Races biggest and best yet The 4th annual snowmobile race at Midway airport was the biggest and best yet put on by the Kettle Valley Racing Association (KVRA). According to KVRA organizer Darrin Metcalf, there was an increase in the number of riders and sleds this year. There were 40 rider ID bibs given

sent each race away with an arm drop start just like on Pinks. If you jumped you got a rerun – but only once. At the other end of the 175-metre track (lengthened by almost 23 metres over last year) there were two spotters at the finish line. If a race was too close to call – and that did happen a couple of times during the day – then both sleds went back for a rerun. Boundary Citizen’s on Patrol provided a speed watch board at the finish line too. The 800cc sleds were making the run in excess of 125 km/h and the big 1,000 open modification sleds came in over 140 km/h. Quote of the Week: If computers get too powerful, we can organize them into a committee – that will do them in. – Bradley’s Bromide Joke of the Week: One Sunday afternoon, a guy walks into a bar with his pet dog. The bartender said, “Sorry, pal. No pets allowed.” The man replied, “This is a special dog. Turn on the Jets game and you’ll see.” The bartender, anxious to see what will happen, turned on the game. The guy said, “Watch. Whenever the Jets score, my dog does flips.” The Jets keep scoring field goals and the dog keeps flipping and jumping. “Wow! That’s one hell of a dog you got there. What happens when the Jets score a touchdown?” asked the bartender. The man replied, “I don’t know. I’ve only had him for seven years.”

City takes green step

Spoil your sweetheart this Valentine’s Day.

Company provides free energy audits West Boundary contractor Andy Shelton of ASE Fire and Electrical is one of the local contractors who was not happy with the way the program rolled out in the community. But he said he had contacted Eckert on Monday to see if he could bid some of the work and he was invited to send the Penticton company his qualifications. “Local business owners still get the free lighting covered no matter what contractor does the work,” says Shelton. Shelton was also concerned that he’d upgraded lighting in the community hall just a year ago and now those fixtures are being replaced. Speaking on behalf of the Community Club which looks after the hall, Colleen Lang said that their 21, eight-foot long two-lamp T12 fixtures are being replaced with four-foot fixtures with four T8 - 21-watt lamps (the $5,362.54 cost being completely absorbed by the FLIP program) and she anticipates a savings of $300 per year on the electricity bill. Lang said the Arts Club would be getting $2,000 worth of upgrades and the Legion another $1,600. Rock Creek electrician Johnny Condon of Kettle Valley Electric said he’d wondered why the Eckert company trucks were in the area. “It is unfortunate that a contractor would travel from Penticton to Greenwood – I don’t know how that could be cost effective,” said Condon when he’d been told the FLIP program had come to town. Don Colclough of Redi Electric in Grand Forks said that he was aware of the program. “That’s been going on for a long time, but what are you going to do about it? No use getting upset – what’s done is done. But I don’t understand why it was done in such large areas.” He said he had been aware of the opportunity to bid on the contract but had decided it was too large a job for his company. “Local contractors had to get big or go home,” said Colclough. When asked why FortisBC might be changing the fixtures in the Greenwood Community Hall, Colclough speculated that the industry is moving away from eight-foot T8 lamps. According to Darrell Eason,
VP and business advisor with GreenStep, a lot of credit for bringing GreenStep and the FLIP opportunity to Greenwood goes to Councillor Barry Noll. “He really took the bull by the horns and made this happen for your community. The program is free to small business with no catch, we promise! Barry saw this and made sure Greenwoods business community was exposed to it. “I would also go out on a limb to say that Barry is Greenwood’s biggest fan and you should be proud to have him as one of your elected officials.” More information on the FLIP program is available by phone to 1-866-932-8283 or by email flip@fortisbc.com.

Electricity is such a valuable commodity these days that qualifying businesses can actually get free lighting retrofits. It’s part of the LiveSmart BC Business Energy Advisory Program, which is being promoted in communities by GreenStep Solutions out of Kelowna. GreenStep provides free energy audits to small businesses. The provincial government funds the program, with the money funneling through either the BC Restaurant and Food Association or the Chamber of Commerce. “We have a mandate to do 150 energy assessments for the restaurant association and 240 for the chamber,” explained Allisha Luther, project manager for GreenStep. These energy audits are not restricted to lighting alone, but the energy efficiency of any appliances that the business may have, including heating and cooling. A report is then drafted that highlights programs the business is eligible for as well as other recommendations for low-cost, or no-cost changes it can do to save energy. “One of our common recommendations is the FortisBC/LiveSmart BC Lighting Installation Program (FLIP),” explains Luther. “That program does a retrofit of up to $5,500 worth of lights per business.” Before Christmas, GreenStep did energy assessments for several small businesses in the Boundary. Businesses qualifying for FLIP are urged to contact FortisBC who then send a representative out to make sure that the lights qualify for the retrofit. If they do, FortisBC then contacts Eckert Electric out of Penticton to come in and do the work. This is where the old saying every silver lining has a dark cloud comes into the picture – some local electrical contractors weren’t pleased to see local jobs like this going to companies from outside the Boundary. But according to Nicole Bogdanovic, communications specialist with FortisBC, the installation contract was posted a couple of years ago. “We did go to request for proposal looking for a lighting contractor who could implement this program. It was awarded to SonoPar – the parent company of Gescan (also based in Penticton) who came in jointly with Eckert. “They were chosen because they have the systems and processes in place to handle the call volume and to run the program from end-to-end,” explained Bogdanovic. But she added that Eckert has the ability to subcontract. “So we encourage any electrical contractors in the area who are interested to contact Eckert directly to see if they could sub contract on this program.” Bogdanovic said FLIP has been extremely successful. In Greenwood there are an estimated 42 eligible businesses. She said 11 city businesses are already in the system and her office is still waiting to hear back from 29 others. “Those interested should be contacting us as soon as possible,” she said. The end of the program is fast approaching – it was launched in February 2011 and is due to end on March 31, 2013. Marge Maclean said the Greenwood Museum is taking advantage of about $3,800 worth of free lighting. “This is great for the museum,” said Maclean. “They are quite willing to replace everything free – changing all the ballasts, and putting in energy efficient lighting and LED lights in place of our spotlights. “I feel badly that they didn’t put the whole project out for bid – it is a slap in the face to the local electricians,” she said. “But I sure can’t complaint for the museum because we get something like $3,800 worth of free lights.”

Council hears a number of delegations Greenwood City Council dealt with three delegations at the start of their regular meeting on Jan. 28. Graham Watt, project co-ordinator for the Kettle River Water Management Plan, came to give council an update on how the work is progressing along its two-year timeline (scheduled to be completed in mid-2014). See article on page 4 of last week’s Times or visit kettleriver.ca for more information. *** Andy Shelton was the next speaker. He’d come to ask for council to support Winterfest in four ways. He first asked for $180 plus transportation to cover the cost of renting a lighting unit from Osoyoos. Councillor Darla Ashton, who represents council on the Recreation Commission, said that the commission would cover that cost with regional district funding. So that left the city being asked for three things: a wall in City Hall where the Winterfest trophies could find a permanent home; that the city cover the cost of engraving for the trophies; and the use of two employees and a city machine to move snow in preparation for the event. Council agreed to all three appeals. *** The final delegation was Wendy Martin, appearing on behalf of the Greenwood Recreation Commission to request permission to use Lion’s Park for a family event to celebrate the first-ever Family Day on Monday, Feb. 11. The rec commission will sponsor a family snow sculpture adventure from 11 to 3 p.m. with the help of local carver Jim Harris. There will be hot dogs, coffee and hot chocolate. Martin also got the thumbs up to her request that the city works crew plow some snow in the park to provide a venue for the event. *** Council accepted a report from the Greenwood Volunteer Fire Department. They reported 39 call outs in 2012 – 10 for fire, 11 for motor vehicle and 18 first responder calls. Membership has increased

to 13 from only six one year ago and Chief Roy Terashita reported he is pleased with the direction and focus of the department for 2012. Other department officers for 2013 are Deputy Chief Chris Fieber, Assistant Chief Wayne Durban, Treasurer Liz Mann, Secretary Laurie Allinson and Training Officer Rob Smith. *** Upon receipt of an annual report from West Boundary Highway Rescue, council voted to send a letter expressing thanks to the road rescue crew for their volunteer time and services to the communities along the highway. *** Councillor Darla Ashton briefed council on a Rotary Club and Community Futures Boundary partnership on an initiative to bring WI-FI hot spots to communities in the Boundary; in Grand Forks and Christina Lake first and then to the West Boundary communities. *** Councillor Lee Cudworth reported that he had attended a West Boundary Community Forest directors meeting last month and that everything should be ready to go in March as far as the logging goes. He reported the WBCF is preparing to hire a logging manager and that they will have another public meeting because the areas that will be dedicated to the community forest have changed slightly since the previous public meetings last May. *** Councillor Colleen Lang reported that thanks to the FortisBC/LiveSmart BC Lighting Installation Program (FLIP), the community hall, art club, legion and museum will be getting lighting worth some $12,000 at no cost to the organizations. She said the library had energy efficient lights already installed. The work will be done by the end of March. *** Councillor Barry Noll reported he had attended the Boundary Historical Society

GREENWOOD COUNCIL

meeting last month to elect interim board members. “There is a concern that the current board members will no longer be letting their names stand in the future, which would put the society at risk of being disbanded,” warned Noll. “The importance of maintaining and sustaining this society is a must. They have worked very hard to keep the regional history documented and recorded for current and future generations to enjoy. It would a big loss to our community and the region if this society was to disband.” *** Noll reported he attended the West Kootenay Boundary Regional Hospital District (WKBRHD) meeting. Chair back at the table Submitted

The West Kootenay-Boundary Regional Hospital District Board acclaimed Marguerite Rotvold as chair at its Jan. 23 meeting. Rotvold has held the position since 2009. “I’d like to thank the Board for its support, hard work and for thinking and working regionally,” said Chair Rotvold. She cited the emergency department expansion at Kootenay Lake Hospital as an example of this collaborative, regional approach, which has benefited the whole hospital district. Rotvold also thanked the board and Interior Health Authority staff for visiting health facilities in Grand Forks, Nelson, Nakusp, New Denver and Castlegar in 2012. These tours allowed Directors to observe the services, equipment and construction they have funded as a Board. They were also able to see which capital projects are needed at these facilities. “Thank you for the successes of 2012,”

Change in taxable benefit treatment As you may have heard, the Federal Budget tabled on March 29, 2012 proposed that employer-paid premiums for Group Accidental Death and Dismemberment (AD&D) insurance and for Group Critical Illness (CI) insurance are to be included in an employee’s income and thus become a taxable benefit. The Budget proposed that these changes are to apply to premiums paid on or after March 29, 2012 if the premium relates to coverage after 2012. The changes are to apply to employees across Canada. Over the intervening months, this proposal has been subject to some debate, with notable opposition from the Canadian Life and Health Insurance Association on behalf of the Canadian insurance industry. However, on the evening of December 5, the proposal passed final reading in the House of Commons as part of Bill C-45, the government’s second budget implementation legislation, for a January 1, 2013 implementation. So we encourage employers, who have not already done so, to now make appropriate modifications to reflect these changes, and to communicate with their employees about this new taxable benefit. Although the Department of Finance and the Canada Revenue Agency (CRA) have yet to offer concrete direction on specific technical issues, we offer the following guidance to answer some common questions: · These changes apply to Group AD&D insurance and Group CI insurance. This implicitly includes Group Business. · The changes apply to employer groups and their employees. Employers should look to the Income Tax Act to determine how employees are defined in their specific circumstances when

to have community and citizens’ input on which of three capital reserve fund options to take – to put away one, two or three million dollars a year. Last year the WKBRHD board voted to establish a reserve fund up to $10 million. Noll asked that council be prepared to discuss this at their next meeting so he could report back to the board on Feb. 27. Regional hospital districts are responsible for providing up to 40 per cent of equipment and constructions costs for health facilities in their area. WKBRHD facilities include the regional hospital in Trail, Kootenay Lake Hospital, Grand Forks Hospital, and health centres in New Denver, Nakusp, Castlegar and Kaslo.

coverage extends to individuals who are not employees, such as volunteers, campers, students, guests and directors. · Although these changes take effect March 29, 2012, employerpaid premium will not be taxable to employees until 2013 and only if the premium relates to 2013 coverage. Thus premium paid in 2012 that relates to coverage in 2013 will be included in an employee’s 2013 income. For example, AD&D premium paid in December 2012 for January 2013 coverage will be deemed a taxable benefit, so employers must include this premium in their employees’ taxable benefit calculation for 2013. · Where an insurance policy has annual premium paid in 2012 that covers a benefit period that runs into 2013, a pro-rata basis should be used to allocate a portion of this premium to the period after 2012. Only this portion is taxable. · Where there is ambiguity about how to allocate premium amongst employees (for instance, a policy with a minimum annual premium, or a Business Travel Accident policy with a premium covering all employees regardless of their actual travel dates), then employers must make a reasonable and logical allocation in a manner that they can defend to the CRA if required. It’s Winterfest time!

The 9th annual Greenwood Winterfest is just a week away and organizer Andy Shelton promises that a sure-fire cure for your cabin fever can be found in a weekend of outdoor challenges. Categories for competition range from a Family Snowman competition to Chili and Pie Baking contests. The Greenwood Inn will serve as the venue for the Pool tournament. Other favorite events include the Business Snow Sculpture, Crib tournament, Broomball, Badminton, Men’s and Ladies Super Challenge and the Human Dog Sled Race. In keeping with the family fun theme, one past winner of the Ladies Super Challenge has been challenged by her granddaughter in this year’s event. “That’s the kind of events we have – family fun,” said Shelton. New this year is a Snow Badminton tournament with teams of four on each side in the volleyball court with a winter bird – a special bird that is made for outside. It all starts Friday evening at 6 p.m. beside the Greenwood Museum with the grand opening and lighting of the Olympic Flame. Shelton is hoping to have pipers for the opening this year to go along with the free hot dogs, hot chocolate, coffee and – of course – speeches. There are pancake breakfasts on both Saturday morning (served by the firemen) and Sunday morning (served by the Seniors). The Friends of the Greenwood Improvement Society (FOTGIS) will be running a concession on both days, and dinner is covered too. In fact, you don’t have to cook a meal from lunchtime Friday until breakfast on Monday morning if you don’t want to. Dinner at both Saturday night’s game show and Sunday night’s awards banquet is being covered by the Grade 6/7 as a fundraiser for their upcoming field trip to the coast this spring. Game night this year will feature Take It or Leave It, which Shelton describes as a variation of Deal or No Deal – only with more chances to be a contestant. “At the end it comes down to three people and it becomes cutthroat,” says Shelton. “They are going to know exactly how much is out there for money but they are not going to know which case it is in. So they might just decide to take some cash off another player instead. When you get cutthroat, people like stuff like that,” he says with a chuckle. The Legion is putting on a Winterfest Dance with music by Undercover from 8:30 p.m. to 1 a.m. Cold cuts will be out at 11:30 p.m. To enter any or all of the many events pick

up entry forms at stores in Greenwood or phone Andy or Dyan at 445-2234 or Evie at 445-6669. Please register early as it helps the organizers to get the schedules drawn up. “Insurance is being covered by the city,” Shelton said, “and organizers would really like to thank the city for helping with that because we are a non-profit to the point that we don’t charge anything to enter the events.” The annual event is made possible by the generous grand in aid provided by Bill Baird, Area E Director of RDKB, assistance from the City of Greenwood, Greenwood Recreation Commission and the many businesses and individuals in the city and surrounding area. The cost to rent a portable outdoor lighting unit is being covered by the Greenwood Rec Commission. The city is providing two workers and a machine to help move snow around; council also agreed to fund the plaque engraving this year and find a wall in city hall that can become the permanent home for the plaques to be displayed. The plaques were originally sponsored by local businesses. “This is one way we can give back to the community,” said Shelton. “All money that is made goes back to the organizations who put on the event – like FOTGIS or the Grade 6/7 kids.” “It takes a lot of leg work, phone calls and hanging on doors to get the donations which come as far away as Washington State and Penticton as well as Grand Forks and the West Boundary but it’s all worth it when you see the young and old laughing and having fun” says Shelton.

Regional District of Kootenay Boundary Bridesville Townsite Land Use Plan Amendment Bylaw No. 1513, 2012

Public Hearing

Tuesday, February 12, 2013 At 6:30 p.m. Bridesville Community Hall 5724 Bridesville Townsite Rd.

What is the purpose of OCP Bylaw No. 1513, 2012? Bylaw No. 1513 will amend the Bridesville Townsite Land Use Plan (Bylaw No. 1485) by changing the designation of the subject parcel from ‘Residential’ to ‘Light Industrial’ and the zoning from ‘Residential 1’ to a new ‘Light Industrial 2’ Zone, which would permit the following uses: machine shop; restaurant; single family dwelling; vehicle maintenance and repair shop; and welding shop. How will this affect me? The amending bylaw, if approved, would legalize industrial type uses that are already taking place on the parcel. Who will be at the Public Hearing? Director Bill Baird, who has been delegated by the RDKB Board of Directors to preside over the hearing, and RDKB staff. How do I get more information? A copy of the bylaw, the Board’s resolution delegating the public hearing to Bill Baird, along with supporting documents is available for inspection at the RDKB offices in Trail (843 Rossland Avenue), and Grand Forks (2140 Central Avenue) from now to the date of the Public Hearing between 8:30a.m. to 12:00 p.m. and 1:00 pm to 4:00 p.m., Monday to Friday or by calling 800.355.7352 (BC Only) or 250.368.9148.

Locals should get heads up Tradesmen are an essential part of the infrastructure that keeps an economy healthy in small communities, something akin to the doctor or pharmacist; or a gas station or the post office. When you need to call upon them you’d rather have someone locally available. In order for a community to be able to have these services there must be a reasonable assurance that they will be able to be economically viable or else they won’t stay. So it’s frustrating when a government-sponsored program comes in and takes work away from them. FLIP is a partnership between the province (aka LiveSmart BC) and FortisBC. They are currently offering an energy saving program to small businesses that provides up to $5,500 in free lighting upgrades. The program is a no-brainer for the business owner. All they need to do is sign on the dotted line and a contractor arrives to do the work. As a bonus the new fixtures will save hundreds of dollars a year on power bills. The program virtually sells itself! But there are some unintended consequences, because the contractors are all-too-often from outside the local area. Every lighting fixture retrofitted or installed today represents a lost opportunity that a local contractor might have been called in to service that business at some time in the future. If the service-life of these new fixtures is 15 or 20 years, and you consider all the business lighting across the whole Boundary region then you begin to see that the local contractors are losing a serious amount of revenue here. Programs such as FLIP should be required to give local contractors a heads up when they come to town so that they are given the opportunity to bid on the local jobs. Because the trickle down theory of economics only works if the law of gravity is enforced.

Come on, Christy Clark. Do as you said you would. Really balance the budget, like Norway does. Not like your last budgets were. Norway imposes taxes of 78 per cent on all oil and gas companies. Gladys Brown, Midway

Conservatives ignore need Editor, The Times:

While cities and provinces are working hard on the pressing lack of affordable housing for Canadians, the Conservatives are quietly getting the federal government out of it. An estimated 150,000 to 300,000 Canadians are homeless and thirteen per cent don’t have access to affordable housing with enough bedrooms for their family. Some families of nine live in apartments for two because that’s all they can afford. Our housing needs are not being met and the instability this causes in people’s lives has a tremendous economic cost – you can’t prepare your resume on a street corner. Nor is it cheap for taxpayers: the costs of medical care, shelters and day programs for the homeless are more expensive than providing them a place to live. Yet instead of putting resources in to fix the problem, the federal government is actually pulling back support. Over the next ten years, federally-funded mortgages are coming due for housing co-operatives that provide affordable housing. Tied to those mortgages are operating agreements that provide vital funding for the co-ops and there are no plans to renew these subsidies. Without them, over 200,000 of the most vulnerable Canadians could lose their homes. The Conservatives are quietly booking $1.6 billion in annual “savings” from this cut to affordable housing and have no plans to reinvest the money. And that’s not the end of it: the federal Investment in Affordable Housing Program expires in 2014, but the Conservatives have still not begun negotiation for its renewal. It could get rolled into a general infrastructure fund, moving this money out of housing. Why is this happening? Because the Conservatives believe housing is a provincial responsibility and want to get out of it – they even said so in the 2006 budget. That’s just wrong. It’s time the government did more for affordable housing, not less. John McCallum, MP, Liberal Party Housing Critic

Members of the Regional District of Kootenay Boundary Electoral Area E Advisory Planning Commission (APC) were appointed last Thursday by the board of directors. Named to sit for the next year are Diane Scott, Art Harfman, John Condon, George Dagg, Vic Lockhart and Michael Fenwick-Wilson. *** The board approved the use of Feasibility Study Reserve Funds, to a maximum of $7,000 for a feasibility study on establishing a community forest in the Boundary. Kamloops resident retired RFP Ray Schultz has been tasked with completing the study. “For the past two years (at least) Boundary communities have been discussing the possibility of developing a community forest in the Boundary,” wrote RDKB CAO John M. MacLean in a covering report on the issue. The communities interested at this time are Electoral Areas C, D and E along with the City of Grand Forks. MacLean noted the regional district does not have any experience in the establishment or management of community forests and recommended engaging a qualified professional to develop the framework for the work to come. MacLean also suggested that Schultz be required to provide options and recommendations as to the framework of a regional district service, together with the identification of any required approval processes. MacLean’s report notes that the service would be considered a discretionary service, as opposed to a ‘core” service. The CAO cautioned the board they need to ensure that the proposed community forest agreement does not represent the imposition of an unnecessary barrier to economic activity. A letter from Schultz cautioned that communities interested in establishing a CFA must be invited to make application by the Minister of Forests, Lands and Natural Resource Operations.

PRIZES FOR BEST FEMALE, MALE, AND COUPLE CONSTRUCTION COSTUMES! DOOR PRIZES AND SURPRISE PRIZES!

Another complication is that local ministry officials have said there is not presently a source of annual allowable cut (AAC) apportionment available to support a new CFA in the Boundary timber supply area. Schultz proposes a meeting with ministry officials to address this obstacle, but only after some preparatory work is completed. He suggests a geographic area of interest for a new CFA be identified, including any potential for inclusion of municipal or private lands. He proposed the study help understand the implications or benefits of a CFA toward the Kootenay Boundary Land Use Plan and the impacts of a new CFA on the current holders of timber harvesting rights. He said proponents must understand what their objectives are; and have an understanding of First Nations perspectives. Schultz proposed to convene and facilitate a conference call meeting with regional district directors and City of Grand Forks representatives and, realizing the importance of finding a resolution to the lack of AAC problem, Schultz proposes to organize and support CFA proponents in a faceto-face meeting with local ministry officials to work on that issue first. “I would suggest that, at the end of the process outlined above, we would have a sense of the likelihood of success and be able to identify any further actions the CFA proponents wish to take,” said Schultz in his letter. *** The regional district board also reviewed the 2012 projects and special projects report by Director of Planning and Development Mark Andison. He also presented a 2013 planning projects overview, which listed three planning items of interest to West Boundary residents: the Kettle River Watershed Management Plan, Electoral Area E Needs Assessment Survey and follow-up actions relating to the Boundary Agricultural Area Plan.

Libraries hold AGMs

The Midway Public Library held its annual general meeting last Wednesday night in the Midway Volunteer Fire Department training centre. President John Kolhauser delivered a message urging the board to work on the development of a strategic plan over the coming year. “My message is more pertaining to the future rather than the past,” Kolhauser told the 10 others who turned out for the meeting. “I think we have a pretty nice little library here for a small town. We have a sizable membership and impressive circulation of materials. Through our director Stephanie the library sponsors several different events during the year including school participation projects. “It is not just a place where you can get reading material. The library is also a community participant. “ “A lot of government money is going into electronic media and more, rather than less will probably be the rule. How far will the government go into this and what are their plans?” “In my imagination I see our funding for a physical library drying up and the service beMoTI 964A- ghost so to speak,” warned coming an Ad electronic West Kootenay Hired Kolhauser. “Also in my imagination, on the other hand,Equipment I see us determined to keep our existing library and even expanding.” “We have to accommodate the future inno4.31” X 7.14” vations of the electronic 3 columns x 100 linesworld and still remain relevant to the citizens as a physical entity and Greenwood Boundary Creek Times Mountaineer

a community participant. Our library director is making this happen but she can’t and shouldn’t do it alone.” Kolhauser likened a strategic plan to a road map that projects our vision of the future for the library. “It should define the short, medium and longterm goals to achieve that vision and the processes to achieve the goals. The plan would also provide self-assessment stages to see how well we are reaching the goals and allow necessary or desirable adjustments to the plan.“ He said a strategic plan would demonstrate to potential funding sources that the board is serious about their business, that they know where they want to go and that they have a plan to get there. He said the director, staff, volunteers and members should be involved with the development of the plan. Kolhauser invited the board to “hitch themselves to this wagon”. Directors of the Midway library for the coming year are Tami Wilson, Dale Fuller, Kristen Kleinhemple, John Kolhauser, Elizabeth Desmazes, Pat Aitken and Jolly McMynn. In 2012 the Midway library added 1,532 items to the collection and they now hold 20,229 volumes and 1,103 DVDs. They have 374 active cardholders and there were 4,328 in-person visits recorded last year. There were 1,409 children’s books circulated.

The Columbia Basin Alliance for Literacy (CBAL) is funding the Adult One to One – Literacy Tutor Training workshop at the Boundary Learning Centre above the bus garage in Midway on Friday, Feb. 15 from 3:30 to 7:30 p.m. and Saturday, Feb. 16 from 10 a.m. to 4 p.m. CBAL Community Literacy Co-ordinator Sheila Dobie has confirmed that five people have signed up for the free workshop so it will definitely be happening. The training is intended for any adult interested in working with other adults in a literacy learning setting. Topics to be covered include: • The unique characteristics of adult learners. • The learning styles and intelligences we all share. • Strategies and techniques in teaching adult learners. • The many resources available to tutors and learners and where to find them. • How the tutor-learner process works, how you are matched and supported along the way. Dobie promises ample time for discussion and prac-

tice and invites all those interested to call her by Feb. 11 so the correct amount of resource material will be available. Contact Dobie at 250-584-4109 or by email to sdobie@cbal.org or Deborah Baker at 250-449-2177 or rockmountain@telus.net. According to Dobie, good tutors are enthusiastic, patient, have a sense of humour, and are able to accept and act on constructive criticism. “Tutors must exhibit racial, religious, political, and social tolerance and be willing to treat adult learners with respect, empathy, and confidentiality,” she said. “In addition, we ask that tutors be willing to commit to tutoring for at least six months and they must undergo a criminal record check.” CBAL is a not-for-profit organization formed in 2001 to promote literacy and lifelong learning throughout the Columbia Basin and Boundary regions. Working with a local advisory committee, CBAL’s 16 community literacy co-ordinators deliver programs in 77 communities.

Maximize your Savings – Minimize your Taxes

The secret to financial success Are you struggling to make ends meet every month? Do you wonder why money slips through your fingers? The secret to turning these frightening realities around is to take some time out and make a personal budget. You’ll be able to set yourself some objectives and know how much money you’ll need to reach them. Identify your revenue and your expenses with the help of various tools, whether it’s a computerized spread sheet or just a piece of paper divided into two columns. You could also consult the website of the Financial Consumer Agency of Canada and use the budget calculator provided. Your financial institution could also help you to establish your budget. First of all, in one column enter your salary and other sources of revenue. After this, list your absolute monthly expenses in the other column; these would include rent or mortgage payments, telephone, Internet, electricity, cable, insurance, bus pass, daycare, and so on. Once this initial step is completed, RETIREMENT you’ll be in a position to know exactly how much money you INFORMATION, have left to spend on groceries, clothes, or leisure activities. Lastly, draw up a list of your assets and liabilities. That means listing the value of what you already own — car, house, investments, RRSPs — and what you owe, such as various loans or credit card balances. You will then have a much clearer idea of your financial situation. You will know what you can spend on leisure, what you can save for retirement, and what you can put away to invest in a business or use down the road for a vacation, new car, boat, or house.

Did you know? The tradition of using an “X” to represent a kiss began with the Medieval practice of allowing those who could not write to sign documents with an “X”. The signer would make their mark and place a kiss upon the “X” to indicate sincerity. With the passage of time, this letter of the alphabet is commonly used at the end of correspondence to indicate a kiss.

physically and mentally while at BCSS. “I remember when I first came here I was a shy and quiet person. Now I am more of a loud and outgoing person.” Physical education classes have always been her favourite and she credits Ms. Slaney for always pushing her to achieve. “Because she knew I could push myself harder than I used to think I could,” says Taylor. While she lives on what she describes as “not a big farm”, she’s worked on other farms. “That’s where I did most of my training. My mom’s best friend owns a ranch and she would ask me to help out. That’s where I learned most of my equestrian training skills.” She has finished training one horse and is now working on her second. “I am not sure if I want to finish this particular one because he likes to kick a lot,” she laughs. This may be what is known as ‘continuing education’ or ‘the school of hard knocks’. Taylor is an animal lover, training her own puppies as well as her horses. In fact the number-three career choice she’d listed on her grad transitions paperwork was animal health tech. Taylor said it’s in third spot only because an animal health tech makes less money.

Taylor Filgate

When Taylor Filgate first came to BCSS, her mom was working at the hospital in Grand Forks and that exposure to the health care profession drew her in. So when it came time for her Grade 12 exit interview with BCSS Councillor Pamela Storie, Taylor had narrowed her career choices to two, both in the health field: either medical lab assistant or health care assistant. Both programs are available through Thompson Rivers University in Kamloops as distance education courses; the medical lab assistant course is also available at Okanagan College as a six-month classroom setting. The distance education option would offer Taylor the opportunity to work while she completes her studies. Taylor said she is thinking of working for half a year and then spending some time traveling before heading back to school in the fall of 2014. Storie suggested that if she’s at all uncertain about whether she’d like to enter post-secondary training this year or next then she’d be wise spending $30 on an application because it would keep options open for this fall that wouldn’t otherwise be there. Taylor says she’s matured a lot both

Sports have been a big part of Taylor’s time at school. She played volleyball through her first three years at BCSS, softball (including a spot last year on a women’s fastball league baseball team), and soccer since Grade 5; and she was a teacher’s assistant for the Physical Education 8 class. Last summer she worked at the Rock Creek Hotel and Lounge doing food prep in the kitchen, bussing tables and waitressing. She is currently working at Big White cleaning chalets and will be looking for summer work again when that job goes away in May.

Alanna Baiton

As her final year at BCSS is winding down Alanna Baiton is ready to take her place as one of the proud members of the Class of 2013. When asked during her Grade 12 exit interview how she had changed from the time she first came to BCSS she said, “I was pretty socially awkward in grade 8 and I kind of depended on my brother TJ because he was in Grade 12. He kind of looked over me until I developed a network of friends.” But she did have a formula for success for those times when TJ wasn’t around. “I kind of just followed Brittany from class to class because she knew where she was going but I didn’t,” she admits. Alanna said that joining all the sports teams available gave her a chance to get to know everybody much better. “I’m

not so awkward today. I can pretty much go into any crowd and talk to anybody.” She has her applications in at UBC for their kinesiology program and to Okanagan College for a therapist assistant diploma as a backup plan. She explains that an interest in the movement of people is her motivation for choosing these courses. Alanna is taking a strength-training course at BCSS, one of two new courses the school started to offer last year with Heather Slaney instructing. One is called strength and the other fitness. The courses provide an alternative to Fitness 12. “It is more individual, a personalized program where you are learning more about your body, movement and health,” explained councillor Pam Storie. As a bonus, passing the course with 80 per cent or better earns students their first ticket toward being a physical trainer. Alanna is happy that by taking the course through BCSS it only costs $70 for the certification, because the course would normally cost $400. She has a full load for her final semester at BCSS – taking math, chemistry and English. She’s lived her whole life in the same house in the Boundary and has been involved with 4-H for the

Services at Rock Creek Clinic Dr. Henry Ajaero, General Practitioner past eight years; an experience she is very enthusiastic about. As well as earning high school credits for her participation in 4-H Alanna has been chosen as one of seven B.C. 4-H members to go to the National Citizenship Conference in Ottawa this April. Alanna is a good student, earning a place on the Merit Roll, meaning that she has a grade point average over 3.5. A keen advocate of school sports programs, Alanna says, “Playing on a team is a good stress reliever. The girls are just great and sometimes it’s not even the game. It’s the bus ride there or the hotel stay.” She is hoping to connect with a summer job in a kitchen or restaurant so she can put some money aside before returning to school this fall. She boasts three years experience as a prep chef in the kitchen at the Rock Creek Hotel and Lounge on her resume.

Family Day!

Celebrate BC’s first Family Day Monday Feb 11 Eat together ■ Family Day is the ideal time to bring your family

‘back to the table’. Given the increasingly busy schedule of every member of the family, eating together has been a casualty of our hectic days. Whether you’re together in your home, on a mini-vacation or enjoying a local restaurant, there are numerous benefits to eating together. Sharing a table means sharing your day, sharing your undivided attention and sharing conversation. It is a chance to give extra attention to your children and teens. Family meals foster warmth, security and love, as well as a sense of belonging. The way that you act at the table becomes a model for your children. They learn from your appreciation of the meal and your social skills - especially when outside the home. Table manners are social skills and leading by example makes it easier for parents to teach without lecturing. Using family meals as a way to sample new menus can be both fun and a great learning experience. By giving family members input and the opportunity to choose the menu, it becomes an ideal way to expand their horizons on a wider range of foods and cultures. It also can lead to healthier choices as well as developing an open mind for experiencing new things. A way to get more out of a family meal is to engage the family in menu selection, shopping and preparation. You can begin this at a very young age giving children age-appropriate tasks like stirring ingredients, washing vegetables, tearing lettuce and setting the table. As your children grow they can take on more key responsibilities and the pride that comes with preparing a special family meal. This teaches your children cooking skills, nutrition and appreciation for the effort of meal preparation. It can also provide a great source of accomplishment and sense of self-sufficiency. Plan to make your Family Day special by including all those who make up your family. Pay tribute by making your meal special and so memorable you’ll want to ensure you do it more often.

Explore together ■ There is no better province to explore than British

Columbia and no better family bonding experience than sharing the thrill of a new discovery or experience. Day trips can create remarkable family memories. They offer a wonderful way to spend time together and learn more about where you live. The variety of experiences available to families is different in each region of this spectacular province - you might decide to explore close to home or venture to one of the other regions in B.C. over the Family Day weekend. Whether taking a bus, BC Ferries, driving, or hopping a flight, there are many ways to invest in a day of discovery. Travel is just one aspect. To maximize the experience families should involve everyone in the planning. By planning ahead you and your whole family can experience a worthwhile outing and make every aspect fun. Create a list of activities or venues and assign a rough budget for each. Allow family members to weigh in on their preferences and discuss what they would like to see, do or learn at each. You might decide to stay in a hotel and be a tourist in your own hometown. Kids or youth can map out the sites and activities, creating a family agenda including selecting the points of interest, lunch and shopping as well as enjoying the amenities your

hotel might offer. It’s the perfect way to free up everyone from everyday tasks and roles. Researching history, attractions, museums, parks and markets can teach valuable lessons and it helps children to plan within a budget. This way they are part of making important decisions, appreciate both the effort and cost of outings and will be more enthused about an agenda they helped develop. Be sure to capture your family time by taking photos, saving literature or purchasing a memento. This can lead to great family discussions about what each individual enjoyed or learned and starts you planning for future family explorations.

Experience as a Family a new menu together but everyone in your group can sit together and enjoy the meal. B.C. has a widely diverse cultural make up and ethnic restaurants are part of that.

■ Try something new this Family Day. It might be as simple as agreeing that everyone observe a no-technology or TV day. If you find your gatherings often involve all the adults sitting around visiting while the youngsters play among themselves and the teens segregate away from both you and the little ones, you’re probably not alone. A family gathering can be a wonderful opportunity for family to hear the latest on jobs, trips, hobbies and health, but if you find your gatherings following the same tedious patterns where one or two family members dominate with the same old stories, this is the year to change it up. Consider adding new experiences to the plans, and making a new and fun tradition out of them. Here are some ideas to get started:

Make your Family Day gathering a retreat for all – consider getting your family out of the house and turn your gathering into a festive retreat. Many venues have activities for all ages to enjoy, from winter outdoor fun to refreshing spa services. Think of how much fun it would be for your whole family group to take a yoga class together. Host a family talent show – Everyone has a special talent in your family, so encourage them to bring their talent to your gathering. If you’re really ambitious set up an area to be used as a stage and arrange chairs for audience members. Many living rooms have dimmer switches so play with lighting and lamps so the performance area is in the spotlight. You might want to rent a popcorn machine or ask family members to bring along some treats and snacks. By bringing new activities to your family gathering this year, you’ll be creating many new memories to share in the future, as well as making the event much more enjoyable.

Get out and enjoy our beautiful outdoors – no matter what your weather. If you live in a snowy region of B.C., organize a hayride, snowshoe trek, sledding time or ice skating at a community rink. If you don’t have snow in your area, you can travel to find it or consider planning a bike ride, a hike or even hitting a minigolf course or a driving range. The idea is to bring everyone together in a family activity you’ve never done before. Plan a meal away from the house – Instead of cooking for the gathering, plan a formal brunch or dinner at a new restaurant. Not only do you experience

FAMILY DAY 2013

Play together ■ There is nothing like the fun and innocence of childhood. Whether it’s a game of kick-the-can with the neighbourhood children or building a tree fort in the backyard, some of our best memories are playful. Board games are a great indoor activity, and Family Day is a great time to dig out some of your old favourites like Monopoly and Clue, and maybe try out a few new ones that are geared towards family fun. Your local toy store will have a wide range of options, along with other family-friendly entertainment such as puzzles and books. Set up a card table, get your

favourite puzzle out and spend hours putting together the pieces. Finishing a complicated puzzle will also give your kids a sense of accomplishment. If you’re looking for something a bit more high-tech, your game console or computer is a good place to start. Video games have come a long way from the classic Super Mario and Donkey Kong, and you may discover that your kids have a much larger technical knowledge than you do. They might beat you at Wii Sports but it will make for a great story! Getting outside for a game of tag or basketball will check off two things on your list: play and exercise. Taking a trip to a local playground or field will give you hours of entertainment for a low cost. Pack a picnic as well for an entire day of fun. Practicing your batting or pitching will also get you ready for the upcoming sports seasons, or maybe compete to see who can run the fastest to the swings. This year, Family Day is a time to make memories, spend time together and maybe learn a thing or two. Whatever the weather is like outside, you have plenty of options for having fun at all ages.

It’s our first

Eating right can battle inflammation

Last month I wrote about inflammation and its connection to longevity. Now I would like to tell you about how just the food you eat (if you eat the right things) can help battle inflammation and keep pain away. Food and inflammation and pain are more closely related than you might think. If you are fighting the chronic pain of fibromyalgia, arthritis, or the aches that come after surgeries or injuries and you were to keep careful track of what you eat and your resulting pain levels, you might find a correlation. But, of course, if you eat pretty much the same foods all the time (it’s not much of an experiment, is it?) as many people do, you might never discover the food/inflammation connection. Fortunately, studies have been done and they have linked particular types of food with inflammation and pain reduction. Berries contain many nutrients that have anti-inflammatory attributes. Many berries (and, to a lesser degree, other raw fruits) are especially high in anthocyanins, which fight inflammation in the body much the same way that aspirin does. Anthocyanins are responsible for the bright colours in many berries. I have a handful of sea buckthorn berries almost every day. I also grow black currants (with more antioxidants than blueberries) and several other types of berries. A recent study in China showed that intakes of 320 mg per day of anthocyanins over 24 weeks caused a reduction of C-

reactive protein (a marker of inflammation) of 22 per cent compared to a decrease of 2.5 per cent in the placebo group. It has also been found that a mixture of anthocyanins is more effective than a single compound which suggests getting them from a variety of foods might be better than from a purified supplement. Green leafy vegetables are another food group that is very good for people suffering from painful, inflamed joints and many other conditions. Victoria Boutenko, a real pioneer of green smoothies, describes a study she conducted, along with a doctor, in which about 40 patients were supplied with green smoothies every day. This was the only change made to their diet and they could eat whatever else they wanted the rest of the day. All patients were medically examined before and after. Aside from weight loss, lower blood pressure and a number of other benefits, they all had lessened inflammation. Omega 3 essential fatty acids (EFAs) are called “essential” for a reason. EFAs are absolutely essential for optimal health and wellbeing. They occur in every cell of our body making up important components of cell membranes. Omega 3s are very important in the fight against inflammation. They may help in reducing inflammatory disorders such as rheumatoid arthritis, inflammatory bowel disease, eczema, lupus and fibromyalgia. One excellent source is flaxseed. Loggers promised support

This week Premier Christy Clark set in motion a $5-million fund to provide financial protection for forestry contractors, as well as announcing tax relief on previous compensation payments. “Our promise to logging contractors was to guarantee they receive payment for work performed, and to ensure fair tax treatment on earlier compensation,” said Premier Clark. “Today we’re honouring those commitments.” The compensation fund will strengthen payment protection for those who contract their services to forest sector companies. Logging contractors who provide services to

licensees, but are not paid because of licensee insolvency, can now access this compensation fund to better protect their financial interests. The Forestry Service Providers Compensation Fund was initially established in the spring of 2012, under the Forestry Service Providers Protection Act (FSPPA). Since the fund’s inception the province and industry have now reached an agreement around the fund’s parameters, permitting logging contractors to be compensated if they incur a financial loss resulting from the insolvency of a licensee. The fund is administered arm’s length from

government. “We’re grateful that B.C. loggers now have some level of protection similar to contractors in the building industry,” said Dwight Yochim, TLA executive director. “We look forward to working with the provincial government to finalize the financing of the fund so our members can be protected into the future.” In addition to the compensation fund, contractors will soon be eligible for further financial protection by having the ability to register liens on forest products that have been delivered to licensees. That element of the FSPPA is expected to take effect later

this spring. Premier Clark also announced tax relief for contractors who had received compensation under the Forestry Revitalization Act. Both the federal and provincial governments have agreed on a plan to relieve the contractors of their tax liabilities resulting from compensation payments received from the B.C. Forestry Revitalization Trust, established in 2003. As a result, approximately 190 contractors will benefit from tax relief payments up to $10 million dollars in provincial contributions, and will not incur additional tax liabilities from these payments.

James gives pointers on temptation From the Back Pew “Just saying”, by the sometimes irreverent Ed Brouwer No claims of absolute originality are made for this material. As one man said, “I milk a lot of cows, but I churn my own butter.”

Today’s question is, “How do you handle temptation?” James, being the practical writer that he is, gives us a few pointers. Be Realistic: You will be tempted. When tempted ... not “if ” tempted. Everybody’s tempted… it’s a fact of life. It is not a sin to be tempted… it is a sin to give into temptation. Temptation proves you’re human, not that you’re evil. Be Responsible: Don’t blame others for your problems. We love to blame people, even God. v13 When tempted, no one should say, `God is tempting me.’ For God cannot be tempted by evil, nor does he tempt any-

one. God does not tempt. He never contradicts His word. God isn’t going to tell you one thing and have the Bible say something different. Be Ready: Just how do you prepare for temptation? II Corinthians 2:11 In order that Satan might not outwit us, we should be aware of his schemes. Get to know the devil’s MO. James says there are three steps the devil uses in trying to tempt you. Desire: It’s an inside job. If not for the inward desire you wouldn’t be tempted. Any desire out of control becomes destructive. Deception: v14, He is dragged away (snared in a

Robert Lorne Evans

trap) and enticed (lured by bait). The secret in fishing is in the bait. Disobedience: The battle starts with your thoughts, then moves from your thoughts into actions. People ask, “What’s wrong in a harmless fantasy?” What starts in your mind eventually comes out in your life. In order to overcome temptation, be realistic – admit you have a problem, take responsibility, not blaming others, no excuses. Then get ready by understanding what happens during your temptations so you can learn how to avoid it. The next step in overcoming temptation is to be Refocused. Refocus: v17, If temptation begins with our inner thoughts then changing what we think about is the key to overcoming it. Don’t fight temptation, refocus your thoughts. Instead of looking at what is trying to tempt you, change your attention. Why? Whatever gets your attention, gets you. Refocusing may mean physi-

Oct. 9, 1945 Jan. 14, 2013 Robert, (Robbie) (Bob) has won his last “Race” to his final peace after a battle with Cancer since May 2012. He is survived by wife Joyce of 46 years, daughters Gina and Lori and Grandson Garret Playden of Calgary, Alta. Also mother-in-law, Winnie and sister-in-law Gwen Bebault of Kelowna, B.C. His step sisters, Linda Payne, Barbara Evans and neices. He is pre-deceased by his “Grammie” Allie Heacock, his Mother Shirlaine Hartley, his Father Tom Evans and step sister Patricia. A Celebration of Bob’s life and illustrious racing adventures will be planned at a later date to be announced. Joyce and the family are very grateful for the caring and loving services of the Boundary Hospital in Grand Forks, as well as the Kelowna Cancer Clinic, and especially the community of ALL our friends who have stepped up to support us in this difficult time.

cally removing yourself from the situation. Maybe you need to change the channel on the TV, or walk out of that movie. Maybe you need to change friendships or jobs. Maybe you need to stay off of the internet. Ask God for help…. Pretty hard to say no to temptation until you first say yes to God. Where are you most vulnerable? What is your weak spot? Is it your temper? Appetite? Spending? Lustful thoughts? Figure it out - then admit it to God and ask Him for a way out! God says, “I will make a way out if you trust Me.” Don’t bother praying, “Lord, lead us not into temptation” if, at the same time, you flirt with temptation. You’ve got to co-operate. Martin Luther said, “We cannot keep the birds from flying over us, but we can keep them from making a nest in our hair.” Two valuable resources you need in order to fight temptation, Fellowship with other Christians, Get into God’s word.
