When Highway 97 between Oyama and Winfield is replaced by a new highway next summer, the stretch of road that winds along Wood Lake will switch from a provincial highway to a roadway controlled by the District of Lake Country. In an effort to honour the First Nations that first lived in the Okanagan, Lake Country council has decided to name the seven-kilometre road Pelmewash Parkway, which appears to be the original name for Wood Lake. The name has historical significance to the Okanagan Indians that first inhabited the area and dates back to before European settlers arrived in the area. It’s so old, in fact, that even members of the Okanagan Indian Band have never heard it. The roadway will be handed over to Lake Country control sometime next year, when the new Highway 97 route opens, crossing the mountain range above Wood Lake and eliminating the twisting and turning highway in its current form. And while any decisions on the future use of the old section of highway are still likely at least a year away, the name for the seven kilometre stretch of road was set last week. In a nearly-unanimous decision, Lake Country council chose Pelmewash Parkway as the name for the section of road that skirts the west shoreline of Wood Lake.

And while the name may seem like a tongue twister, it’s history is long and rich and if Lake Country council has its way, Pelmewash Parkway will soon be rolling off local lips as easily as other First Nations’ names like Spallumcheen, Osoyoos, Okanagan and even Kelowna. ••• According to the 1958 book Early Days of Winfield, B.C., author W.R. Powley claims Wood Lake takes its current name from settler Thomas Wood who, in 1871, held land around what was then-known as Pelmewash Lake. Powley arrived in Oyama in 1907 with her family and lived there until her death in 1966. Hired by the Winfield Centennial Com-

mittee to write the history of Winfield, Powley wrote that the settler Wood increased his land holdings around the lake until 1903, acquiring an extensive rangeland on the lake’s east side that would become known as Wood’s Range. By 1903, Wood had subdivided his land and put it up for sale. The map that accompanied the sale referred to the lake next to the settler’s land as Wood’s Lake. It was the beginning of the end for the name Pelmewash, which, over the next 100 years, would not be heard of again in Lake Country. That is until this week, when Lake Country council decided to dust off the name and bring it back, in the form of Pelmewash Parkway, the new name for the old

Highway 97. “I think this is a good lesson that shows our history didn’t start when European settlers came to the area,” said Lake Country Coun. Jamie McEwan. “I’ve had people say that the pronunciation may be difficult and I’ve said to them, ‘What do you think the first person who heard Okanagan or Kelowna thought?’ “A lot of these names around here may have been viewed as difficult to pronounce. I think this is an opportunity to show some leadership and some recognition to the history and to a different history of our area.” ••• The First Nations who first inhabited the Okanagan speak an Interior version of Sal-

ish, a native dialect with some 23 different versions, depending on the location, from the B.C. coast, to the Thompson, up to Williams Lake and down into Washington State. In the Okanagan, the language is known as Nsylixcn. Many words in the language are difficult to translate into English and many First Nations names were changed when European settlers arrived in the area. “A lot of our place names got truncated when Europeans came and they couldn’t pronounce them properly,” said Ruby Alexis, a cultural researcher for the Okanagan Indian Band. “That makes it hard to translate some of our place names.” In her work to find and document place

names that may have been lost over the years, Alexis has come across the word Pelmewash as the original name for Wood Lake on early maps produced by the Hudson’s Bay Company. But she has yet to confirm beyond a shadow of a doubt that the name is actually part of the Nsylixcn language spoken by the Okanagan Indians that first lived in the area. She plans to speak with elders and others who have expertise in the area to further research the name. “I like it when we find old names,” she said. “I’m fairly comfortable that (Pelmewash) is one of ours. It would be nice to have a translation. We can’t always translate the names but I will try to.” Alexis says the end of the name Pelmewash (ewash) may mean a narrowing of land and could refer to the narrowing of Wood Lake where it joins Kalamalka Lake near Oyama. Okanagan Indian Band chief Byron Lewis was thankful that the district had chosen to honour his band’s history with the new name, even though he had never heard of it before. “I think it’s a nice gesture,” said Lewis. “One of the things we’d like to do is do some research and talk to our elders about the name and make sure it’s correct. Concerned parents may know by tonight if their efforts to ward the school district away from introducing Grade 7 students to George Elliot Secondary School to ease anticipated enrolment pressures in Lake Country was successful. The first step in that process was achieved last Tuesday when the planning and facilities committee adopted a recommendation that student population growth and overcrowding at Davidson Road elementary by managed by revising the existing catchment areas of Davidson, Peter Greer and Oyama Traditional elementary schools. The school district staff held a public forum to explain the benefits of the Grade 7s being moved to the secondary school, what they called an interim measure until the province provided funding for the ultimate enrolment pressure solution, a new Grade 6 to 8 middle school in Lake Country. The committee’s recommendation will go before the board of education at either the Nov. 28 or Dec. 12 regular meeting. While committee chair Moyra Baxter, a

Speaking last Tuesday on behalf of the four Parent Advisory Committees in Lake Country, Ryan Murdain led the planning and facilities management committee through a powerpoint presentation outlining the reasons why many parents were opposed to Grade 7s being bumped out of elementary school to George Elliot secondary. Murdain’s presentation took issue with school district staff prognostications of elementary student growth over the next five years and beyond. Murdain said the major residential development projects that school staff used to project statistical growth are undergoing a slowdown due to the economic downturn of recent years.

der if this short-term solution of sending the Grade 7s to George Elliot will have no concrete end-date,” Murdain said. “We fear what starts out as temporary could become permanent.” He suggested adding the Grade 7s—about 130 students—to the current student population of 840 at George Elliot will put pressure on course availability at all grade levels and for workshop, specialist courses and lab space. “Other grade resources will suffer we feel due to the extra bodies at the school.” Murdain was asked if he understood that some parents were in favour of the move, largely because of the course or sports team options it made available to their Grade 7s. He said that was the case but he felt the majority opinion far outweighed those in support of the move. He also delivered a petition to the committee signed by many parents who attended the recent information forum, and was asked if parents who signed the petition prior to the forum felt the same way after the school district staff presentation. Murdain said he doubted that the meeting really had any significance in changing the opinions of those opposed to the idea, and nobody had approached them since to have their name removed from the petition.

Artists reap some rewards in LCAG events JENNIFER SMITH The Lake Country Art Gallery has a solution for artists weary of making champagne tastes in colleagues’ art meet the beer budget all too often associated with the sector. After noticing a recent article in the Capital News on the difficulties artists face being asked to donate work for free while earning a modest income, gallery curator Katie Brennan came forward to point out her gallery’s solution. In two separate events this month, the little gallery on Bottom Woodlake Road will offer up affordable solutions to buying original art, first with the Under 100 show and second with Deck the Walls. “Both are here to sup-

port artist,” she said. “If an artist brings in (his or her) own work for auction in Deck the Walls, we’re increasing their purchasing power.” Deck the Walls allows anyone with art they want out of the house—whether it’s an older item currently sitting in a closet or a new piece an artist is hoping to move—to bring the piece down for appraisal and get it into the market. Deck the Halls was designed to take art anyone isn’t interested in owning anymore and put it up for appraisal. The gallery gets the appraisal fee—hence it’s a fundraiser—and the owner gets event dollars toward a new piece of art of their choice. Hosted at the Aspen Golf Course, the event

includes tapas and wine and already has a large Jim Kalnin piece and a Gladys Goode watercolour. Also in the gallery at the moment is the Under 100 show. Originally pitched to artists as an opportunity to sell 100-inch works for under $100, it was immediately a hit when it was introduced two years ago. Now in its third incarnation, the show has morphed to include 200inch works under $200 and 300-inch works under $300 and has a steady stream of art flowing through the doors for Brennan to curate and hang. She began this show with 393 pieces and the gallery has since sold 54, though it’s also still hanging many more. “I put all 393 pieces

down on the floor and then I arrange them by colour. So I make a blue wall and green wall and a red wall and then I siphon off enough for the coffee shop (next door),” she explained. “Then once I have the colours laid out, it’s about making a pleasing composition. It’s all done by feel at that point.” Unlike commercial galleries which typically take 50 per cent of the sale price, the event only takes 30 per cent of the profits, giving local artists a boost for the Christmas season. Already on the walls are works by Kit Bell, Margaret Kyle, Virginia May and Jim Laing, among countless others. One piece of jewelry sits at the front door, an antler bone necklace by Lori Mairs.

The Under 100 show runs through Dec. 22 at the art gallery, 10356A Bottom Wood Lake Raod and Deck the Walls will be held at 6 p.m., Saturday, Dec. 1, at the Aspen Grove Golf Club, 10303 Bottom Wood Lake Rd. The fee to ender art in Deck the Walls is $20, which includes two tickets to the event. Parkway name strikes a chord with Lake Country council PELMEWASH FROM A1 ation is not a member of the Okanagan Indian Band. Retired UBC Okanagan associate history professor Duane Thomson is a long-time Oyama resident and also something of an expert on the history of the area when it comes to the interaction of white settlers and First Nations. Thomson spent his teaching career at Okanagan College, OUC and UBCO. In acquiring his PhD, he wrote about the Okanagan Indian Band’s interaction with European settlers. “When settlers come to an area they often try to obliterate the local

names in order to assert their own power,” said Thomson in an interview with the Capital News. “That didn’t happen in the Okanagan largely because there were so many Indian women and so many Indians relative to white people. “So names like Keremeos, Okanagan, Similkameen and a whole variety of names are true Okanagan Indian language names.” In an effort to involve the community, the District of Lake Country invited submissions of names and there were 160 unique names submitted for the new parkway. Council narrowed the list to three finalists: Pelmewash Parkway,

Lake Country Parkway and Wood Lake Parkway. All but one councillor, Penny Gambell, voted for Pelmewash, which received the most online votes out of the three finalists. “It recognizes our heritage and the heritage of the Indian people and of the early pioneers,” said Thomson. “It’s what they called the lake. It’s got historical and cultural meaning and it has the possibility of developing a theme for that drive.” ••• So whatever you think of the name Pelmewash Parkway, soon it should become part of the lexicon of Lake Country. Statistics reveal poverty of politics continues B. C.’s ritual day of shame over child poverty has come and gone once again, with politicians trading blame and timeworn talking points. The occasion was an annual gathering staged at the B.C. Teachers’ Federation office in downtown Vancouver. It is organized by First Call, an umbrella group sponsored by the BCTF, the B.C. Government Employees’ Union and a collection of like-minded “anti-poverty activists,” as they describe themselves in their latest report. The familiar script unfolded. The report misinterprets federal income statistics from two years ago and calls for a long list of uncosted, but hugely expensive measures that they assert will make B.C. the first jurisdiction in human history to eradicate poverty. A sampling: Provide raises for employees and contractors at all levels of government until they

(Dismiss targeted programs that already provide this.) • Raise welfare rates and expand eligibility for employment insurance. • Cut tuition and provide more student grants. • Eliminate homelessness.

And so it continues toward a socialist Utopia and certain bankruptcy for provincial and federal governments already deeply in the red. I wrote about these numbers when Statistics Canada released them back in June. They showed a modest improvement nationally and provincially in what they measure, which is not poverty, but the relative relationship between income groups. First Call dismisses that improvement as “a dismal record.” My point is not to deny that there are many poor people in B.C. and Canada. There are. But at this point we don’t even have a reliable way of measuring the problem, let alone effective solutions. The report states: “Statistics Canada said the child poverty rate in Greater Vancouver was 18.4 per cent in 2010 …” No, Statistics Canada didn’t say that. They said what they always say;

that Low-Income CutOff (LICO) figures, are not an accurate measure of poverty. The political response was equally predictable. Veteran NDP MP Libby Davies led the charge in Ottawa. The government must establish a national anti-poverty strategy with firm annual goals, she said, reciting the identical script of the B.C. NDP. Davies didn’t mention that Manitoba is among the provinces with such a plan. It’s the only province that finished below B.C. in the percentage of children living in low-income homes. These plans are mainly gesture politics, providing the appearance of action. Social Development Minister Stephanie Cadieux spoke on behalf of the B.C. Liberal government, and she, too, stuck to a familiar script. The best path out of poverty is a job, she said. This is true, but also obvious. Then Cadieux went

on about the B.C. Jobs Plan, which has its own sorry record of misrepresented federal statistics. Here’s one of the report’s more blindingly obvious section headings: “Child poverty concentrated in big cities.” No kidding. The whole population is concentrated in big cities. Herein lies a clue that is missed by “activists” for ever-larger government. Poor people are increasingly crowded into the most expensive places. If I’m on welfare or working in a lowwage job and receiving a provincial rent subsidy (one of those things LICO doesn’t measure), should I live in downtown Victoria or Vancouver? Shouldn’t I relocate to a smaller community where housing is cheaper? There are lots of complications, but some incentive to relocate could help all communities. Ten year deal with teachers: Believe in what seems inconceivable

hen B.C.’s government recently suggested that its objective is a 10-year collective agreement with unionized teachers, many scoffed at that prospect. After all, the recent bargaining relationship between government and teachers has been fractious, to say the least. Collective bargaining in the public school teachers’ context has been acrimonious and work slowdowns and stoppages of various kinds have become the norm. It seems, often, that the two parties are simply not speaking (or shouting, as the case may be) the same language. So, a 10-year collective agreement simply seems inconceivable.

But, things have a tendency to be inconceivable right up until the moment when they occur (and then we look back and wonder why we didn’t see that coming). A few weeks ago, it was inconceivable that an east coast storm would flood and annihilate substantial portions of coastal New York and

New Jersey and kill over a hundred people. And then it happened. A few months ago, it was inconceivable that one of sport’s greatest champions and inspirational symbols, Lance Armstrong, would be demonstrated to be one of its greatest cheats. And then he was. A year ago, it was inconceivable that the National Hockey League would march itself back into the situation of perhaps losing another full season of hockey. And now it may happen (stay tuned for how this one turns out). A decade ago, it seemed inconceivable that a terrorist group could successfully strike at America’s heart and reduce two of capitalism’s icons to a pile of ashes,

ther party may really be motivated to bargain. Because the employer is, effectively, the provincial government and because the government has the ultimate legislative authority up its sleeve, it knows it need not compromise its position. And because the union knows the government will ultimately play that trump card, it has little motivation to compromise its own stance. Because this dynamic is unlikely to change if the system of collective bargaining doesn’t change, the answer is for the parties to voluntarily construct a new system. The key element of a renewed bargaining structure would be a final and binding arbitration process to break stale-

mates. The parties would still enjoy a (time-limited) window in which to settle a collective agreement themselves. But, if a collective agreement was not attained during the bargaining window, the issues would automatically be submitted to binding arbitration. The key, to me, is an arbitration process in which the arbitrator selects one party’s position or the other, not a compromise between the two. This would motivate each party to advance a moderate, rather than extreme, position. The teachers’ union would, of course, have to relinquish the right to strike and the government would have to give up the right to lock out.

It may sound like a pipe dream, but it’s happened before—in 2007, the B.C. Ferry and Marine Workers Union relinquished the right to engage in strikes and the parties submitted to binding arbitration on hotly disputed issues. B.C.’s government deserves, in my view, kudos for thinking outside the box on the topic of collective bargaining with teachers. But, why settle for 10 years of labour peace when there’s a system on their doorstep which could permanently eliminate strikes and lockouts? That’s equally hard to get our heads around — no time? We can, with some effort, imagine a vacuum—provided it’s inside a container. But we can’t imagine the absence of time. Even in a coma, we age. It’s the one inexorable dimension we all deal with. Nothing that we can do stops it, or delays it, or reverses it. Time always flows in one direction, onward. But time is not a thing, an object. It’s not like a road, which exists over the horizon even if we haven’t gotten there yet. Time has a past. Time has a present. But it has no future, because the future hasn’t happened yet. By the time the future happens, it will be the present. Or the past. The future doesn’t exist—yet. We create the future, by everything we do. Each breath I take affects, however infinitesimally, the atmospheric composition my grandchildren will inhale 50 years from now. If I dump toxic chemicals down the drain, I

affect the water they will drink some someday. If I start a war, I remove certain people and their descendants from everybody’s future. Everything we do, everything we say—perhaps even everything we think—shapes the future our successors will live in. Does that make sense? If it does, you should recognize that it conflicts with the notion that a

Passing on a family gift heirloom and preparing for Old Man Winter

ever this childhood treasure lovingly made by my grandfather, so much so I was careful when restoring it to maintain the integrity of what he did. If I replaced a door or piece of the roof, I used a piece of maple and left it unpainted, so it was a clear difference of what was old and what is new. I also wrote the history of it and attached a picture of Grandpa Henderson inside. This way it can be passed down through the generations with its provenance intact.

••• Last week, I talked about the first snowfall of the season and typically it disappeared just as fast as it came. We get a second chance to clean up the garden and put away our tools. Get it done folks because the snow is sure to come again and this time in earnest. One of the things I need to do each fall is put to bed any potted plant material that could freeze if left exposed; in particular my cactus col-

lection. Almost all of my cacti are hardy if planted in the ground. But I’m afraid if the roots are not protected there could be a problem, so I simply bury the containers. In case it gets stupid cold like -20 C or colder, I have a blanket ready to drape over them with little sticks to hold it up to prevent damage from the weight of it. ••• Anyone who has an automatic sprinkler system should have it win-

terized by now, but something often forgotten is the self-draining hose bibs with hoses still attached. Self-draining taps are such that when turned off the water drains out to prevent freezing. If the hose is left on, still filled with water, there is a chance the tap could freeze. Simply remove the hose to prevent this from happening. It is also a good idea to empty the hose itself just in case you may need to do some mid-win-

ter watering under eaves or trees. Do this by taking one end of the hose and elevate it by going up on a deck or simply a step ladder. Skin picking a unique disorder for which treatment should be sought

o you often have an irresistible urge to pick at your skin? If you’ve got a small bump or bit of dry skin, do you leave it alone or are you someone who just can’t help but obsessively pick at it? If you can’t stop picking and it’s interfering

with your life, you may have skin picking disorder. Excessive skin picking has been discussed in medical literature for more than a century, but it is just now being given consideration as a psychiatric condition in discussions for the new diagnostic manual.

In the past it has often been thought of as a variant of obsessive-compulsive disorder, but now it seems it may be something quite separate. Individuals with skin picking disorder—repeatedly pick at their skin until it bleeds; have likely attempted to re-

duce or stop picking more than once, and are distressed by the behaviour. People with this condition often spend several hours every day picking at their skin. Situations that trigger picking are different for every person but can include stress, anx-

iety, boredom, fatigue or anger. Picking can also be triggered by the feel or look of the skin. Often, the individual doesn’t notice picking at first, but becomes aware of it when the spot begins to bleed or when someone else notices the behaviour.

Although it can range in severity, the picking can cause social embarrassment and interruption to work and life obligations as well as tissue damage, scarring and sometimes serious infection. They may not want to

Why does my dog not like having his ears cleaned?

Most dogs’ ears are a lot larger and their ear canals are much longer than ours are. They are certainly a lot more sensitive. We usually only need to clean them when there is a problem; however at this point they may already be sore, so that the dog learns that handling around the ears is painful and tries to avoid it. Therefore, it should not be surprising that your dog struggles when you try to handle his ears, and may even become aggressive. Dogs frequently develop inflammatory conditions of the ears, so it is important to train your dog to allow handling of its ears from an early age. Ideally, this is done when the ears are healthy, so that the dog learns that handling of the ears is not a painful procedure. Then, if your dog develops an ear infection that needs treatment, it will not be as much of an issue. You should be able to massage the base of the ears and use a cotton swab and your fingers to remove any debris from the outer portions of the ear. Never use a Q-tip. Before using any ear cleaning solutions, have your dogs ears examined by a veterinarian. Dogs can have painful ears for a number of reasons and the cause needs to be determined before appropriate treatment can be chosen.

Osteoporosis is a disease characterized by low bone mass & deterioration of bone tissue. This leads to increased bone fragility & risk of fracture (broken bones), particularly of the hip, spine & wrist. Osteoporosis does not develop overnight. You can lose bone mass steadily for many years without experiencing any symptoms or signs of the disease until a bone fractures. For this reason, osteoporosis is often called “the silent thief” - literally stealing our bone mass without giving us any indication whatsoever. If osteoporosis is first diagnosed at the time a fracture occurs, it is already fairly advanced. By age 20 in men & age 16 in women, bones typically stop growing in length & we are almost at our peak bone mass. The density of our bones at this point depends a lot upon our calcium intake as children & teenagers. The greater this peak bone mass, the less likely our bones are to become porous & fragile later in life. The best prevention of osteoporosis is to get enough calcium in your diet starting at an early age. However it is never to late to increase calcium intake. Studies of older adults show that adequate calcium intake can slow bone loss & lower the risk of fracture. Calcium intake can by increased via dietary sources such as milk, cheese, & yogurt. Additionally a Calcium supplement is an easy & cost effective way to increase calcium intake. Understand benefits of winter tires Canadian drivers lag in adopting winter tires in spite of evidence that their use saves lives and reduces road-accident injuries. A 2011 study in Quebec shows that winter road-accident injuries dropped by five per cent there since winter tire use was made mandatory by law in 2008. Widespread use of winter tires is credited with preventing about 575 injuries per winter in the province. These findings are supported by a new report from the Traffic Injury Research Foundation (TIRF) that concludes that winter tires decrease costly collisions. The report cites extensive research that shows that winter tires deliver superior traction, cornering and braking on all cold-weather road surfaces. “All the evidence points to winter tires being the safest choice for driving in cold weather,” says Glenn Maidment, president of the Rubber Association of Canada (RAC), which represents

Many motorists, for example, think that winter tires are only useful in regions with lots of snow. In fact, research shows that, once temperatures drop below seven degrees C, winter tires perform better whether the road surface is dry, snow covered, slushy or icy. Winter tires feature specialized rubber compounds that retain elasticity in temperatures below -30 degrees C and treads that

Another misconception is that all-season or summer tires provide sufficient traction in winter. One of the most important advantages of winter tires is reduced stopping distance when braking. NOTT, PETER EDWIN Died on Thursday, November 22, 2012 at the age of 71. Survived by his loving wife Ann; daughter Sarah (Neil) of Dunedin, New Zealand; two sons: Christopher of Vancouver, BC, Richard (Patti) of Calgary, AB; five grandchildren: Ben, Tatyana, Angus in New Zealand, Kieran and Brenna in Calgary; one brother Mick (Zoe) of England; two sisters: Rosemary (Brian) and Heather (Paddy) both of England. Also survived by his mother Joan in England. Sadly predeceased by his father Edwin in 2007 in England. Peter was educated in England and emigrated to Canada in 1967. He was a retired director of R & D for S.C. Johnson and Son and worked in Canada, Japan, USA and India. A Memorial Service will be held on Thursday, November 29th at 1:00 pm at Springfield Funeral Home, 2020 Springfield Road, Kelowna, BC. Alys Jeanne Monod (Chubbuck)

MONOD – Alys Jeanne (Chubbuck) passed away at Hospice House on November 19, 2012 at the age of 86. She is survived by her two daughters, AntoineƩe Monod (Rick Lake) and Tina Monod (William Field). Sadly predeceased by her husband Gérard Marc Monod in 1980. Alys owned and operated the Swiss Village Resort in Oyama from 1954 onwards. She also founded the Okanagan Music FesƟval for Composers, was instrumental in Okanagan Image and the Okanagan Mainline Regional Arts Council (OMRAC), was a member of the DAR New Caledonia Chapter, supported the Kelowna ballet and arts in the Okanagan. Growing up in loomĮeld Hills, Michigan, Alys graduated in sculpture from the Cranbrook Academy of Art. She later met her husband Gerry Monod from Geneva, Switzerland on the ski slopes of Pine Knob Ski Resort in Michigan. They then skied their way to Canada and seƩled into life with seasonal ski schools such as Sunshine Village Ski Resort, Crystal Mtn (Last Mountain) and Silver Star Mtn Resort. Throughout her life her favorite things were nature, her view of Wood Lake, many guests that became family at the resort, and the healthy lifestyle she shared there with Gerry and her daughters. The family will be planning a celebraƟon of life for Alys later in the coming year. In lieu of Ňowers, memorial donaƟons may be made to the Central Okanagan Hospice AssociaƟon Ͳ Hospice House͗ 2035 Ethel Street, Kelowna, BC, V1Y 2Z6. Christmas Tree Drop-off location change This year the Christmas tree drop-off location will be Jack Seaton Park in the parking lot, rather than Swalwell Park. You are welcome to drop-off your Christmas tree for chipping, anytime December 26-January 31. Spion Kop Fuel Management Project District of Lake Country contractors started work on a Community Wildfire Fuel Reduction project in the Spion Kopje area, north of the Lakes Subdivision (Lake Hill Drive) and west of the new highway 97 project (Old Mission Rd.) Contractors will be removing dead standing pine beetle killed timber and thinning dense stands, as well as removing surface fuel build up for the purpose of reducing the potential wildfire threat to adjacent properties.
