Police continue their investigation into a pre Christmas incident at the corner of Tenth Avenue and Bridge Street on December 21. Around 2 p.m., police, ambulance and fire personnel were called to the scene, where a pickup truck had driven off the road, striking a power pole before ending up against the garage of a nearby residence.
The nature of regional district volunteer fire department’s incident calls has been changing in recent years, the Protective Services Committee heard at the December 20 regional district board meeting. Regional district fire departments’ calls to structure fires made up less than 2.5 per cent of total call volumes, while 50 per cent of all fire calls were of a first responder nature, the committee was told. Penticton accounted for 69 per cent of all calls made by dispatch in the regional district, up to the third quarter of 2012, with Kaleden taking up 1.3 per cent. Okanagan Falls took 4.6 per cent of all calls, with Keremeos at 2.8 per cent and Hedley at one per cent. Okanagan Falls led all departments in first responder calls, at 100. Surprisingly, Okanagan Falls and Keremeos both shared the same number of structure fires, at six. There were no high angle rescues performed by regional district fire departments in 2012.
Snowy Christmas in Keremeos makes Seventh Avenue access difficult By Steve Arstad The Review
Keremeos and the Lower Similkameen experienced a snowy Christmas season this year as several days’ accumulation before and after December 25 began to pile up. Pedestrian traffic on Keremeos’ Seventh Avenue had to slog through large amounts of curbside snow
and slushy back alleys in order to access main street businesses through Christmas week. Access to the bus stop on Sixth Street was also an issue through the week as snow piled up on the curb. Street corners were especially difficult for seniors to negotiate, with street snow piled up at the intersections. The Review fielded several complaints from residents on Thursday, December 27 over the unusually large accumulations on the village’s main business block. The village office was closed through Christ-
mas week, but Keremeos Mayor Manfred Bauer noted that village plows were being hampered by vehicles parked in the street through the week. “We don’t have the equipment or the manpower to deal with an excessive amount of snow,” he added in an email response to the Review on December 27. Two village maintenance personnel were available on December 28 to clean up Seventh Avenue and nearby alleys. By New Year’s eve, steady progress had been made to clean up the curbside snow on main, as well as Seventh Street.

Regional transit study moving forward Community input discussed as a key part in defining future transit needs study
By Steve Arstad The Review The regional district board endorsed the Terms of Reference for the 2013 South Okanagan - Similkameen Transit Future study at the December 20 board meeting. BC Transit, collaborating with the RDOS, will be conducting a 25 year transit future plan for the entire region in 2013. The plan is intended to provide a vision for future transit needs in the area in addition to laying out the requirements necessary to get there. Senior Regional Transit Manager Steve Harvard and Community Services Manager Mark Woods outlined to the board the methodology BC Transit intended to use in conducting the study, noting that one of the first items on the agenda was to find out what local communities wanted in terms of a future transit service. “We’ll embark on an initial public consultation process, where we’ll be going out to the individual communities and asking for their input to get base information as to what currently exists, but also to find out what is important (for transit needs) to that community.” Harvard also stated that the initial public consultation would be repeated after presenting the results to the board. “Basically, what we will say is, we came, we listened, did we hear what you said?” Harvard said the second public consultation would act as a reaffirmation that they had heard the community’s concerns correctly. A working committee consisting of regional district and BC Transit staff will be set up as part of the process. First public consultations are expected to begin in the spring, with the second round slated to take place in the fall. Area “D” Director Tom Siddon noted that a recommendation to establish a new transit service in Area “D”, encircling Skaha Lake, had come about as a result of a transit service review for the local area around Penticton in 2012. Siddon noted that Area “D” had a high dissatisfaction rate regarding current levels of transit service during a recent citizen survey. He made the point that Area “D” should be considered, for transit purposes, a suburb of Penticton rather than being grouped in with South Okanagan transit issues. Noting also that the high level of dissatisfaction over transit was being expressed in the area
because there essentially wasn’t any, he added that many of the residents in the area were seniors who were less and less inclined to drive. “In this study, we have to make a special effort to pay attention to this,” he said. Siddon also questioned BC Transit’s idea of “local partners” noting that unincorporated communities like Okanagan Falls and Kaleden might not have a voice in the study, depending on the definition of the phrase. Harvard responded that the BC Transit would be looking to the regional district to provide recommendations as to who local partners should be. The desire for local input was also expressed as a necessary component for a successful plan in the Similkameen. Keremeos Mayor Manfred Bauer noted that the Lower Similkameen presently only had a shuttle bus providing limited transit to the area. “If we want to find out what demand there is, it’s not just checking out how that shuttle bus is used - we have to go to Cawston, go to the trailer parks, maybe talk to parent’s advisory committees at the school, because they are shuttling their kids to various activities, so those are all target groups to speak to. We also have a large seniors population that doesn’t like to drive in winter conditions. In summer, you have transient labour and farm workers, so a special kind of focus on something that isn’t right out there - you have to look at this in a different way.” Bauer requested that BC Transit approach the Similkameen’s issues on a parallel basis to those of Area “D”s. CAO Bill Newell questioned whether the feasibility of a potential transit service was based on cost analysis, to which Harvard answered that there were no firm numbers - rather, a request for service was based on analysis as to whether it made sense or not. Newell also expressed conerns about advancing a transit service, only to see it not come to fruition, or fail. “How do we not disappoint people in the process?” he asked. “I think it’s unfortunate that there will always be some people disappointed but I think that’s a matter of reality.” He added that levels of service would have to ultimately be decided by everybody at the table. “These are all the choices you have available, these are all the costs,” Harvard said in summarizing the final decision. “What can you afford and what makes sense? And what maybe is a good idea might just be a little too early, and maybe needs a few more years to develop. Those are the things that have to be decided, and that’s why this is a long range plan.”

These proposed amendments are part of a broader suite of amendments to the Regional District’s Campsite and Mobile Home Park Bylaw No. 713, 1982, that are intended to remove a number of inconsistencies and repetitions that have arisen between Bylaw No. 713 and the various Zoning Bylaws (particularly in relation to the regulation of manufactured home parks in Electoral Area ‘C’). It is being proposed that all references to manufactured home parks be removed from Bylaw No. 713 (thereby rendering it a “Campsite Bylaw”); to introduce a new Manufactured Home Park Regulations Bylaw that will primarily deal with servicing and other related provisions for manufactured home parks; and that all “zoning provisions” (being permitted uses, parcel size, density, setbacks, building height, parcel coverage, etc.) be contained exclusively within the relevant Zoning Bylaws. Specifically, the Amendment Bylaw seeks to undertake the following: •
review and make consistent the Manufactured Home Park One (RSM1) and Manufactured Home Park Two (RSM2) Zones in Electoral Areas ‘C’, ‘D-1’ and ‘D-2’; and
•
delete Section 7.15 (Manufactured Home Parks and Strata Developments) from the Electoral Area ‘C’ Zoning Bylaw.

New year’s new assessments should create a new reality As Americans face the new year with the prospect of facing a “fiscal cliff,”, residents of the Lower Similkameen have no reason to feel insulated from - or complacent of - potential financial shocks of a more local nature. The new year will bring with it assessment notices for 2013 - and word is out that the numbers may prove to be surprising - maybe shocking, with assessment values falling. Should this be the case, it is coming at a time when municipal budgets are still in the prepatory phase. Even a modest budget increase will likely mean higher than anticipated tax increases for ratepayers in order for municipalities to make up for the revenue shortfall created by lowered assessed values. It will be interesting to see what changes, if any will occur in current budget deliberations in the new year, should this prediction come true. Several local taxpayers (during budget meetings last year ) voiced the opinion that tax increases should be held to net zero during times of poor economic growth. A policy like that will put pressure on regional municipal budgets but so what? It’s nothing that the average taxpayer doesn’t already experience - and it’s about time local governments struggled with a similar reality.

Is gas the enviro-villain of 2013? By Tom Fletcher Black Press They’re well on the way to stopping the expansion of oil exports to Asia. Now will B.C.’s American branch-plant environmental machine turn on natural gas? LNG is shaping up as B.C.’s largest-ever industrial project, if it gets built. And there are signs the American-directed environmental attack is swinging to our gas boom. Some in the Canadian media insist no such U.S. influence exists, or that it is trivial and benign. They mock federal Natural Resources Minister Joe Oliver’s description of “foreign radicals,” pretending this applies to everyone opposed to oil pipelines. There weren’t many reporters with me when I covered the negotiations for the Great Bear Rainforest in 2006. To the Vancouver media it was just a big forest deal up in the middle of nowhere. Along with B.C. cabinet minister Pat
Bell, Coastal First Nations and forest companies, the Sierra Club, ForestEthics and Greenpeace muscled their way to the table. How they did so became clear in early 2007. Behind these big three eco-propaganda groups was a $60 million war chest from an obscure outfit called Tides Canada. Another front group, as it turns out. The actual source of the money was the William and Flora Hewlett Foundation, the David and Lucille Packard Foundation, the Wilberforce Foundation, the Gordon and Betty Moore Foundation and the Rockefeller Brothers Fund. Most made their billions in computers and software in San Francisco or Seattle. They’ve funded scientifically suspect campaigns such as “Yellowstone to Yukon” and “boreal forest” aimed at turning more than a third of Canada into parks. Increasingly, they are partnering with aboriginal people in B.C. and across Canada.
Some in B.C.’s major media have since grudgingly credited independent B.C. researcher Vivian Krause with filling in the blanks. She has shown that starting in 2002, these foundations began formally organizing against Canadian fossil fuel production. When the B.C. and Canadian governments matched the $60 million Great Bear Rainforest fund for “ecosystem-based” forest management, they didn’t realize they were reinforcing a blockade against oil exports. Tides and its backers have continued to fund and create new protest groups, which are quoted as they pop up by credulous B.C. media. Their argument against oil exports centres on the sexy but false premise that Alberta’s “tar sands” somehow uniquely threaten the global climate. Lately, as the size of B.C.’s gas development has become clearer, the protests have started to refocus. Now we hear dire claims about the decades-old tech-
nique of “fracking” in gas development, and previously obscure groups are springing up to protest gas projects. Hollywood is about to gas us with an anti-fracking movie starring Matt Damon. Previews suggest that “Promised Land” works the usual evil-greedy-capitalist themes, in the “Avatar” tradition. ForestEthics, Sierra Club and Greenpeace, meanwhile, are campaigning against their original forest preservation deal on B.C.’s Central and North Coast. Sustainable development solutions aren’t good for their business model. If people think a problem is solved, they stop sending money. Meanwhile, the U.S. is surging ahead with its own shale oil and gas boom. Plans are underway for LNG exports from the U.S. to Asia. I think 2013 would be a good year for Canada to start making its own decisions on energy development.

Regional district briefs Weyco land application extended The regional district board agreed to grant a six month extension on a rezoning application for the former Weyerhaeuser lands in Okanagan Falls. The original application to rezone the property was made in September of 2009, but ongoing work on site contamination delayed the sale of the lands to Zinfandel Holdings. Final environmental approval was obtained in the fall of 2012, allowing the site application to move forward. The six month extension expires on June 30, 2013. Zinfandel Holdings plans to develop the former sawmill property into a commercial industrial park with an affordable residential component. The area also includes lands that are suitable for a vineyard operation, and an agricultural component is planned for some perimeter portions of the property.

The formal mandate includes funding to address issues of seasonal workers. Funding is in place until the end of March, with the hope that continued funding can be secured. Smart Meter awareness meeting - be informed
To the Editor: I am writing to make people aware of the Smart Meter Public Meeting that will be held Jan.12 in Osoyoos. This meeting will help people to become more informed about the facts of Fortis’ wireless power “smart” meter and the concerns of the public of possible negative effects. The meeting will be held Saturday at 2 p.m. on Jan. 12 at the Sonora Centre 8505-68th Ave -located three blocks south of Main Street in Osoyoos. A similar meeting was held in Oliver in October that was attended by over 100 people. Many people are still wanting information about smart meters and this daytime meeting will make it easier for people from other towns of the Okanagan Similkameen area to attend. The speaker will be Jerry Flynn who is a retired Armed Forces Radiation Specialist
who will explain the background of radiation use, and many of studies done by experts. Well over one thousand people in the Fortis area have signed petitions or sent emails to BC Utilities Commission requesting that Fortis be denied permission to install the Advanced Meter Infrastructure Project otherwise known as the Smart meter. Both the Oliver Town Council and the RDOS (Regional District of the Okanaagan Similkameen) have recently voted to ask BCUC to deny the Fortis Application. Fortis can not go forward with this project without BCUC ‘s approval. Please come to this meeting to understand the potential health risks and increased cost of power. Thanks. Judy Nicholas, Oliver

Whether or not we sang the carols, we heard them often enough. For weeks and weeks. Many of us decorated our homes, turned on the lights, put up trees in our living rooms, bought and gave presents. And received them. Perhaps ate more than we should have. And then by evening on December 25 (except for Boxing Day, when we bought more stuff for ourselves, or returned gifts we didn’t especially like), it seemed like it was all over. A good number of those Christmas trees were already part of Friday’s garbage. And if we follow the calendars of commercialism and radio and TV – which most of us do – the Christmas season is over. But according to the Christian Church calendar, it’s not. (And after all, the church should have at least something to say about it, since they did invent it.) For Christians – though many of us have forgotten it, if we ever even knew it – the season of Christmas is twelve days long. And it doesn’t start in November. The Twelve Days of Christmas span December 24 (Christmas Eve, the arrival of Jesus) to January 6 (Epiphany, the arrival of the Wise Men). You know, those three guys from the East, who follow a starsign and show up at a smelly manger in to them a foreign country, bearing gifts worthy of divinity, and thereby converging East and West into one celebration of holiness coming to the entire world. (And thereby rescuing the Christ-mass from the exclusive possession of Christians and extending it to all of humanity.) Twelve days, ending on January 6. So we still have several days to go. So now what? Should we bring the tree back inside, or turn our decoration lights back on again? Well, you could if you wanted to. It might actually help make the point. Or ponder this, which is really more to the point: What does Christmas mean? Christmas is the Christ-Mass. “Christ” designates “the one anointed by God”. Anointed by holy spirit (or the spirit of wholeness). Divinity coming to humanity in human form. God incarnate. Specifically in Jesus, Christians say. But even they say he comes for all. (“Let everyone prepare him room”, they sing.) “Mass” means “sacrifice”, or “gift”, or “offering”, or even “work”. Divinity’s offering or gift to humanity. Or the gift that keeps on giving. Or God at work in human form. While special to the Christian faith, it therefore also has broader implications. It is a spiritual concept – dare we say truth – universal in its meaning and
application. Further, the wise men and women of the world – the “saints” among us spanning all generations and from whatever religion or none, the great recognized luminaries of history as well as the ones who shine or have shined more quietly, perhaps just within our own families – have sensed and proclaimed that this spirit – this “holy” spirit, this lifegiving energy – is not just a transcendent universal force. They claim to have experienced It in their own lives, to have “known” It. They bear witness to It as not just the source of life but a powerful presence of unlimited and continuingly creative love, intimately present to us – or to those of us wise enough to open our awareness to it and to be possessed by it. It is a concept – dare we say truth – that enobles us. Even the least of us. Even me. Even you. Even that person you really don’t like very much. Even the one you may hate. Even the one you may hate for a reason, and not just out of irrational prejudice. (But even them too.) The wise ones understand, they sense, they “know”, that this holy spirit intends to incarnate Itself in everyone. Divinity within the very uterus of humanity, waiting to be born. To take on flesh and hands and feet, to show forth love. To radiate love all over the place. Not just a love of superficial sentimentality or even passionate sensuality. Rather love manifest in fullness – in unconditional positive regard for all persons, spoken in words and shown in acts of forgiveness and kindness and compassion. Socially, it takes the form of justice-making. Measurable and tangible attitudes and behaviours flowing freely from you and from me to her and to him and to them, making us into we. Making us one. One-in-spirit. Just imagine! Really. Go ahead, and even just for a moment, close your eyes and go quiet inside and take a re-freshing breath, and imagine. What a different world it would be! World, or community, or neighborhood, or family. What a different life! What a different you. What a different me. Is it just too much to imagine that imagining something can break it into reality? Some say it can. Some say that everything that comes into being is first of all imagined. But maybe it is too much. Maybe we need to break it down into smaller pieces. Maybe we’re supposed to. Maybe you can just start with you, and I can just start with me. Maybe you can imagine just yourself showing forth love – real tangible love taking continued on page 12

The South Okanagan Similkameen Bantam rec and Peewee rep teams played a fast paced hockey game, Friday Dec 28 at the Similkameen Rec center. The standing room only crowd was treated to a very entertaining game which saw the score flip flop back and forth to a 11 – 9 final. For most of the players, it was the first time they have ever played in the great outdoors, and are talking about a rematch for next year. Science’s search to find the true nature of dark matter
One of the science highlights of 2012 was confir mation that the Higgs Boson exists. A wish for 2013 could be that we make some solid progress in finding the true nature of Dark Matter. Whenever we measure the movements of stars in galaxies and how member galaxies move within their clusters, we encounter the same puzzle. There has to be more material out there than we can see. How all the other bodies in our universe move is dictated by the force
of gravity. Every body pulls at everything else with a force related to how much material it contains, that is, its mass. Therefore if we look at how something moves, we can calculate the size of the gravitational force acting on it, and the mass required to provide that attraction. However, when we use this technique to determine the masses of galaxies and clusters of galaxies, we end up with needing far more matter than we can see. By a large margin, there is more of this invisible material out there in space than there is of the ordinary visible kind, which we and our world are made of. This invisible material has come to be called “Dark Matter”, and finding out what it is has become important in learning how
galaxies form and evolve. There is an ongoing, worldwide effort to actually see dark matter, so far with no success. However, this is not as magical a situation as it might seem. Everything we have learned about the universe beyond the Solar System has be done through observing electromagnetic waves, such as light, radio waves, infrared, ultraviolet, X-rays and gamma rays. If something exists that does not produce or interact with electromagnetic waves we aren’t going to be able to see it, no matter how big a telescope we are using. No self-respecting scientist is happy w i th introducing something that solves a problem but is otherwise undetectable and therefore unconfirmable. However, there is a possible solution,
and it comes not from looking out into space, but using the Large Hadron Collider. On the whole, our universe is fundamentally well behaved. This comes l a rg e l y f ro m i t s stable foundations: how things work down at the level of atoms and the particles of which they are made. This means to investigate things at the foundation level needs huge amounts of energy. The Large Hadron Collider is a tool that should meet most of those energy requirements. However, if you make a particle of dark matter, how do you know? The trick is to keep careful track of where the energy you put into the process ends up. You accelerate a particle to a known energy, and then measure the energy of all the
products of the reaction. If some of that energy went into making a particle of dark matter, it will seem as though that amount of energy has gone missing. If you then repeat the experiment over and over again, in different ways, and always end up missing the same amount of energy, you are probably on the track of dark matter. It’s not the most satisfactory way to search, but if what we’re looking for is invisible, we are stuck with it. Look for Mars low in the Southwest after sunset. Jupiter rises around 3 p.m. Saturn rises at 3 a.m. and the Moon will reach last quarter on the 4th. February 13th, 1955 - December 12th, 2012 Ken passed away suddenly at his home in Faulder, BC, at the age of 57 years. He was predeceased by his father in 1998 and his mother in 2006. He leaves his brothers; Morris, David (Sharon), Raymond (Connie), Gordon and Robert (Debbie), his sister Anita, nieces and nephews to mourn. He also leaves to mourn, his caregivers of 17 years, Ed and Cathy Anderson and countless support staff. Ken was a very unique person, and will be greatly missed. He had a joy for life and a great sense of humour, with a smirk on his face and a twinkle in his eyes. He loved babies, and could ¿[ anything electrical with a couple rolls of electricians tape.
