Wanted suspects consider armed and dangerous
On Feb. 21, 2013 legislative changes were introduced that allow for the conversion of volume-based forest logging tenures to area-based tenures. Provisions were also introduced intended to facilitate the harvest of non-sawlog grade wood fibre. The forest license conversion legislation, introduced as a new section of the Forest Act, allows the ministry to invite a forest-license tenure holder to submit an application to have a renewable forest license converted to a new tree-farm license (TFL). The legislation also stipulates that an applicant must invite and collect public review and comment for at least 60 days, after which the results of the public consultation will be presented to the minister’s office for consideration in its decision. Nechako Lakes MLA John Rustad sees this legislation as providing the framework for moving forward with area-based forest management. Rustad and Minster or Forest, Land, and Natural Resources, Steve Thompson, both see the legislation as taking its cue from the 2012 Special Committee on Mid-Term Timber Supply. “Area-based licenses are not new,” said Thompson. “[This legislation] is an additional tool to increase the midterm timber supply and to create the incentive for enhanced forest stewardship and enhanced silviculture.” By allowing a forestry company to benefit from the extra work it puts into the management of its own TFL’s, the province hopes that corporate self-interest will play into keeping the province’s forests healthy. WALTER STRONG In response to a petition signed by 28 property owners in the Stearns Subdivision area, 15 kms east of Burns Lake, the Regional District of Bulkley Nechako (RDBN) has begun a formal process that may see the removal of the derelict ‘Koffee Kup’ building and related trailer-park debris from the intersection of Dorothy Frontage Road and Stearns Subdivision Road. The petition requested that the RDBN move to have the building demolished and the debris removed, citing concerns for safety, health, fire hazard and visual satisfaction. The decaying building, which is clearly visible from the highway coming into Burns Lake, was abandoned approximately 12 years ago. It has been extensively vandalized and used as a garbage dump in the meantime. The floors are covered with an accumulation of household trash, furniture, clothing, and other unsalvageable items. The ceilings, where they have not already collapsed, indicate extensive water and mould damage. Some walls are smeared with layers of an unknown organic paste. Rats, bats and human scavengers have been seen around the property. Beyond the aesthet-

The planning doesn’t stop, either. Working with environmental groups, First Nations communities, and government agencies, our engineering team is constantly refining the route — with nearly two dozen amendments to date. Safety and respect for the environment have been our primary considerations in charting the Gateway pipeline route over the past 10 years. And that’s not about to change.

Unfortunately, this particular reader can’t collect any data. manager with the Ministry of Transportation (MOT) for the Bulkley Stikine District. “The ministry was hoping to get some local statistics on the effect of the new speed reader sign.” Schley said that at this point the MOT would have to purchase additional software to enable the collection of data. With the reader already operational and, hopefully, doing its job, it would be counter-productive to take them off-line to
install new software. “We have some other options that we are looking at for gathering speed data,” Schley added. If the MOT is successful with those options, they will share the data. Despite the inability of the Burns Lake reader to collect data to confirm its effectiveness, Schley offered some general information coming out of research into the effectiveness of the flashing signs for speed management.
“Speed reader signs have proven to be consistently effective at getting drivers to slow down, reducing speeds by about 10 per cent,” he said. “[The] signs have shown a dramatic reduction in the speed of vehicles travelling in excess of the speed limit.” A speed reader sign installed in Houston suffered the same technical difficulties as the Burns Lake sign, and it has been unable to collect any data.

B.C. gas boom is real, all right Whether Christy Clark’s government survives the May election or not, the natural gas “Prosperity Fund” idea floated in last week’s throne speech is a useful one. B.C. is poised to join Alberta in the upper rank of energy producing jurisdictions, with an expanding network of natural gas collection, refining and processing into liquid (LNG) for export. Clark’s pre-election throne speech proposed a resource fund similar to Alberta’s Heritage Fund that would be reserved for debt reduction and major projects, rather than spent on programs, which tends to happen under the political pressure of four-year election cycles. Opposition politicians and media commentators have dismissed this as a pre-election stunt. They note that the LNG industry in B.C. doesn’t exist yet, and may never produce the hundreds of billions of dollars projected over the next 30 years. I returned for a visit to B.C.’s northeast earlier this month, and I can tell you the gas boom is real. My parents homesteaded east of Dawson Creek near the Alberta border in 1962, and I recall when our farm was drilled for gas by Gulf Canada 40 years ago. Many more gas wells have been drilled since then, and country roads have been widened and numbered for industrial traffic. Hydraulic fracturing, already in use when our farm was drilled, has been combined with directional drilling to open up huge new supplies. A farming community called Montney is the latest hot play, yielding not only shale gas but petroleum liquids, which are valuable for diluting heavy oil among other things. B.C. has never seen this kind of international investment interest before. Initial projects have been joined by global players such as British Gas, and Mitsubishi, a key

player in Japan’s replacement of its devastated nuclear power program. Spectra Energy, which operates one of North America’s biggest gas processing plants at Fort Nelson and has another one under construction nearby, has begun work on a third plant near Dawson Creek. Spectra and British Gas have also proposed the latest of several pipelines, to move all this gas to an LNG terminal at Prince Rupert. The Kitimat-Prince Rupert region now has at least five proposed terminals, with investors including Shell, Chevron, ExxonMobil and state players from China and Korea. All this is happening as shale gas is developed across the United States as well. As with oil, Canada is a captive of the U.S. market, and the flood of new gas supply has the North American price at rock bottom. At least B.C. hopes it’s the bottom. Gas royalties passed forest income to the B.C. treasury many years ago, and now as the forest industry struggles to recover, the province faces tumbling revenues from gas. Why would B.C.’s shale gas be seen as a priority for new global investment in LNG? For one thing, we’re a stable democratic country with a mature industry and competent regulation. Secondly, the shipping advantage of the Kitimat and Prince Rupert ports to the Pacific Rim has finally been recognized internationally, as coal, forest products, grain and container traffic has climbed in recent years. B.C. has another advantage that appears to be increasingly important. The shale gas deposits are deep, under a kilometre or more of solid rock, and most are in remote, sparsely inhabited locations. That adds cost to the pipeline system, but it has a benefit. At the beginning of the year I predicted that the international protest movement that dishonestly targets Alberta oil would soon turn to demonizing natural gas. That pseudo-scientific attack has begun, right here in B.C. I’ll have more on that in a subsequent column. It was a great week for sports and culture in Burns Lake. At the arena we had competitive, non-minor hockey league action between five teams including a hybrid Burns Lake Bruins team that included minor hockey league players as well as older players. The competition was part of the Carrier Sekani Family Services first winter games. Nothing against minor hockey - it’s great to be able to catch competitive hockey almost every weekend in town - but Burns Lake does feel a little left out of regional action without the Burns Lake Braves. The bleachers were well-used for hard and fast hockey all weekend. Speaking of full bleachers, the turn out for the ballet last week was staggering. When was the last time you saw people lined-up outside of the high school doors eagerly hoping that a ticket or two might become available? The hard-working volunteers of the Lakes District Arts Council should be thanked for the opportunity to experience the show in the intimate environment of the highschool main stage. Great hockey and a professional ballet should be enough for any Canadian, but last week had even more on tap with ski racing at the Omineca Ski Club. It seemed like an endless field of racers was on hand as category after category of racer lined up at five minute intervals to torture their aerobic systems on a mild and sunny winter day. They raced so hard that I got fit just watching. The Omineca Ski team is mostly represented by a group of young skiers. They show a lot of potential not only as athletes but as examples of good sportsmanship with their indefatigable energy and positive dispositions. They will be a fun group of athletes to keep your eyes on as they grow into the older age categories. On a completely different note, we’ve seen the beginning of the election season up here. Minister Bill Bennet began the natural gas sales pitch in Terrace and Prince Rupert. According to his media handler, there may or may not be a Burns Lake visit on tap, even though pipeline proposals are on everybody’s mind around here. The provincial liberals are taking a lot of fire in open editorial pieces by politicians and regular media commentators for their proposed changes to forest management policy. One thing that stands out is the war of semantics that has defined the early exchanges. Critics of area-based forest management want to keep the phrase tree-farm license (TFL) at the forefront of the conversation. Defenders of area-based management want to get past a term that’s loaded with more than 30 years of baggage to describe what they see as a positive approach to forest management. Semantics get tiresome fast. Whether it’s a TFL, an area-based tenure, a First Nation’s woodlot license, or whatever other term might evolve to describe it, the essential question is whether or not the system maintains independent and transparent oversight of forest stock and health. The vitality of our forests is more important than a quick political score.

Ben Parfitt, a professional forester and an environmental and stainability critic for the Canadian Centre for Policy Alternatives, has not been reassured with what he has seen so far in the new legislation. Parfitt supports the move to area-based tenures. He doesn’t want his criticism of the legislation to be taken as criticism of area-based forest management. “I am not opposed to area-based licenses,” he said. “I’ve made a very strong case that we should be moving in that direction.” Instead, a major concern for Parfitt is that sweeping changes are being introduced in response to what is actu-

ally a localized problem. The Babine Forest Products sawmill in Burns Lake was destroyed in an explosion and fire on Jan. 20, 2012. The commitment to rebuild the sawmill depended on providing Hampton Affiliates, the mill’s owners, with the assurances they needed that the mid-term timber supply for their company would be robust enough to justify the expense. “I think that there ought to be a separation between substantive, province-wide changes to forest policy and dealing with the very clear challenges that pertain to Burns Lake,” Parfitt said. As for Burns Lake, Parfitt supports government sitting down with local stakeholders, First Nations, forest licensees, and the community to find a solution for the particular needs of Burns Lake. His criticism is aimed at what he sees as the province using the dialogue that began in response to the Burns Lake mill disaster, and the mountain-pine beetle epidemic, as a way of fast-tracking legislative changes. “What we’re looking at here is a substantive change to forest policy right on the heels of a provincial election,” Parfitt said. “That’s not the way we should be devising forest policy in
this province.” Rustad recognizes that a lot of work needs to be done regarding the details of what these new and large TFL’s will look like. What the legislation is designed to do, said Rustad, is to enable to province to allow large forest companies to duplicate the success that other companies have had with their TFL’s. “We’re hoping, through this [legislation], to achieve results similar to what we’ve seen in the Dunkley Lumber TFL,” said Rustad. Dunkley lumber holds a TFL in the Quesnel area. Rustad holds up that company as having shown strong gains in its timber supply through prudent forest management. “I think what we’ve seen [there] is a 17 per cent increase - post-pine beetle - in the amount of volume that they have available on an annual basis,” Rustad said. Mary Arcand, president of the Central Interior Loggers Association (CILA) in Prince George, is cautiously optimistic regarding both the legislation and the idea of holding Dunkley Lumber up as a paradigm example. “In principal we can go along with it,” Arcand said. “But we need more information and more detail.” Arcand said that
Dunkley Lumber is considered to be one of the better companies to work for by the membership she represents, but she is concerned that the bigger companies might not be interested in doing things ‘the Dunkley way.’ “We’ve seen it work with Dunkley, but that doesn’t mean that it’s going to work the same way with everybody else,” Arcand said. “There is a concern… that changes being made to accommodate Hampton Affiliates will be taken advantage of by others to the detriment of small operators.” For Arcand and CILA, the devil is in the details. While she supports the long-term stability the conversions could introduce to the logging industry, she is concerned that in the rush to accommodate large forestry companies smaller contractors will be left out of the conversation. “Contractors need the same stability that they’re trying to give the larger companies,” she said. “We need to know how it’s going to look on a detailed level.” While both the logging industry and forestry policy critics wait for more details regarding how the conversions will look, Rustad cautions that details will emerge only after extensive public consultations. “This legislation is the first step, enabling us to
be able to go out and have the conversation and engage in a process that will certainly take a number of years,” he said. For Rustad, this new legislation enables that conversation without defining it except in the broadest terms: that it be in the public interest, that it contribute to increased fibre supply, and that it be in consultation with communities and First Nations. While provincial oversight and regulation will remain regarding the new TFL’s, Parfitt is not impressed. “If we’re talking about the same oversight, I would say that the oversight and approval ought to be much more vigorous than it is now,” he said. “What I see here is that the interests of the few are getting served ahead of the interests of the many and I think that is a big mistake.”

might tap him and say ‘Hey buddy wake up.’ And yes there were wrongs and really bad mistakes done in the past, if you want to call it that. The same could happen in the future after all land claims settlements get settled. There will be people that feel the land claims are unjust like Mr. Holenstein. The future grandchildren just might be our grandchildren who might say we are so sorry you feel that way but we cannot be blamed for what
happened in the past even if there were wrongs and mistakes. After all we did not make all these laws that are used against you in the courts. Editor: Re: In response to Rustad's comments in Lakes District News issue Feb. 20, 2013. MLA Rustad, how disingenuous your remarks are. To compare major licensee tenures to area-based woodlot and community forest tenures is ludicrous. Woodlot and community forest tenures are small and locally owned and operated. They totally benefit the community. The control remains within the community. Major licensee tenures are huge and corporate, internationally owned and operated, and are not operated solely to benefit our community. Of course, community forest employees would extol the virtues of their area-based tenure. But, those tenures pale in comparison to major licensee tenures and should not be compared. They are apples and oranges and just another attempt to ‘hoodwink’ the people of this community. Eighty
per cent of forest tenures in B.C. are volume-based and 20 per cent are area-based such as woodlot and community forest tenures. The 20 per cent are not major licensee Tree Farm Tenures such as the Liberals propose. How disingenuous your remark is: ‘Area-based licenses are not a privatization of the forest.’ Then you go on to say the reason is because they will have to replant and the land is still the government's. You not once discuss the asset conversion of area-based tenures to the licensee and out of the government's control. Not once have your or other Liberals ever mentioned this dirty little secret deal breaker…. that, the asset value of the land transfers to the licensee with saleable rights and benefits going to them, not the community for the government. I am disappointed that Walter Strong didn't force MLA Rustad to address the asset conversion aspect of
area-based tenures. The crux of MLA Simpson's and my letter was this very point yet MLA Rustad avoids the discussion. The Liberals hopes are that First Nations and rural communities will not wake up until it's too late. The Liberals will be long gone if the political polls are correct and will not have to account for the terrible consequences thrust upon the Lakes District. Once again the Liberals refuse to come clean to our community. The Timber Supply Review Report does not recommend changing volumebased tenures to area-based (major licensee) tree farm licenses. The Liberals used to say they were thinking of going the area-based tenure route but only if the community wants it. Now they are basically saying ‘area-based tenures are coming to the Lakes District.’ They have never felt they had to disclose the dirty secret deal breaker for First Nations and non-First Na-
tions rural communities. A warning has been issued by Judith Sayers (Visiting National Aboriginal Economic Development chair University of Victoria) & Ben Parfitt (Resources Policy Analyst) to First Nations, and non-First Nations rural communities that this proposed government transfer could fundamentally alter who gains access to natural resources; and, it is a ‘lifeblood issue.’ Their article ‘Forests bill urgently in need of a rewrite’ was published in the Times Colonist on Feb. 19, 2013. Looking back at the history of the Landing
I have tried to try and record to the best of my ability the history of the Landing. The history on the hall corner as it’s also very important for us all. The school from a little one room to a lovely modern school with bright modern rooms with a bright and modern auditorium, it’s come a long way when I start to compare the little old one roomer. Also a well kept play ground. Back in the 50s we had a skating rink north of the present school building. Then our community hall. This hall has been the centre of our community for 50 years. It was built in the 1923 by the locals and was managed
by the farmers institute for many years. Now the recreation committee have taken it over. The building has had many alterations all for the better. The roof and the exterior have had some massive changes all for the better. It really stands out. The last renovation project was the biggest. The whole interior was torn out right to the ceiling, walls, windows, bathrooms and kitchen were redone, not only made larger but all new equipment and seating. The whole building is more attractive for renting. Not only did the contractor do a wonderful job but members of the recreation committee put in many hours doing extra work like ramps etc. We are all very proud of our hall. Years ago there was a large lean-to built onto the west side so this addition has really made the hall much more suitable for a place to serve meals without taking in any of the dance floor. The hall has been used as a movie theatre where Mr. & Mrs.
Paddy Caroll would show a movie every week. Then the hall was used as a school, funerals, weddings, dances, musical evenings and auction sales. So the hall has been part of our community big time. How many wedding dances, I am at a loss to say but if the hall could talk it could tell some good stories. In the early 40s and for some years there was a seed cleaning plant north west of the hall. There were two very large buildings, one for seed storage and one for the plant itself. Timothy seed came from the whole Lakes District and was cleaned, re-bagged and shipped out by rail. The seed was of high quality and was very much in demand. Joe Sugden and Lee Cooper ran the whole thing. I worked there for about a month but I was just getting over an accident with a horse and I found the 100 pound bags too heavy. After the plant closed up in the 50s the Peeble brothers moved the building to their ranch
for storage etc. The sale of the Timothy seed really was a shot in the arm for the local farmers. The land where these buildings are located was presented to the community by the Long brothers who farmed the land east of the hall corner. This was a very generous donation to the community. I understand this took place in about 1912. Rev. Sweatenham, an Anglican minister, with the help of the community build the church as it stands today in 1914. The church which is just across the road from the hall was at one time a very busy church but at the present time it needs some TLC to bring it back again and I’m sure in time it will. The cemetery has been closed for some years now. One of the main reasons was the graveyard was used before the yard had a proper survey so some of the graves were in the wrong place and over crowded. The building was used as a school while the little one room school house
was being build. As the church was vacant in 1938 and 1939 the seed plant was overloaded and the seed was stored in the church. The weight of the seed pushed out both walls. Joe Corbett and our dad had Clarence Corliss make up two long rods to pull the building into shape. Clarence Corliss helped them get the rods in place and you can see them today as strong as they were in the 1942. The church has lots of history too, the bell was donated in memory of Jim Knowles, the old pump organ came from Rose Lake, the alter was donated by Mrs. Nelson of Rose Lake, the fount was donated by Jacob Henkel, the beautiful benches were made by Hugh Cowan. Wood stoves Every one has a chimney fire story. We had a couple of good ones. Lots of folks had stove pipes even going through the upstairs. No wonder there were some bad fires. One morning and
thank heavens there were some men in the store waiting for their mail when my wife Jo came running down the hill with baby Marie in her arms, “The house is one fire.” Earl Deeder led the way up to the house and the pipes were red hot and the wall paper on the wall was on fire. Jo had been washing so Earl took a wet towel and covered the pipes, one other guy threw a bucket of water on the burning wall. Peter Mathews, the ferry captain, and Ellis Christy ran up with a fire extinguisher from the ferry. In a few minutes the fire was out. All we had to do was clean up the mess. We had a scare before the power came out and we were using gas lamps for the store. It was about 30 below and I filled the two lamps with gas and I lit one. The gas no doubt expanded and blew out the filler plug. It was a blaze. Dad opened the door, I grabbed the blazing lamp and threw it out in the snow, the dog was on fire too. We got the fire out, save the store
and I went to the hospital as I was burned quite badly. But I learnt a lesson and a hard one too. Sad news It’s a sad week for us all with the passing of two old timers from our Southside; Madge Braaten from Southbank and Flo Critchlow from Chelsatta. They both leave loving families behind and many friends and many memories. Entertainment Last week we had the pleasure of the Decker Lake Mennonite Church choir entertain the Tweedsmuir House residents. What beautiful singers, we enjoyed every minute of it, it seemed just too short. Lots of the older hymns brought back such pleasant memories for all. I would like to thank my family and my very good friend and neighbour Brian Worrall for taking me out to the shop and visit my old stomping grounds. It helped pass the time for me. Thank you all in big letters. Always remember God loves you and so do I.

“Blessed” is one of the most common words in the Bible. It is defined as “inward happiness that comes from a life made straight, upright or level.” How is one’s life made level? God has the answer: “Blessed are those who do not walk in the counsel of the ungodly, nor stand in the pathway of sinners, nor sit in the seat of scorners; but their delight is in the Word of God, and they meditate in it day and night. They shall be like trees planted by the riv-
ers of water, who bring forth fruit in season, and whose leaves also shall not wither; and whatever they do shall prosper”- (Psalm 1). Every carpenter knows the importance of building with a level. In the same way, every life needs the “level” of God’s Word to be applied to it in order to experience life as God intended it to be. Jesus was also a carpenter. He said: “Whoever hears these saying of mine, and does them, I will liken him to wise man, who built his house upon a rock: and the rain descended and the floods came, and the winds blew, and beat upon that house; and it fell not, for it was founded upon the rock. And everyone who hears these sayings of mine and does not do them, shall be likened to a foolish man, who built his house upon the sand; and the rain descended and the floods came, and the winds blew, and beat upon that house; and it
fell: and great was the fall of it” – (Matthew 7:24-27). If Jesus were a mere human, these words would be arrogant delusions.
But his miracles and resurrection prove the truth of his claim to be the Son of God. “Blessed are all they who put their trust in him.”

Morrison mine denial challenged Pacific Booker advances legal position WALTER STRONG In a Feb. 13, 2013 press release, Pacific Booker Minerals Inc. (PBM) announced that it had retained the Vancouver law firm of Hunter Litigation Chambers Law Corporation, “to advance litigation against the Province of British Columbia in connection with the refusal of the government to issue an Environmental Assessment Certificate (EAC) for the Morrison Copper/Gold Mine Project.” The proposed mine was to have been located north of Granisle B.C. The mine project would have begun in 2014 to extract an estimated $6 billion in mineral resources.
The 10 year feasibility and environmental assessment process has cost PBM more than $30 million in studies and environmental analysis. More than 16,000 pages of documentation have been produced, resulting in a 200 page provincial environmental assessment. PBM had agreed to meet 32 conditions set out by the B.C. Environmental Assessment Office (EAO) for approval of the project. A last minute denial of the anticipated environmental approval on Oct. 1, 2012 took PBM and the mining industry by surprise. Despite a positive assessment by the EAO that the project had ‘adequately and reasonably’ dealt with all environmental, First Nations, and public concerns, environment minister Terry Clark’s office denied the application. The denial was followed by a more than 50 per cent drop in stock value amounting to $140 million in equi-
ty losses for over 1100 investors. Since then, PBM has periodically made press releases reiterating its contention that it had met all of the requirements set out in the EAC process, and that the province had moved the goal posts, unfairly hurting PBM’s interests.
Pacific Booker Mineral’s announcement did not include any details of what the litigation might look like or when it might be introduced. Estimated provincial revenues from the project were in excess of one billion dollars over the lifespan of the proposed mine.
Tax tips & traps CRA Charging Stiff 20% Penalty For Missing Tax Slip he CRA is imposing harsh penalties on individuals who do not report income from a T-slip on their tax return — even if the omission was T inadvertent. The CRA runs a sophisticated T-slip matching program that
checks the amounts and slips reported on your tax return with data filed by your employer (T4 slips) or other slips reporting investment or trust income (e.g., T5, T3). This is usually done after the original assessment of your return. The penalty is a combined 20% federal-provincial rate that may be applied to the amount of the unreported income. As a result, when you are gathering your personal tax information, ensure that you provide all your tax information to your tax return preparer. If you have extensive investments, you should take special care because brokerage firms may issue late or amended slips. Example: When Mr. X filed his 2011 tax return, he forgot to include director’s fees of $25,000 reported on a 2011 T4 slip. Mr. X never received this slip because he moved during the year and the slip was sent to his former address. Mr. X discovered the omission after filing his return, but was not concerned as taxes had already been withheld from the income (i.e., technically, he thought he did not have an income tax liability). The CRA’s information slip matching program alerted the CRA to the $25,000 unreported income. As a result, the CRA charged Mr. X with a $5,000 penalty under subsection 163(1) of the Act and the provincial equivalent, even though Mr. X did not have an income tax liability associated with this income because the appropriate taxes were withheld.

Cardinal is currently wanted by the Terrace RCMP for: assault, theft under $5000, breach of undertaking (2 counts). The stolen vehicle has not been located yet and is described as: Hyundai XG350, 4 door sedan, white, 2005 model year and B.C. licence plate 101 WWK.
The Prince George RCMP is requesting the public's help in locating three wanted men believed to be armed & dangerous. On Thursday Feb. 21, 2013, arrest warrants were issued for two men accused of recent Criminal Offences that have taken place in Prince George. In addition, a third man wanted out of Terrace, BC, is believed to be in the area and may be associated to these men.

The Burns Lake Bruin midgets won home zone playoffs and have advanced to the provincial finals in Lillooet on March 17, 2013. They beat Houston 9-1 and Fort St. James 7-3 to earn that spot. The Lake District Arts Council's (LDAC) eighth annual general meeting was attended by regular directors, executive members and volunteers. All current executive members and directors were re-elected for the coming year. The Arts Council is in good financial health, and plans are moving ahead for the 2013-14 season, which will be announced at the last performance of the current season on April 14, 2013. In the president's report to the annual general meeting, Sandra Barth said, "Thinking about sustainability and, knowing that we are talented and energetic, I invite the board to a year-long process of preparing for how the LDAC can continue to add spark to individuals’ lives and to the community’s quality of life." The LDAC encourages all members and interested citizens to participate in the sustainability planning process in the year ahead.

According to a press release issued by acting Chief Frank Alec on Feb. 19, 2013, Adam's medical condition will be reassessed after three months. "I have been in our political arena in many different areas for 35 years and have not had a proper break," Adam said. "My doctor found a problem with my heart recently so it was best to take time off to heal."
The Lake Babine Nation is the third largest First Nation in B.C., with over 2,300 members over 27 reserve lands and three communities. "We have the nation in very good financial position and upgrading or revising all the policies of our operation so I have no problem leaving the post for a short time," Adam said. "I thank all our LBN citizens for their support and prayers in this time of my personal challenges."

Jobs Minister Pat Bell says he will remain in Premier Christy Clark's cabinet until the May 14 provincial election, but he has withdrawn his candidacy to run for reelection due to a heart condition. Bell has been a key cabinet minister for Premier Christy Clark, as he was previously under Gordon Campbell. He is continuing his duties as minister of jobs, tourism and skills training, a portfolio created by Clark as the centre piece of her job strategy. Speaking to report-
ers in his legislature office Monday, Bell down played his departure. "Sometimes when you're in politics, you automatically think you have become smarter over a period of time," Bell said. "I think there's some evidence that points to the opposite. So renewal is not a bad thing." Bell was nominated to run for a fourth term in Prince George-Mackenzie, a seat he has held since the B.C. Liberal landslide of 2001. He declined to identify candidates to seek the party nomination, but said he hopes to see a competition for the job.
Bell's doctor discovered an aneurysm last fall in one of the arteries connecting to his heart. The condition is typically a bulge in the blood vessel that indicates weakness of the wall. If it bursts it is fatal. Bell said Monday his condition is being closely monitored, and he may need surgery if the aneurysm grows larger. But for now he is continuing his work and exercise schedule as usual, and he plans to campaign for the next B.C. Liberal candidate in his constituency. He said his condition is likely inherited.

The Alzheimer’s society launches a tele-support and learning group for local caregivers of a family member with Alzheimer’s disease or another dementia. The eight-session pilot project will be conducted over the phone, on Friday afternoons, beginning on Mar. 15 through May 10. Each call will include up to eight family caregivers. Facebook Security is attempting to reassure users following what it calls a targeted and sophisticated attack against the social networking giant last month. The breech was caused when several Facebook employees visited a mobile developer website that had been compromised. This compromised website was then able to sneak malicious software onto the employee’s laptops by use of a previously unknown Java exploit. Both Oracle, (the maker of Java), and law enforcement were notified of the security breach. Oracle has already released a patch to resolve the issue, but the police investigation still appears to be ongoing as of this time. Meanwhile, Facebook has issued a public statement that no user data was compromised during this attack.

Juergen Walter Posselt was born April 18, 1954 in Aalen, Germany. His first 16 years were spent in Germany. In the fall of 1970 the family immigrated to Canada, first to the Fraser Valley and 2 years later to the Home Creek Ranch in Cheslatta. They did live the pioneer life there with no running water, hydro or phone.

Maintenance Worker Reporting to the Site Services Supervisor, the successful candidate will be part of the Site Services Team which is responsible for the repair and upkeep of a 250 and 100 person camps and mine site buildings and infrastructure. After finishing high school, Juergen decided to pursue an artistic career. He went to art school in Toronto and later to UBC in Vancouver. He was a very prolific artist. During the summer of 1983 Juergen moved back to the Southside, where he eventually got married and, with his wife Beate, raised their 3 children. Juergen worked in the logging industry in different jobs until his accident in 2005. Due to his changed circumstances, he moved to Prince George. With the encouragement of his family, Juergen had started to paint again.

Northern Gateway will be one of the safest energy pipelines because it’s been designed by engineers, safety experts and the people of British Columbia.

We’ve heard their concerns and have continually incorporated their feedback into our plans. We have added $500 million in extra safety measures–like thicker pipe, more isolation valves, meticulous pipeline construction techniques, and plans for around the clock monitoring by real people, in real time, with sophisticated technology.
We will use thicker pipe... Northern Gateway pipe will have an average thickness of 0.80 inches. That’s 20% over and above current Canadian safety standard requirements for the Northern Gateway Project. The pipe will be even thicker when it crosses major rivers and tributaries. It will be welded with exacting precision and its integrity checked using ultrasonic inspection and hydrostatic testing methods. And to ensure safe operation, the frequency of high resolution, in-line inspection surveys will be increased across the entire pipeline system by a minimum of 50% over and above current practices.
We will respect wildlife habitats and migration routes... To address concerns from the public that the construction of the pipeline will affect the environment, we have pledged to build it in such a way that natural wildlife habitats, migration routes and fish spawning sites will be respected. During the building phase, disturbances will be kept to a minimum by having construction vehicles access most of the pipeline using existing forestry roads. Instead of building all new bridge structures, it will use existing watercourse crossings where possible. When construction is completed on each section, soil will be returned and shrubs and grasses native to the region will be planted. If any large trees are removed to make way for the pipeline, a new tree will be planted in another location as part of Enbridge’s commitment to plant a tree for every tree we remove to build our projects.
We will practice and be prepared for incidents... Our goal is always zero spills. To help achieve that, the pipeline will be monitored from the air and the ground and routinely inspected inside and out to identify and address any integrity issues. But that doesn’t mean we will not prepare for an incident. We will adhere to world-leading practices for oil spill response and recovery systems. Emergency response equipment and training will be provided and constantly updated and upgraded. Training exercises with our own operations personnel and local emergency providers will be conducted on a regular basis. Can we guarantee that there will never be a significant pipeline failure? Our original pledge to build a safe pipeline combined with further enhancements made after hearing the concerns of British Columbians puts us closer than any other pipeline system in the world to providing that guarantee.
