Firefighters respond to blaze at former Eagles Hall

Sunday night fire under investigation

It’s been years since the Eagles Hall has seen heated activity on its dance floor. But on Sunday night the venerable downtown hall hosted 33 firefighters from across Greater Trail as they danced with a four-alarm fire on the second floor of the City of Trail-owned building. “Heavy fire” was showing from the second floor of the building and smoke billowed out when fire crews from Trail, Warfield, Montrose and Rossland arrived just after 8 p.m. GUY BERTRAND PHOTOS This was a sub- Firefighters responded to a fire Sunday night at the old Eagles’ building in downtown Trail. One firefighter slipped and fell and dislocated his shoulder. He was transported to Kootenay Boundary Regional Hospital and had his shoulder reset. See CITY, Page 3

Shelter offers a break from winter’s chill BY SHERI REGNIER Times Staff

The warmth of community spirit lingered in the basement of Trail’s United Church as all hands were on deck to pull out beds and finalize arrangements to open the extreme weather shelter on Monday. This is the third year that La Nina, Greater Trail’s temporary shelter, will open its doors to welcome the homeless to come in

out of the cold. This year, the Career Development Services (CDS) is partnered with the Greater Trail Community Skills Centre and the United Church to help individuals using the shelter. The CDS already has a homelessness program in place, so to direct the shelter was a natural transition. “We support a lot of the individual’s who may need to utilize the shelter,”

It seems fitting, that a bright red plant native to Mexico, is being used to raise funds for an educational trip to that country. A knock at the door this week, may be a student from the J.L. Crowe Interact Club selling poinsettias to raise money for a July 2013 trip to San Miguel, Mexico. “This fundraiser is a great start to our year, and fundamental to us reaching our financial goal,” said Jesse Bartsoff, Grade 11 student and club president. The locally grown plants will be for sale until Nov. 22, with prices ranging from $14 to $20. Poinsettias can also be purchased by email at trail.interact.club@gmail.com. The plants will be available for pick up at the school on Dec. 5, from 2: 30 p.m. to 4:30 p.m. The Interact Club is directly related to the Rotary Club, but is run entirely by youth. It will be their third trip to San Miguel de Allende. “Our motto is kids helping kids, at home and abroad,” said Bartsoff. The first two trips had students helping at an all-girls orphanage and pre school day care. “This year the students will volunteer where the local Rotary Club in Mexico finds a need,” said teacher Patricia Nutini.

Shelter opens for third winter FROM PAGE 1 Earlier this year, the province denied funding to cover the cost of shower passes to the Trail Aquatic Centre and bus passes for residents of the shelter. Now, the CDS is meeting with the West Kootenay Brain Injury Society, to request the use of its clubhouse for showers and a warm place to interact during the day. “Individuals who are homeless and struggling need somewhere to go not only at night, but during the day as well.” Under the umbrella of emergency response funding from BC Housing, the shelter’s committee is mandated to send out an alert to various agencies to inform them that the shelter has been initiated. “RCMP, Mental Health & Addiction Services, FAIR and the hospital, just to name a few, have received an alert about the date and times the shelter is open,” said Sheila Adcock, coordinator from the CDS. The first year, the shelter only opened on nights when the weather was forecasted to drop below freezing. “We are not dependent on the weather, like the first year,” said Adcock. “Monitoring the weather to decide what nights to open, just wasn’t meeting the needs of the homeless community, and having staff on call for only possible days was difficult.” Last year three to six people used the shelter each night, although this year, the committee is not sure what to expect. “At the end of the day, the best outcome we can see of the shelter is that nobody needs it because they are all housed,” said Adcock.

City purchased building this year Inquest into rescuer’s death begins NELSON

FROM PAGE 1 Within fours hours firefighters were clear of the scene. A crew was kept on scene overnight to monitor for hot spots but none surfaced. The city purchased the Eagles Hall for $335,000 in May and announced they would tear the building down, open the area up and then look at the development of a downtown civic plaza concept. “It was bought awhile ago because it was consistent with the downtown action plan, but nothing is going to be done this year other than internal, environmental work,” Trail’s chief administrative officer David Perehudoff said in early August. But the downtown civic plaza project had been placed on the back burner as the city tried to advance its Gateway project. The fire does not mean plans for the site—and the building’s continued demolition—are being aborted, said Bogs. Asbestos removal is still expected to continue and be completed by the end of the year, followed by demolition of the hall itself in 2013.

Sunday night’s fire brought a response from crews in Trail, Rossland, Warfield and Montrose.

The coroner’s inquest into the death of Nelson Seach and Rescue volunteer Sheilah Sweatman opened Monday with an emotional statement from her mother, who described her “fierce but tender daughter.” Through tears, Teddi Sweatman told the five-man, two-woman jury that Sheilah was “a strong-willed, dedicated” search and rescue member with “tremendous courage to face any physical or moral challenge.” Sheilah, 29, drowned in the Goat River south of Creston on June 29, 2011 while trying to recover a submerged car. The inquest, before presiding coroner Matt Brown is hearing evidence to determine the circumstances around Sweatman’s death to make recommendations to prevent similar deaths. aside for jury deliberations. Teddi Sweatman shared pictures of her daughter with the jury — a portrait was placed on an easel near their box — and provided them with a booklet with pictures of her house, garden, and examples of her artwork. Teddi said it was “extremely important to tell about the vibrant and talented, strong-willed woman she was.” She said Sheilah was filed with “passion and compassion, and full of ideas and desire.” The remainder of the morning heard testimony from WorkSafeBC investigator Nigel Corduff, whose report concluded Sheilah died after her leg became tangled in a steel rigging cable. She was pulled from her raft by the submerged car. The testimony is being led by inquest counsel John Orr. Emergency Management BC, WorkSafeBC, Search and Rescue, and the Sweatman family also have legal representation.

Unions claim mine hired foreign workers at much lower wage THE CANADIAN PRESS VANCOUVER - A mining company that has hired hundreds of temporary workers from China for its northern B.C. coal mine advertised those jobs in Canada for $10 to $17 less than what is paid for similar work at a nearby mine, a lawyer representing two unions told a federal court judge on Friday. HD Mining also advertised specifically for workers who speak Mandarin, Charles Gordon said in arguing for the unions’ interest in taking the decision to grant those permits to court. “Bringing in up to 300 temporary foreign workers at wage rates considerably below what has been bargained by the trade unions at an immediately adjacent mine will invariably erode the union’s bargaining power, and thus its

ability to negotiate better terms and conditions of employment for its members at that mine.” Those jobs are not available to members, Gordon said. “This directly affects the union as a union,” he argued. There is also a public interest in the outcome of a review, Gordon said. Permits have been granted under the federal Temporary Foreign Worker Program to between 200 and 300 Chinese workers to conduct preliminary work at HD Mining International Ltd.’s Murray River mine near Tumbler Ridge, B.C. The company has said it was not able to find workers in Canada with the necessary specialized skills. The unions want the court to examine hundreds of Labour Market Opinions ren-

dered by the federal Human Resources and Skills Development, which concluded the jobs could not be filled by Canadian workers. The Murray River mine is awaiting an environmental assessment and has not yet been approved. An estimated 17 temporary workers have already arrived at the site, court heard, and another 60 are slated to arrive in midDecember. The International Union of Operating Engineers Local 115 and the Construction and Specialized Workers Union Local 1611 want the court to declare the permits invalid and issue an injunction against any further permits for HD Mining until the court matter is resolved. The judge adjourned the case until Tuesday to give the two parties a chance to see if they can resolve the issue of standing by agreement. Firefighters use a water pump truck to help clean up at Surrey Memorial Hospital after it was evacuated due to flooding in the emergency room on Monday in Surrey.

Water main forces patients to evacuate

THE CANADIAN PRESS SURREY, B.C. B.C.’s busiest emergency room was closed and patients were evacuated as contaminated water from a broken water main poured in, forcing nurses to try to control the flood of dirty water by tossing towels and rags on the floor. Paul Naragliano, 74, said Monday he and other patients were transported to another area of the ER at Surrey Memorial Hospital when water started spilling in. “But the water, after one hour or so, was coming there too. So the nurses were all running around with rags and tried to stop the water and they

asked us to go one floor up and we went up.” Naragliano said he saw about 10 centimetres of water on the floor. “I can walk, and I know what’s going on, but some patients needed help,” said Naragliano, who was wearing an oxygen mask as he was hurried out of the ER. Tasleem Juma of the Fraser Health Authority said a construction accident caused the water main to break, creating significant damage to the ER. Juma said 25 patients were in the ER at the time of the incident, just before 9 a.m., and they have

The panel will now return to Prince Rupert in February of next year to hear participants questioned under oath. Panel spokeswoman Annie Roy says the additional hearings were needed after participants gave clearer estimates of how much time they would need for questioning. The hearings will resume in Prince Rupert on Dec. 10. The panel will hear oral statements in Victoria, Vancouver and Kelowna in the new year, before returning to Prince Rupert on Feb. 4. National Ottawa rejects ban on oxycodone, says provinces can control abuse

Quebec

THE CANADIAN PRESS/Sherbrooke La Tribune - Jocelyn Riendeau

An electric pole stands in the middle of a road in Johnville, Que. on Monday. The ministry of Transport fixed a dangerous curve in the road issue this summer, but Quebec’s public utility apparently failed to coordinate its timetable with the roadwork.

Lack of communication leaves “Ipole in middle of road want to

THE CANADIAN PRESS COOKSHIREEATON, Que. - Alleged corruption-fuelled cost overruns aren’t the only menace upon Quebec’s road network these days. Officials say they are dealing with the puzzling appearance of a utility pole - smack in the middle of a prov-

incial highway east of Montreal. A photo of the pole, which is in the middle of Highway 251 in the Eastern Townships, appeared in a local newspaper today. So how does such an improbable obstacle wind up protruding from a highway, anyway?

According to various local media, it’s been there for two months. But provincial transport authorities say that until last week, there were construction crews there and that road stretch had not actually been paved yet. The roadway had been moved to avoid a dangerous curb. Hydro Quebec, the provincial power utility, says it was only advised about the need to move its cables about three weeks ago.

Manitoba

Plane crash still under investigation

A spokesman for Transport Quebec isn’t blaming the contractor. Gilles Bourque said there were communication problems between the transport authority and the telephone and power utilities that share the line. He called the situation unacceptable. A spokeswoman for Hydro Quebec said a new pole is being installed and the electrical wires and telephone wires should be moved by the end of the week.

anytime.”

THE CANADIAN PRESS OTTAWA - The federal government is refusing to interfere in the drug approval process to halt the highly addictive generic form of OxyContin, saying the provinces have the wherewithal to do a lot more. Health Minister Leona Aglukkaq wrote her provincial counterparts on Monday to reject their plea to delay or deny approval of the knockoff opioid painkiller - a move that immediately provoked an outcry from Ontario, as well as some health experts. Federal laws don’t allow regulators to simply ban a drug just because some people abuse the medication, Aglukkaq told a news conference. “The law does not permit approval to be withheld on the basis of misuse,” she said, asking the public to also consider the needs of patients with chronic pain. Her refusal to get involved in the process opens the door for generic oxycodone to win approval in Canada after the patent for the brandname OxyContin

expires on Nov. 25. That’s despite a unanimous request from provincial health ministers to at least delay approval until regulators can examine how oxycodone is abused, and repeated demands from Ontario to completely ban the drug. “I am profoundly disappointed in minister Aglukkaq’s decision to ignore the threat to public safety posed by generic OxyContin and to allow it to enter the Canadian market,” Ontario Health Minister Deb Matthews said in a statement. Matthews said OxyContin has led to a five-fold increase in oxycodone-related deaths. She said the social costs of allowing generic oxycodone would be about $500 million a year in Ontario alone. Small communities and First Nations in particular have been wrestling for the past few years with widespread addictions related to oxy, which is trafficked on a secondary market. In some northern

Ontario reserves, more than half the adult population is addicted to prescription drugs. Alvin Fiddler, deputy grand chief of the Nishnawbe Aski Nation, called the decision another unwelcome blow to aboriginal communities that are already suffering. “With OxyContin clones on the market, it just means more drugs flow to the north,” said Fiddler, whose group represents some 49 First Nation communities in northern Ontario. Last year, the drug’s producer, Purdue Pharma, replaced OxyContin with a different version called OxyNeo, which some say is harder to crush and snort or inject. Ottawa should not allow the easilyabused format back in, Matthews said. “National problems require a national solution. Provincial and territorial health ministers unanimously asked for federal help, but have once again been told that it’s a provincial problem.”

Reality check on teen suicide discussion

I

f you find Premier Christy Clark’s campaign against teen bullying to be superficial or even self-serving, I’ve got news for you. It’s potentially worse than that. With the greatest respect to the family of Amanda Todd, her tragic case isn’t representative of teen suicide any more than it is typical of highschool bullying. A clearer and more disturbing picture emerges from the latest report of B.C.’s Representative for Children and Youth, Mary Ellen Turpel-Lafond. It’s a survey of 89 child protection cases from 2007 to 2010, where 15 kids killed themselves and the rest inflicted serious self-injury, in some cases repeatedly. The word “bully” does not appear in the report. It speaks of domestic violence, physical and sexual abuse, addiction, and runaways targeted by street predators. sends them to school. “I’m really worried about how [school-based anti-bullying programs] will affect the most vulnerable kids, because you start anonymously reporting someone as being a bully,” TurpelLafond said. “Yeah, we know they’re in the youth justice system. We know they’re troubled. By the way, they’ve been sexually and physically abused, jumped through 30 foster homes, and now we want to label them again?” This is not to suggest that the existing B.C. effort isn’t substantial. The ministry reports that there are 2,221 front-line staff positions, of which 219 are currently vacant. It’s notoriously difficult to recruit, train and keep child protection workers, especially in remote communities. Turpel-Lafond says her latest figures show the child and youth mental health service has 476 staff, with 21 vacancies

and a government-wide hiring freeze. And many of those are doing double duty as community service managers. Those managers don’t even have reliable data on case loads, she said. They just know they’re overwhelmed and many of the kids aren’t being reached. This is not about political blame. I can trace this problem back to when Grace McCarthy was children’s minister, and the NDP did no better. I’ve learned a bit about Riverview and Tranquille, asylums that were closed because of a modern belief that they were inhumane. At least they offered safety and medical care to even the most damaged people. Right now our enlightened, progressive society can’t even help most of the kids we know are at high risk. TV LISTINGS Comedian gets waxed

THE ASSOCIATED PRESS WASHINGTON - Stephen Colbert is taking his place among the presidents at the Madame Tussauds wax museum in Washington and will be featured in a new media gallery. Colbert visited the museum Friday to unveil a wax figure created to represent him. The museum says Colbert donated his own clothes to dress the figure in a suit, tie, cuff links and lapel pin. Colbert wore an identical outfit. The new figure will be the centerpiece of a new media gallery with a replica of “The Colbert Report” set where guests can sit next to Colbert’s figure behind his fake news desk.

LETTERS & OPINION LETTERS TO THE EDITOR

Consumers trust newspaper advertising more than twice as much as other mediums. Call today to start your advertising campaign. 250.368.8551

RDKB open to public opinion I am writing to correct a misunderstanding created by a reporter’s story in the Grand Forks Gazette, published Nov. 8, and then a subsequent letter to the editor by Mr. Joe Tatangelo. The original press article created the impression that the Regional District of Kootenay Boundary Board had decided to discourage or disallow public input and questions at RDKB Board meetings. This is certainly not the case. Currently, members of the public are welcome to speak to issues at meetings as presentations at the opening of the meeting. As a courtesy so as to enable planning for the meeting, they are asked to contact

the RDKB in advance to be included on the agenda. At the beginning of the meeting, any items dealing with planning and development which might involve questions or comment by interested parties are moved to the front of the meeting and affected parties are allowed to provide their input at the time of the decision. Finally, at the conclusion of the meeting, members of the press or the public have an opportunity to address the Board on items on the agenda or to ask questions of the Board. What transpired at the Nov. 1 meeting in Grand Forks was a discussion of a general pro-

cedural bylaw for how meetings are conducted. As part of this discussion, a motion arose during the meeting to allow an undefined “open mike” period at the onset of each Board meeting. This motion was defeated and the whole bylaw was referred back to committee for further recommendations to the Board. The intent is not to reduce public participation but how to make it productive and workable for the citizens and the Board. The RDKB is committed to meeting the needs of the public and will continue to do so in the future. Larry Gray Chair, RDKB

A transparent solution

H

ow many levels of government does it take to fix a sewer pipe? In some cases, the answer is three. While this may seem ludicrous, the reality is that the federal and provincial governments are heavily involved in many municipal spending decisions. Though the image of having your local federal MP, a provincial cabinet minister, and your mayor all smiling and cutting the ribbon to a new project together projects harmony, this type of overlap significantly reduces political accountability. For example, who are you going to blame if the pipe springs a leak? Worse still, who are you going to blame if the sewer contract goes to a company facing fraud and conspiracy charges? This isn’t a hypothetical. This scenario has occurred recently in Quebec. The federal Public Safety Minister of the day reportedly answered that oversight of municipal contracts is not a federal responsibility. In order to strengthen political accountability and government efficiency in Canada it is necessary to ensure that one, not three, levels of government, is responsible for providing and generating revenue in each spending area. While the above anecdote may seem like an isolated incident, it isn’t. Infrastructure projects funded by all three levels of government take place

Troy Media throughout the country. The problem is that the federal government generates too much revenue, which reduces the ability of provinces to garner sufficient revenue to fund services they need. While nearly two thirds of government expenditures are on healthcare, education, and social services, the federal government controls over 43 per cent of government spending, leaving the provinces only a shade over 40 per cent. Municipalities, which provide most of the services we rely on daily, control less than 16 per cent of government spending. This top heavy arrangement necessitates these transfers. While transferring money from the federal government to lower levels seems like an elegant solution, it obfuscates decision making, and reduces efficiency. Consider healthcare, for instance. Premiers love to blame the federal government for the shortcomings of healthcare, despite healthcare being a provincial responsibility. Since

they can always blame the federal government for not transferring enough money to provincial governments, premiers have less incentive to deliver services efficiently. In order to create fiscal balance in Canada, the federal government should terminate direct spending in areas of provincial jurisdiction (with rare exceptions), and cease fiscal transfers with two exceptions. First, federal fuel tax revenue should be transferred to the municipalities on a per capita basis. Second, the GST revenue should be distributed to the provinces on a per capita basis. These two measures would provide stable funding from efficient taxes, while creating a degree of equalization. But unlike the current equalization system, it would contain no perverse incentives that reward provinces for poor performance. Though decentralizing wouldn’t solve all of Canada’s problems, it would lead to more efficient government services and it would allow for greater policy experimentation to help determine bets practices. Most importantly, it would bring taxation and expenditure decisions in key areas closer to voters and consumers. Transparency is a cornerstone of good governance. Create transparency, and good government is likely to follow. Steve Lafleur is a policy analyst with the Frontier Centre for Public Policy.

Canadian portrait artist passes on THE CANADIAN PRESS TORONTO - Renowned Torontobased portrait artist Arnaud Maggs brought an intellectual, honest touch to images of notables including Northrop Frye, Anne Murray, Irving Layton and Leonard Cohen, his colleagues recalled Monday amid news of his death. Maggs died of cancer at Kensington Hospice in the city on Nov. 17, said the Susan Hobbs Gallery in Toronto. He was 86. “He was one of the most charming people I’ve ever met,” Hobbs, who worked with Maggs for almost 20 years, said Monday in a telephone interview. Maggs won several high-profile honours throughout his career, including the 2006 Governor General’s Award in Visual and Media Arts, and this year’s $50,000 Scotiabank Photography Award. He also showcased his work around the world and most recently had an exhibit at the National Gallery of Canada. “He spoke authoritatively in his work and ... I loved his intense desire to portray the past in a way that resonated with the present, and his love of not just the portraiture of individual faces but the portraiture of people’s lives and the stories they’d led,” said Jane Nokes, executive director of the Scotiabank Photography Award. Born in Montreal, Maggs began his

a grid-like series of black-and-white images of men and women. Each subject was seen in frontal and profile views with bare shoulders. “They were very crisp, straight-forward, sort of brutally honest photos,” said Hobbs. Maggs went on to do similar, larger portrait projects, with the aim of cataloguing the geometry of the human face. His photographic approach often involved shooting in daylight, isolating a single item in each frame and then THE CANADIAN PRESS/HO grouping images together in grids. THE ASSOCIATED PRESS LOS ANGELES - The son of The Hollywood Reporter founder Billy Wilkerson is apologizing for his father’s and the trade paper’s role in the 1947 Hollywood Blacklist that destroyed the careers of writers, actors and directors accused of having communist ties. In an article published Monday by The Hollywood Reporter, Willie Wilkerson, 61, calls the Blacklist era “Hollywood’s Holocaust” and says, “On the eve of this dark 65th anniversary, I feel an apology is necessary.” He says his father supported the Blacklist to exact revenge against the Hollywood titans he felt denied him entry to their club when he wanted to establish a movie studio in the late 1920s. Billy Wilkerson founded The Hollywood Reporter in 1930, and after World War II, used the paper as a vehicle for a series of editorials attacking communist sympathizers and their influence in Hollywood. “In his maniacal quest to annihilate the studio owners, he realized that the most effective retaliation was to destroy their talent,” Willie Wilkerson writes. “In the wake of this emerging hysteria surrounding communism, the easiest way to crush the studio owners was to simply call their actors, writers and directors communists. Unfortunately, they would become the collateral damage of history. Apart from being charged with contempt, for refusing to name names, none of these individuals committed any crimes.” Studios dominated the industry and denied work to those named on the Blacklist. Some writers worked under pseudonyms. Many actors and their families moved overseas to look for work. The Hollywood Reporter named names and ceaselessly covered the issue. The publication also details its role in the Blacklist era for the first time in a lengthy article published Monday. “Any man or woman who, under the guise of freedom of speech, or the cloak of the Bill of Rights, or under the pseudo protection of being a liberal, says things, causes things to be said, or who actually is involved with many of the conspiracies that have now infested this great land of ours, has no place among us, be he commie or what,” Billy Wilkerson wrote on Nov. 5, 1947.“He or she should be rushed out of our business.” The first Hollywood Blacklist was published Nov. 25, 1947. Willie Wilkerson says it’s possible that his father would have apologized for “creating something that devastated so many careers” had he lived long enough. He died in 1962, two years after the Blacklist was broken. His son writes: “On behalf of my family, and particularly my late father, I wish to convey my sincerest apologies and deepest regrets to those who were victimized by this unfortunate incident.”

Baltus commits to Seawolves

Smokies take two on weekend BY JIM BAILEY

Times Sports Editor

The Trail Smoke Eaters thrilled close to 1,000 fans at the Cominco Arena Saturday with one of their best games of the season as they skated to a 5-2 win over the Penticton Vees. After a wild 8-7 overtime triumph over the Prince George Spruce Kings on Friday night, the Smokies shut down the Vees offence limiting chances and pressuring the Penticton D with a relentless forecheck all night. “It’s a coin flip every night, every game, there’s no weak teams,” said Smoke Eater coach and G.M. Bill Birks. “They’ve got confidence in there, they know they’re a good team.” Adam Todd started the game against the Vees after a solid performance in his two periods of relief for starter Lyndon Stanwood against the Spruce Kings. “He’s been real good in practice the last week for sure, and he’s been getting lots of extra work with (Smokies’ goalie coach) Alex Evin, who really deserves a pat on the back for his work with him . . . he played good tonight, nothing fancy, he just stopped pucks,” said Birks. The Smokies win matches their total number from last year, 11, as they jumped out to an early first-period lead and never looked back. Connor Collett netted what proved to be the winner, jumping on a rebound off a Shane Poulsen point shot and slapping it into the yawning cage to make it 3-0 with just over eight minutes gone in the first period. It was likely the best period of hockey for the Smokies this season, as they complete-

ice it for the Smokies, netting his second goal of the night into an empty net at 19:08. The 19-year-old Edwards has been used largely in a shut-down role to keep opposing scorers off the board. However, skating with Collett and Tyler Berkholtz on Saturday proved to be a winning combination as the line combined for six points on the night. “I think we have good chemistry right now, the last couple games we’ve been getting some goals and it’s working good right now,” said Edwards. “These last couple wins are huge for us, they get us right up there in points I think we’re only a couple out of second, so big wins for sure.” Todd stopped 36 of 38 shots and was named the game’s first star while Edwards and McMullen were awarded second and third stars respectively. The Smoke Eaters travel to Penticton Wednesday to take on the Vees in a rare mid-week match-up.

BY TIMES STAFF Trail Smoke Eaters forward Brent Baltus took an educated step forward as the team’s top scorer committed to play for an NCAA Division I team next season. The Smoke Eaters announced Tuesday that Baltus has made a verbal agreement to play for the University of Alaska/Anchorage Seawolves for the 2012-13 season. “We’re absolutely thrilled to see Brent commit to his college future,” stated Smoke Eaters head coach/general manager Bill Birks. “He has been the best player on the ice for our team on many occasions since coming to Trail, and this commitment is a testament to the hard work he puts in on and off the ice every day.” In 25 games this season, the 20 year-old has set a new career high with 16 goals, and currently sits in a tie for sixth in the BCHL in scoring with 28 points. He set a new personal single-game best with four points in Trail’s 8-7 overtime victory over the Prince George Spruce Kings on Friday and will join former Smokie and Spruce King Ben Matthews on the Seawolf roster. Baltus is the second Smoke Eater to commit to an NCAA Division I school this season. Linemate Scott Davidson, 17, secured his college future with Quinnipiac University in September.

Hawks back on track BY TIMES STAFF The Beaver Valley Nitehawks halted a four game losing streak Sunday with a decisive 7-0 taming of the Creston Valley Thundercats at the Beaver Valley Arena. After falling to the Cats in Creston on Friday 8-3, the Hawks were desperate to get back on track and restore some waning confidence. Team captain Archie McKinnon scored the winning goal midway through the first period on a blast from the point, and goalie Zach Perehudoff was outstanding in net stopping all 36 shots for the shutout. Mayors wager on Grey Cup CANADIAN PRESS TORONTO - The Toronto Argonauts have a chance to celebrate the Grey Cup’s centennial on home turf this week. The Calgary Stampeders will do their best to spoil the party. The 100th Grey Cup will be Toronto versus Calgary on Sunday at the Rogers Centre, the Argonauts’ home field. The mayors of Toronto and Calgary are also getting in on the action. Calgary Mayor Naheed Nenshi has proposed a friendly wager that would see the losing city’s mayor donating his weight in food to the winning city’s food bank. The loser would also have to wear the winning team’s jersey for a council meeting. Nenshi issued the challenge to Toronto Mayor Rob Ford on Twitter. Hours later, Ford tweeted his acceptance, adding the Calgary mayor would “look great in Argo blue!” The Argos last won a Grey Cup at home in 1952, they lost one in Toronto in 1982 and now they’re home again in 2012, each time exactly 30 years apart. The Stampeders are playing in the championship game for the first time since winning

it against the Montreal Alouettes in 2008. That year they upset the Als on their home turf at Olympic Stadium. Calgary earned a berth this year by upsetting the defending champion B.C. Lions 34-29 in the CFL West final at B.C. Place Stadium, while the Argonauts advanced by stunning the Alouettes 27-20 in Montreal in the East final yesterday. Off-season acquisition Ricky Ray powered Toronto with 399 yards passed, including a touchdown strike, as the Argonauts reached the Grey Cup for the first time since 2004, when they won their 15th title with a victory over B.C. Stampeders quarterback Kevin Glenn threw for three touchdowns as Calgary denied the Lions a chance to repeat. For the 33-year-old Glenn it will be his first chance to play in a Grey Cup after 12 season in the CFL. He was denied the opportunity in 2007 after he led the Winnipeg Blue Bombers to victory in the East Final but suffered a fractured arm. That year’s Grey Cup, which the Bombers lost to the Saskatchewan Roughriders, was also in Toronto. The last time the Stampeders faced the Argonauts in the CFL championship was in 1991 in Winnipeg, where Toronto won 36-21 with the help of Rocket Ismail. The wide receiver recorded an 87-yard touchdown on a kickoff return and was named game MVP.

Bonus for GSP THE CANADIAN PRESS MONTREAL _ Returning from a layoff of 18 months and 18 days after reconstructive knee surgery, a relentless Georges St-Pierre won a fiveround decision over Carlos (Natural Born Killer) Condit to unify

the MMA welterweight title. They each won a $70,000 bonus cheque for fight of the night. St-Pierre, as the UFC’s top pay-per-view draw, no doubt got millions more. The judges scored it almost a shutout for St-Pierre: 49-46, 50-45, 50-45. But it was still a bruising, take-noprisoners fight with St. Pierre pushing the pace from the opening.

THE CANADIAN PRESS NEW YORK Baseball commissioner Bud Selig says he will not stand in the way of the mammoth 12-player deal between the Toronto Blue Jays and Miami Marlins. Selig approved the trade Monday that sees Toronto acquire all-star shortstop Jose Reyes, pitchers Mark Buehrle and Josh Johnson, catcher John Buck and infielder/ outfielder Emilio Bonifacio for seven relatively low-priced players.

Miami receives infielders Yunel Escobar and Adeiny Hechavarria, pitchers Henderson Alvarez, Anthony DeSclafani and Justin Nicolino, catcher Jeff Mathis and outfielder Jake Marisnick under the deal, which was agreed to last week. The Marlins also are sending Toronto cash. The players traded by the Marlins have combined guaranteed salaries of US$163.75 million through 2018, including $96 million due Reyes. “It is my conclusion that this transaction, involving established major leaguers and highly regarded young players and prospects, represents the exercise of plausible baseball judgment on the part

of both clubs, does not violate any express rule of Major League Baseball and does not otherwise warrant the exercise of any of my powers to prevent its completion,” Selig said it a statement. “It is, of course, up to the clubs involved to make the case to their respective fans that this transaction makes sense and enhances the competitive position of each, now or in the future.” Since flopping during the first half of their first season at their new ballpark, the Marlins also have traded former NL batting champion Hanley Ramirez, second baseman Omar Infante, right-hander Anibal Sanchez and closer Heath Bell.

SUNDAY & Movies SUNDAY EVENING

THE ASSOCIATED PRESS GETTYSBURG, Pa. - Two-time Academy Award winning director Steven Spielberg expressed a sense of humility Monday as he delivered the keynote address during ceremonies to mark the 149th anniversary of Abraham Lincoln’s “Gettysburg Address.” “I’ve never stood anyplace on earth where it’s easier to be humbled than here,” said Spielberg, whose biopic about the 16th president is currently in theatres. His remarks were made at the annual event at the Soldier’s National Cemetery in Gettysburg, near the site where Lincoln gave the famous oration amid the American Civil War in 1863, four months after the battle in which the Union turned back an invasion of the North by Confederate troops under Gen. Robert E. Lee. After spending seven years working his new movie “Lincoln,” Spielberg said the president came to feel like one of his oldest and dearest friends, and he sensed he was living in the presence of what he called Lincoln’s “eloquent ghost.” “Lincoln wanted us to understand that equality was a small ‘D’ democratic essential,” Spielberg said, describing Lincoln’s threeminute speech as “his best and truest voice” and the single “most perfect prose poem ever penned by an American.”

Shows get the axe

THE ASSOCIATED PRESS LOS ANGELES - Three low-rated new TV series are getting the axe. ABC is saying goodbye to freshman dramas “Last Resort” and “666 Park Avenue” after 13 episodes each. “Last Resort” stars Andre Braugher and Scott Speedman as officers of a U.S. nuclear sub targeted by the government. It airs at 8 p.m. EST Thursday. The other cancelled ABC drama, “666 Park Avenue,” is a supernatural tale set starring Terry O’Quinn and Vanessa Williams. It airs at 10 p.m. EST Sunday. ABC didn’t announce Friday what will replace the two series after they finish their runs. At CBS, the curtain is down on the sitcom “Partners.” It’s about two pals - one gay, one straight (Michael Urie, David Krumholtz).

Stop loaning money to forgetful co-workers Mailbox

Marcy Sugar & Kathy Mitchell

Is there a professionally appropriate way of saying no the next time I’m asked for cash? -- California Casey Dear California: You have apparently been tagged as an “easy mark” in your office. It’s perfectly OK to say pleasantly and politely, “I’m so sorry, but I can’t loan you the cash today.” You don’t have to give a reason. If you say it often enough, they will assume you don’t carry that much money any longer or that you aren’t willing to part with it. Either way, they will leave you alone. Dear Annie: I would appreciate an objective

tolerate, the “waste of money” is a matter of opinion, and the risk of infection (or worse) is lessened if the piercing is done by a reputable professional under hygienic circumstances. As for her shape, her navel is not likely to do all that much growing. The better reason, Dad, is that you object. You are still her father and can say no if this makes you uncomfortable. She always has the option of piercing her navel at a later date. We think you and your wife should have an honest discussion with Olivia about this and see whether you can reach an agreement. Dear Annie: “Thwarted” was right on the money. Women my age are definitely in a “trapped” situation. We did everything the good girls were supposed to do. But men are looking for someone in their 20s who will take care of their every dream. Their trophy wives will

inherit the bulk of the assets that women like “Thwarted” enabled their husbands to acquire -- everything from education to taking care of them and their mothers. It sounds lovely and glib to say just go out

there and volunteer, get involved in activities and churches, and hopefully meet other women who are in the same place. But what about the men? The majority are looking for a nurse and a purse once their libi-

dos and bodies start to wane. -- 62 Married to a 75-Year-Old with No Reciprocity in Sight Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column.

Sudoku is a number-placing puzzle based on a 9x9 grid with several given numbers. The object is to place the numbers 1 to 9 in the empty squares so that each row, each column and each 3x3 box contains the same number only once. viewpoint regarding my (just) 16-year-old daughter’s request to have her belly button pierced. “Olivia” is an honor student and all-around wonderful daughter. But I am having trouble being objective about the piercing. I am opposed on several levels. First, it is a waste of money. Second, there is pain and, more importantly, the risk of infection or worse. I also feel she is too young and still growing. She is very slender, but I’ve advised her that her shape is likely to “fill out” in the next several years. Her twin sister, her mom and I enjoy reading your column every morning at breakfast. Am I being overly concerned? -- Worried Papa Dear Worried: Your concerns are perfectly valid, but Olivia could present a counterargument to each. The pain is something she is apparently willing to

2012 Conceptis Puzzles, Dist. by King Features Syndicate, Inc.

Dear Annie: I work in a large organization and know my colleagues quite well. Though I enjoy working with them, a number of them recently have begun borrowing cash from me. These are usually requests for small amounts to cover the cost of lunch or coffee, but over time, they add up. Not a single one of them has ever voluntarily repaid me. When I ask, the person inevitably looks surprised, smacks his or her forehead and says, “Sorry, I forgot,” before handing over the money. It’s not that I don’t want to be helpful and collegial, but I have come to realize that if I don’t pursue those in my debt, I’ll never get the money back and will have to write off those sums. Even if my colleagues aren’t doing this intentionally, I can’t help thinking that in some way, I’m encouraging irresponsible behavior.

YourByhoroscope Francis Drake For Wednesday, Nov. 21, 2012 ARIES (March 21 to April 19) Your idealism might be unrealistic today. When it comes to travel plans, politics, higher education or religion, keep your feet on the ground. TAURUS (April 20 to May 20) This is not a good day to make important decisions about inheritances, shared property, insurance matters, taxes and debt. You’re not strong enough to defend yourself today. GEMINI (May 21 to June 20) Relations with partners and close friends are subject to misunderstanding today. Essentially, you might feel disappointed in someone or let down in some way. (Ask yourself if your expectations are realistic.) CANCER (June 21 to July 22) You feel a bit tired today. Keep things light, and don’t be demanding on yourself or others, because others are easily discouraged today. LIBRA (Sept. 23 to Oct. 22) Today you might find yourself falling into negative thinking. You feel inadequate or not up to something. Hey -- lighten up! This is just a temporary dark cloud on your horizon. SCORPIO (Oct. 23 to Nov. 21) Avoid important financial

This discouraging feeling is temporary and will be gone by tomorrow. Relax. AQUARIUS (Jan. 20 to Feb. 18) Your relationships with people in group situations are discouraging or dissatisfying today. Yahk

Wireless service extended By Sally MacDonald Cranbrook Townsman

There is now cell service between Cranbrook and Yahk. Telus made the announcement Nov. 14 after going live the previous weekend at its new Moyie wireless site. The site, located on a rise southeast of Moyie Lake Provincial Park, brings wireless coverage to 14 kilometres of Highway 3 between Cranbrook and Yahk.

The new site also brings high-speed internet access to residents between Moyie and Yahk who have until now only had dial-up internet. It also increases safety along the stretch of Highway 3, especially for access to 911. “When you consider that more than 60 per cent of 911 calls come in from wireless devices, there are some real safety benefits,” said Telus spokesperson Shawn Hall.
