Minutes count in an emergency. Parksville councillor Carrie Powell-Davidson is raising concerns over the lack of information from provincial emergency co-ordinators after recent earthquakes, and the very personal way it affected her. There was an earthquake off the coast of Haida Gwaii on October 27 of last year at 8:04 p.m. Powell-Davidson said she didn’t feel the quake, but about 10 minutes later her daughter, working as a paramedic in Gold River, called to tell her about it. “I immediately went to the television to try to find information, obviously concerned about my daughter,� Powell-Davison said Monday at a city council meeting. “At 8:35 she phoned me again and told me they were in the process of evacuating the town and suddenly her phone went dead.� For two hours, Powell-Davidson said she was on the verge of panic as she struggled to find concrete information, checking the Internet and eventually calling Parksville emergency representatives, only to find they were just as frustrated, and dealing with the same lack of information. While the West Coast Alaska Warning Centre issued the first bulletins within eight minutes and an official warning soon after, Emergency Management B.C. (EMBC), who local emergency services follow, did not issue a warning for another 39 minutes. The small tsunami passed with little or no damage, but Powell-Davidson points out that in itself was important information. “Then I took my mom hat off and put on my council hat and thought, this isn’t right,� she later explained to The NEWS. “EMBC initiated their warning system and Parksville received notification 71 minutes after the earthquake. A few days later, EMBC released a letter reminding local governments to ensure they have done their part to prepare for an emergency or disaster. The letter tries to justify the provincial response,� she told council, clearly frustrated. See RESPONSE, page A4

Community award finalists announced in QB

The Qualicum Beach Chamber of Commerce has released the names of the finalists for its 2012 Community Awards to be presented at a gala event Feb. 20 at the Qualicum Beach Civic Centre. Each year the Chamber honours individuals and businesses for their contribution to the community following a nomination period during which residents and visitors are encouraged to nominate those they consider deserving of recognition. Mid-Island emergency co-ordinators and managers, including Parksville’s emergency co-ordinator Aaron Dawson and the fire chief, met with the EMBC regional manager a few days later and “made it clear to EMBC that earlier notification to local governments was required in order to have time to make local decisions regarding public safety,� Powell Davidson said. As it happened another earthquake struck off Alaska on Jan. 5 and local emergency representatives were eager to see improvements, but they were not impressed. Powell-Davidson said the earthquake struck at 12:58 a.m. and Parksville staff received a tsunami warning at 2:17 a.m. “In order to best serve the community we need timely information,� said Dawson choosing his words carefully. “When the information is delayed like that, we consider it a safety hazard.� Another meeting was held with EMBC and Powell-Davidson said “they advised they did not have money to fix an old notification system and they have other priorities,� but they said they’d look into it. Speaking to The NEWS Wednesday morning after an 8.0 magnitude earthquake in the South Pacific, Dawson suggested EMBC is best designed for events like that where they have many hours to get tsunami warnings out. He was quick to say they have a good relationship with their provincial counterparts, but he doesn’t believe they have the resources to do what they need to do, explaining it is not a problem of getting the initial information, but how it is processed and re-distributed through official channels. “We have asked them to send the information before analyzing it, then update it as needed,� Dawson said. “Wake us up and let us be part of the process, let us start our local process.� “Given that we live in an earthquake-prone area, this response by the province is completely unacceptable,� Powell-Davidson said. She presented council with a motion to send to the Vancouver Island Association of Coastal Communities and the Union of B.C. Municipalities, asking the provincial government “to demonstrate a commitment to the safety of B.C. coastal communities by providing the necessary resources to EMBC.� Mayor Chris Burger highlighted the irony that there are unofficial free applications for smart phones that warn people, but the government can’t afford to co-ordinate an official system. “This is a good notification that something’s not working,� he concluded. Council passed the motion unanimously with no discussion.

or the gardener in the know, the word this year is black mulberry, says Denman Island propagator and self-styled plant explorer Dave Hicks. They’re hardy, they’re small and they give you something you would otherwise never be able to get – fresh mulberries. “It’s a tree that produces a fruit that’s very much like a blackberry,” Hicks said. “It would be a very successful commercial crop, but the problem is, the berries perish the day they’re ripe. It never became a commercial fruit because of that, so if you want to enjoy mulberries, you have to grow your own. You will never see them in a store.” Hicks runs the Arbournaught Farm and Nursery on Denman Island, but he was in Qualicum Beach on the weekend, along with his partner in propagation, Peter Janes from Tree Eater Nursery. Chinese chestnut or Northern macadamia. “It’s an interesting shrub or tree that provides edible fruits the texture of macadamia nuts,” he said. “It’s a northern Chinese plant, so it’s good to at least zone five and is proving quite promising for us.” As well, he pointed out a northern mahogany, which is a tree cultivated in northern China for its edible leaves. “It has a taste of onion garlic and it’s rich in all kinds of vitamins,” he said. “The best way I can describe it is, you eat the leaf of this and then you say ‘that’s the flavour in northern Chinese cuisine that I could never quite put my fingers on.’ It’s commonly dried up and used as a spice that way.” Hicks said he also grows 17 different varieties of bamboo as well as traditional tea plants. He laughs when asked what kind of tea. “Green tea, black tea and Orange pekoe,” he said. “It’s all one plant, just processed differently. When we started we thought it was three different kinds of plants, but it’s not.” That was just one of many things he has learned in the years since he began his arbourial exploration. “We came into it 11 years ago as idealists who had a whole lot of theoretical knowledge,” he said. “We spent 10 years unlearning all the theory and are now able to make a few conclusions now about what works.” Over at Tree Eater, Janes also pushes the envelope of exotic edibles, but lately has begun to supplement that with a selection of handforged tools. “Right now I’m making pointed hoes with Brazilian heads and HoriHoris, which is a farmer’s trowel that can be used as a knife. It’s really super heavy-duty out of old farm implements.” The reason he began forging his own tools, he said, is the same as why he started his own nursery. I was interested in more than just apples, plums and pears, which seems to be mostly what you can get in most places. I was looking for greater diversity and quality. So I started a nursery. Lands owned by the Town of Qualicum Beach will now be part of the rezoning discussions related to the so-called Ravensbourne Business Park near the airport after a council debate Monday night. Mayor Teunis Westbroek and Coun. Scott Tanner did not want the townowned lands by the airport included in any rezoning debate related to Ravensbourne but were out-voted by councillors Mary Brouilette, Bill Luchtmeijer and Dave Willie. Westbroek was consistent in his argument that he wants to see a site-specific plan for the Ravensbourne lands before he’s comfortable changing the zoning. He also said he believes the residents of the nearby Chartwell neighbourhood want the same thing. “Until such time we have a suitable proposal, we should not make any changes to the zoning or OCP,” said Westbroek. Council had previously passed a motion starting the process for official community plan ammendments

In all likelihood, MP James Lunney won’t be running for office again in the Nanaimo-Alberni riding. That’s not because he doesn’t want to continue serving his constituents, but rather because the riding probably won’t exist by the time voters go to the polls in 2015. In an interview Friday, Lunney said the Electoral Boundary Commission’s proposed addition of six new ridings in B.C. to account for the province’s growing

the way Tanner and Westbroek view the town’s responsibilities related to zoning, compared to the views of himself, Luchtmeijer and Brouilette. “I think there may be a history here where there’s some misunderstanding of what zoning is all about and politicizing those decisions,” said Willie. “How do you expect someone to bring forward a plan when they don’t know what (the town) wants on it? “Once the community makes a decision on what they want for zoning, it makes it easier for us to look at a plan that comes forward,” Willie continued. “They (Tanner and Westbroek) want to personally make the decision as to what project is allowed to go in there and what they do.” Willie was asked if he believed that was local government’s role. “Absolutely not.” Any development of the Ravensbourne lands would still have to go through a public hearing, re-zoning and development permit process. “There’s still rows and rows and rows of criteria that still have to be met,” said Brouilette.

Tanner wondered aloud if there was some kind of secret plan by some councillors to flip the town lands for a profit once it had a more favourable zoning. “If you have some kind of agenda that you are going to sell . . . “ said Tanner. “I don’t know if there’s any covert plan,” said Brouilette. “I’m not aware of it if there is.” After the meeting, Willie was asked if there is a fundamental difference in

Town councillors say they hear the concerns of residents regarding certain intersections in Qualicum Beach, but they say there’s only so much money in the budget. The Town of Qualicum Beach has a budget of approximately $7 million, about $1.5 million of which is set aside each year for capital projects like intersection upgrades. There are a number of intersections in the town that could use that $1.5 million, but that would gobble up the entire works budget for the year, each year. The NEWS showed two councilors the following comment, attributed to Lance Nater, in the most recent edition of the Eaglecrest Residents’ Association newsletter: “If you are comfortable with the likelihood that nothing will be done to improve traffic safety at 19A/Eaglecrest intersections over the next two or three

years and you agree that council is correct in assigning no priority to 19A intersection capital funding, then things look pretty good,� Nater wrote. “However, if you believe council should not continue to ignore the traffic issues at these intersections then you must make your concerns known to council.� Coun. Scott Tanner had a look at the comments and gave The NEWS one line: “It’s about managing expectations, there’s my quote.� Coun. Dave Willie said he was “disappointed� by Nater’s comments “but at the same time I think he understands we have to set priorities.� Willie also said traffic-study numbers don’t show the need for $1.5 million of intersection work at every one of these intersections. “Yes, making a left hand turn is difficult at certain times of the day,� said Willie. “But does that justify the town, over the next five years, doing four intersections at the cost of $6 million - I don’t think so.�

Pulling invasive Scotch broom plants with heavy machinery may look impressive, but it could produce a bigger problem than it solves, says Gord Almond. A volunteer with Broom Busters in Qualicum Beach, he said disturbing the soil with an earth mover is exactly what broom would want people to do. “Winter is the time to pull very young broom out of the ground,� Almond said as he worked with partner David James to pull immature broom plants by hand this week. “Pull young broom only. If you pull large broom, you will disturb the soil — which is just what broom wants. Then you’ll have hundreds of new broom plants.� Almond and James both live in Qualicum Beach. Gord and David have been spending afternoons pulling out the small broom at the Qualicum Beach Interchange. They will return in May, when broom is in bloom.

NDP FINANCE CRITIC VISITS OUR REGION

Bruce Ralston says he is well aware of the NDP’s record on economic issues. And despite how members of other political parties try to paint it, the record is not that bad, says the provincial critic for finance and public accounts. Ralston, who was in Parksville Tuesday as the feature speaker at a fundraiser for Parksville-Qualicum NDP candidate Barry Avis, said there are some people he’s never going to convince, but the record speaks for itself. “Reasonable people would look at the record of other NDP governments across Canada as effective, prudent money managers and economic managers,� he said in an exclusive interview. “What (opposition leader) Adrian Dix is trying to do is shift the debate to a more fact-based, policy-driven discussion, rather

than people just hurling insults based on preconceptions.� If he and his party are successful, one of the key priorities on Ralston’s will be to invest in skills training. “Lots of businesses are in a position where, in order to expand or even maintain their current activity, they need skilled people,� he said. “Fully, 80 per cent of future jobs will require post-secondary education — not just university, but adult literarcy, pre-apprenticeship, apprenticeship, technology training, business training or post-graduate research in science and the professions. The province doesn’t have all the economic levers, but this is one thing a province can focus on.� The lack of focus on skills training in B.C., he added, was shown by a job fair held recently in Dublin, Ireland. “Alberta has a better system than B.C.,� Ralston said. “There are some real opportunities there.�

here are many reasons to love where we live — the beauty, the variety, the people, the winters. Another is a low crime rate, and that’s doesn’t happen on its own. Oceanside RCMP Staff Sgt. Brian Hunter did his yearly presentation on crime statistics to the councils of both Qualicum Beach and Parksville this week, and the numbers he presented were quite shocking. Now, when we in the media present the words “crime” and “shocking” in the same sentence, it’s rarely something positive. We are pleased to report that’s not the case in Parksville Qualicum Beach. If you have been a victim of crime, we understand this is not going to cheer you up. But the numbers don’t lie, and the reduction in incidents of crime in this region don’t happen by fluke. Consider the fact the crime rate (number of offences for every 1,000 residents) dropped to 36 in 2011 from 85.7 in 2007. And the 2012 numbers show a continuing reduction in crime (official crime rates are tabulated by the federal government and the actual 2012 number is not yet available). In four short years, crime has been cut in half, more than that actually. Sure, our population is the oldest in the country, or close to it, and not many 65 year-olds are robbing convenience stores. But the demographics weren’t much different four or five years ago, so we are still comparing apples to apples. We owe much gratitude to Hunter and his members and their civilian support team. Hunter says his philosophy on policing is much about visibility. Clearly, his philosophy is working. Hunter’s comments to the councils also show he doesn’t just think like a police officer, he thinks like a resident. He talked about how graffiti “hurts” him and he was passionate in his insistence the crime of theft from vehicles is almost always preventable. We tip our hats today to the Oceanside RCMP — its leader, its members and its civilian support team. If you want to simply look at bang for your tax-dollar buck, this force delivers. We encourage the councils of our region to look favourably on any funding requests from Hunter. Of all the things our tax dollar supports in Parksville Qualicum Beach, it would be difficult to find one with better returns. — Editorial by John Harding

Letters CLEANUP WARNING I’ve read the articles on the local initiatives to clean-up the waste dumped at Little Mountain. I had the fortune to live on the mountain a while and really got to know the network of trails around the mountain. While dog-walking or bike riding, we certainly avoided the dumpsite. I’m an environmental scientist and have worked on contaminated sites across Canada for over 15 years. I have a concern with the potential exposure to contaminants or hazardous materials by the volunteers cleaning up. Given the age of wastes there could be an assortment of wastes that really should be handled and removed carefully including potential waste asbestos-containing materials, lead-based paints, poly-chlorinated biphenyls (in old electronics), fuels, etc. There is potential for exposure by touching, disturbing/inhalation or spilling of rusty drums. I’m not trying to frighten, only warn. I understand the concern and want it gone myself. I’ve written to the Ministry of Environment with my concerns a while ago, with no comment returned. There are potable (drinking water) wells on Little Mountain. A clean-up will require a lot of coordination or innovation due to the lack of access. Once the waste materials are removed there should be confirmatory soil sampling for a number of contaminants of potential concern and I’d hope a groundwater evalu-

SHE’S FOR CLARK I’m afraid it’s that time for all of us in British Columbia to start thinking about who we are going to vote for in the provincial election this Spring. It’s not a decision that I’m taking lightly, especially when I think about what the future holds for the younger members of my family.  One thing I would like to say, however, is how appalled I am about the unfair treatment Premier Christy Clark seems to get. Why this is so, I don’t really know. But she does not seem to be getting a fair shake at all.  But then, putting on my sexist hat, perhaps it’s not very surprising. As a woman myself, and having worked and competed in a man’s world, it once again demonstrates to me that a woman must juggle home, work and perception on a daily basis in a way that her male counterparts never have to.  And of all the woman who have ever been put in a leadership position in our country, from prime minister to premier, none has ever been able to demonstrate fully what they could do. They’ve only been treated a stopgap for the next male leader. For once, I would really like to see what a woman could do with her vision of our future.  That’s why I’ve decided to support Clark,

and one of my main reasons is that she has started on a path that leads her government and our province in a direction I would like to see reach completion. As a daughter, wife, mother, and grandmother, I’ve seen how we’ve gotten to where we are now and I’m anxious for a change.  So, let’s see what Clark can do. TRAFFIC TRAUMA I know that the police can’t be everywhere all the time, but I never see a cruiser on the road — their parking lot appears full when I pass by. There are many reasons for our police to be policing, one of which should be to take notice of the way people drive and the speed which they drive. If there is no threat to see a police officer, then more bad driving and vandalism will take place. More police on the roads and by elementary schools at drop-off and pick-ups and anywhere on the roads could find many infractions of law breaking on an average of five minutes apart from each other. I’m not a perfect driver but I do try to abide by the speed limits and rules of my driving but I am tired of being bumper ridden, cut off and glared at because I’m doing the speed limit.

GRANT-IN-AID APPLICATIONS Subject to the provisions of the City’s Grant-in-Aid Applications Policy 3.26, the City of the Parksville may provide direct financial assistance to community groups and organizations for events that will benefit its citizens and visitors. Eligible applicants are community non-profit organizations in the arts, cultural, recreational or social services field. Organizations wishing to apply for funding assistance are asked to obtain a copy of the policy to make sure their submission will meet all the necessary criteria and must submit their application on the approved form. Pot bust at ferry terminal An investigation spanning several months concluded at the Departure Bay ferry terminal in Nanaimo Friday when RCMP swooped in on a suspect and seized more than 22 kilograms of marijuana. Const. Gary O’Brien says plainclothes police had been tailing the 48-year-old suspect for days as part of an investigation into drug shipments from Nanaimo to the Yukon.

When police realized the man was leaving the Island, they pulled him over at the ferry terminal and searched his car, coming up with five large cardboard boxes of pot. The suspect, who has no previous record, was released on a promise to appear in court in May. Police say they are recommending a charge of possession for the purpose of trafficking to Crown prosecutors. — NEWS staff

Notice to Parents Re: Cross-boundary Requests Parents of students wishing to attend a school outside of their attendance (catchment) area next year are required to complete the “Student Transfer Request Form”. These forms must be delivered to the school office by April 1, 2013. Forms may be picked up at your catchment area school and need to be signed first by the principal of the student’s catchment area school. All new student transfer forms will be numbered and consideration will be given on the basis of Policy 7015 criteria and the date of submission. A student who has spent the previous school year in an approved cross-boundary placement at a District 69 school will be deemed to be a catchment area student for the duration of his/her attendance at the school. This status will be retained upon transition to the middle or secondary school which students from that school would normally attend based on district catchment areas. Parents transitioning students from middle to secondary schools may submit an “Expedited Cross-boundary Request for Grade 8 to Grade 9 Students” form along with course selection prior to end of February. Following that date, the regular cross-boundary process applies. As schools cannot accept cross-boundary students until confirmation of approval is received from the District office, it is important that parents register their child(ren) at their catchment area school and then await confirmation before registering at the requested cross-boundary school. Wherever possible, requests will be approved. The District does, however, reserve the right to rescind any approved cross-boundary transfers up to and including September 30. The decision to return a student to his/her catchment area school will be based on current legislation regarding class size and Board Policy 7015. Parents are responsible for providing transportation for their child(ren) who will be attending a school outside of their catchment area. Qualicum Beach ranks third among the 30 communities in B.C. with populations between 5,000-15,000 on the list of towns with the lowest crime rates. Oceanside RCMP Staff Sgt. Brian Hunter presented 2012 crime stats to councils of both Qualicum Beach and Parksville on Monday night. “I couldn’t be more pleased,” Hunter told Qualicum Beach council. “Other communities have seen a drop in crime but not to the degree it’s dropped in Parksville and Qualicum Beach.” Council members offered thanks for the work by the local police. “The effectiveness of our detachment shines through, congratulations,” said Coun. Bill Luchtmeijer, a former member of the RCMP. While Hunter presented numbers from 2012, the latest federal-government-gathered statistics are for 2011 and they show Qualicum Beach with a crime rate of 36 crimes per 1,000 population. That’s down from 85.7 in 2007. “My philosophy on policing is visibility,” said Hunter. “It does bring down the crime rate. He blamed a couple specific increases on a few individuals including an increase in break and enters to business increasing from 21 to 29 from 2011 to 2012, theft from motor vehicles increased from 51 to 80 and mischief to businesses increased from 133 to 174 reported incidents, which was mostly graffiti, he said. He called on the public to “do your part,” in reporting crime like graffiti, adding “there are people in the community who know who those people are.” Most categories of crime reported to the local detachment decreased with the biggest drops in residential break and enters from 28 to 17 and liquor act offences down from 145 to 95. While Parksville only has the 12th lowest crime rate of 30 B.C. communities in the same population range, he points out that rate has dropped dramatically in the last five years from 151.8 to 68.2. Hunter said he is proud of the detachment’s work and singled out Cpl. Jessie Foreman, in charge of community policing, as undertaking a lot of good projects, including moving the volunteer community policing office into the city hall atrium.

After roughly seven months on the job, Marci Hotsenpiller is no longer the communications officer at the Town of Qualicum Beach. The budget for the position was $80,000. The town’s cultural consultant, Patricia Hunstman, is now handling some communications duties for the town. Hotsenpiller was hired in late May, 2012. The original job posting for her position stated: “This is a one-year term contract position that requires a minimum of 30 hours per week, including some evening and weekend work. The

position is for one year and renewable pending additional funding and/or conversion to exempt position.” When he welcomed her to the position in a news release from the town on May 30, 2012, Mayor Teunis Westbroek said: “Improving communications was identified as a priority and corporate goal in our 2012-2014 corporate strategic plan.” Coun. Dave Willie was asked Monday night about the town’s decision on Hotsenpiller. “We decided not to move forward with that contract,” he said. “We had 30 days notice at any time and we exercised that option.”

family day 2013 BC’S FIRST FAMILY DAY MONDAY, FEB 11TH.

It’lil be an old-time family celebration in Coombs for B.C’s first Family Day, as organizers bring in activities and demonstrations from a simpler time in honour of the Fairgrounds’ 100th anniversary this year. “We’re going to have games like jacks and tiddly winks, pick-up sticks, double-dutch skipping (and) hula hoops, no batteries required,” said organizer Kim Longmuir, “It’s a day of Monopoly and old-fashioned games like that.” The celebration, put on by the Arrowsmith Agricultural Association (AAA), takes place Monday, Feb. 11 from 1 to 4 p.m. at the Coombs Fairgrounds in the Activity Centre and the Arrowsmith Hall. A children’s garden railway will be set up in the Activity Centre by Angus Coulter, which will be an interactive attraction, complete with tunnels and overpasses. There will also be Maypole dancing, a folk dance which originated in 18th century England, as well as a game of pin-the-tail-on-

the-goat, celebrating the theme of this year’s Coombs’ Fair in August (goats). People are encouraged to bring their cameras to the Family Day celebration as there will be a family photo booth with props and a farm scene. In the Arrowsmith Hall there will be heritage demonstrations and displays including Errington’s Crossed Heart Forge blacksmith company and memorabilia from the Coombs Museum. There will be people churning butter, wood carvers and spinner and weavers. The 4H Club will have also have demonstrations and most likely some friendly animals. Admission to the event is free and there will also be free coffee, tea, hot chocolate, pop corn and hot dogs while they last. The Coombs Fairgrounds are located up Ford Rd., behind the Coombs General Store. AAA will host their annual Coombs Fair August 10 and 11. Day trips can create remarkable family memories. They offer a wonderful way to spend time together and learn more about where you live. Cook together on Family Day If you ask any adult about some of their favourite memories of childhood, you will invariably hear something related to food. Whether it’s baking with Grandma or grilling hamburgers for a cookout with Dad, cooking is always an important part of growing up. Family Day is a great time to dig out those family cookbooks and try a recipe handed down by the older generation. Your mom’s famous meatloaf or your uncle’s recipe for spinach dip are great things to try with family members of all ages.

Maybe you’re looking to make something you’ve never made before, or perhaps you want to try out a new cuisine. Hitting the library or the web will give you ideas for new recipes, whether it’s trying to duplicate your favourite takeout pizza or make an authentic spicy Indian dish. Play together There is nothing like the fun and innocence of childhood. Whether it’s a game of kick-the-can with the neighbourhood children or building a tree fort in the backyard, some of our best memories are playful. Board games are a great indoor activity, and Family Day is a great time to dig out some of your old favourites like Monopoly and Clue, and maybe try out a few new ones that are geared towards family fun. Your local toy store will have a wide range of options, along with other family-friendly entertainment such as puzzles and books. Set up a card table, get your favourite puzzle out and spend hours putting together the pieces. Finishing

a complicated puzzle will also give your kids a sense of accomplishment. If you’re looking for something a bit more high-tech, your game console or computer is a good place to start. Video games have come a long way from the classic Super Mario and Donkey Kong, and you may discover that your kids have a much larger technical knowledge than you do. They might beat you at Wii Sports but it will make for a great story! Getting outside for a game of tag or basketball will check off two things on your list: play and exercise. Taking a trip to a local playground or field will give you hours of entertainment for a low cost. Pack a picnic as well for an entire day of fun. Practicing your batting or pitching will also get you ready for the upcoming sports seasons, or maybe compete to see who can run the fastest to the swings. This year, Family Day is a time to make memories, spend time together and maybe learn a thing or two. Whatever the weather is like outside, you have plenty of options for having fun at all ages.

Learn together Having a day off from school doesn’t mean learning stops for the day. There are plenty of educational things you can do in British Columbia, whether in your own home or outside. How about starting with a trip to your local library? It will hold plenty of books on any topic that you can imagine. Maybe a book of science experiments or a historical novel set in the early days of Canada will stoke your imagination. Let the kids each pick out a book to take home with them and start a lifetime love of reading. Ruth Ellen Seburn$ (nee Gray) 98 29 1935-2013

Ruth Seburn of Qualicum Beach passed peacefully away at her home on Thursday, January 31, 2013. She was the beloved wife of Leonard Seburn for 57 years. Ruth was born in St. Catharines, Ontario and was the first daughter to Jack and Ruth Gray. She leaves a loving family including Len, her husband and friend; daughter, Debra Merchant (Richard) of Burnaby; sons Kevin (Sondra) of Holden, Maine and Richard (Ann) of Qualicum Beach. Her grandchildren, Kimberly, Neil, Nathaniel and Eliana each carry forward memories of the love heaped upon them whenever possible. She will be missed dearly by her sisters, Carole Harnden (Arthur) of Qualicum Beach and Sharon Steele (Bill) of Niagara-on-the-Lake, Ontario. Ruth’s nieces and nephews were precious to her also. In addition to her constant dedication to her family, Ruth was an energetic contributor to her community in Fenwick, Ontario where she raised her family and Qualicum Beach where she started Purrfect Touch Florist. She had countless friendships that she kept throughout her life and all will miss her cheerful voice and caring support. Her interests and volunteer activities were many and included Qualicum Beach Chamber of Commerce, Parksville Quilt House Quilters’ Guild, Milner Gardens, St. Mark’s Anglican Church, Qualicum Beach Garden Club, and travel. A celebration of Ruth’s life will be held Saturday, February 9, 2013 at 1:30pm at St. Mark’s Anglican Church in Qualicum Beach. Flowers are welcome.

Kelowna skip Jim Cotter is back to defend the B.C. Men’s Curling Championship he won here last year, and his new third, Jason Gunnlaugson, 28, brings a lot to the table, not only in terms of his curling skills, but some great story’s as well about the time he won the Russian Curling Championships. Born and raised in Winnipeg, Manitoba, Gunner, as he’s known, started curling at a very young age. “My family was big into curling — my grandpa won the seniors back in the day and went to the Brier in the early ’80s, it’s a pretty crazy curling area, so I was always around it; I grew up playing the game. It was a lot of fun.” How he came to join Cotter’s crew was pure happenstance. The two of them had played on tour together the last half a dozen years or so, “so we knew each other a little bit, but basically what happened is I was moving to the Vernon area for work, so one day I just called him up just to see what was happening, and lucky for me it just so happened his third (of three) years, Kevin Folk was moving away (to join the police force). “It’s kind of bitter sweet,” his dad conceded from behind the glass just as his boy made a nice blocker save. “We were hoping to have him for the playoffs, but hey...” It was a week of unexpected changes for Oceanside’s Save-On-Foods Generals, as their starting goalie, Kiefer Giroux, who would post a shutout and earn the games’ first star in a 5-0 VIJHL win over the Glacier Kings in Parksville last Saturday, is in Texas as we speak digging in at his new posting. Giroux, at 18 the oldest of two local puck-stopping siblings, was called up to start for the El Paso Rhinos, a Jr. A club in Texas that plays in the Western States Hockey League (WSHL). Kiefer’s dad, Sylvain Giroux, is president/governor of the Oceanside Generals Jr. Hockey Club. “Actually, I was pretty surprised to be

honest,” Gens’ head coach and GM Brent Demerais said of the news. “We found out about just before the game started on Saturday night. It happened quickly,” he said, adding “I didn’t get much of a chance to talk to Kiefer about the details — he left on Monday.” The Rhinos are currently first in their division and third overall in the 22-team league at 28-6-2. Word has it they released their starting goalie because of off-ice issues. The Rhinos have one other Canadian on the roster — a forward from Surrey. There are also two Czechs in the lineup, one of them 6’7” 220 pound D-man. The Rhinos have a great chance of participating in the Thorne Cup with the top four teams making it into the tournament. The team, which has its own rink and team bus, averages around 1,200 fans a game, and train and practice five

days a week. The Rhinos hockey club also runs a youth hockey program for Mites to U18. “It was a natural fit,” Jason said easily. Fast forward a bit and the Cotter team has been busy this season as they ramp up for the B.C.’s. Gunnlaugson figures they’ve played in about eight or nine events so far, “so ball park around 60 games. “We tried to mix it up this year. We played a couple events in B.C. and we travelled a fair bit as well.” Two weeks ago they flew to Halifax then drove to the outpost of Pork Hawkesbury, Nova Scotia, for one of the stops on the Grand Slam series. “That was quite the trip,” he chuckled. “We started out in Kelowna, played in Vancouver, and then went all the way over to Halifax, so we spanned the whole country.” That was the only one of the three Grand Slam events the Cotter rink entered that they didn’t qualify for the playoffs in (they made it to the final in their first one and the semifinal in the other). “A little bit disappointing,” he said, “but at the same time you’re playing against the absolute top ranked curlers in the world in those grand slams. Overall we’ve had some good success this year, so we’re pretty happy.” THE RUSSIAN CONNECTION A machine operator/account manager for Knifeless Tech Systems out of Vernon in his other life, Gunnlaugson’s curling journey took an interesting turn in 2010 when he was hired as a player/coach for Russia’s national men’s curling team. The way the story goes, he is friends with certified national ice tech Hans Wuthrich and his wife Patti. Hans is the premier ice maker for curling in the world — he did the ice for the Winter Olympics in Vancouver, and has been recruited to oversee it in Sochi as well. Patti, a high level coach, got to know Gunnlaugson during her years as executive director with Curl Manitoba, and contacted him on behalf of the Russian Curling Association which was not only looking for Canadian coaches, but for Canadian players to play for Russia. “So I guess somehow I made the top of the short list, and I got an email one day while have’n a sub in Winnipeg, and it said ‘do you want to play for another country and get paid?,’ and I was like, well I’ll at least go to the meeting,” he laughed. That was in April of 2010 and two days after that initial meeting in the ‘Peg he found himself in Russia for another. With Patti as their coach, he and two of his teammates at the time formed a team with two Russian players (in keeping with the five man rotation), and went from there. The team went back and forth between the two countries to compete and train — they spent two or three weeks training and playing in Russia on three different occasions — and six months later the team made news when, with Jason at skip, and his crew won the Men’s title at the 2010 Russian Curling Championships. “We actually competed in and won the Russian championships,” he marveled one more time. “It was crazy,” he laughed, “so we gotta figure out how to win the Brier this year so I can have two different championships from two different countries. That’s the goal.” With Sochi, Russia set to host the 2014 Winter Olympics, the wheels are in motion to give their athletes any edge they can. After winning the Russian championships Gunnlaugson said the whole team came back

to Canada in November and played in a couple events to tune up for the European Championships (the two Russians on the team had a great time in Gimli, Manitoba, by the way, but that’s another story), which they had qualified for, and which lead up to the World’s, which happened to be slated for Regina, Saskatchewan that year. “So really close to home; we were quite pumped, and you only had to finish top seven or top eight out of 10 at the Euro’s to qualify, definitely an achievable feat, and we were geared up and ready to go and then four or five days before leaving for the Europe when we the news we would not be going over and that our deal was over. “Never saw it coming,” he said, “but it wasn’t a huge shock, I mean we had faced a lot of hurdles during the process. It was definitely upsetting, being a full time athlete, for someone who wishes they could do that. It was my definitely my dream job. It was crazy, it was fun, and I got to go to the rink for four hours every day and get paid to do it, it was definitely pretty cool.” “The playing for Russia part was kind of weird, but overall it was great. It would have been really fun to see how good you could get, doing that every day...” The Russian experiment only lasted from April through to the end of November 2010, “before we got canned. “There’s nothing like getting fired by the Russians ...they don’t say anything,” he laughed. “You just don’t get your ticket to get back to the next event.” “Yeah the media liked that one apparently,” he said when asked about the story floating around that the Russians demanded they become Russian citizens. “That isn’t exactly what happened.” What happened he says is the powers that be had to push through the process to get the Canadians their Russian citizenship’s. The way it works he says is they wouldn’t have dual citizenship as it’s known, but would essentially be Russians when they’re in Russia “and when we’re in Canada or anywhere else in the world we’re Canadians.” See RUSSIA, page A30

“It wasn’t the greatest situation but there were a lot of positives and we were okay with that, but unfortunately there was some politics at play, there was a campaign against them by the parents of the people whose jobs they were taking; wealthy, influential Russian parents, who were likely responsible for having their citizenships held up and the team disbanded. Still in all, “it was a great experience,” said Jason. Their time in Russia was spent at two different rinks — one in Moscow, and the other two hours up the road in Tver. “What a difference. Moscow is this huge city,

it’s beautiful, and then there’s Tver which is like something out of a vampire movie, that’s how it looks. When I was little, Lassie was a staple in our house. Every week, Timmy Martin faced imminent danger and every week Lassie rescued him. That happened more than 200 times over seven seasons. In retrospect, I have a few questions. For instance, how often did Timmy need to fall down the old abandoned well before someone boarded it up? And why did the Martins repeatedly forget everything they learned the week before? Given their collective amnesia, shouldn’t someone

have checked their farm for environmental toxins? If only Lassie could talk! But in a sense, Lassie can talk. We just don’t listen. Dogs communicate using a complex combination of body language and vocalizations. Moreover, man’s best friend can also understand about 165 human words. How many dog words do you know beyond growl, woof and bark? Our retriever, Midnight, was fluently bilingual. She understood Dutch as well as English. As for me, I don’t know

Looking back, I suspect our cat understood every word we said.

In fact, for you conspiracy theorists, I believe cats already have an elaborate secret plan to overthrow the human race. There are just two problems they haven’t licked: First, they have no opposable thumbs so who’ll open their 9 Lives for them? And second, how can you lead a revolution when you’re asleep 16 hours a day. In point of fact, cats and dogs don’t need a revolution to conquer the world. Because they’ve already won the war. If you doubt it, ask yourself: who carried the baggie?

McVey takes the wheel for musical Echo Players’ H.M.S. Pinafore starts Feb. 14 at the Village Theatre in Qualicum Beach LISSA ALEXANDERS

Director Lesley McVey didn’t use to like the comic operas created by Gilbert and Sullivan because she thought they were rather silly and frivolous and lacking in real meaning—but that’s changed. “I was always much more interested in doing meaty, meaningful sorts of plays,” she said, “and then I thought, gosh this music is fun, and goodness these people look like they’re having a good time, and just the lightheartedness of the plot and the music I thought it would be nice to do that.” McVey is directing Echo Players production of H.M.S. Pinafore, a romantic musical comedy at the Village Theatre from Feb. 14 to March. 3. McVey hails from England and lived in Prince George for 30 years, before moving to the area. She’s been involved in theatre for 40 years and has directed a couple of shows for Echo Players including Waiting for the Parade. Her most ambitious work directing in Prince George was Macbeth, with a cast of around 40, but H.M.S. Pinafore is a big show as well, she said, with 23 cast members and a long list of back stage helpers. McVey said it was a bit of a challenge to find 12 men to play the sailors in H.M.S. Pinafore, as they all had to have good singing voices, but they succeeded. She said she has been incredibly lucky finding excellent lead singers and a wonderful chorus, but stressed the play would not go on without the incredible help of vocal director Hilary Whelton and choreographer Donna Wilkins. The story is a satire of the British class system and became an international sensation after it debuted in 1878. Set aboard a British naval ship anchored at Portsmouth, the musical involves the captain’s daughter falling for a lower-class sailor, while her father wants her to marry the First Lord of the Admiralty. McVey said the musical also satirizes the position of the latter character, as he had never actually been to sea and instead conducted his work from an office. H.M.S. Pinafore is filled with catchy tunes, elaborate costumes and fanciful hats. And along with the lighthearted subject matter, theatre-goers will also enjoy an interesting twist of events. Tickets for the play are $21, $18 for seniors and $10 for students. He’s the last person on Qualicum Beach council one would think would vote against anything related to salmon, but Scott Tanner did just that Monday night. He was out-voted 4-1 however, and the old bus garage in Qualicum Beach will be adorned with a local artist David E. Blackmore’s depiction of salmon in their run up a river. It’s the culmination of a process that included the input of a working group comprised of people with experience in design, engineering, marketing, fine arts and business, led by the town’s cultural consultant Patricia Huntsman. There was a Call to Artists that included specific criteria and a points system based on things like transferability, site responsiveness and artistic excellence.

A group submission of four different images by artists Merv Brandel, Peggy Burkosky, Dan Gray and Roger Moore received the highest score with 236 points, only three ahead of Blackmore’s 233 points. Staff made the recommendation to go with Blackmore’s piece Tanner, often seen at events related to salmon and the host of River’s Day activities in Qualicum Beach last fall, preferred the four-panel work, which he said was “a little more diverse, more detail in it. I love salmon but you’ve seen one salmon, you’ve seen them all.” “Qualicum” is an anglicized version of the Salish word “sqal-li,” meaning “where the dog salmon run.” The Blackmore’s piece — which can be moved elsewhere intact when the garage is eventually torn down — will be in place likely by April, council heard. The entire budget for the purchase of the art and all production costs is between $1,700-$2,800. Final numbers aren’t in, but Huntsman said the total will fall between those numbers.
