work’s practical and symbolic importance. “Demystifying our building, our officers and our intentions in the work that we do is a crucial step towards a fully integrated police service for the Nation,” said Tait. “We are your partners, your neighbours and your friends. By culturally formalizing our relationship publicly for all to see, it is hoped that this modest event will demonstrate the RCMP’s
commitment to the Nisga’a Nation in many capacities. “This artwork will act as a reminder to all who visit and work in our building of our willingness to communicate and cooperate as we—RCMP and Nisga’a Nation — move forward together in unity,” Tait added in his explanation to Lisims government officials. Refreshments followed the ceremony.

Kitimat beach and creek re-opened to the public By Cameron Orr

KITIMAT - Hospital Beach and Moore Creek access have been reopened, as Rio Tinto Alcan (RTA) have made adjustments to their traffic systems around the modernization construction site. The District of Kitimat and RTA made a joint announcement regarding the beach’s re-opening in an ad in the Northern Sentinel on Oct. 10. Communication and External Relations Manager for RTA Colleen Nyce is aware that the season to take advantage of the beach and its boat ramp is coming to a close, however the work to mitigate safety risks to the public have been ongoing over the summer. “We didn’t just open the beach because people in the community asked us,” she explained. “The reason why it was closed was because there was a public safety risk.” She did say that community feedback and discussions with the District of Kitimat were, however, certainly a big reason why the beach was reopened. In the announcement last week, it was said that the changes to work site traffic included re-routing rock trucks, building a new bridge over Anderson Creek, and will include the eventual installation of traffic lights near the Construction Village. An extra construction road from the former Eurocan Haul Road has also been built. “All these things will reduce the
risk to public safety,” said Nyce. RTA does reserve the right to close the beach again if they feel safety is a concern, but Nyce said that such closures would be temporary. “This is a mega project down here. It is a $3 billion-plus project...we need to make sure we’re a safe project,” she said. Nyce said that RTA and the District of Kitimat have been having very productive meetings over the past six months, and noted that their last meeting before re-opening the beach was particularly productive and cooperative. “I think that’s the absolute best way that we should be moving forward, and that’s together,” she said. “We’re really hoping that we can continue to work that way.” Nyce was asked about a discussion from Kitimat Council where Phil Germuth moved to ask RTA to give Hospital Beach to the District for its 60th anniversary, but she said that has never been a topic of conversation between the District and the company. (Germuth’s motion did not pass at council.) She said that the land is in RTA’s strategic footprint and that it will “never be sold.” She pointed out that on the 40th anniversary of what was then just Alcan, the company did dedicate the beach to the community. “The best we could do is dedicate it to the people of Kitimat and maintain it annually.” Mayor Joanne Monaghan called the announcement a vistory.

Big black bear and lack of COs causing concern in Port Edward By Todd Hamilton

PORT EDWARD - District of Port Edward councillors Knut Bjorndal and Murray Kristoff are calling a garbage-raiding black bear in the community not only the biggest bear they have ever seen, but also dangerous. And there is no clear answer for whom to call to solve the problem. A debate was kicked off at District of Port Edward council after Mayor Dave MacDonald once again urged residents to take steps to police their garbage and fruit trees in the wake of several nuisance bear complaints, centering around one especially large black bear. “It’s the largest one I’ve ever seen around here,” Bjorndal said. Kristoff said the huge black
bear had been seen around his business as well. “We’ve never had a bear come to the shop before,” he said. “I don’t care… plums or not, garbage or not… it’s here and it’s not afraid.” Councillors and district staff, who have been contacted a number of times with complaints about the bear, mainly in the trailer park area, said a lack of conservation officers in the area is not helping the problem. Bjorndal said there are only three C.O.s serving the north and RCMP are not prepared to handle nuisance animals. “Some of these [RCMP] officers are from the city,” he said recounting an alleged incident when a female RCMP officer was extremely reticent to dispatch a deer that had been struck

A comment that Councillor Christine MacKenzie rebutted. “The reason people call police is because they know the C.O.s are not here,” she said. Kristoff ended the debate saying if it came to it, he’d take the matter into his own hands. “If it’s coming [into his house or yard] I’m shooting it,” he said. “I’ll worry about [legalities] later.”

KITIMAT - Kitimat’s fire fighters have proven they aren’t just for flames and calendars That became quite clear for 84-year-old Beatrice Stead, who turned to the fire department to solve a problem in her Kiwanis Village apartment. Beatrice was being driven mad by an incessant beeping sound in the evening of Sept. 28. She eventually had enough after two hours of the noise, and convinced it was her smoke alarm she called the fire department. Normally she would have called nearby family however they happened to be out of range when this happened. It was no mind for the fire department who sent two members to check on her and her broken smoke alarm. Yet it wasn’t just their punctu-
geon, who came to the paper with this story. The fire fighters, she said, went beyond expectations for her mother. With a new smoke alarm in tow, the fire fighters checked out the one she already had installed and discovered it wasn’t it that was broken. A quick investigation of the apartment led them to the culprit
of the noise; a defective microwave oven. “She said, ‘these two amazing men came down,’” Wendy said of her later conversation with her mother. “I guess when they were here the one gentlemen said to her, ‘Oh, I’ve got extra microwaves.” The guy even gave her a choice of colours: black or white. Wendy explained that after the fire fighter moved in with his girlfriend and got married they found they had an excess of microwaves. The men sat and talked with Beatrice for awhile before they left to make sure she was alright. “They’re just amazing people. They don’t just go to fires,” said Wendy. “To me [they’re] going above and beyond their job.” Wendy’s sister, Janet Johnson, also weighed in on the topic, saying that she is very happy to live in Kitimat, in no small part due to the exceptional fire department.

Kitimat oil refinery touted as needed industrial linchpin PRINCE RUPERT David Black of Kitimat Clean Ltd. held an informal discussion in Prince Rupert about his plan to build a made-in-B.C. oil refinery to process Alberta crude before it is shipped to Asian markets. Roughly 100 people attended the conversation at the Lester Centre of the Arts, with plenty of discussion for and against the proposal taking place. The event started with Black talking about the project, and why he believes it’s a viable solution. Afterwards members of the public had an opportunity to ask questions and state their concerns, with many taking the chance to do so. “It was a pretty clear exchange of views. [Some] people came with strong opinions and kept them, but we heard each other out,” Black said in an exclusive interview after the event. Black has four reasons for wanting to build a refinery; there would be no possible chance of a bitumen spill offshore, there would be around 6,000 jobs created in the construction phase of the project, there would be approximately 3,000 new jobs associated with the refinery, and finally the jobs and construction work would mean more money going back to the government to go towards schools, hospitals, etc. “I do worry that our kids don’t have the job opportunities we do,” Black said. Additionally, Black said another positive of the refinery is that, combined with Enbridge’s pipeline, it would be an all-Canadian project with all the profits staying in the country. The potential refinery would be the first built in Canada in decades and would ship gasoline, diesel and avi-
Black said today’s pipelines are safer because of decades of technological changes and if the refinery were to be built it would have higher green standards than if built in other countries. Black said there would be no down side to the project, although many members in the audience disagreed. “Most folks have lost faith in Enbridge,” Black said, adding he believes the Northern Gateway Project won’t go ahead in its current form. “I don’t want to be involved with this if we can’t build that pipeline safety.” Black thinks that British Columbians will be more comfortable with the Enbridge project if the risk of an off-
shore spill is taken away, and that’s the point of the refinery. Black started looking into the project one year ago, and says he has gotten plenty of support for the idea from many, including oil companies and Prime Minister Stephen Harper. Black met with chiefs in Haida Gwaii earlier in the week, and says he hopes to talk to more Aboriginal chiefs in the future. Furthermore, Black Press conducted a telephone survey asking 1,400 British Columbians at random seeking their opinion on the Northern Gateway Project with a refinery. Black says the results of this poll showed 72 per cent either were in favour or were “somewhat supportive” of the refinery. In northern BC 65 per cent of people surveyed said they were in favour. Teachers, staff decide on use for $323,303 flying fish By Martina Perry

PRINCE RUPERT - Teachers and support staff employed in School District 52 have decided what they will use their portion of the Learning Improvement Fund (LIF) on. The district received $323,303 from the Ministry of Education, which they will use on more teaching staff, and consultation time. The LIF was implemented to ease the challenges of classrooms. Teachers and support staff could choose to use funds for hiring additional staff, providing teaching time, or supporting professional development and training for teachers. The government will give $195 million over three years, providing $60 million to be allocated to classrooms with the highest needs this fall. In 2013, another $60 million will be distributed and in 2014 $75 million will be
given out. The Prince Rupert District Teachers Union (PRDTU) received $254,306, and chose to use funding to increase teaching time. There are currently 153 full time equivalent (FTE) teachers in the district, which is up from last September when there was 147. Joanne Larson, president of the PRDTU, said although the funding will help, it doesn’t make up for the cuts to the education system. “The funding is such a small pittance from what has been taken away from education over the last decade. While it does offer some moderate relief in the classroom, it certainly does nothing to mitigate the circumstances back to before the language was stripped,” Larson said. The International Union of Operating Engineers (IUOE) Local 882 received $41,503 from the LIF, which they decided
to spend on before-and-after-bell meetings with child care workers and study centre workers to consult with learning resource teachers. “They never get a chance to meet during school time, so this gives them extra time to,” Colleen Wiens, service rep and chief shop steward of IUOE Local 882, said, adding when child care and study centre workers met with learning resource teachers it meant students would be without assistance during that time. Weins said that this funding does not relieve any tension between support staff and the government because they still aren’t being offered any of their requests they’re bargaining for. $34,508 of the LIF was put into reserve, with decisions on what to use this portion of funding happening in conjunction with the change of terms at the middle school and the semester change at the high school.

PRINCE RUPERT Traffic on McBride came to a halt on the morning of October 16 following an accident involving a taxi and pick-up truck. According to Cst. Matt Ericson of the Prince Rupert RCMP, the accident occurred when the taxi driver stopped at a crosswalk for a pedestrian. The driver of the white truck was allegedly looking at a car entering McBride St., didn’t see the taxi stopped and struck the car. The driver of the taxi was taken to hospital as a precaution, but nobody was seriously injured.

Petronas hopeful for 2014 construction By Todd Hamilton The Northern connector
PORT EDWARD Petronas Carigali Canada is pursuing an aggressive construction start date of 2014 for their Lelu Island LNG project. Tessa Gill, head of stakeholder management for Petronas Carigali Canada’s LNG export project, told District of Port Edward council the company has plans, once government regulatory reviews are complete, to obtain initial construction permits in early 2014 and make the final investment decision which will pave the way to construction later that same year and the first deliveries to begin in 2018. Gill said the LNG project is expected to create 3,000 to 3,500 direct and indirect jobs during peak construction and 200-300 during operation. However, as Port
Edward councillor Knut Bjorndal questioned, the project also hinges on a federal decision whether or not Petronas — a Malaysian-based company — can proceed with its $5.2 billion takeover of Canadian-owned Progress Energy — a decision that was inexplicably delayed two weeks earlier this month to Oct. 19. Bjorndal commented that this particular project was harbinger of good things for northern B.C. employment. “There’s gonna be a helluva lot jobs in northeast B.C.,” Bjorndal said referring to the massive numbers needed to connect wells to the upstream network which would feed the Lelu Island LNG plant. “We’re really excited here.” Gill said the company is planning on developing two LNG trains, a term used to describe a liquid natural gas plant’s liquefaction and purifi-

Recently, in this space, I mentioned the extra care and attention that have gone into the planning of the Gateway pipeline route. I’d like to tell you now about another largely untold piece of the Gateway pipeline story — and that’s all the work we’ve done on pipeline integrity in order to prevent a spill.

Recently, we announced a series of safety enhancements that push Gateway far beyond the stringent standards of the pipeline industry. Put simply, they make what was already a very safe project even safer.
We’ll also be fitting the pipeline with dual leak-detection analysis systems. That means two entirely different means of highly accurate data analysis along the route, giving us a computerized model of pipeline flow, with information constantly being captured, updated, and monitored.
We’ll be making more in-line inspection surveys across the entire system — at a minimum of 50 per cent above current standards — plus full biweekly air patrols.

Although tankers have been safely navigating the north coast and its channels for decades, marine safety remains a top priority for British Columbians. We have been planning the Northern Gateway Project for over a decade, with a particular focus on protecting the environment. TERRACE - The province needs to do more to provide job skills for northwestern residents, acknowledges jobs minister Pat Bell. He made the comment following the release of September jobless figures for the northwest which show the rate, while slightly improved from August’s 11.8 per cent and July’s 12.2 per cent remains in the double digits at 10.5 per cent. Bell’s been promising for several months to get his officials to find out why, in the face of an improving regional economy, the jobless rate remains not only high, but the highest in the province. He once suspected there might be anomalies or oddities in the way the jobless num-
bers, which are based on interviews conducted by Statistics Canada, are represented, noting the jobless percentage is based on a small sample size being taken in the region. “While it is a big [jobless] number, we have to be a little cautious,” said Bell. Jobless stats elsewhere are derived from places where the population is at least 50,000, he said. But he drew the line at sending in a team of people to travel the northwest to obtain a more reliable sample size. Still, Bell said the regional jobless stats do provide indications of economic activity. And he did key on a comparison which indicated there were 6,400 fewer people working in the region from September 2011 to September 2012.
“We need to do a better job,” Bell said of job training. Elsewhere in B.C., Bell said he was satisfied with job creation and job activity, noting there was an increase in agriculture workers, hospitality industry workers and those employed in the field of international students. “We had another reasonably good month,” said Bell of September. The provincial jobless rate was 6.8 per cent in September, the same percentage as in August. Across the regions, the jobless rate for September was 5.9 per cent on Vancouver Island, 7.1 per cent on the Lower Mainland, 5.2 per cent in the Thompson-Okanagan, 8.8 per cent in the Kootenays, 8.2 per cent in the Cariboo and 4.4 per cent in the northeast. TERRACE - Some of the sting of Thornhill Jr. Secondary School’s closure last year is set to be soothed as sports groups who have used the gym in the past will be able to continue using it this fall. An agreement between the school board, community user groups, and the city was quietly reached last month on the use of the Thornhill Jr. gym. When the school closed at the end of last school year, groups were left wondering if they’d be able to continue using the gym, which some of them call the best facility in the area. While the school board understood the gym was a benefit for the community and hoped a solution could be found, their stance from the getgo was that they were not willing to incur any extra costs to keep the gym open. This meant it was up to user groups and the city to hash out a solution – which they did, with no extra cost to the school board. “The district will continue to cover any costs we would have incurred if the building remained vacant (minimal heating and ventilation),” said Alanna Cameron, secretary-treasurer at the Coast Mountains school board. “The City of Terrace will cover anything over/above.” User groups like the Terrace Women’s Soccer Association and the Badminton club have said the fees for the year will rise slightly. The facility’s use is on a trial basis until Dec. 31 to start. “We have a three-month licence agreement with the City of Terrace – Parks and Rec Department,” said Cameron. Only a portion of the school, including the gymnasium, will be open and using electricity, she said. “The rest will remain ‘dark’,” she said.

Prince Rupert Rampage netmidner Blake Buckham denies Williams Lake Stampeders forward Stu Sasges on the doorstep Sunday in Williams Lake. The Rampage notched the first goal of the afternoon but it was all Stampeders after that. Williams Lake scored seven unanswered goals to win 7-1.
PRINCE RUPERT - The Prince Rupert Rampage are still looking for their first win of the season following two weekends and three games in the 2012/2013 CIHL season. The Rampage started off the season with a trip to Kitimat on Oct. 6 to face the Ice Demons, who have been rivals of the team since Prince Rupert entered the league. Kitimat took the game 6-1. On Oct. 13 the Rampage started their longest road trip of the season, facing the Lac La Hache Tomahawks in Lac La Hache. It was a high scoring affair, with the two teams combining for six goals in the first period alone. Again it was the home team opening the scoring, with Don Nicholas putting the Tomahawks up by one just 51 seconds in, with Rupert’s Jared Meers tying the game just under halfway through the period. Lac La Hache would extend their lead to two on goals
by Grant Johnson and Robin Gilbert, but the Rampage would bounce back and tie things up at three before the period ended with goals by Josh Kierce and Kory Movold. That lead would be shortlived though, with Lac La Hache scoring just 57 seconds into the second, and adding two more unanswered goals to lead 6-3 with just under nine minutes to play. And Meers would net his second of the game just 32 seconds later to pull to within two. But before the period ended Lac La Hache scored again to extend the lead to three.In the final frame, Movold added his second of the game, but it was too little too late as Lac La Hache would score again en route to a 9-5 victory. On Sunday the team faced off against the Williams Lake Stampeders. In this case the Rampage opened the scoring, but the Stampeders shut them down for the rest of the game while amassing seven goals of their own for a 7-1 win.

KITIMAT - The Kitimat Ice Demons, wearing new home uniforms for the first time, got the new 2012-13 CIHL season off to a fast start — literally. Defenseman Kyle Madsen took a draw from Nick Markowski in the first shift and drifted a shot towards Keano Wilson in the Rampage net. The shot was tipped by a Rampage defender and fluttered into the net with just 40 second gone in the game. New Demons’ winger Dan Jerrett was credited with an assist but probably did not touch the puck. After a feisty Challenge Cup game against Prince Rupert in the North Challenge Cup, some fans were disappointed by the slow start by the Rampage, who fell behind
3-0 with just six minutes gone as first Jon Aiken from new Dman Brandon Wakita, wearing a new number, 15, tipped a puck behind Wilson after a neat passing play from captain, Derek Wakita and Ian Coleman, left Brandon only the goaltender to beat. Twenty-year old Tyson Craven, playing his first regular-season CIHL game for his home town Ice Demons did not see a lot of action early, but heard a satisfying whack as he blocked away his first shot, one of 29 to come his way in the game. About two minutes after Kitimat’s Kory Finn and Rampage’s Al Tolmie wrestled and then dropped the gloves to earn five minute and game penalties, Gregg Sheppard scored the first and only goal of the game for Prince Rupert after an attempted clearance from the Demons end got in-

tercepted. Sheppard sent a seeing eye shot into the back if the net through a crowd in the Demons’ crease. Up 3-1 it looked as if the Demons couldn’t wait to get to the penalty box as Kyle Madsen and Jon Aiken took roughing penalties right after the goal, and then William DeJong threw an open-ice hit from behind that referee Tyler Noble could not ignore, earning two minutes and game penalties. But it did not come back to bite them as the period ended with the score unchanged and with Craven withstanding a number of late shots as the Rampage saw an opportunity to get back into the game. He stopped 11 of 12 in the period. The Demons seemed to get some better control of their game after the intermission and played a solid period of hockey out-shooting Ram-
page 11 to eight and despite several good passing plays around the net, they only had two goals to show for the effort, one an unassisted marker by Derek DeLisser, who came round the back of Wilson’s net and his back-handed flipper caught a space between the tender and the post for the solo goal. Seven minutes later Josh Slanina got rewarded for some good stick-handling and passing as he lofted one down the middle that Wilson could not spot. An assist, his second of the night, went to newcomer Brandon Bye, who played a solid game throughout. The other highlight was a stop by Craven on a penalty shot after Bye had pulled down Brian Tates in the crease area. In the third, as the Demons continued to take too many unnecessary penalties,
the Rampage could not seem to get any speed or passing going on a consistent basis and Dave Venman was awarded an unassisted goal at the 12 minute mark after the puck went behind Wilson off a defenseman’s pants. Total shots in the game, on the score sheet, were 31 for the Ice Demons and 29 for the Rampage but with the Demons having a deficit 45 minutes in penalties in the game against 33 minutes to the Rampage. Overall it was a rather sloppily played game on poor ice after a hit day in Kitimat. Other league scores saw last year’s CIHL league and playoff champions the Smithers Steelheads run up the score to 9-3 over the Omineca Ice, while it took a shootout in Terrace for the River Kings to take their season opener 6-5 over the Houston Luckies.
