Boundary area RCMP detachments were successful in apprehending two men believed to be responsible for a robbery with violence at the Evening Star Motel in Greenwood early in the morning on Monday (Dec. 17). According to Staff Sgt. Jim Harrison, NCO of the Boundary Regional Detachment, Midway RCMP received a report of a robbery and forcible confinement at around 1:37 a.m. On arrival investigators spoke to a female employee at the motel. The suspects had tied the woman up during the robbery; however, she was otherwise physically unharmed. Other Boundary area detachments were notified of the incident and at approximately 2 a.m. members from the Grand Forks RCMP stopped a grey Nissan Pathfinder that was eastbound on Hwy 3 and arrested two males matching the description of the suspects in this case. The police investigation is continuing with members from Midway, Grand Forks, Kootenay Boundary GIS and Forensic Identification Services working on the case. On the evening of Dec .17 two males held in custody were formally charged with Forcible Confinement, Uttering

Bylaw gets redraft At the Dec. 10 Greenwood Council meeting, a 10-page report on the four options for garbage collection was made public. There were 88 surveys returned. Option 1 – raise bag tag fees was favored by 19. Option 2 – flat charge of $50 by 15 respondents. Option 3 – flat charge of $80 was preferred by 43. Option 4 – combination of 1, 2 and 3 was chosen by 10 people. One survey was returned detailing an additional option. Chief Administrative Officer Robin Dalziel told council that his calculation of the number of businesses and residents utilizing the garbage service shows that the original proposal of $80 per year would have resulted in a surplus of $15,000 per year. Council spent an hour discussing the impact of charging the flat-fee for the garbage service. Council directed staff to redraft the bylaw
charging residential customers $65 per year, and that there be a maximum of two bags. Because the amount of commercial garbage generated was seen to vary from business to business and it would be difficult for some businesses to be limited to two bags, it was decided that business and commercial rate classes would remain on the bag tag system at a cost of $1.50 per tag. Councillor Barry Noll told council that regional district staff warned him the new fee structure would be abused. “You will find that your tonnage is going to go up and you will pay more of a fee,” he said. Council also wants to see a 10 per cent discount applied to water, sewer and garbage bills if paid by the end of February. The new bylaw also has provisions for spring-cleaning and defines maximum sizes for garbage bags and cans. The city will refund residents with bag tags when the tags are presented at City Hall after the bylaw has come into effect.

McMynn honoured with Queen’s medal James McMynn served the Village of Midway with distinction as its Mayor from incorporation in 1967 to his retirement in 2005. Mr. McMynn has the prestigious title of being the longest serving Mayor in Canada - 38 years. His leadership contributed to the development of Midway’s economy and its necessary services and amenities. His leadership and involvement in the wellbeing of the community set an example for others to follow and has made Midway a better place to live. Jim was a University of B.C. commerce grad (1954) and also served as a Trustee on Midway’s school board for a decade. Jim was also one of the founding members of the volunteer fire department. James McMynn was the proprietor of James G. McMynn Agencies since 1966, when he took over the insurance business from his father who started the business in the 40’s. Today his son Doug McMynn runs the agency. Jim still lives in Midway and stays involved with the community especially with the re-opening of the Midway Mill, which has been integral for the community and has brought families back to Midway. The Queen Elizabeth II Diamond Jubilee Medal is a tangible way for Canada to honour Her Majesty for her service to this country. At the same time, it serves to honour significant contributions and achievements by Canadians. During the year of celebrations, 60,000 deserving Canadians from across the country and various walks of life will be recognized. McMynn is the third West Boundary resident to be honoured with the Queen’s Diamond Jubilee Medal. Honoured in September were Marge Maclean and Bob Hatton.

Saving Taxes through the Right Investments
“I’d rather hide my money in a mattress than give the government more income tax!” How many times have you thought about that statement when it comes to making investments outside of a tax deferred investment such as an RRSP? Many people want to invest outside their RRSP but are reluctant to give up the deductible contributions and tax deferred compounding. They also know that any money earned outside their RRSP is subject to taxes in the year it’s earned—even if it isn’t received in cash. These types of investment earnings may be just enough to push you into the next tax bracket, or worse, reduce any social benefits that you may be receiving or qualify for. Most investors today will utilize investment vehicles such as Guaranteed Investment Certificates (GIC’s) and Mutual Funds. With a GIC, you deposit the funds with a bank or investment company and they agree to pay you a set rate of return. The interest that you earn on this investment is 100% taxable. With Mutual Funds however, there is no set rate of return that the fund will pay, but from time to time the fund will declare dividends and capital gains which, more tax favourable than GIC’s, you will still have to pay income tax on. With both these types of investments, you will receive a T-slip at year end to declare on your taxes.
Now what if you could be in control of when to pay income tax on your non-registered portfolio? You can. Some investment companies today have come up with a version of mutual funds called Corporate Class Funds. Corporate class funds are a version of traditional mutual funds except that they are held within a corporation. Within this type of fund, income distributions are minimized and capital gains are deferred until the investor redeems from the corporation. As long as you leave your money invested,
you do not pay income tax until you actually take money out of your account. Corporate class funds allow the investor to adjust their portfolio to capitalize on changing market trends, gains in specific industries, or regional and economic developments. Too many times I’ve seen clients hang on to a fund due to the negative tax consequences of making a change. With a corporate class fund, this is alleviated as all switches to other funds within the corporation will not trigger a taxable event. This feature makes rebalancing an investment portfolio all the easier as investment decisions are made based on the clients objectives not tax consequences. With a corporate class fund you get to control when to claim capital gains and losses. This would be especially beneficial for taxpayers who are confined to a nursing home which bases their per diem rates on net income. Similarly, publicly funded drug payment plans are also often based on the size of the taxpayer’s income and being able to control your net income would help in the level of funding received.

City keeps services IHA will meet to talk about lab services At the Dec. 10 meeting of Greenwood city council, Mayor Nipper Kettle said lab services in the city might be in danger of being cut from its current schedule every Monday for one hour at the Medical Center at the corner of Centre and Government Streets in Greenwood. According to Mayor Nipper Kettle the office is not wheelchair accessible, has no refrigerator to store blood and lacks a second exit. “The cost to make this accessible would be expensive so we looked around and since it is only for one hour per week we talked about options. Two options that have been identified: move the service downstairs to Dr. Ajaero’s office or move it to McArthur Centre Community Hall. “We cannot afford to lose this valuable service
CRTC grants extension for LTSS program A request by Shaw Communications for an extension of the eligibility period for the Local Television Satellite Solution (LTSS) for 12 months to Nov. 30, 2013 has been granted by the CRTC. Under LTSS, people who lost local television service when analogue rebroadcast towers were shut down last summer may be eligible for free satellite equipment. Cynthia Rathwell, vice-president regulatory affairs Shaw Communications, also received permission to allocate tangible benefit funds towards the administration and marketing of the program during that period. As part of the purchase of Canwest Global Communications Inc. (Canwest), Shaw allocated a portion of its tangible benefits package to the provision of free local or regional services, and the necessary satellite receiving equipment and installation services, for up to 31,500 households that have lost access to one or more local over-the-air stations as a result of the digital television transition. According to Shaw, subscriptions to the LTSS program have increased 77 per cent since July 2012, and indicated that households continue to request access to the program. Slippery slope A new day has dawned. Next February municipal governments will, for the first time, be required to purchase carbon credits to offset the greenhouse gases that are produced by their operations. They have been moving toward this day since signing the Carbon Action Charter. In 2008 three regional districts - East Kootenay, Kootenay Boundary, and Central Kootenay – opted to work together with five First Nations groups and the Columbia Basin Trust to achieve the goal. Carbon Neutral Kootenays was created with the task of measuring and reporting the carbon footprint of each community. Many greenhouse gas reduction opportunities were identified and acted upon. But the day has now come when local government must buy credits to offset their greenhouse gas emissions and this month Midway and Greenwood were asked to choose where they would like to buy their credits. They were given two choices – buy from the Darkwoods Conservation Project near Kootenay Lake or from Pacific Carbon Trust – a carbon offset broker. Darkwoods has credits to sell because they own 50,000 hectares of forest that has been placed beyond the reach of loggers or developers - therefore the carbon stored in the trees is counted as on the positive side of the carbon balance sheet. Questions came up at both council tables – what exactly are they buying? What is a tonne of carbon? What does it look like? How big is it? Can you taste it, can you see it, or can you feel it? Neither community will know how many tonne they need to buy until their 2012 inventories are completed. Nor were they told what the price would be. Asking elected officials to commit to spending tax dollars without complete understanding of how much it costs and what they are getting in return is not a good way to do government. It’s a slippery slope.

Re: Fair board has worked very hard Naleen Barchuk; Director (BCT Dec. 6, 2012) The board has refused the legitimate request, of six members, to view the financial information since Feb. 2012; for the fiscal years of 2010, 2011 and now 2012. Three of the requesting members have been wrongfully stripped of their membership for one year. This dismissal
does not conform to bylaw provisions as suggested by Schedule B of the Society Act No financial information has been made available to view by the membership, or the community regarding the fair on Sept. 15/16, 2012. A few concerns are: no provision for proof of payment for the yearly land lease from the government for the fair grounds property, or by whom is paying the lease for the past three years. Has the insurance been paid up to date? With so many missing documents and no financial statements for 2010

and 2012 has the GST and HST been paid? And many more unanswered concerns. The fair was a great success in 2012. Volunteers are the backbone of the success of the fair. It appears there needs to be more volunteers in the office to look after the business of the fair and safekeeping of the records, and accountability, and up-to-date ledgers for the members to view. School District 51 (SD51) board trustees and staff discussed the topic of middle schools during the Dec. 11 school board meeting. Hutton Elementary School teacher Claire Naylor and Grand Forks Secondary School (GFSS) teacher Sean Anderson were amongst nine other teachers who visited in Aldergrove, B.C. to look at the middle school system earlier this month. Paid by the district, teachers spent the weekend Dec. 8 and 9 at Betty Gilbert Middle School to look at the middle school model and to determine whether it would work in Grand Forks. Teachers were unable to attend last year due to ongoing job action. The trip itself cost the district $5,500. Both teachers returned from the trip with positive impressions of the middle school format, which would resemble the proximity of what the schools in Grand Forks would change into. Perley Elementary School would switch to a middle school for Grades 6 to 8, while GFSS would remain as high school from Grades 9 to 12. Naylor noted the middle school had an elementary school feel and was very orderly. “Another great thing about it is it’s kids focused and based,” she said. “It is an elementary school where people see you and recognize your talents. The school is very, very personal and it feels very homey. The child is really respected. They aren’t lost in a crowd and it’s not too big for them.” The main issue raised was the amount of accessible resources available to the Aldergrove schools in comparison to Grand Forks, Anderson pointed out. “This system works really well in Aldergrove but they also have access to the resources to really put all the building

Christmas Riddle Last Christmas my sisters and I woke up really early and opened our stockings. We waited for my parents and grandparent to wake up so we could open our presents. My sisters and I had to open this one special present last. It was so much fun because it was a puzzle that showed what we were going to do for the Christmas holiday. We all got one to build and the �irst one to �inish the puzzle got to guess �irst what we were doing. After we all had a guess my mom and dad told us the answer to the riddle. We went to Phoenix, Arizona! It was really fun! We stayed in a big hotel, swam at the water park, saw a parade, saw a Seattle Seahawks football game, saw a Phoenix Coyotes verses the Boston Bruins, watched Cirque de Soleil Michael Jackson Show and just hug out for seven days. As the winter owls �ly away in the cold of the winter night the people might say, “Listen for the call of Santa in his sleigh pulled by eight �lying reindeer.” Wait for him on Christmas night and be quiet because you might just hear the clip clop of the hooves on eight �lying reindeer then you might hear the steps of one jolly man but be quiet or he’ll hear you. If you’re lucky you will see Santa with his bag of gifts so full thtat even a ring would not �it. If you were good he will leave you a gift and if not you may receive some coal. But soon he will leave the way he came up through the chimney and you will hear Santa’s footsteps as he walks to his sleigh. Then he will be gone back to the North Pole where the elves make toys and Mrs. Claus bakes cookies. Well the feeling of winter is cold you know what to do go inside and drink hot cocoa. Thursday, December 20, 2012 Boundary Creek Times A15 Every Christmas, when I lived in Thailand, we would go to Hua Hin. Hua Hin is a place on the sea. Every Christmas Eve we get to open a present of our choice. On Christmas morning we go to the beach and play in the sand with my cousin and make sand castles then have a competition on who had had the best sand castle. We would also try to get the parrots to talk and also the cockatoo. My little cousin kept putting her hand in the cage. We would go swimming in the sea. We would also ride horses around the beach and have roasted corn that was slightly burnt but it was very good. That is my Christmas tradition in Thailand. By Solomon Age 12 Greenwood *** The Tibetan New Year is called Losar. The celebration for the Losar begins in the twentyninth day of the twelfth month. Its 15 days long we don’t really get presents or gifts and stuff like from Santa. The custom that day is to make a special noodle. Also dough balls are given out with various ingredients hidden in them such as chilies, salt, wool, rice and coal. The ingredients one �inds in one’s dough ball are supposed to be a lighthearted comment on one’s character. If a person �inds chilies in their dough ball, it means they are talkative. If white-colored ingredients like salt, wool or rice are inside the dough it is considered a good sign. If the person �inds coal in the dough it means you have a black heart. Losar was celebrated since the �irst king’s enthronement celebration. It started with the �irst king. Losar is the most important holiday in Tibet. KJ, Age:12 *** My tradition is the day before Christmas my family and I always decorate the Christmas tree together and drink eggnog. On Christmas Morning we wake up and go to the kitchen so we don’t see the presents then we wait for everyone to get up. We all go in to the living room so we could see all the presents and the colourful tree all lit up. The �irst thing we open up is the stockings and then we go around the living room in a circle and open presents till were done and then we just talk and enjoy what we

For my Christmas tradition my family goes to Mexico each year. We go to the beach, the market and restaurants. On Christmas we light up our tree, open gifts then �inally...EAT! When we are done that we go to my Grandma’s house and open the presents there. When we are done we hang out there for a bit then we go to the McArthur Center for the Christmas event. After we �inish there we go back home and we go on with the rest of our day. The graveyard road is the best sledding place in midway. We always go with my parents and the Vandendools but they moved to Merrit so we are going to Denisons instead it will be fun to because they got lots of snowmobiles. When we get home we have lots of hot chocolate and then at night we have a big giant turkey with lots of stuf�ing and potatoes. We bake cookies and lots of milk in a jug we use every year. we cant touch the presents until we are all �inished breakfast. After we �inish opening all the presents we have a dinner that is normally roast beef. Robert McLaren Age: 11 Midway *** Every year on Christmas Eve my brother and I decorate the Christmas tree together. We usually decorate it with these nick knacks we made when we were 8 and he was 11, most of the stuff is homemade. My mom puts up some red white and blue ribbon stuff around the tree and then we all put up the lights. Once that is done my mom puts up the star and we are �inished. We go to bed and wait for Christmas. When I get up from my sleepless slumber, I wake up my parents and at 8.00 a.m. we open up our surprising presents. At about 11.00 a.m. I go to my Uncle’s big blue house and the whole family gets together. When everyone gets to his house we usually eat lunch. After we eat the tasty food we eat some dessert. We open up presents and then spend quality time with each other by playing games and talking until everyone leaves. Overall it’s usually a fun Christmas tradition. My Christmas traditions are important to my family and I so would feel terrible if we had no traditions at all and if they were illegal. If they were illegal I would probably wait until I got older and then once I was old enough I would probably march up to the government of�ice with my lawyer and bring followers with me and make them sign a petition saying that Christmas tradition are what make humanity and if you take them away there will be no more humanity and war, sign here if your against no traditions. Two questions were asked:
WHAT DOES CHRISTMAS MEAN TO YOU?
The following thoughts about Christmas come from our BCSS Spirit Club members. Spirit Club exists in our school to promote empathy, school spirit and a positive school environment. We provide many fun events for the entire student body and staff. Some of the many student driven leadership activities we have done in the past five years this very popular club has existed include: • Fundraising for local as well as global charities • Many school based fun events to encourage school spirit and positive cross-grade student relations • Thank you gifts to those who really need to be thanked for all they do for us: custodians/bus drivers, educational assistants, teachers etc • Working in conjunction with community to provide assistance for community events and fundraising

It was the night before Christmas and I was five years old . I was upset because my grandma couldn’t make it for Christmas dinner. So I was pouting beside the window and then I looked out the window and saw big snowflakes falling from the sky. It made me happy to see the snow and made me feel better! 7. When I was really little, my mum organized a treasure hunt to find my presents…I loved it! 8. My most favorite Christmas memory is having a Birthday ceilidh (party) for Jesus. I also love reading and singing with my family before opening presents. 9. I do not have one special Christmas memory…every moment means so much me and each one is truly special. 10. Opening gifts at our house and then going to visit my grandparents and spending time with them. 11. My favorite Christmas memory is waking up at 6:00 am and sneaking downstairs to open presents early. Eating pancakes is a highlight and enjoying the whole day worry-free! 12. Singing Christmas carols with my family and staying up late 13. My favorite Christmas memory was when my dad cam home for Christmas and I hadn’t seen him for a whole year! 14. My favorite Christmas memory was when I had Christmas with my dad for the first time in nine years! 15. It was celebrating my mum coming home from the hospital in time to set up the tree with her and being with her at home on Christmas! 16. Every year my grandpa gives me fuzzy PJ’s. I love them!! 17. My favorite memory is more of a family tradition. Every year we try to find our tree near out house and one year we had to combine two little trees and cut holes for extra branches and shove them in! 18. When my grandma came and we had so much fun with her!

May we break boundaries, tear down walls, and build the foundation of goodness inside each of us. May we look past differences, gain understanding, and embrace acceptance. May we reach out to each other, rather than resist, May we be better stewards of the earth, protecting, nurturing and replenishing the beauties of nature. May we practice gratitude for all we have, rather than complain about our needs. May we seek cures for the sick, help the hungry, and love for the lonely. May we share our talents, give our time, and teach our children. May we hold hope for the future very tenderly in our hearts and do all we can to build for bright tomorrows. And may we LOVE with our whole hearts, for that’s the only way to love.

We’ve all heard the old adage ‘you are what you eat’, but have you ever stopped to think that you are really what is eating you? If healthy eating is the key to wellbeing. Then healthy thinking is the key to wholeness of mind. Food affects all of our body cells, and by extension, every aspect of our being. Just like food what we allow our mind to dwell on affects our mood, energy levels, food cravings, thinking capacity, sex drive, sleeping habits and general health. Just like when you feed on junk foods, stinking thinking will cause you to become low in energy, even low in brain power. It’s Not What You’re Eating, It’s What’s Eating You Let’s talk for a minute about anger. It’s a proven fact that anger is an instinctual and biological response to threat. In other words, when something threatens us in some way, we begin to feel anxious . . . a rather smaller version of, you guessed it, anger. Andrew Lester, who wrote a book called Coping With Your Anger, reports that your biological response to threats includes a rise in blood pressure, rapid heartbeat, tensed muscles and increased perspiration. Your body gets biologically prepared to defend yourself or try to escape. Lester reports we also have mental and emotional responses to threat. We become more alert and our mental processes sharpen as we try to figure out our next course of action. And emotionally . . . emotionally, we feel two things: fear and anger. Two important aspects of anger are; what is it
that motivates our anger and what we do with the anger we feel. What do you get angry about? Is what really makes you mad when you don’t get your way, when you are not the recipient of deserved praise? Or do you most often find yourself feeling angry about the thousands of children who will die of starvation in Africa today? Are we angry for selfish reasons or are we angry for reasons bigger than ourselves? When we get angry because we’re selfish and self-involved, that anger begins to destroy the peace in and around us. Anger can exhibit itself in an unhealthy way in our lives: either vast, far-reaching destruction, like sprayed gasoline and a lit match, or slow, corrosive destruction that can eat away holes in our hearts. Either way, we have destruction. But healthy anger, a healthy outrage at a breaching of righteousness and justice in this world, well, that can fuel the engine of change in a way nothing else could. Paul tells us, get angry but don’t sin. I knew taking a close look at this sin would mean more than resolving not to slam the door the next time I got mad. The bottom line is that when our egos become our primary concern there’s no limit to the damage we can do. There are times when we just have not been angry enough, angry enough to face the injustice in our world and to have the courage to make a change. Spend some time this week thinking about your anger. What action is it fueling? What destruction is it creating?

Each year Santa gets a bit of help from an extraordinary group in Greenwood – Santa’s Helpers. They decorate and set up the community hall at McArthur Centre. They set out craft stations; another table was the shortbread cookie decorating post and best of all were the decorations set up so Santa and Mrs. Claus could visit with each of the kids. The annual community event is free to all children, young and old. Santa’s Helpers were: Girls’ Eye View, Lisa Viscount, Deborah Baker, Midge Darroch, Debbie and Lisa Black, Colleen Lang, Linda Timmins, Ron and Ev Sather, Cathy Straume, Beth McDonald and Andy Shelton. Others were in the background, helping the Santa’s Helpers so to speak: Greenwood Seniors #55, Royal Canadian Legion Branch 155, Heritage Credit Union, Greenwood Board of Trade, City of Greenwood, Greenwood Community Association, Copper Eagle, Mark Seymour, Greenwood Fire Department and various businesses of Greenwood.

This is an important meeting at which we shall discuss, and vote upon, a recommendation from the executive to raise the association subscription by $20 per year, across the board. The increase is necessary to ensure that our individual insurance covers the individual members of each family. The executive concluded that this was the best course, considering that our fees have remained static for many years and are the lowest in the province. The decision was also influenced by our conviction that the insurance, by the National Firearms Association, is the right policy for our members.

Raine delivers water
The Honourable Nancy Greene Raine delivered three cases of bottled water from Greenwood, British Columbia, the Senator’s home province, to the prime minister’s residence, which was received by Mrs. Harper. The senator is impressed with the very quality of the water. “The City of Greenwood, produces great quality drinking water from wells tapping into a pristine aquifer 35 metres under the city,” Raine said. In 2011, a sample of Greenwood’s water was sent to the Berkeley Springs International Water
Tasting in West Virginia where it competed against cities from 22 countries and all across the U.S. On Feb. 25, 2012, after a blind taste test, the water from Greenwood, the smallest city in Canada, was declared the Best Tasting Municipal Water in the World. Within a few months the city was bottling the water and people passing through town were taking it home as a souvenir. The senator was in Greenwood in early September to present Greenwood resident Marjorie Maclean with the Queen’s Diamond Jubilee Medal.
CAO Henke officially retires

Congratulations were the order of the day last Friday for retiring Greenwood CAO Gerry Henke as he finished his last day of work for the city. Council and office staff gathered in council chambers to thank him and bid him farewell. Henke, who came to Greenwood from Montrose, has been in the municipal field for 36 years. He called Greenwood a great place to raise a family. “I’ve appreciated my time in the community,” said Henke. “My kids finished their schooling here and coming here was a real benefit to my entire family and we really appreciate the opportunity to be here.” Henke said he and his wife plan to stay in the Boundary.
