Rylonn Elliot of the Boundary “C” 4-H Club won Grand Champion Showman at the Provincial Winter Fair in Barrier last month. His brother Alec took Reserve Showman (second place). His mother, Shauna Blaine, says it involves a lot of work to come out on top. “You have to pick the right steer as a calf, feed it properly, know how to clip it to make it look good in the ring and finally you have to invest time training it to stand properly. “You have to train them or they kick at you,” explained Rylonn. “You use a stick to scratch their back to start with and, if you’ve done enough homework, they will walk right into their stand.” Rylonn was only three years old when he took his first heifer calf to the Rock Creek fair; he’s now 10 and a Grade 5 student at West Boundary Elementary and this year he took his 1,274 pound Maine X to the Rock Creek fair the week before the PWF. Lowering Marshall Lake will change everything, Gottseligs say
The owners of a cabin at Marshall Lake are not in support of the government’s plan to dewater Marshall Lake. “We believe that the government’s plan is to disfigure our property even more and make this lake unsightly,” Richard and Donna Gottseligs said in an email sent to The Times. “Lowering the lake will change everything about this lake for all the wildlife in the area and basically turn our lake into a marsh.” They say that Marshall Lake was lowered in 2010 without any written notice, only a phone call and that despite assurances during that phone call that their property would not be affected, access to their property was taken away due to a drainage ditch that was dug in the top of Providence Dam by the government. They call the results of that 2010 work an eyesore and claim their property has been devalued because of the loss of access. “We don’t agree with the way they want to dewater it,” said Donna Gottselig when contacted by phone. “We don’t agree with the option they are choosing – which is the cheapest option of course.” According to Donna the government wants to start lowering the lake level in mid-October. “They will dig the culvert deeper through our property, which will totally take away our access all together.” When the Gottseligs met with Ministry of Forests, Lands and Natural Resource Operations (MFLNRO) staff last month they gave the government three options: leave the lake as it is, buy their property, or - if the dam is to be decommissioned – they want the dam totally removed and
all the land put back to its original state. The Gottseligs live in Kelowna and have owned the property, including the land that the dam sits on, since 2008. The MFLNRO media relations office has confirmed a start date for draining the lake is set for October 15 or 16. But as the nation was sitting down to Thanksgiving dinner earlier this week the Gottseligs still had no answers to questions put on the table at their September meeting with MFLNRO and they said there were no meetings scheduled. “We love that lake and we want it to stay there,” said Donna. She said the family camped regularly in Rock Creek for years until they decided to look for property. “We found that [Marshall Lake property] for sale and after visiting the recreation campsites at the lake they bought the property in 2008 and built the cabin.” Meanwhile the Marshall Lake Stewardship Group is still urgently trying to find a way to stop the provinces work schedule. Citing the British Columbia Dam Safety Regulation group organizer Christopher Stevenson claims the work cannot commence for at least 60 days because the government has not filed required notification of the work with the comptroller or regional water manager. He is also concerned about the rights of the Gottseligs. “The province has no right to simply do whatever it wants, and push the Gottseligs around,” said Stevenson. “They are entitled to an offer of compensation, and if that offer is not acceptable, the next step is an application to have the matter heard by the Supreme Court.”

Waste dumped by roadside This picture of some illegal and inconsiderate dumping at the Bridesville transfer station was sent in by Bridesville area resident Ed Brouwer. “An unbelievable mess not made by our locals,” he stated. The board of the Regional District of Kootenay Boundary (RDKB) voted in July to permanently close the unstaffed waste transfer stations at Bridesville, Westbridge, Jewel Lake, and two at Christina Lake. Residents have expressed concern that more garbage will be dumped alongside the roads because of the closures of the unstaffed sites. “Our site worked good until the regional district jacked up the tipping fees at the landfill,” Jewel Lake resident Joe Chevedeaw told The Times last summer. RDKB Director of Environmental Services Alan Stanley has cited data showing that over three-quarters of the waste going through the transfer stations doesn’t belong there – having been left by people not resident to the area of the station and said that the unstaffed sites are in-
consistent with the policies and principles of the board. In August meetings were held with the Ministry of Environment (MOE) to ensure the transfer station closures are in compliance with the Solid Waste Management Plan. RDKB staff advised the MOE that garbage collection services would be available to the affected residents, identical to the collection services available to the Village of Midway. Prior to the meeting RDKB staff investigated whether existing contractors would be willing to provide garbage collection service to residents of Bridesville and Westbridge using the ‘pay-as-you-throw’ model and at least one is willing to offer services to Westbridge and Bridesville. Next steps in the closure of the waste transfer station are to develop a site maintenance plan with the Ministry of transportation and Infrastructure, establish a schedule, develop a communications plan for affected residents, determine staffing requirements for expanding hours at specified facilities.

All aboard the Express! Some guys get a gold watch as part of their retirement package – Garry Laboucane got a 17-passenger bus. After retiring from the construction industry in Kelowna and moving to Rock Creek two years ago Garry found that he and his wife were travelling back to the Okanagan on a regular basis to visit their six grandkids. While the cars wheels were spinning along Hwy 33 during these trips the wheels were spinning upstairs too. “We were driving back and forth quite often to see the grandkids anyways so we thought why don’t we make a little business – something that could work in our favour as well.” So what they came up with was his ‘retirement package’ – a 17-passenger bus complete with wheelchair-lift. The vehicle forms the fleet of Boundary Express, B.C.’s newest public transportation company. The same day bus service runs from Midway to Kelowna twice weekly – on Mondays and Thursdays, except statutory holidays. “I will be expanding to include pick up points from Rock Creek, Westbridge and Beaverdell when I am able to get passenger permits from the BC government,” declared Garry. “Right now I am only allowed to pick up in Midway though.’ He also offers a parcel pick-up and delivery service. Garry is using customer feedback to develop a service that meets the needs of his customers too – saying he’ll be trying a bike rack in the spring. The trip starts with pick-up at 8 a.m. in McMynn’s AG Foods parking lot in Midway. Door-to-door service is currently available in Midway for passengers using wheelchairs and, when requested, the Boundary Express will take on passengers at Parkview Manor. There are four regularly scheduled drop-off points in the Kelowna area: in front of Pharmasave in Mission Park Mall and at Shoppers Drug Marts located on Bernard Avenue downtown,

Orchard Park and Rutland Mall. Drop-off at the Kelowna Airport is also available after he’s done his regularly scheduled route – arriving at the airport at approximately 10:45 a.m. The return pick-up schedule starts at 3 p.m. at Mission Park Mall Pharmasave, 3:15 Downtown Shoppers Drug Mart, 3:30 Orchard Park Shoppers Drug Mart and 3:45 Rutland Shoppers Drug Mart – returning to Midway at approximately 5:45 pm. The cost is $40 return – taxes included – the same price applies for the doorto-door wheelchair passengers too. The bus can accommodate small shopping scooters, though Garry says there has to be a limit to the number taken onboard because the wheelchairs and scooters require that some front seats be folded and taken out of passenger service. He said the biggest hoop to starting the service was getting the proper government licenses. Boundary Express is starting with an “Intercity Permit” which allows stops only in Midway and Kelowna. “But this winter as the business ex-
pands and the need becomes more noticeable I will be applying for a special permit that will let me do other stops and pick-ups outside of those two municipalities.” Garry originally came from northern Ontario, where he grew up on a dairy farm. Before his career in the construction industry he’d worked in freight delivery and had kept up his Class-One Air Brake ticket over the years. Boundary Express is his own business – his wife, Wilma, is a former geologist and she plans to start a little rock shop in the old shingle mill building on Hume Creek Road. “She has some beautiful samples of beautiful minerals from around the world,” says Garry, “ and we’re fixing up the building for her retirement package.” You can get more information about the Boundary Express by phoning either the office 250-446-2036 or business cell 250-215-0517. Denying request a “loss of revenue”
During the Oct. 1, 2012 meeting of Midway Council Marguerite Rotvold voiced concern about a report she’d heard that the executive of Boundary Minor Hockey had turned down a request for ice time at the arena by a group in Grand Forks who were interested in having a team based
out of Midway with players from both Grand Forks and the West Boundary. “They were requesting ice time and they were also going to have a hockey tourney for that team,” said Rotvold. “I guess the minor hockey had to approve their request and the
minor hockey board turned it down. That’s loss of revenue for the village. For ice rental as well as the tournament, which brings in considerable dollars.” Rotvold said she was concerned that the minor hockey board is making a decision that impacts the financial situation for
the arena. Councillor Gary Schierbeck asked what reason was given for turning the team down and Rotvold told him she’d heard it was safety. “But we had an outside team made up of Grand Forks and local kids coached by Grand Forks people previously,” she in-

They can come and buy clothing. “There is a place for them where they can feel that they’re loved, they’re important, and that their community is philanthropic, that it does care.” Midway resident Tammy Battersby, also a member of the delegation, told council that some of the people who originally came in as shoppers – having been marginalized – are now bakers and soup makers and clothing sorters. The Bridge is open for shopping and lunch the first and third Monday of the month, the second Monday of each month for sorting, and one evening each month for workers and community partners. Fromme said if they had more volunteers it would be open more days. King of Kings currently has a lease with Fromme until the end of next year for zero dollars. Mayor Randy Kappes remarked that clearly it is within council’s mandate to grant the exemption. However a motion to not support the request was

Had the team been formed it would have been a 10-member Bantam Rep team – playing at a higher level of both skill and aggressive play. She insisted that number wasn’t enough to safely put a team on the ice at that level. She recalled that when her own son played Bantam Rep a few years ago of the 16 players on the team three suffered broken arms during the season. She said not only are adequate numbers needed but they must also be ready and able to play at the more intense level.

Even Superman had foster parents Each October is Foster Family Month in British Columbia. A time to reflect on the important contributions made by the more than 3,200 foster families in BC who take on one of society’s most essential jobs - caring for children and youth whose families are in crisis or unable to care for them. Foster parents can play an integral role in creating the foundation a child needs to develop into a confident adult and their influence lasts a lifetime. They are part of a team that helps children safely reunite with their parents, live with extended family or make the transition to an adoptive family. Two organizations – the B.C. Federation of Foster Parent Associations and the Federation of Aboriginal Foster Parents support, encourage and provide a voice for B.C.’s foster parents. In partnership with the B.C. government, the two groups focus on public awareness and recruitment and retention of foster parents to create a strong and stable system of care for B.C.’s children and youth. First proclaimed in October 1990 – this year we celebrate the 22nd year of Foster Family Month in our province. But fostering is not something done only one month per year it’s 24/7 all year round. Not everyone can be a foster parent - it takes someone special to do this work. The most important qualifications are a desire to provide a supportive and caring environment and make a positive difference in a child’s life. If you know a foster family in your community – remember to say thank you for their dedication and commitment to the children, youth and families in our communities.

As most Canadians turn back the clocks on November 4, here are some timely smoke and carbon monoxide (CO) safety tips: s 7HEN YOU change your clocks, test your smoke arlam. s 9OU HAVE less than three minutes to escape a ďŹ re. So when smoke alarms sound, everyone must know what to do and where to go. Having and practising an escape plan is essential. s )NSTALL ONE SMOKE ALARM on every storey and outside BEDROOMS )NSTALL INSIDE bedrooms if you sleep with doors closed. s %NSURE ALL SMOKE ALARMS are fully powered. Never take out batteries or remove an alarm from ceiling due to a false alarm. s )F YOUR HOME HAS ANY fuel-burning devices such as a gas furnace, gas water heater, gas appliances, or an attached garage or carport, install at least one CSAapproved carbon monoxide outside all sleeping areas. One per storey is recommended.
s 2EPLACE SMOKE ALARMS EVery 10 years, and CO alarms every 7-10 years (depending on manufacturer) whether battery operated or hardwired into your home’s electrical system. Carbon monoxide is colourless, odourless and tasteless. So without a CO alarm, humans cannot detect its presence. Despite the average home having several potential sources of the deadly gas, studies show that nearly 60 per cent of Canadians have not INSTALLED A #/ ALARM )N ADdition to being impossible to detect, CO also has another nefarious trait. Symptoms of carbon monoxide exposure mimic the u, without the FEVER )T IS ROUTINELY RESPONsible for thousands of clinic and hospital visits each year, and is commonly misdiagnosed. Prolonged or extreme exposure causes nausea, dizziness, confusion, the loss of physical mobility, brain damage and ultimately, death. Analysis was undertaken on almost 50,000 ďŹ res that occurred in Alberta, British Columbia, and Ontario over a 5-year period involving 663 fatalities. The ďŹ ndings demonstrated that the death rate per 1,000 ďŹ res in the absence of a present, functioning smoke alarm was 74% greater than when a functioning smoke alarm was present.

The batteries may have been dead, or someone may have taken them out. Smoke alone won’t necessarILY WAKE YOU UP )N FACT THE fumes could put you into an even deeper sleep. Often, victims never wake up. Se-
niors will often need assistance from family members to put safety measures into place. As well, family members are in the best position to reinforce the precautions necessary to help their loved ones prevent or respond to a ďŹ re. Focus on these six priorities to help aging family members protect themselves against ďŹ re in the home.
N INSTALL smoke alarms inside every bedroom, outside each sleeping area and on every level of the home, including the basement. N Larger homes may need ADDITIONAL smoke alarms to provide enough protection. N For the best protection, INTERCONNECT all smoke alarms so when one sounds they all sound. N An IONIZATION smoke alarm is generally more responsive to aming ďŹ res and a PHOTOELECTRIC smoke alarm is generally more responsive to smoldering ďŹ res. For the best protection, both types of alarms or combination ionization and photoelectric alarms (also known as dual sensor alarms) are recommended. N Smoke alarms should be INSTALLED away from the kitchen to prevent false alarms. Generally, they should be at least 10 feet (3 meters) from a cooking appliance. N REPLACE all smoke alarms when they are 10 years old.

Recruiting an ongoing task, says chief
Midway Volunteer Fire Department Chief Walt Osellame gets it. Fire Prevention Week – October 7-13 – is an excellent opportunity to share some important news and safety tips with the public. He has been providing training to six new Kettle Valley firefighters over the past while. With the help of the City of Greenwood this core group of rural residents has obtained a truck and the hope is that all the pieces will come together soon to expand rural fire response capability. “We are waiting for RDKB to give the go ahead,” said Osellame. Mutual aid type agreements would see personnel and equipment shared between Midway and Kettle Valley. Should a fire happen in the village then the local crew would be supported by the Kettle Valley crew and vice versa. Recruiting new members is an ongoing task for any emergency services unit and Osellame points out that older residents can be valuable members of the team too, doing such tasks as running the pumps and other support duties. He said that five of Midway’s current 17 fire department members are working away from the community and are therefore not always available. “We can use any able bodied and healthy individuals,” he said. “We could really use at least four people in town to step forward.” The same recruiting message would apply to Greenwood fire department and West Boundary Highway Rescue as well. The readers read, they considered—and they voted. Author Rita Moir’s The Third Crop: A personal and historical journey into the photo albums and shoeboxes of the Slocan Valley 1800s to early 1940s (Sono Nis Press 2011) is the book to read in 2012 according to Kootenay book-lovers who took part in the 2012 One Book, One Kootenay reader’s choice event. OBOK is an annual project of the Kootenay Library Federation. It was close, says OBOK organizer Helen Graham. “It was an exciting, neck and neck race. I couldn’t call it until the last of the nineteen participating libraries, in the Kootenay Library Federation, weighed in. All three books were popular choices, but in the end Rita’s really spoke to the majority of OBOK readers.” Moir’s beautiful book of image and essay about the history of the Slocan Valley reflects sentiments both local and universal. In The Third Crop, Moir embarks on a personal journey through memorabilia found in private albums, dusty shoeboxes, and community archives, skillfully and passionately recounting the stories of an era. More than 180 historic photographs are beautifully juxtaposed with contemporary images of the valley. For anyone living rurally, or simply loving history, the stories resonate. The Third Crop is Moir’s fourth book. Survival Gear (Polestar, 1994), Buffalo Jump: A Woman’s Travels (Coteau, 1999), The Windshift Line: A Father and Daughter’s Story (Greystone, 2005), have all been shortlisted for or have won awards, including B.C.’s Hubert Evans award. Moir is delighted that The Third Crop got the nod. “Hundreds of people contributed to this book during the years of research: Molly Hufty, whose recall was phenomenal, and who just died this summer; Ray Kosiancic, who inspired the book’s title when he spoke of bounty and hard work and luck; all the families and all the archivists, volunteer and professional, and the entire team at Sono Nis Press, that’s who made this book what it is,” says Moir. “I’m deeply gratified that people throughout our region look at The Third Crop and see the book for what it is: a story of the ancestry of place, the story of what makes a rural community.”

Jean passed away peacefully with her daughter by her side at the Royal Jubilee Hospital, October 2, 2012, at the age of 85. She graduated as an RN from the Royal Jubilee Hospital in 1949. Her nursing career took her to Victoria, Grand Forks, Oliver and Revelstoke. Jean went on to teach Practical Nursing and Home Care at Selkirk College, Nelson, B.C.. She retired to Victoria in 1981, continuing her volunteer nursing service through the Royal Jubilee Nursing Archives. She leaves behind her husband Edwin and brother Ron Roylance (Audrey), as well as a combined family of 7 children, 17 grandchildren, and 6 great-grandchildren. She leaves the legacy of a beloved wife, sister, mother, aunt, cousin, nurse, teacher and friend. Jean has touched so many peoples lives and will live on in spirit through them. Thanks to the wonderful staff at the Royal Jubilee Palliative Care unit and Marrion Village, who looked after Jean with care, compassion and love. Donations in Jean’s memory may be made to the Royal Jubilee Hospital Nursing Archives. A celebration of Jean’s life will be held at Marrion Village,1968 Bee Street, on Sunday, October 14, 2012, at 1 - 4 pm. Forum details redesign’s new date
The school board presented a follow-up forum to District ReDesign 2013 last Tuesday in the BCSS gym in Midway. Last spring the board had invited comment on the concept of a middle school configuration in the district – meaning that Elementary would cover grades K-5, Middle 6-8 and High School grades 9-12. While only three parents attended, the meeting was attended by nearly two dozen in total – the vast majority being trustees or members of the administration. As was announced by the board in June implementation of the middle school system will only go forward in the three Grand Forks schools at this time. There was intense opposition to the idea from parents in the Christina Lake School and the K-7 school there will remain unchanged. The meeting was told that full implementation has been pushed back to the 2014-2015 school year because job action last year
did not allow teachers to fully participate in the discussion that took place last spring about the middle school configuration. Some transition work will begin in 2013-2014 though. Exploration courses will begin in the fall of 2013 for grades 5-7 in Grand Forks. In the meantime teachers, trustees and administration will gather more information. Doug Lacey, principal at Hutton Elementary, presented on Changing Results for Young Readers. The overall goal of this initiative is to build a provincial
network with the focus on changing results for all young readers. The strategy includes development of formal protocols to guide and co-ordinate the work, establishment of a provincial advisory committee, a requirement that one of the existing six provincial teacher professional development days be focused on anti-bullying and, finally, that teachers receive anti-bullying and threat assessment training. The result will be a final report from the Graduation Dialogue Committee due by January of next year. Rezansoff also reported on the succession planning being done to deal with the retirement of three administrators in July 2013: Superintendent Michael Strukoff, Director of Instruction Maxine Ruzicka, and BCSS Principal
Louise Bayles. Rezansoff said they anticipate being able to announce the new superintendent in late November or early December. She said that staff currently within the system would cover the responsibilities now carried out by the other two positions. The BCSS principal position would have to be filled but the board has yet to decide exactly what administration will look like in the end. “We know when we come to the end of this process the school district will be down one administrative position,” she said though.
