The provincial government has battled a worldwide economic downturn and has come back in better shape than just about any other jurisdiction in North America, says the MLA for Parksville Qualicum.

Opponents of the Raven Coal Mine proposal are backing a move this week asking the Vancouver Island Health Authority to issue a Hazard Prevention Order to address any potential risk to drinking water. The University of Victoria Environmental Law Clinic has asked VIHA’s Drinking Water Officer to issue the order, and the request is supported by CoalWatch president John Snyder. “Speaking as a private water well owner in Fanny Bay, I also support this request for a Hazard Prevention Order,” said Snyder. “The protection of our precious water supply should be paramount, and the fact that the UVic Environmental Law Clinic has made this extraordinary request is significant indeed.” When asked for comment by The NEWS, VIHA’s communications department issued the following statement: “Our Medical Health Officer for North Island received the letter on Monday, and will now conduct a careful review and consideration of its request, which will take time.” The terms of reference for submitting an application to the government for this project were finalized in June, 2012. In September, 2012, Raven project manager Don Birkshire told a Parksville audience the company would file its application in October of last year. The application has yet to be filed. “The ball’s in their court,” Snyder told The NEWS in an interview Wednesday. “We are waiting for them to submit their application. We think we are taking proactive measures instead of reactive measures.”

Itâ€™s Rotary Day in Parksville on Saturday

This Saturday, Feb. 23 has been officially proclaimed Rotary Day in Parksville. City council unanimously declared the proclamation Monday night at its regular council meeting after Parksville Rotarian Kim Burden gave a presentation outlining the history and good works of the organization. Rotary International was founded on Feb. 23, 1905 in Chicago. The first Rotary Club in B.C.was established in 1913 and the first Parksville club was established in 1987.

Council gives summer events approval Parksville city council passed a number of motions Monday night that set the stage for a busy summer season. Various organizations have sought permission from the city to conduct their events in the Community Park and on the streets of the city. All of the motions were passed unanimously and they related to the following events: â€˘ Coastal Community Credit Unionâ€™s Sunset Cinema on the kite field in Community park from 3 p.m. to midnight, July 11 and their employee family fun day in the park July 28. â€˘ Oceanside Outdoor Sports has permission to conduct its skills clinics, volleyball camps, league play and tournaments from May 6 to September 2 on the Community park beach volleyball courts. There was some suggestion big-time professional and amateur tournaments may be coming to Parksville this summer. â€˘ Permission was granted for the use of the streets/sidewalks of the city for the Oceanside Running Clubâ€™s 10 km Run May 12, the Heart and Stroke Foundationâ€™s Big Bike event June 4 and the Walk for ALS June 10.

Bill Neufeld wants to slow drivers on Highway 19A through Parksville by temporarily closing lanes in the downtown area of the city. The Parksville city councillor was asked this week if closing lanes downtown would be an annoyance to both residents and visitors. â€œIt would create a bottleneck, quite honestly,â€? he said. â€œThat would be something they would have to work with.â€? Mayor Chris Burger said heâ€™s heard â€œstrong arguments on both sides and Iâ€™m not entirely convinced it would be something that would work.â€?

Burger said the most recent data shows there are 600 vehicles on 19A in the downtown core in each lane, every hour. He also said closing lanes could be a boost for businesses in the downtown core and residents alike. â€œIâ€™ve always viewed the highway as somewhat of an impediment between the downtown core and the waterfront,â€? he told The NEWS after council met Monday night. â€œThere has been talk about a tunnel or potential overpasses, but something that sounds so simple can be very expensive.â€? Council made no decision about temporary lane closures on Monday night and there was no motion in front of them regarding the issue.

A draft of what could be Parksville’s new official community plan is now available for the review of residents, but they better hurry. The public can submit comments on the 200-plus-page document before March 14, and two open houses have been scheduled for next week where residents can view the plan and ask city staff questions. The process will culminate with a public hearing tentatively scheduled for May 6 and the adoption of the bylaw adopting the OCP June 17. The draft plan was unveiled to council and the public at a city council meeting Monday night. “This is a document we feel the City of Parksville can be proud of,” said director of planning Blaine Russell. “It will be great to actually have something that will be up to date,” said Mayor Chris Burger told The NEWS after the council meeting. “I think you have to update these documents. It’s not a good thing to be giving (developers) information that’s 10 years out of date. It does set your long-term goals and it’s the one avenue that we have to try and maintain a consistent approach, or at least an approach that’s big-picture and beyond the three-year election cycle.”

The last OCP review was done in the late 1990s and there’s a “really different approach” in some parts of this current plan, Burger said. After the meeting, one resident came forward to say she felt the timeline for public input was too tight and she felt “rushed” to read the document and provide comment. She asked Burger if he believed the time frame was sufficient. “Yes, I do,” said the mayor. By the time it is adopted, city staff and consultants will have been working on this OCP for three years. Russell gave a brief overview of what’s in the draft, and councillors said they had not given it a full read yet, having only received the document that day. Russell said the document looks at housing and growth projections for the next five-10 years, among many other issues, and the city’s desire to “steer growth closer to the core.” Copies of the draft OCP are available for viewing at the public library and City Hall. The open houses Feb. 26 and Feb. 28 are both scheduled for 2 p.m. to 7 p.m. at the civic centre. Members of the public can also make comment and get more information regarding the draft OCP through the city’s website, www.city.parksville.bc.ca.

similar trend. “Anecdotally, I feel like there is an increasing demand at earlier levels so we have been exploring that with the district for the past couple of years,” said the president of Canadian Parents for French’s local chapter, Greer Cummings. Canadian Parents for French is the largest French second-language advocacy group in Canada and The B.C. and Yukon branch is the strongest in the country, with the most membership per capita than other branches. It was founded in 1977 by parents who wanted to ensure their children would have the opportunity to become bilingual in the Canadian school system and now has 11 branches and 170 chapters in communities around the nation. immersion from Kindergarten to Grade 12. Children are taught entirely in French up until Grade 4, when English instruction is introduced. About 80 per cent of a student’s class work is in French from Grades 4 through 10 and in Grades 11 and 12, 25 per cent of their classes must be in French. Studies show that children’s brains most easily learn a language at a young age and therefore the district’s goal with the program is to take advantage of the early learning opportunity, it states on the website. French immersion programs are offered at Ecole Parksville Elementary School, Ecole Springwood Middle School and Ecole Ballenas Secondary School. Although there is a good amount of interest in French immersion at the elementary school level locally, Cummings said it’s not as strong in the higher grades. “What tends to happen is, over time, you have some people not necessarily stick with the program, so a major part of what the CPF is trying to accomplish is an engagement of all of those cohorts once again.” One way they are doing that is introducing a French Film Night at Ballenas this year with pizza for French Immersion students and their families, and those interested in the program. On March 14, CPF presenting, with The National Film Board of Canada, Rendez-vous de la Francophonie. Transportation is a struggle as it is for all students in the district, Cummings said, but Oceanside CPF is in the process of working with its national organization, funded in part by the ministry of education and Heritage Canada, to try and get subsidies, she said. The group would also like to introduce a late immersion program, which begins in Grade 4, in Qualicum Beach. A small fire in a bathroom fan at Parksville Beauty Salon Tuesday had a couple of ladies waiting outside in

their plastic bonnets while fire fighters checked out the building. Hirst Avenue had to be blocked off to traffic between the Alberni Hwy. and

Craig Street while the ordeal was taking place. Parksville fire chief Doug Banks said there was a bunch of smoke in the salon when crews arrived and

staff had discharged the fire extinguisher. The fire crew took out the fan and disconnected the power and were on there way after about half an hour, he said.

Gary Hopkins lived in Qualicum Beach with Glenys and his lovely family for over 30 years. During that time they had many businesses including operating The Sand Pebbles Inn and owning Gary’s Bistro. Gary was always involved with the Qualicum Beach business community, he spent many years on the Chamber of Commerce executive and he was a strong supporter of all the events sponsored by the Downtown Merchants Association. Gary was involved in Fire and Ice, lending his kitchen to be used by some chili teams, he was always “on hand” for sidewalk sales and he was one of the businesses who spearheaded the Christmas Car give-away which lasted five years. Gary worked very hard to get the Thursday evening summer downtown street fest but his biggest contribution (among many) was the vision he had to bring the Father’s Day Car show to downtown Qualicum Beach. It is one of the best car shows on the island and it was his idea. Gary would have been 69 on February 21, 2013. Dr. Verne McShane moved to Qualicum Beach and opened Qualicum Dental in 1974. He has served many patients in this community and beyond as far as Victoria, Powell River and Port Hardy! Nowadays, cuisine has to be chic. When I was a kid nobody in their right mind paid $20 for a plate of raw fish - even if it did have a cute name like sushi. We had basic foods like meat and potatoes. Sometimes my mom would just wash and cut up a whole head of lettuce and put it in a bowl for us. One night, my dad finally asked, “What kind of salad do you call that?” Mom replied, “Honeymoon salad!” We all looked confused. “Don’t you get it?” she asked. “Honeymoon salad. A second straight B.C Senior Ladies curling title wasn’t .n the cards this year for Parksville skip Penny Shantz, but you can bet the local banker will be back for another run next year. Shantz, who became the second Oceanside skip in consecutive years to win the BC Senior Ladies in 2012 took a new team to the BC’s this year, which were held in Trail. The team finished out of the playoffs this time around with a record of 3-4 and part of a three-way tie for fourth place in the eight team showdown. Only the top three teams advanced to Sunday’s finals. “You cant win them all -- it wasn’t our week,” said Shantz, a veteran of high level ladies curling. “We didn’t make the playoffs so I came home Saturday -- I got out of Dodge. “Really good competition,” she said of this year’s field. “I think it was even better than last year. This year out of the eight teams six or seven were contenders.” The Lepine rink out of Langley knocked off the Ridgway rink out of Nanaimo 9-5 in the final to take the title and advance to the Canadian Senior Curling

Championships being held in PEI. Lepine and Ridgway advanced the playoffs with one loss apiece, and Jones Walker, made up of Penny’s team from last year, was the other team to qualify with two losses. Ridgway’s only loss was to the Shantz rink in round robin action. Shantz and company beat the Lepine rink in the final last year, “so she was really hungry.” Lepine’s husband Craig skipped the winning rink on the Men’s side. In an interesting sidebar, Shantz curls with the Ridgway team in the Parksville Curling Club’s Wednesday night cash league. “Back in December they were still thinking of even entering (the BC’s) and I told them they’d be crazy if they didn’t. It was so much fun to watch them, they were on a roll and just came up a game short, but they’re true ambassadors for the sport. It was exciting.” Also worth noting is that Karen Lepine’s third, Lorraine Jeffries from Port Alberni, was with QB skip Lynne Noble when her team won the BC Senior Ladies two years ago.

Oceanside’s Save-On-Foods Generals took to the ice at Howie Meeker Arena Wednesday night looking to get back on even footing in their VIJHL opening round playoff series against the Comox Valley Glacier Kings. (See Tuesday’s edition of The NEWS for a series update). The best of seven opened Tuesday in Comox with the hosts taking it to the Generals in a 4-1 win. Comox outshot Oceanside by period including 20-2 in the third for a 46-19 edge on the night. Cam McCarrick (Jesse Ur-

sic, Michael Fretz) opened the scoring at 11:21 of the first period to stake Oceanside to a 1-0 lead, but Comox would counter with two of their own for a 2-1 lead after 20 minutes, and added two unanswered goals in the second for a 4-1 lead after 40, and the two teams played to a scoreless third. A fast-paced game with not a lot of penalty’s, Comox was 1-for-4 on the power play; Oceanside 0-for-3. Oceanside starter Alex Mastrodonato made 22 saves over the first 40 minutes before being replaced by backup Liam Giroux at the start of the third peri-

Four Vancouver Island communities—Parksville, Port Alberni, Duncan and Campbell River—will host a Russian oldtimers’ hockey team for a four-game Goodwill Hockey Tour, April 5-9. Parksville will play host to a game April 5 (7 p.m.) at Oceanside Place. Karyn Doerksen, vice-president of Parksville-Qualicum Beach Tourism, said they are co-hosting the Russians’ game at Oceanside Place along with the Regional District of Nanaimo and Oceanside Place. “We hope to showcase our 27 kilometres of beachfront, Goats on the Roof (at Coombs), perhaps a golf game,” Doerksen said. The Russian team will be spending the night after their game at Tigh-Na-Mara Resort. The Russians will play as part of the Grumpy Old Men oldtimers’ tournament, which will be going on at the same time as the Goodwill Hockey Tour. Doerksen said they will also draw from some 35- to 40-year-old players as well, but will be playing the Grumpy Old Men. Port Alberni hockey enthusiast Jim Lawson has maintained a relationship with Russian interpreter Oleg Norchenko ever since Lawson and his son Shawn played host to Team Russia during the World Under-17 Hockey Championships in Port Alberni in 2009. Lawson said he sent an invi-

tation to Norchenko on behalf of his own oldtimers’ hockey team to come back to Port Alberni to play “and darned if they didn’t accept.” The Tropic Ice Hockey team from Tula, Russia, about 200 kilometres south of Moscow, boasts players from the ages of 23 (a goaltender and a defenceman) to 51. The same four communities hosted teams during the World Under-17 Hockey Championships in 2009, forging a cooperative relationship that has carried over to this Goodwill Hockey Tour, Port Alberni organizer Ron Paulson said. Strathcona Gardens facilities services manager Yves Bienvenu and fellow Campbell Riverite Les Ready both volunteered during the U17 tourney in 2009. Bienvenu said the communities forged such a great relationship back then that when the opportunity came up to host the team from Tula in 2013, “how could we say no?” The communities are only now beginning to organize for the upcoming tour, which includes deciding how they will field their own oldtimers’ teams. In Parksville, the Grumpy Old Men are hosting a tournament at the same time so the host team will play the Russians. In Port Alberni, an invitational team will be assembled. “This is a goodwill tour. They’re coming here to play hockey,” Paulson said. “We want to win, but we don’t want to win at all costs.”

Oceanside Youth Soccer’s house teams have all wrapped up their regular seasons, but last weekend’s exhibition games were a good tune-up for their upcoming playdowns, “and a great way to keep the kids fit and focused.” On Sunday down at QB Rec Fields, Oceanside U18 Boys — aka Team Adam — knocked off the MidIsland Screaming Eagles 5-2. The Screaming Eagles haven’t beaten Oceanside this season, but it wasn’t for a lack of trying as both teams stretched the field. Hard-charging Oceanside striker Ian Whibley struck for a hat trick, and Felix Wachter and Nubian Smith rounded out the scoring. See TENACIOUS, page A32

Master Scottish Fiddler Alastair Fraser is a humble man. He won't boast about the time he honoured actor Sean Connery at a who's who event called The Kennedy Center Honors in Washington or his performance on major movie soundtracks like the Last of the Mohicans. Instead, when you ask Fraser about some career highlights he'll talk about all the good people and good conversations he's had with fellow musicians, and how delighted he is to see people he taught at fiddle camps blow him away. And how the fiddle, over the years, has become more than an instrument to him. "It can be a healing thing, it can energize people, it can change energy in a room, it can make people do things they never thought they would do, and it’s a very potent force," said Fraser from his home in California. "And the people that gather around music and dance and [sing], to me are the people I want to hang out with and spend a life with." Fraser will be performing in Qualicum Beach Feb. 25 with acclaimed cellist Natalie Haas.

Fraser started playing the fiddle, or violin, when he was eight years old in Scotland. He was a bit of a shy lad and thought he would learn some Scottish music to play at home and keep to himself, he said. But the fiddle became an important tool in his life, as he learned that it was a way to investigate the culture and the human condition, gather people together and give them a voice. Through his musical explorations Fraser has compiled a burgeoning repertoire of several centuries of Scottish music as well as his own compositions. He has released several critically acclaimed albums and contributed to more than 50 albums as a guest artist. Fraser and Haas are currently touring and will be coming from the United States for one show in Qualicum Beach at the Oceanside Baptist Church and one in Vancouver before they jet off to Australia. hree male musicians with strong, captivating voices and distinct musical styles have joined forces and are bringing an intimate acoustic concert to Parksville March 1. “Its boot stomping soulful rock-folk music and it’s a hell of a lot of fun,” said Ryan McMahon, who is one-third of The Bear The Lion The Fox. McMahon grew up in Ladysmith and moved over to Vancouver for the good part of a decade before making his way back home to start raising a family. Although he thought he’d slow down a bit, it’s been just the opposite, he said, and he gets more done musically now than he ever did in Vancouver. Last year McMahon won three awards at the Vancouver Island Music Awards including Artist of the Year, which was a pleasant surprise and validating for him, he said.

McMahon and fellow Vancouver performer Cory Woodward were fans of each other’s music while both living in that city, McMahon said, and decided last year it was finally time to do a tour together. Another provocative male voice that McMahon was keen on having join them was Christopher Arruda’s, who grew up in Nanaimo and now lives in Vancouver. “It was a mixture of totally like minded personalities, similar sense of humor, and most of all similar experiences in the music industry,” said McMahon. The three men are each into different styles of music, McMahon said, but despite that they had a bonding experience and thoroughly enjoyed each other’s company, which is rare in the music industry, he said. classical Victoria Symphony concert featuring one of the most sensational young artists to emerge in Canada in the past decade, according to the Canadian Broadcasting Corporation, is coming to Qualicum Beach March 23. “He apparently is very exceptional for his age and we’re just lucky to get this concert into Qualicum,” said Eric Charman local patron of the arts. Charman was talking about Jan Lisiecki, an award winning 18-year-old pianist who has already performed at the Carnegie Hall in New York and for Queen Elizabeth and 10,000 others on Parliament Hill in Ottawa, among other prestigious showings around the world. In 2010 the Fryderk Chopin Institute released Lisiecki’s live recordings of both Chopin concertos with Sinfonia Varsovia and Howard Shelley, which garnered him the Diapason Decouverte award. Decouverte described him as “an unmannered virtuoso already . . . and above all irresistibly natural playing.” Lisiecki’s music has been broadcast and he was featured in a CBC National News documentary about his life in 2009 called The Reluctant Prodigy. The rising star will be celebrating his 19th birthday on the day of the Qualicum Beach concert where he’ll play Chopin Piano Concerto.

The concert will also feature conductor Tania Miller and one of the greatest Mozart Symphonies, Charman said, Symphony Number 41, The Jupiter. Instrument building project involves all ages

Three-phase project teaches how to play unique instruments, form bands and build instruments at Pass/Woodwinds School HAYLEY CHARNOCK News Contributor

A community project at a local school is bringing generations together and teaching them new skills as they build their own instruments. “They do incredible work. Some have never done woodworking before” said Richard Graves, the wood shop teacher supervising the crafting of the instruments. This activity is the second part of a three-phase project that was started last May, called Walk Right In. The goal of this project was to teach people how to play instruments that they’ve never tried before, such as the jug. The participants then formed Jug Bands that have played at several community venues. The second phase of this project allows students of Pass/Woodwinds Secondary, and local senior residents to build their own instruments from kits. The kits were purchased by a grant from the New Horizons for Seniors, a sector of Human Resources Skills Development Canada (HRSDC). The grant was given to the Arrowsmith Agricultural Association (AAA) which is the keeper of the Walk Right In project. Members of community Jug Bands are supervising the instrument building, as is Graves. “I really love working with students and he [Graves] is a fabulous wood shop teacher” said Avril Smith, a senior who is building her own mandolin. When the seniors and the students complete their instruments, they will receive instruction on how to play them from Gerry Barnum, the instructor of the “Jugmentals”, a jug band formed as a result of phase one of the Walk Right In project. When phase two is over, the newly created instruments will most likely be donated to Pass/Woodwinds for future use.

This is part of a larger series with a number of influences including the ocean, the West coast and Japanese woodblock prints. Danesin was a print maker in the past and said she is fascinated with Japanese prints, with pattern and with fitting an elegant design into a small space. Second place went to Cindy Mawle for her piece Forest Lanterns, made with acrylic paints. She said she came across the flowers during her yearly retreat to Cortez Island. “I was walking the trail behind the cabin one day and the light was coming through the trees and lighting them up — they were like little forest lanterns and the squirrels were coming out and stealing them and munching on them and it was just kinda neat.” Third place was awarded to Ros Ross with her oil painting Sweet Peas. She said she had spent a day at Butchart Gardens where she took about 300 photographs. The next morning she was having breakfast at home and looked up to her husband with an arm full of sweet peas. Griffiths, former owner of the Lemon Tree Studio Gallery in Courtenay, has a vast repertoire of painting techniques under her belt and is currently enthused about painting abstract naturalism. This technique uses luminous and fluid ink on watercolour paper to produce free-spirited and abstract paintings. Scrivener is an award-winning Parksville artist who is self taught and loves to experiment. She creates highly textured abstract paintings and also teaches experimental mixed media.
