City seeks to borrow for Burke projects
What is she wearing – for art’s sake?
By Janis Warren THE TRI-CITY NEWS
Coquitlam council wants to borrow $17.9 million to pay for new infrastructure works — most of them for Burke Mountain. And residents can vote in March and April if they don’t want the city to take on the debt. O n M o n d ay, c i t y council gave three readings to a loan bylaw that would authorize city staff to hold an alternative approval process, a voting method allowed under the province’s Community Charter that permits municipalities to canvas the public on a specific matter. The process — often criticized as favouring

Thus, in Coquitlam, which has 82,839 electors, more than 8,200 residents would have to sign the counter-petition to force the city to either drop the project or hold a referendum; if there are too few signatures, the borrowing can go ahead. see DCCs WILL, page 5

A public forum on the pros and cons of legalizing marijuana will be held at Douglas College on Friday to help people form educated opinions about the controversial issue. The Joint Family Court and Youth Justice Committee and the
Communities Embrace Restorative Action (CERA) Society have invited five speakers to share their views at the Feb. 22 forum and the executive director for CERA hopes people will hear them out with open minds. “The intent of the forum is not to support any viewpoint — neither CERA nor the justice committee supports any viewpoint,” said Gurinder Mann. see JUSTICE, page 7

Retired teacher helps Two-wheelers hurt in pair of accidents put math aids online step-by-step math resources on sD43 website By Diane Strandberg THe Tri-CiTY News
Don’t know your tangent ratio from your cosine ratio? New School District 43 online resources are making it easier for students to pass their Grade 10 Math provincial exam. This past fall, retired Heritage Woods secondary school math teacher Sandra Rietchel was hired to put together screencast lessons — sort of a digital version of a lesson given on an overhead projector — practice links and additional resources for Foundations and PreCalculus Math 10. The lessons have now been posted at www. sd43.bc.ca to help struggling students and assistant superintendent Sylvia Russell said they’re aimed at helping students and their parents master the difficult and wide-ranging curriculum. “She designed the math website to look at the mid-range student, one that finds math a little bit hard and students that maybe need some support to remember concepts that are needed to build up a skill set,” Russell explained.
The need for online resources has been talked about for years, Russell said. Math 10 was chosen as a place to start because it’s a difficult course, with many subject areas and a provincial exam at the end that could be a barrier to some students. The resource went live in January in time for provincial exams. “ Yo u n e e d m o r e than what the textbook gives you,” said Russell. “This might actually be enough for a mom and dad to be able to sit beside a student and actually help.” A similar program is being considered for Math 9 and for Workplace and Apprentice Math 11, but will depend on the availability of resources, Russell said. Don Gordon, SD43’s numeracy co-ordinator, said the lessons are on the district’s home page where anyone can have access, without need for a password. He hopes they save parents and students the frustrating job of hunting and pecking through the Google information jungle. One key difference: These lessons are directly tied to the B.C. curriculum, which other sources are not. “You can watch as she performs the operations,” Gordon said of Rietchel, “and she’s narrating

Meanwhile, the province is also looking at providing more free online resources for post-
secondary students and has established a committee to put together textbooks for 40 highenrolment first- and second-year post-secondary courses. The open textbook project will be co-ordinated by BCcampus, a publicly funded organization that aims to make higher education more accessible through the use of information tools. dstrandberg@tricitynews.com
Two motorcyclists were injured after a lane change gone wrong on the Mary Hill Bypass last Friday afternoon. Shortly before 5 p.m. Feb. 15, a grey Toyota Siena was heading east on the bypass near Shaughnessy Street and the driver allegedly tried to change lanes, causing a nearby Ford Taurus to swerve to avoid a collision. “In doing so, the Taurus bumped into a blue Kawasaki that was near it, causing the [rider] to lose control,” said Coquitlam RCMP Cpl. Jamie Chung. The Kawasaki’s rear tire clipped the front tire of a green Suzuki motorcycle behind it, with that rider also losing control and crashing into a light pole. The woman riding the Kawasaki was treated at Eagle Ridge Hospital for non-life threatening injuries while the man
on the Suzuki was taken to Royal Columbian Hospital for treatment of more serious, but nonlife threatening, injuries. Police issued the driver of the Siena a ticket under the Motor Vehicle Act. And investigators are asking anyone who witnessed the collision and who hasn’t yet spoken to police to call 604-945-1550 and quote file number 201343115. Other news:

A cyclist is lucky to be alive after running a red light Monday morning in Port Moody. Coquitlam RCMP’s Prolific Target Team members arrested two Surrey men earlier this month on multiple theft and weapons charges. The arrests were the result of the detachment’s crime-reduction strategy, which has officers pursuing the top 20% of the most active criminals who Mounties say are responsible for 80% of the crime.
On Feb. 13, investigators arrested 25-year-old Corey Todd Siebolts on two outstanding arrest warrants; he also had several outstanding outof-province arrest warrants. In addition to the warrants, Siebolts is facing a number of charges, including: eight counts of possession of stolen or forged identification or credit cards; four counts of breach of re-

Multiple witnesses reported the cyclist ran through a “solid red light,”he added. The man was treated in hospital and was issued a ticket. “The cyclist is quite fortunate since he was not wearing a helmet at the time of the accident,” van Winkel said. “This serves as a reminder to all cyclists that the rules of the road apply to everyone equally.” Van Winkel cautioned cyclists to be aware of the conditions and to give themselves enough time to stop, and for drivers to be alert for more cyclists on the road as the weather improves.

$480k for PoMo Arts Centre Federal cash will go to expansion of arts facility
MP gets another job Port Moody-Westwood-Port Coquitlam MP James Moore has taken over as acting minister of aboriginal affairs after minister John Duncan resigned last Friday. Moore, who already serves in cabinet as the Canadian heritage minister, will oversee the addiMOORE tional responsibilities until a new minister can be named, according to a statement from the prime minister’s office. In a press release last week, Duncan admitted to writing a character reference letter to the Tax Court of Canada on behalf of someone who was being assisted by his constituency staff on a Canada Revenue Agency matter. Duncan will continue to serve as MP for Vancouver Island North.

The old Appleyard house in Port Moody is getting a hefty boost in its evolution from a pizza restaurant to an arts centre extension. The federal gov ernment is providing $480,785 through its Building Communities Th r o u g h A r t s a n d Heritage fund to help renovate the historic home into an extension of the Port Moody Arts Centre (PMAC). It will be used for workshops, training, ongoing programs and special events. “We are very happy,” said Jane Matthews, PMAC executive director. “It’s almost the maximum they will approve, which is fabulous.” It’s also the amount the Arts Centre Society applied for last fall, which raised some eyebrows when it was presented to council in September since the federal grant requires matching city funds. At the time, Mayor Mike Clay expressed concern over the potential funding required of the city, which had a l r e a dy c o m m i t t e d $330,000 for the project. As of September 2012, $157,000 had been spent on moving the house from its former Clarke
gardening maintenance, security and utilities, with an estimated annual total of nearly $84,000. Despite the costs, Clay said the city is gaining an asset and will only benefit from the federal grant. “I don’t want to presuppose what [the final outcome] will be,” he said. “There are a lot of options and it will take time to work it out. Under any scenario, though, it’s a substantial

Street location to its new home on Kyle Street, across from the arts centre. And it’s still not known how much the city will spend — and, thus, how much of the federal grant it will use. With $173,000 remaining in the funds earmarked for the project, the society would require an additional $307,785 to match the federal funds, according to staff’s report to council in September. This week, Clay said the city is “very excited” about news of the grant. “We still have concerns and we’re working with the arts centre,” he said. “Really what we’re trying to do is make sure we’re doing what’s best for everybody. “You always go in at

the high end of the grant application,” he added. “Now we need to work out the details with the arts centre.” Matthews said now that the grant amount is known, they’ll be finalizing plans to bring to council, likely in about a month. “The city will be determining their maximum amount they wish to put towards the project, so that’s how much [of the federal grant] we would use,”Matthews said. The grant also requires Port Moody commit to a 10-year operating agreement, which will add ongoing operational costs to the city budget. Potential costs noted in the September report to council included a staff member, building and

Coquitlam sets restrictions for event signs on public property The proliferation of community and sport groups’ signs around Coquitlam has prompted city council to set guidelines on how, where and when they can go up. At Monday’s meeting, council discussed the number of signs up on public property that ad-
vertise events and registration. The debate came after the city fielded several complaints last summer about the massing of such signs on street corners, and letters were mailed to organizations that didn’t comply with the municipal sign bylaw. Under the new policy,
which was unanimously adopted following recommendations from the city’s sports council, groups can now erect their signs at six designated locations: • North Road (east side, north of Cameron Street); • Lougheed Highway
and Brunette Avenue (south side, eastbound boulevard); • Mariner Way and Austin Avenue (east side, south of entrance to Riverview Forest Park); • Lougheed Highway, Dewdney Trunk Road and Sharpe Street (west side, southbound, grass
DCCs will pay for loan The last time Coquitlam used the alternative approval process (AAP) was in 2010 for plans to borrow up to $4 million over 15 years to widen Coast Meridian Road — and just 35 people filled out the elector response form by the deadline. Yesterday, Mayor Richard Stewart told The Tri-City News he believes the AAP is democratic. “The only tools that we have is to go to an expensive referendum or to use a process like this where people who have concerns identify themselves,” he said. “If there were significant concern about this, I would push for another process even though this is not taxpayer-funded debt at all. It is all funded by development.” Under its proposal, the city wants to borrow $17.9 million to go towards $21.9 million worth of infrastructure projects, most of them for Burke Mountain, where the city is building a community for 25,000 new residents over the

next 20 years. City staff say the $4 million not borrowed will come from city sources such as development cost charges (DCCs) already collected while the $17.9 million would be repaid with future DCCs. The city is expected to have its elector response forms available on March 8, with voting closing at 5 p.m. on Monday, April 15. If less than 10% of Coquitlam electors register opposition, the borrowing bylaw will return to city council for fourth and final reading on April 29. The projects to be paid for out of the $21.9 million are: • Northeast Coquitlam arterial road expansion, phase 1: $9.2 million; • Crouch reservoir: $4.1 million; • Harper reservoir cell 1: $4.5 million ($1.8 million to be borrowed); • and City Centre sanitary pump station, phase 1: $4.1 million ($2.7 million to be borrowed). The new pump station, forcemain and gravity sewer will be designed to handle City Centre’s high-density growth.

Gurinder Mann, executive director of Communities Embrace Restorative Action (CERA) Society, which is co-sponsoring a forum on legalizing marijuana Friday in Coquitlam.
Justice groups want to talk marijuana continued from front page
“[This forum is] where the subject can be discussed thoroughly. This will hopefully allow citizens to access considerable information from experts and then they would be able to form their own opinion.” The legalization of marijuana has been a hot topic in recent months. In B.C., four former attorneys general joined a coalition of health and justice experts calling for the legalization of marijuana. And across the border, Washington and Colorado became the first American states to pass laws legalizing the recreational use of

marijuana. Nationally, the federal government is reforming its medical marijuana legislation at the same time cities continue to deal with legal grow ops for medical pot. A grow op in Port Coquitlam was recently shut down for having more pot plants than was allowed by its licence. Mann said the justice groups wanted to raise the debate locally. The forum speakers include: • Randie Long, a former federal prosecutor and a spokesperson for Law Enforcement Against Prohibition; • Dan Reist, assistant director of the Centre for Addictions Research
of BC at the University of Victoria; • Geri Bemister, criminology instructor at North Island College; • and Robb McGirr, a certified addictions counsellor and retired Port Moody Police officer. The moderator will be Douglas College professor Colin Campbell. The forum Marijuana: Is it Time for a New Approach? will take place Friday, Feb. 22 from 7 to 8:30 p.m. in lecture theatre A1470 at the Douglas Lam campus, 1250 Pinetree Way, Coquitlam. Port Coquitlam residents are being asked to dive into a discussion about outdoor pools after the city requested input on the future of some of its aquatic infrastructure. An online survey has been launched at www. portcoquitlam.ca/poolstudy and will be taking submissions until March 5. A public open house will also be held on March 5 between 4 and 8 p.m. at the Gathering Place in Leigh Square. With many outdoor pools coming to the end of their lifespan, the public input opportunity will gauge support for closing some services while expanding others. A recent study found that more than $358,000 is required for improvements to Centennial Pool in the next three years. Beyond that, it would cost $2.3 million to replace the facility, which is primarily used by the PoCo Marlins Swim Club. Comments from the survey and open house will be incorporated into the final report and presented to council at its finance and intergovernmental committee meeting on April 15, followed by the full council meeting on April 22. gmckenna@tricitynews.com

Manitoba move not done deal for killer By Gary McKenna The Tri-CiTy NewS
The B.C. Review Board said it will support child killer Allan Schoenborn’s request to be transferred to a psychiatric facility in Manitoba, saying the move will help with his “reintegration into society.” During a detention review hearing Friday morning, Schoenborn, who has been housed at the Forensic Psychiatric I n st i t u t i on i n Po rt Coquitlam since 2008 after being found not criminally responsible for murdering his three children, said he missed his mother and wanted to be closer to his family. “My family is in Winnipeg,” a cleanshaven Schoenborn said during the hearing.“I was born in Winnipeg. It’s the right place to be.” N e i l M a c Ke n z i e , spokesperson for the Crown, said the review board’s support does not necessarily mean that a transfer will be granted. The decision would be governed by language in the Criminal Code regarding interprovincial transfers and would ultimately have to be decided by the attorneys general in both provinces. “Schoenborn continues to present a risk to the community and he
ALLAN SCHOENBORN continues to be detained in custody and receives treatment in the facility,” he said. “Nobody is suggesting at this point that a transfer is anything that is necessarily going to happen. This is just the first step in the process.” But the Crown did not oppose the request for a transfer. MacKenzie said that based on the risk assessment report and information provided by Schoenborn’s treatment team, there could be some benefit to having him housed in another province. “Because of some of the connections he has to the province of Manitoba, in the long term, it may assist with his reintegration into the community,” he said. But transferring Schoenborn to another facility outside of B.C. would likely be opposed by the family of the three young victims. Stacy Galt — cousin of Schoenborn’s exwife, Darcie Clarke, the mother of the three murdered children — said there are cousins and grandchildren who reside in Winnipeg who live in
fear of Schoenborn. “I was surprised that they chose that particular place,” Galt said. “We have family there as well. Darcie has family there. That is the problem we are facing now.” In April 2008, Schoenborn killed his three kids — 10-year-old Kaitlynne, eight-year-old Max and five-year-old Cordon — in Clarke’s home in Merritt. Two years later, he admitted to the killings but pleaded not guilty; he was later found not criminally responsible for the crimes. At his first review hearing in April 2011, Schoenborn asked to be let out of Colony Farm on day passes so he could go out for coffee and use local recreational facilities. The B.C. Review Board granted the request but Schoenborn eventually withdrew his application after widespread public outrage. The Review Board said at the time it was unaware that Clarke was living with family in Coquitlam. Legislation introduced earlier this month by the federal government proposes reforms that would indefinitely lock up dangerous mentally ill offenders who have been found not criminally responsible of their crimes and would allow a judge to grant review hearings only every three years instead of annually. gmckenna@tricitynews.com

PICTURE THIS adrian raeside
hile School District 43’s financial troubles are front and centre, some talented Tri-City teachers are experimenting with ways to remove learning barriers for kids. A marvellous example of this is a new online learning resource for students in the Math 10 Foundations and Pre-Calculus course that puts resources and step-by-step learning guides at their fingertips. This may not be as exciting as handing iPads to kindergarten students but for many students struggling with this important course, it could mean the difference between a pass or a fail. It will also provide parents who cannot afford tutoring some measures for supporting their children. What’s more, SD43 is making this resource available and accessible to all — even people outside of the district. Because administrators chose not to lock the information behind a password-protected firewall, anyone can use this resource, which was created by a retired high school math teacher, and students studying for their Math 10 provincial exams can learn about concepts they may not have grasped during the semester. By removing barriers to access, SD43 is following through on its Learning Without Boundaries mission, which strives to support every child’s unique pathway to learning. Some may worry that by making education resources easily accessible, classroom teachers can be replaced. In fact, the opposite is true; an exceptional teacher created the resource, it enhances rather than detracts from classroom learning, and it has been well-documented by research that expanding access to knowledge creates a thirst for it. Still, it takes time, effort and money to create these useful learning resources and SD43 shouldn’t be burdened with these costs. The province should pay for and centralize similar online resources and lessons so families anywhere in B.C. can have access to them. SD43 deserves recognition and support for carrying out its commitment to its Learning without Boundaries agenda, despite its financial difficulties, and should be lauded for paying more than just lip service to making learning easier and accessible to all.
B.C.’s natural gas boom is for real, all right BC VIEWS Tom Fletcher VICTORIA hether Christy Clark’s government survives the May election, the natural gas“Prosperity Fund” idea floated in last week’s throne speech is a useful one. B.C. is poised to join Alberta in the upper rank of energy producing jurisdictions, with an expanding network of natural gas collection, refining and processing into liquid (LNG) for export. Premier Clark’s pre-election throne speech proposed a resource fund similar to Alberta’s Heritage Fund that would be reserved for debt reduction and major projects, rather than spent on programs, which tends to happen under the political pressure of fouryear election cycles. Opposition politicians and media commentators have dismissed this as a pre-election stunt. They note that the LNG industry in B.C.
W
doesn’t exist yet and may never produce the hundreds of billions of dollars projected over the next 30 years. I returned for a visit to B.C.’s northeast earlier this month, and I can tell you the gas boom is real. My parents homesteaded east of Dawson Creek near the Alberta border in 1962 and I recall when our farm was drilled for gas by Gulf Canada 40 years ago. Many more gas wells have been drilled since then, and country roads have been widened and numbered for industrial traffic. Hydraulic fracturing, already in use when our farm was drilled, has been combined with directional drilling to open up huge new supplies. A farming community called Montney is the latest hot play, yielding not only shale gas but petroleum liquids, which are valuable for diluting heavy oil, among other uses. B.C. has never seen this kind of international investment interest before. Initial projects have been joined by global players such as British Gas and Mitsubishi, a key player in

Japan’s replacement of its devastated nuclear power program. Spectra Energy, which operates one of North America’s biggest gas processing plants at Fort Nelson and has another one under construction nearby, has begun work on a third plant near Dawson Creek. Spectra and British Gas have also proposed the latest of several pipelines, to move all this gas to an LNG terminal at Prince Rupert. The Kitimat-Prince Rupert region now has at least five proposed terminals, with investors including Shell, Chevron, ExxonMobil and state players from China and Korea. All this is happening as shale gas is developed across the United States as well. As with oil, Canada is a captive of the U.S. market, and the flood of new gas supply has the North American price at rock bottom. At least B.C. hopes it’s the bottom. Gas royalties passed forest income to the B.C. treasury many years ago, and now, as the forest industry struggles to recover, the province faces tumbling revenues from gas. Why would B.C.’s shale gas be seen as a pri-
ority for new global investment in LNG? For one thing, we’re a stable democratic country with a mature industry and competent regulation. Secondly, the shipping advantage of the Kitimat and Prince Rupert ports to the Pacific Rim has finally been recognized internationally, as coal, forest products, grain and container traffic has climbed in recent years. B.C. has another advantage that appears to be increasingly important. The shale gas deposits are deep, under a kilometre or more of solid rock, and most are in remote, sparsely inhabited locations. That adds cost to the pipeline system but it has a benefit, too. At the beginning of the year, I predicted that the international protest movement that dishonestly targets Alberta oil would soon turn to demonizing natural gas. That pseudo-scientific attack has begun, right here in B.C. I’ll have more on that in a subsequent column.

TRI-CITY LETTERS
Sue set an example for many The Editor, Re. “Haberger remembered as R’view crusader” and “Sue: nature lover, Raging Greenie, role model” (The Tri-City News, Feb. 13 and 15). As a retired math teacher who taught in two school districts over his career, I can tell you that Sue Haberger was the finest math teacher I have ever come across. In my mind, Sue set the standard that all of us
math teachers should strive for. She was an inspiration to me personally and I don’t even think she realized quite how good she was. What she achieved outside the classroom speaks for itself. What she achieved in the classroom was, in my mind, quite extraordinary. She will be truly missed by many friends, colleagues and students. Dave McQuillan

The Editor, In celebration of the Evergreen Line being built to Coquitlam and the centennial of the city of Port Coquitlam, I propose that buses in PoCo be provided at a voluntary charge to PoCo riders for one year. This would be a good way to demonstrate to the public the benefits of public transit, in the manner that some coffee shops will provide free samples of their products. As well, putting small rain/sun roofs on bus signposts would be a nice touch and give a sense of civilization. Norbert Kaysser, Port Coquitlam

Proposal years ahead of a (possible) station Developer wants to build at Falcon and Runnel drives By Janis Warren THE TRI-CITY NEWS
A company wanting to build a mid-rise housing complex near a future Evergreen Line station in Coquitlam may be offering a development that’s too small — and too soon. Epix Developments is proposing to construct a six-storey building with 80 apartments and ground-floor commercial space at Falcon and Runnel drives on a vacant lot about 800 m from the Ioco station in Port Moody and two blocks north of a potential future Falcon Drive station. E p i x s p o k e s p e rson Brad Marko told Coquitlam’s council-incommittee on Monday his company is also working with OK Tire to include its adjacent Falcon Drive property. But while councillors said they like the overall design, they warned if the Falcon station were to be built after the Evergreen Line opens in 2016, they would want to have concrete towers in that

Port Mann tear-down is ongoing, falling ice fix in
Tri-City News Wednesday, February 20, 2013, A13
If you’ve ever been curious about the Freemasons, then Thursday’s open house hosted by the District 28 Freemasons of B.C. and Yukon (which includes four Port Coquitlam lodges and two from Maple Ridge) should answer most of your questions — from what the inside of a lodge looks like (a large meeting room with elaborate chairs, pillars and an altar) to what those symbols are all about. Robert Prince, master of Maple Ridge’s Landmark Lodge, stands between the two ashlars that represent a member’s journey from an unfinished, rough state to the ultimate, but unattainable, goal of polished perfection while the Masonic square and compasses (seen on the Volume of Sacred Law, which can be a spiritual book such as the Bible, Koran or Torah) are used in lessons on conduct. The open house at the DeWolf Lodge (2660 Shaughnessy St., PoCo) starts at 7 p.m. tomorrow (doors open at 6:30 p.m.) and will include information on who does what in the lodge, the address to the brethren and what it means to be a Freemason, as well as a look at Freemasonry in popular culture.
Sweepers being installed on new bridge’s cables By Jeff Nagel Black PreSS
While contractors are installing a fix to keep more ice from falling from the new Port Mann Bridge’s overhead cables, other crews have begun dismantling the old bridge. Tr a n s p o r t a t i o n Investment Corp. spokesperson Max Logan said bridge contractors — at their own expense — designed and made cable sweepers that are being installed on all 152 cables that cross over top of the new bridge’s traffic lanes. If there’s a repeat of the wintry conditions that caused a build-up of overhead snow to fall and pummel vehicles below in December, a lane will be closed and a truck will winch each sweeper up and down its cable to clear any ice. The gadgets are about two feet long and consist of wheels, scrapers and brushes. By next winter, Logan said, the bridge should have four winches located near the top of each of the bridge’s towers that can be used to remotely hoist the sweepers up and down their cables without the need for lane closures.
IN QUOTES
“We’re confident we’re not going to see a repeat of the circumstances we saw on Dec. 19.”
SARAH PAYNE/THE TRI-CITY NEWS
Max Logan of Transportation Investment Corp. “ We ’ r e c o n f i d e n t we’re not going to see a repeat of the circumstances we saw on Dec. 19,” Logan said, referring to the incident where more than 250 vehicles were reported damaged by falling ice, causing Transportation Minister Mary Polak to order a quick retrofit. Also being tested are highly water-repellent hydrophobic coatings that are to be applied to the cables so falling snow is more likely to fall off
right away. A further backup option has also been identified: de-icing solutions that can be sprayed on the cables, similar to solutions used on ships and ice-breakers to prevent ice accumulation. The so-called “ice bombs” incident was a major black eye for the new toll bridge, centrepiece of the $3.3-billion Port Mann Highway 1 project, just weeks after it officially opened. jnagel@blackpress.ca

Keep kids reading, even under the covers A GOOD READ Dianne Allan
W
e are all excited to read beautiful picture books to our children when they are babies and toddlers. Then comes kindergarten and primary school, with easy readers and their first chapter books. As parents we are very involved in these exciting first steps of our child’s life long reading journey. Once kids are reading on their own, we still have to help them find books that will make them want to keep reading under the covers with a flashlight
long after we have asked them to turn out the light. Here are some great suggestions for both girls and boys in the upper elementary school grades: Hank Zipzer: Niagara Falls or Does It? by Henry
Winkler and Lin Oliver is about a boy who doesn’t always have the best time in school. Hank’s good at telling stories but he can’t spell or write essays. He has good stuff in his head but has a hard time getting it out. Hank decides to build his essay about Niagara Falls and he brings it into the classroom, water and all.Things don’t go quite according to plan. Seems like Hank’s always ending up in trouble until he meets a music teacher who understands that we all learn differently. Frindle by Andrew Clements is a captivating story about the power of words. Nick Allen’s
teacher tells him that all the words in the dictionary are made up by people and mean what they mean because we say they do. Nick decides to invent a word of his own. The word catches on and Nick can’t stop it. The Big One-Oh by Dean Pitchford is an hilarious story bout a boy who has no friends, hates parties and decides to throw a birthday party for himself.Things go terribly wrong: He somehow ends up inviting the class bully, a terrible storm unleashes torrents of rain, the day of the party is dark as midnight and then a hideous monster shows up at the door.
That Boy Red by Rachna Gilmore is Canadian historical fiction at its best. The story takes place on Prince Edward Island during the Depression. Red, an 11-year-old boy, doesn’t always shine at school but since his sister is the teacher, she simply won’t tolerate it. Red’s family struggles to put food on the table but they still manage to put school ahead of farm work. Each chapter is filled with the hilarious wonderful adventures of Red and his friends. Turtle in Paradise by Jennifer L. Holm is another work of historical fiction that takes place
during the Depression. When Turtle’s mother gets a job housekeeping for an old woman who doesn’t like kids,Turtle is banished to the Florida Keys to stay with relatives she has never met. Florida is hot and strange, full of ragtag boy cousins, family secrets — and even buried treasure. The book begins with Turtle’s thoughts. “Everyone thinks children are sweet as Necco Wafers but I’ve lived long enough to know the truth: kids are rotten. The only difference between grown-ups and kids is that grown-ups go to jail for murder. Kids get away with it.” Running Out of Time by Margaret Peterson
Haddix is filled with strange twists and turns that will leave you unsure of what is really happening. Jessie lives with her family in the frontier village of Clifton in 1840 — or so she believes. When diphtheria strikes the village and children are dying, Jessie’s mother tells her a terrible secret and Jessie has to go on a terrifying mission to get help. At times, Jessie’s own life is at risk. If you are looking for more great titles, don’t hesitate to ask at your local public library.

ast spring, as Port Coquitlam officials were searching for artistic ideas to mark the city’s centennial year in 2013, Lindsay Watson suggested an anniversary project to the Art Focus Artists’ Association, of which she’s a member. Watson had seen mural mosaics created by Canadian artist Lewis Lavoie and she took his Le Cadeau de Cheval to show her group. His masterpiece is of a galloping horse that is split into small panels, each painted by an individual artist. Lavoie had sent his participating artists colour guidelines on a grid and they worked in their style that would fit into the collective piece. With president Val Bordian championing the project to the city, Art Focus launched its own mural mosaics, choosing the city’s flower, the azalea, as the background. Two of its members had previously captured azaleas so Art Focus adopted their images: one in a fuchsia pink, the other in a lighter salmon-orange pink. Through monthly workshops at the Leigh Square Community Arts Village, the 32 artists gathered to discuss their selected panels. Watson had drawn and assigned 40 panels in total and asked artists to look for inspiration within the petal shapes to incorporate city people and places. Using acrylic paints, the artists

Finally, at their Jan. 5 workshop when all 40 panels were inserted, the artists stood back in awe to study the overall scenes. “There was total silence,” Watson

remembered. “I thought, ‘Oh, no, they don’t like it.’ But after a few seconds, there was applause. It was really heartwarming because it was a big effort on their part.” Watson said the project also produced strong bonds between the Art Focus members as a few of them who had neighbouring panels had to blend their artwork for a better mosaic flow. As well, others had to take “a leap of faith” by painting in a medium they

Bordian said she congratulates Watson and the artists “for the spectacular job so well done for this auspicious PoCo 2013 centenary celebration,” she said. • The opening reception for PoCo: Personal and Inspirational will be on Saturday, Feb. 23 from 2 to 4 p.m. in the Gathering Place at Leigh Square. The cheery, colourful artwork of children will be up on the walls this week in a newly created space — designed exclusively for kids — at the Port Moody Arts Centre (PMAC). The first display, by Grade 5 students from Becky Greenhow’s class at Aspenwood elementary school in Port Moody, will launch the new Children’s Art Gallery. Their portraits we r e p rod u c e d during a workshop last December with Shari Pratt, PMAC’s first visual artist-in-residence. P M AC gallery assistant Erin Brown said the Children’s Art Gallery will be located in the facility’s boardroom on the main floor and there will be four exhibitions annually to highlight the artwork of School District 43 students. “In its inaugural year, the Children’s Art Gallery will feature only elementary school student artworks, but we hope to extend the program in the future to give the opportunity to a wider range of young artists,” she told The Tri-City News. The gallery will be the Tri-Cities’ only space dedicated to children’s art. Every January, see ASpenWd, page 23

Three questions for Millerd By Janis Warren The TRi-CiTy News
The genius behind the Arts Club Theatre will speak in Coquitlam tomorrow (Thursday) as part of Place des Arts’ Salon Speaker Series. Last Friday, The TriCity News caught up with Bill Millerd about his upcoming talk, titled Creating Canadian Theatre: Celebrating Stories About Here. Tri-City News: What is your presentation about? Bill Millerd: Probably about the history of the Arts Club because we are approaching our 50th anniversary. I have a little video and I will give insights into some of the shows we have done with well-known personalities like Michael Buble, Michael J. Fox and Eric McCormack who have appeared on our stage. I think also I’ll also explain our touring program because we go to the Evergreen [Cultural Centre, in Coquitlam] on a regular basis. And then my own impressions of live theatre and why it’s valuable. TCN: What’s the state of theatre these days?
COURTESY OF PLACE DES ARTS
Bill Millerd of the Arts Club Theatre will talk about his Vancouver company on Thursday at Place des Arts. Millerd: You could have asked me this question two months ago and I might have said, ‘It’s challenging.’ Right now, we’ve got two shows that are selling out so it’s so dependent on the plays themselves. If people want to see the current Ride the Cyclone and Boeing-Boeing, they will go. If they don’t want
to see something, they won’t go. The economy doesn’t have a huge amount to do with that. Where I think the economy might affect us or has affected us is more with some of our longrunning shows where we expect to reach out beyond the regular theatre-going audience. And we did notice that last
summer but there was also a lot of competition and Vancouver is a very pleasant place and people spend a lot of time outdoors. TCN: What is your biggest challenge? Millerd: Just balancing the budget. It’s a big operation — approaching $12 million — and a lot of things can go wrong. The Playhouse [closing], that certainly was a shock. One would have to wonder what went wrong there. I think we’re fortunate in that we control our own venues. We own the Stanley, which is our main subscription house, and long-term leases on our theatres on Granville Island so in a sense we can control our destiny. Even though we’re a non-profit society, we are a business as well. • Hear Bill Millerd speak in person at Place des Arts (1120 Brunette Ave., Coquitlam) on Thursday, Feb. 21 at 7 p.m. Tickets at $5 are available through 604664-1636, www.placedesarts.ca or at the door. jwarren@tricitynews.com

Hundreds of young musicians, vocalists and actors will be in Port Coquitlam over the next month as the 61st annual Coquitlam District Music Festival (CDMF) gets underway this week. The competition at the Hyde Creek community church opened Monday with Andrew Hisey of the University of St. Thomas in St. Paul, Minn., adjudicating intermediate piano. Violinist Oleg Pokhanovski of the University of Manitoba will oversee the strings section while, next week, he will judge the junior piano entrants and Hisey will hear the senior pianists. For the first week of March, soprano Joanne Hounsel, the former head of voice at the Victoria Conservatory of Music, will adjudicate classical voice and Toronto stage actor Kevin Powers is charged with musical theatre. And Vancouver actress Luisa Jojic will head up the speech arts section in the festival’s final week, starting March 11. Strings and speech arts organizer Thelka Wright said the judges will pick a winner from each category to send to the provincial contest; this year, it is in Chilliwack from May 26 to 30. Over the past six decades, many talented youth got their start by performing at CDMF, among them, Canada’s first Rockette Betty McHardy; actor Michael J. Fox (Back to the Future); crooner Michael Buble; concert pianist Jon Kumura Parker; and Kim Cattrall (Sex and the City). Wright said while the festival is competitive, it’s also designed to be educational. “The kids get just as much from the adjudicator as they do watching and learning from each other,”she said. This year, Power will be hosting a musical theatre workshop at the church on March 9 for festival entrants. Students and especially drama teachers are welcome to listen in during the morning session. And Wright said she invites the public to view the festival entrants at work.“It’s nice for them to have an audience. It really encourages them when they have to perform for a live crowd,”she said. • The Coquitlam District Music Festival runs until the week of March 11 at the Hyde Creek community church (2145 Nova Scotia Ave., Port Coquitlam). Admission is free. For more information and times, call 604-468-2622 or visit www.cdmffestival.ca.

Coqutilam Express goalie Cole Huggins had a rough game on Saturday night, stopping 25 of 29 shots in a 5-2 loss to the Nanaimo Clippers. The Express are still in the playoff hunt but will need to catch up to the Langley Rivermen, who are five points ahead of Coquitlam in the B.C. Hockey League’s Mainland Division standings.
Express get Clipped Team falls 5-2 to Nanaimo By Gary McKenna The Tri-CiTy News
The Coquitlam Express put more distance between themselves and a playoff berth on Saturday when they lost to the visiting Nanaimo Clippers. The club, which now sits in last place in the B.C. Hockey League’s Mainland Division, is five points behind the Langley Rivermen, who have a game in hand over the Coquitlam squad. On Saturday, the
Express struggled to score in front of 625 fans at the Po i r i e r Sports BiEga a n d Recreation Complex. And the defence did not fair much better. The Clippers drew first blood, with goals from Reid Sturos and Garrett Brandsma making it 2-0 before the end of the opening frame. S t u ro s , wh o wa s named first star of the game, got his second of the night midway through the middle period, before Coqutilam
W i l l Cook got his team on the board by burying a feed from Garrett HUggiNS Forster. But Cook’s goal did little to fire up the Express. The team continued to struggle going into the third period, when Nanaimo’s Mason Mitchell potted the team’s fourth goal of the night, assisted by Corey Renwick. The only other offence Coquitlam could muster came off the stick of Mark Biega, who got the second assist on
the Cook goal, when he tucked the puck behind Clipper’s goalie Derek Dun with five minutes left in the game. An empty-net goal scored by Nanaimo’s Greg Fraser sealed the game for the Express, who lost 5-2. Coquitlam goalie Cole Huggins stopped 25 of 29 shots he faced and the Express were zero for six with the man advantage. The club’s next home game is on Friday when the Prince George Spruce Kings will visit the Poirier Sports and Leisure Complex. Puck drops at 7 p.m.
Panthers struggle at both ends of rink By Gary McKenna The Tri-CiTy News
In a season full of ugly games, the Port Moody Panthers’ 12-0 loss to the Abbotsford Pilots on Friday night would have probably stood out as one of the ugliest. That was until the next day, when the Cats’ were defeated by the exact same score at the hands of the Aldergrove Kodiaks, who visited the Port M o o dy A r e n a o n
Saturday. Different venue. Different team. Same result. Abbotsford’s Devan Allenby devastated the Cats’ defence on Friday night, scoring two goals and racking up three assists in the match, while teammates Dakota Schipper and, Brandon Daase, Brady Lawlor and Bradley Parker all had four point games. Starting goalie Brenden Sharp was
yanked less than ten minutes into the game after allowing four goals on 11 shots. Backup Daniel Oordt stopped 49 of 57 shots in relief. On Saturday it was Aldergrove’s turn to pad their stats. Pilots forward Stephen Ryan scored a hat trick in the game, while Joshua Cronin earned firststar honours after scoring one goal and four assists. sports@tricitynews.com

The Port Moody Nitro won its fifth game in a row on the weekend, defeating the North Shore Adrenalin 1-0 in an under-18 division 1 women’s soccer game. Ally Mandley managed Port Moody’s only goal on a feed from Brianne Wager that beat the opposing goaltender midway through the second half. Keeper Alessandra Rossi earned the shut-

The Port Moody Quicksilver’s fourgame unbeaten streak came to an end on Saturday when the team was dealt a
