A third water line across the Fraser River, drawing water from Cannel Lake, could offer up to a 20-year solution for Abbotsford and Mission’s water needs. The idea is one of seven projects that will be examined and budgeted by staff in the coming months. On Monday, the City of Abbotsford and the District of Mission held a joint council meeting to discuss the ongoing water supply and infrastructure plan. As part of the discussion, the suggestion was raised for a new line across the river, to allow more water from Cannel Lake — about 10 kilometres north of Mission — to help fill Abbotsford’s Maclure reservoir. Currently, the Cannel Lake water licence allows for an average feed of 11.8 million litres a day (MLD) of water. However, recent changes to the licence now permits as much as 60 MLD be taken from the lake for short periods of time. Depending on the time of year and lake water levels, the extra supply could be drawn for up to three weeks before the lake level would begin to drop. In theory, it’s estimated the extra volume, to cover peak summer time usage, could postpone the cities’ need for a new supply by 20 years or more. Abbotsford and Mission have a total water source of 170 MLD, however, existing infrastructure only allows a peak hydraulic capacity of 155 MLD
per day, before the reservoir begins to drop. If those levels go down too much, it compromises the amount of water available for fire prevention. By adding a third line across the Fraser, the reservoir could be filled faster and both source and hydraulic capacity would be increased when needed. For most of the year, the 155 MLD maximum is adequate to meet both cities’ needs. Average use in 2011 was just 68.5 MLD while the peak day use so far in 2012 was 95.5 MLD on Aug. 20. That’s compared to a record one-day use of 139.2 MLD in 2007. Conservation efforts, public awareness and a new billing cycle seem to have created a new trend of declining peak water use. However, as both cities grow, usage is expected to rise. Last year, a plan was Braun presented to add a new water supply from Stave Lake at a cost of $300 million. The project called for a P3 (public private partnership) to help offset the cost. That proposal was rejected by Mission council, and soundly defeated during a 2011 referendum in Abbotsford. Since then, new options have been explored. Abbotsford Coun. Henry Braun said he is pleased to see that both councils seem to agree that water source is no longer the main issue. “Our problem is not water source, it’s delivery of the water and that still is an issue,” said Braun. He said the notion that the city is close to running out of water is just not accurate, and the increase at Cannel Lake changes everything, including staff reports. See ALL PARTIES Page 14

Mission needs four more Mounties to adequately police the district proactively, according to a Police Resourcing Methodology study conducted by RCMP’s E Division. There are 53 members at the local detachment, six are funded by the province and one is a civilian analyst. Officers are assigned to departments, such as community response unit, general investigation, and traffic. Twenty-four officers are general duty front-line members attending calls and investigating files. These officers have about 21 per cent of unallocated time to focus on police priorities and proactive duties, such as patrolling problem areas
and crime prevention. According to the study, Mounties should have 25 to 35 per cent of unallocated time; an additional four members would bring that number up to 31 per cent. Each detachment has unique needs and the report indicated Mission police are managing the most files per member, compared to their counterparts in the rest of the Lower Mainland. Mission also received the second highest calls for service per member and charge rate per population. “Mission is a busy detachment and it’s renowned for being busy at every level,” said Insp. Richard Konarski, officer in charge of the Mission detachment. A lot of problems and people police deal with are Mission based,
said Konarski. Police have a crime reduction strategy and work with community partners to address some of these issues. If there are other agencies at the table, there are more tools to use, he explained. “Each community has to make decisions based on priorities and what’s important,” he noted. “I try to do everything I can to maximize what my officers are doing and work with agencies.” Each additional officer will cost the district about $135,000 a year, or just over a half-million dollars. It’s a expense that Mission’s Mayor Ted Adlem isn’t prepared to pay for at this time. “It’s their wish list,” said Adlem about the report. “It’s all part of the budget process.”

New heroes needed
It hasn’t been a good year for heroes. Especially for those whose revered accomplishments have come in sports. A beloved football coach was implicated for his role in a sex-abuse scandal by one of his underlings. A renowned golfer continued to struggle his way back from his own admitted indiscretions that have derailed his career for more than two years. And there have been the usual assortment of bad behaviour and insolence that are often followed by tearful apologies at hastily-called press conferences. On Monday, one of the biggest heroes of all hit the ground with a resounding thud. Lance Armstrong’s story of overcoming testicular cancer that had spread throughout his body to win the Tour de France cycling race seven times transcended his sport. It touched the lives of millions around the world facing their own difficult struggle with the disease. It gave them hope. It fueled the resurgence in cycling for health and fitness, sparked charity events like the Ride to Conquer Cancer. But as cycling’s international governing body affirmed on Monday, it was all built on lies. Armstrong cheated. He used performance enhancing drugs to achieve his remarkable athletic success. He bullied and enabled those around him to do the same. Aside from the black mark Armstrong has tarred upon his sport, he’s betrayed the hope and inspiration many took from his story. And he’s carved another sizable notch in the notion that athletes are role models, people to be admired and emulated, an example for young people. Perhaps it’s time we look for our heroes closer to home, to the people who touch us every day, who live their lives with integrity and honour instead of athletic glory and sponsorship riches. here was palpable disappointment among reporters when Greenpeace organizers clarified that U.S. actors Daryl Hannah and Mark Ruffalo weren’t actually going to join the sit-in against heavy oil pipeline proposals at the B.C. legislature on Monday. I was disappointed too. I would have liked to learn more about what a washedup mermaid and an easily confused Incredible Hulk really believe about the North American oil industry. In the spirit of celebrity slacktivism, both sent statements of support. Hannah has had lots of free time since starring in the 1984 mermaid fantasy Splash. The doctor who diagnosed the original bile cancers admitted: “These results were based on a small number of cases — there is no cause for alarm.” Was this news trumpeted around the world? You can guess the answer. My point here isn’t to make fun of ill-informed celebrities. It’s to counteract the fawning, scientifically ignorant coverage they are routinely given by the mainstream media. And I’m not promoting the oil sands or pipelines. Improved parking = customers Editor, The Record: Re: First Avenue speed limit dropping to 40 km/h, Oct. 18 edition. I feel I must respond to Carol Aun’s article about reducing the speed limit on First Avenue and specifically to Ronda Cushnie’s comments about making the area pedestrian friendly. Making First Avenue pedestrian friendly would be easier to do if Mission was not full of strip malls. Mission’s Downtown Business Association will draw business to their shops only if they can provide a great deal more parking on First, North Railway and Second avenues as well as the connecting streets of James, Welton, Horne and Grand. There are many times when I have found it so difficult to park within several square blocks of the business premises I wanted to go into that I have simply given up and gone home. I am not a person who patronizes drive-thru restaurants, and I am certainly not averse to walking a bit to get where I need to go. Having said that, I’m not going to park at the now deserted Bellevue Hotel if I want to go shopping at Goody Too Shoes or have lunch at Eleni’s. Decades ago Vancouver’s Granville Street merchants decided to make a several block section of the thoroughfare into a pedestrian-only mall. The sad result of that was it went from being a viable, lively shopping mecca into a run-down place where vagrants and
drug addicts took up residence, scaring away shoppers and tourists. Another problem that needs to be addressed is the horror of trying to drop off your child for dance lessons on First Avenue. There is not even a safe
place to stop with flashers on to safely let out and pick up the students because of congested parking. I hope the DBA can quickly come up with solutions. Karen Gardner Mission

A number of First Avenue businesses are hosting a special event this evening to thank their customers. Five downtown shops are participating in the Customer Appreciation Night, and each will feature a number of specials on merchandise, refreshments and friendly service. “This is an opportunity for business in downtown Mission to have people come down and do a walkabout,” said Carlo Billinger, coowner of Rex Cox Men’s Wear. He says he still regularly hears from local

been busy throughout the year promoting the event with Zombie Walks around town. “We had a blast,” said Arcand, adding this event has also attracted the most participation from youth, with 75 applying to help. The Haunted Mansion project encompasses nearly every art form from visual, to music and performing arts. “We’re not just flowers and paintings,” said Arcand. Students made props, sets and came up with ideas during castings and rehearsals. There were some good screams coming from the Haunted Mansion the first few nights of the show and there will sure be many more this week as the zombies and other local spirits get a bit more comfortable in the home. The Haunted Mansion tours runs until Oct. 30 from 6 to 10 p.m. at the Mission Arts Centre, 33529 First Ave. Tickets are $10, plus a non-perishable food donation to the food bank (or $2). Children under eight years old will not be permitted and children between ages eight and 12 must be accompanied by an adult. Tickets are available at the door. Cleaning up downtown ‘key’ to revitalization: Hensman BY CAROL AUN Mission Record
Mission Councillor Dave Hensman wants to know what options exist to encourage some property owners on First Avenue to clean up their premises. Last week Hensman said tidying up what is currently there is a key part of the revitalization process. “I’d like us to develop a more stringent policy, or enforce the policy we have,” said Hensman. “A lot of buildings are darn neglected and we need to get tough
on that side of the equation. Leaving the buildings as is is not Hensman acceptable and we need to demand change.” Hensman said property owners who redevelop should be awarded, and penalties should be meted out to those who are consistently asked to clean up. Council is musing over tax incentives to encourage owners, the councillor said.
“We really want to rebuild downtown into a beautiful shopping area and we will put our creativity and emphasis there.” Hensman also pointed out not all downtown buildings are a problem. “I’ve had numerous conversations with business owners who own their building and they’re excited about it,” said Hensman about developing the downtown revitalizationplan. “They’re local people investing in the community.” “Many downtown buildings have definitely
outlived their usefulness and need to be retired into the landfill,” said Hensman at the Oct. 15 council meeting. “The heritage stuff that’s good down there, obviously we need to keep it and preserve it and use it for as long as we can. But when you really look at it, there’s not a lot of great stuff there.” The big picture is to revitalize downtown, but until we get there, out of town landowners need to maintain their buildings, he added. The downtown plan is expected to be finished by March 31, 2013.

“All of the graphs that we have been seeing only show the addition of the Bevan Wells — they completely ignore Cannel Lake and the fact that we can for a three-week period roughly extract 60 MLD of water.” Other councillors voiced similar concerns about the staff reports, some of which will now be revised to show demand levels and projections that include the Cannel increase. Jim Gordon, Abbotsford’s general manager of engineering and regional utilities, told councillors a new river crossing would provide some redundancy if Norrish Creek, the main water supply, became unavailable. He also said the new line could be used for any of the longerterm water projects that would eventually be needed. There was no cost estimate on what the new line would cost — a guess of anywhere from $20 million to $100 million was suggested. Staff will now take a closer look at costs. Abbotsford city manager Frank Pizzuto said because of conservation and other factors, there is “probably enough water for the medium term.” He said the original Stave Lake plan
would have given the cities a new water source and delivery system that would have been sufficient for the next 75 years. “...we are probably going to have to go there, but probably not as fast as we thought. But we better do some things at the short and medium term to make sure we have an adequate water supply.” Mission Mayor Ted Adlem said he feels the councils have reached a consensus on what should be happening. “The whole issue of infrastructure delivery is what we have to focus on,” said Adlem. “I really believe that everyone around the table is now on the same wavelength.” Along with the third river crossing, staff are being instructed to examine and budget six possible long-term solutions to the cities’ water capacity needs. Those projects include increasing the water licence and expanding the use of Norrish Creek; using the Fraser River as a new water supply; tapping into the Metro Vancouver water system; obtaining a new water source from Miracle Valley; using Stave Lake as a new water source; and pumping water from Stave Lake into Cannel Lake and using Cannel as a water supply. Reports would go to the Abbotsford Mission Water and Sewer Commission before going to both councils.
SAINTS adoption drive on now until year’s end
October Melancholy
As the days grow shorter and the leaves turn color and fall languidly from the trees, there is a peculiar melancholy which we are susceptible to at this time of year. October days are tinged with sadness and a sense of loss at the end of another summer, and yet this is combined with a feeling that the beauty of a crisp autumn day under a clear blue sky somehow redeems the loss of summer. The last monarch butterflies wearily flapping their exhausted wings, the flocks of geese heading south, and the vibrant colors of the leaves all presage a time of dormancy, when we will hunker down for the long, cold winter. Everyone probably has a favorite season of the year, but being able to enjoy each one with its different qualities is a blessing from God. And, perhaps this October melancholy is God’s way of telling us to start conserving our energy. If we’ve been diligent all summer, and the harvest is plentiful, then just maybe, with the Lord’s blessing, we’ll make it through the coming winter, and live to see another glorious Spring. A dog adoption drive is on now until the end of the year. Between January and June of this year, 20 dogs were brought into the SAINTS (Senior Animals In Need Today Society) shelter, but only five were adopted. SAINTS works with animals that are often unadoptable due to their specialized physical and medical needs. The society provides living end-of-life care for these animals. Many go to SAINTS from other pounds where they were to be euthanized. The Pedigree Adoption Drive kicked off Sept. 19, and the pet food company has donated $5,000 to the society to help with food, medical expenses and operating costs. Funds for the program come from a portion of proceeds from the sale of each specially marked Pedigree dry dog food. Council is proposing a budget/tax increase of 1.49% for 2013. This proposed budget/tax increase has been achieved with minimal impact on District services and service levels. The budget focuses on debt retirement and infrastructure replacement as being the key priorities. Council is also proposing a 2% increase in municipal utility (water, sewer, and refuse) user rates, as gradual utility rate increases will ensure that critical infrastructure can be built and/or maintained without borrowing. A brief presentation by staff will be provided before members of the public are invited to address Council. For detailed budget information, please visit the Finance Department at Municipal Hall or visit the District’s website. A Community Budget Consultation package will also be made available at the meeting. Council would like to hear and/or receive your input before they finalize the District’s 2013 budget and invite the public to the Community Budget Consultation meeting on Monday, November 5, 2012. This meeting is an opportunity to provide input and feedback on the District’s proposed 2013 budget. Halloween is a fun time for kids, but it is also an important time to be extra vigilant for possible safety hazards so that your children have a fun and safe Halloween. Here are some costume safety tips: • Choose a costume made of flame retardant material; • Costumes should be short enough so that they don’t drag on the ground and cause your child to trip and fall. Shoes should fit well — no oversized high heels; • For good visibility, add some reflective tape to the costume or bag your child is using to carry candy, or make/choose a costume made of bright material that is visible in the dark. It’s not uncommon for some children to ride their bikes, roller blades, or skateboards from house to house. Some children can travel at high speeds on these things and before you know it, they can be right on top of you; • Masks should fit securely and allow your child to see well and not hinder visibility; • If using face paint, make sure it is nontoxic and hypoallergenic; • Knives, swords and other props should be made of a flexible material, so that they don’t pose a hazard if fallen on. Remember to instruct your children to bring all candy home before eating it so that you can carefully inspect it for tampering.

Big and Rich will be one of the headline acts at next summer’s Rockin River Music Festival in Mission. “We’re all very excited to have Big and Rich at the fifth annual Rockin’ River festival,” said concert organizer Kenny Hess. “Big and Rich is one of the most entertaining acts in the country scene, and they’ll put on a great show at the raceway next summer.” Big and Rich’s hit song Save a Horse, Ride a Cowboy, topped charts in a variety of music genres in 2004, and their most-recent album Hillbilly Jedi, the duo’s first release since 2007, has been widely acclaimed. Private, athletic, loyal, entrepreneurial, trustworthy, competitive, exacting, proud, justly fair, tenacious: these are all things Allan. Hard to live with? Sometimes, yes. Hard to get to know? Definitely. Loyalty was number one: we knew he was there for us. Tough on the outside, softcentered. He believed in giving 110% to all he put his hand to, whether business or sports. Allan expected the best from all around him - not least of all, himself. Born in Kingston, Ontario, adopted in infancy, grew up prairie-poor in Saskatchewan. Playing sports, especially hockey and baseball was his passion. Allan married Carey, his wife of 38 years in Abbotsford, BC. Allan started work at Matsqui Institution, and later became the District Director for the National Parole Service. Carey and Allan started Abbotsford Printing which they ran together for 14 years. Next, a paper supply company was formed. In 1991 they purchased and managed Eze Rent-It-Centre. The past 17 years they have owned 2 businesses in Alberta, while residing here. Through the printing years, they started their family of three daughters and one son: Nichol, Vanessa, Alexandra and Conrad Furey. Allan always thought outside the box. Many would come to him for advise either for personal matters or for business related ones. He loved the “game� all his life, not as a fan but as a competitor. He played AAA baseball, farm team level hockey, racquetball, running, weight lifting. His nemesis -golf -- caused literally hundreds of thousands of balls to flee from his clubs over the years. And he was addicted to is children’s sports too. Allan was agnostic most of his life. Months before he left us he trusted Jesus Christ with his soul. Allan died at age 66, the result of complications from multiple massive strokes in December of 2011. Allan will leave a chasm in our home and will never be forgotten. We love you and miss you Allan. God’s speed and see you on the other side. In his memory, a celebration of Allan’s life will be held in BC, Alberta and Saskatchewan. Notice will be given at a later date. Born November 28, 1912 in Dauphin, MB and passed away peacefully at Bevan Lodge on October 18, 2012. He is survived by three sisterin-laws, Gina Gushel of Regina, Ardiz (Duffy) Enger of Victoria and Doris Barrett of Abbotsford, as well as extended family and dear friends. He was predeceased by his loving wife Vivian (December 2011). Thurlow was a teacher, musician and poet. He played the banjo and saxophone. Thurlow was a member of the MSA Poets Potpourri Society. He called himself the “Cascade Poet�. Thurlow also enjoyed square dancing and was a past member of the Abbotsford “Grand� Squares Square Dancing Club. Thurlow was loved by all who had the privilege and honour of knowing a true gentleman in every respect. We will always love and miss our dear Thurlow. The family wishes to thank the staff of Bevan Lodge for the excellent care Thurlow received. Leonard William Watkins passed away peacefully surrounded by his family on Monday, October 15, 2012 at the age of 77 years.
