The annual Grads vs. Dads hockey game was held last Friday night at the Midway Arena. The Dads bench was filled with parents, family members or friends. To get a spot on the Grads team, though, you had to be a member of the Class of 2013 at BCSS. Although the game was always close, this year’s fundraiser was won in an overtime shootout by the Grads – final score 12 - 11. The emergency service is funded through the Regional District of Kootenay Boundary by Midway, Greenwood and Area E. Members are covered by WorksafeBC and under the province’s liability insurance. The commitment required involves twice-monthly, twohour training sesJOHN COBURN sions and the willingness to respond when the pager goes off. Training is held every second Tuesday night from 7 to 9 p.m. In 2012 there were 42 highway calls. All current members have been certified to Level 1 standard and the focus for the coming year is recruiting and proceeding with Level 2 training with College of the Rockies instructors from the Okanagan. Another Level One course will run in the fall if the recruiting effort is successful. Last year saw over 874 man-hours in training and response by all the members. Members can be as young as Grade 11, no driver’s license is necessary and recruits must be reasonably physically fit. Currently two of the members are in their 70s. “If you can still pick up the tools – you can do the job,” Coburns says with a laugh. New slope rescue equipment has been ordered and Coburn is looking forward to a two-day slope rescue training in the coming year as well. Council hopes for funding

Midway council is hoping to gain grant funding for an education and awareness campaign during Drinking Water Week, which is scheduled for May 20-26. At their Jan. 21 meeting, council directed staff to prepare a grant application to the BC Water and Waste Water Association under the Small Community Grants Program. Village administrator Penny Feist said the intent would be to bring about behavioural changes in how people use water. She noted that past village-sponsored awareness programs have reduced water use and saved power. While planning was still in early stages, there was discussion of producing a brochure for village residents that might feature artwork by the elementary school students. Other options discussed were to have residents sign pledges to change their behaviour – such as taking the challenge to limit showers to five minutes a day. Pledges would be submitted to the village office and there would be a draw for water conservation related prizes. *** Councillor Dick Dunsdon will submit a grant application to the Walmart-Evergreen Grants Program that might see up to $10,000 come to the community garden. He said he would tweak an application made in 2012 and expects no cost to the village other than in-kind time and equipment. ***

Following a meeting with the Regional District of Kootenay Boundary (RDKB), the village and regional district now have a comprehensive regional emergency management agreement. Each participating municipalities will be required to pay for its share associated with RDKB and municipal services - $1,000 per year, plus if there is an emergency, 20 per cent of recovery costs with the provincial government covering the remaining 80 per cent. “This is the same proposal as last year with the addition that they asked for a staff member to be identified to be part of the two planning sessions a year,” said Mayor Randy Kappes. *** Kappes reported that the Ministry of Forests, Lands and Natural Resource Operations is almost finished identifying areas on the land that will be in the Boundary Community Forest. He said once that step is complete there will be a First Nations comment period and then the final paperwork for formal approval can be submitted. *** During question period at the end of the meeting former councillor Martin Fromme asked council, during their upcoming budget deliberations, to consider putting up signage advertising the hiking and biking trails on village property beside Hwy 3.

West Boundary Highway Rescue is looking for recruits, from the Midway area in particular. When a call comes in, the unit rolls from Midway and picks up additional crewmembers on the way to the accident scene. “We have lost six members out of Midway over the past two years,” explained John Coburn, WBHR co-ordinator. According to Coburn they currently have 11 active members, only four being from Midway. Coburn would like the count at 16 to 18 people from across the West Boundary. “People have to work and sometimes they

Councils hear update on water management

Graham Watt, project co-ordinator for the Kettle River Water Management Plan, came to Midway Council on Jan. 21 and to Greenwood Council Jan. 28. He came to give an update on the work of the group. The Kettle River Watershed Management Planning process has two phases: to study water supply, use, quality and quantity to establish a baseline state of the watershed; and to develop a plan for the future for planning, policy and stewardship. Local government saw public interest and public concern over the state of the watershed and, through the Regional District of Kootenay Boundary, started studying this issue to make sure that they understood what the constraints were on the system and to guide local decisions and land use planning. Watt said the planning is a local regional district initiative. “Municipalities and rural areas with the participation of some good government scientists and bureaucrats who are taking part as they can,” he explained. The main work to do is building more public support for watershed planning management overall, he added. “Increasing people’s understanding of the system, the state of the watershed work and ongoing monitoring, and building capacity so that we are actually acting on the recommendations and affect change.” Watt told councils of a new program called Kettle River Water Wise. The education and awareness campaign focuses mainly on water conservation but also covers groundwater protection and riparian stewardship. The work to develop the Watershed Management Plan began last summer when the Phase 1 Technical Report was published. It is to be completed by the summer of 2014. It has five basic parts: • Understanding watershed issues.

The Phase 1 technical report brought together known data about the river as well as accomplishing some major new work on water quantity. “This is a major new analysis that actually takes into account water use by all the different sectors and tries to put things in perspective,” said Watt. “A really good contribution to our knowledge of the river.” Watt has begun writing the Kettle River Q&A column for local papers, including The Times. Over the next several months these columns will address some focal questions: Are river flows declining? What will climate change bring? Are we using too much water? On this question Watt told the Midway council that generally there is a surplus of water in the spring months – lots of water flowing through but we are in deficit again in late summer and fall. In very dry years (such as 2003, which Watt called a 1-in-83 year drought event) total latesummer water use is slightly higher than river flows! What are our impacts on groundwater? What are our impacts on aquatic ecosystems? To help answer this question a riparian ecosystem working group has been formed to gather data, consider policy needs and study recommendations. Watt said other technical studies that will be undertaken, including one to look at storage reservoirs to help hold back the spring flood. “We need to have a similar working group to make sure we study that really well,” said Watt. “It has a lot of costs as well as benefits. It is not a simple equation. The motto of the Midway Partnership Fund (MPF) is “Creating a Complete Community” and to achieve that goal they are inviting letters of intent for funding during 2013. This year the group has $7,000 available for distribution in the community. According to Director John Greaves, last year the advisory committee was disappointed that they didn’t get a lot of applications. “This year we would like to get more. As long as you fit our criteria we are looking forward to hearing from you.” “We want to help the community as much as we possibly can with the guidelines we have,” said fellow director Danny Anderson. “The MPF is a vehicle where people who care about Midway can invest in projects in Midway,” explained Greaves. Generally speaking, the advisory committee will fund up to 30 per cent of a proposed project. Organizations should have at least 50 per cent of their funding in place before applying. The advisory committee, at its discretion, may fund up to 100 per cent of a project’s cost. Funds that are distributed come from two sources. The Heritage Fund is an investment partnership between the Village of Midway and the Vancouver Foundation. This fund continues in perpetuity and each year the interest income is forwarded to the advisory committee for granting purposes. The Legacy Fund is an investment partnership between the Village and the Phoenix Foundation. This fund carries on in perpetuity; however, unlike the Heritage Fund it remains open to donations from any interested party.

Applicants must meet certain criteria and grant monies must be used within the Village of Midway. Pamphlets with full details are available at the library and the village office. Since 2010 the Midway Partnership Fund has provided funding to the museum, trails society and tennis courts. The volunteer advisory committee is composed of interim chairperson John Fair, chair Bob Hart and directors Elaine Fromme, Kim Lindseth, Danny Anderson and John Greaves. The committee is also hoping to attract at least two more directors this year. They usually meet monthly from January to May, when the annual general meeting is held. In late February or early March they meet to review letters of intent. Organizations wishing to apply for funding are asked to submit a letter describing their idea and how much funding they are seeking. “We do that to make sure that they don’t waste their time – if they don’t meet our criteria we’ll tell them then rather then let them go through the full application,” Greaves explained. If the project meets the criteria, the advisory committee invites them to submit a full application. Letters should be sent to: Advisory Committee, Midway Partnership Fund, Village of Midway, P.O. What is the purpose of OCP Bylaw No. 1513, 2012? Bylaw No. 1513 will amend the Bridesville Townsite Land Use Plan (Bylaw No. 1485) by changing the designation of the subject parcel from ‘Residential’ to ‘Light Industrial’ and the zoning from ‘Residential 1’ to a new ‘Light Industrial 2’ Zone, which would permit the following uses: machine shop; restaurant; single family dwelling; vehicle maintenance and repair shop; and welding shop. How will this affect me? The amending bylaw, if approved, would legalize industrial type uses that are already taking place on the parcel.

“They expect us to try to sell this? We are trying to bring it to the attention of the community not to drop off their junk at the thrift store,” said Greenwood Seniors Branch 99 president Della Paradis. “This mattress belonged in the garbage, not in our area.” Paradis asks that those wishing to drop off donations at the centre to please bring them during the hours when the centre is open – Tuesday, Thursday and Saturday from 11 a.m. to 3 p.m. “Please don’t use the seniors thrift store as a garbage area,” implores Paradis. “We have enough stuff that we bring to the landfill ourselves and then we have to pay extra to RAPID to come and

Behaviour needs to change On Tuesday Nathan Cullen, the house leader for the New Democrat Official Opposition, introduced The Civility Project – a proposal to change the behaviour of Members of the House of Commons. Cullen suggests disciplinary measures against Members who use harassment, threats, personal attacks, or extreme misrepresentation of facts or position. He advocates suspending offenders without pay. In effect, the Speaker could order a time out for a disruptive MP. Educational psychologist and author Val Besag says, “Bullying is characterized by an individual behaving in a certain way to gain power over another person.” The heckling that goes on in Parliament fits that description. It is behaviour that simply wouldn’t be tolerated in a kindergarten classroom. Most Canadians have grown weary of the conduct we see during Question Period. Blame falls to both MPs and the media, as they share a common desire for a sound bite in time for the evening newscast and Question Period provides an easy opportunity to make the exchange. The NDP’s Civility Project is not the only recent proposal for improvement in the conduct of our Parliamentarians. In 2010, Conservative MP Michael Chong suggested a six-point plan. His motion is still before the Procedures and House Affairs committee – obviously not a priority. Under the current process party leaders determine what gets asked and who does the asking during Question Period. That would imply that if the party leaders didn’t want heckling to occur then it wouldn’t occur. Chong and Cullen are right – something needs to give here. Because the desk pounding and shouting that is currently allowed in the House must be terribly difficult for a schoolteacher to explain to their class after a visit to Parliament during Question Period. For the record, when BC Southern Interior MP Alex Atamanenko was asked to comment on the heckling in the House a couple of years ago he said he refuses to participate.

Robbie Burns celebrated Before the Robbie Burns Dinner at the Royal Canadian Legion #155 in Greenwood, members of the Grand Forks Pipes and Drums played a set using small pipes and an Irish drum. These pipes are smaller than the usual bagpipes and are used for home entertaining – sometimes called parlor pipes. “It was a really good dinner. The haggis was excellent, made by Malcholm Logan. The incidents that have occurred over the past couple of weeks have denigrated the rights of basic democracy and a fundamental tenet of Canadian sovereignty. Individuals have taken it upon themselves to be judge, jury and in their minds God in making decisions that they felt were for the betterment of the local people. These two candidates have pulled from the race without having the opportunity to prove, through traditional campaigning, to the constituents of the Boundary-Similkameen why they wanted to earn our vote. Who has lost here, are the constituents of the Boundary-Similkameen and our democratic right. If the information that was received by Mr. Tsakumis conceals an illegal act then the RCMP should be notified, if not then we should be asking where this information came from and how did Mr. Tsakumis get it? Was this an act of righteousness initiated to reduce the inevitable vote splitting if Mr. Slater ran as an Independent and Ms. Basso as a strong NDP candidate? Instead of going through the process of listening to all candidates on their philosophies and policies we resort to smear and fear campaigns. We also have to ask: will current and future political candidates be similarly vetted and ultimately receive his yea or nay? This is a very sad time for democracy for the constituents of the Boundary-Similkameen as well as the province. Trails society looks for new members

Another local group, the Midway Trails Society (MTS), is in need of a few more members. You can participate as little or as much as you want. The more people involved, the greater the chances of getting grant funding for future projects. Midway’s 12 kilometres of mountain trail and a 4.6-kilometre riverside loop trail benefit the community in many ways – increased tourism, better health and more things to do. The society has been in existence for four years. It was formed by a group of dedicated locals who did a lot of work building and upgrading the trail system in 2009. The Community Development Trust (a federal/provincial program to assist resource communities in economic transition) funded the labour.

Since that time MTS has continued to help maintain the trail – removing the odd blow down, arranging for Ministry of Forests fire crews to provide spring cleanup before the fire season gets busy, and supervising workers through Community Futures work experience programs. Promotion of the trails is also a priority with signage, pamphlets, an online presence with printable maps at http://midwaytrails.tripod.com, and a Facebook page, which features many pictures. “What we really need is someone to do the paperwork,” said director John Greaves. Greaves said the society is challenged because a number of the founding directors now have other interests. “It’s getting to the point where we need some more

participation or it is going to fall apart. That would be a shame because I think it is a valuable asset for the community. It has been fairly successful at maintaining and improving the trails that we have. “As a society you have to keep a certain number of directors. Basically what we are looking for is people who want to be involved and the more people the better. It’s not a taxing job, in that I don’t expect anyone to take it all on.” He also pointed out that meetings are held as needed, rather than monthly. The current president is James Graham; directors are Ross Elliott, John Greaves, Earle Carpenter and Julie Damore. Since 1990 the Village of Midway has been lucky to be able to enjoy a hidden network of trails for its’ residents and visitors to enjoy.

The group is working on a project that was funded by the Midway Partnership Fund to put up more signage. The next AGM is scheduled for April 17. For more information call Greaves at 250-449-2898.

The year that Christina Bergendahl arrived at BCSS as a Grade 8 student, she had the benefit of an older brother in the same building attending Grade 12. “It was a huge thing to have that support,” Christina recalls. “I relaxed and really enjoyed Grade 8 and had a lot of fun playing soccer and basketball.” Grade 9 was a bit harder though. The family was going to Europe during the second semester, so the first half of Grade 9 was spent getting organized for that. “I did math on my own in Grade 9 while we were in Europe, which was a real struggle because I am not a math person at all,” she laughs. Soccer has been a big part of her Grade 10 and 11 experience. But now it’s grad year and she says she’s finding that it’s going by very fast. She has applied to the University of Fraser Valley for the Criminal Justice Program. “I’ve always had an interest in how different people deal with the law – not necessarily the practice of law so much though. I am looking to a career as a parole officer. I don’t want people

Christina has a long history of community volunteerism. She joined the Boundary Community Church Youth Group when she was in Grade 8, taking on odd tasks in the community – collecting and stacking firewood for seniors or distributing cookies at Christmas. Christina was a cabin leader at Pines Bible Camp last summer. She said there were between 10 or 15 girls in a cabin and her dream job was simply to be there to talk with them and hang out during the day. But on a July afternoon a windstorm blew in that leveled trees in and around the camp, killing one young camper. “It was something I had never experienced before,” she recalled. “When the windstorm hit it was, “Alright yeah there is more to this – we actually have to keep these kids safe and be responsible.” Christina is one of nine Bergendahl children (she’s fourth from the youngest) – something that has taught her how to, “even when you don’t feel like it,

ny visiting family. They then travelled through Austria, Italy, Greece and finally Albania where they helped a mission group called Operation Mobilization. When Christina thinks back to her time in Montenegro she may recall the home where she helped lay a new floor; if reminded of Kosovo she may remember helping build a new kitchen facility at a Bible camp. “When we got back here and saw how much we have, I thought – Wow! I didn’t realize it!” While Europe was very exciting she confesses she wasn’t happy about the trip at first. I sincerely hope everyone had a wonderful Christmas and on behalf of City council and staff I would also like to wish everyone the very best of health, wealth and happiness in 2013. Now that much of the behind the scenes work has been completed on our water grants we should see the results of this hard work come to light, shovels in the ground so to speak. The city should be alive with contractors digging up and replacing many of our old water lines. This should be a significant savings for the city as a result of the repaired lines will reduce our pumping costs. It is still a wise move for everyone to also do their part by using water wisely. We will be also working on the sports field and hopefully moving towards improvements there. Very soon council will begin budget deliberations and again we will have some tough decisions to make but with your help we will get through them. With luck the few changes we have made to the utilities will enable us to be a bit more sustainable and allow us to put away a few dollars in reserves for a rainy day. That is the goal. The warm weather is right around the corner and I am ready to welcome it with open arms: “Bring on the Sunshine.” In closing I would like to thank everyone for their support of council this past year and rest assured we will be working hard to address your concerns in 2013. wood need sump pumps to keep their basements dry. These pumps are not allowed to be pumped into the City sewers. In the spring of 2011 the lift stations pumps were not able to keep up and the sewer mains backed up until emergency measures were taken and homeowners were urged to stop. The Treatment Plant was not designed to, nor can it treat this large volume of water. The result is increased pumping cost and odours.

Group dedicated to helping with taxes

People Helping People (PHP) is a Grand Forks group dedicated to helping individuals who are not able to prepare their income tax and benefit returns by themselves. Now in their second year, PHP wants to expand their service into the West Boundary. Lorraine Dick, PHP co-ordinator for the Community Volunteer Income Tax Program (CVITP), helps provide this important community service to taxpayers who have low income and a simple tax situation. Last year there were eight volunteers working through PHP; six have returned. Dick said she would love to see new vol-

unteers come forward. “They could join People Helping People and volunteer under their umbrella,” she suggests. While some experience with tax forms is required, Dick said, “Because the filings that we deal with are simple, you do not require a great deal of knowledge of the Income Tax Act.” CVITP volunteers work from January through the end of April. They must respect the confidentiality of taxpayer information and decline any offers of monetary reward for their services. She said that if someone in the West Boundary were to join the program they would have to find a venue to meet with clients – perhaps the boardroom at the Community Fu-

She said there are four types of clinic settings possible: walk-in, by appointment, drop off and pick up, and a home visit service for shut-ins. Last year PHP had a storefront walk-in clinic on Market Avenue in Grand Forks that served some 30 clients. “Volunteers would meet the client, gather the paper, go home and file the income tax and bring their paperwork back to them on the next day the storefront was open. A volunteer in the West Boundary could choose their own format,” said Dick. New volunteers are required to take a two-hour online training course; returning volunteers take a one-hour refresher

course. Volunteers must have access to and the ability to use a computer. “It’s a great way to give back to the community,” recommends Dick. The CVITP is a collaboration between the Canada Revenue Agency (CRA) and community organizations. The CRA offers training and tax software for the volunteers as well as a network of CVITP coordinators to guide community organizations as they deliver the program. Sports in short Jr. Initiation Predators played three games in a Grand Forks tournament last weekend.
