The heating system at the Rock Creek Pavilion wasn’t working last week. So the nearly 100 people who had come out to the 2013 annual general meeting of the Rock Creek and Boundary Fall Fair Association on Jan. 16 were bundled and buttoned up for the evening. This meeting was seen by many as an opportunity to put things “back on track” – a phrase used by many of the candidates for one of the nine director positions during their brief pre-vote statements. Since last February, when the board refused to provide access to financial information to the satisfaction of some members, there has been much bitter argument, accusation and name-calling in both the association and the wider community. “I’ve decided it’s time to get involved again because I think we’ve lost our way a little bit,” newly elected director Ian Smith said during his brief speech. Outgoing treasurer Colleen Moat presented her annual financial report as prepared by a certified general accountant from Houghton and Company in Kelowna. Before turning the chair over to Les Jackman to run the election, president Randy Moat offered his thanks to the volunteers, caretakers, fellow executive board members and remaining directors. “It has been my sincere honour to have served alongside each and every one of you. So for that – thank you and thank you again to the volunteers.” A nominating committee had col-

lected names of those wishing to run for office prior to the meeting and ballots had been printed with those names. All positions on the board were up for election. Nominations from the floor were also asked for. Positions of president, vice-president, secretary and treasurer were filled by acclamation by Lincoln Blaine, Ted Rexin, Gail McLean and Lisa Sims respectively. Immediate past-president Randy Moat and treasurer Colleen Moat were both nominated from the floor but declined with thanks. There were 10 names put forward through the nominating committee process for the nine directors’ positions. Elected by secret ballot were Carol Thom, Danny Nakatsu, Gail Bryan, Ian Smith, Jodi Klein, Kathrine Delisle, Pat Uglik, Ron Palmer and Scott Petrie (the only immediate past director who stood for re-election). Shauna Blaine was elected to the position of 4-H

Representative. Also present at the meeting were Area E Director Bill Baird, and Boundary-Similkameen MLA John Slater and constituency executive assistant Diana Thomas. Immediately following the election Rock Creek resident Tom Haines, who had filed a petition to the courts in December to get access to the associations’ books, announced he was withdrawing his petition. In November the former board had expelled Bill Bosovich, Art Harfman and Pierre Sinclaire from the association. The charges against them were not made public. Newly elected vice-president Ted Rexin made a motion to the board that they reinstate the three immediately with full membership privileges. But under the association bylaws only the executive board can expel members; so the reinstatement decision would have

A motion was passed by outgoing director Scott Thordarson, who is also a principal with Bucking Hens Entertainment, that the new board give consideration by the end of the month to signing a contract for 2013 that would see the rodeo happen again on the July 1 weekend. The meeting then heard from Ilana Fraser, who has been heading a committee working on revision of the bylaws over the past year. She reported that the committee last met in early December and that an eight-page draft of a new set of bylaws has been prepared. “It is a combination of suggestions that we had been working on from the membership from last year, as well as some suggestions that came up throughout the year,” she said. “We are going to have to have some talk with our membership about where we go on some of these points. It’s a much longer document.”

It was agreed that copies of the proposed bylaws would be available for distribution from secretary Gail McLean. Fraser said she was available if anyone wanted to talk about the proposal. Ted Rexin will head up the budget and planning committee. The board will choose members for that committee. When asked by Lincoln Blaine, Rexin said that in the past the budget and planning committee had been made up from both members of the board and also members of the association who have valid input and valid credentials. Following the meeting Area E Director Baird issued a statement thanking the outgoing board. “I could see a train wreck coming for many years,” he said. “The Rock Creek Fall Fair has become a big business and has to be run as such. Do not blame past boards for running it as it has been in the past. We should all look forward to what we can do in the future. The regional district will continue to support the fall fair as long as I am director and with this board I know we will move forward. Some things had to change. “Thank you and I look forward to working with the new board.,” Baird said.

Support your local library Next Sunday, Jan. 27 is Family Literacy Day – a day meant to raise awareness of the importance of reading and engaging in other literacy-related activities as a family. Public libraries are one of the key building blocks of literacy in our communities. Their family-oriented programming address literacy issues head-on at the community level. According to their website, the Midway library has 16,000 items available to the community. Community volunteers built the building back in the ’90s. The Greenwood library is equally rich in resources. Located in a heritage building in downtown Greenwood it is a wonderful place to open your mind. It takes many volunteer hours each year to keep public libraries open in rural communities. Even if you are not one of those wonderful volunteers stepping forward on a regular basis your participation for an hour during the AGM can be a very valuable contribution. Funding is always challenging. It comes from a variety of sources, including taking advantage of grants and foundations. As Greenwood librarian Judy Foucher has said, “It is important for us to have a good turnout for this meeting – some of our funders like to see the AGM well attended by library members rather than just by the board of trustees.” That makes your rear end a valuable item, especially if it is occupying a seat for an hour during the AGM. If you do nothing more to support your local library this year than attend these meetings you will have made a valuable contribution. Greenwood library AGM – Tuesday, Jan. 29 at 7 p.m. in the library. Midway library AGM – Wednesday, Jan. 30 at 6:30 p.m. in the Midway Fire Hall. Everyone most welcome!

Boundary-Similkameen MLA John Slater will not run in the upcoming provincial election, citing the politics of personal destruction as his reason. He has released the following statement: “The past couple of weeks have been an extremely emotional roller coaster ride for me. This brutal experience has shown me how tough smear- and fear-based politics can be on people and their families. It is too high a price to pay, at least for me. “We have reached a profoundly disturbing point in our politics in British Columbia. Instead of a campaign about positive ideas, good policy, and what is best for British Columbians, we are instead witnessing a campaign based on fear and smear. So now that John Slater no longer has the BC Liberal Party’s support, he wants to run as an independent! After years of frustration with the governing Liberals, we might be inclined to support a truly independent candidate, but Mr. Slater is not that person. It is time to demand accountability from our MLAs. Where was our MLA when it counted? We have to remember the following BC Liberal disgraces that happened on Mr. Slater’s watch, without, to my knowledge, any word of protest from him: the HST fiasco, the BC Rail scandal, mismanagement of MLA expense accounts, no oversight of ICBC ($26M in severance for 250 unnecessary management jobs), poor oversight of BC Ferries, legislation forcing the wireless smart meter program on BC Hydro customers, MSP premiums directed to general revenue instead of health care, sweet deals and uncontrolled spending at BC Housing, run-of-river hydro projects driving up electricity costs, and firing a competent auditor general for exposing Liberal dirty secrets. This is just some of what we know. So if Mr. Slater had nothing to say as a member of the BC Liberal Party, where he could have spoken up for British Columbians, perhaps making a difference, what will he be able to do as an independent? Isn’t it ironic now, that Mr. Slater is getting the boot by the BC Liberals? Wasn’t former nominee Joe Cardoso – chosen by party members – unceremoniously dumped and replaced by Mr. Slater before the last election? You know what they say about Karma…. Nothing for expansion, says Dore There was a feeling of betrayal last year when the Boundary Woodlot Association (BWA) found out that areas in the vicinity of the Phoenix Ski Hill had been set aside for the West Boundary Community Forest (WBCF), says BWA President George Dore. The BWA says it had been working for a number of years to get those lands into the woodlot program. “23,000 m3 of our AAC was taken away,” Dore told the meeting during his opening remarks. “The politicians basically stole our AAC so we have nothing in the stream right now for expansion.” The annual general meeting for the Boundary Woodlot Association brought about 40 people to the Midway Community Hall on Saturday. Guests included Grand Forks Mayor Brian Taylor, District Manager Forest, Lands and Natural Resource Operations Garth Wiggill, Kamloops tenures forester Trudy Goold, Nelson tenures forester Neil Bow, MLA John Slater, Kerstin and Jim Kleinhempel, and Midway Mayor Randy Kappes and Ross Elliott there on behalf of the WBCF. Grand Forks considered applying for a community forest license a couple of years ago. According to Taylor there were a number of issues in that offer that concerned him. “It was too small, we were being told, and it was very fragmented. It lent itself in the way it was configured to woodlot use rather than to an amalgamated community forest. That was some of the thinking that went into saying no. Our direction at this point is towards a regional Boundary community forest.” Some members of the woodlot association expressed concern that the timber volume in the area keeps shifting hands but there was little optimism that volume for expansion of the woodlot program is coming available. Garbage fees questioned

Greenwood council faced some pointed questions from the gallery at their first meeting of the year last Monday, Jan. 14. Marge Maclean had come to challenge council’s decision to set garbage collection fees at $65 instead of accepting the majority opinion that it should be set at $80 per year as proposed in a city-sponsored survey. There were 88 survey responses, with 19 opting to raise the bag tag fees, 15 backing a rate of $50 per year, 43 choosing an annual rate of $80 and 10 preferring a combination of the three options presented. Mayor Nipper Kettle said that the decision was made to charge $65. “The idea was that we would engage it over the next year and then if we are not breaking even or not having enough money put away, we may have to revisit it in another year,” said Kettle. “So you are telling me that surveys are irrelevant,” replied Maclean. City Administrator Robin Dalziel noted that the survey showed there was support for a fixed annual rate. He also noted that he felt the proposal as written by interim CAO Dan Zabinsky was seeking too much money because it allowed for the city to recoup previous years’ deficits. Dalziel based his estimate of the amount required only on cost of running the service and to build a reserve fund to replace the garbage truck. “The $65 would give us more than the expected cost of operating the system,” said Dalziel. He had actually recommended a rate of $50, which he said would have been enough to break even and set some money aside to replace

Rather, the purpose was to consult with the community and get their feedback so we could make a decision. “Council is still accountable for the decision.” *** Councillor Darla Ashton raised a question about a $600 bill for a legal opinion sought by the mayor in what he believed to be a breach of confidentiality. Dalziel told The Times he couldn’t release the lawyers’ opinion, because it is an in-camera issue. However he did confirm that the lawyer concluded that the councillor had not breached any provisions of the community charter. A motion was passed to meet incamera the following afternoon (Jan. 15) to deal the internal difficulties they face. The provision of the Community Charter they were meeting under was litigation or potential litigation affecting the municipality. No public statements were made following the in-camera meeting. *** It was agreed to defer a request for a $3,000 grant-in-aid from Boundary Emergency Transition Housing Society until more information could be gathered from the group. *** Councillor Colleen Lang reported that the Greenwood Volunteer Fire De-

partment answered 39 call-outs last year and that membership has increased by six to 13 members. She suggested that staff check to see if the operational guidelines called for in the 2010 operational audit of the department have been completed. *** Cash flow concerns have required the city to pass a revenue anticipation bylaw for 2013 that will ensure there are enough funds available for smooth operations until they collect municipal taxes for the year. *** Council voted to sign the Regional District Emergency Management Agreement. The stated goal of the agreement is to enable the resources and facilities of all parties in the region to be shared in the event of an emergency or disaster. *** Greenwood will again be entering the Berkeley Springs Water Tasting contest. This year they will enter three categories: municipal water, bottled non-carbonated water and the people’s choice packaging award. Last year they took the award for best tasting municipal water in the world. *** Bylaws setting garbage, water and sewer rates were given three readings. Again this year residents have the opportunity to save 10 per cent on these bills if they pay the city by the last working day of February. The bylaws will be adopted at the Jan. 28 meeting. Those not paying when due on July 1 will be subject to a five-per-cent penalty. A further five-per-cent penalty will be assessed on Dec. 31.

Cancer society calls for stricter laws The Canadian Cancer Society, B.C. and Yukon, is calling for regulations that would make outdoor patios of bars and restaurants as well as beaches, parks and playgrounds smoke-free. The society says that four other provinces and 30 B.C. municipalities have already made a commitment to strengthen the Tobacco Control Regulation to include greater protection in outdoor areas. Health Officers’ Council of BC. Introducing Lukas Baxmann

“As a young child you’d always find me outside playing in the sandbox,” said Grade 12 BCSS student Lukas Baxmann. When he was in high school in Westlock, Alberta his sandbox was crowded. In Westlock, located 100 km north of Edmonton, the school has 900 kids. So when he arrived at BCSS in 2010 there was a lot of “downsizing”, as Lukas describes it. “It was definitely different,” he said. “But I really liked it. This feels better – a better environment.” This summer he plans to return to Alberta where he will use his network of friends to make connections, rent a place and get a job in the oil fields so he can make some money before he heads back to school this fall. Because he grew up in the farming industry he has a lot of different abilities and skills to offer to an employer. “My dad has always been a grain farmer, so from a very young age I was sitting on a combine or a tractor,” Lukas says. He is also capable of doing the basic mechanics required to keep the equipment on the job too. He is in the fire suppression course, which will give him both credits and several certificates that will bolster his resume. He is also literate and fluent in both English and German. Since moving to B.C. he’s been kept busy helping the family build their ranch. So far they’ve built a house, a garage with a second floor apart-

ment, a full shed and two smaller sheds. They live totally off the grid, powering the farm with generators and solar panels. Lukas also acts as chauffeur since the family farm is 60 km up Christian Valley. He drives himself and his brothers and sisters down to 29 km where the school bus picks them up. That’s one advantage of coming from Alberta – he had his license before his peers here in B.C. When asked what his favourite course was, Lukas immediately answered strength conditioning. “It got me started on weight loss and I lost 50 pounds in the last year.” He has already been accepted at Lakeland College in Vermillion, Alberta where he plans to study pre-employment welding, which he sees as a good field to go into because there is currently a shortage of welders. “Right now I just want to get the basics of it and find myself an employer. Maybe go up north and work in the oil fields – just go step-by-step. “ While he is hoping to get work in Alberta this summer he is open to offers here in the Boundary as well. For qualifications he cites experience in heavy-duty mechanics, welding, construction and hard work. “I really like working with cows and running equipment – loaders and trucks.” “I like to get out in nature,” he said, recalling a recent hike he’d taken with his dad. “From one mountain peak to the next and all the way down the mountain – just me and my dad – yakking away.”
