Group questions proposed sale of Glenmerry lot
Pigeon plan on hold
BY SHERI REGNIER
BY SHERI REGNIER
The City of Trail’s proposal to dispose of a riverfront Glenmerry lot has sparked a citizen’s group into action. The Glenmerry Citizens Group has begun a petition process that requires 600 signatures by 4 p.m. on April 2, to stall the sale of the green space and bring the transaction to referendum. “When this all started it was about saving our park,” said Joanne Crossman, from the citizens group. “Once a park is gone, that’s it, we will never get that coveted green space back,” she said. In a Letter to the Editor in today’s Trail Times, Helen Basttistella, who lives right next to the lot, questions the perception that it’s a public park. “Has any member of the citizen’s group ever taken the time to walk through the park to the edge overlooking the river?,” she wrote. “If they did, they would get some idea of the extent of the dumping. “It is a convenient place for some people to dump their yard waste including discarded vegetables and fruit, rather than the free city pickup in the spring and fall. Perfect conditions for the bear problem I contend with.” But what began as a “save our park” initiative, has grown into so much more, explained Crossman. She is referring to the proposed adoption of bylaw 2750, which was given a first, second and third reading at the Feb. 12 Trail council meeting. The City of Trail intends to adopt the bylaw on April 8, which will allow for the disposal of a large waterfront lot on Rosewood Drive in Glenmerry for the sum of $115,000 to just one bidder. “I’m not a ‘front end’ kind of person, but there are so many questions I have about the process of disposal of this land.” Additionally, no sign was ever posted on the property, nor were any neighbouring residents informed of the proposed sale of the lot. “We read a little ad in the paper,” she said. “Only by fluke did I happen to see it in the back page classified section.” Crossman explained that the city opted to use a notice of “alternative approval” process to notify citizens of the city’s sales agreement and intent to sell this prime piece of real estate. This process requires the intention to enact a bylaw (sale) by publishing an ad in a local newspaper once a week for two consecutive weeks. “If citizens allow city council to adopt this bylaw it will set a precedence which will allow See CITY, Page 3
The pigeons will be holding their roosts for now. The City of Trail announced in a press release on Monday that its Pigeon Control Program is currently on hold. Due to miscommunications in the proposed contract with the pest control service provider, the city has decided to take no action until all details of the contract have been clarified, said the release. “I have received numerous calls, too many to count on this pigeon control program,” said Warren Proulx, engineering technician and city administrator of the pigeon control contract. “I have been in discussion with Care Pest and am waiting for an official response from them.” The city said that any changes to the original proposal would be presented for approval by council before an official contract is signed. “We will clear up any misunderstandings with the service provider, discuss with council and decide how to proceed,” said Mayor Dieter Bogs. Boggs explained that council wants to deal with the pigeon problem in the city, but is seeking clarity on the details of the contract before doing so. At a council meeting on Feb. 25, the city approved $25,000 for the Care Pest and Wildlife Control Ltd., of Burnaby, to eliminate the ongoing pigeon problem in downtown Trail. The plan included trapping the pigeons and transporting them to the lower mainland to be donated to a pigeon trainer.

Local hidden gems appraised BY SHERI REGNIER Times Staff
A cornucopia of collectibles was dusted and polished for appraisal at the “Antiques from the Attic-What’s it Worth?” show at the Warfield Hall on the weekend. Over 40 avid antiquers not only received an estimated value for their family heirlooms, but in some cases, a funny anecdote and advice on use, by Peter Blundell. Blundell, an advisory expert for the CBC Antiques Roadshow, was on hand to research the origin of treasures that ranged from: a Georgian silver teapot from 1825; an 1880’s rose-hued pottery wash set (with only one tiny chip); a child’s chair from 1890s Austria; and, a remarkable find to the appraiser himself, a Gasparo violin dating back to 16th century Europe. Blundell couldn’t even speculate on the
value of the rare Italian instrument, with only 80 known to exist today. Instead, he passed along contact information to the flabbergasted violin heir, so the research could continue with the help of musical instrument experts, located in Vancouver. The owner, who wished to remain anonymous, said that a grandfather passed down the instrument. “Not much else is known about how he got it yet, other than a little history from a great-uncle.” Blundell’s appraisal of the rare find drew a reaction from a spectator. “Oh my gosh, that’s the instrument the whole neighbourhood had to listen to being practiced, when I was a kid,” the voice quipped. Police bust man linked to 2011 homicide By Timothy Schafer Times Staff
A Rivervale man charged with manslaughter in 2011 will face a laundry list of new charges after he was arrested by police in a drug bust Feb. 28. The 19-year-old man was arrested by members of the Trail Crime Reduction Unit after a search warrant issued under the Controlled Drugs and Substances Act was executed at a residence located in Rivervale. A search of the residence revealed approximately 100 grams of marijuana bud, along with a quantity of psilocybin (magic mushrooms), said RCMP Cpl. Darryl Orr. attending members during a search of the residence. The man was arrested at the residence without incident and was charged with trafficking a controlled substance, possession of a controlled substance for the purpose of trafficking, and possession of a controlled substance. Orr said police received information quickly and, given the history of the man, acted upon it, potentially removing a “dealer” from the local drug trade in what he called a high priority investigation. “It’s not like we are living in a huge community, so one dealer can make a difference on what gets out on the street,” he said. “It only takes one or two

people to affect the way things are done and how drugs are distributed.” Police have also recommended a charge of breach of recognizance against the man. He will be appearing in court on the new matters and will have subsequent appearances on his other file relating to manslaughter before then. At the time of his arrest the man was under a recognizance of bail stemming from a homicide which occurred in May, 2011. He was charged with manslaughter as a result of the incident and cannot be named as he was 17 years of age at the time of this offence, said Orr. FROM PAGE 1 this council and future councils to sell park land in any neighbourhood in the City of Trail using this same quiet process,” said Crossman. Michelle McIsaac, corporate administrator for the City of Trail countered that the city is adhering to the Community Charter for this proposed disposition of land. On Feb. 21 and Feb. 26, the city ran an ad in the Trail Times that outlined council’s intent to adopt a bylaw to allow the disposal of parcel located between 3650 and 3660 Rosewood Drive in Glenmerry. McIsaac said that typically when the city decides to dispose of property, they would use a public bid process, as some people seem to be suggesting should be the case. “However, this is not a typical property disposition,” she said. “In the case of parkland disposal, because the bylaw may only be adopted with the approval of the electors and is subject to the alternative approval process, identifying the purchaser, the proposed use and the consideration to be received in advance was deemed important as this information may influence the elector’s thought on whether or not to petition against the bylaw’s adoption.” The lot is over 10,500 sq. ft and on the block for $115,000. Crossman said a 5,400 sq. ft. residential land on Rosewood Drive is assessed at $83,500 this year. In reference to the sale price of the land, McIsaac said that there is a difference between the market value of a property, which is the amount that would be expected on sale of a property, as compared to the assessed value of a property, which is the amount that the BC Assessment Authority determines the property to be valued at for taxation purposes. McIsaac said that the city has no plans to sell further city-owned lots at this time. “If surplus land is identified in the future, the city would follow necessary legal requirements as set out in the community charter.” As the April deadline draws near, the Glenmerry citizens group said they would soldier on and canvass neighbourhoods to gain in excess of 600 (Trail elector) signatures on its petition.
coordinator Andrea Jolly in a press release. “Heavy equipment will be necessary for the demolition and could be noisy at times,” she said. “Any dust from the demolition will be controlled with frequent water spray.” In order to keep the peace in the neighbourhood, however, the demolition crew will work
only between 7 a.m. and 5 p.m., Monday through Saturday. No demolition will take place on Sunday. Jolly said ReDevra’s site foreman, Moe Simister, will be on site for the duration of the demolition. “It is important to always exercise caution near this demolition site,” she said.

Minister quits over ethnic vote flap By Tom Fletcher Black Press
VICTORIA – RichmondSteveston MLA John Yap has resigned from the B.C. cabinet pending the outcome of an investigation into government conduct on outreach to ethnic communities. Premier Christy Clark told the legislature Monday that Yap is stepping aside as advanced education and multiculturalism minister until an internal investigation is complete. Clark apologized for a third time in the legislature Monday, before being grilled by NDP MLAs about her office staff’s involvement in the plan. Speaking to reporters after question period, Clark did not rule out resigning herself, depending on the outcome of an internal probe by her deputy minister. “When we have all the facts, and when the report is tabled, we will likely be required to
take further action, and I will take that action,” Clark said. B.C. Liberal MLAs held an extended caucus meeting Monday to discuss a leaked memo describing use of government resources to boost the party’s popularity with ethnic communities. Cabinet ministers held a hastily arranged meeting in Vancouver Sunday, and emerged united in support of Clark. One disputed point is a plan to apologize in the legislature this month for the “head tax” on Chinese immigrants, imposed by Ottawa from 1885 to 1935. Such apologies are proposed in the strategy memo as “quick wins” before the May 14 provincial election. The NDP released another document Monday, a December 2011 spreadsheet describing a meeting to “target swing ridings” and “target ethnicities” including Chinese, South Asian,

Filipino, Korean, Vietnamese and Japanese. Clark announced Friday that she has accepted the resignation of her long-time assistant, Kim Haakstad, who distributed the ethnic voter plan to party and government staff via their personal e-mail addresses. Haakstad, Clark’s deputy chief of staff, and “outreach” staff from the premier’s office are subject to an internal investigation ordered by Clark Thursday. John Dyble, head of the public service, is to examine whether government resources were used to help deliver ethnic votes to the B.C. Liberal Party. The January 2012 draft strategy memo, leaked to the NDP, discusses ways to improve the governing party’s popularity with immigrant communities, including recruiting new members and spokespeople to call and write to ethnic media. Clark issued an apology, read in the legislature Thursday.

THE CANADIAN PRESS VANCOUVER - The number of homes sold in the Vancouver area was down 29.4 per cent last month compared with February last year, continuing a trend of below-average activity and declining prices. The Real Estate Board of Greater Vancouver says there were 1,797 residential properties sold last month through its members - 30.9 per cent below the 10-year average for February sales. Vancouver has Canada’s most expensive real-estate market but the industry’s home price index shows a 5.6 per cent decline since the market peaked and a 3.3 per cent decline from February 2012. The benchmark price for all types of Vancouver area residential properties stood at $590,400 in
February, down from the peak of $625,100 in May. The number of transactions have been below 10-year averages each month for more than a year although the real-estate board says there’s a ray of hope increased interest last month. The increased number of transactions in February was up slightly from the 1,351 sales in January. The ratio of sales to active listings also improved to 12.2 per cent, the first time it has been above 11 per cent since June 2012. “Sales in February followed recent trends and were below seasonal averages, though our members tell us they saw more traffic at open houses last month compared to the previous six to eight months, said Eugen Klein, REBGV president.
Penticton
City facing lawsuit over project By Steve Kidd
Penticton Western News
The failed hockey dorm project on Eckhardt Avenue has returned to haunt the City of Penticton once more. Earlier this month, five notices of civil claim were filed in B.C. Supreme Court over the project by contractors who worked on the project, naming the city as one of the defendants. These contractors filed $1.6 million in liens against the properties when the project came to a crashing end last February, as backers pulled out and news broke about allegations of previous fraudulent business practices on the part of developer Loren Reagan. Wade Wagstaff of Grizzly Excavating Ltd. has said he is owed more than $300,000 for work done on the project. While he confirmed that he has filed a notice of claim, Wagstaff refused to comment further. Mayor Dan Ashton, however, was forthcoming about the city’s pos-
ition. He maintains the city is not liable and is standing by the legal advice the city was given. Led by Reagan, OEHG was to purchase nine lots from the City of Penticton for $925,000. That deal was never closed; financing fell through three times before the city ended the deal on Feb. 1, 2012. However, Reagan had been allowed to begin preliminary work on the property in order to fast track the project. At the time, Ashton explained that the city was sympathetic to the developer looking to begin preliminary work before the frost to accommodate the early completion date of August 2012. According to the city’s own chronology of events, two stop work orders were issued on the project when work exceeded what was allowed under the excavation permit, the second coming after work started on foundations without a permit being issued.
Vernon
School district braces for $2.2 million shortfall By Katherine Mortimer Vernon Morning Star
The Vernon School District is required by law to present a balanced budget each year. And each year, that is exactly what happens. The problem is that as enrolment dips, funding drops, which means cuts to both staff and programs. This year is no exception and at last week’s district board meeting, secretary-treasurer Randy Hoffman presented a bylaw for trustees to approve the balanced budget, which will leave the district with a projected shortfall of $2.2 million. “Enrolment drives our funding and we must send our enrolment projections to
A P S
the ministry by Feb. 15,” said Hoffman. District superintendent Bev Rundell said the 2013/14 school year is projected to be down about 176 students across the system. “That is projected to decline for the next few years and when we look at available spaces in the secondary schools, we’ll have 879 available spaces,” she said. “We’re very concerned about enrolment, but especially at the secondary level. At Fulton, we’re looking at 701 students in a school built for 950 students. Kal has 552 and it was built for 800; VSS was built for 950 and it will be at 877;
Account-Plus Services Accounting & Income Taxes
Seaton was built for 900 and it is at 701.” Elementary schools will also be faced with a surplus of spaces, and the district is moving towards a place where the number of high school graduates is equal to the number of kindergarten kids coming in. “We have approximately 550 kindergarten students coming in, with about 750 Grade 12 students leaving,” said Rundell. “It impacts funding but it also impacts the choices at secondary schools, making a difference in the number of courses offered. It doesn’t paint a bright picture of ever returning to 10,000 students in our district.”

Saskatchewan UN agency slams Tories’ policies for Province will not lower fighting poverty current legal drinking age THE CANADIAN PRESS OTTAWA - The Harper government is formally at war once more with a United Nations agency. The UN right-to-food envoy, Olivier De Schutter, says Canada can’t credibly preach human rights on the international stage when too many of its own citizens are going hungry. De Schutter released a report Monday in Geneva at the UN Human Rights Council that says several government policies are an impediment to fighting poverty. In an interview with The Canadian Press, he cites the cancellation of the long-form census in 2009, the ongoing Canada-EU free trade negotiations, and how Ottawa oversees the money it transfers to the provinces for social services. The government accuses De Schutter of overstepping his mandate and not understanding Canada. Elissa Golberg, Canada’s ambassador to the UN in Geneva, accuses De Schutter of unfounded criticism of Canada’s Constitution and its federalist system of government.
THE CANADIAN PRESS REGINA - Saskatchewan is saying no to lowering the legal drinking age, even though some members of the government’s own party want the change. Donna Harpauer, minister responsible for the Saskatchewan Liquor and Gaming Authority, says people will still have to be 19 to drink legally in the province. Harpauer says the government has heard from many people who argue against lowering the drinking age to 18. Dale Larsen with the
Saskatchewan Association of Chiefs of Police says the chiefs back the government’s decision. Larsen says young people are already involved in a disproportionate number of matters involving alcohol and lowering the drinking age would only make it worse. The question was being considered after delegates at the Saskatchewan Party’s annual convention last fall voted in favour of lowering the drinking age. Only Manitoba, Alberta and Quebec have the lower drinking age.

THE CANADIAN PRESS TORONTO - Ontario should ban junk food and fast-food ads aimed at kids under the age of 12 and stop the promotion and display of junk food at the checkout if it wants to fight childhood obesity, a new report is recommending. Fast-food restaurants and those in grocery stores should also display calorie counts on their menus, a government-appointed panel said Monday in the report. The proposed bans are just a few of the many recommendations in the wide-ranging report that aims to reduce the number of kids who are overweight or obese. That number has jumped 75 per cent over the last 30 years, said Health Minister Deb Matthews. In 2004, 27.5 per cent of Ontario kids between the ages of 2 and 17 were overweight or obese. “The most devastating part of this trend is that obesity will mark our DNA, changing our metabolism and genetically reprogramming future generations of children to be at greater risk of being overweight,” the report states. It’s a growing problem that’s also taxing Ontario’s health-care system, the report said. Last year, the province spent $4.5 billion caring for people struggling with obesity. “This is a very expensive problem too,” Matthews said. “So we simply must take action and we must take action now.” She said she’ll consider all the recommendations in the report, but wouldn’t commit to implementing the bans. Kelly Murumets, who co-chaired the panel that wrote the report, said she knows they’re contentious proposals. “I don’t think everyone in the province is going to love all of these recommendations, so there will be some pushback on some of them,” she said.

Resources minister talks oil, gas and coal
F
ederal Natural Resources Minister Joe Oliver attended last week’s international conference in Vancouver on liquefied natural gas development. I spoke with him about Canada’s energy exports and emissions. Here are excerpts from that discussion: TF: President Barack Obama’s recent state of union address seemed to hint at approval for the Keystone XL pipeline from Alberta to U.S. refineries, with perhaps some measure to go along with it like a carbon cap and trade market. Your government has backed North American cap and trade before. Would you do it again? JO: No, we’re not thinking about that at all. The U.S. Congress is opposed to that concept from what I understand. TF: Your party ran ads targeting NDP lead-
er Thomas Mulcair and equating cap and trade with a carbon tax. They’re not the same, are they? JO: The end result is that taxes increase because of how we handle carbon. It hasn’t been successful in Europe at all. Anyway, it’s not part of our thinking. We are making significant progress on greenhouse gas emissions. Our recent regulations regarding heavyduty vehicles, the previous rules regarding cars and light trucks, which are identical to the U.S., are going to be helpful. And also the rules relating to coal-fired electricity. It’s our objective to see all those coal plants closed, and in that regard we’re certainly ahead of the U.S. Coal is contributing 40 times the greenhouse gas emissions of the oil sands. And actually the oil sands are less than half the
TOM
FLETCHER B.C. Views
emissions from coal-fired electricity in the state of Illinois. We’re moving with the U.S. on the over-arching objective of reducing our greenhouse gas emissions by 17 per cent from 2005 to 2020, but we’re also doing other things that the U.S. hasn’t yet decided to do. We’ve been approaching the reduction of emissions on a sectoral basis, and the next area of focus will be regulations in the oil and gas sector. TF: You’re comfortable
with the idea that exporting LNG that replaces coal is an appropriate step at this time, one that’s doable as opposed to these Kyoto-type gestures? JO: It is doable. And on a global basis, this would be a very significant development. If China, for example, could significantly move from coal to gas, that would have a huge impact. Canada’s small. We’re about two per cent of global emissions. We have to do our part, that’s the responsible thing to do, but it’s the big emitters that are going to make the difference to global emissions. TF: International Energy Agency talks about self-sufficiency in the U.S., oil and gas, by 2035. What does that mean for the Canadian economy? JO: Firstly, I don’t think they’re going to be self-sufficient in oil. North
America will be self-sufficient in gas and oil. What it means is, for gas we’re going to have to find new markets, and for oil we’re going to have to find markets to sustain the growth in supply. The United States will still be a big buyer of Canadian oil. We’re shipping about two and a half million barrels a day, of which a million comes from the oil sands. Right now we’re losing about $50 million a day because of the crude oil bottleneck in the U.S. midwest, compared to international prices. We absolutely must find new markets, which is why our government in principle is supporting the transport of oil and gas to the west, to the east, continuing to the south and possibly even the north. Box office
‘Giant’ stands tall
THE ASSOCIATED PRESS LOS ANGELES - It wasn’t exactly a mighty victory, but “Jack the Giant Slayer” won the weekend at the box office. The Warner Bros. 3-D action extravaganza, based on the Jack and the Beanstalk legend, made just $28 million to debut at No. 1, according to Sunday studio estimates. It had a reported budget of about $200 million. The comedy “Identity Thief” was second at $9.7 million. The new college romp “21 & Over” made only $9 million to open in third place.

Letters & Opinion Letters to the editor
Glenmerry lot is not a ‘park’ A petition is being circulated opposing the city’s proposal to see the space that Glenmerry Citizen’s Group refer to as “public parkland.” I’ve lived next door to that “parkland” since 1967. To categorize it as such is an anomaly. A park it is not, never has been. Simply put, it is a dump, an eyesore and a disgrace. That said, it raises the question, “Has any member of the citizen’s group ever taken the time to walk through the park to the edge overlooking the river?” If they did, they would get some idea of the extent of the dumping. It is a convenient place for some people to dump their yard waste including discarded vegetables and fruit, rather than the free city pickup in the spring and fall. Perfect conditions for the bear problem I contend with. The energy and dedication the Glenmerry Citizens Group has expended in their drive to stop the sale might have been better served if it was placed towards the beautification of the “park” long ago. I can only visualize what the Community in Bloom people would have done with it. I have not signed the petition for good reason. As long as that “park” next door remains as it is, I support the sale. At least a new home will enhance Rosewood Dr and bring taxes into the city coffers. The “dump” can’t do either of those things. Helen M. Battistella Trail
Property sale encourages living in Trail There seems to be some misleading information being circulated regarding the proposed changes to the status of some green space situated between 3650 and 3660 Rosewood. People have been told that this is parkland when it is not in fact a park. It is a green space. It is not listed on Trail’s website as being a park nor is it shown on the Trail map as being a park. It isn’t even shown as green space on the Trail map. It is not zoned as a park but is zoned as single family residential (R1). Two years ago, in 2011, the Deadmarsh family approached the City of Trail and inquired about the ownership of the land. They were planning to speak to the owners to see if they would entertain selling them the land. They were told that the City of Trail was the owner. This is no different from someone approaching another person and asking if they would
like to sell their property. The City of Trail had not listed the property but did entertain the notion of selling this particular piece of property. This is not underhanded. This is common business. Realtors don’t approach neighbours to check if it is OK to list or sell a property. This is the business of the parties involved. Since the property is zoned for residential and the intended use is going to be residential then everything should proceed as planned. It seems to me that the only use this property has received for the last 10 years is for the depositing of garden waste and grass clippings by the neighbours who you see taking it to the lot in their wheelbarrows. They dump their stuff over the river bank. I have not seen anybody playing, picnicking, or even laying on a blanket in this lot. There are no playground pieces or picnic tables to even attract
Defector should resign and run again
An editorial from the Toronto Star When federalist political parties play footsie with separatists, bad things can happen. New Democrat Leader Thomas Mulcair has found that out the hard way, now that MP Claude Patry has bolted the NDP caucus to join the Bloc Quebecois in an act of betrayal that left the party reeling. Like many in the NDP’s Quebec ranks, Patry was swept into office on Jack Layton’s “orange wave” in the May 2, 2011, election. But to hear him tell it now, he was always a separatist. “I voted for Quebec sovereignty in the past two referenda,” he said on Thursday. “I hoped that Quebec would become a country, and I hope for it still.” He made his move as Parliament prepares to vote on a Bloc private member’s bill to repeal the Clarity Act, which sets a high bar to Quebec secession. The NDP opposes the bill.
Perhaps it was only a matter of time. Defections happen. Mulcair lost Quebec MP Lise St-Denis to the Liberals last year, and Ontario MP Bruce Hyer quit to sit as an independent. Given the nationalist sentiments and past affiliations of many in the NDP Quebec ranks, a loss to the Bloc was likely sooner or later. But that doesn’t make it any less damaging. Predictably, Prime Minister Stephen Harper lost no time making political hay at Mulcair’s expense. He quickly drew attention to “the ambiguity on Canadian unity that we have among some members of the NDP caucus in Quebec,” and their close links with Quebec solidaire, a sovereigntist provincial party. A stung Mulcair could only urge Patry to muster “the courage of his conviction” and resign his seat to face the voters again in a byelection. In that, Mulcair has a point. Patry is a
serial betrayer whose credibility is in tatters. By bolting to the Bloc Patry has betrayed Layton’s effort to get Quebecers to put their trust in Confederation again. He has also betrayed the formal NDP policy that no MP should switch allegiance without first resigning and being re-elected. A year ago he voted in favour of an NDP private member’s bill to that effect. Now this. But worst of all Patry has betrayed the voters in Jonquiere-Alma, spectacularly. They voted 80 per cent for federalist candidates; the Bloc got only 18 per cent. Crossing the Commons floor, cynically or with conviction, is a fact of life in politics. But to switch to a party that wants to break up the country is no run-of-the-mill breach of faith. Patry cannot credibly claim to represent his constituency or their interests. He should step down and take his chances in a byelection.

these activities. There was a recent article in the Trail Daily Times about people not residing in Trail but commuting to Castlegar and other areas with a steady stream coming from Trail heading out in the late afternoon. It should be of
vital importance that the citizens of Trail should encourage young people like the Deadmarsh family to stay within the community. They have lived in the area since childhood and have a child of their own now. They wish to live in Glenmerry.
Too many of the children of Trail have moved away to jobs and lives in other areas of the country. We should be encouraging people to stay. Why would the people of Trail discourage this? Dale Saunderson Trail

Armando Trovajoli
Italian composer known as ‘Voice of Rome’
THE ASSOCIATED PRESS ROME - Armando Trovajoli, an Italian who composed music for some 300 films and whose lush and playful serenade to Rome is a much-requested romantic standby for tourists, has died at age 95. The city’s mayor, Gianni Alemanno, mourned Trovajoli’s passing, saying in a statement that “the voice of Rome has been extinguished.” The Italian news agency ANSA said widow Maria Paola Trovajoli announced the death Saturday, saying her husband had died a few days before in Rome but declining to give the exact date. Roman by birth, Trovajoli began his musical career as a pianist, playing jazz and dance music. He appeared with many jazz stars, among them Duke Ellington, Miles Davis, Chet Baker, Louis Armstrong, Stephane Grappelli and Django Reinhardt. In the 1950s, his prolific relationship with the film world took flight. Travojoli composed for many of Italy’s hit movies of the next decades, especially comedies. He wrote the music for two of Sophia Loren’s most famous films, “A Special Day” and “Two Women,” which won her an Oscar. Others included the neorealist classic “Riso Amaro (Bitter Rice)” and “Marriage Italian Style,” another Loren film. But it was the lushly orchestrated “Roma nun fa’ la stupida stasera” written for the 1962 stage musical “Rugantino” that became Trovajoli’s most famous song. The title, translated from the Roman dialect, literally means “Rome, don’t act silly this evening.” Composed as a duet, it is sung by would-be suitors who beg the city to put on its magic so romance might bloom. The first performance was sung by Nino Manfredi and Lea Massari, and it is featured on a recently released Andrea Bocelli album of pop favourites.
Bobby Rogers
Motown song writer founded ‘The Miracles’ THE ASSOCIATED PRESS SOUTHFIELD, Mich. - Bobby Rogers, a founding member of Motown group The Miracles and a songwriting collaborator with Smokey Robinson, died Sunday at his suburban Detroit home. He was 73. Motown Museum board member Allen Rawls said Rogers died about 6 a.m. Rogers had been ill for several years. Rogers formed the group in 1956 with cousin Claudette Rogers, Pete Moore, Ronnie White and Robinson. Their hits included “Shop Around,” ”You’ve Really Got a Hold on Me,“ ”The Tracks of My Tears,“ ”Going to a Go-Go,“ ”I Second That Emotion“ and ”The Tears of a Clown.“ “Another soldier in my life has fallen. Bobby Rogers was my brother and a really good friend,” Robinson said Sunday in a statement. “He and I were born on the exact same day in the same hospital in Detroit. I am really going to miss him.” Rogers and The Miracles were inducted into the Rock and Roll Hall of Fame in 2012.

Tiny Canadian village of papal contender braces for media invasion
THE CANADIAN PRESS LA MOTTE, Que. A media centre was being set up Monday in the hometown of Canada’s presumed papal contender, as the tiny community prepares for a journalistic invasion during the upcoming vote to choose the next pontiff. With Marc Cardinal Ouellet considered among the papal front-runners, people in this northwestern Quebec village of 439 people began transforming the basement of his old church into a media room. Ouellet was baptized and eventually ordained as a priest in La Motte’s St-Luc Church, in the heart of town. Today, the building serves primarily as a community centre after years of dwindling church attendance. Village officials expect dozens of journalists - and several satellite TV trucks will descend on La Motte during the upcoming conclave to choose the next pontiff. The farming community is nearly 600 kilometres northeast of Montreal in the province’s Abitibi region. The village does not have a restaurant or motel so, with the help of its two fulltime office employees, La Motte is taking steps to make its influx of guests feel welcome. Workers were busy Monday in St-Luc’s

Canadian Cardinal Marc Ouellet arrives for a meeting, at the Vatican, Monday. Cardinals from around the world have gathered inside the Vatican for their first round of meetings before the conclave to elect the next pope, amid scandals inside and out of the Vatican and the continued reverberations of Benedict XVI’s decision to retire. basement, where they opened up a wireless Internet connection, established cable TV hookups to allow journalists to follow the conclave live, and set up rows of tables and dozens of chairs. Members of Ouellet’s family, who still live in the area, are scheduled to hold a post-conclave
news conference on the main floor of the building, near the altar. They are expected to make public remarks, regardless of the vote outcome. A date for the conclave has not yet been established by the cardinals, but an announcement is expected in the com-
ing days. Even though voting has yet to begin, La Motte is getting ready now for something it’s never experienced before. “Here the citizens are used to their peaceful setting, so we have to make sure that the citizens of the (town) are not disturbed that much
by... all these (extra) people,” said EdmaAnnie Wheelhouse, one of the municipality’s two full-time office workers. “We’re a very welcoming place and we want to make sure that the way we are the gentle kindness of the citizens - around the place... is just shown to the international media.” With the help of the regional Abitibi tourism bureau, La Motte is also asking media to sign up before heading to the town during the conclave. Wheelhouse expects journalists to spend many hours at the media centre, several days in a row, as they wait for the white smoke to billow at the Vatican. La Motte does not have a hotel, so any visitors will have to stay in larger cities that are at least a 30-minute drive away. When it comes to grub, the village has a convenience store but no restaurants. Wheelhouse said the community will hire a caterer to serve up breakfast, lunch and dinner. She said around 20 media organizations - from Canada, the United States and France - have visited the town since Pope Benedict XVI announced his resignation last month. “It’s really new for us,” Wheelhouse said of all the attention. “Before this, we were really unknown.”
Australian miners fired for dance parody
THE ASSOCIATED PRESS PERTH, Australia - Up to 15 miners were fired from their high-paying jobs in an Australian gold mine after a “Harlem Shake” performance underground was deemed a safety hazard, a newspaper reported on Monday. A YouTube video shows eight miners wearing safe-
ty gear while performing the convulsive dance in the Agnew Gold Mine last week. The West Australian newspaper quoted a sacked worker who wouldn’t give his name as saying up to 15 people were fired, including some who watched the performance but did not participate. Mine owner Barminco
considered the stunt a safety issue and a breach of its “core values of safety, integrity and excellence,” according to a dismissal letter cited by the paper. The letter noted that Barminco would not allow the dancing workers “to be subcontracted by Barminco at any site domestically and
globally.” It’s not clear from the video what safety issues are raised. The dancing miners wear helmets, but five are shirtless. Barminco, which has operations in Africa as well as its native Australia, did not immediately respond to a request for comment Monday.

Proulx leads Saints to promised land
BY TIMES STAFF Led by former Trail Smoke Eater Logan Proulx, the Selkirk College Saints closed out a historic regular season on a high note Saturday, topping Eastern Washington University Eagles by a 7-3 score in front of a lively crowd at the Castlegar Recreation Complex. Proulx netted a hat trick as the Saints brought to an end Eastern Washington’s hopes of a playoff berth. The Eagles needed a win combined with a University of Victoria loss to secure the fourth and final place in the B.C. Intercollegiate
Hockey League playoffs. They got neither, meaning that Selkirk will host the Vikes in a best-of-three first round series next weekend. The Saints jumped out to a 3-1 lead after 20 minutes on goals by Logan Proulx, Jackson Garrett and Connor McLaughlin, while Nick Redding countered for the Eagles on a power-play. Proulx and Tyler Mort then exchanged markers in the second to send Selkirk up 4-2 heading into the third. Proulx completed his hat trick early in the final frame when he converted a cross ice pass from
BY TIMES STAFF The Beaver Valley Nitehawks disposed of the Nelson Leafs in dramatic fashion on Friday night setting the stage for the Neil Murdoch division showdown against the Castlegar Rebels. After the Hawks won a wild 7-6 affair on Thursday in B.V., they took to the road to play the Leafs in Nelson on Friday for Game 6. The Leafs led 3-0 heading into the third period but the Nitehawks scored four unanswered goals in the final 15 minutes to end the Leafs playoff run. Neil Murdoch division MVP Dallas Calvin netted the winner on the power play with seven minutes remaining to crush the Leafs’ hopes. Despite outshooting Nelson 29-18 through two periods, the Hawks found themselves in a hole thanks to goals from Dallon Stoddard, Aaron Dunlap and J. J. Beitel. Nevertheless, the Hawks continued to pressure in the third and the Murdoch division rookie of the year, Connor Brown-Maloski, would punch one past Leaf starter Marcus Beesley to open the scoring for B.V. Playoff scoring leader Ryan Edwards would draw the Hawks within one at 9:28 on another Hawk power-play, and power forward Keenan Patershuk evened it 55 seconds later, before Calvin fired home the winner. The Nitehawks began the series against the Rebels Monday night in Castlegar, but the score was unavailable at press time. Castlegar was one of the hottest teams in the league entering the post season with a 14-2 record since January, and won its opening series against the Spokane Braves four games to one. The Hawks play Game 2 against the Rebels at the Castlegar Sports Complex at 7:30 p.m. tonight.

Garrett with the Saints on a 5-on-3 man-advantage. Kam Crawford and Beau Taylor capped the scoring late in the game. “We were looking for our offence to get back on track after a couple of tough efforts against Eastern and we accomplished that,” says Saints head coach Jeff Dubois. “You want to be firing on all cylinders heading into playoffs, so this was a solid performance overall and a good way to cap off the regular season.” Alex Sirard picked up his 13th win of the season in net for Selkirk, stopping 25 shots on the night.
Jason Greenwell, who had stoned the Saints on the road a night earlier, was busy throughout and allowed seven goals on 54 shots. Selkirk captain Jordan Wood picked up two assists on the night and wrapped up the BCIHL scoring title with 43 points. Proulx had three goals and an assist Saturday and finished in a tie for second place with UVic forward Shawn Mueller. The Saints and Victoria will open their first-round series on Friday at the Complex with a 7:30 p.m. faceoff, with Game 2 set for Saturday and Game 3 slated for Sunday.

Canada gets offensive boost Canada would be without the heart of its offence. Earlier in the day the team learned Chicago White Sox reliever Jesse Crain was out with a shoulder injury, leaving the bullpen without a veteran arm. Last week, Pittsburgh Pirates catcher Russell Martin opted out of the roster, which was already missing several veterans, including outfielder Jason Bay of Trail, and pitchers Ryan Dempster and Jeff Francis.

THE ASSOCIATED PRESS SPOKANE, Wash. - The to-do list for the Gonzaga basketball team got shorter Monday: For the first time, the Zags were ranked No. 1 in The Associated Press Top 25 poll. Sweet, but it may get bumpier from there. Next: Avoiding the potholes that have stopped every other No. 1 this season, then finding a way to the Final Four. “We don’t believe there is any jinx,” assistant coach Tommy Lloyd said, subbing for coach Mark Few, who was said to be fly fishing and unavailable for comment. “Obviously, it’s a dream for us, the ultimate accomplishment.” Staying No. 1 has been tough this season, with Gonzaga the fifth school to hold the spot after replacing Indiana this week. The others were Duke, Louisville and Michigan. Gonzaga, a small Jesuit school in Spokane, is where crooner Bing Crosby went and where John Stockton threaded pinpoint passes. It has the best record in Division I at 29-2 following weekend wins against BYU and Portland. The Hoosiers, beaten by Minnesota last week, dropped to No. 2.

Flacco hits jackpot THE ASSOCIATED PRESS
OWINGS MILLS, Md. - Baltimore Ravens quarterback Joe Flacco signed a new contract Monday worth $120.6 million over six years, making him the highest paid player in NFL history. The Super Bowl MVP will receive a $29 million signing bonus and $52 million in guaranteed money. He will be paid $51 million over the first two years of the deal. “It’s not really about the money, it’s about that respect,’ Flacco said minutes after signing. The 28-year-old Flacco is the first starting quarterback in NFL history to make the playoffs in each of his first five seasons. He’s led the Ravens to nine wins over that span, tying Tom Brady for most among quarterbacks in the
first five years of a career. Flacco threw 11 touchdown passes and no interceptions during the recent post-season and led the Ravens to a 34-31 Super Bowl win over San Francisco. “He’s a significant reason we’ve been to the playoffs five years in a row, played in three AFC championship games, and now, we are Super Bowl champs with Joe as MVP,” Ravens GM Ozzie Newsome said. Flacco’s performance this past off-season almost certainly helped him receive his record-breaking contract, but Flacco said, “I think I’m an asset to this team. ... The fact that we won the Super Bowl just comes with that. If we didn’t win the Super Bowl this year, I still think I’m worth the same.”

Klum added to ‘Got Talent’ judging panel THE ASSOCIATED PRESS NEW YORK - NBC says Heidi Klum has been added to “America’s Got Talent” as its fourth judge. The network announced Monday that the supermodel will join fellow incoming judge Mel B this summer for the talent competition’s eighth season. Howie Mandel and Howard Stern will be back at the judges’ panel. Klum says she’s excited to join the show and size up the talent, “from the ridiculous to the fantastic!” She continues to host the Peabody Awardwinning “Project Runway” on Lifetime, as well as Germany’s “Next Top Model.”

Real life highschool is not like it appears on television Mailbox
Marcy Sugar & Kathy Mitchell
only 16, but what do I do? -- Troubled in High School Dear Troubled: Don’t believe everything you see on TV. Those programs are an enhanced version of what the producers and writers think is exciting to watch. Seeing kids fall apart is interesting -- like watching a train wreck. Most high school juniors are not out partying, drinking, having sex and doing drugs. They are going to school, studying and working at part-time jobs. And the smart ones are also listening to their parents because they recognize that they have a future to consider. Talk to your parents
intentions are only to catch up with someone for whom I once cared greatly. Should I invite him with his wife? Should I simply shelve the entire idea? -- Perplexed in Phoenix Dear Phoenix: You are over-thinking this. By all means, suggest meeting for lunch, and please include his wife. If you only want to reminisce and catch up, there should be no hint of ulterior motives. You might even make a new friend. Dear Annie: “Conflicted Adoptee from Kansas” wanted her birth mother to tell her other children that they have a sibling. I gave up a son 30 years ago. When he was 18, we got together to discuss why I gave him up. I had to tell my girls that they have a half-brother. Although that part went well, answering questions from my son was a lot harder. It opened up all kinds of wounds. I was worried about his opinion of me, but he was
so mature. He said, “I know you are not the same person you were back then.” It is difficult to open your heart to someone, even if you feel they have the right to the information. “Conflicted” should let her birth mother know
she isn’t judging her, and that she respects her wishes about telling her children. Giving up a child was probably the hardest thing she has ever done. -- Mom on Both Sides Annie’s Mailbox is written by Kathy Mitchell and Marcy
Sugar, longtime editors of the Ann Landers column. Please email your questions to anniesmailbox@comcast.net, or write to: Annie’s Mailbox, c/o Creators Syndicate, 737 3rd Street, Hermosa Beach, CA 90254.

about dating -- most kids are allowed to do so at 16. You also can discuss these issues with your school counselor, favorite teachers and other adults you respect and trust. We totally understand that you hoped your life would suddenly become amazing, but please don’t be foolish enough to mess up the good things you have by letting your hormones run away with your common sense. Dear Annie: I am a 70-year-old widow who parted ways with my first love 50 years ago. Our only contact since then was five years ago, when I mailed some old pictures of him I had discovered. His thank-you note included an invitation to call “them” if I was ever in his area. I will be traveling to the city where he lives in April. While I am eager to suggest meeting for lunch, I am not sure this would be proper. I believe he is married, but my

Dear Annie: I’m a junior in high school. I thought everything would happen this year -- the great friends, the boyfriend, etc. On all of the TV shows, the juniors are having boys over, getting drunk, going on dates, having sex and so much more. I know my life isn’t a TV show, but I’m no different than last year. I want a boyfriend. I want to party. I want to have my first kiss. I want to be a teenager. But I feel as distant from my friends as ever. And there is a boy I really like who is sweet, kind, smart and nonjudgmental, but I’m not allowed to date. I know that being a teenager means disobeying my parents, and though that seems like the worst thing I could ever do, I’m slipping. I don’t know what to do. My grades and alcohol and this boy and drugs are all lurking in my mind. I’m tired of being this perfect little angel. I know I’m
