Residents speak against proposed gravel mine Mission Record

The community of Steelhead should brace themselves for a gravel pit opening on Thomas Avenue and Cardinal Street unless a negotiated settlement can be reached with the property owner. That was the message coming from Mission council Monday as they dealt with Dean Hodgson’s plan to turn his 80-

acre property in Steelhead into a gravel mining operation. Hodgson’s name is on the application put forward by H&H Contracting to the province’s Ministry of Energy, Mines and Natural Gas in hopes of converting the property to the sand and gravel pit. This comes after two failed attempts by the property owner to convince council to let him build a subdivision on the same land.

Despite a packed house of Steelhead residents on hand to voice their opposition, Mayor Ted Adlem said he doesn’t believe it matters what recommendations the municipality makes. It’s his understanding that the gravel pit will get the green light. “The Ministry of Mines will approve the application,” said Adlem. “I have had several conversations with MLAs and those above in the

last week with regard to that. I think you are dealing with a mine.” Adlem said he wasn’t trying to be negative, rather realistic. The mayor was addressing Mark Diamond, chairman of the Steelhead Community Association, as he presented council with his concerns over the proposed mine. Diamond told council the idea of placing a pit on the 80-acre property will have a devastating

affect by reducing property values and destroying the lifestyle Steelhead residents cherish. Diamond said the Thomas Avenue property was a regular meeting place for members of the community before Hodgson purchased the land, where picnics and barn dances were often hosted. It was also viable farm land where cattle, horses, pigs and chickens were raised, he said. Coun. Dave Hensman

said it would be unfortunate to see a mine on the site, but hopes there is time for both sides to come together and negotiate a workable solution to benefit everyone. “A compromise in our community is much better than this,” said Hensman. Council will voice its opposition to the mine, and Nundal said while they can’t stop the application process from being approved by the

Ministry of Mines, they can put weight restrictions on Thomas Road. He said that would stop the mine from proceeding unless Hodgson pays for a complete rebuild of the road. Diamond told council Thomas Road is ill-equipped to handle the kind of traffic that Hodgson is proposing for Thomas Avenue. When contacted by The Record, Hodgson declined comment.

Mission electoral boundaries likely to change By Tim FiTzgerald Mission Record

The voice of Mission will likely change tones after the next federal election. Ottawa is looking at adding six new seats in B.C. come election time, and Mission’s boundaries are part of the changing political landscape. Mission-Matsqui-Fraser Canyon will be one of the six new ridings up for grabs the next time Prime Minister Stephen Harper drops the writ. Currently, Mission’s electoral area is grouped with Pitt Meadows and

Maple Ridge. According to the commission, significant growth in those suburban areas prompted the proposed change. Randy Kamp, Conservative MP for Pitt Meadows-Maple RidgeMission, said while plans to realign the electoral areas are not final, he would be surprised if the commission didn’t move forward. The Federal Electoral Boundaries Commission for British Columbia submitted its report that redraws the province’s federal electoral map to the Chief Electoral Officer of Canada and was tabled in the

House of Commons on Jan. 28. Kamp, who was first elected to parliament in 2004, said he’s a little disappointed the district will no longer be part of his electoral boundaries. “I certainly enjoy representing the people of Mission. They have a real sense of community,” noted Kamp. He said until they do, he will continue to work for the riding. Kamp said he will seek election in Maple Ridge. He said whoever ends up winning the new seat in Mission will have their work cut out for them. He said demo-

graphics and geography will play a factor in effectively representing the riding. “The distance of the new riding alone will make it a challenge to represent,” he said. The proposed Mission-Matsqui-Fraser Canyon riding would include 90,871 residents encompassing the districts of Mission and Kent and the Village of Harrison Hot Springs. The new riding would then stretch north along the border of Hope and expands to encompass the villages of Ashcroft, Lytton and Cache Creek, as well as

the Nooaitch Indian Reserve No. 10 and Skeetchestn Indian Reserve. The riding would also include sections of the Squamish-Lillooet Regional District and the District Municipality of Lillooet. Its western border includes the Spruce Lake Park in the north, and includes sections of Garibaldi Provincial Park. To the south, the riding will include everything northeast of

Abbotsford running along Maclure Road and across the Lower Sumas Mountain Road. The commission was set up last February to reconfigure B.C.’s existing 36 federal electoral districts due to population increases. With B.C.’s total head count at just more than 4.4 million, the commission is proposing six new ridings based on the province’s electoral quota of at least 104,763

per district. The commission said it was somewhat reluctant to cross the Fraser River in this new district to incorporate what was previously part of the Abbotsford electoral district, but numerical considerations dictated the move. The commission said it’s hopeful the Mission Bridge will provide adequate access between the two components of this new electoral district.

Sharing skills in El Salvador By Tim FiTzgerald Mission Record

The bond between firefighters extends well beyond the municipalities they serve. The job itself requires one to be willing make the ultimate sacrifice — to lay your life on the line to save others. It’s a commitment that requires more than just showing up for work. For Capt. Norm MacLeod of Mission Fire/ Rescue Service, that dedication hardly stops at the borders he patrols. MacLeod will be part of a team of Canadian first responders heading to El Salvador to continue their work helping underdeveloped countries improve their fire rescue capabilities. “They do so much with so little down there,” said MacLeod, who will leave for his 10-day mission on Feb. 14. “The will is there for sure. Unfortunately, it’s a lack of equipment and training.” MacLeod has worked with Firefighters Without Borders Canada in

the past, collecting used equipment that’s no longer in service in Canada and putting it to use in countries in Central and South America. The Mission firefighter has travelled to Paraguay to help share his knowledge to the work of which he cares so passionately. The timing of the trip comes on the heels of a tragedy in Brazil. The nation is in a state of mourning after 233 people were killed in a bar fire in the university town of Santa Maria. In a country where building codes are lax and equipment antiquated, the trip exemplifies the work that needs to be done. MacLeod said while equipment and training are necessary for developing countries to improve their response time, in countries like Paraguay and El Salvador, economic restraints unfortunately force fire/ rescue services to take a back seat to more pressing fiscal realities. “It’s a great experience to be able to go and share knowledge, and experi-

ence the culture of these communities,” said MacLeod. “They have a real need to improve their training. They just don’t have the resources.” He points to an incident while in Paraguay when firefighters responded to a car accident, yet didn’t have tools to get the victims out of the wreckage.

He said most of the counties rely on a volunteer service, so as much help as he and his Canadian counterparts can offer, the better. “All the people I’ve met are so friendly and accommodating, that’s what makes me want to go back and help,” he said.

More education

It took a cultural shift to battle drinking and driving, perhaps it’s time to make another shift so fewer pedestrians die in our streets. As with drunk driving, we can do that by changing laws, attitudes and public perception. Tougher laws and costly penalties made it unacceptable to drink and drive. Groups such as Mothers Against Drunk Driving got behind the campaigns and programs such as Operation Red Nose made it easier for people to make the right choice during the holidays. It may take similar efforts to reduce the number of pedestrian fatalities, which last year totalled 63, according to the BC Coroner’s Service. That’s almost the same number of people who were killed by drunk drivers last year, yet where’s the outcry? The sad fact is it’s walking seniors, 70 years and older, who die the most often in a collision with a car. Where do most of these fatalities occur? At intersections and marked crosswalks. When? In December and January, when it’s dark and rainy. In fact, people of all ages are at greatest risk during this province’s gloomiest months. Pedestrians need to understand that there are no safe intersections or crosswalks. Adults must apply the same safety rules they teach their kids kids: be aware of your surroundings, look both ways, make eye contact with drivers. But it doesn’t stop there: Driver education must be be enhanced, laws must be toughened and outerwear must be reflective, or at the very least lighter in colour. Pedestrian fatalities aren’t any less serious than drunk driving deaths. So why are they treated that way? - Tri-City News

Stage set for B.C. senate election C annon will roar across the Inner Harbour on the morning of Feb. 12 to mark the opening of the 2013 legislature session. Lieutenant Governor Judith Guichon will inspect the troops and present her inaugural Throne Speech, setting out the B.C. Liberal government’s goals for the coming year. This ritual will kick off a legislative session that is expected to run until March 14, where the official Parliamentary Calendar shows a three-week break for Easter. Debate is unlikely to resume in April, as the election campaign will be in full roar by then. This means there will be a grand total of 19 sitting days to push through a budget and a raft of legislation. Here’s my unofficial preview. The pre-election budget will be presented Feb. 19 by Finance Minister Michael de Jong. Premier Christy Clark has decreed that it must be balanced, and the government has made extra efforts to armour itself against what will likely be the loudest debate ahead.

Q

First, de Jong held a prebudget meeting of the government’s blue-chip forecast council in public. This provided a visual record of what happens every year, when the finance ministry solicits the same sort of independent advice as most competent democracies, and bases its numbers on that. Then the finance ministry hired former Bank of Montreal chief economist Tim O’Neill, who will act as an unofficial version of the parliamentary budget officer in Ottawa. Now that we have simultaneous overTo sight of child welfare and the police, the next step is to extend it to finance bureaucrats. Regardless of party, the government has to produce a three-year set of forecasts to replace the current one. A lot of election energy will go into competing claims about who is better at predicting the future. Another new law to be

given high priority is one setting up senate elections, to be run in connection with the May 14 provincial vote. Alberta pioneered this, and Prime Minister Stephen Harper’s recent round of senate appointments included Calgary lawyer Doug Black, who won an Alberta senate election held last year. There was no one appointed to replace Gerry St. Germain, who bid an emotional adieu as a Conservative senator for B.C. last year. St. Germain was instrumental in uniting the splintered federal Conm servatives, but he reached the mandatory retirement age of 75, having been appointed by Brian Mulroney in 1993 after losing his seat as an MP. Why would this senate reform be so urgent for the BC Liberals now? Well, turnout for the 2009 election fell to around 50 per cent, a record low for a provincial vote. If that downward trend is

reversed this year, it will be in large part because people are still mad enough about the harmonized sales tax and a range of other issues to get off the couch and kick some BC Liberal butt. Electing senators remains a popular notion, especially with older, conservative-minded voters in B.C. who identified with the Reform Party. The first-ever senate election looks like the best available shot at boosting turnout among people who are not likely to vote NDP, and who may also be disengaged from provincial politics. And then there is the provincial sales tax bill. Another kick in the slats for the movie business, for one, and don’t hold your breath for NDP leader Adrian Dix to produce a solution in the wake of his recent trip to Tinsel Town. The performance of the governing party and the opposition will be scrutinized as never before. YOUR VIEWS Drivers should keep to speed limit Editor, The Record: Correct me if I am wrong, please. The speed limit in Mission proper is 50 km/h unless posted, while school zones are 30 km/h. Along First Avenue in downtown, and on North Railway Avenue the speed zones are posted as 40 km/h. All others are 60 km/h for Lougheed Hwy. and the approach to Mission Bridge, then it is 80 km/h over the bridge. If this

is so, why is everyone passing me in the school zone, downtown and on Lougheed Hwy. at double time? I live on Tunbridge Avenue, or should I say Tunbridge Speedway. Where is everybody going and why are they in such a hurry? It is a race to the stop sign from Tunbridge to Cedar Street in the morning, then a race from Cedar to Tunbridge in the evening.

I don’t understand the big hurry. I understand the police cannot patrol all major routes, and the Community Speed Watchers with their speed postings do little or nothing to help the problem. It is truly scary to drive out there. It is really a dilemma. The slogan used to be, “slow down and live.” Still applies today. Sharon Anderson Mission

Final downtown implementation plan to be completed by May By Tim FiTzgerald Mission Record

The municipality’s success in revitalizing the downtown core will hinge on attracting private funding through strategic public capital projects, according to Joaquin Karakas of Golder Associates, the company tasked with creating the plan. He addressed council Monday to recap the progress of the revitalization plans and said with the completion of nearly two-thirds of the district’s conceptual designs to rebuild its downtown, Mission has prioritized some initiatives to jump-start investment. The goal, he said, is to emphasize the downtown as the commercial, social and cultural heart of the community. Thirty residents, along

treatment and support for those in need, will be central to crafting a more inviting downtown. Other priorities include enhancing the downtown gateways, creating a park and finding solutions to parking issues. Karakas said the next step is to have a workshop with council to prioritize the community’s short-, medium- and long-term goals which should lead to the final implementation plan, which should be ready by May.

permit more community events to be hosted there. Another move would be to bring more civic, educational and art uses to the district’s core. “Bringing people and activity to the downtown is a key priority to bring investment,” noted Karakas. Part of that challenge will be to ensure people feel secure downtown. Karakas said strategies to alleviate concerns centre on increasing the diversity of people who come to the downtown by providing a wider range of activities, whether it’s through art, education, or public attractions. He also said it will be critical for the district to engage the marginalized population to participate in the revitalization process. He noted that enforcement by police, and

with councillors and district staff, were part of the charrette team that gathered at the Mission Leisure Centre Jan. 17 to provide input on what they wanted to see happen once the planning phase is complete and the actual work gets underway. Karakas said the goal is to refine those suggestions into an action plan in the “nine big moves.” He said the most important aspect to come out of the charrette is to take back ownership of First Avenue, or 1st is First, as they’ve labelled it. Ensure candles are used safely in home One of the major causes of home fires, especially during the winter, is leaving burning candles unattended. It is easy to forget that such a calming artifact is an open flame that can reach 1,400C. Most candle fires begin in the bedroom with a mattress or bedding cited as the first item

to ignite. During the holidays, when more people use candles precariously too close to decorations, furniture and plastics are cited as the first items in the home to catch fire from a lit candle. Statistics reveal that the most common causes of fire are: • leaving candles unattended

• candles located too close to burnable objects • falling asleep while a candle is lit or using candles for light • candles knocked over by children, pets or sudden drafts

Safety Tips • extinguish candles when leaving the room or going to sleep

• keep lit candles away from items that can catch fire such as toys, clothing, books, curtains, and paper decorations • place candles in sturdy, burn-resistant containers that won’t tip over and are big enough to collect dripping wax • don’t place lit candles near windows

Curbside collection calendar available on district website The 2013 curbside collection calendars have been delivered to residents in the curbside collection area before Christmas. The online version is accessible on the district’s website. To access the online calendar, click on the quick link at the bottom left-hand corner of the district’s Environmental Services page at www.mission.ca. No collection occurs on statutory holidays that fall on a weekday,

where blinds or curtains may close or blow over them • don’t use candles in high traffic areas where children or pets could knock them over • never let candles burn out completely. Extinguish them when they get to within two inches of the holder or decorative material • never leave children

or pets alone in a room with lit candles • do not allow older children to light candles in their bedrooms. A forgotten candle or an accident is all it takes to start a fire For questions you can call the Fire/Rescue Service weekdays at 604-820-3794, or check www.mission. ca/fire.

Mission to receive Friendship Bell from Oyama delegation

The District of Mission is preparing to host a delegation of visitors from our sister city of Oyama, Japan over the 2013 Canada Day weekend. The invitation has been sent by Mayor Ted Adlem for a delegation of Oyama residents and officials visit between June 28 and July 5, 2013. This important visit will serve to return the remarkable hospitality that was offered to Mission’s 2009 delegation to Oyama, in which the gift of a locally carved house post was presented and installed at the Oyama Cultural Centre. Our past Mission delegations have been billeted in the homes of our sister city’s citizens and exposed to rich intercultural experiences. Strong bonds of friendship have developed between our two communities over the years, and the upcoming visit of the Oyama delegation will bring with it, a gift for Mission citizens, a Friendship Bell. Mission International Cultural Association (MICA) will organize and coordinate the visit of some 30 Oyama delegates with input provided by the District of Mission. Much work needs to be done in preparing for this visit, so it’s all hands on deck. Members of the public are invited to attend the MICA 2013 Oyama delegation planning meeting on

A delegation from Oyama, Japan, will be presenting a Friendship Bell to Mission.

Thursday, Feb. 21 in the District of Mission council chambers. It will only take about an hour of your time and anyone interested in helping plan or host the event is encouraged to attend. We are inviting the citizens of Mission to come forward and help in extending the best of Mission’s renowned hospitality to our guests. We want them to enjoy the full flavour of Mission, and be immersed in a true Canadian cultural experience over the

Canada Day weekend, enriched by sharing our homes and our time with them. Please consider having a delegate billeted in your home, or offering your time in hosting our guests in various planned activities. Check out our Facebook page (search Mission International Cultural Association) to learn more. If you are interested in taking part please contact Kelly Ridley at 604-820-3705 or Cory Cassel at corycassel@ yahoo.com.

Late-night work necessary From November to February, District of Mission staff work during the night providing emergency response to adverse road conditions. During the warmer periods staff is assigned other tasks which include operating the street sweeping machine.

We realize it is an inconvenience to be woken by machinery in the middle of the night, but the work carried out is critical to everyone’s safety. The district apologizes for the inconvenience and hopes you understand it is for the good of the community.

Family Day picked to put B.C. out-of-step with neighbours B.C. will usher in a new statutory holiday this Monday (Feb. 11). And while it’s being billed as a chance for workers to take an extra

day off and enjoy a long weekend with loved ones in the three long months between New Year’s Day and Easter, tourism operators see it as a major

potential payday. Local ski hills and family-friendly attractions are banking on a big boost in business. “We are confident that

this decision will drive significant benefits for the tourism industry, the provincial economy and the people of British Columbia,” said David

Lynn, president and CEO of Canada’s West Ski Areas Association. In fact, tourism industry interests were a major consideration in the deci-

Info session, portfolio workshop at UFV tonight The UFV Graphic + Digital Design program is holding an information session and portfolio workshop, Feb. 7. The program, up and running since September 2012, is aimed at producing graphic designers who are ready to create visual communication in all media platforms — print, digital, interactive, environmental and social. Located at UFV’s Mission campus nestled in the foothills above Fraser River in the Heritage Park Centre, the program offers a Macintosh studio environment and instructors who are creative professionals working in the creative industry. UFV is recruiting for its fall intake of graphic design students and is inviting the community to the Mission campus to introduce UFV’s graphic design programs, showcase student work and participate in a workshop on how to prepare an entrance portfolio. The event runs from 6 to 9 p.m. at the Mission campus at Heritage Park Centre. The evening will begin at 6 p.m. with an introduction to careers in the creative industry and information about the Graphic and Digital Design diploma as well as the graphic design minor and extended minor options within the Bachelor of Fine Arts degree. A portfolio workshop will follow at 7:30 p.m. that will cover how to put an entrance portfolio together with instructors offering expertise on what a successful portfolio looks like. This is a hands-on workshop where attendees are invited to share their work to receive constructive feedback. For additional information visit ufv.ca/ graphics. 8pon returning in 00 to Abbotsfo rd, Ernie has used his Àrsthand knowledge and artistic skills to become a valued local historian. From his work as a veteran with the Second World War Memory Project through to this venture on the 150th anniversary of the creation of the territory of British Columbia, Ernie Poignan t is even more inspired because he is living in the same area where he grew up. He has also produced do]ens of editorial cartoons for the Abbotsford Times and the Abbotsford Post. Some are a candid and unique look at life in Abbotsford today, while others blend the present with the past from a senior’s perspective.
