The public is asking questions, but work continues at the school district offices after the resignation this week of Superintendent Jim Ansell, says school board chair Lynette Kershaw. “Any turnover of staff brings with it a change but we are dealing with it the best we can,” Kershaw said Wednesday. “I’m very confident in the staff we have.” District 69 issued a news release Monday afternoon announcing Ansell’s resignation after The NEWS, responding to a tip, asked for comment Monday morning on what was just a rumour late last week. The release said Ansell was leaving to “pursue other opportunities in his educational career.” Ansell was hired in August, 2011 and his last day will be April 1. Assistant superintendent Rollie Koop is currently the acting superintendent. Kershaw said Wednesday the district will issue another statement later this week or early next, in regards to the timing of the search to replace Ansell. “The superintendent is a pivotal position and we’re looking to fill it as quickly as we can.” The NEWS has heard from members of the public concerned about what’s happening at the district, which will have its third superintendent in two years. “I think the public deserves to know why (aside from the vague reference to other educational opportunities) he is resigning in the middle of the school year,” one person wrote on our Facebook page. “Was there some internal disagreement or problem with his working relationship within the board? If so, I think we should be told. The nature of the disagreements need not be specified, but it is highly unusual for a top administrator to leave in this manner.”

The activity off the beaches on the central Island has slowed, but it’s not over yet, says Department of Fisheries and Oceans scientist Greg Thomas.

“The fishery is ongoing for gill nets but they are nearly done,” Thomas said. “They only have about 200 tons out of their 6,700 tons remaining.” The seine fleet isn’t doing as well, with only just in excess of 4,000 tons caught so far. “The industry has slowed their catch because of problems with capacity to deal with packing and offloading, Thomas said. “There has

Agencies join forces and stop 2,000 vehicles When several police agencies joined forces last Monday to enforce traffic laws near Cathedral Grove, they came up with a bountiful harvest of infractions. Central and North Island RCMP Traffic Service officers were joined by Forestry officers, a Commercial Vehicle Inspector, Industry Canada inspectors as well as members from North Island Integrated Road Safety Unit. The Joint Forces Traffic Operation took place on the busy Alberni Highway and focused on vehicle safety and compliance, and ran from 9:30 a.m. until 3 p.m. During this operation, more than 2,000 vehicles were checked and officers issued more than 50 tickets and warnings. As well, a prohibited driver was taken off the road and there were several logging and transport trucks checked for load and safety defects and secure load. — NEWS Staff

RDN writes province about Little Mountain

The Regional District of Nanaimo has ratified a call to action on Little Mountain. Responding to public outrage over the mound of junked stoves, refrigerators, newspaper boxes and other trash at the foot of the cliff face, directors called on district staff to write a letter to the Ministry of Forests, Lands and Natural Resource Operations asking them to clean up the site and prevent further dumping over the cliff. • A plan to increase public participation at RDN meetings has hit a funding wall. The proposal would have seen $10,000 put aside in the budget to fund electoral area community meetings. However, the measure fell to the budget axe and will not go forward. — NEWS Staff

Henry Chamulak remains unimpressed. After an impassioned plea to Qualicum Beach town council regarding the plan to put a stormwater detention basin just over the back fence of his Trio Lane home, Chamulak was not pleased with a news release issued by the town on Tuesday. The town said Tuesday it was in discussions with the project engineer and contractor to move the basin slightly to the south which would result, according to director of engineering Bob Weir, “in a substantial increase in distance between the basin and nearby resident homes, and aesthetic improvements that would make the basin a more natural and attractive feature.� According to the release, town staff have met twice with the engineer and contractor following Chamulak’s presentation to council Feb. 25. “It is recognized there are circumstances in which the town needs to better engage with neighbouring residents before work begins,� said Luke Sales, director of planning. “We will identify opportunities in the development process — especially related to off-site works and services, as in the present case — to better communicate with residents.� Chamulak said Tuesday he would like to see the town “better engage� with neighbouring residents. He had a visit from Weir Feb. 26, but he says the town has not spoken with him about any the changes referred to in the news release Tuesday, nor has the town

answered his e-mails. “I’m not getting any answers from anybody and it’s getting frustrating,� Chamulak told The NEWS on Tuesday after reading the news release. “They didn’t address a single question that we’ve asked them in the past two weeks.� Chamulak was asked to comment about the news release. “Rhetoric, total rhetoric,� he said. “We want to know how safe it (the basin) is and they (the town) have just ignored everybody. I believe they are trying to cook something up but I don’t know what it is.� Town communications liaison Patricia Huntsman said the town has sent “response cards� to whomever sent e-mails. She also said the town continues to meet with the project engineer and contractor and construction on the new version of the basin could start by the end of next week. Construction of the basin was to be paid for in full by the developer of the neighbouring West Ridge development. As Coun. Dave Willie said at the Feb. 25 meeting, the developer “has done everything we have asked him to do.� Huntsman said it’s too early to say for certain any new version of the basin, with possible landscaping and beautification additions, will end up costing taxpayers. “At this point, the town does not anticipate additional costs,� said Huntsman. According to the news release, the town has also posted a Q&A document for neighbouring residents on its website www.qualicumbeach.com that “further clarifies the technical aspects relating to the stormwater detention basin near Trio Lane.�

s busy as the waters around Parksville Qualicum Beach were this week, the French Creek marina saw more than its share of traffic Tuesday as boats unloaded their bounty of herring. Thousands of tons of the silvery fish were in the holds of dozens of boats, waiting their turn to unload. The fish are packed in icy totes and then shipped to processing plants in the Lower Mainland. They go through an X-ray of sorts when they get to the plants so the males and females can be separated. The males are discarded and the roe extracted from the females. Those eggs are then shipped to Japan, where they are a prized delicacy and used in traditional ceremonies. What’s left of the fish are used for cat food and fertilizers, among other things. Like their salmon cousins when they spawn, the reproduction process takes much of the nutritional value out of the herring, so the millions of fish caught here this week were taken only for their eggs.

He once again raised the fears about attracting rodents and prey animals, increasing noise and odour, decreasing property values and being unsanitary for neighbours. While he didn’t feel the bylaw should pass at all, he said if it does, one solution could be to make people ask all their neighbours for permission.

Director of community planning Blaine Russell later told The NEWS he didn’t believe it was possible to write that into a bylaw, explaining you can’t have people vote on rights. Something is either allowed by a bylaw or not, giving the example that your neighbours can’t decide how fast you can drive. In the past Al Greir is the

only councillor who has spoken against the bylaw. The bylaw will come back to council for third and final reading in the near future. Meanwhile Eric Petersen, manager of Buckerfields, said they have had a fair bit of interest in their small hen coops since the bylaw first came up, but not necessarily an increase in purchases yet.

If you have ever enjoyed a great meal at one of the area’s fine dining establishments, chances are your dish was prepared by a student who honed his/ her skills at the Culinary Institute of Vancouver Island (CIVI) located on the campus at Vancouver Island University (VIU). Over the years, VIU’s culinary program has developed a reputation for being one of the top chef training institutions in Canada and program coordinator and chef instructor Debbie Shore has been part of the successful program for 20 years now. Shore calls Parksville home and she has been commuting to VIU’s Nanaimo campus since 1993 sharing her passion for cooking with hundreds of students. A graduate of the program herself, Shore admitted there are many students the program can brag about. “The day that I started I shook hands with someone who was just graduating and they are now the corporate director for the Middle East Hilton International. We have grads everywhere.” While there is always something great being prepared at the CIVI these days several students are sharpening their cooking and baking skills to prepare for a variety of culinary competitions that will take place over the next few months. With the support of the dedicated Culinary Arts faculty, the students are putting in a lot of overtime hours to perfect recipes and dishes they hope will lead to success at the various competitions.

Celebrate Women’s Day The Canadian Federation of University Women Parksville/ Qualicum (CFUWPQ) is holding an International Women’s Day celebration on Sunday March 10. This group focuses on the pursuit of knowledge by giving out scholarships to female high school graduates, and bursaries to women resuming their education. Each year, they offer two Return to School for Women bursaries, three CFUWPQ memorial awards, the James Craig Reid Memorial Scholarship, a postgraduate schol-

arship, and three scholarships for high school graduates. The CFUW has about 10,000 members nationally, and about 80 members in Oceanside. They raise the money for their scholarships and bursaries by holding an annual used book sale, and a silent auction. The Women’s Day celebration will take place at 2 p.m. at the Parksville Community Centre Fireside room, and includes a screening of the NFB film Status Quo and a panel discussion following. — by Hayley Charnock

The political dance card is starting to fill in the Alberni-Pacific Rim constituency with the announcement this week that Errington resident Enid Mary Sangster-Kelly plans to run for the B.C. Conservatives. Born in Lancashire, England, Sangster-Kelly emigrated to Canada in the 1970s and soon became a Canadian citizen. She initially made her home in Alberta, working with Alberta Health Care and the Workers’ Compensation Board. In 1994, after marriage and the arrival of three children, she and her young family moved to British Columbia. A born-entrepreneur, Sangster-Kelly has coowned and operated a small enterprise, Blooming Lovely Landscape Services, since moving to B.C. She has also worked as a special events decorator and a children’s entertainer, and authored a weekly, humour column for the Morning Star. When asked why she decided to throw her hat into the electoral ring, she likened the political situation in the province to a banquet she once attended. “We were served pickled herring to start and akvavit to drink,” she said. “I took a taste of the herring and really didn’t like it, so I took a swig of the akvavit to get the taste out of my mouth. It was horrible. I was going back and forth. This is exactly what we are seeing with the Liberals and the NDP.” “I would have asked to please have a long, cold drink of water,” she said. “What we need in B.C. is a long, cold drink of water to clear the palate.” Sangster-Kelly is married to Brian, her husband of 30 years, and together they have three adult children. She joins incumbent Scott Fraser of the NDP in the race.

The fishing life

is name is Junior, and he’s a fisherman. On Tuesday, with 80 tons of herring in the hold of the Southern Ridge waiting to be offloaded at French Creek Seafoods, Junior spoke about his life on the

seas. He’s from Parksville, and apart from this busy week in the waters close to his home, he is away nine months of the year, chasing tuna in the South Pacific or species closer to B.C. Junior says it’s exciting and he loves it. He has hours of stories, including one about the time he went to sea with the captain, got to the red-hot hake fishing grounds and then realized the rest of the crew wasn’t sleeping in the boat like they thought but still in the bar on shore. It was a little scary and frantic doing all of the crew duties, and he wouldn’t want to do it again from a safety perspective, but his pay cheque was big from that day of work. But, and there’s always a but: “missing the kids when they are young is a tough one, but hey, it puts dinner on the table.” Not like it used to. Qualicum Beach Mayor Teunis Westbroek — who took time out of his day to lead us around French Creek on Tuesday, for which we are grateful — fished herring for a couple of decades starting in the 1970s, and there were years when two days on the seas netted a crew share of more than $50,000/ person. But that was when they were getting more than $3,000/ton for herring. Junior remembers those big paydays too, but he figures he will get about $8,000 as his crew share for his two days at sea this week, with the herring fetching about $300/ton. That might sound like a lot of money for two days of work, but it’s hard work, dangerous work, and he has to be ready at the drop of a hat for the opening of the season, which can mean days or weeks of downtime — hurry up and wait. Junior will be moving along now, away from his home and the local herring fishery, perhaps to chase tuna in some warm waters, or pollock in frigid climates. He will fight weather, gear, quotas, competition, regulation, falling prices, weariness and the longing to see his family. Fishing is a hard life. — Editorial by John Harding

Letters The kids jusT played Re: ‘Unexplained soccer league shakeup,’ The NEWS, March 5. I had the pleasure of coaching my HCFC U11 boys soccer team in a tournament this past weekend in Parksville. Organized by the Oceanside Youth Soccer Club, our boys played some excellent games. It was amazing how the referee put the ball on the centre mark and a bunch of kids simply went out and played the “beautiful game.” Our children did not gather around the centre circle, discuss “philosophical differences” then decide not to play. They just played. They did not discuss how Oceanside might train differently than HCFC and then decide not to play. They just played. parTy comes firsT As soon as a candidate becomes a member of a political party, their individuality and the rights and concerns of their constituents ends. The party’s agenda comes first, the party’s survival second and the people last and it’s not just me saying this. It’s the MPs themselves, well, the ones on the back bench, whose hair has turned grey after just one year in government through banging their heads against the wall trying to fight the system. In fact, more time and energy is spent by these political parties arguing amongst themselves than there is on governing the country. We need to throw out the party system

completely and go back to independent representation. And the only thing stopping that is the money a candidate has to come up with to run, and it’s been engendered that way, to keep the good guys out. What we need is to curtail spending on government expenses and perks and use that money to fund elections. Then elected candidates, as independents, could vote as their constituents want them to.

Why we allow this exploitation of a keystone aquatic species boggles the mind. To hear the talking heads from DFO reassure us all is well, surely cannot be taken seriously. This organization has a sad history of miscalculating and estimating of stocks in the past. The decision to allow the commercial fishing of herring is more based on politics the sound science. Ask any long-time fisherman of the area, and they will tell you not only are the stocks a fraction of what they were, also the size of the herring themselves. The residents of this island see little in the way of economic gain from this short fishery of a public resource. Sport fishing nets the provincial economy more than commercial and salmon farming combined. Give the stocks a chance to recover so we can all benefit. No food, no fish.

Cummins is the man Adrian Dix said he knows John Cummins. Then he would also know that John Cummins has no ties to the federal Conservatives. I would say he learned a lot of what to do and what not to do while he working as a federal MP and now his main focus is to bring good government to British Columbia. He loves this province and has the knowhow to lead us back to prosperity. As I said in a previous letter, I have lived in B.C. for 34 years and out of that period of time we have had 23 years of poor government under the other two parties. So please think long and hard before placing your X. I have had a lot of people tell me the Conservatives are going split the vote and the NDP will win. i told you so I don’t enjoy saying I told you so, but the mismanagement of the Oceanside Health Centre was telegraphed a long time before it got here. We’ve seen everything from local doctors refusing to sign on, a total lack of consultation with local service providers such as the X-ray clinic and the local lab, not to mention the local citizens. Then, we had a raid on the local taxpayers to help fund it and now a second whine for more money. I had looked forward to ending my days in a local community hospital where staff knew me and my family could visit me without burning tons of carbon, but it was not to be. Cut out the hysteria I have read so many positive and negative claims about the impact of smart meters, for example, that BC Hydro even knows when we are taking a shower (as distinct from running the washing machine), that I am left confused about their veracity. There’s more to it than writing When Maria Yerema published her first book, the experience turned out to be an eye-opener. The Parksville author wants to use that experience to help other new authors navigate what can be a treacherous and intricate path through the shoals of the publishing world. “When I wrote No Longer Alone: 365 Loving Suggestions on How to Recover from Depression, I self-published the book, and that has been a large and interesting learning curve,” she said. “Writing and getting it published was the easy part. Marketing it is stretching my comfort zone.” She said the book publishing model has changed dramatically in the last few years. “What I learned is that even if you could find a publisher, as a first time author, you are still responsible for your own marketing,” she said.

“Because you can contract out the things that a publisher does, such as cover design, editing and so on, I thought I might as well do it myself.” Yerema wants to share what she learned about the publishing world in what she’s calling a mastermind group, for writers who have a book and want to market it. “It is not a writing group, but rather a marketing group for writers that already have a book,” she said. “There seem to be many of us out there. My idea is that a group of four to six people meet once every two weeks to set goals, brainstorm about marketing ideas and share marketing results.” The group, she said, will kick off on Monday, March 11 at Step Above in Qualicum Beach, starting at 7 p.m. — NEWS Staff

ongtime fisherman Bob Burkosky found himself on the beach, looking out as the herring fleet scooped up silvery gold off area beaches this week. The skipper of the B.C. Maid II has spent his share of time on a herring skiff, but right now he’s waiting for the lingcod opening, slated for April 1. He knows what’s going on off the beach though. “We would go around and see the first traces of spawn and then we would look for where it was a little deeper, out probably 100 yards, and we would look to see if there were more fish laying out there,” he said. “If you could find a situation like that, on the next day or next tide, you would often have a really big spawn.” However, even if the crew does everything exactly right and they pull in a netful, there can be a downside. “If we got the net in front of a huge school that was about to spawn, there were times we sunk the skiff before we could get the net shaken out and back,” he said. “It could be dangerous, but it usually wasn’t because there were so many other fishermen buzzing around who could pick them up.” Qualicum Beach Mayor Teunis Westbroek is another who was forced to stay on the beach and watch the boats race to catch their quota offshore. Westbroek said he felt a pang of wistful regret. “I saw my old crew off Judge’s Row through binoculars and I saw they weren’t pulling in many fish, so I called them and told them

• The MLA for the Alberni-Pacific Rim constituency dipped his toe into federal policy when he rose in the legislature to call on the federal government to change course in its plan to close Coast Guard stations. “Most people have heard of the dangerous and unsupportable decision made by the federal government to close the Kitsilano Coast Guard station,” Fraser said. “British Columbians are about to face another hit to marine safety. The marine communication and traffic services strategically located in Comox and Ucluelet are slated for closure next week.” Fraser said this is a bad idea. “These centers monitor for distress signals from vessels, everything from pleasure craft to tour boats to fully laden tankers and freighters,” he said. “They are like a marine 911 service and air traffic control service on the water. They provide vital safety and weather information, and the operators know their regions intimately. The Coast Guard’s marine communication and traffic services are the eyes and ears of the coast.” Notice of Public Open House Session

middle age is the deterioration of my singing voice. Sure I think I’m a young Paul McCartney when I’m crooning in the shower, but I sound uncannily like Grampa Simpson everywhere else. Which just goes to show what kind-hearted folks go to my church. They still applaud me even though I sound like a rototiller unearthing a dead skunk. When I was a teenage rock singer, young girls would ask for my autograph. Now I sing at care homes and older girls ask for their walkers. The polite ones just remove their hearing aids. When I was a teen I could memorize anything I read. I could learn Bible passages in mere minutes. Now I’m lucky I still remember that John 3:16 is in the New Testament. If you’re wondering about your own memory, I invite you to try to recite the Lord’s Prayer by heart. You’ll find it in Matthew 6: 9-13. And, yes, I had to Google it. In the end, it’s all about making the best of life. Since love is lovelier the second time around, I’ve made a long list of changes to attract the fairer sex. The highlights include losing weight, taking singing lessons and suddenly becoming breathtakingly handsome. Okay, no one said it would be easy. Nevertheless, a new and improved me is just around the corner! At least it will be if I can only remember where I put my list.

Doris Day once said, “The only problem with middle age is that it ends.” Doris had a point. Age sneaks up on you. Even though I still think of myself as 25, the brutal truth is that I’m more than twice that now. And to be frank, middle age has not been kind! When I was a teenager I was so skinny that if I stood sideways on the beach and stuck out my By ray Smit tongue I looked like a zipper. Once, playing tennis, my girlfriend stared at my pale skin and huge shock of blonde hair and giggled, “You look like a giant Q-Tip!” So what happened to my weight? To be fair, many people develop muffin tops in middle age. But not me. Mine is actually more of an umbrella top. Sadly, my loose 32-inch jeans have been replaced with extremely snug 38s. They cut off my circulation but I’m too vain to buy 40s. So I guess it’s a judgment on me that I’ve begun walking like the Tin Man in the Wizard of Oz. “Oil can! Oil can!” Another sure sign of aging is crow’s feet. These days I’ve got more wrinkles than the old plum I forgot at the back of the fridge. The other night I fell asleep on my stomach and awoke to find creases on my chest. I looked like I’d been crisscrossed by wagon ruts. Not exactly the rugged cowboy look I was going for. Doreen Shoesmith of Qualicum Beach said she was quite surprised at 5 a.m. Feb. 15 when she looked out of her window and saw a UFO. Shoesmith lives on Willow Road and from her south-facing bedroom she was able to look out over Dogwood Road to see a strange flickering light four houses down. “It came up over from the sea, from the shoreline up over Dogwood” said Shoesmith. After attempting to describe the strange phenomenon, Shoe-

smith recounted what she described as the strangest part of the encounter. “It didn’t do it very often, maybe three times in the whole time I was watching. It lit the sky up as if it was daylight, just in the area that it was in… then it went off again.” Shoesmith said she watched the lights for about 15 minutes before they went behind a cluster of trees and were mostly blocked from her view. “It was unexplainable, really” she said of her bizarre experience. Ken Tapping, an astronomer with the national research council, thinks he might have an

idea of what it may have been. After checking his star map program, he determined that there were no unusually bright stars in the area at that time. Tapping discarded the idea that the light could have been a meteor or a fireball when told that Shoesmith watched it for about 15 minutes before it went behind a cluster of trees. “Another possibility,” said Tapping, “is a thing called an iridium flare.” “Satellites [in orbit] have got four antennas on them, and these antennas are extremely reflective, so they’re like mirrors. When the

satellite gets into the right position, essentially what they do is they reflect the sunlight from the sun right down into your eyes. What you see is a faint object that gradually gets brighter and brighter, and when it’s incredibly bright and you think it can’t get any brighter, it continues to brighten until it’s utterly amazing.” “That actually seems be the sort of thing that fits the bill,” Tapping continued. “If this lady was really, really well located for a good iridium flare, a slowly-moving light that will become incredibly bright, then fade away to nothing.”

Local artist Dan Gray’s work is currently hanging in an exhibit in New York City, and to coincide with opening night of that exhibit he’ll be holding an opening celebration in his loft in the woods of Errington March 9. The group is called Landscape Artists International (LAI), of which Gray is a founder, and they are spread around the world in places like Rio de Janeiro, Scotland and Hawaii. Joining that group of artists at their Manhattan show is another called International Plein Air Painters, which Gray has also worked with in the past. Gray said although he’s thrilled to be doing a show in NYC, he knows this isn’t “it.” “It’s all baby steps that add up in your art careers,” he said, “but I'm excited about it.” To support the traveling exhibition, which will move on to Pennsylvania and pos-

sibly Milan, LAI has recently published a coffee table book called Far and Near Horizons, filled with their artwork. Gray has the cover painting (voted on by members in the group), a scene of Qualicum Beach by the Brant Viewing station. He also has pieces painted from San Pariel, Rathtrevor and Nanoose Bay in the book. “My thought is that Oceanside gets the benefits of artists not only painting here… and then now these pieces are moving out into the world and it shows Oceanside at its best,” he said. “It’s great advertising.” The show in NYC runs to March 23, with opening night this Saturday, and at Gray’s opening in Errington on the same day he will show a collection of his big city pastels, along with recent works including the piece from the book cover. The celebration happens from 1 to 6 p.m. in Gray’s loft at 1300 Grafton Ave. For more information visit www.dfgray.com.

The McMillan Arts Centre will see more performing arts events in the near future, said new president of the Oceanside Community Arts Council (OCAC), Chris Raines. “The new board has a lot of energy and we are focused on becoming a true community-based activity centre,” he said. The OCAC will continue to support the visual arts and will endeavour to increase

activities in the building in the evenings, Raines said, in an effort to remain financially independent. The group has proposed an upcoming street festival and are currently looking at partnering with Vancouver Island University’s Elder College. The OCAC will also aim to make use of different facilities around the centre’s mandated area, from Nanoose Bay to Bowser. For more on the MAC visit www.mcmillanartscentre.com.

Finding art in produce Local artist gets inspired at the grocery store LISSA ALEXANDER reporter@pqbnews.com

Some artists gaze out to sea for inspiration, others find their subject matter in their gardens, but local artist Deborah Daffé hits the local produce sections. “The idea just came to me: I’m going to go to the Safeway, the closest grocery store, to the produce department. And I just wandered around picking up all kinds of different vegetables,” she said. This was about 15 years ago when she lived in Calgary and wanted to paint a basket of vegetables to hang in her new home. Today she continues her tours of local produce sections, picking out unusual shaped fruits and vegetables that produce nice shadows to use as her models. Daffé’s still life work is currently hanging for sale at the Gallery @ Qualicum Art Supply. Daffé was born in Edmonton and has spent most of her life in Calgary. She’s been painting since she was a child and throughout her time in school won a slew of competitions for her work. She won scholarships to attend art classes at local galleries, often the only youth in the room, and that has been the extent of her art training.

Daffé worked with watercolours at a young age, switched to oils, and settled on acrylics in her teens. Over the years Daffé has done a lot of commission work on the side, while working regular hours at other jobs, but today she paints full time. Beyond painting deep purple eggplants, shiny red apples and less-than-perfect pears, Daffé paints landscapes, and said she enjoys painting children. “[Children] are like a blank canvas, they are innocent little creatures and they are all beautiful.” Daffé moved to the area in 2011 and upon entering her first show with the local Federation of Canadian artists chapter, won an award of excellence. She has since won another award in a local FCA juried show and one at an FCA show in Vancouver. She also painted a semi-abstract beach scene of kids playing Qualicum Beach which was selected for permanent display at Nanaimo Regional Hospital’s emergency department. Besides The Gallery @ Qualicum Art Supply, Daffé’s work can be seen at The Qualicum Beach Coastal Community Credit Union and The Old School House Arts Centre.

Regional Library Capital Financing Service Loan Authorization Bylaw No. 1673 and Indebtedness Agreement NOTICE IS HEREBY GIVEN that the Board of the Regional District of Nanaimo (RDN) intends to adopt “Regional Library Capital Financing Service Loan Authorization Bylaw No. 1673, 2013” (“Bylaw No. 1673”) to authorize the RDN to borrow up to $9.5 millon and to enter into an Indebtedness Agreement with the Vancouver Island Regional Library (VIRL), for the purpose of lending $9.5 million to the VIRL, to enable the VIRL to purchase the Downtown Harbourfront Library building located at 90 Commercial Street in Nanaimo, BC (Air Space Parcel 1, Section 1, Nanaimo District, Air Space Plan VIP65336) (the “Property”), with such debt to be repaid within 25 years from the date of issue of the debenture. The Indebtedness Agreement commits VIRL to register a mortgage as security on the Property and requires VIRL to pay all costs associated with the debt and obtaining elector approval. The term of the Indebtedness Agreement will be a maximum of 25 years. FURTHER NOTICE IS HEREBY GIVEN that the RDN may proceed with the adoption of Bylaw No. 1673 and approval of the Indebtedness Agreement unless by the deadline, Elector Response Forms are certified by the Corporate Officer as having been signed by at least 10% of the eligible electors for the RDN. Non-resident property elector: • not entitled to register as a resident elector in the Regional District of Nanaimo; • age 18 or older; • a Canadian citizen; • a resident of British Columbia for at least 6 months immediately before signing the Elector Response Form; • a registered owner of real property in the Regional District of Nanaimo for at least 30 days before signing the Elector Response Form; • the only persons who are registered owners of the real property, either as joint tenants or tenants in common, are individuals who are not holding the property in trust for a corporation or another trust; • not disqualified by any enactment from voting in an election or otherwise disqualified by law; • if there is more than one registered owner of the property (either as joint tenants or tenants in common), only one of those individuals, with the written consent of the majority of the owners, may register as a non-resident property elector; and • a person may only register as a non-resident property elector in relation to one parcel of real property in a jurisdiction. Note: No corporation is entitled to be registered as an elector or have a representative registered as an elector and no corporation is entitled to vote. For the purpose of conducting this elector response opportunity, the number of eligible electors is determined to be 112,533. If less than 10% (11,253) of the electors in Electoral Areas A, B, C, E, F, G, H, the City of Nanaimo, the City of Parksville, the District of Lantzville and the Town of Qualicum Beach sign and submit an Elector Response Form to the Regional District of Nanaimo, the RDN may proceed to adopt Bylaw No. 1673 and enter into the Indebtedness Agreement. If 11,253 or more electors return signed Elector Response Forms by the deadline, the Bylaw cannot be adopted without obtaining the assent of the electors (referendum). Spreading inner peace Speaker to help others achieve balance, contentment

A national speaker with Inner Peace Movement Canada will aim to help others learn to trust themselves and create the kind of life they want March 12 at the Quality Resort Bayside in Parksville. Gwen McGregor believes everyone has the inner resources to draw from to handle the stress and worry that comes with change which is a natural part of life. In her seminars she discusses the nature of the soul and eternal life, levels of awareness, life purpose and achieving balance, the seven year cycles of life and the four gifts of perception. The talks happens Tuesday, March 12 at 1 p.m. and 7:30 p.m., and both run 1.5 hours and admission is $16 at the door. In a busy nursing career, McGregor was drawn to her first talk because she had lost her sense of fun and enthusiasm. Working with the different tools and techniques of IPM she found healing which in turn she wanted to help others do the same. She maintains everyone has guardian angels that help with having fun and give reassurance to buoy people’s spirits when needed, often through the feeling of chills on the physical body. Thomas William Mounsey April 6, 1929 – March 2, 2013

Bill passed away peacefully on March 2, 2013 after a short illness. He was a native Cumbrian, and lived in Bampton, Cumbria until he joined the Royal Air Force at age 17. Married to the love of his life, Myra Mounsey, in 1956, he went on to have 2 daughters, and one son (Valerie, Susan, and Andrew). There are 6 grandchildren (Jemma, Connor, Ellen, Alex, Nina and Vivienne). After leaving the RAF, Bill started working in sales, and worked hard to achieve success, joining the agricultural business in 1965. He never stopped learning and loved both agriculture and horticulture working in that business until his retirement in 1996. His love of the outdoors, and especially of his beloved Lake District, was unsurpassed. Bill always put his family first, by his actions, his words, his kindness, and his sage advice. He was very close to his sister Emma, whom he had spent much time with during their childhood. Emma passed away in 1998, and she is missed dearly by all. Myra and Bill always travelled, shopped, went on holiday, dreamed, lived and loved together. They were as one. The entire family can’t imagine having more loving and caring parents and grandparents. God blessed us with you, and called you back to him when your time on Earth was done. You are forever a part of us, and whenever we see a beautiful garden, you will be right by our side. Her favourite holidays were canoe trips; Betty especially loved Killarney Park. Wanderlust took the family to Fort Churchill MB in 1972, Williams Lake BC in 1974, and Prince Rupert in 1985. Betty worked mainly in education in many locations including what is now Nunavut. Interests included the Williams Lake Players’ Club theatre group, various naturalist groups, and exploring the Cariboo-Chilcotin. In retirement to Qualicum Beach in 1989, Betty was active in C.O.P.S., Arrowsmith Naturalists and the Brown Property Preservation Society. She was a founding member of Streamkeepers and the Parkinson’s support group. Gisela and Andy Pope and Lynn and Pete Tomlinson were steadfast friends, unwavering in their kindness and support. Susan Morgan Davis It is with great sadness we announce the passing of Susan Morgan Davis our beloved mother, grandmother, sister, aunt and friend. Sue was truly loved by all. Mom was the most loving, thoughtful, nurturing and caring mother that anyone could ever hope for. Mom will be forever missed by her loving children, John (Debbie), Bruce (Robyn), Lynn (Ken), Wayne (Yumi)and grandchildren, Amy, Jenna, Samantha and Noah. The playing field may be changing for mid-Island soccer teams, but that mattered little to the 500 or so players who took to the pitches in Parksville last weekend for OYSS league’s annual U11 and U12 boys and girls year-end tournament. Oceanside had five teams in the mix in all, and the spirit of fun and team play was front and centre. “We had 40 teams and 45 games on Saturday in the playdowns, and on Sunday we had 18 games in the playoffs,” Oceanside Youth Soccer’s administrator Mike Cochrane said after the final whistle. “It went good, this may be the last time we see Nanaimo in it,” he lamented, referring to Tuesday’s story’s detailing Harbour City Football Club’s controversial decision to pull out of the OYSS league. “I’ve been talking to a lot of parents from Nanaimo and they don’t agree with the decision at all.” The OYSS league includes Mid-Isle (Ladysmith), HCFC (Nanaimo), Gabriola, and Oceanside. “This tournament goes back as far as I can remember,” said Cohrane. “My oldest played in it back in ‘89, but it’s been going on in some form for 40 years if not longer.” Asked his take on the toureny, Oceanside U12 Girls’ coach Warren Cudney said “our team played extremely well and had a fantastic tournament. The girls all raised their game, and I thought they showed great sportsmanship under the conditions. They didn’t let the pending uncertainty take away from the enjoyment.” Further to Tuesday’s story on the HCFC situation, OYSS president Dave Reynolds said then “it’s awful. It really is, I mean you saw a lot of kids playing up there this weekend. We need to put pressure on the Nanaimo board to reverse the decision. We just finished the season today,” he told The NEWS Sunday when asked if they’ve started looking at other possibilities for next year, “and we don’t even know if they’ll get (the decision) through their AGM in May, so until we’ve explored every possible avenue we’re not even considering any other options right now.”

Oceanside’s Save-On-Foods Generals officially capped off its 2012/2013 season Monday night with its annual year-end awards banquet at the Quality Resort Bayside Inn. Red rocket Michael Fretz took home the hardware as the team’s scoring leader with 34 goals and 12 assists for 46 points in 43 games played, and was also named Rookie of the Year. Homegrown forward Travis Flug was named Fan Favourite, and QB D-man Liam Peel Most Improved. Forward Cole Schneider was named Playoff MVP, and defensive stalwart and captain Joe Chase and forward Cam McCarrick shared the coveted Coach’s MVP award. His playing days may be behind him, but former Ballenas Whaler football standout Justin Andrushko has taken the ball and is running with it where high performance training is concerned. A blue chip running back for Ballenas Secondary School, Andrushko, who turns 25 the end of the month, played his final campaign for the blue and white in 2005 and graduated from BSS in 2006. This Saturday he will host his first-ever ATP High Performance Camp for young athletes of all sports aged 12-19 on the field at BSS. No stranger to training during his days with the Whalers, Andrushko set provincial record for rushing yards in one game at 441 (to go along with six touchdowns) in 2005 — that record stood until last year, and remains a Whalers’ record. He also still holds the varsity Whalers’ record for most rushing touchdowns in a season at 31, and most rushing yards for a season at 2,384. Going into the CFL’s 2010 prospect draft he was ranked the 10 best running back in the draft by TSN. After graduating from BSS he did two years at the University of Waterloo, then returned home to BC for two years at UBC where he closed out his playing career in 2011, and is now attending VIU and due to graduate with his BA in physical education next year. “I’ve always had a passion for performance, even when I was a player I always trained hard,” he said this week, explaining how last summer he did some speed training with some local young football players “and that’s how it all started. It’s great,” he said. Shortly after that camp he created ATP (short for Andrushko Training Program). This Saturday he will host his biggest camp to date (32 young athletes from Oceanside and Nanaimo had signed up as of Wednesday) on the field behind BSS, and worth noting he says, is that it’s not just football players that will benefit. “It’s for all sports,” he said of the camp which will cover topics such as speed training, agility training, strength training, and warm-up and cool-down. “I just want to give young athletes the opportunity to learn how to train properly.

Mount Washington Nordic area to host Teck Coast Cup this weekend The Strathcona Nordic Ski Club is ready to host the Teck Coast Cup finale races in the Mount Washington Nordic area March 9 and 10. They are expecting a good turn out of cross-country ski racers from Vancouver Island and other coastal areas like Pemberton, Whistler, Squamish and the Lower Mainland. “We are expecting lots of exciting racing action at the Coast Cup races. There will be a large field of skiers, covering a wide age range as well, racers will range in age from about five to 75 — with all ages in between.” said an organizer. In Sunday’s final against the Oceanside Dynamite, who were seeded #2 based on regular season standings, the two teams played to a scoreless tie through regulation time; both teams hit the post in the shootout, and Molly made good on another winner in extras for the Impact. “Very well played game; great sportsmanship between the two teams,” said MacKay, adding “it was a very tight game — it could have gone either way. The defence on both teams was really good.” Indeed — the Impact defence didn’t give up a goal in three games. Impact keeper Randi Joyce was sharp to earn the three shutouts. Also earning props from their coach for their efforts on the pitch were Jenna Auring-

er, who played her final games for Oceanside, along with Chloe Pezel, Emma Patterson, Tess Slamen, Sierra Fraser, Cassie Child, Emma Orrick, Hailey Robinson, Katja Pescke, Savannah Campbell and Baileigh Wikeruk. Unable to make the tournament but part of the team were Maria Milligan and Lauren Muir. “Probably one of the nicest group of girls I’ve ever coached,” said coach MacKay. “They were dedicated, they came out to practice in the pouring rain, in the cold. “This is a young team,” he said, pointing out “we only have three 18-year-olds and we finished last in the league, but this is a group of girls that just won’t quit. My favourite word for this team is ‘tenacious’, and of course I’m very proud of the team — it was quite an upset.”
