A good day for bike riding is also a good day for gardening. Luckily for Tracey Loslo she doesn’t have to choose. That’s because Loslo operates her I-Dig gardening and landscaping business from her bike. Loslo and her white Dahon folding bicycle attached to the little burlap-lined trailer that carries the implements of her trade are a familiar sight around
New Westminster’s Queen’s Park neighborhood. From early spring to late fall, from 7:30 in the morning to as late as 8:00 at night she pedals from client to client, tending flower beds, rehabilitating lawns, pruning trees and shrubs, and even designing whole gardens. Most of her gardens are in the six-square-block area, although she does have a few customers further afield; it’s not easy pedaling the city’s hills hauling a 150-lb cart filled with a spade, rakes, pitchfork,

pruning shears, gloves, a bucket, and organic soil enhancers and fertilizers of her own concoction. She also packs a tablet computer in her panniers to work on her landscaping designs and access her database of gardening information. In fact, says Loslo, refining her cart and knowing just which tools she needs has been an ongoing process since she started the business in 2010. “Everything has to earn its place in the cart.”
Loslo was a marketing executive for an international high-tech company when she decided to step away from the rat race and turn her lifelong love for gardening into her vocation. The bike and cart were borne of necessity; she says she didn’t want to sully her beloved 2005 “screaming yellow” Mustang convertible with dirty gardening tools. A suspect was being sought following a stabbing Saturday night in New Westminster that resulted in a man’s death. Police were called to the 500-block of Third Avenue just after 10 p.m. Saturday and the victim was taken to hospital where he died at 5:44 a.m. Sunday. The Integrated Homicide Investigation Team said witnesses saw a man running from the scene. He is described as an Asian male in his mid-20s, about five-foot-five with short black hair, muscular build and wearing a black muscle shirt and grey shorts. “Investigators are attempting to conduct a neighbourhood canvass to obtain any information that may assist in locating the suspect and help determine a motive for this stabbing,” said Sgt. Her cargo limitations also ensure she stays true to her commitment to do all her work by hand, communing with nature and guiding it rather than brutalizing it to her will with powered machines like tillers and leaf blowers. “It’s so freeing to be a gardener,� says Loslo. “When I’m on my hands and knees digging in the soil, smelling it, you forget about everything.� So enchanted is Loslo by her new life, she recently sold her Mustang. She needs the space to build a shed to expand her gardening business.

The 2012 Federal Electoral Boundaries Commission for British Columbia heard plenty of sentiment for keeping Queensborough connected to New Westminster during a public hearing it held at the Inn at the Quay last Wednesday. The commission has proposed Queensborough, which is currently part of the Burnaby-New Westminster riding, be added to a riding called Richmond East for future elections. New Westminster Coun. There was no outcry of ruining the neighbourhood when a representative of a medical marijuana dispensary made a case for setting up a “pot shop” on 12th Street in New Westminster to the West End Residents Association (WERA) last week. WERA president Elmer Rudolph said Justin Cleveland of the West Coast Green Light Society made an impressive 15-minute powerpoint presentation and fielded questions for 20 minutes at an association gathering that included about 15 residents. “It was either noncommittal, or I would say I would have the general feeling it was positive,” said Rudolph of the reaction. “I didn’t get any indication that anybody felt very strongly antidispensary.” Green Light is a non-profit organization that plans to distribute cannabis to customers

Pondering the pot problem

Marijuana is expensive. Not only to those who indulge in the occasional, or regular, toke. But also in law enforcement and social costs. Growing, distributing and possessing pot are all illegal in Canada. Much of the growing and distribution are controlled by organized crime. Police, court and municipal authorities spend hundreds of millions of dollars a year enforcing Canada’s pot laws. For the most part, it’s a catand-mouse chase that just ends up moving the problem around rather than eradicating it outright. Even a former B.C. attorney general, Geoff Plant, says the prohibition of marijuana has been a “disastrous failure of public policy.” Last week, the Union of B.C. Municipalities passed a resolution calling for marijuana to be decriminalized. They’d rather the weed be regulated and taxed instead, much like alcohol. That’s good news and bad news for the province’s 585,000 regular pot users; they’d no longer be considered criminals, but they’d pay the price with taxes that have an annoying way of always increasing. But decriminalizing marijuana likely won’t save enforcement costs. That’s because most of the money in marijuana made by the drug trade comes from producing it for export. As long as pot is still illegal the United States, there will be organized groups looking to cash in. And there will still be pressure on authorities to shut those groups down and stem the flow. The drug trade and its accompanying violence won’t go away with a resolution or the stroke of a pen through existing legislation.

Bring on the crazy dreamers A few years ago, residents quashed a proposal to open a pub and liquor store in the old Carpenters Hall on 12th Street. Regardless of where one stands on the issue, a pub and cold beer and wine store could have been a great little neighbourhood hub and today, 12th could have been a much more lively place. These gathering places, if done well, can be remarkable catalysts for shopping strips. There have been attempts by businesses on 12th and East Columbia to do this, but none have set things in motion in the way things have taken off on Vancouver’s Main Street. There, the ’80s and much of the ’90s were sad times, with most of the strip boasting only rare gems among a host of drab or vacant storefronts. Today, as you likely have seen, much of south Main is hopping with interesting boutiques, antique shops, cafés and restaurants. What happened? Some say it started with the modest opening of two hip cafés (The Whip and SoMa) and a popular Asian fusion restaurant Monsoon all within a few blocks of each
Chris Bryan other in the late ’90s. They were magnets, and created buzz. Suddenly, mid-week these places were packed with the lunch crowd. Like attracted like, and other creative retail cropped up to take advantage. Foot traffic ignited, the logic goes, and the renaissance on Main continues to this day as small, inexpensive storefronts are rented by entrepreneurs short on cash for Robson or West Fourth but flush with ideas to burn. Wouldn’t we like this to happen on streets like 12th and East Columbia? What would it take to make that happen? A few weeks ago I proposed one step: a retail diet, allowing street-level retail to be rezoned as residential in specific areas. The idea with this is to focus retail energy a little better and trim some areas where retail

isn’t working. Another idea is a hands-on city. It’s already happening with City Hall expropriating land for the new civic centre and now with its decision to build the office tower on its own. Many have rightly raised concerns about the amount of money on the line, but it’s a sound investment and we’ll be fine. Look to Surrey—a city admittedly flush with cash—and the kinds of projects it’s taking on through its Surrey Development Corp., and you’ll see New West has only scratched the surface of what’s possible. Today, like most cities, New West buys and sells land. Westminster Pier Park was a smart purchase, and other land was sold to help pay the bill. Why not some strategic investment on 12th, or East Columbia? Over time, the city could acquire a few key properties and assemble them and offer them to a developer for a modest profit, on the condition the builder creates something that meets the city’s goals. to spark large redevelopments in key areas, such as the MetroPlace project next to Metrotown SkyTrain station currently underway. Why not in New West? But back to neighbourhood hubs a moment. As I said, there have been attempts. On 12th Street years ago, Rose Ternes was a groundbreaker with her Antique and Olde House Resource Shop. It was a beautiful place, great service, a real draw. Later, there was Azulejo’s Corner, a space dedicated to selling the work of emerging artists—a real community development kind of concept. And there have been other interesting, quirky places—like the maternity/sex shop that opened above Eighth Avenue (not quite the turn on, I suppose, that combination). What’s needed is a great café or bistro. Some say they wish a Starbucks would open up, and yes, the Starbucks on East Columbia has created a nice hub. Yet Starbucks may spark but it can’t set a street alight like a creative, funky innovator can. Please see SEISMIC, A8

Stop ragging on 12th Street Re: Tired of the 12th Street rag (Column, NewsLeader, Sept. 14) I would like to invite this editor to take another walk on 12th Street as he’s clearly made some mistakes in this article. There are two busy coffee shop/ cafés on 12th Street that residents love, Amber’s Choice and Coffee Mania. We have a great butcher, Halal Meat and Food Production at 940 12th St. We may not have a big brand name like Waves coffee, but that’s part of the culture on 12th. We have independent, family-run businesses that support our community. I’m insulted you would write that my community “sucks.” Elizabeth Douglas There are many little family owned shops along 12th. I think the writer needs a tour guide to show him what New West has to offer. We don’t need the big corporations, our family-owned businesses are better. Lost hope for New west Re: New West needs to go on a retail diet (NewsLeader, Sept. 21) New West has done a horrid job of planning, both for retail and residential. Victoria Hill is riddled with units that remain empty while Onni holds out for more money, while the current owners are actually losing money selling three to four years later. Somehow, we keep building condos, and populating their street-level spaces with cheque-cashing joints, bridal shops and dollar stores. The New West SkyTrain station is already rife with empty shops adorned with For Lease signs. Couple this with awful traffic logistics for local residents, poorly distributed shopping districts that you refer to, and no apparent plan for attracting anchor retail, well, I’ve kind of lost hope for the next five years or so. What can bring flagging retail to life? Retail consultant David Ian Gray of DIG360 usually focuses on the downtown Vancouver area, but says he is increasingly suggesting entrepreneurs look east. “I’ve had clients, especially startups, and they’re looking at Coal Harbour, etc., and I’ve actually said you should look at New West,” Gray says. “Or at least the TriCities.” Downtown Vancouver is overserved in terms of retail, he says, and population growth is shifting the whole epicentre of Metro Vancouver towards Surrey. “If you’re thinking longer term, that’s something to think about,” he says.
When asked about reviving flagging retail strips, he says an engaged, proactive group of owners in one small area can have a signficant impact. He cites the creation of the Granville Street entertainment district as an example. This resulted from a idea brought forward by the owners of the Roxy nightclub, Gray says, not City Hall. In the case of South Granville’s furniture and decor district, around Broadway, this cluster of like-minded businesses resulted from some hands-on decisions by owners to be patient and seek tenants that fit their mix. It’s can be a tough pill as owners
forego rents for a little while. But the payoff can be significant, Gray says, in terms of the value of their retail properties, because “marginal retail attracts other marginal retail.” Gray says City Hall can also help by relaxing parking rules and keeping business taxes low. And then there’s always the wild card that can really make things happen. “It’s usually someone within the commuinty has the idea for a unique concept that wants to do it in their backyard,” says Gray. “It’s hard to predict. According to a 2000 Vancouver Sun article, the person who opened SoMa Café, Monsoon and The Whip was one guy, Jonathan Kerridge, a former treeplanter who lived out of his van for a while until he got his first business off the ground. One of those crazy dreamers. According to retail consultant David Ian Gray of DIG360, for all the work cities and BIAs do to create the right environment, explosive change often starts
from the actions of a single person like Kerridge. “It’s always going to be visionary groundbreakers or people just crazy making stupid decisions that turn out OK,” Gray told me last week. “You think about Gastown and isn’t it an amazing place to go? And it wasn’t that many years ago that it was basically Sean Heather with the Irish Heather—you can kind of count them on one hand.” Look at 12th Street today and there are three old-time greasy spoon diners with
the kind of history and soul many places would kill for. If some enterprising person were to take over just one of them and re-imagine it for today’s generation, who knows? Something could start right there. Feet might come marching, and suddenly the whole streetscape looks a little different. People look around and go, hey, there’s a cool guitar shop… Hey, there’s a Caribbean restaurant, a Mexican place… one of the last brick-and-mortar video
stores anywhere… a wicked military surplus shop... And then, you never know. It’s amazing what a few feet on the street can do. In terms of fundamentals, East Columbia probably has more going for it. A population boom coming to the Brewery District down the road, a gigantic hopsital soon to expand and a little public plaza next to Knox Presbyterian Church. B.C.’s newspaper industry, after threatening to bail out of a huge revamp of the blue box recycling system, is now back on board and the initiative may stay on track for a planned 2014 launch. But cities remain deeply concerned about how the recycling system shakeup will unfold and councillors peppered industry reps with questions at a workshop session Thursday at the Union of B.C. Municipalities convention in Victoria. The province is requiring retailers, grocers and newspapers through the stewardship group Multi Material BC to take responsibility for collecting and recycling printed paper and packaging of every type. It greatly expands blue box recycling and forces those producers who create all packaging waste to bear the costs of dealing with it, and hopefully spur them to design greener packages. Multi Material BC officials say they don’t plan to create their own rival collection systems, but will likely contract with either cities, non-profits or private recyclers to use what already exists. That still leaves civic reps
wondering what the final system will look like and whether their budgets and citizens will make sacrifices due to unremitted costs or reduced curbside services. “What I see here is a huge amount of instability,” New Westminster Coun. Bill Harper said. “It’s quite an untenable situation.” His city has just paid for new trucks to handle single-stream recycling pickup – where all materials go in the same bin instead of being sorted by households – and wonders if taxpayers will be reimbursed for those costs. “Who’s going to subsidize that? Probably nobody.” Other questions voiced at UBCM include whether union contracts will be broken and whether recycling programs will all be forced to go to single-streaming or to separated systems. “Who is responsible for illegal dumping?” asked Stacey Barker, the Fraser Valley Regional District’s environmental services manager and UBCM rep on the packaging issue. “There are many questions.” An added complication is the tight timeline for consultation. Cities may see a draft by late October of the proposed system, leaving little time for input before the Nov. 19 deadline for Multi Material BC to submit its plan to the province. The organization recently asked for a one-year extension

but environment minister Terry Lake said he has not yet granted the request and wants to stick to the schedule. Efforts were delayed because the Canadian Newspaper Association, whose members generate 30 per cent of the material collected via blue boxes, stepped away from Multi Material BC to consider whether it could mount its own program but is now expected to rejoin. “There’s a desire to work together on a single plan, as opposed to have two different plans,” Multi Material BC chair Allen Langdon said. Metro Vancouver board chair Greg Moore said it’s critical the material collected actually be recycled and not just become another garbage disposal system. He said cities that have invested heavily in recycling to achieve a high diversion rate don’t want to see any backsliding. “Many local governments have amazing recycling programs,” Lake said. “The last thing we want to do is upset the apple cart.” Multi Material BC would target residential recycling first, then businesses, industry and insttitutions later. It estimates 50 to 57 per cent of the material it will collect is now recycled and aims to boost that to 75 per cent, but has no specific timeline for doing that. UBCM has pressed for a more ambitious target.

Panthers pounce on Hyacks Grant Granger

The New Westminster Hyacks had a tough weekend, and they’re preparing to deal with another one this weekend. The Lord Tweedsmuir Panthers mauled the Hyacks 48-7 at the Surrey school’s field on Friday. Panthers running back Jamel Lyles scored on a 67-yard run on their second offensive play as Lord Tweedsmuir jumped out to a 27-0 lead. Even after New West’s James Nicholas scored on a 74-yard run, the Panthers ran the ensuing kickoff back for a touchdown. “Any life we had kind of left after that,” said New West head coach Farhan Lalji also noting his troops did not do a good job of tackling and took too many penalties. “We weren’t ready to play. I’m not sure why. The practice week was OK. “We made some mistakes early and kind of got deflated.” It was a trend Lalji saw in his troops last season which rang an alarm bell, so he had worked with his troops on avoiding similar circumstances. “I certainly didn’t go into that game thinking it would be a score like that,” said Lalji. “They’re a good team, but I don’t think they’re 40 points better.” Tweedsmuir dominated the line play on both sides of the ball which surprised Lalji.
“I’ve been happy with our line play so far,” said Lalji. On Friday, the Hyacks will play host to Coquitlam’s Centennial Centaurs, who were an honorable mention in last week’s provincial rankings but fell to No. 3 ranked Vancouver College on Saturday. Lalji said the Centaurs have some “special athletes” including running back Nathan Lund who has accumulated 670 rushing yards and 10 touchdowns in four games. He has also caught eight passes for 192 yards and one TD. “Nathan Lund, if he’s not the top running back he’s one of the top three running backs in the province. He’ll be a handful, and they’re big up front,” said Lalji. “I have no doubt in my mind we can play with them, but we’re going to have to tackle better.” Although both Tweedsmuir and Centennial play in the Eastern Conference and New West in the Western, both games count toward the playoffs. • Lalji said the organization is still counting the numbers from Saturday night’s annual Hyack Tailgate Auction at the River Market. The silent auction had a value of $28,000 in items, the best ever, and there was a turnout of about 100. But Lalji said it’s likely not as big a take for the team as it has been in previous years.
Pierce to battle Martin in WCC opening draw New Westminster’s Brent Pierce will face a formidable foe in his first match at the 2012 Westcoast Curling Classic at the Royal City Curling Club this weekend. Pierce will take on 2010 Olympic gold medallist, 2008 world champion, and four-time Canadian champion Kevin Martin of Edmonton on Friday at 2 p.m. On top of all those credentials, Martin has won the last two WCC championships, five of the last seven, and six overall. This year, Martin’s 12-year-old son Karrick will be throwing lead stones for another Edmonton rink PIERCE skipped by Brendan Bottcher, who plays his first game against former world champ David Nedohin of Edmonton at 11 a.m. That draw also features another world champion, Kevin Koe, who takes on Steve Laycock of Saskatoon, and two RCCC skips, Jay Wakefield and Sean Geall, facing off against each other. With only 18 teams participating this year, the $52,000 event will have them broken up into three round-robin divisions with eight teams advancing to the championship round Sunday. Martin and Pierce’s group also contains Brier finalist William Lyburn of Winnipeg. The semifinals (10 a.m.) and final (1 p.m.) will be played Monday. Martin, with his Olympic team of third John Morris, second Marc Kennedy and lead Ben Hebert, will take on Kelowna’s Jim Cotter in a skins game on Thursday starting at 7:30 p.m.
