Decisions on what amenities should be added to the blank canvas of asphalt at the east end of Westminster Pier Park (WPP) can’t be made until a structural assessment of the wharf is completed. While that won’t be available until the end of April, according to the city, the parks and recreation

department would still like to have something up by the summer. “We were hoping to have some design plans worked out and back before the community in the spring, and begin to roll some of those things out sometime this summer,” said assistant parks director Jennifer Wilson. When WPP was built, a great deal of work was required to strengthen the structure that is rooted in the Fraser River. It is expected to last 75 years. The east end, however, has a structural life expectancy of 25 years.

The full assessment, which is currently at the request for proposal stage, will help the city determine what can be placed there on an interim basis, how much the wharf will need to be strengthened to accommodate some transitional activity, how much it would cost and how much funding would be available for some longer-term visions for the site. “Once we have that piece of information then the next step is to obtain a design based on the community suggestions we received in the fall,” said Wilson.

That process identified a wish list of group sports, activities and social gathering places. “It’s such a great spot in terms of that whole connection to Westminster Pier Park and being on the waterfront. Although it was supposed to submit a preliminary balanced budget by the end of February, the New Westminster board of education approved one with a $213,000 shortfall Thursday. Trustee MaryAnn Mortensen said she went to the board of education meeting expecting to discuss options to finally balance the budget after whittling it down from an anticipated deficit of $2.2 million for 2012-13 revealed in the fall. But assistant superintendent Al Balaniuk, who has been put in charge of the budget with secretary-treasurer Brian Sommerfeldt on sick leave, told the board the Ministry of Education is understanding of New Westminster’s predicament. Mortensen said it appears Victoria will be satisfied as long as the deficit is eliminated by the end of the school year, June 30. Film to premiere at New West theatre Independent film Ferocious stars Kim Coates of Sons of Anarchy fame Grant Granger

A movie premiere in New Westminster on Thursday will be a landmark of sorts in more ways than one. Ferocious is an independent Canadian film being shown in Landmark theatres across the country. Usually indie films are relegated to obscure single-screen theatres, and the existence of those are dwindling quickly. That’s why veteran Canadian actor Kim Coates, one of the stars of Ferocious, is happy to see the ‘landmark’ treatment it is getting by the chain. “It’s a tougher market now to sell these movies. These kinds of movies in America and Canada, they don’t get distribution that often, so when they can get a deal like it is with Landmark … it is a very big deal and it’s something we should all be aware of,” said Coates in an interview from his Los Angeles home. “There are still a lot of people out there who want to see good films that aren’t these megalomaniac, big budget [films].”

Coates and producer Carolyn McMaster will be at the film’s opening Thursday for a questionand-answer session before the movie begins at 7 p.m., at the cinemas based at The Shops at New Westminster Station mall. While the distribution of Ferocious is good news for Coates, the latest moves by provinces such as British Columbia and Saskatchewan to pull back tax incentives to movie producers are not. She did my laundry and did my meals, I loved her for that,” said Coates. The only downside was it was shot during the winter in an unheated abandoned nightclub when it was minus-25 outside. “I would have liked to have had the information to discuss that,” said Mortensen. “We’re one man down, and Al’s doing a pretty good job of bringing that information forward … [but] we were looking for this information months back. “It’s not going to be pleasant for anyone. Sitting at these meetings as a parent of two kids in the schools and as a trustee it’s really hard to get this information and absorb it and realize what impact it’s going to have. It’s going to hurt everywhere. The senior management team has been working on deficit reduction options they

will believe will have the least impact in the classroom and we’ll work from there.” Balaniuk’s operating budget actually had a $5,000 surplus but it’s still short $218,000 on the capital side. “It’s a moving target. There are ups and downs,” said board chair Michael Ewen. “There are some variances we have picked up that we have to verify. We’re working with the ministry and we’re working toward a balanced budget this year. There isn’t any guarantee of getting [to a balanced budget]. We’re hoping and we’re aiming for that.” Ewen said the province indicated New

Westminster would receive additional holdback funds from the education ministry, which normally happens by the end of February each year. “Today’s not February and we didn’t get it,” said Ewen on Friday. “My biggest concern is the variations in the operating (budget) and also the problems for next year.” The board has yet to find ways to repay an accumulated $2.8-million deficit from 2011-12, and to ensure procedural changes in its financial operations are in place to balance future budgets. “We anticipate a deficit of $2 million

for next year, and that doesn’t include cost pressures,” said Ewen. Those could include such costs as carbon tax, the PST, and salary bumps for teachers who improve their education, he noted. “We could be looking at cutting $3 million and the government has made it clear there is no additional money.” Ewen said he’s heard from trustees in other districts that their costs have risen because flu outbreaks amongst teachers has meant higher costs for bringing in substitutes.

A provincial election candidates interactive forum on environmental issues is being organized by the New Westminster Environmental Partners (NWEP). Local officers join emergency squad Two New Westminster police officers have been added to the RCMP Lower Mainland’s emergency response team. In January, the NWPD signed up for the squad’s services after the Municipal Integrated Emergency Response Team, operated by the Abbotsford, Delta, Port Moody and New West municipal police departments, was disbanded. As part of the department’s contribution, two New Westminster officers who had been working with MIERT were trained to become part of the RCMP ERT team. They will be based out of New West, but work with the team across the district, which includes 13 RCMP detachments, when required. Previously, New Westminster was paying about $400,000 a year for MIERT while the RCMP service will cost just over $300,000, Chief Cst. Dave Jones said in January.

Spencer top New West school in annual rankings Grant Granger

After a year’s absence from the top spot amongst New Westminster elementary schools in the Fraser Institute’s annual report card, Herbert Spencer is again No. 1. In its report released Monday, Spencer had an overall rating of 7.3 out of 10 based on standardized Fundamental Skills Assessment testing done on Grade 4 and Grade 7 students throughout the province in 2011-12. That put Spencer at 193 out of 853 schools included in the report. In the 2010-11 rankings released in February 2012, Spencer was rated at 6.8 which was 262nd in the province. That ended a four-year reign for the Queen’s Park school as tops in New West because it fell behind Richard McBride, which had a rating of 7.5 in 2011 and a ranking of 170 in B.C. This year, the Sapperton school’s rating was 6.9 and provincial ranking 252. The report noted an upward trend in Grade 7 numeracy for

Spencer students, although those kids would have moved on to Glenbrook middle school by the time they took those tests. Lord Tweedsmuir’s rankings growth was even stronger than Spencer’s, going from a rating of 5.1 to 6.2, and jumping its ranking from 577 the previous year to 363 this time around. The West End school also experienced an upward trend in Grade 4 numeracy. Conversely, Queen Elizabeth went from a rating of 6.1 to 4.7, putting it 647th in the province after being 577th in 2011. Lord Kelvin also dropped going from a 5.3 rating to 3.6, giving it a ranking of 773 compared to 538 the year before. John Robson and F.W. Howay both experienced big decreases in last year’s report but were not included this year. Robson had gone from a 6.7 rating and a 281 ranking in 2010 to 3.7 and 781 in 2011. Two years ago, Howay was right up there with Spencer in New West with a 6.9 rating and ranking of 237, but dropped to 5.1 and 577 in last year’s rankings.

Like last year, Connaught Heights and Hume Park were also not included. The report excludes those schools which had fewer than 15 students enrolled in grades 4 or 7 in 2011-2012 and those which “did not generate a sufficiently large set of student data to enable the calculation” of an overall rating. Of the five in the report, Queen Elizabeth had by far the largest percentage of ESL students at 45.9, followed by Kelvin (21.9), Tweedsmuir (11.6), McBride (10.7) and Spencer (7.4). Special needs students made up 9.6 per cent of the students at Kelvin with 8.1 at Spencer, 6.5 at Tweedsmuir, 3.6 at McBride and 3.3 at Queen Elizabeth. Province-wide 12 schools tied for first with 10 points. They were all independents with the exception of West Bay elementary in West Van. It seems job security is not one of the benefits that comes from working for Premier Christy Clark. On Monday, British Columbia’s multicultural minister John Yap stepped aside after a document proposing a series of initiatives to win the favour of ethnic voters in the run-up to May’s provincial election was leaked late last week. Over the weekend the premier’s deputy chief of staff, Kim Haakstad, was the first to take the fall for the memo. Haakstad, whose name had the misfortune of appearing atop the controversial memo as its author, has been a part of premier’s inner circle of advisors and confidants since June, 2001, when she served as Clark’s executive assistant. It’s hard to believe Haakstad would issue any memo without the full knowledge and consultation of her boss. Of course wooing specific interests isn’t a new election strategy. Heck, it’s pretty much what every election campaign is about. But for a government that can’t seem to get out of its own way as it stumbles toward a spring campaign as the underdog, the 17-page document that outlines ways to win favour with ethnic communities offends on two fronts—by using non-political government resources and information for political purposes, and by patronizing ethnic groups. It’s true these strategies are no doubt discussed in caucus and campaign strategy meetings of parties of every political stripe. But the memo suggests the BC Liberals clearly crossed a line. Opening the drawer to expose the BC Liberals’ dirty laundry is embarrassing. For that someone had to take the fall. Just as members of the premier’s communications team have paid the price for her previous gaffes. The way things are going, they’re just beating her to the unemployment line.

Celebrating gluttony on the high seas ‘You’re going to have so much fun, and you’re going to gain so much weight.” Not quite “Bon Voyage!” but such were the words of a friend of mine earlier this month as my wife and I got set for our Caribbean cruise. And while my friend’s words were meant to get us, as firsttime cruisers, excited for our honeymoon trip – her weightgain remark wasn’t meant as a negative – they also served as something of a warning. The message was repeated to us once we boarded our ship and met other more-experienced cruisers who knew all about how to successfully achieve maximum gluttony. “The average weight gain on a week-long cruise is seven pounds,” they told us. The trick, you see, is to discover a meal between breakfast and brunch – I called mine ice cream. I mean, seriously, the serve-yourself soft-serve machines were literally right there at every turn. And while I may be a somewhat reformed fat guy – weight loss having been a topic I’ve covered in this space before – I’m not made of stone.

Which is what I assume the large man in front of me in the breakfast buffet line thought on the cruise’s last day, when he decided to slather his biscuits in hot fudge. Breakfast of champions? Maybe not, but he was far from alone in that regard. The guy who took apart three burgers to make one giant, super burger? Vacation. The fellow at dinner who ordered two entrees because he couldn’t decide between them both? Vacation. The man who decided to forego the small bowls at the icecream stand in lieu of filling up an ice bucket? Vacation. (OK, that last one didn’t happen, but I considered it). To my credit, I steered clear of the fudge and the double dinners. Small victories. And while I wasn’t exactly

on my best behaviour the entire week, I had a hard time blaming the cruise industry for it. Cruise ships have been, for better or worse, long thought of as floating buffets. You know this going in. You think Vegas is the epicentre of excess? Take to the high seas, and Vegas looks positively… sensible. Rather than shy away from the image, however, the ships seem to have embraced it – why else would something called the midnight chocolate buffet have been invented? Of course, it’s the job of the cruise lines to make sure people enjoy themselves, and if that means asking dinner guests to choose between the 18-ounce steak and the other 18-ounce steak, then so be it. It’s not all bad, either. There was fruit at the buffet. The dining room offered wholewheat toast at breakfast. I heard a rumour that there was a gym onboard somewhere, too, though I never thought to look for it. Short of posting a security guard next to the bacon at the burger stand’s condiment bar, what else are cruise ship operators supposed to do?

At some point, people have to look out for themselves. I was conscious of what I was doing the entire time. And if I wanted to eat healthier, I could have made that choice. Instead, I took the weight-gain comments not as a warning so much as a challenge. That’s why I counted the apple pie at dessert as one serving of fruit. (OK, two servings. I was on vacation, remember.) I’m kidding, of course. I wasn’t actually attempting to gain as much weight as possible, but after nearly a year spent trying to shed pounds, I decided it was time to stop worrying about it all, if only for a week. If I learned one thought over the last year, it’s that weight gained can just as easily be weight lost, if you work at it. So with that in mind, I came home, unpacked, and the next morning, stepped on the scale. Seven pounds? Pfft, seven pounds is for amateurs. I gained nine. A great spot for a hotel Open Letter to City Council: I welcome the rapid development that we are seeing Downtown, and am excited about the opportunities the Anvil Centre will provide to attract visitors to our city. This excitement however is not without concern. The conference facility being built at the Anvil centre will accommodate groups of 500, with theatre seating for 350. Currently, with just over 200 hotel rooms in town, we will be limited to conferences that attract predominantly local visitors, as events attracting those from out of town do not have the hotel space needed to welcome large groups. I had heard that council would like to attract a boutique hotel to the Kyoto square area; however, a hotel with just 60 or 80 rooms falls far short of the amenities required if we are to maximize on the opportunities presented by the Anvil Centre. I recently read the article “Plaza 88 proposal panned by staff, councillors” (NewsLeader,

March 1) and worry that allowing a condo development to go into this space will limit the opportunity to add the much-needed hotel space in the area. As we require a minimum of 300-400 more hotel rooms, this location would be ideal. Jeremy Perry New Westminster

TAXES NEED TO BE IN LINE WITH REALITY I read with interest recent media reports that New West City Council (despite opposition from Coun. Betty McIntosh) plans to increase taxes by about 2.9 per cent in the coming year. This increase is six times the rate of inflation for the region in 2012, which increased at only 0.5 per cent. To add insult to injury, last week the Mayors’ Council of TransLink, of which Mayor Wayne Wright is vice-chair, proposed a further increase in the retail sales tax of up to 0.5 per cent to fund more transit projects. That is another 50 cents on every $100 dollars we

spend on virtually everything. New West taxpayers already pay among the highest property tax rates in the region. When is enough, enough? Why are our citizens constantly asked to bear an ever-heavier burden of taxes to our local governments? Canadian families spend about 42 cents of every dollar of all their income on taxes. That’s more than we spend on food, clothing and shelter — combined. Media reports explained that a significant portion of the property tax increase will fund “reserves” for Anvil Centre—that development gamble on Columbia Street that the city council decided to make with our tax money. I’m happy to pay taxes for worthwhile services, but only when they are needed and realistic. For now, taxpayers are stretched in every direction. VICTORIA – Richmond-Steveston MLA John Yap has resigned from the B.C. cabinet pending the outcome of an investigation into government conduct on outreach to ethnic communities. Premier Christy Clark told the legislature Monday that Yap is stepping aside as advanced education and multiculturalism minister until an internal investigation is complete. Clark apologized for a third time in the legislature Monday, before being grilled by NDP MLAs about her office staff’s involvement in the plan. Speaking

to reporters after question period, Clark did not rule out resigning herself, depending on the outcome of an internal probe by her deputy minister. “When we have all the facts, and when the report is tabled, we will likely be required to take further action, and I will take that action,” Clark said. B.C. Liberal MLAs held a caucus meeting Monday to discuss a leaked memo describing use of government resources to boost the party’s popularity with ethnic communities. Cabinet ministers held a hastily

arranged meeting in Vancouver Sunday, and emerged united in support of Clark. One disputed point is a plan to apologize in the legislature this month for the “head tax” on Chinese immigrants, imposed by Ottawa from 1885 to 1935. Such apologies are proposed in the strategy memo as “quick wins” before the May 14 provincial election. Retiring B.C. Fourth for juvenile Hyacks The New Westminster Hyacks came fourth at the B.C. juvenile girls (Grade 9) basketball championship at Vancouver’s Britannia secondary last week. The Riverside Rapids of Port Coquitlam downed the Hyacks 41-24 Saturday to take third place in the tournament. Katie Browning had eight points and Madisen Obrovac had six for New West, which went into the tournament as the fourth seed. In the semifinals, the Immaculata Mustangs of Kelowna downed the Hyacks 49-30 on Friday with Obrovac scoring 10 points and Justice Steer and Zoe Roberts eight each. Earlier that day, they defeated another Kelowna school, the Dr. Knox Falcons 50-26. Steer led the way for the Hyacks with 15 points, with Obrovac right behind her at 14. The typesetting of the late Jim Rimmer will be part of a new exhibit at the New Westminster Museum and Archives.

Exhibit showcases printing through the years Over the years New Westminster has been the centre of many industrial activities including printing which is being showcased by the city’s museum and archives. Hot off the Press: Printing in New Westminster is running at the museum until April 28. It features stories of newspapers, businesses, passions and personalities of printing in the city. It has artifacts, photographs, printing presses, typeface and many examples of work done in New West. Local collector Jason Vanderhill loaned many of the works done

by New Westminster resident Jim Rimmer, a renowned letterpress designer who died in 2010. He operated Pie Tree Press from his backyard workshop. “It’s wonderful to see my grandfather’s art on display in the city where he lived and worked,” said Rimmer’s granddaughter Beth Baker. Admission to the exhibit is by donation. The museum is at 302 Royal Ave., behind Irving House and is open Wednesday through Sunday from noon to 4 p.m.

STONE: Molly Ida Lyons, nee Craig, passed away gracefully and peacefully into the Lord’s open arms, just before midnight on February 27, 2013 at Royal Columbian Hospital. Molly’s story began on February 16, 1935 when she was born to Thomas and Agnes Craig near Avola, BC, where she was raised on a farm with her three sisters, Vernetta, Evelyne and Bernice. Her story continued with a move to Vancouver, marriage and the births of her eleven children: Lynda, Robert Allen, Michael, Kenneth, Dale, Elizebeth, Deborah, Jay, Nancy, Jennifer and Frances. Her legacy still continued with the births of nineteen grandchildren, fourteen great grandchildren,and one great-great grandchild with anotheron its way and will carry on through her children’s children until the end of time. Molly was a strong, wise and loving mother with a deep faith in our Lord Jesus Christ, serving him as an active member of St. Peter’s Catholic Parish in New Westminster, B.C. She was also an avid gardener with a tender heart for the beauty and strength found in flowers and plants. She was a longtime member and past President of the New Westminster Horticultural Society. How much and how deeply we will miss our mother, grandmother, and very best friend, words cannot possibly express; she loved and was loved, so very much. We know she waits for us with the many who have gone before her, including her beloved sisters Vernetta and Bernice and her darling grandson David; waiting in a heavenly place for her children to come home.
