Edmonton developer Harold Jahn says he needs until Dec. 31 to complete the $8.6 million deal to purchase the Catalyst pulp mill property. Catalyst Paper announced Dec. 19 that the sale of its Elk Falls site to Jahn’s company Pacifica Deep Sea Terminals did not close by the Dec. 18 deadline and “the sale agreement has been terminated.” Regardless, Jahn says he’s still a player. “Pacifica continues to move forward with the closing process, is ready, willing, and able to close in the coming 10 days,” he told the Mirror on Friday, Dec. 21. “The closing date of Dec. 3 was moved to Dec. 18 between the parties as a result of Catalyst unexpectedly presenting new information regarding the Elk Falls site which needed to be addressed prior to closing by our shareholders, investors and lenders. “As of today (Dec. 21), we are still awaiting a portion of this data and we believe closing can Continued on A3

on Jahn’s version of events. Four deadlines for the sale of the 400acre property had been missed when Catalyst pulled the pin last week. Catalyst said Jahn had given the company “a non-refundable prepayment of a portion of the purchase price and the transaction timeline was extended multiple times up to the ultimate deadline of Dec. 18.” In terminating the

deal, Catalyst CEO Kevin J. Clarke said: “It’s disappointing that this transaction with Pacifica could not be completed even with the extended timeline. This is a fully serviced property in an excellent location and we remain confident that the right fit between site and buyer will be found that will bring new jobs and opportunities to Campbell River. In the mean-

time, site personnel are maintaining safety, security and environmental requirements and complying with all applicable legislation.” Last week Campbell River Mayor Walter Jakeway said citizens should not be concerned that the deal collapsed. “This deal was too strange right from the beginning,” he said. Rivercorp CEO Vic

Goodman said the city’s development arm was “working actively with credible parties that are interested in the site for industrial pur poses and that would result in the regeneration of the industrial tax base.” The former pulp and paper site was indefinitely curtailed in 2009 and closed permanently in 2010. It has since been decommissioned with removal

of chemicals, process wastes, and key papermaking equipment. The landfills remain intact as does the wastewater system which continues to operate in preparation for the site’s redevelopment to other industrial uses. A $150,000 grant from BC Hydro this week and the prospect of further matching funding has put the Campbell River Noon Rotary Club’s Elk Falls suspension bridge project within reach. Key players involved in the project braved the elements Wednesday to celebrate the funding milestone. Overlooking the falls, BC Hydro stakeholder relations manager Stephen Watson said: “Today’s event is about good relationships and how working together makes things succeed. BC Hydro is supporting the Rotary Club’s Elk Falls suspension bridge project with a $150,000 funding contribution.” Rotary project chair Lorrie Bewza said with the BC Hydro grant the Rotary Club now has $225,000 in its suspension bridge fund. The BC Hydro contribution is subject to BC Parks approval, but Bewza said the club already has approval in principal. “So, we’ve moved forward and applied for matching funding from Island Coastal Economic Trust and we have been notified that we have received stage one approval. That’s a massive step forward for us and hopefully we can start working on the project in the first quarter of 2013.” Bewza said the suspension bridge may have a viewing platform attached that will be wheelchair accessible. Watson said: “For the last few years we have been collaborating with the Rotary Club and other community leaders on the suspension bridge concept. The bridge crossing immediately below Elk Falls, high above the canyon floor, has come to life based on BC Hydro’s John Hart project mitigation works. “BC Hydro has proposed a paved new access road and parking lot for 80 vehicles, including two spots for buses, beside the Elk Falls Park as part of the project’s compensation for the BC Parks Boundary adjustment. The new access and parking area is also being created out of consideration for the three years closure of Brewster Lake Road around the John Hart dam area.” Watson gave credit to former Campbell River mayor Charlie Cornfield, “who solidified BC Hydro’s significant funding support to Rotary.” Cornfield said: “BC Hydro’s contribution is particularly welcome and indicative of the relationship our community has with BC Hydro. They are a very good corporate citizen. They have always stood up to the plate to support community endeavors.” The former mayor said the project “makes good economic sense, good environmental sense, and it makes good social sense too.”

A group of 12 Campbell River Christian School (CRCS) students are raising money for a mission to Uganda that their vice-principal says will be a life changing experience. The 12 students – along with four school leaders including VicePrincipal Peter Terpstra and local pediatric plastic surgeon Dr. Robin Evans – will spend 16 days in July working at the Soroti Regional Referral Hospital, a facility that is chronically overcrowded and underfunded and where the struggling staff serves an impoverished rural population that cannot afford even basic health care. Terpstra says: “We will be going there to assist in the hospital where we are needed. These students will be encountering tough conditions, stuf f they have never seen. They will be totally changed.” Grade 12 student Oksanna KindyOlesen, 17, says it will be her first visit to Africa. “I’m expecting to find conditions I’ve never experience. I’m preparing to find conditions I will have difficulty getting used to. I am preparing for something I will probably never fully recover from.” The CRCS team will be working with Dr. Sister Mary Margaret Ajiko at the hospital to provide humanitarian aid and assist with projects around the hospital and grounds. The hospital is the

m a i n g ove r n m e n t referral facility for the mid-eastern region of Uganda. It has 274 beds to serve approximately one million people in the city of Soroti and the surrounding rural area. The picture Sister Mary Margaret paints of the conditions is not a pretty one: “Picture if you will an operating theatre with cracks in the floor and leaks in the ceiling; single beds with many patients crowded in them with no bed linens; mothers delivering babies on the floor; prema-

ture babies with no chance of survival due to lack of incubators; patients wheeled into surgery with their plastic bag of rubber gloves, sutures and medicines they have purchased locally because the hospital has limited supplies; a virtually useless X-ray machine due to lack of film; sutures cut into small strips to use as many times as possible.” C RC S E d u c a t i o n Assistant Jessica Kelly, who is also going on the mission, says the process of preparing the students for the terrible conditions they

will see has already begun. “We have a variety of documentary films they will be watching. And, we are slowly easing them in with photos Dr. Evans has taken when he has been on the ground there. We’ve shown them their first few pictures of serious burns.” Terpstra says the school is currently fundraising $60,000 to cover the costs of the trip and the purchase of a generator. “The hospital is lacking in almost every medical convenience we take for granted in Canada.”

Karen has been with the Chan Nowosad Boates team for almost 20 years serving and managing a variety of clients as an accounting technician and in 2010 decided to become a Chartered Accountant (CA). Marlo joined us in January 2006 after completing her Bachelor’s degree in Forestry at University of British Columbia and began her training in the CA Program. Marlo’s recent focus of work is in the trust, estate, non-resident department although she has also utilized her degree in forestry with that sector of our clients. Both Karen and Marlo completed their articling and rigorous course schedule delivered through the CA School of Business (CASB) leading up to the UFE. Karen qualiﬁed as a CA this December and Marlo will qualify as a CA in January. We are all very proud of both of their accomplishments and look forward to having them continue serving their clients and mentoring our newest CA students. Chan Nowosad Boates has been providing accounting services to our clients on Vancouver Island for nearly 30 years. We attribute our success not only to our clients but also to providing continuing education and training opportunities to our team members and having great people like Karen and Marlo, who take the initiative to further their education.

Grad rates rise Bargain provincially, fund locally Graduation rates throughout School District 72 are improving. Assistant Superintendent Nevenka Fair told the Board of Education at its meeting last week that overall graduation rates, especially among aboriginal students and students at Robron Centre, are on the rise. Over the past three years, students have also increasingly been completing Distributive Learning courses. Last year aboriginal student participation in Science 10 increased to 70 per cent and the pass rate increased to 83 per cent, according to a report from School District 72. The students’ participation in English 12 has also increased with 98 per cent passing the course and 69 per cent receiving honours standing. However, there are areas of concern for the school district. Student achievement in reading fell significantly last year through kindergarten to Grade 10 based on classroom and district assessments. The district says it is considering interventions and other support services for the students. The district is also considering creating a district numeracy assessment as 28 to 31 per cent of Grade 4 students and 35 to 40 per cent of Grade 7 students are not writing the Foundation Skills Assessment and therefore their performance level is not being captured. The report which highlights education levels and graduation rates, will be submitted to the Ministry of Education on Jan. 31. Once submitted to the ministry, the report will be made available to the public.

And that’s not sitting well with the Board of Education. “We find it increasingly frustrating that we are being asked to bargain provincially, and yet locally fund any settlements,” wrote M i ch e l e B ab ch u k , chair of the SD72 board in a letter to Education Minister Don McRae, on behalf of the board of education. “We will find it very difficult and unreasonable to provide a savings plan that will not impact students today or in the future.” McRae is asking the board to come up with a 1.5 per cent savings,

and it must not have a negative impact on educational programs. He said he’s asked the board to look into their district operations to find savings of that amount by next month. Babchuk said the board has “grave concerns in the expectation that Boards of Education and School Districts find such significant savings without effect to programs and services. “Of significant concern is the government’s apparent belief that we have the ability to free up funding from existing budgets to provide for compensation increases without negatively impacting the delivery of educational programming for students, transfer costs or reducing service levels to the public,” Babchuk wrote to McRae. Babchuk goes on to explain that School District 72 has already had to cut more than

$3 million over the last five years, with significant reductions and changes to programs and services, in order to create a balanced budget. The last two years have seen the board make cuts of more than $1 million. This year it does not appear the situation will be much better, as the district is facing

Help prevent lonely Christmases Christmas, at least, according to the media, advertising, and everything else that bombards us with messages every day, is about spending time with family, having a big feast, sharing gifts and being filled with We say: Take ‘Christmas cheer.’ That’s OK for everyone who has a a moment this family that fits into the mould of the season to reach perfect family. Happy faces, laughing out to others children, people who love you, and an abundance of cash, that is. But, guess what? Not everyone has a home from a Sears catalogue. Rather than being the happiest time of year, for many people Christmas is an unbearably

lonely time. For those who don’t have family to share food and gifts with, being surrounded by images of Christmas merriment and perfect families only highlights the fact that they don’t fit the mould. Everywhere you turn, advertisements, magazines, TV and radio are all telling us we should have a family or someone special to spend Christmas with. For those who can’t be with loved ones, or do not have any, this just highlights the fact that they are alone. The fact is, for every person actually enjoying the Christmas that the TV, magazines and stores are telling us we should be, there is a person who is feeling left out. Canadian statistics from helplines have shown that both the number and severity

of calls by depressed persons increases every year through November and December, returning to normal volume towards the end of January. Christmas is depressing. But sometimes, all that is needed is someone to notice a person’s existence. If you know anybody who is spending Christmas alone, stop by with a card, invite them for dinner, or just knock on their door and say Merry Christmas. How good does it make you feel when a stranger smiles at you for no reason other than to show friendliness? Walking down the street, look people in the eye and smile. Make sure those who feel like they have nobody, know that others care. – Black Press

Suggestions: let’s cut the first class travel We keep hearing how broke we are from this government (and most previous ones) They are going to cut out the Kitsilano Coast Guard base to save less than $1 million. Wow. Well, having gone through tough times through life, one thing we did in tough times was cut out the frills. Now, a suggestion to save millions every year, let’s cut the first class travel for our public servants. That’s right folks, come sit back here with the common folk that pay your wages. When did these men and women that are supposed to do what the people that elected them want (but never do) When did they set themselves up like Royalty, especially in these times of cutbacks. I am sure John Duncan, because of his gutless stand on our lighthouses, coast guard, etc, etc, will never be re-elected, of course, it doesn’t matter now, he is so entrenched in the trough, his future is guaranteed. NDP leader seeks balance with business

NDP leader Adrian Dix has completed year-end interviews with members of the legislative press gallery. Here are highlights from my discussion with him. TF: On the Kinder Morgan oil pipeline expansion proposal, federal NDP leader Tom Mulcair says the federal environmental process would have to be strengthened before a project like that could get a thorough enough hearing. Do you agree? AD: The B.C. Liberal government has signed an equivalency agreement that says that the federal decision is the provincial decision on these projects. If it applies to Enbridge Northern Gateway, presumably the B.C. Liber-

als would apply it to Kinder Morgan. They could have done a joint process, where [the final decision] would have gone to both cabinets. They chose instead to give up jurisdiction. They were so afraid of making any decision on Northern Gateway that they sent it over to the federal government. So what we’ve said is within a week of coming to office, we would end that equivalency agreement, and British Columbia would make decisions about both Enbridge Northern Gateway, which applied in May 2010, and any other pipeline, including the Kinder Morgan proposal, for which no application has been made.

Obviously it would have been desirable for everyone had they chosen a true joint review, as they have in Site C [dam proposed for Peace River], as they did with Kemess North [rejected mine expansion proposal] and other cases. TF: You don’t want duplicated review processes here, you just want a provincial cabinet say in the decision? AD: That’s right. TF: On your relationship with the B.C. Federation of Labour, your caucus is considering a proposal that B.C. should once again do away with secret ballots for union certification. AD: The B.C. Fed makes a case to

the government on a series of issues on employment standards every year. Labour law, every year. WorkSafeBC, every year. Trades and training, every year. With respect to [accepting signed union cards for certification], it is a democratic process that the Newfoundland Conservative government just put into place a few months ago. So it’s a proposal from the labour movement and we’re looking at it. For most of B.C.’s modern history, since World War II, we’ve had that card-check system in place. The question would be whether [returning to that system] is a priority for this term in government. Continued on A8

Fletcher: Dix building bridges with business Continued from A8 TF: So those kinds of things will be made clear in your platform? AD: Absolutely. TF: You picked up some serious money from the business community at a fundraiser in October. Is that some kind of a record for the NDP?

AD: [Laughs.] It might be a record, I don’t know. I think the business fundraiser we did at the Hotel Vancouver netted $350,000. I think what it reflects is, this year I’ve had about 230 meetings with the business community. The purpose of it has been principally to build understand-

ing, particularly on issues of skills training. With the priority I give to skills training, I think I’m much more attuned to their concerns than the government has been. TF: I suppose that kind of success in fundraising might make it more difficult to follow through with

your pledge to ban corporate and union donations. AD: I don’t think so. The B.C. Liberal Party has a very high level of corporate donations as a percentage of its total. We’re overwhelmingly dependent on individual donations. We get support from unions, but it’s

anta’s elves have been busier than usual this year preparing for Santa’s launch tonight and like usual you can keep track of the Jolly Man’s progress around the world thanks to NORAD (North American Air Defence). For even more fun holiday activities, visit the About Santa page. For more than 50 years, NORAD and its predecessor, the Continental Air Defense Command (CONAD) have tracked Santa’s flight. The tradition began in 1955 after a Colorado Springs-based Sears Roebuck & Co. advertisement misprinted the telephone number for children to call Santa. Instead of reaching Santa, the phone num-

ber put kids through to the CONAD Commander-in-Chief ’s operations “hotline.” The Director of Operations at the time, Colonel Harry Shoup, had his staff check the radar for indications of Santa making his way south from the North Pole. Children who called were given updates on his location, and a tradition was born. In 1958, the governments of Canada and the United States created a bi-national air defense command for North America called the North American Aerospace Defense Command, also known as NORAD, which then took on the tradition of tracking Santa. Since that time, NORAD men, women, family and friends have selflessly volunteered their time to personally respond to phone calls and emails from children all around the world. In addition, they now track Santa using the internet.

Millions of people who want to know Santa’s whereabouts now visit the NORAD Tracks Santa website. Finally, media from all over the world rely on NORAD as

a trusted source to provide updates on Santa’s journey. How They Track Santa Radar NORAD uses four

high-tech systems to track Santa – radar, satellites, Santa Cams and fighter jets. Tracking Santa starts with the NORAD radar system called the North

Warning System. This powerful radar system consists of 47 installations strung across the northern border of North America. On Dec. 24, NORAD monitors the radar systems continuously for indications that Santa Claus has left the North Pole. The moment that radar indicates Santa has lifted off, we use our second detection system. Satellites positioned in geo-synchronous orbit at 22,300 miles from the Earth’s surface are equipped with infrared sensors, which enable them to detect heat. Amazingly, Rudolph’s bright red nose gives off an infrared signature, which allows our satellites to detect Rudolph and Santa. The third tracking system is the Santa Cam network. They began using it in 1998, which is the year we put our Santa Tracking program on the internet.

Santa Cams are ultra-cool, high-tech, high-speed digital cameras that are prepositioned at many locations around the world. NORAD only uses these cameras once a year. The cameras capture images and videos of Santa and his reindeer as they make their journey around the world. Fighter Jet The fourth system is made up of fighter jets. Canadian NORAD fighter pilots flying the CF-18 fighter jets intercept and welcome Santa to North America. In the United States, American NORAD fighter pilots in either the F-15, F-16 or the F-22 get the thrill of flying alongside Santa and his famous reindeer: Dasher, Dancer, Prancer, Vixen, Comet, Cupid, Donner, Blitzen and, of course, Rudolph.

Campbell Riverites could compost better More than one-third of the garbage generated by Campbell River homes is going into the landfill when it doesn’t have to, say city staff. Amanda Taylor, who co-ordinated the city’s compost challenge this summer, said about 35 per cent of residential waste could be composted. “The average household in Campbell River generates 372 kilograms of garbage per year and on average, over one-third of residential waste consists of food waste that can be composted,” Taylor said. “Diverting organics from the landfill is especially important as organic material takes up unnecessary space at the landfill, and releases methane

gas, the most potent of all greenhouse gas emissions contributing to climate change.” To encourage Campbell Riverites to compost, the city conducted a reality TV style compost challenge in which six local families went head-to-head to see who could reduce the most garbage. “The goal of these programs was to get more residents in Campbell River backyard composting in an effort to divert organics from the landfill,” Taylor said. “In lieu of an organics curbside collection service in Campbell River, the prog rams provided residents with a financial incentive and educational opportunity to increase participation in backyard composting.” The city was in a posi-

tion to run the challenge after securing $50,000 from the Comox Strathcona Waste Management. Part of those funds went to purchasing new iPads for the families who used the technolog y to film their efforts. Each of the families’ videos were edited together to create one short film which the city was invited to present at the Coast Waste Management Association’s annual conference at the end of October in Victoria, where 350 del-

egates saw Campbell River’s waste reduction efforts. Alongside the Compost Challenge, a Composter Rebate program was launched this year to encourage backyard composting and in the process cut down on the amount of waste going into the landfill, which is rapidly nearing capacity. Taylor said a good example of how composting can impact a family’s garbage output is the Revoy family, which won the Com-

The owner of a home with a potentially dangerous hedge in its yard has 30 days

to trim the shrub or else the city will do it at the home owner’s expense. The order is part of a remedial action plan the city first

used this October and which proved to be effective; several property owners who received remedial action notices cleaned up their properties to

avoid being billed by the city. This time around the city has its eye on two properties – one on Hilchey Road and one on Alder Street.

The owner of 397 Hilchey has been ordered to cut back a hedge on the corner of Alder and Hilchey which is blocking the view of motorists in

the intersection. “This property is a corner lot that has been identified as having vegetation encroaching within the zone described in

the bylaw as required to be kept clear of visual obstruction,” said Karl Read, the city’s bylaw enforcement officer, in a report to council. “The purpose of this provision of the bylaw is to enhance safety for traffic at intersections. The property has been in breach for some time and while no imminent hazard is identified, there remains the need to lower the risk associated with obstructed visibility.” Read said a letter was sent to the property owner on Oct. 15 asking the owner to trim the hedge, however the owner wrote back saying “she does not intend to prune her hedge until possibly next year.” Council also approved remedial action notice to a property owner at 2767 South Alder Street, just across from Bowen Drive. “This empty lot has been left to grow wild for some time,” Read said. “It is overgrown with blackberry, broom, weeds, alder and long grasses.” The city became aware of the property after someone filed a complaint on Oct. 10. The city subsequently sent a letter to the owner on Oct. 17 requesting the property be brought into compliance. However, no work has been done and the city is requesting overgrown blackberry, broom, weeds, alder and long grasses be removed from the property and from the boulevard in front of the lot. Both the Alder and Hilchey property owners have 30 days to clean up their properties or the city will have the work done and recover the costs from the property owner. The properties are two out of a list of 17 since mid-October that the city asked owners to have cleaned up. All the others did the work the city required to bring their property into compliance. In early October, remedial action notices were also issued for homes on 7th and 8th Avenues, and for five vacant lots on Oribi Drive.

Assertive community treatment teams and integrated care teams to be established in Campbell River Access to health care supports and services for adults in Campbell River and Port Alberni living with serious mental illnesses will be significantly improved with the investment of $1.5M this year to establish an interdisciplinary Assertive Community Treatment (ACT) Team and an Integrated Care Team (ICT) in each community. “Our government is committed to improving supports and services for people facing mental illnesses and/or substance disorders,” said Health Minister Margaret MacDiarmid. “Establishing ACT and ICT teams in Campbell River and Port Alberni is a significant step forward in strengthening the network of services available to clients.” Funding for the ACT and ICT teams is a part of the Province’s Integrated Primary

and Community Care initiative. This initiative aims to provide comprehensive, seamless and locally accessible health care services that are delivered by a network of provider teams that are integrated into regional health care systems to support healthier people and communities. The ACT teams will serve Vancouver Island Health Authority (VIHA) mental health clients in Port Alberni and Campbell River who have complex needs. The teams will provide intensive interventions for clients over extended hours, seven days a week and support clients to manage their day to day living. ACT services are predominantly mobile, with approximately 75 per cent of services delivered outside the office. The ICT team will support family physicians in assessing, intervening and/

or supporting adults living with mental illnesses and/or substance use disorders. Services are mainly mobile with the ICT team providing the majority of services to both clients and physicians in physician offices. “Providing individuals living with mental health and addiction illnesses with safe, quality and timely access to care and services is a key priority for VIHA,” said Don Hubbard, VIHA Board Chair. “The addition of ACT and ICT teams in Campbell River and Port Alberni will make a significant difference in supporting these clients with the ultimate goal of improving their quality of life.” VIHA anticipates the ACT and ICT teams will be ready to begin providing services to clients in spring 2013. Seafood products from Port Hardy distributor unsafe to eat

Products were sold online The BC Centre for Disease Control (BCCDC) is warning the public not to consume various shellfish and seafood products from a private distributor in Port Hardy because of the risk of paralytic shellfish poisoning and botulism. Products sold include: ■ Frozen clams (butter clams and possibly others) in small and large Ziploc bags. ■ Jarred clams (butter clams and possibly others) in 500 ml and 1000ml jars. ■ Frozen BBQ salmon. ■ Canned salmon pieces in clam juice. ■ Other similar products may have also been distributed. The products were for sale online and through a Buy and Sell ad on www.buyselltrade.ca but may

have also been distributed through other mechanisms. There is no identifying packaging or product code on these items. These products may have been distributed throughout the province. To date BCCDC is not aware of the products being made available through retail or restaurants. Anyone who may have purchased these products should not consume them, and discard them. Cooking will not destroy the toxins associated with paralytic shellfish poisoning or botulism. The symptoms of paralytic shellfish poisoning include: tingling; numbness, spreading from lips and mouth to face, neck and extremities; dizziness; arm and leg weakness;

paralysis; respiratory failure; and possibly death. Symptoms start quickly, within 30 minutes to 3 hours. The progression and intensity of the symptoms will vary. Botulism is a serious, often fatal form of food poisoning. The illness is due to a toxin produced by Clostridium botulinum, a bacterium that is found everywhere, but grows and produces botulinum toxin when foods are improperly canned. The symptoms of botulism include double vision, blurred vision, drooping eyelids, slurred speech, difficulty swallowing, dry mouth, and muscle weakness. Constipation may occur. Symptoms generally begin 18-36 hours after eating a contaminated food, but they can occur as early as six hours or as late as 10 days afterward. Over the years, a number of Canadians have died from botulism, as a direct result of improper home canning.

The products were harvested from an area closed to shellfish harvesting, and were not processed at a government-approved facility. All bivalve shellfish sold in B.C. must come from open shellfish harvesting areas and from sources that pass a federal inspection. Canned clams and salmon products may not have been properly processed to control for botulinum toxin. This alert is the result of an ongoing investigation by the Department of Fisheries and Oceans Canada (DFO). The BCCDC is currently working with DFO, Health Canada, the Ministry of Health, Canadian Food Inspection Agency and regional health authorities to ensure the products are removed from distribution and to investigate any possible cases of illness. Currently there are no illnesses linked to these products. Anyone who has
