Pizzuto said more details will be presented to council at a later date. However, he did say that staff are looking at private development and contributions for the project. An equal number of councillors praised the project, noting the longterm benefits would be worth the investment. Coun. Tax hike rises to 1.36 per cent Uplands drainage fee decision postponed

Abbotsford residents are currently facing a municipal tax increase of 1.36 per cent next year. However, that number could change as council prepares for a final round of budget discussions. On Monday night, staff presented its 2013 financial plan, which includes a 0.16 per cent hike for city operations, 0.42 per cent for police and 0.78 per cent to adjust for lost revenue due to provincial changes to farm taxes. The provincial farm tax exemption, which was altered

in March 2012, increased the tax exemption amounts available to farmers on their out buildings, impacting the city by as much as $900,000 in lost tax revenue. Staff has also asked council to consider additional increases ranging from 0.3 to 0.7 for future capital projects. If council approves the current 1.36 per cent increase, the average homeowner (based on a $400,000 assessed home) will see taxes go up by $24 a year, while a business assessed at the same amount would see a $64 increase. The financial plan calls

for no increase to the water rates, a five per cent hike to sewer rates and a two per cent bump in storm drainage rates. Combined with the proposed tax increase, the average homeowner would see the annual bill rise by $40 per year. ■ A decision on a proposed rural uplands drainage fee was deferred. A staff report made several recommendations on how to acquire funds for minimum ditch maintenance in the area. One proposal suggested landowners be charged a fee of $5 per acre each

year. That would generate $200,000, with another $100,000 coming from the city’s roads budget. Currently, Abbotsford collects funds for drainage purposes from the Matsqui and Sumas Prairie dyking and drainage districts, as well as from the urban drainage area. The rural upland area (west of Matsqui Prairie and lands on Sumas Mountain) has never had a drainage fee structure. Residents of the area, consisting of about 3,400 properties, have voiced opposition to any new charges. Council will debate the issue at a future meeting.

B.C. Views B.C.’s ritual day of shame over child poverty has come and gone once again, with politicians trading blame and timeworn talking points. The occasion was an annual gathering staged at the B.C. Teachers’ Federation office in downtown Vancouver. It is organized by First Call, an umbrella group sponsored by the BCTF, the B.C. Government Employees’ Union and a collection of like-minded “anti-poverty activists,” as they describe themselves in their latest report. The familiar script unfolded. The report misinterprets federal income statistics from two years ago and calls for a long list of uncosted, but hugely expensive measures that they assert will make B.C. the first jurisdiction in human history to eradicate poverty. Shouldn’t I relocate to a smaller community where housing is cheaper? Neckties have some fine points Re: Andrew Holota column, “Rebel, gentlemen, and untie yourselves,” Nov. 23. While I agree with you to a point, the necktie does have some fine points. Like you, I have a collection of 50 or so collected over a 75-year period, some loud, some wide, some narrow as a pay window, but most having served a purpose on a hanger. There are some redeeming features. It would be a waste of a risky bawling out of a CEO on the shop floor, only to find out he was the sweeper. That’s why CEOs,

CAs and other professionals wear ties. Of course, today’s dress code is the exception. I fully expect pajamas to be standard daytime attire in the near future. My main vote for the necktie is when our womenfolk, on occasions where they are dressed to the “nines,” high heels, smelling of their favorite perfume,with their hair done up at the cost of a day’s wages, are accompanied by a slob with an open-necked shirt. She deserves a companion twisting in discomfort at a

Ten Thousand Villages at Emmanuel Mennonite Church

The Ten Thousand Villages Christmas store returns to Abbotsford for its annual visit. The store will be open at Emmanuel Mennonite Church (3471 Clearbrook Rd.) from Dec. 4 to 8, offering fair-trade items crafted by artisans in Third World countries. Ten Thousand Villages is a non-profit program of Mennonite Central Committee (MCC), and funds go back to the craftspeople to help pay for food, education, health care and housing. The store sells products from more than 30 coun-

tries, providing work for nearly 60,000 people around the world. In Bangladesh, Ten Thousand Villages works with Pobitra, an MCC job training program for former sex workers. To be part of Pobitra, women must commit to leave sex work. In exchange, they are given a basic salary and a year-long training program that gives them personal and job skills to support their families. Graduates make soap for Sacred Mark (an MCC job creation program) or help develop other products

University of the Fraser Valley and Abbotsford Community Services (ACS) are among 68 groups across the province that will receive a portion of $2.4 million in adult-literacy project funding announced on Monday. The announcement was made at ACS by John Yap, minister of advanced education, innovation and technology. The funding was provided by the ministry’s Community Adult Literacy Program (CALP). Projects funded under CALP receive up to $40,000 each to provide instruction and support to adult learners in everything from basic literacy to high school completion. Most offer one-on-one tutoring by trained volunteers, small-group classes and other types of learning tailored to adults. “Working together, we’re opening doors for thousands of adult learners – helping them upgrade their reading and writing skills so they can pursue higher education and training, advance in their lives and careers, and more fully engage in their communities,” Yap said.

Come down to Mission’s Clarke Theatre on Dec. 13 for the 13th annual Christmas at the Clarke benefit concert, starting at 7 p.m. The stage will be set for an evening of old and new tunes and holiday favourites by some of the best singers and musicians in the Valley. The event raises funds and awareness for the Mission Community Services Christmas Bureau and the emergency housing shelter operated by the Women’s Resource Society of the Fraser Valley. Hometown crooner, Kenny Hess, will return to the show this year, after missing the last few concerts due to scheduling conflicts. Hess’ deep, rich voice, easy, comfortable style, and his rapport with the audience makes him a favourite. Horizon, featuring Crystal Hicks, will also be returning to the Clarke stage after knocking the audience off their feet last year. Hicks has been compared to Ella Fitzgerald and Etta James and the band is in high demand. Horizons is made up of five musicians from the Fraser Valley, and they play a variety of music, including swing, blues, R&B, Latin, country and classic rock. Rob Hess will also be back along with the singers from Halo, and rounding out the show this year will be the Hatzic Secondary School jazz band and the Heritage Park Secondary School choir with their youthful, energetic talents. Music and stories Pacific Theatre presenting Christmas Presence

Vancouver-based Pacific Theatre is again bringing its production of Christmas Presence to Abbotsford. The show takes place on Dec. 15 at 8 p.m. at the Matsqui Centennial Auditorium (32315 South Fraser Way). This annual evening of storytelling and music features some of Vancouver’s finest musicians and actors who get together and create a potluck of songs, stories,

and poems. From the nostalgic to the contemporary, the heartfelt to the hilarious, Christmas Presence is becoming a favourite holiday tradition. This year Pacific Theatre is proud to partner with its sister company in Abbotsford, Gallery 7 Theatre. Ruth used to love camping and spending time outdoors. For most of her adult life she worked in the food and beverage industry. But now at 69 years of age suffering with chronic COPD, Ruth can’t do most of the things that at a younger age gave her so much joy. She is never far from her lifesaving oxygen tank. She still lives on her own but is no longer able to shop or cook for herself. For a period of time family members stepped in to help as much as they could, but for Ruth, that felt like being a burden. Finally one of her nieces contacted Meals on Wheels at Abbotsford Community Services. “Ruth is the only client that I know who sits down right away to eat her hot, nutritious lunch as soon as it is delivered,” says coordinator Nancy Deba. “We know it is one of the ‘essential services’ that is keeping her out of the hospital.” Meals on Wheels are delivered by volunteer drivers and with the busy Christmas season fast approaching, more drivers are needed.

Abbotsford’s Sophie Schmidt is among the nominees for the 2012 Canadian Soccer Association female player of the year award. The top Abbotsford team was led by Rob (the back cracker) Turner (in his first ever bonspiel), who guided his team to third place out of 24 teams. Turner was joined by Jim (eight-ender) Gordon, Steve (the ringer) Decter and some other guy. Other Abbotsford rinks making the prizes were Jack Finnbogason, Doug Carvey and Derek Robinson (who was magnificent in his absence). The bonspiel committee of Gordon, Robinson, Archie Radowitz, Jack Turner, Gary Snowden, Art Heppner and Bert Creasy did an exemplary job, ensuring future success for the well-run event. Shockingly (to me at least), the Canadian Curling Association recently announced the 2014 Brier is to be held three hours up the road in Kamloops. The shocking aspect is that the Brier is such a big event capable of filling 15,000plus seat arenas and is a huge money maker for the CCA. It’s nice that they have decided to make some financial sacrifice in order to spread Canada’s premier curling event around to smaller venues. The Century 21 Classic at W.J. Sheila is predeceased by her beloved husband Chris, her father Jack, her brother John (Roberta), her sister Lindy (Erlends) and daughter-in-law Julie. Sheila is lovingly remembered by her four boys; sons Christian (Tonya), Robert (Stacey) and grandsons Taylor and Austin. Sheila will be dearly missed by her mother Thelma, sisters Ann (Chris) and Laurie, brother Jim, sisterin-law Roberta, brother-in-law Reg, sister-in-law Sharon, grandson Jason, granddaughter Amber, nephews Derrick, Steve, Spencer, niece Hayley as well as many loving aunts, uncles and cousins. Sheila loved her life on the farm with Chris and together they worked hard to make it a success. Sheila was a talented cook and all who knew her enjoyed her baking and canning. She was an avid reader and a talented writer and enjoyed the friends she made through many â€˜Lord of the Ringsâ€™ fan sites. The family would like to thank the many dedicated doctors and nurses at Royal Columbian Hospital and Abbotsford Regional Hospital. A celebration of Sheilaâ€™s life will be held at Mt.
