There are many ongoing efforts to improve literacy rates in the Boundary under the direction of the Columbia Basin Alliance for Literacy (CBAL) and a huge opportunity to develop capacity at the local community level in the West Boundary is an upcoming course providing 12 hours of free tutor training for volunteer adult tutors. Tutors will learn to provide one-to-one tutoring to adults in various literacy needs – from reading, writing and computer use. The twoday course will be scheduled for early February based on the best schedule for those interested in attending. Speaking of the adult tutoring program in Grand Forks, Community Literacy Co-ordinator Sheila Dobie said, “We’ve got some really long-term tutor-learner relationships that are really beautiful and are making a huge difference in these people’s lives. “There are opportunities for working with adults around literacy in the West Boundary,” said Dobie. “Especially around computers, basic readers and even reading to the elderly are all pieces that people could do as volunteer adult tutors.” Those wanting more information can find contact numbers at the bottom of this article. CBAL also sponsors opportunities for West Boundary residents to take part in computer workshops through the Greenwood and Midway public libraries. “Anyone who wants a basic computer work-

Fair annual meeting fast approaching
With the Rock Creek and Boundary Fall Fair AGM scheduled for next Wednesday night some members are saying they have yet to receive word that they will be allowed to vote. According to association bylaws a person becomes a voting member in good standing by attending four or more business meetings during the preceding 12 months. The Dec. 27 issue of The Times reported the issue arose after the board got up and walked out after calls from the floor that the meeting, that had already begun to deal with correspondence, needed to be officially called to order. In late December Association Secretary Sue Hayes sent an email to the membership stating that the board had voted that attendance at the November meeting would count. If it hadn’t counted several people would have been ineligible to vote at the AGM. But since that time only a few who came forward to say they had attended the required four meetings have been informed that their names have been added to the voters list. shop need only sign up,” explained Dobie. “As soon as we have three people signed up we will host a small workshop right at the library using their computers.” She explained these workshops can be modeled around specific topics such as digital photos, Facebook, email basics or an introduction to the Internet. CBAL has been busy over the past year in the Boundary. Being literate means fluency in more than reading and writing alone. With that in mind, CBAL hosted a successful adult healthy living fair in conjunction with flu clinics in Grand Forks. This was their first effort at doing health literacy and there were a number of service providers and people offering information about healthy living. Alphabet Soup is a food-based literacy program provided out of StrongStart Centres which focuses on food, recipes, nutrition and healthy eating. The program was designed by Dobies’ predecessor as community literacy co-ordinator, Lizanne Eastwood. Family Literacy Day is a national awareness initiative created by ABC Life Literacy Canada in 1999. It’s held annually on Jan. 27 to raise awareness of the importance of reading and engaging in other literacy-related activities as a family and this year CBAL is sponsoring a children’s literacy program put out by ABC called 15 Minutes of Fun! Even just 15 minutes a day can improve a child’s literacy skills dramatically, and can help a parent improve their skills as well. Families will be invited to contribute their own “15 minutes of fun” stories. “The kids and
parents get together and take photos and write little stories about it and then we post it on Facebook,” explained Dobie. As an incentive all the submissions are entered in a draw for Family Literacy Day. CBAL is working in partnership with the Boundary Early Years Committee to bring a program called Screen Smart to the Boundary in the spring. This program was developed in Revelstoke to help parents and children better understand how screen media – TV, computers and the internet – influences their lives, and suggest ways that families can manage media at home and at school. The idea is to increase physical activity as well as the connection to nature. Also in mid-March storyteller Margaret Read Macdonald is coming to the Boundary to present workshops, discussions and, of course, stories. This event is being presented by CBAL and the Grand Forks Public Library and is funded by Area C of the Regional District of Kootenay Boundary. The Christina Lake Living Arts Centre will be the venue for three of the four events. The fourth will be a meeting at Grand Forks library to assess interest in the community to reestablish a storyteller’s guild in the area. RCMP release stats
RCMP West Kootenay Traffic Services (WKTS) has released regional figures for both the December CounterAttack program and the 2012 year-end. According to Sgt. Derrick Donovan of WKTS, there were six highway deaths in the West Kootenays last year. “In 2011, we had 12 fatalities so through media, education and enforcement we are hoping the message is getting through. Slow down, do not drink and drive, and fasten your seatbelt,” Donovan said in a press release issued on Monday, Jan. 7. Over the year the combined units of WKTS and Nelson Integrated Road Safety Unit (IRSU) reported 260 drug seizures, 97 twenty-four hour or three-day immediate roadside prohibitions due to alcohol and 60 impaired drivers either charged or issued a 90-day immediate roadside prohibition. “One trend we are seeing is more drug impaired drivers, either through illegal or over-prescribed prescriptions,” said Donovan. The units issued 25 twenty-four hour suspensions for drugs and 11 impaired drivers have been charged for being under the influence of drugs. In the month of December 2012, WKTS and the Nelson IRSU conducted roadblocks in the area resulting in the apprehension of nine impaired drivers, three impaired drivers by drugs, as well as 13 twenty-four hour or three day immediate roadside prohibitions issued. “People still seem to like to talk on the phone and not wear their seatbelt while driving as 10 people were charged in December for distracted driving, and 60 seatbelt charges were issued,” reported WKTS Cpl. John Ferguson in a separate release on Wednesday, Jan. 2. Over the entire year there were just over 1,000 seatbelt tickets issued and 250 distracted driving charges laid. Ferguson reported only one highway fatality during December. Donovan said a new excessive speed law has resulted in 37 people having their cars seized for seven days.

Don’t ignore opportunity The opportunity being presented by the Columbia Basin Alliance for Literacy (CBAL) to take part in adult tutor training should NOT be easily dismissed. They had originally scheduled this West Boundary workshop last October but the weather turned so absolutely fantastic that no one seemed to want to sit indoors for two days, no matter what the reason. So CBAL community coordinator Sheila Dobie decided to reschedule to the winter months when more people might have some time available. The two-day course will be scheduled for early February based on the best schedule for those interested in attending. Dobie says that those who pass the tutor training workshop will not be asked to commit more than an hour per week when they are paired up with a learner. And at the moment Dobie doesn’t have a list of learners-in-waiting, as it were. But it is hoped the tutor training will go ahead and in that way the community will have the capacity to respond when someone does step forward. Gone are the days when literacy was understood simply as the ability to read. Today, literacy encompasses what is known as essential skills, which includes reading but also includes numeracy, computer use, writing, communicating orally, working with others, thinking skills and job task planning and organizing. The level of functionality that an individual has in these foundational skills plays a major role in determining not only an individual’s ability to participate in home and community life, but also in terms of paid employment. CBAL is a very credible organization and a terrific asset but they need support at the community level. So if you think you might like to become an adult literacy tutor give Dobie a call. Her number can be found in the front-page article of this edition of the paper.

Look closely when you vote Editor, The Times: The fair was built on trust and respect. What has happened? At our last non-meeting we had discussed walking out if it turned into a shouting match. Fortunately most of you remained calm but the same old group prevailed. President Randy Moat attempted to address some of the rumors circulating around the community. The board of directors had the answers to what had happened at this year’s fair, which is why we were elected. As for what happened in the past, I would suggest you have this discussion with the past presidents. I would like to point out that it was last year’s vice-president, Randy Moat and Ron Everson that obtained the grant to upgrade the pavilion and dais. The grant was confirmed in October and had to be completed by year-end. It was a tough time of year to deal with sheets of steel. Randy
said he would manage the project and was told to “get ’er done.” At the AGM you do not require four meetings to let your name stand but remember: Volunteer by definition is: by one’s own choice • a person who serves without pay • offer one’s service As a board member under Randy’s direction, we accomplished: • a financial report dealing with signing authority and not limited to “no receipt, no payment” • introduced wrist bands for better accounting and gate attendance records • hired an accounting firm to oversee finances and file returns • updating of the constitution • hired a caretaking couple who did an excellent job both on the grounds and in the office When you mark your ballot, look closely at who and what you want. When she arrived she taught the women the skills to make flowers and then helped connect them with stores that would market them in Uganda. “In the end I decided not to work with this group because of corruption. I am not worried about the corruption with the women, but I am worried about the people who control the women. It’s very difficult to have someone control the money and do things in a fair trade way. “I decided to work with a couple of individuals for now. I am just not comfortable with something being corruption free until I understand the situation better. I have a couple of people I trust right now and hopefully it will grow in a fair trade principled environment. It will have to be done with a lot of checks and balances.” She is working currently with a family and another woman who are tailors. It was a busy six weeks for her and this time she has returned with product samples and is ready to line up buyers and take orders. The designs for the handbags and clothing were the result of a collaborative effort between Jackson and the tailors, resulting in beautiful, colourful pieces that are completely sourced in Africa. and plant based dyes). “I went to Uganda intending to start a fair trade enterprise and I consider this a step forward. I do want to return and continue working with the impoverished.” While in Uganda Jackson spent time in the remote West Nile village of Anyola where she started a rabbit-breeding project. She also came home with another goal directly related to Anyola. She wants to raise funds to help the public school there. The school was built by an NGO but was never completely closed in. There are 700 students, nine teachers but no desks, papers, books or pencils. “The children just sit on broken concrete floors,” says Irene. “The blackboards are totally pitted. Many of the children have nothing to eat for breakfast or during the day.” One of the teachers is a friend of Jackson’s and it is her husband who is the Anglican minister overseeing the school. “They have no money for improvements so I am hoping to raise funds to go there and help the school out.” While she paid the majority of the costs for her first two trips, she is hoping to get more support now that people see that she is serious. “ I would welcome anyone wanting to explore coming with me. The people of Anyola said please bring other people with you. I was the first white person most had ever seen.” Jackson is looking forward to going back again to continue learning how to help the poor. “They are truly suffering and are shocked that anyone would really care.” She would like to form a society or NGO and go back in a more formal manner. “I could really use help with this so if anyone is interested in helping please contact me.” She was very struck by the amount of corruption in Uganda. “From the government on down the country is extremely corrupt. Very little aid gets to the people. My commitment is to be on the ground and make sure the help reaches where it is needed.” Jackson’s church, the Osoyoos Christian Centre, is willing to write tax receipts for money collected and if anyone would like more information Jackson can be contacted at jacksonpaivi@gmail.com.

Jackson committed to goal
Rock Creek resident Irene Paivi Jackson has returned from her second trip to Uganda where she continued to work toward her goal of helping impoverished women develop products to be sold into the fair trade market. This was her second trip to the landlocked African nation and this time she was gone for six weeks over November and December. Uganda is one of the poorest countries in the world. Until recently the north was engaged in a long-running brutal war. The Lords Resistance Army (LRA) kidnapped children and forced them to become child soldiers. Many people fled to refugee camps and have serious Post-Traumatic Stress Disorder. Jackson has been involved in the arts and crafts business most of her life, running galleries and doing wholesale shows with her husband. Her interest in going to Uganda began some years ago when she was looking at African designs sold through such outlets as 10,000 Villages and felt that there was room for product development. She connected with a woman from Idaho who was doing church work in Africa and together they went to Uganda three years ago. While there Jackson was asked to help start a fair trade co-op among 15 women from the slums, most of whom are refugees from the LRA war.

Grads prepare for life after BCSS
In conversation with members of the Class of 2013
Completion of a Grad Transition Package before graduation is a requirement of the Ministry of Education. At BCSS Secondary School, Counsellor Pam Storie works with Grade 12 students to help them prepare this “road map” for their transition to the post-secondary world. Each student is also given an exit in-
terview to ensure they have a clear idea of where they are going. “To build a successful future, you need more than academic skills,” says Storie. “You need to know about career planning, employability skills, and personal health. “Grads are expected to complete some 30 hours of work experience and to examine

sibility,” explained Daniel. Over the past few summers he’s worked for his dad on the family hay farm just outside of Rock Creek and he hopes to capitalize on that experience to get summer employment this year on a neighbours’ ranch. Daniel’s 4.0 grade point average has earned him a place on the Principal’s Honour Roll. Last year he completed Physics 12 and Chemistry 12. “I have always liked the sciences,” he declared. “Physics is what I really like – especially the balancing of forces and things like that.” Daniel is an asset to the school through his volunteer efforts as well. He’s been a member of student council for the last three years and holds a position as vice-president this year. Through their Leadership 12 course Daniel and classmate Dillon Smith have successfully organized intramural sports activities at the school. House teams have been formed and the program is well received by both students and staff. Daniel has seen more of the world than most of his classmates. Born in Red

Greenwood’s Dillon Smith will be graduating from BCSS this year and plans to head to either the University of Waterloo or UBC Vancouver for a degree in mathematics or commerce. This fall he’ll begin his post-secondary studies and he is hoping to get a co-op position for future summer employment. Co-op is work placement in a specific field of study so that students gain practical as well as academic knowledge. Over the past two summers he worked as a lifeguard at the Greenwood pool and plans to do another summer there again before heading to university. Dillon began swimming at an early age. His mother enrolled him in his first swimming lesson when he was in Kindergarten. He realized early on that there weren’t many jobs available in a small town like Greenwood so he took advantage as opportunities to get the necessary certificates and training came along. Dillon has also played hockey his whole life and in Grade 8 he played rep hockey in Midway for two years with the Kettle Valley Express. For the next two years he played rep in Grand Forks and now he is playing midget rep hockey in Osoyoos. His academic achievement has been recognized through having his name on the Principal’s Honour Roll all through high school (straight As). He grew up in Greenwood, living his whole live in the same house on the family farm. He’s a member of the BCSS Spirit Club and has been on student council since Grade 9 – now holding office as vice-president and secretary. Along with Daniel Hoskins, Dillon set up intramural sports activities at BCSS that got the rest of the school active during their breaks. Dillon says he’s matured a lot since Grade 8. “I am focused a lot more on the future – basically the last two years I’ve been looking at what I want to do for a career. I also started doing a lot more around the school through Spirit Club, student council and Leadership Class.” In fact, student council was about to send the balloon up for a school dance the night following his grad transitions exit interview. Dillon said he began to think that his career might involve numbers back in Grade 7. “My idea was to be an accountant but through Grade 8, 9 and 10, I thought I might be an engineer, although I still want to go into management after I’ve been an engineer after 10 years.” But now he’s decided that math and finance is where his post-secondary life will take him. He’s taken the University of Waterloo math contest twice and received the best score in the school in both Grades 9 and 11. Last year he was recognized for being in the top 25 per cent of those who wrote nationally. Dillon says that he’s found the teachers are more fun now that he’s in Grade 12 and he singled out teacher Cam Spelay for special thanks for the help and encouragement he has given. He says his favourite class while at BCSS was Calculus 12. If, as Confucius said, “Choose a job you love, and you will never have to work a day in your life,” then the future looks bright indeed for Dillon Smith – member of the BCSS Class of 2013.
Again this year Storie and the grads have agreed to let The Times sit in on these transitions interviews and to showcase each grad in a short article. These will be ongoing through the next few months. Stories took the opportunity of this series to remind us all that if there are people in the community who would like to hire a grad given their specific skill set, then that helps everyone. Deer, Alberta, his family moved here in the spring of his Grade 4 year, but before that, Daniel went through Grade 3 in England. “My father was born in England and we went back and lived there for a year,” he recalled. “It was really neat – I had to wear a uniform and we played a lot of soccer.” He’s continued to play soccer and was the captain of the BCSS team. “I really enjoy the team aspect of it. You can put in a good individual effort, you can motivate others just by working hard out there. As a team you come together – it’s not dependent on teamwork, but if you work hard individually you can come together as a team.” There can be little doubt that some of the challenges Daniel has faced have helped him mature into the young man he is today. While the family was in England – when Daniel was still a child – his mother was diagnosed with breast cancer, and at about the same time his grandmother also passed. When he was in Grade 7 his mother passed away after her cancer returned. “That has made things quite a bit different for me from my peers,” explained Daniel. “I’ve always been mature for my age but really after that I found I was changed quite a bit. Not damaged or anything – but I think I matured a little faster than everyone else. I don’t worry about the little things so much.” He hopes to settle in B.C. after university, calling Alberta a “busy, busy – money, money place.”

Midway Councillor Marguerite Rotvold, who also chairs the West Kootenay Boundary Regional Hospital District (WKBRHD), reported to her fellow councilors last month that the WKBRHD board is seeking feedback from local government on which of three capital reserve fund options to take. “The hospital district executive recommended that this information on residential taxation impact be given to all councilors and rural directors to look at,” Rotvold told the others as she presented a spreadsheet detailing financial impacts for homeowners depending upon how fast the fund is to grow to its limit of $10 million. “We are going to be having some major impacts coming down in the next five to 15 years and we are looking at trying to set an amount – whether we put in $1 million, $2 million or $3 million for 2013.” Rotvold said that planning for a new regional facility is going to cost approximately $10 million. Regional hospital districts are responsible for providing up to 40 per cent of equipment and constructions costs for health facilities in their area. WKBRHD facilities include the regional hospital in Trail, Kootenay Lake Hospital, Boundary Hospital, and health centres in New Denver, Nakusp, Castlegar and Kaslo. The estimated impact for residential properties for the reserve component alone for each of the three amounts would be:

Some advice regarding advice. At times I feel the the word “advice” if looked up in the dictionary should be followed with (see “minefield”). Taking advice from others and applying it indiscriminately to your life is like walking into a minefield: one wrong step and it can blow up in your face. What works in one person’s life isn’t necessarily the best formula for another. Who could possibly know enough about the complex dynamics of any relationship let alone the mother of all relationships, marriage to offer unasked-for advice and expect it to be useful? If you seek advice, seek it only from people whose judgment you trust. I have also found that the more adamant people are in giving advice, the less valuable their advice is likely to be. Their advice may not be rooted in an understanding of your particular situation. Humans are fallible, and even the best-intentioned advice can still be bad advice. There’s no doubt that we sometimes need a sounding board or a sympathetic ear when we run into rough spots on the relationship highway, and you should treasure those few friends whom you can trust to listen carefully. Perhaps the most valuable thing they can do for you is to help you choose your own course of action. I’ve discovered that most of the time, the solution to a problem lies somewhere within our relationship, and the best advisor is the person who helps me bring it to light. And that’s my advice to you. James 3:17-18 But the wisdom that is from above is first pure, then peaceable, gentle, [and] easy to be entreated, full of mercy and good fruits, without partiality, and without hypocrisy. And the fruit of righteousness is sown in peace of them that make peace.

What do you need to know about the Kettle River watershed? That’s the focus for this new, regular column, where I will answer questions about the Kettle River watershed. I’ll also provide updates on the Regional District of Kootenay Boundary’s progress towards the Kettle River Watershed Management Plan. Today I’m going to answer a question

15 minutes is all it takes
In honour of Family Literacy Day’s 15th anniversary, taking place across Canada on Jan. 27, ABC Life Literacy Canada is offering five learning activities parents can do with their children in less than 15 minutes. 1. Read a book aloud together! Children’s books are usually short, and are a breeze to get through in 15 minutes. 2. Heading out on a long road trip? Count how many red cars you see along the way or find the whole alphabet using license plates and billboards.
3. Sing a song. Singing encourages learning patterns of words, rhymes and rhythms, and is strongly connected to language skills. 4. Bake some cookies! Most recipes are less than 15 minutes and measuring ingredients helps children understand math and numbers. 5. Go for a walk as a family and read the street signs. You can even think of a city or country that begins with the same first letter as the sign.
item that demanded much attention this past year. Supervision of students, report cards, staff meetings, athletics, extra curricular events and the regular rhythm of daily school life were affected. Our administrators and senior staff took the brunt of the extra work, and this Board is so appreciative of those efforts. Relationships remained intact and respect for each other was maintained in a very difficult time. School opening this September was smooth, and that daily rhythm was easily re-established. Next were the middle school and district redesign discussions. The time spent with our senior and school based administrators, looking at research, debating what we wanted to take out to the public, and the time spent in public consultation was incredibly valuable. It was gratifying to see up close the different strengths of our administrators and to work together with them much closer than usual. The process helped the Board to develop more as a team and definitely introduced the newest members very quickly to a public consultation process, and the importance of public feedback in decision making. The last big item that the Board dealt with, was one of the most important activities for any Board of Education, the selection of a new Superintendent of Schools. The Board engaged Make a Future to help
us with the selection process and were very pleased with both the process and our ultimate selection. Included were all of our stakeholders in a rich and engaged progression to the final decision. The Board was able to take into account during their decision-making, the feedback from all stakeholders. It is a testament to the capacity and talents of our administrative team that we were able, after canvassing and interviewing candidates from all over Canada, to select this critical team member, Kevin Argue, from our own ranks. So, those are the big items, but there are numerous other decisions and actions that took place this last year as in every year, from budget allocations to policy and operational decisions. The governing acts of this Board, and the supporting work of all of our staffs, support staff, teachers and administrators plus our partners in education have helped this district to continue to see improvements in the achievements of all our students. I know I have said this time and time again, but it continues to be true, no one person can make things happen, it takes all of us, working together to see the positive results we have. I congratulate each and every one of you on your hard work, dedication and commitment to the students of school district 51 and your valuing of public education.
