The United States – Canada’s largest trading partner – has been forced to take more than $85 billion out of its economy this year. Radical spending cuts have begun because Congress failed last month to come to an agreement on how to address the federal budget deficit. The fiscal policy procedure known as sequestration, mandated under the Budget Control Act (BCA) of 2011, began March 1, 2013. As drastic as this sounds, it is only the beginning. Sequestration embodies a series of automatic government spending cuts, totaling about $1 trillion over the next decade. It remains to be seen how that will be felt locally. The cuts are to be made across the entire government, but what it all means for local border crossings is unclear. More than half a billion dollars in budget cuts have been imposed on U.S. Customs and Border Protection (CBP). Only a year ago there was concern raised about the fate of 11 small ports across the country, including the Midway port. CBC reported in December 2011 that a leaked presentation authored by the Small Ports Working Group listed the 11 ports as under consideration for closure. When questioned at the time about the presentation, the Canadian federal government backed away from the idea of closing the ports at that time. In an attempt to find out if that report has been dusted off, the Times contacted CBP offices in Seattle. CBP spokesperson Mike Milne provided a statement that a planned furlough

of employees, along with reductions to overtime and a hiring freeze, will increase wait times at ports of entry (including international arrivals at airports) and reduce staffing between land ports of entry. Furlough notices have gone out to all 60,000 employees warning they have to take up to 14 days unpaid leave between now and the end of the fiscal year on September 31. “CBP continues to evaluate further impacts of sequestration on our operations. Because the length of the sequestration as well as funding levels through the end of the fiscal year are unknown at this time, it is difficult to project the impact of the reductions on individual employees or job occupations,” said the CBP statement. According to an article by international legal experts (online at mondaq. com) CBP Deputy Commissioner David Aguilar issued ‘guidance’ over the weekend about CBP’s revised operations. “CBP has announced the sequestration cuts will be made equally across the agency, with no preference by port of arrival,” says the article. “Going forward, CBP maintains no individual ports would actually close and that the agency would not take shortcuts on security and safety.” According to the CBP website, sequestration will end when Congress passes legislation that undoes the legal requirements in the BCA and that they may reduce hours of service at select ports of entry. These reductions will be made in a way that minimizes the impact to operations. Any changes to service hours will be port-specific and will be determined at the local level.

Quote of the Week: In great affairs men show themselves as they wish to be seen; in small things they show themselves as they are. ~ Nicholas Chamfort (1741 - 1794)
Joke of the Week: There were four teenagers who played hooky one morning. Upon coming to class in the afternoon, they reported that their lateness was because their car got a flat tire. “That’s fine,” the teacher said, much to the students relief. “But there was an oral test this morning which you boys have to make up, so please have a seat and take out a piece of paper. Now for the first question, which tire was flat!”

Accident claims life of Grand Forks woman
On March 6 a single vehicle accident on Hwy 3 approximately 7.5 km north of Greenwood took the life of the lone vehicle occupant who was later identified as 70 year-old Sheila Ann Hackett of Grand Forks. Midway RCMP and West Boundary Highway Rescue responded to the accident at approximately 9:45 a.m. According to RCMP’s West Kootenay Traffic Services, Hackett’s 1997 Chevrolet Tahoe was westbound at the time of the accident and lost control entering a sharp corner. The sports utility vehicle left the road on the right, overturned and then crossed again where it came to rest in a ditch. RCMP said the driver was transported to Boundary Hospital in Grand Forks where she succumbed to her injuries. “Road conditions were slippery with some slush and light snow falling at the time,” explained West Kootenay Traffic Services Sgt. Der-
rick Donovan. It was suggested that Hackett might have had a heart attack, although RCMP say the BC Coroners Service has not yet determined the cause. “We are unsure of the cause of the accident, however it’s suspected that the deceased may have had a coronary event that might be a cause to it but it is currently under investigation,” Grand Forks RCMP’s Staff Sgt. Jim Harrison said. Hwy 3 was reduced to one-lane alternating traffic for several hours. Next of kin have been advised. Police would like to remind motorists at this time that winter conditions are still upon us and to take extra caution and drive to the road conditions. Investigation is ongoing by West Kootenay Traffic Services and the Coroner Service. With files from Sascha Porteous of the Grand Forks Gazette.

Hockey history on display CHUCK TASAKA Submitted
Did you know that former Greenwood athlete Eugene Peacosh (1966), was part of the famous Edmonton Oil Kings in the mid-’60s – the same team that won the Memorial Cup twice along with famous players like Pat Quinn (’63), Glen Sather (’63) and Jim Harrison (’66)? He played for the Johnstown Jets where all the donnybrook happened. Thus, the movie “Slap Shot” was born. In 1977, Eugene signed with the WHA Edmonton Oilers, but he was traded soon after to Indianapolis Racers for Bryan Campbell. Did you know that in 1908 the Boundary Hockey League was the first league formed in B.C.? Did you know that the Phoenix (B.C.) Hockey Club challenged for the Stanley Cup in 1911 when the team won the McBride Cup, plus the B.C. and International championship. The reply came too late! Did you know that the famous brothers, Lester and Frank Patrick started a league on the west coast that was called the Pacific Coast Hockey Association in 1911, and the B.H.L. teams like Greenwood, Grand Forks, and Phoenix were the unofficial farm teams of the P.C.H.A? In 1942, many Nikkei families were sent to ghost towns in the Boundary-Kootenay district. Young men found a new passion for hockey as they only played basketball and baseball on the west coast. Sacred Heart School and Greenwood High School formed three teams called the Hep Cats, Bruins and Tigers. In the ’50s, the senior team was first called the Monarchs, but they later became the Dynamiters. One diminutive player who was captain of the Monarchs, Martin Aura, was given a tryout with the Penticton Vees. One of the Warwick brothers handed him a Russian leather helmet and
said, “ Hey kid, you’ll need this.” Why do Paul, Steve and Martin Kariya, Dusty Imoo, Dustin Blyflugien, Jim Harrison, Grant Rezansoff, and – as mentioned – Eugene Peacosh all have Greenwood connection? Visit the Greenwood Museum in May and view the Greenwood Hockey History display with all the answers! A mannequin will be outfitted with the old team jersey and equipment. Have you ever seen a dented athletic support? The museum has much more! Greenwood Museum is located on 214 Copper Street and the phone number is: 1-250-445-6355.

Sequestration changes things It was only a little over a year ago that the CBC leaked a document authored by the Small Port Working Group that revealed discussions had been ongoing for the previous 18 months that included talk of closing some border crossings – including Midway. At the time Public Safety Minister Vic Toews denied that anyone on his political staff or department was aware of the Small Port Working Group, adding he believes its existence pre-dated the Harper government’s discussions with the U.S. on a new security arrangement between the two countries. The leaked document, entitled “Initial Results and Path Forward”, shortlisted 11 land port of entry crossings as candidates for closure. At the time officials on both side of the border backed away from the document and life went on. But now the US government budgeting process has hit a wall and a piece of legislation called the Budget Control Act (aka sequestration) was come into play. When the BCA was passed in 2011 it was meant to be a poison pill – something so undesirable that it would force both parties in Congress to negotiate a deal on deficit reduction. Well they didn’t come to an agreement, so now Customs and Border Protection have to finds cuts just like every other government department. Toews said last year that options discussed in the leaked document were no longer part of the negotiations between the two countries. But sequestration has changed things up a bit. It might be tempting for the current CBP director to go over to the filing cabinet to see what kind of analysis and data already exists about where the cuts can be made. Lions looking for solution to hamper problem Editor, The Times:
We just discussed in our club our efforts to the community – from family emergency support to assistance in many other ways. One item stood out and started a long discussion: Christmas hampers. Last Christmas we distributed over 120 parcels to families and individuals in
our region from Bridesville to Westbridge to Greenwood. Over 50 of them went to Greenwood and that gave us a lot of “food for thought”. We only have one member in that city and most of our members in Rock Creek, Midway Bridesville and Beaverdell are well past retiring age. The hampers are always very heavy (the good news) and get too heavy for the volunteers who deliver them (the bad news).
List of scandals grows Editor, The Times: The list of major Liberal political scandals keeps growing: #47. Christy Clark’s doozy political mistake - the ethnic vote document sent last January. #46. BCRIC or Brick, by Social Credit Party, now Liberals, a public boondoggle. #45. Coquihalla Highway – cost overruns and graft. #44. Fast Ferries – give-away of high speed ferry vessels at less than scrap metal costs. #43 to #10. More and more serious scandals. #9. Liberal $1 million Liberal ad blitz paid for by taxpayers. #8. HST. BC Liberals promised before election not to implement it, but immediately after election did anyway.
Families get at least two boxes and sometimes three. In Beaverdell, we have made an arrangement with the community club and we support them in arranging and delivering the hampers. Greenwood is a problem for us. Not having enough members to do the job, it triggered the discussion of not including Greenwood, which takes the single most effort.
While giving up Greenwood as territory for hampers, we feel uncomfortable about it and are looking for a solution. Can you contribute to the discussion? Maybe there is a solution we haven’t considered yet. For more information on the club, contact me at 250-446-2455. Wolfgang Schmidt, Kettle River Lions Club, Rock Creek
Guiding unit has fun
#7. Five consecutive deficits from a Liberal government that pledged to “outlaw” red ink forever. #6. Liberal government paid $6 million legal bill for Basi and Virk. #5. $1 billion privatization of BC Rail in 2003. We still need an enquiry. #4. Air Christy flights top $250,000. #3. Gordon Campbell (B.C. premier) arrested in Hawaii for drunk driving. #2. B.C. Legislature raids of offices of senior political aides in the legislature connected to everything from marijuana grow-ops to question connected with the sale of BC Rail to Canadian National Railway. #1. The Number ONE Liberal scandal is: Liberals dumped leader Gordon Wilson after going through his briefcase. Wilson was a good, hard-working Liberal. How can we ever trust B.C. Liberals again? Sparks and Brownies had their first experience of a Guiding sleepover. They made paper dolls and dressed them in Guiding uniforms from around the world, discovered how to make paper flower bowls from the UK, created Aztec design book marks and God’s eye weaving from Mexico. Food was a culinary adventure with dishes from around the world especially exotic tropical fruit. Games and songs from the UK completed the event and the girls are eager to take part in the next sleepover. Sparks, Brownies, Guides and Pathfinders had an enjoyable Valentines party with games and food. The next day the Pathfinders helped serve the food and wash the dishes at the Valentine Community dinner.

Let them eat cake and sign banner There was a banner to be signed and a cake to be cut! It was a special occasion for the 20122013 Boundary Predator Pee Wee House team as they gathered for their final scrimmage of the year last Thursday night. The event brought out Councillors Dick Dunsdon and Marguerite Rotvold who had come to congratulate the kids on be-
half of Village Council. The kids had a scrimmage game with the coaching staff before they settled down to signing the banner and eating the cake. The team went undefeated at the playoffs in Castlegar the previous weekend. They finished the regular season with an 8-3-3 record – in 3rd place behind the two Nelson teams. They beat both Nelson
teams in the playoffs. The new banner joins five others now hanging at the Midway arena. In 20062007 Boundary won both the Atom House and Pee Wee House playoffs, in 2007-2008 they took the Pee Wee House banner again, 2010-2011 they brought home the Midget House banner and last year, in 2011-2012 they hung the Atom
House2 award. Proud father Ross Lautard pointed out that a player from the Lautard family has been involved in every one of the banners hanging in the Midway arena. There were eleven kids on the team: 17 Solomon Payne 8 Joe Kirschner 11 Mikayla Klumpp 14 Ronnie Puno 7 Sheninah Bosovich 1 Brayden Fischer 12 J.T. Boltz 4 Jessica McLean 16 Tyson Lautard 5 Robert McLaren 6 Nevada Dynneson
It was a Kodak Moment as Sheninah Bosovich (centre) and other members of the 2012-2013 Boundary Predators Pee Wee team gathered to sign the league banner last week at the arena.
Students prepare for graduation In conversation with members of the Class of 2013
Introducing
Brittany Fillmore
After graduation in June BCSS student Brittany Fillmore is off to prepare for her career in nursing. She knows this is where she wants to go; she’s had this as her goal since Grade 8. She has applied at UBC Okanagan in Kelowna where she plans to attain her Bachelor of Science in Nursing. Following graduation there she hopes to get a position at Kelowna Hospital. While not everyone knows in grade 8 what they want to be when they grow up – Brittany wasn’t that unusual. “In Grade 8 I was like most people – really timid,” she said when asked how she’s grown and matured while at BCSS. “I think I have grown by just getting more out there.” This summer she plans to move in with a friend and get a job in Osoyoos before university in the fall.
To make sure she’s on schedule to achieve her nursing degree Brittany has also applied to Okanagan College and Thompson Rivers University in case the UBC Okanagan option doesn’t work out. Brittany has been active in 4-H beef for the last nine years, for which she gives a lot of credit for her maturity and development. Raised locally, she’s worked with animals for most of her life. Her 4-H experience has given her public speaking and leadership skills. “The older members are expected to help the younger members out,” she explains. “The adult leaders oversee everything but we basically take on the mentorship and try and help them as much as we can. Like getting their steers ready at the fair when they are all stressed out.” “It’s easier to have an older member
watching over you. I know because I had a mentor when I was younger too.” 4-H has benefited Brittany through exposing her to the wider world too. She’s been on trips to Kamloops, Langley, a week in Alberta, and another week in Naramata. These trips give the young people the opportunity to take part in exercises and workshops focusing on a variety of topics – from agriculture to personal growth and development. She’s held jobs at the PetroCan in Rock Creek, Springhill Eggs and, of course, on the family farm as a ranch hand. Brittany was involved with student council in Grade 8 and has been a member of Spirit Club for the last two years She said she really enjoyed the Photography 11 class she took last year, but overall her favourite courses were arts, biology and chemistry. The latter two will serve her well as she moves on to future successes at nursing school.

The Regional District of Kootenay Boundary has announced the hiring of Grant Roeland, CGA as the new director of finance for the Regional District of Kootenay Boundary. “Mr. Roeland brings a wealth of experience and knowledge that will undoubtedly benefit the Regional District,” said Chair Larry Gray. “We were lucky to be able to attract a wealth of good candidates, and are very thankful that our number one choice is going to work with us,” said John MacLean, RDKB CAO. Roeland comes to the RDKB from his position as director of finance for the Regional District of Central Kootenay. He has over 20 years of experience working with local government and is a Certified General Accountant. Roeland will start his duties in late March. He is replacing Gerry Gardner, who is retiring after 18 years with the regional district.

Chronicles of Boundary Country from the pages of The Boundary Creek Times Volume II, No.24 – August 21, 1897 ➤ City of Greenwood Incorporation – Letters Patent from Lieutenant Governor, the Honourable Edgar Dewdney, to incorporate the City of Greenwood finally arrived from Victoria. The effective date of incorporation is July 12, 1897. The first city council “shall consist of a Mayor and six Aldermen. The persons qualified to be nominated for and elected Mayor . . . shall be such persons as are male British subjects of the full age of 21 years . . . and who own land or real property in the city of the value of one thousand dollars.” Those qualified to be nominated for and elected Alderman must also be male British subjects of the full age of 21 years but only need to “own land or real property in the city of the value of five hundred dollars.” Persons qualified to vote for Mayor and Alderman at this first election “shall be male British subjects of the full age of 21 years and have resided within the limits of the city for three months . . . All expenses attendant upon the said election shall be borne by the candidates in equal proportion; such expenses shall not exceed in the whole one hundred

Story serves as a gentle reminder From the Back Pew ”Just saying”, by the sometimes irreverent Ed Brouwer. No claims of absolute originality are made for this material. As one man said, “I milk a lot of cows, but I churn my own butter.”
One afternoon a shopper at the local mall felt the need for a coffee break. She bought herself a little bag of cookies and put them in her shopping bag. She then got in line for coffee, found a place to sit at one of the crowded tables, and then taking the lid off her coffee and taking

out a magazine she began to sip her coffee and read. Across the table from her a man sat reading a newspaper. After a minute or two she reached out and took a cookie. As she did, the man seated across the table reached out and took one too. This put her off, but she did not say anything. A few moments later she took another cookie. Once again the man did so too. Now she was getting a bit upset, but still she did not say anything. After having a couple of sips of coffee she once again took another cookie. So did the man. She was really upset by this
– especially since now only one cookie was left. Apparently the man also realized that only one cookie was left. Before she could say anything he took it, broke it in half, offered half to her, and proceeded to eat the other half himself. Then he smiled at her and, putting the paper under his arm, rose and walked off. Was she steamed. Her coffee break ruined, already thinking ahead of how she would tell this offense to her family, she folded her magazine, opened her shopping bag, and there discovered her own unopened bag of cookies. I like that story – it makes me think about how well God treats me even when I am not treating him well or thinking all that kindly about him. It also makes me think about how, sometimes, I do not really appreciate what I have or act like I know where it has come from. It serves as a good reminder to me.
