equipment and a new
radio repeater on Okanagan Mountain. The one-to-one approach would connect each fire department directly to dispatch by radio. But Newell said the zoned approach, used in the Central Okanagan, offers “the best value for the best levels of service.” Some directors, however, said it would be a step backwards for their community. RDOS board petitioned for road improvements By Steve Arstad news@keremeosreview. com A delegation appearing before the re g i o n a l d i s t r i c t board on March 7 presented a petition to the board to request improvements to Lakehill Road in Kaleden. Petitioners Kim Denis and Gwen Owen want the regional district to pay $6,000 for an engineering study as a means to kickstart-
ing the project and attracting the attention of the Ministry of Transportation and Infrastructure. Denis told the board that the road posed a safety threat to pedestrians, because there was no designated walkway. She also noted that it provided a connection to the KVR trail at the lake and was a major thoroughfare for Kaleden residents. The petition pre-
sented to the board contained 183 signatures, but another presented to provincial authorities contained 225 signatures. Lower Similkameen politicians meet with local seniors Approximately 30 members of the 200 member Keremeos Seniors Society met for their monthly meeting on March 6 at the senior’s centre in Keremeos. Three local politicians were also on hand to update the membership on village and regional issues. Keremeos Mayor Manfred Bauer discussed municipal business with the group, advising them that the village budget’s deadline for adoption this year was May 15. Capital projects for the village this year include the demolition and reconstruction of public washrooms in Memorial Park. Bauer described the new facility as being fully accessible as well as expanding the washroom’s capacity to five patrons. Three more flower planters will be installed along the west end of the downtown core this year, the washrooms in Victory Hall will be made fully accessible - somethng Bauer said was “absolutely necessary,”and upgrades to the village office will be completed. Bauer noted that such projects were partially funded through higher levels of government telling the membership that the village had to act now to take advantage of grants available. Bauer also said that LED street lighting would be installed in the village with an extra light to be installed near the Red Bridge Pub. Again, the upgrades were intended to help fulfill the village’s committment to reducing greenhouse gases and hopefully receiving carbon credits for making the community more energy efficient. The village’s sewer lift stations will also be upgraded this year, and work will begin on a dike master plan for the community. Bauer also addressed the conclusions of the recently completed Core Service Review, telling those gathered that the village was currently running on a “skeleton crew” and in the process of hiring a full time office staffer to look after

Farmworkers committee update Contributed The FACTOS Farm And Community Team Okanagan Similkameen committee is reaching the end of its funded mandate. The project “From Discord To Action: Cultivating Community Change Around Seasonal Farm
Work” was started in June of 2012 in an effort to identify and act upon seasonal farm worker issues in the South Okanagan and Similkameen. Coordinator Lilly Zekanovic of the Penticton & Area Women’s Centre (PAWC) is completing her term of em-
ployment on March 31. Arlene Arlow, village councillor in Keremeos, agreed to chair the committee until the end of the first round of funding and beyond. She promises that the efforts to address issues with seasonal farm workers, the community and employers will continue.
To join the committee, feel free to contact Keremeos Councillor Arlene Arlow at aarlow@telus.net or 250-499-5121. Representation from the community, farmers, farm workers and businesses is welcomed. The project was funded in part by Vancouver Foundation, BC Gaming, South Okanagan Women’s Educational
Society and community partners. The committee plans to network through the summer with affected farmers and groups such as the BC Fruit Growers Association and Chambers of Commerce. The next meeting will be Friday March 15, 10 a.m. at the Penticton And Area Women’s Centre, 209-304 Martin Street in Penticton.

Lights in the sky E
very year we g e t l o t s of enquiries and reports from people who have seen things in the sky. Most of these “lights in the sky” are quickly identified as astronomical objects, such as bright planets. Sometimes they a re b r i g h t s t a r s, but seen under unusual circumstances. Then of course there are manmade events, such as the re-entry of space debris into the atm o s p h e re, wh e re it burns up, or the brilliant flashes of reflected sunlight f ro m t h e a n t e n nas on the Iridium s at e l l i t e s. T h e s e events, called “Irid-
i u m F l a re s ” , a re amazing things to see. However, there a r e s i g h t i n g s we are unable to tie down to anything familiar. Unfortunately the majority of these are due to i n c o m p l e t e d at a , such as uncertain d at e s a n d t i m e s, no usable direction infor mation, and limited descriptions o f wh at wa s o b served. Discerning the characteristics of bright objects against a dark sky is not easy, for any of us. The cardinal rule, which experienced observers are very familiar with, is to note everything possible about the event, including time, date, location etc., and to get it all written down with the minimum of delay. If it is something truly unusual, report it to others promptly, so that
all the reports can be brought together while the trail is hot, and if necessary, observers can b e c o n t a c t e d fo r f u r t h e r i n fo r m a tion before the details get confused or forgotten. There are very few people who can retain detailed information fo r l o n g p e r i o d s without the memory becoming distorted. As we try to make sense of what we saw, our minds obligingly slowly change the memories to fit. This is a real shame, because there are almost certainly new things awaiting discovery, and a delay before getting the information written down can render a report largely useless. Here are some rules of thumb. As soon as possible after the event, w r i t e d ow n wh at you saw. Start with the date, time and
location. How high was it above the horizon, and in what direction? What d i d i t l o o k l i ke ? How bright was it? What colour was it? How big did it look? Be careful. If you are not an e x p e r i e n c e d s ky watcher, it is easy to confuse “big” with “bright”. How long did it last? Bright planets just hang in the sky like lanterns. However Iridium flares typically last a few seconds. Was it moving? This is not an easy one to a n sw e r. Tr y t h i s experiment, go outside on a clear night and stare at a star. After a while it seems to be moving, especially if there are clouds. The only check is to assess the position of the object relative to nearby stars and see if that position is changing. Note any details that catch your eye, no matter how trivial. Howeve r, j u s t re c o rd exactly what you
o b s e r ve d . I f yo u want to speculate as to what you could h av e s e e n , m a ke sure that is done separately from the report, and after you have the facts written down. T h e s e d ay s we tend to use smart phones as note books and memory holders. Any images or other additional information are always useful, but in no way do they replace written notes, taken down as soon as possible, and promptly reported to local astronomy groups, local observatories or media. Sam was born November 22,1958 at the Penticton Hospital and lived his whole life in the Cawston area. A Memorial Gathering will be held on March 16 at 1 PM at the Cawston Community Hall on Main Street.
