City takes aggressive steps to speed up downtown renewal Jennifer Feinberg The Progress

The long held dream of downtown revitalization for Chilliwack was back in the news spotlight for 2012. City officials decided it’s too long to wait the 30 years or so that the consultants say it will take to see any significant redevelopment in the downtown core, so they moved ahead with a 20-point plan to get things going quicker. It all hinges on tricks like land assembly, revitalization incentives, marketing, greening, taking care of social issues and unsightly premises. But the actual implementation is still expected to be incremental, and dictated by market forces. Certain measures are aimed at effectively hastening the changes, and the first one the city is moving on is full lot consolidation or land

assembly. Council voted in early November to issue a notice of intent to expropriate a key property, known as the Irwin Block at 9282 Young Road. Chilliwack officials are willing to pay “fair market value” for the property and have been in contact with the owner. The block eyed for land assembly is bounded by Young, Yale Nowell, and Princess. The aim is to create a massive property measuring 1.5 hectares that will appeal to future investors. The concept plan they unveiled features commercial and mixed residential uses in three mid-rise buildings surrounding an urban park. City of Chilliwack already owns 10 lots on this central city block and wants to acquire the majority of the remaining properties through CEPCO over the next several years. The future of downtown received

a real boost when the community learned that UFV would be opening a business education centre at Five Corners next year. Bank of Montreal officials announced on Dec. 7 the donation of their former branch building on Yale Road to the University of the Fraser Valley, for an education “plaza” focused on business development and training. The gift of $850,000 from BMO Group to UFV, along with $650,000 from CEPCO for renovations, make for a total donation of roughly $1.5 million to build the newest UFV campus in the heart of downtown. The downtown core will be “transformed” by the arrival of a new UFV campus in the middle of it. Renovations will start in the new year, with the new UFV Plaza expected to open in September 2013.

Teachers join provincial protest

The labour unrest that greeted students when they returned to school in September, continued as they began the new year. Chilliwack teachers, unhappy with the pace of negotiations with the BC Public School Employers Association, had already cut back on some administrative duties, like noon-hour supervision. In February, teachers vowed to stop writing report cards, leaving that responsibility to school administrators. They took their message to the streets, protesting the B.C. Liberal government’s introduction of Bill 22 – legislation, they

said would strip the union of hard-won bargaining rights. More than 250 teachers lined Vedder Road in an effort to protest the government’s zero per cent wage offer, and seek public support for their work-to-rule campaign. However, the dispute erupted into a full-blown strike in March. Chilliwack teachers joined public educators from across the province in a three-day walk out. They said they were angered and insulted by legislation that extended the current teacher contract terms until June 2013, while imposing the gov-

ernment’s two-year “net zero” wage mandate and a new teacher evaluation and selection process. That anger grew when it was learned that on the first day of the strike, Premier Christy Clark was in Chilliwack, visiting a private Christian school. That visit was postponed when teachers descended on the school to protest the legislation. In April, the dispute escalated again when teachers voted to withdraw from all extracurricular activities. The move affected field trips, drama productions and athletic events. Continued: Teachers/ p9

The fate of the old Paramount was sealed this year. For years officials had been trying to figure out what to do with the old Theatre building on Yale Road that City of Chilliwack was gifted. Without a plan they deemed viable coming forward, it now sits awaiting the wrecking ball, a move that sorely disappointed those who were trying in earnest to save the 60+ year old building. The adjacent Ewert building came down earlier in December and the Paramount is next. City officials put out the call out for serious proposals earlier this year. Two applicants came forward in the first RFP process in March,

Explosion, fire darkens Chilliwack It was an ominous plume of black smoke shooting straight up into the air that could be seen all over Chilliwack. A major electrical substation fire early in 2012 knocked power out across the city, and took what seemed like forever to clean up. The fire erupted on Jan. 27 when a 40,000litre tank of insulating mineral oil burst into flames at the Atchelitz substation, located on Lickman Road, near South Sumas Road. but were deemed non-compliant since they didn’t have the financial backing nor the insurance to undertake the extensive repairs and renovation of the building estimated to cost more than $350,000. A Save the Chilliwack Paramount group formed quickly to try to save the building. They were given a 90-day reprieve, and proposed it be turned into a repertory theatre and run as a not-for-profit. But the city had no appetite to spend money to save the building, and the group could not raise enough to be considered compliant with the RFP process, again because a lack of financial backing.

retardant foam was applied to the burning oil with some of it brought in from neighbouring Abbotsford. A dozen employees at the substation were quickly accounted for and confirmed as safe, and four went to hospital for assessment. The cause of the fire was investigated but a report never released. BC Hydro spill response and environmental assessment teams worked with Worksafe BC and local Ministry of Environment.

The death of a hanggliding passenger in April from a launch site at Mt. Woodside near Agassiz was horrific from the start. And then it became a criminal matter when the pilot confessed he’d swallowed a video chip from an onboard camera that recorded the flight. Pilot William (Jon) Orders, 50, was charged with obstruction of justice.

The Fraser River rose higher and peaked later than usual in the 2012 causing flooding in Chilliwack’s unprotected areas in what city officials deemed a onein-20-year event. The holidays, at least, according to the media, advertising, and everything else that bombards us with messages, is about spending time with family and being filled with ‘Christmas cheer.’ That’s OK for everyone who has a family that fits into the mould of the perfect family. Happy faces, laughing children, people who love you, and an abundance of cash, that is. But not everyone has a Martha Stewart home. Rather than being the happiest time of year, for many people the holiday season is an unbearably lonely time. For those who don’t have family to share food and gifts with, being surrounded by images of merriment and perfect families only highlights the fact that they don’t fit the mould. Canadian statistics from helplines have shown that both the number and severity of calls by depressed persons increases every year through November and December, returning to normal volume towards the end of January. But sometimes, all that is needed is someone to notice a person’s existence. If you know anybody who is spending the Christmas holiday alone, stop by with a card, invite them for dinner, or just knock on their door and say “Merry Christmas.” How good does it make you feel when a stranger smiles at you for no reason other than to show friendliness? Walking down the street, look people in the eye and smile. Make sure those who are feeling like they have nobody, know that other community members care. ~ Black Press

Adrian Dix seeks balance with business

VICTORIA – NDP leader Adrian Dix has completed yearend interviews with members of the legislative press gallery. Here are highlights from my discussion with him. TF: On the Kinder Morgan oil pipeline expansion proposal, federal NDP leader Tom Mulcair says the federal environmental process would have to be strengthened before a project like that could get a thorough enough hearing. Do you agree? AD: The B.C. Liberal government has signed an equivalency agreement that says that the federal decision is the provincial decision on these projects. If it applies to Enbridge Northern Gateway, presumably the B.C. Liberals would apply it to Kinder Morgan. They could have done a joint process, where [the final decision] would have gone to both cabinets. They chose instead to

give up jurisdiction. They were so afraid of making any decision on Northern Gateway that they sent it over to the federal government. So what we’ve said is within a week of coming to office, we would end that equivalency agreement, and British Columbia would make decisions about Tom both Enbridge FLETCHER Northern Gateway, which applied in May 2010, and any other pipeline, including the Kinder Morgan proposal, for which no application has been made. Obviously it would have been desirable for everyone had they chosen a true joint review, as they have in Site C [dam proposed for Peace River], as they did with

Kemess North [rejected mine expansion proposal] and other cases. TF: You don’t want duplicated review processes here, you just want a provincial cabinet say in the decision? AD: That’s right. TF: On your relationship with the B.C. Federation of Labour, your caucus is considering a proposal that B.C. should once again do away with secret ballots for union certification. AD: The B.C. Fed makes a case to the government on a series of issues on employment standards every year. Labour law, every year. WorkSafeBC, every year. Trades and training, every year. With respect to [accepting signed union cards for certification], it is a democratic process that the Newfoundland Conservative government just put into place a few months ago. So

it’s a proposal from the labour movement and we’re looking at it. For most of B.C.’s modern history, since World War II, we’ve had that card-check system in place. The question would be whether [returning to that system] is a priority for this term in government. TF: So those kinds of things will be made clear in your platform? AD: Absolutely. TF: You picked up some serious money from the business community at a fundraiser in October. Is that some kind of a record for the NDP? AD: [Laughs.] It might be a record, I don’t know. I think the business fundraiser we did at the Hotel Vancouver netted $350,000. I think what it reflects is, this year I’ve had about 230 meetings with the business community. The purpose of it has been principally to build understanding, particularly on issues of skills training.

With the priority I give to skills training, I think I’m much more attuned to their concerns than the government has been. TF: I suppose that kind of success in fundraising might make it more difficult to follow through with your pledge to ban corporate and union donations. AD: I don’t think so. The B.C. Liberal Party has a very high level of corporate donations as a percentage of its total. We’re overwhelmingly dependent on individual donations. We get support from unions, but it’s not even close to what people would think. TF: So you’ll campaign for that, as you have before? AD: Yes.

UFV settles in to new home It took a little longer than planned, but by September, and in time for the start of the fall semester, the University of the Fraser Valley completed its move to its new campus at Canada Education Park. The relocation followed years of planning and co-ordiation between various levels of government and Chilliwack Economic Partners. Located in a dramatically redesigned and enlarged remnant of the former Canada Forces Base Chilliwack, the building marks a significant step in a presence that UFV will expand upon in the coming years. The new $44 million campus is not the first at the educa-

tion park. It joins the Trades and Technology Centre on the 85-acre property that was opened several years ago. But it does consolidate its local programing, creating what UFV president Mark Evered called “synergies” that the university hopes to further encourage. The new building is 150,000 square feet, offering state-of-theart teaching areas for departments like health sciences. Currently, the campus can accommodate 1,500 full-timeequivalent students, with the capacity to add 300 more. But that won’t be the end of it. UFV’s 30-year plan calls for construction of several more buildings with the eventual capacity of

7,000 full-time-equivalent student spaces. The relocation does leave vacant the UFV’s property downtown, except for the university theatre, which is still available for performances. After an earlier effort to redevelop the former campus failed, the property remains for sale. Although UFV now calls Canada Education Park home, it will maintain a presence north of the freeway. In December it announced it was creating a downtown businesses training centre, thanks to $1.5 million in donations from the Bank of Montreal and CEPCO. The centre will be located in the former BMO office at Five Corners.

An investigation by the Hang Gliding and Paragliding Association of Canada found a “hang-check” was not performed by Orders and another pilot/ instructor at the start of the fatal flight. The HPAC investigator also found that having a second pilot at the scene may have created “distractions” that led to the failure to hook Godinez-Avila into the glider. “The investigation assumes that pilot distraction resulted in a failure to perform recommended standardized safety procedures,” Martin Henry reported. The Fraser Health Authority managed to upset nearly everyone, from hospital doctors to patients and local politicians, by announcing the closure of a rehabilitation unit at Chilliwack General Hospital without consulting anyone. The $2.5-million rehab unit had opened in 2006 to provide patients with less intensive medical needs a “seamless” transition from hospital to home. But Fraser Health officials said in a news release that an outpatient rehab program call the Rehabilitation Early Discharge initiative (REDi) - had proven successful at four other hospitals in the region, allowing patients to go home an average 9 to 11 days sooner, yet achieve the same, or better, levels of recovery. However, it was the health authority’s lack of consultation with anyone in Chilliwack that upset doctors, patients and politicians. The head of Chilliwack hospital doctors took the unusual step of going public in reaction to the closure. “We believe (the closure) has not really been carefully thought out,” he said, in terms of the impact on patient care and on other hospital departments that send patients recovering from the likes of strokes or major surgery to the rehab unit. “The ward as it currently stands is filled with patients that come from our own hospital setting ... it is completely utilized by the needs of our community,” he said. “It is not an under-utilized resource.” And rehab patients who are often elderly and may not recover at home due to the lack of family or community support networks and need to return to the hospital will “lessen the availability of surgical and medical beds,” he said. “It makes the hospital even more inefficient in its ability to

Local Liberals make way as provincial election looms The Progress

Chilliwack’s political landscape underwent a seismic shift with the resignations of BC Liberal MLAs John Les and Barry Penner. Penner’s seat in ChilliwackHope, a BC Liberal stronghold since his first election in 1996, was promptly snagged in an April byelection by NDP candidate Gwen O’Mahony. Les decided to keep his seat in the Chilliwack riding until the next provincial election on May 14, 2013 John Martin, the BC Conservative Party’s candidate in the Chilliwack-Hope byelection, will run in Les’s place in the Chilliwack riding after switching his political affiliations to join the BC Liberal Party. Laurie Throness, the BC Liberal candidate in the byelection, will run against O’Mahony a second time and try to reclaim the Chilliwack-Hope riding for the BC Liberals. Penner, a former Chilliwack lawyer and park ranger, was B.C.’s Attorney General in August, 2011, when he announced his decision not to run for re-election a fifth time.

The party’s youngest MLA when first elected, Penner rose to become one of B.C.’s longestserving environment ministers, and held the Aboriginal relations and reconciliation portfolio as well. In November, Penner announced he was resigning his seat and leaving politics to join the prestigious law firm of Davis LLP in Vancouver and spend more time with his wife Daris and newborn daughter Fintry. “It’s been an incredible journey for someone who grew up in the eastern Fraser Valley,” he said. Les announced his decision not to run for re-election in August, 2012. Other BC Liberal MLAs were announcing they would not run for re-election as opinion polls suggested the NDP might win the next election and form government. But Les, a political veteran after 30 years as Chilliwack mayor and as MLA, said he was confident the BC Liberals could win back the ChilliwackHope riding, and hold onto the Chilliwack riding he had represented since 2001. “We will send a solid, freeenterprise contingent from

Kinder Morgan’s plan to twin the Trans Mountain pipeline surfaced in March sparking immediate fears about an oil spill — although the pipeline in Chilliwack had been operating since the early 1950s without an incident. However, there was a pipeline ruptured by a construction crew in Burnaby in July, 2007 that spilled more than 1,500 barrels, and a 90,000litre spill occurred in January, 2012, at a company tank farm on Sumas Mountain in Abbotsford. And tar sands — also called diluted bitumen — pumped through an aging pipeline was the major concern of a new citizen’s group called

the PIPE UP Network that organized opposition to the proposed pipeline. Kinder Morgan spokesperson Lexa Hobenshield said pipelines “are proven to be the safest and most efficient means of transporting large volumes of crude oil and natural gas over land.” “Our industrial safety record is first-class compared to any other

way to move large quantities of energy ... this is absolutely by far the safest and most environmentally sound way to do that,” she said. Like Penner, Les’s political star was rising in Victoria as he served first as the province’s minister of small business and then as solicitor general. But in 2008 when his name was came up in a police investigation of real estate transactions in Chilliwack when he was the city’s mayor, Les voluntarily stepped down as solicitor general. Les was cleared of any criminal charges, but with his reputation under a cloud for three years as the investigation dragged on, his political career seemed to stall. But Les told reporters in August that his decision to leave politics was based on several factors, one of them being “a certain weariness” after 30 years living in the “fishbowl” of politics, and the cost of that on his wife Mattie and their growing brood of children and grandchildren. “They put up with a lot in 30 years,” Les said. “Now we can live like a normal family, without the ‘Old Man’ in the fish bowl.” rfreeman@theprogress.com twitter.com/paperboy2

Gwen O’Mahony scored an upset victory for the NDP by taking the Chilliwack-Hope riding away from the BC Liberals in an April byelection. Although the BC Liberals outspent the NDP in the election campaign, O’Mahony walked away with nearly 42 per cent of the total vote - 6,022 votes — compared to the nearly 32 per cent — 4,593 votes — garnered by BC Liberal candidate Laurie Throness. BC Conservative candidate John Martin came third with 25.15 per cent — 3,615 votes — of the total ballots cast. But those votes siphoned from the BC Liberals may have made all the difference. The byelection campaign was the third for O’Mahony who had run previously — but unsuccessfully — as the NDP candidate in the 2009 provincial election and the 2011 federal election. O’Mahony had hammered the BC Liberals during the campaign on local issues like the demand for a dialysis unit for patients in the Chilliwack

area, and the backlog of court cases. She also made political hay out of the BC Liberals’ apparent delay in calling the byelection. “The Legislature has been sitting for two weeks, and people in our communities have not had a voice at the table,” she said. “It’s time for the Premier to call this byelection to make sure that we have a voice in the B.C. Legislature.” BC Conservative candidate John Martin agreed, saying there was no reason for the delay, which treated voters in Chilliwack-Hope are “like second-class citizens.” After the byelection, Throness said the NDP victory was due only to the split in the conservative vote, as the upstart BC Conservative Party took votes away from the BC Liberals. He said voters in Chilliwack-Hope, angry with the BC Liberals, had voted “strategically to send a message” to the BC Liberal government. But he didn’t believe they would do the same in the upcoming provincial election on May 14, 2013. “I think they will send a message again ... that they don’t want an NDP government,” he said.

In a bold stroke of the pen, Chilliwack city council revised its comprehensive area plan for the Eastern Hillsides with a call for more “realistic” densities. The Eastern Hillsides Area Plan originally pre-

sented to council in at the end of 2011 had a proposed build-out of 1700 homes and 4000 people in the hills above Chilliwack. The revised scenario approved by council last July calls even more, with 2800 homes or 6400 people, but it is still considered low den-

sity development. That is significantly scaled down from the plan of 1994 which envisioned more than 5,000 homes in the area, but those totals weren’t considered viable because of infrastructure costs and difficult hillside slopes. Topography in the

Organizers are hoping to welcome 10,000 former students and staff to an event that will allow them to say good-bye to the old facility – which is slated for demolition – while welcoming a new era in

Chilliwack students at both ends of the city were in new schools in 2012. And students in the Chilliwack’s oldest secondary school continued to watch their new facility being built around them. Rosedale students were the first to move into their new home. The $31.6 million combined facility, which celebrated its official opening in May, replaces the 57-year-old Rosedale elementary and the 51-yearold Rosedale middle school. With a capacity for 570 students from kindergarten to Grade 9, the school also includes a “Neighbourhood Learning Centre,” thanks to a $200,000 contribution from the City of Chilliwack. The learning centre provides a “hub” for community activities. As the new year dawned, elementary students were the first to move into the new school, prompting words like “Wow!” “Cool!” “Awesome!” School board chair Louise Piper call the new Rosedale Traditional Community school “an excellent example of design and vision working together to create a supportive and collaborative learning environment for both students and community members.” Yarrow elementary students had to wait until September to move into their new school. The $15 million facility offers about 7,000 additional square feet of space and can accommodate 475 students. In addition, the school offers nearly 5,000 square feet of “community learning space.” Work on the new Chilliwack Secondary School, meanwhile, continued throughout the year. Being built on the existing CSS property, the new school will be able to accommodate 1,200 grade 10 to 12 students. It will feature “21st century learning spaces,” a Neighbourhood Learning Centre component, which will provide support for students

Indeed, in September the board approved a $58 million, five-year wish list that includes plans for two new schools in the city’s Eastern Hillsides district, as well as additions and renovations to several other schools in the south end of Chilliwack.

A 31-year-old Chilliwack man is in police custody following an early morning shooting Saturday that sent one man to hospital. Just before 5 a.m. Saturday morning, RCMP were called to Ashwell Road and Wolfe Road after a 46-year-old said he had been shot. Police located the man is currently in stable condition. Police say the shooting was a targeted attack, however they say they don’t believe it is related to any of the recent Lower Mainland gang murders. By 1 p.m. Saturday RCMP had arrested a Chilliwack man without incident in a residential part of the city. The incident follows another “targeted shooting” on Dec. 20. In that case, shots were fired in the Cleveland Avenue and Fletcher Street area of Chilliwack early Thursday morning. Anyone with information about the shooting is asked to call the Chilliwack RCMP at 604-792-4611 or Crime Stoppers at 1-800-222TIPS

Invasive fish fines will bite wallet

VICTORIA – Releasing a snakehead fish into B.C. waters could cost you up to $250,000. The B.C. government has amended its controlled alien species regulation to impose steep fines for releasing invasive fish such as the snakehead, a Chinese import with a voracious appetite and the ability to wiggle across land to get to new waterways. A snakehead fish discovered in Burnaby Lake in June forced environment ministry biologists to pump the lake level down so it could be captured. The toothy beasts were being imported and sold alive in Asian specialty food stores. The new regulations also aim to stop the spread of zebra or quagga mussels that can attach themselves to boats and equipment and infest lakes. Failure to remove those mussels, alive or dead, can trigger a fine of up to $100,000. “The impact of the snakehead and zebra mussel in other jurisdictions has been devastating to those local ecosystems,” Environment Minister Terr y Lake said Thursday, announcing the latest changes. The regulations also prohibit possession and breeding of identified high-risk aquatic species. They expand the reach of legislation passed in 2009 that restricted ownership and breeding of tigers, snakes, crocodiles and a long list of other exotic animals. Added to the list are species of monitor lizard that grow to more than two metres long or otherwise represent a threat to public safety. B.C.’s restrictions for private zoos were passed after a woman was killed by a Bengal tiger kept in a cage at an exotic animal attraction on a farm near 100 Mile House in 2007. The new regulations add definitions for “accredited zoo or aquarium” as well as schools and research facilities that are permitted to possess exot-

ic animals for study purposes. The regulation requires owners of controlled species to apply for permits. Conservation officers have authority to seize animals that are considered an immediate threat to health and safety of people. More information is available on the B.C.

It would have been hard to write a better script for the return of high school football to Chilliwack. After an absence of more than 30 years, GW Graham brought it back, fielding brand new teams at the Grade 8 and junior varsity levels. Like all brand new programs, the Grizzlies came in with low expectations. Be competitive. Get better each and every game. Maybe a win or two. The junior varsity squad started the season the way everyone expected them to, losing their regular season opener 24-0 to the mighty Mission Roadrunners. They lost 23-0 to Robert Bateman in week two, then didn’t lose again the rest of the season. GWG ripped off wins over Rick Hansen (508), Samuel Robertson Tech (19-6), Abbotsford Collegiate (18-8) and Pitt Meadows (14-12) to finish the regular season at 4-2. The early season stumbles cost them dearly though, as they failed to qualify for playoffs. “To know that you lose the first two games and you’re out, that’s tough, but you live and learn,” said head coach Laurie Smith. “Had we known it was that competitive, we might have approached the early season intensity different. That team had the talent to pull off upsets in the playoffs, and I

hope what happened this year sets the stage for next year.” Take it for what it’s worth, but Smith talked recently with a coach at perennial powerhouse John Barsby in Nanaimo. Already, GWG is being talked about (along with Argyle) as a provincial favourite in 2013. “I think next year’s team will be the best that I’ve ever been a part of,” Smith said. “The kids who are coming back and the ones coming up from the Grade 8 team, there’s a chance for something special.” As fun as it was to watch the JV’s, it was the Grade 8 team that really made waves. The youngsters lost just one regular season game, a 32-22 defeat at the hands of Pitt Meadows. They won five, most in dominant fashion, to finish first overall in the AA conference. Their reward? The Grizzlies were bumped up to the AAA level, where they would supposedly be throttled by the big boys. Instead, GWG took down Vancouver College 24-18 in their playoff opener. The next week, the Grizzlies demolished St. Thomas More 30-14, punching their ticket to the provincial championship game. The storied Notre Dame Jugglers were the opponent in a matchup of potent offences and stingy defences. The little school from

Chilliwack went toe-totoe with their heavily favoured opponents. Two points was the difference as the Grizzlies fell 28-26. “To be perfectly honest, I didn’t expect to beat the AAA teams,” Smith said, reflecting on the wins over Van College and St. Thomas More. “When we won that final regular season game against Abbotsford and got bumped up to AAA I was of mixed emotion. But by the time we got to that provincial championship game, I really believed that we would win.” All the hours to launch the program, far more than Smith or anyone else expected — it was all worth it. And not just for the on-field results. “I had a call from a parent of a kid who has experienced trouble in school before,” Smith said. “That parent said their kid wouldn’t be in school without football. So we’ve definitely connected kids with GW Graham, and it’s making a difference. It has been a remarkable experience.” Come September, GWG will be adding another team to the mix, with a senior squad (Grades 11-12) hitting the field. “The main event in BC high school football is varsity, and I think it’s going to be phenomenal,” Smith said. Everyone’s been waiting for this. This is the team that makes history for us and takes it to the next level.”

When the final whistle blew, the Huskers had won their first game since October 2009, taking a 17-10 final. “You got this sense of a weight being lifted off your shoulders,” head coach Tyson St. James said afterwards. “Watching the guys celebrate,

that’s what you do it for. To see what they accomplished after such a long and enduring season, what’s what all of us were doing it for.” The question heading into 2013 is, was it a blip on the radar or the start of a longawaited upswing? St. James is in the midst of his first full offseason, with plenty of time to recruit. Will that make the difference when the season starts in August?

Chilliwack’s Chiefs back on top of junior A world bling their win total to finish 32-22-2-3. The Chiefs pushed the eventual BCHL and Canadian champion Penticton Vees to six games in the first round, the toughest test Penticton faced in the 2012 playoffs. In the summer, Smyl lost his entire first line, with Malcolm Gould and David Bondra heading to school, and Derek Huisman heading to Merritt in a trade for Austin Plevy. As the 2012-13 season dawned in September, expectations were suitably modest. An above average team perhaps? A contender for the Mainland division crown maybe? They’ll play hard, but how good will they really be?

Getting away from the year in review for a second, the Chilliwack Chiefs lost a player late last week, with Mitch Skapski defecting the Western Hockey League’s Everett Silvertips. The 16-year-old had eight points (three goals) in 29 games. His brother Mackenzie plays for the Kootenay Ice.

They’ve embraced us in a very solid way, and it’s going to continue in 2013.”

He might never admit this publicly, but of all the things Harvey Smyl has done in his junior A career, turning the Quesnel Millionaires into a winner has to rank among the toughest and most rewarding. Two years ago, Smyl took the reigns of a team that had gone 13-44-3 during the 201011 season.
