people would have been ineligible to vote in next month’s Rock Creek and Boundary District Fall Fair annual general meeting. The fair association bylaws require attendance at four meetings in order to be a voting member. But because the November meeting saw the board get up and walk out after calls from the floor that the meeting, that had already begun to deal with correspondence, needed to be officially called to order. Six people met with the Boundary Creek Times reporter on Tuesday, Dec. 18 in Rock Creek to voice their concern about the possibility of being disenfranchised. Long-time Rock Creek resident Louise Fossen was one of as many as a dozen people who said the November meeting would have been their fourth. “I feel that it is an insult that you have been to four fair meetings and now you are not allowed to vote,” asserted Fossen. Debra Tilstra was another who says she was left wondering if she would be credited with attending the November meeting. “I think this is unfair because I took the time to attend, showed interest,” said Tilstra in an email to the Times. Others also caught in the dilemma included Gail McLean, Donna Scott, Vern Rexin, Clara and Steve Smith and Dwayne and Grant Harfman. Last Thursday, Dec. 20, an email was sent out to the community from the board that settled the question. “It was felt that as people had made the effort and expected to attend a meeting that those that signed in should be given credit. Boundary Sawmill Inc. held their annual general meeting Saturday, Dec. 15. Returning to the executive again are President Doug McMynn and Directors Rick Hanson, Geo Delisle and Reid Hedlund. According to McMynn things are going well with the corporation. “We are heading into the next year and everybody’s investment is still secure,” he stated. Fire service on table again Mayor Randy Kappes, Midway Fire Chief Walter Osellame and Area E Director Bill Baird got together on Nov. 27 to see if they could come up with a plan to provide rural fire service to the Kettle Valley area and at the same time increase the number of volunteers on the Midway Volunteer Fire Department (MVFD). “While different types of services were discussed, a ‘Fire Protection Agreement’ with the Village of Midway and rural area (fee for service) was discussed as a temporary alternative to get the fire protection service going outside of the boundaries,” said a memo prepared by Village Administrator Penny Feist who had also attended the meeting. “It was understood that no matter what type of service is provided, recruiting members would be number one priority,” Kappes told council at their Dec. 17 meeting. “If the membership does not increase Midway Fire Department will not be servicing outside the boundaries.” According to the memo five Kettle Valley residents have been training with the MVFD since May 2012 and the Fire Chief has agreed and is willing to train any new members. Earlier this year the Area E director donated a fire truck to the village and has agreed to help fund the startup of the function (i.e.: vehicle/members, equipment) to get it going. Next steps are a recruitment drive for new firefighters from the Kettle Valley/Rock Creek area, determination of who will be covered within the fire protection area (not all locations are assessable), providing information to residents within the coverage area, determination of the rate to be charged for the service. Agreements would have to be put in place as well – a Fire Protection Agreement with interested parties and a Fire Truck Storage Agreement. The donated truck would be housed in Kettle Valley at the Bayles residence. Ross Bayles has already renovated space to ensure the equipment will not freeze in the winter. According to the memo fire fighters would be trained to the National Fire Protection Association standard and officer(s) from Midway would be dispatched to coordinate the events until individuals from the rural response area are trained to the level where they could take command. The department members would be part of Midway VFD and would respond to Midway mu-
nicipal fire events as needed. Osellame has already been working on acquiring fire equipment and supplies and the intent is to acquire as much equipment and apparatus through donation as possible. However, council was cautioned to expect to see a larger requisition from the department as required to cover expenses for operations, capital and equipment purchases, supplies, training, upkeep and miscellaneous. According to the memo there is also a need to purchase a 3,000-gallon tender, which could also be used for wildfire events. Perceived benefits: Lower costs for fire insurance coverage as moving from unprotected to semi-protected has shown drastic drops in insurance costs. Insurance costs may become more attainable for those who have not been able to afford fire insurance in the past. Members who become trained will increase the membership of the fire department as volunteer numbers are dwindling due to age and the economy. In the event of an MVI emergency Fire Department will be able to assist West Boundary Rescue in suppression activities because Hwy 3 Midway to Rock Creek and even a small section of Hwy 33 will be in the protection area. Having an emergency response team will enhance the safety of the community at large through public education programs and other safety programs. Kappes said the thinking is that if this can be proven to work then the regional district could do a service area referendum later. Councillor Gary Schierbeck quoted an email from the fire commissioner’s office indicating the rule that equipment cannot respond beyond 13 km is not firm. “It depends on several different factors,” he said. “Training, road conditions, equipment, cost of recovery, water supply and access time.” This idea of having Kettle Valley residents join the Midway Volunteer Fire Department in exchange for fire protection in their area was first discussed by council in early 2011. The plan was put on hold at the time until after a referendum was held on a separate proposal that would have seen a rural fire service based out of Rock Creek. That referendum failed in the November 2011 election – 128 voting in favour and 140 opposed.

Forever in our hearts
Jack F Grigsby Born April 26, 1935 Passed Away Peacefully December 11, 2012 Jack was born April 26, 1935 in Yakima, Washington to Firman and Myrtle Grigsby. Jack was the third child born to the family with two older sisters, Barbara and Betty. Jack was the last remaining member of the immediate family. Jack’s early years were spent living in Yakima with summers visits to the family ranch in nearby Selah. Eventually, the family relocated to Selah where Jack received his education. When Jack was growing up you would find him riding his horses, Plugger and Judy , as well as caring for other animals needing his attention. His craftsmanship also started in his formative years, beginning with leather work and wood work. Jack explored a few job opportunities in Yakima before moving to eastern Washington to begin his career. He was first hired by the Boeing Aircraft Company where he was involved with the Minute Man Missile Program. This job provided him an opportunity to travel and live in several states including Washington, Montana, North Dakota, South Dakota, and Kansas just to name a few. Jack then moved to Renton to work at Boeing’s Seattle Base Aerospace Division. We were surprised when he recently revealed that while there he helped fabricate the wheels on the lunar land rover that eventually landed on the moon. Jack then moved on to become a Building Inspector with the City of Ellensburg from 1967 to 1974. In August 1974, he decided it was time to fulfill a dream and moved his family to Greenwood, BC, to develop the ranch in an area he had travelled through as a teen with his father. After spending a few years developing the ranch he started working as Maintenance Supervisor at the Boundary School District. His desire to continue to try something new then led him to start Grigsby Construction, a company he successfully ran for more than twenty years. After years of hard work, Jack retired to Grand Forks where he built a new home, worked in his shop and puttered around the property in his bobcat. Jack also found time, in his later years, to visit with friends for coffee and would often be seen along the main street in Greenwood. The past few winters Jack and his partner Charlene traveled to warmer climates exploring the southern states and staying with long time family friends. He always enjoyed peoples’ company and was good about staying in touch. Jack was very proud of his children: Steve, Kevin, Michelle, Jay, Jill and stepson Rocky. He wanted his children to experience the life he lived and more. The move to the ranch provided the kids an opportunity to learn farm skills, such as, growing hay, milking cows, feeding chickens, tending to animals and ultimately learning the value of hard work. Life on the ranch also included fun activities of driving tractors, riding motorbikes, gardening, fishing and enjoying the lifestyle of living along Boundary Creek. In the spring and fall Jack would take his kids and their horses to participate in local Gymkhanas where he was very proud of their accomplishments. As the kids grew and started their careers and families, Jack enjoyed providing guidance, support, encouragement, knowledge and love to his children and grandchildren. He led by example. Jack will be remembered as a gentle, kind and generous father, grandfather and partner. He was an amazing listener and a true friend who will be sadly missed by all who knew him. Jack was predeceased by his parents and sisters. He will continue to live in the hearts of his loved ones: Charlene, sons Steve (Barb), Kevin (Gwen), Jay, Rocky and daughters Michelle and Jill (Rich) and grandchildren Veronika, Spencer, Chloe, Emerson, Sawyer and Pearl. We would like to invite family and friends who shared in Jack’s life to join us at the Greenwood Cemetery in the placing of a plaque and Jack’s remains. Date will be announced at a future time.

Everyone’s concern You may not have heard of Chief Theresa Spence, but no doubt you’ve heard of the remote First Nation community she hails from in Northern Ontario – Attawapiskat. That’s the community that hit the national news last year when the combination of severe weather and inadequate housing prompted Spence to declare a state of emergency. The Canadian Red Cross was called in to respond. On Dec. 10 of this year Spence started a hunger strike – demanding a meeting with the Prime Minister to discuss recent federal legislation that she and other aboriginal leaders say clearly violate long-standing treaties. Spence is supported by Idle No More — a grassroots First Nations group protesting against these government bills, including the government’s latest omnibus budget bill. Idle No More began in November as a simple email exchange between four aboriginal women who were angry over the legislation and wondered why more people weren’t speaking out about it. The women wanted to know why the legislation directly affects their communities, yet was quietly pushed through without input from native leaders. All three opposition parties in Ottawa have voiced their support for Spence’s strike. Spence says aboriginal treaties have been violated for too many years and she’s tired of the pain of watching her people suffer through a lack of housing and inadequate water supplies. She has said she is not afraid to die for her people. In her support thousands of First Nations protesters have recently descended on malls, Parliament Hill and other locations around Canada as part of “Idle no More” protests. Their goal is to garner attention of the indigenous and the wider Canadian community to what they see as a loss of their treaty and democratic rights. The questions they raise should be of utmost concern to the non-Native community as well.

Slugs: To Terry Martin and John MacLean at the regional district for emailing a memo to Midway council without copying the fire chief. The chief has a two-year-old complaint on file about a change made to assigned radio frequencies. That the original frequency changeover was done without consultation with the local fire department was part of the chief ’s first complaint. Still waiting after two years for a meeting on the matter creates a second complaint; and now not being cc’d a letter on the issue is just rubbing salt in old wounds. Ironic that the issue at hand is communication!

Sports in short Jay Elliott, district high performance co-ordinator for BC Hockey, has announced a Female U-16 Hockey Tryout Camp for the East and West Kootenay on Jan. 4-5-6 in Nelson at the Nelson District Community Complex. Cost is $235 plus tax. You can register online at the BC Hockey website (bchockey.net) under Female High-Performance U-16. “This is an open camp,” said Elliott. “Any female hockey players who are 14 or 15 and registered with minor hockey are eligible to try out for the camp.” The girls who make the team will move on and compete at the Female U-16 BC Cup next year. Club gets into the spirit of season
The BCSS Spirit Club silent auction proved a great opportunity for everyone at the school’s recent production of Grease to do a little impulse Christmas shopping. Members of the club hosted the auction in the intermission lobby during the music and drama department’s presentation. The funds raised are used by the club to carry out activities such as simple give-away events such as hot-chocolate days or cupcake days and supporting local community groups. The club went door-to-door in Midway earlier this month to collect non-perishable food items for the Lions Hamper Program. BCSS teachers Cindy-Anne and Cam Spelay and principal Louise Bayles oversee the Spirit Club. “The club promotes positive feelings and spirit among staff and students,” Cindy-Anne explained. “The main purpose of the club is to provide leadership opportunities for our students as well as promoting empathy, anti-bullying, positive cross-grade relationships and the opportunity to simply have fun as a school community and provide a positive learning environment.”
