Sink hole on Alder follows burst water main

Willow Point resident Lorne Ball’s Christmas Day jaunt included an exploratory detour into this Alder Street sink hole.
A burst water main on Alder Street on Christmas Eve created a sink hole almost large enough to swallow a Smart Car. The city’s Wastewater Supervisor Graham Stewart reports that a phone call to the emergency after-hours line the evening of Dec. 24 alerted the city’s water department that a break in a 16-inch transmission line was letting water run beneath the Alder Street buckling the pavement and creating a hole approximately 10 feet by six feet in the northbound curb lane. “City crews made sure no one was without water and traffic flowed smoothly when they worked to stop a Christmas Eve water main break at the corner of Rockland Road and Alder Street. The leaking water transmission line was closed off, and barricades were set up immediately to prevent vehicles from traveling over the damaged surface,” Stewart says. The hole was temporarily filled Thursday by Wacor Holdings Ltd. Stewart says: “The road surface outside the barricade is suitable for vehicle traffic, and the road remains open, but the area near the curb where damage occurred will be barricaded until a more permanent repair can be made. While there was no damage to nearby properties, Alder Street shows signs of water flowing beneath the surface along the edge of the road as far as Candy Lane.” At press time, the cause of the break was being investigated. Several weeks ago the city installed a pressure reducing valve near the location of the break.

A Campbell River apartment owner and her building manager have been ordered to build a ramp for their disabled tenant and to pay her $15,000 for “injury to her dignity, feelings and selfrespect.” In a hearing before a B.C. Human Rights tribunal Patricia Vermette, the owner of the Cedar Place apartments, and manager Alan Oakley have been ordered to build a ramp for 68-year-old Joyce Stewart who suffers from severe osteoporosis and a club foot. Vermette and Oakley were also ordered to pay Stewart another
$500 because they did not provide complete documentation as ordered by tribunal member Marlene Tyshynski. Stewart is proudly independent and has lived at the Cedar Place apartments since 1999. In 2010 she required a walker for mobility and was having significant difficulty going up and down stairs. That’s when she asked for a ramp and was told she should move someplace else. “I’m so happy,” Stewart told the Mirror last week. “I’ve been fighting for this for more than two years.” She says she’s going to take some time before deciding what to do with her $15,000 “windfall.” Stewart said Oakley won’t talk to her about the decision. “When he found out about it he stormed out of here burning rubber. He was angry.” Oakley did not
return Mirror calls. In her “reasons for decision” Tyshynski stated that Vermette and Oakley believed there was “no legal requirement for them to provide a ramp to the apartment building as they are not a seniors’ facility or a facility for the disabled. The decision about whether to build a ramp was a business decision.” Tyshynski reported: “I have found that the entrance steps to the apartment building are very difficult for Ms. Stewart to manage. She fears falling down the steps and has hurt herself when she has tripped in the past. She can only traverse the steps by grabbing onto the railing and dragging herself up or down while trying to lug along her walker. “Due to the steps, Ms. Stewart suffers anxiety about her ability to negotiate them and she
restricts her outings. It is clear that the adverse impact is related to Ms. Stewart’s physical disability. Mr. Oakley linked Ms. Stewart’s disability to her age when he expressed his view that seniors and/ or persons with mobility problems belonged in special facilities, not a regular apartment.” The Human Rights tribunal member ordered Vermette and Oakley to build Stewart’s ramp by March 21. Stewar t’s lawyer David Mossop, of the Community Legal Assistance Society, warns that Cedar Place is not unlike many older apartment complexes in the city that have nothing but stairs and that’s becoming a concern with an aging population. “Because of this ruling others may have to build ramps as well,” he says.

Campbell River has its own downtown web-slinger The Itsy-Bitsy-Spider went up the side of the building. With the help of a crane. Jesse Toso’s award-winning carving from last summer’s Transformations on the Shore carving competition found a permanent place of residence at 1170 Shopper’s Row last Thursday when Toso and his father Jim Toso, brothers Ryan Toso and David Stoski and friend Don Braithwaite lifted the 16-foot spider onto the side of Bruce Baikie’s building at 1170 Shopper’s Row. “I carved the spider out of a Douglas fir log at this year’s Transformations on the Shore chainsaw carving competition and has been in pieces in my parent’s greenhouse since then, waiting for her new home,” Jesse said. “It was decided early on where she would end up as I had been telling then-president of the Shoreline Arts, Barb Sunday-Bitner how I had envisioned the giant spider hanging on a wall or on a building. “The following day she was speaking with Bruce Baikie about the idea and he was keen to have it on the side of his building downtown. We all liked the idea of its location and we started the process of getting the necessary approvals and paperwork organized. “I am really happy with the way it turned out and am pleased she has found a suitable home.” Toso will be posting a time lapse video on his website www.stumpartist.com. The hoisting of the spider began around 9 a.m. Dec. 27 and was finished by about noon. The 16-foot, 150-pound spider has already attracted a lot of attention. On the Campbell River Mirror’s Facebook page, Daryl Riva Campion commented: “Going to take one big shoe to crush that one...”

Let’s hope for more good than bad Well, the New Year has begun. What will 2013 have in store for us? It’s hard to predict but you know it will be another whirlwind of controversies, wrangling, and We say: Another fighting but also heartwarming tales of generosity, sacrifice and supreme year, another effort in the face of adversity. parade of good Yes, it’s easy to look to the year and bad stories ahead with an uneasy feeling of dread in the pit of your stomach but you have to also admit that it will not always be bad news. Humans have a tendency to focus on
the negative and it’s not always the media that is leading this gloomy outlook. Many might disagree but the media is just as much – perhaps even more of – a follower in this regard. The media wants an audience and so more often than not it delivers what people expect rather than what they’d prefer. Consequently, bad news sells. You can track it easily. News website can follow what stories get read most often and usually, they’re bad news – police, crime, courts, disaster. But be that as it may, the media – and we include this very newspaper in that category – often delivers
what anybody would consider a good story. Take a moment to enjoy those items and be sure to respond to them by commenting online or sending a letter to the editor. Let’s face it, the world could use more good news. Often times it’s as much perception as reality so if we ask for more positive information, hopefully, we’ll get it. Here at the Campbell River Mirror we strive to present it all: the good, the bad and the ugly. We live in interesting times and we’ll bring as much of it to you as we’re able. BRIAN KIERAN Feb. 19 is the day the B.C. Liberals introduce their 2013/14 budget, essentially their election platform. The mathematical machinations that will unfold over the next seven weeks will be akin to a perilous game of Sudoku. All the numbers must fit in all the right boxes or the effort is for naught. O n B u d g e t D ay Finance Minister Mike de Jong will slap a black dust jacket on a crimson epic and call it “balanced” reading. Why? The governing party’s faint hope of survival in the May general election is riding on this best seller. T h e g ove r n m e n t has spent millions in advertising in the final weeks of 2012 persuading voters it is a prudent manager of the public purse. In the face of mounting sober advice to the contrary,
Premier Christy Clark and de Jong remain wedded to their promise to deliver a balanced budget in the new fiscal year. These two are rushing headlong toward B.C.’s very own version of America’s fiscal cliff and they don’t seem to appreciate their peril. Clark & Co. are exiting 2012 under the darkest of clouds. Their Christmas Grinch was Moody’s Investor Service which deposited a lump of coal of biblical proportions in B.C.’s stocking. Moody’s is the financial world’s Vatican. When this credit rating institution rains on your parade, it is best to start building an arc. Moody’s has downgraded B.C.’s financial status to AAA-negative from AAA-stable. Moody’s blames it on our worsening financial situation, which has investors worried about the gover nment’s ability to avoid
Analysis increasing its massive overall debt load. “A more subdued economic outlook, compounded with lower-than-anticipated natural gas resource revenues, along with continued expense pressures presents risks to achieving the fiscal plan and to stabilizing and ultimately reversing the recent accumulation in debt,” says Moody’s Assistant Vice President Jennifer Wong, lead analyst for the province. Bottom line? When it comes to managing our Treasury, the Liberals are running on empty. On their watch, B.C.’s total debt has doubled in just over a decade from $33 billion to $66 billion. A province dedicated to holding the line on personal income taxes while constrained by
shrinking resource revenues cannot keep growing its net debt by more than $2 billion a year and claim to have a prudent fiscal plan. Meanwhile, an unwelcome phrase – structural deficit – has crept into the discussion about this province’s fragile fiscal framework. It was flagged by NDP Leader Adrian Dix in a year end interview. Dix understands that if he wins the election in May he will inherit an empty vault. He knows that the 2013/14 budget will not be truly balanced regardless of what Clark and de Jong claim. He noted that the government has just moved revenue from the sale of Crown assets into next year as a one-time measure. In effect, he’s saying the Liberals are selling off land and posting the revenue entry in next year’s budget so they can claim a balanced budget. “Look
in the dictionary under structural deficit, you see these guys,” Dix warns. In B.C. we have grown accustomed to cyclical deficits and surpluses that mirror the cyclical fortunes of our resource-dependent economy. But, a structural deficit constitutes fiscal quicksand that does not relinquish its victims readily. A government slips into a structural deficit when the balance between revenues and expenditures becomes fundamentally skewed. To restore balance requires new revenue growth such as hefty tax increases or dramatic spending cuts. Neither is an option for the fiscally compromised Liberals in the pre-writ period. As Feb. 19 approaches it will be increasingly difficult for Clark and de Jong to be taken seriously as they insist that red is black.

Reporting to the Community Services Manager, a significant component of the position is the delivery of mapping products for land use planning, engineering, parks, building, and emergency services. The GIS Analyst also provides services and advice to Regional District mapping clients as needed. Being a primary information technology specialist within the organization, the GIS Analyst may provide data management, graphic design, desktop or website based expertise to the SRD. As a key member of the SRD team the GIS Analyst will also develop and maintain appropriate mapping policies and procedures. Qualifications for this position include: Bachelor Degree in GIS or closely related discipline with GIS focus, or an equivalent amount of education, training and experience; Minimum of three years of GIS land use mapping experience. Campbell River taxpayers will look back on 2012 as the year they paid dearly for the failure of the Catalyst Elk Falls pulp mill. They will also remember it as a year in which their bickering municipal leaders struggled to overcome a toxic clash of personalities at city hall. January started on a sobering note when City Manager Andy Laidlaw announced that a BC Assessment Authority (BCAA) change in the property assessment value of the defunct Elk Falls pulp mill was going to result in a 2012 tax revenue loss to Campbell River in the range of $1.8 million. The BCAA announced Jan. 3 that the equipment removal at the former Catalyst mill meant it no longer met the legislative requirements for a major industrial property. If that loss was transferred directly to residential taxpayers, they would be required to pay 12 per cent more in property tax, Laidlaw warned. But, Campbell River
Mayor Walter Jakeway boldly declared that there would be no property tax hikes for homeowners. “My personal intention is to have a zero per cent tax increase in 2012. That’s my personal goal and I’m sure I can bring a few other councillors along with me without having to cut services too badly.� The next few months of budget debate at city hall would reveal how seriously Jakeway had misjudged his sway over council and city hall administrators. In fact, acrimony at city hall became so paralysing that a consultant referee had to be called in to help the mayor, councillors and staff find ways to get along. In May a controversial 13.6 per cent tax hike, which had been condemned by hundreds of taxpayers, was adopted by city council. Just as in March’s finance committee meeting and earlier budget meetings the tax increase was adopted by a council deeply divided with councillors Ryan Mennie, Claire Moglove, Larry Samson and Mary Storry voting in

Moglove challenged Mayor Jakeway’s assertion that increased property taxes will dissuade people from moving to Campbell River. Laura Ciarniello, the city’s general manager of corporate services, confirmed Laidlaw’s warning that 12 per cent of the 13.6 per cent tax increase was due to the Catalyst reclassification. Budget brinkmanship and public anger had one positive outcome. City council emerged determined to get a jump on budget making for 2013 and to make sure the public was fully engaged. The public would have at least six different opportunities to address city council during budget planning for 2013. The first two meetings were held in early December. Even so, council was already looking at

some “daunting� numbers in its preliminary 2013 budget-planning process. In the first meetings council deliberated the base budget, the services such as policing and fire that the city has no choice but to fund. Due to inflationary items, contractual increases, w a g e s e t t l e m e n t s, and changes imposed on the city through legislation, council was already facing a $713,600 increase in protective services. Just that figure alone, if borne solely by the residential sector, would equate to a 4.75 per cent residential tax increase for 2013. The biggest impacts to the base budget are an extra $660,335 in CUPE (Canadian Union of Public Employees), the fire fighters union, and management wage and benefit increases, as well as a $448,087 increase in the RCMP contract. In the second half of 2012 renewed interest in the Catalyst site gave hope that a regeneration of the mill’s industrial tax base could ease the property tax burden. But those hopes would be dashed as summer turned to
fall and winter. In December, after four months of conflicting reports, the $8.6 million deal to sell the Catalyst pulp mill to an Edmonton developer with a questionable track record collapsed. Four deadlines for the sale of the 400acre property had been missed. And, none of the grandiose promises made by developer Harold Jahn materialized. As well, the property has been declared “contaminated� and all development has been frozen pending the approval of remediation plans by the provincial ministry of the environment. The sale had been announced in midAugust with a great deal of fanfare. Catalyst described Jahn as “an experienced developer.� As the year wound down the city’s only hope for renewed interest in the site seemed to rest with the economic development corporation Rivercorp. CEO Vic Goodman said: “The highest priority at Rivercorp is the transition of the property to a new owner.�

Mount Washington setting records again With the snow base at almost 500 cm Mount Washington Alpine Resort is enjoying the second deepest December in the resort’s 33-year history. “It doesn’t get any better than this,” resort spokesman Brent Curtain said Friday. The resort is also welcoming large crowds, more than 5,000 on Thursday. Mount Washington has opened the mountain’s steep and deep backside giving skiers and boarders access to 100 per cent of the mountain’s alpine terrain. In addition to alpine, the resort has also opened an additional 27 kms of its Nordic terrain, bringing the Nordic Centre to full mid-winter operation. “We’ve been fortunate enough to open the entire mountain this early only a handful of times in our resort history,” says Curtain. “We are experiencing snow depths and conditions that you would normally see in February. It’s been a phenomenal start to the season.”

Of course, I can’t see cross traffic to my right properly, so he gets to go before ITYEE do. I’ll CHEV bet that he was comTYEE pletely oblivious to both his bad manners and the traffic rule he failed to heed. Passing on the right is generally forbidden in BC and having to travel off of the roadway to do it is one of those instances. No matter in this case that the gravel shoulder is smooth and available to drive on it is still not acceptable driving practice. The white line that defines the right edge of the roadway at this intersection has been almost totally worn away by drivers who have preceded this man. There is almost no doubt in my mind that if this man was waiting in a lineup for his turn and I walked past and inserted myself in front of him I would be in for at least a dirty look, if not some verbal protest. That situation is really no different from the one at the stop sign. He took a turn that was not his to take and caused inconvenience to others. That is bad manners in my view, and probably yours too. If anyone from Royal Canin Canada is reading this, the man is a bad advertisement for your company. You may wish to ask him to be a better representative of your company or remove the advertising from the outside of his vehicle. I might not be able to speak to him directly about his behaviour, but there are other ways of getting the point across that don’t provoke road rage. Karen qualified as a CA this December and Marlo will qualify as a CA in January.
