Preventing Southlands greenhouses could force suit Lawyer says attempting to rezone properties could be seen as misfeasance of public office ADRiAn MACNAir REPORTER

Delta council has learned that any attempt to rezone Century Group’s Southlands properties to prohibit the building of greenhouses, should their housing application be denied a second time, could result in a significant risk of legal action. The municipality received three separate legal opinions suggesting Delta could become embroiled in a lengthy and expensive court battle that could result in a substantial damage award for Century Group. Century Group president Sean Hodgins has previously said the company would consider greenhouses and other industrial farm uses if their 950-housing unit development proposal is rejected. Municipal solicitor Gregory M. Vanstone, wrote that rezoning bore the “potential for allegations of misfeasance of public office”

(abuse of power). Vanstone noted a similar challenge was made in the case of Windset Greenhouses against the Corporation of Delta a decade ago, which went to the BC Supreme Court before the municipality was found to be acting outside of its powers. “This type of challenge is especially problematic for the municipality, as the plaintiff, if successful, may be entitled to recover all damages, including reduced market value and/or loss of profit, that it suffered as a result of the adoption of the bylaw,” wrote Vanstone. A second opinion from John Alexander of Cox Taylor confirmed that since the Southlands aren’t in the Agricultural Land Reserve (ALR) and therefore are not within a “farming area” as defined in the Local Government Act, council is powerless to create bylaws preventing industrial agriculture.

“There is a significant risk that a bylaw which goes beyond regulating land use and perhaps exceeds the power to regulate the conditions of use, and strays into the area of regulating the activities of particular owners or business activities or operations could be struck down,” he wrote. Even if Delta does proceed with rezoning the land, Alexander said Century Group could apply to have the properties put into the ALR, which would give the Agricultural Land Commission precedence over local bylaws. A third legal opinion provided by Davis & Co. also concluded that rezoning would lead to a legal challenge on the grounds of “bad faith, unreasonableness and/or lack of statutory authority.” Southlands properties are located in Tsawwassen just north of Point Roberts, between Centennial Parkway and 56th St. adrian@southdeltaleader.com

A 56-year-old Delta man is in serious but nonlife threatening condition after being shot during a hunting trip in northeastern B.C. On Oct. 16 at around 8:30 a.m. Fort St. John RCMP received a report that a hunter had been accidentally shot while sitting on his ATV in the Pink Mountain Recreational Area. Police say witnesses reported was poor visibility in the area and another hunter, with a separate hunting party, mistook the man sitting on the ATV as wildlife and shot at him, hitting him in the knee. First aid was immediately given and the man transported to Pink Mountain and was subsequently taken to hospital. The man who shot the rifle is from Vancouver island. “This is a terrible accident but hopefully all hunters can learn from it. One of the commandments of Firearm Safety is to be sure of your target and what's beyond it. You can't stop a shot in mid-air, so don't fire unless you know exactly where your shot is going and what it will strike," said Cpl. Jodi Shelkie of the Fort St. John RCMP. The investigation is ongoing.

Council hears PMV prez

Port Metro Vancouver president Robin Silvester spoke to council Monday evening about the need for a new Deltaport terminal at Robert's Bank. He talked about the importance of the port for job creation and economic growth, and that the expansion's construction, rail corridor and terminal road upgrades, would be done with concern for the environment and wetlands habitat preservation. Council asked a number of questions, including the increase in water lot home, air quality, power lines, light rail, and truck traffic. Trucks from the port has already created significant congestion in South Delta, which Silvester said will be improved when the South Fraser Perimeter Road is completed in 2013. Some councillors echoed the frustration of commuters. "Can you imagine approaching the Massey Tunnel in the morning and evening without a single truck on the road," asked Coun. ian Paton, rhetorically. "Why can every other port figure out a way to keep the bloody trucks off the road during peak hours?"

The federal government could at the stroke of a pen solve TransLink’s cash crunch by letting it spend a growing pile of federal gas tax money on operating costs, not just to buy buses. That’s the argument Metro Vancouver directors are making and they’re asking Ottawa to make the change, freeing up about $120 million per year in gas tax that the federal government already offers but TransLink has not been fully spending. “All of our problems would be solved – the expansion we’ve requested could occur,” Burnaby Mayor Derek Corrigan told the Metro Vancouver board Friday. Ottawa hands over most of the gas tax it collects to cities and in Metro Vancouver it is allocated to TransLink. It’s separate from the 17

cents a litre that TransLink directly collects and can spend without restriction. But TransLink is not allowed to spend the federal tax on anything but new transit vehicles when what it really needs is operating money to pay the drivers, fuel and maintenance bills to run more of the buses it already owns. As a result, the unspent federal gas tax fund has ballooned to a $400-million fund that has politicians salivating. They say it would easily allow TransLink to avoid the controversial $30 million increase in annual property taxes that mayors want to rescind, while restoring all of the promised transit upgrades that have been carved out of the latest plan. “It seems absolutely crazy,” Corrigan said. “We are mothballing buses of serviceable use because we don’t have enough money to put them on the street.” Two years ago TransLink was restricted by Ottawa from using the transferred gas tax for road work or bike lanes. Metro also wants those options restored to broaden the number of eligible capital projects.

TransLink executive vice-president Bob Paddon said Metro directors are mistaken in thinking there’s some sort of surplus available to be tapped or that TransLink isn’t making full use of the transferred tax. He said all of the money will go to capital projects – replacement buses and community shuttles are on order – but the money from the restricted account won’t flow until TransLink receives them, leaving a gap of a couple of years that shows on the books as unspent. “It’s not as if this is not going to be spent,” Paddon said. “It’s all going to be spent – when the order is complete.” He said Ottawa doesn’t allow the gas tax to be used for operating expenses. Even if it did, he said, TransLink could not treat it as a reliable ongoing source as it is subject to federal renewal and is not permanent. Langley City Mayor Peter Fassbender also cautioned that using the gas tax fund for operating costs would leave less available down the road for capital spending, adding that might merely trade the shorttime crisis for longer-term challenges.

A provincial audit says TransLink could save an extra $41 million a year but even that is not expected to solve the transportation authority’s current cash crunch or its need for new longterm funding to expand transit. Some of the measures proposed are controversial because they would further degrade transit frequency, reversing TransLink’s strategy of fostering new ridership in underserved areas. The biggest area flagged for savings

would see TransLink budget less conservatively and run with thinner financial reserves, even though cutting that too far could harm debt ratings and its ability to borrow cheaply. The wait between off-peak SkyTrains should be one to two minutes longer, the review recommends. And it says too many bus routes run with too few passengers, even at peak times, calling for 22 underused routes to be either scrapped, run at reduced frequency or converted to shuttles. The report found 43 per cent of bus routes run at less than half capacity,

consuming $56 million a year. It also cites high operating costs and low productivity for community shuttles. “A balance must also be sought between service for users and efficiency of operations,” the report said, noting TransLink sometimes bends to demands from cities or from community pressure rather than basing decisions on technical or financial merit. The report also suggests $5 million a year could be saved by cutting Transit Police and security to preOlympic levels after SkyTrain fare gates are activated.

ater is the source of all life. For many orphans in Thailand, that statement takes on a double

meaning. The Santevia Gives Back program, started in 2007 around the same time as the water systems company, funds two orphanages in Thailand. "It's one of these things that just keeps growing and growing," says Yvonne Anderson, co-founder of Santevia. And as the company grows, so does their ability to help displaced children. There's the House of Faith in northern Thailand, Adrian and the House MacNair of Hope in the western part of the country on the border of Burma. The latter orphanage has 25 children, mainly refugees from the conflict in Burma, often referred to as the the oldest ongoing war in the world. There are heartwrenching stories of children literally dropped on the doorsteps of the orphanage by displaced refugees. Some parents would usher their children to the forest on the Thai border and tell them go across to safety. Some found their way to the House of Hope. "For many of these kids it was their last hope, and that's why we named the

orphanage," says Anderson. She's been back to visit the orphanages every year, and this year Anderson asked her son Matthew to come with her. Matthew, who attends the University of Victoria, played in the Tsawwassen Soccer Club from the age of five to 18. He wanted to do something special for the orphans, who play the popular sport in bare feet and their street clothes. Matthew contacted Tsawwassen Soccer and they donated uniforms to bring to all the orphans. "It was overwhelming," says Anderson, adding the kids were overjoyed with the bright blue, shiny unis. When Matthew saw the kids playing, he decided to join in, but without his expensive soccer cleats. He didn't want anyone to feel left out. Although Santevia focuses on Thailand, the company is involved in water projects worldwide, including Uganda and Haiti. "But we also believe charity has to start at home," says Anderson, adding Santevia has partnered with soccer and volleyball clubs, Delta Gymnastics, and the Boundary Bay Bluebacks Swim Club. Anderson's goal is to have $1 million in the Santevia Gives Back program within 10 years, so that the fund is sustainable for years to come, regardless of the financial situation of the company. She's a big proponent of the health benefits of pure alkaline water, which is why she and her husband, David, founded Santevia. Ladner man dies from car accident on Saturday AdriAn MacNair reporter

A 21-year-old man has died in Vancouver General Hospital following a car crash near the Hong Kong Inn on Ladner Trunk Rd. in the early hours of Saturday (Oct. 13) morning. Tiffany Akins, spokeswoman with Vancouver Coastal Health, confirmed 21-year-old Mitchel Reid was taken off life support Tuesday (Oct. 16) morning. Earlier conflicting reports led

to some confusion that Reid had died in the car accident, with a roadside memorial built at the crash site and friends wishing him "RIP" messages on Facebook. But, health and police authorities said Monday he was "technically" still alive. The family said through an intermediary that he was kept on life support after his critical injuries on Saturday in order to donate his organs. Police closed a stretch of Ladner Trunk Road between 54A and 57th

streets for a while to investigate the accident which reportedly crashed into a fence and damaged several trees. At least one pick-up truck was involved. Delta Police Sgt. Cal Traversy could not say more about the accident other than speed and alcohol are believed to have been a factor and that Reid was the only occupant in the vehicle at the time of the accident. A roadside memorial has been setup for the deceased, a former Delta Secondary student.

The regional taxes and utility fees paid to Metro Vancouver by homeowners are expected to go up 0.9 per cent next year. That translates into a $4 increase to $448 in 2013 for all Metro services for an average home assessed at $714,000. The regional district's draft budget for 2013 rises 2.5 per cent

to $635 million, but growth in the region's tax base means the tax hike per home is smaller. Some people see food preparation as a chore, but for Tsawwassen's Keyrsten McEwan, it's an opportunity to try new things. "I'm one of those weird people who likes grocery shopping," she says with a laugh. Her tasty cooking is proof positive that one can make healthy choices on the dinner table without sacrificing on flavour. Her roasted root vegetable salad was a sudden inspiration drawn from a wealth of nutrition and cooking experience. Roasted Root Vegetable Salad INGREDIENTS Salad ingredients: 4 cups root vegetables, cut into small pieces (I used yams, delicata squash and golden beets) 2 tsp olive oil unrefined sea salt and pepper

4 cups arugula 2 tbsp roasted pumpkin seeds 1 tbsp unsweetened dried cranberries 1/4 cup crumbled goat feta Dressing Ingredients: 1/2 cup olive oil juice of 1 lemon 1 tbsp thinly sliced fresh basil leaves

DIRECTIONS Preheat oven to 400˚F. Toss root vegetables with olive oil and season with salt and pepper. Spread in a single layer on a rimmed baking sheet. Bake for 30 minutes or until tender and golden on edges. Remove from oven and let cool to room temperature. Meanwhile, place arugula in a serving

bowl along with pumpkinseeds, cranberries and feta. When root vegetables are cool, add to the salad. Place all dressing ingredients in a mason jar with a lid and shake until emulsified. This recipe makes more dressing than is needed, so add 1 tbsp at a time until salad is fully coated with dressing.

leTTeRS a callous disregard for the ecosystem It is disturbing to hear Port Metro Vancouver’s president and CEO Robin Silvester’s comments regarding the replacement of the George Massey Tunnel. He wants the tunnel removed so he can get bigger and deeper ships up the Fraser River to Fraser-Surrey Docks. The same argument was put forward by the New Westminster Harbour Board over 50 years ago. At the time of the construction of the tunnel the navigation depths of the Fraser River at that location were 22.5 feet below low water over a width of 300 feet.

I am pleased to see that some other folks in Delta can see through the deception and "smoke and mirrors" being used by Fortis and the Delta School District to paint this project as being a good solution. The fact of the matter is clear to anyone with a cursory of knowledge about district heating systems and geothermal heat pump systems —unless there is an economy of "scale" (not scope), you cannot justify this approach at current natural gas prices. Fortis has found a way to milk the

For future navigation the Department of Public Works specified the tunnel be built to allow for a depth of 31.5 feet over a width of 1,400 feet; 36.5 feet over a width of 1,000 feet and 40.75 feet over a width of 700 feet. When the tunnel was built it exceeded these requirements to allow for a depth at low water of 33 feet over a width of 1,400 feet and 42 feet over a width of 700 feet. This made the Fraser River stable channel deeper than any navigable tidal rivers in the world at that time. When my father George Massey enquired about the depths of 80,000ton tankers at that time he was told their depth fully loaded was 43.5 feet. Let us remember that the depth over the top of tunnel exceeded the depth of the river, so in order to bring a 80,000-ton tanker to New Westminster at low water the whole river would

have had to have been deepened. Let us not forget that the Fraser River Estuary is the greatest salmon bearing river in the world and was recently designated as a World Ramsar site. Port Metro Vancouver is showing the same callous disregard for the survival of the ecosystem that makes the Fraser River the greatest salmon bearing river in the world, as it has had with the development of the Roberts Bank Super Port. Why would Port Metro Vancouver want the George Massey Tunnel removed unless it has a plan to further desecrate the Fraser River ecosystem unless it is to allow them to bring even deeper ships, like tankers to its Fraser Surrey Docks? "Green Economy" to guarantee an 8.9 per cent return on its investment with a subsidy of $1.6 million by the province, and increased operating costs to be paid by the taxpayers of Delta. Even the added cost of reducing Greenhouse Gas Emissions does not meet the test of a lower cost system. Our Provincial government appears bent on reducing GHGs at any cost in order to meet its 2020 target of 33 per cent reduction. This project is predicated on costing thermal heat from the ground at the cost of electricity. If that is the real cost, then a much cheaper solution over a 20 year period would be to install an all-electric system. And that approach would virtually reduce emissions by 100 per cent rather than the expected

70 per cent. All of the risks of this system are being taken on by the School District with Fortis now owning the infrastructure. One should check into the failed system that Terasyn (now Fortis) installed in that Coal Harbour condominium building. The residents are paying double the cost to heat their homes that they had been promised. I am a strong believer in geothermal energy systems but not at any cost. This was a foolish decision that the Delta School Distirct and Delta taxpayers will live to regret as time passes. no simple answer to stop cyber-bullying the Amanda todd story has captured tremendous public and media attention. it’s good that the issue of bullying, and in particular cyber-bullying, has again captured many peoples attention, because it is a pervasive one. it is not just confined to children and teens. there are many instances of bullying on very important stages. it happens in Parliament, in the provincial legislature, at many council tables and at many, many workplaces. Hostile, insulting and demeaning behaviour is a way of life for many people — and there are thousands of victims. one venue where bullying is available on an hourly basis is the television screen. Many shows, particularly reality shows, feature rude and abusive words and actions towards others. All this is done in the name of entertainment, but it sets a very bad example for impressionable people who watch it. Cyber-bullying has become pervasive with the rise of the internet. Young people in particular seem to not fully understand how the words and photos they post go viral and cause damage on a much greater scale than in earlier generations. this is certainly what Amanda todd was feeling, as cyber-bullying aimed at her simply intensified, even after she changed schools. there are no simple answers. the internet isn’t going away. Rude and abusive behaviour is often learned, but when someone engages in this type of behaviour, it is very difficult for that person to change. While bullying curricula are now standard at schools, bullying behaviour is best dealt with at home. From the time children are small, parents need to model good behaviour to them — in words and actions. they need to show them that it is unacceptable to call people names, make fun of their looks and post rude things about them online. they also need to offer unconditional love and acceptance to their kids. those who are bullied need to have immediate and ongoing support. this is hard to come by in schools, where bullies often engage in such behaviours to become popular. it is difficult to stand up to bullies in schools — even with support from principals and teachers. leadership on many fronts is needed to help curb bullying. —Langley Times

Ladner mom sees thriving business in babies The idea for the business grew out of a lack of childcare for Ladner mothers AdriAn macnair reporTer

If you think your social life and fitness has to end just because you've had a baby, meet Tanya Armstrong of Buggy Babies. She's a Ladner mom who started Buggy Babies nearly a decade ago after her first baby, Madison, was born and she struggled to find time to workout and lose weight. At first she considered daycare, but when the closest facility closed down suddenly, she took action. She started Buggy Babies, a fitness class which lets moms interact with their babies by stroller running, doing yoga, and other exercises. "It's just a way to bring people together," says Armstrong during a baby yoga session with four mothers and their babies in her home. "When you have a baby, you feel quite alone and isolated." Not only do the classes offer friendship and exercise to other moms, Armstrong says she's learned things from her clients as well. "I like being able to get out and exer-

cise with my child and speak to other mothers who are going through the same things," says Trina AndersonGowan, whose 6-month-old baby does yoga with her. Trina says Buggy Babies is a good, comfortable place for Ladner moms to start working out again after having a baby without the intimidation of going to a fitness facility. It's also a nice way to bond with the baby, beyond regular breastfeeding and mothering responsibilities. Prior to starting her business, Armstrong was going to SFU for kinesiology. She took a course to become a yoga instructor, and with her certificate in health and fitness from SFU, she launched Buggy Babies. "It's amazing, I don't think anything else could work like this for myself and my family," says Armstrong, who has three children. Armstrong offers prenatal yoga as well, for women who want to exercise even during their pregnancy. "That's when I like to scoop the mothers in," she says with a grin that causes the other mothers to laugh. In order to keep her yoga certifica-

n elderly man hunched over in his wheelchair catches sight of the tiny, black matt of fur waddling along the hallway toward him and his eyes go wide. He breaks into a smile and starts pushing his wheelchair forward eagerly. He reaches out, trying to touch the tiny Shih Tsu-Poodle mix, Mr. G, while struggling to find his voice. When he does, it sounds as though he hasn't spoken in a while. "Beautiful," he manages, causing Mr. G's owner, Shirley Ross, to beam with pride. The man strokes Mr. G's head as the dog is lifted onto his lap, and for a few moments he basks in the simple pleasure of petting a warm, furry body. Mr. G is one of many dogs which visits Delta Hospital through the Pets and Friends organization, which allows volunteers bring their animal companions to hospitals and other institutions throughout the Lower Mainland in order to provide a therapeutic benefit to people.

Transformative experience Daphne Parker, assistant administrative coordinator for Pets and Friends, became involved as a volunteer with her Shih Tsu at an adult day centre five years ago in West Vancouver. The people the dogs come into contact with are often suffering from some form of dementia, meaning they are sometimes agitated or might not even speak. "When my little dog would come in they would often just gravitate towards him and sit and pet him and their level of agitation would drop significantly," says Parker. "I've heard stories where a dog would come in and a person with dementia would begin to chat away quite animatedly, making a lot of sense." That moment has moved many a family member to tears. Some people are surprised to see a furry face in an institutional setting, and the unconditional love and tail-wagging draws them in. There's a story at Delta hospital that one dog who visited somehow got lost in the shuffle of

laps. When he was later found he was with a palliative patient, giving the person comfort in their last hours. The patient died the next day. "I've heard from facility caregivers that if they have a resident cat, that cat will go to a resident that is about to pass on, and so it sort of alerts the staff. It's uncanny," says Parker. Delta Hospital has more than just dogs that visit. There's a resident cat here, too, which enjoys going up to the dogs for a nose-to-nose introduction, or just lounging around the rabbit cage. There are live birds, too, with a Budgerigar (budgie) and a Cockatiel. These animals all play a part in making the people in the hospital feel a little more human. Lap dog Mr. G nestles into the lap of Maxine Buckholz, a resident at Delta Hospital who had to get rid of her two beautiful Alaskan Malamutes when she moved in following the death of her husband. "My dogs were a lot bigger than this," she says, as she reminisces about Yukon and Misty.

Misty was named because her eyes would often get wet like she was crying. Shirley Ross says many of the residents who meet Mr. G or the other dogs will begin to think about their own pets, stirring up feelings and memories sometimes long buried. Next, Mr. G is off to enjoy the company of resident Joyce Watson, who wheels away from the table to hold the dog. Ross feeds him doggy treats for being a good boy. Asked what she likes about the dogs, Watson says it's nice to see the different breeds that come in every week. "Outside the fact that they're friendly, they seem to enjoy the people here, too," she says. While nobody can ask Mr. G what he thinks, he seems to relish the attention showered on him, his pink tongue occasionally darting out of his mouth to lick a hand or clean his shiny nose. Charlene Dishaw, volunteer resources manager at Delta Hospital, says there are many community programs that use pet therapy for either cognitive or physical disabilities, and this program is one of them.

"The value of a pet visiting is astonishing. When I do an orientation with a new volunteer and their pet, it is wonderful to see patients who looked too ill to even open their eyes, suddenly perk up and eagerly want to pet and visit with the dogs." All pets and volunteers are screened, both for behaviour and for health. There is always some potential for disease transmission, but Dishaw says health facilities mitigate that risk. Fraser Health has a pet policy that recognizes pets as being an important part of health and well-being, explains Dishaw. "And people interact with pets differently than they do with people. For some people they may not be responsive to other people talking to them but they're more responsive to a pet." Sharing and caring Ladner resident Shirley Ross got Mr. G, her first dog, three and a half years ago. She describes him as being the "runt of the litter," but he's since grown into a role that fits his calm personality. She was visiting the Delta Hospital gift shop just over a year ago, talking about her dog, when she learned about the Pets and Friends program. She went for screening to put Mr. G through a battery of tests and situations to make sure he was a good fit for the program. He passed with flying colours. Ross and Mr. G have been visiting Delta Hospital every week since and the residents have come to love the little black fur ball. "You can see in their eyes and hear in their voices how much they love him," says Ross. Sometimes she'll take one of the residents and Mr. G for a ride together in a wheelchair.

"And he just loves it." Mr. G just cheers people up. Even if you're having a bad day, he'll set things right, says Ross. "He's very therapeutic for people. He puts them in a calm state." As Mr. G trots down the corridor to leave the hospital, nurses and orderlies catch a glimpse and break into a big smile. One even stops and self-consciously holds out his hand, seemingly torn between his desire to pet the dog and the need to return to his busy work. He chooses the dog, for a few moments. "He's not just for the patients, but staff as well," explains Ross. "Because not everyone's having a great day. Until they meet Mr. G."

Lap dog Mr. G nestles into the lap of Maxine Buckholz, a resident at Delta Hospital who had to get rid of her two beautiful Alaskan Malamutes when she moved in following the death of her husband. "My dogs were a lot bigger than this," she says, as she reminisces about Yukon and Misty.

Misty was named because her eyes would often get wet like she was crying. Shirley Ross says many of the residents who meet Mr. G or the other dogs will begin to think about their own pets, stirring up feelings and memories sometimes long buried. Next, Mr. G is off to enjoy the company of resident Joyce Watson, who wheels away from the table to hold the dog. Ross feeds him doggy treats for being a good boy. Asked what she likes about the dogs, Watson says it's nice to see the different breeds that come in every week. "Outside the fact that they're friendly, they seem to enjoy the people here, too," she says. While nobody can ask Mr. G what he thinks, he seems to relish the attention showered on him, his pink tongue occasionally darting out of his mouth to lick a hand or clean his shiny nose. Charlene Dishaw, volunteer resources manager at Delta Hospital, says there are many community programs that use pet therapy for either cognitive or physical disabilities, and this program is one of them.

"The value of a pet visiting is astonishing. When I do an orientation with a new volunteer and their pet, it is wonderful to see patients who looked too ill to even open their eyes, suddenly perk up and eagerly want to pet and visit with the dogs." All pets and volunteers are screened, both for behaviour and for health. There is always some potential for disease transmission, but Dishaw says health facilities mitigate that risk. Fraser Health has a pet policy that recognizes pets as being an important part of health and well-being, explains Dishaw. "And people interact with pets differently than they do with people. For some people they may not be responsive to other people talking to them but they're more responsive to a pet." Sharing and caring Ladner resident Shirley Ross got Mr. G, her first dog, three and a half years ago. She describes him as being the "runt of the litter," but he's since grown into a role that fits his calm personality. She was visiting the Delta Hospital gift shop just over a year ago, talking about her dog, when she learned about the Pets and Friends program. She went for screening to put Mr. G through a battery of tests and situations to make sure he was a good fit for the program. He passed with flying colours. Ross and Mr. G have been visiting Delta Hospital every week since and the residents have come to love the little black fur ball. "You can see in their eyes and hear in their voices how much they love him," says Ross. Sometimes she'll take one of the residents and Mr. G for a ride together in a wheelchair.

"And he just loves it." Mr. G just cheers people up. Even if you're having a bad day, he'll set things right, says Ross. "He's very therapeutic for people. He puts them in a calm state." As Mr. G trots down the corridor to leave the hospital, nurses and orderlies catch a glimpse and break into a big smile. One even stops and self-consciously holds out his hand, seemingly torn between his desire to pet the dog and the need to return to his busy work. He chooses the dog, for a few moments. "He's not just for the patients, but staff as well," explains Ross. "Because not everyone's having a great day. Until they meet Mr. G."

Premier Christy Clark announced a review of teacher bargaining Wednesday, with a goal of reaching a 10-year agreement that would put an end to decades of battles with the B.C. Teachers' Federation. Clark and Education Minister Don McRae acknowledged at a Vancouver news conference that changing the culture of confrontation between the B.C. government and teachers won't be easy, and vowed to put even the most contentious issues on the table for discussion. That includes class size and special needs support, key issues in contract disputes and court actions in recent years. "Our first goal is long-term labour stability with teachers in British Columbia," Clark said. "Our second goal is to improve how government interacts and works with the BCTF. These two goals will require compromise on all sides of the table, including ours." BCTF president Susan Lambert said she welcomes the review of the bargaining structure, but is skeptical about the latest promise of meaningful consultation. "It seems to me that talk of a 10-year contract is putting the cart before the horse," Lambert said. "There seem to be conclusions drawn that would be properly a product of the bargaining table

Delta driver sets class record Students at Delta Secondary set a new Canadian class record during the last B.C. Secondary School Motorsport Association race day at Mission Raceway Park on Sept. 28. With automotive student Chris McCluskie behind the wheel, the Delta Secondary School fullyelectric drag truck was propelled to a speed of 88.79 mph in 14.633 seconds. Delta Secondary automotive instructor Casey Mynott said as with all race vehicles, the revisions to the truck are never finished.

"Last school year we had completed many modifications to the truck to ensure more power and better traction," he said. The team got four runs in on race day, and made modifications to the tire pressure based on performances in their quarter-mile times. At one point during the day the vehicle stopped erratically and a shower of sparks was seen coming from under the hood. Further inspection showed the reverse switch had arced under intense load and the controller was pumping out 180 volts and

2,000 amps to the motor at the time. "If one were to do some math, this is about 485 horse power worth of electrons," said Mynott. Some new students to the team were also able to experience what it's like to drive an electric drag race vehicle and feel the rush of 'push you back in your seat' 400 foot pounds of instant ground pounding torque. The electric drag-racing truck is, according to Mynott, Canada's first and only official record holder for a full size 100-per-cent electric drag racing vehicle.

Tien Sher brings micro suites to Surrey

Striking the right Balance Surrey will soon be home to the smallest condominiums in Canada with the opening of Balance, a new development in Surrey City Centre built by Tien Sher. The four-storey building will hold 56 suites, ranging from 290 to 653 square feet and starting at $109,900. “Real estate prices in the Lower Mainland are among the richest in North America,” says Tien Sher president Charan Sethi. “We wanted to build suites that renters could afford to purchase – today.” Even with their small size, the condos (called micro suites) at Balance will include beautiful features such as

stainless-steel appliances, hardwood floors and a private balcony. “Balance is unique,” says Sethi. “No suite comes with a parking stall but they are available for purchase. A 2012 parking study we commissioned showed most purchasers will forego car ownership and its associated costs, in favour of an affordable home purchase. Balance homeowners’ transportation options include bus, SkyTrain and a carshare vehicle onsite.
