When it became obvious the substitute (sick day) budget would have a huge cost overrun last year—it ended up over $400,000—Verigin had asked a few of the district’s departments to not spend their money. The internally restricted, carry forward money ended up being higher than normal at $435,553 when the dust settled on the year. “Our replacement budget was being used up so quickly that we were concerned we would be into a dire position that we would be dipping into our reserves,” she said. Any money not required to cover the substitute budget will now be given back to the departments, Verigin said, and the $218,046 in reserves remains intact. The district also had $97,121 in professional development obligations, $42,349 in targeted French funding carrying forward, and $10,776 in targeted grants.

Volunteers help reclaim Columbia’s shoreline BY BREANNE MASSEY Times Staff
A group of five people in matching blue shirts and bandanas emerged from the ditch along Casino Road on Sunday, some carried a fridge while others hiked up with the remnants of an old couch. It was a test of endurance for some, and for others it was a simple act of philanthropy: the annual B.C. Rivers Day celebration and its associated clean up. The Trail Skills Centre, the 44th Engineer Squadron/39 Combat Engineer Regiment and Teck Trail Operations volunteers supported Greater Trail residents who scoured the shoreline for trash in Gyro Park, the S-Hill and Casino
Road, with efforts stretching all the way out to Waneta. The environmentallygeared event attracted more than 150 participants focused on removing litter from the shoreline of the Columbia River. “I think it’s a good idea to clean up our river and show our kids that everything needs to be cleaned up,” said Sita Lawson, a first time participant. “The most rewarding part of the day was probably seeing the kids find garbage and telling us why it would be bad for fish to have in the river. “The kids even found fishing lines and knew it could get tangled up around some of the fish and birds in the area.”
Impacts of Shoreline Litter Shoreline litter is a global environmental problem that has long term impacts on ecosystems, wildlife and people. Ecosystems: Shoreline litter can significantly alter the sensitive balance of ecosystems. The ability of litter travels widely, meaning it can also transport invasive species that further upsets the delicate balance. Wildlife: Shoreline litter is particularly dangerous for animals, which face a substantial disadvantage in these settings. The two greatest threats are entanglement and ingestion, which can lead to restricted movement, injuries, and even death by drowning, suffocation or starvation. People: In addition to safety concerns and unsightliness, litter also entails substantial economic costs and losses to people, property and the livelihood of areas such as coastal and fishing communities. http://www.shorelinecleanup.ca/en.
And that was the topic of discussion for an entire week
before pitching in at the event for the Lawson-Wallace family, as they talked about what kinds of garbage they might find, how it might get there and what it could do to the animals. It was a treasure trove for trash talking, as many other participants were surprised about what they found on Sunday. “It was a really big eye opener for a lot of people,” said event organizer Denise Robson of the Skills Centre. “It was brilliant.” Last year’s event hauled roughly 17,480 pounds of debris from a 1.5-kilometre stretch of the river with help from hundreds of volunteers, as well as 25 tonnes of

According to the collective agreement with teachers, the board puts around $80,000 into professional development on an annual basis, the teachers put in $20,000 on an annual basis, and that becomes the teachers’ professional development fund for the year. That money has to be set aside, and it becomes part of that surplus. As well, schools are given money on an annual basis for items such as textbooks. And sometimes the money is saved for a few years to help build a fund for a new program. “So it really is committed money that hasn’t been spent, but it is committed in the fiscal year,” Ganzert said. Substitute expenditure The school district ended up with $401,429 overspent covering for staff sick days, according to the substitute expenditure report at the end of the last school year. The district spent $824,092 for its teacheron-call budget in the last year, $158,779 over its $665,313 allotment. Family illness and bereavement leave also took $117,000 out of the budget. “That’s where we knew we were headed into that direction,” Verigin said, with a total substitute budget last year of just over $1 million, including money for clerical, aides, support staff and sick leave. But with a new budget of $1.43 million— including $880,000 for teacher on-call illness— Veregin felt the coming year should not pinch the district as hard. “If the trend continues this year we should be well covered,” she said. Last year the school district battled with a $1.55-million budget shortfall, compounded by the cost overrun in the substitute expenditure budget. However, an unbalanced budget was not considered in SD20 last year since many trustees felt the facilities question—closing schools in Castlegar and Rossland—could provide a budgetary answer in the next two years, Ganzert said. The new budget is expected to carry 14 full time job losses throughout the region—including two teacher-librarians, almost eight teachers, three non-enrolling teacher staff, and one custodian—although the cuts haven’t been confirmed. The job cuts were deemed necessary for this year to deal with another $1.55 million operating shortfall in the district—and rising internal costs for sick leave—covering a three per cent drop in funding from the Ministry of Education.

Beach Cleanup. In 2002, the Great Canadian Shoreline Cleanup emerged as a national program, providing all Canadians the opportunity to make a difference in their local communities. Clean-ups started appearing in every province and territory, and by 2003, more than 20,000 volunteers were taking part. “The efforts of all the clean-up volunteers makes a huge difference to the health of our shoreline,” Robson said. Afterwards everybody returned to Gyro Park around 11:30 a.m. for a celebration. The festivities featured kettle corn snacks from the Trail Rotary Club and live music. There were also children’s activities ranging from a climbing wall to kayak demonstrations, carnival games and activities.

The nationwide event began in 1994 when a small team of employees and volunteers at the Vancouver Aquarium decided to clean up a local beach in Stanley Park to help protect the city’s shorelines. They submitted the data collected during this event to the International Coastal Cleanup, a global program managed by the Ocean Conservancy. By 1997, 400 volunteers were participating in 20 sites across British Columbia as part of the Great BC

Outstanding warrants received outstanding attention from the Trail Crime Reduction Unit last week as officers apprehended three Trail men wanted for numerous charges. The arrests were part of an increasingly concerted effort by police to closely monitor offenders under court-imposed conditions, said Kootenay Boundary Regional Detachment’s RCMP Cpl. Darryl Orr. “RCMP also remain committed to apprehending any persons in Trail and Castlegar with outstanding warrants of arrest to ensure the safety of the communities,” he said in a press release. On Thursday officers in the Crime Reduction Unit arrested 32-year-old Sheldon Matteucci after two outstanding warrants were issued for his arrest for uttering threats and assault. Matteucci was also found hiding inside a Trail residence and was arrested without incident in the late afternoon. Matteucci was remanded into police custody and appeared in Rossland Provincial Court on Monday. The previous day unit officers arrested 20-year-old Blade Guindon of Trail for an outstanding warrant of arrest for breach of probation. After conducting numerous local enquiries Guindon had been observed outside of his residence contrary to his court-imposed curfew, a move that resulted in the warrant being issued and his subsequent arrest. Police found Guindon hiding inside his Trail residence later that day and arrested him without incident. He appeared in Nelson Provincial Court on Thursday and was sentenced to 10 days jail as a result of his breach of probation. Outstanding warrants for uttering threats and failing to appear in court were the reasons members of the Trail Crime Reduction Unit arrested 24-yearold Frederic Roy on Tuesday. Roy was arrested at his residence in Trail without incident and appeared in Nelson Provincial Court the same day Guindon was arrested. However, Roy was released from custody after entering into a 12-month, no contact peace bond with the people involved in the original incident.

VICTORIA – Premier Christy Clark announced $207 million worth of accelerated capital projects, including roadworks, school and hospital improvements in her speech to close the Union of B.C. Municipalities convention Friday. Clark said accelerated projects will be announced in the weeks ahead, including school improvements in Nanaimo, Campbell River, Houston, Surrey, Richmond, Mission, Maple Ridge and West Vancouver. “These are new projects that we can get started this year,
but this capital investment is not new money,� Clark told a Victoria convention hall packed with local politicians. “It is money we have saved from pinching our pennies, and I am very proud of that.� Clark also pledged the fourlaning the last 240 km of the Trans-Canada Highway from Kamloops to the Alberta border, a project expected to cost $650 million over the next 10 years. The commitment adds $509 million to the existing B.C. budget of $141 million over three years, with federal cost sharing to be negotiated. She also announced the beginning of planning work for
replacement of the 54-year-old George Massey tunnel under the Fraser River from Richmond to South Delta. Taking questions after the speech, Clark said the accelerated capital projects are about continuing the development of the Pacific Gateway transportation plan and using savings to speed up community improvements, not boosting the government’s popularity going into an election next May. Federal Heritage Minister James Moore addressed the UBCM convention Friday morning, listing the federal government’s contributions to large infrastructure programs in B.C.

VICTORIA – the B.C. government has reached a tentative agreement with its largest employee group, as the B.C. Government and Service Employees’ Union has recommended acceptance of a two-year agreement with a four per cent raise. Premier Christy Clark announced the settlement Friday
at the Union of B.C. Municipalities convention, after talks broke down in the spring and the BCGEU staged a series of strikes at liquor stores and government offices around the province. BCGEU president Darryl Walker said the government dropped its proposal to sell the Liquor Distribution Branch warehouse and delivery system, which was “huge� for

the union and a step towards privatizing government liquor stores as well. “We think this is the spine of the system,� Walker said. “Without this we would perhaps have lost the whole system.� Clark said the settlement meets the government’s “cooperative gains� bargaining mandate, where savings and efficiencies cover the costs of pay increases,
but offered few details. Walker said the 26,000-member union agreed to work with the government to reduce sick days and find new efficiencies in operations that include ministry operations, social workers, and provincial prison and court services. The union dropped its proposal to open more liquor stores on Sundays to increase revenue.

Minister apologizes for suggesting Mulcair helped hasten Layton’s death THE CANADIAN PRESS OTTAWA Conservatives were left cringing once again over the ramblings of caucus colleague Rob Anders, this time over his suggestion that an ambitious NDP Leader Tom Mulcair helped hasten the death of predecessor Jack Layton. Anders swiftly sent a written apology Monday for his bald comments, and Layton’s widow Olivia Chow said she accepted it. Prime Minister Stephen Harper’s office was quick to distance itself from the remarks, saying they didn’t reflect the views of Harper or the government. “To be clear, Mr.
Anders’ comments regarding Jack Layton in no way represent the views of @pmharper or the government,” tweeted Andrew MacDougall, Harper’s director of communications. MONTREAL Quebec’s construction inquiry has witnessed its first political bombshells, with a witness testifying Monday about systemic corruption at Montreal city hall and the mayor’s own political party. An ex-construction boss says that, for years, three per cent of all the contracts he received from the City of Montreal went to the political party of Mayor Gerald Tremblay along with a litany of other cash bribes and gifts for municipal bureaucrats. Lino Zambito described a system in which the 2.5 per cent he gave to the Mafia on each contract, which he testified about last week, was merely the tip of an iceberg of corruption that drove up the cost of construction work in Montreal. On Monday he described new layers: a one per cent bribe to a city official involved in contracting; a 25 per cent commission that another city official claimed on so-called

Party leaders’ spin contest ends in a tie
The Union of B.C. Municipalities convention is the political event of the year for B.C. party leaders, especially heading into a provincial election. Up first was NDP leader Adrian Dix, who drew a large crowd of local politicians last week for the traditional early-morning spot that follows a long evening of receptions. In contrast to his debut last year, a typical litany of political attacks on the B.C. Liberals, Dix declared he would take the high road. And perhaps mindful of Carole James’ downfall after her content-free speech to the 2010 UBCM convention, Dix set out policies. He told delegates an NDP government would restore local authority over Metro Vancouver transit (no more toothless “mayor’s council”) and mountain resorts (no more Jumbo ski resort permits issued over local objections).
Dix would also let communities decide if they want public-private partnerships for large construction projects. (Federal Heritage Minister James Moore later noted that if communities or provinces wish to decline federal funds due to this ideology, they are free to do so.) Then Dix accused the B.C. Liberals of cutting forest inventory spending by 77 per cent over the last decade, meaning decisions like rebuilding the Burns Lake mill are being made “in the dark” for the first time in a century. That’s a damning charge, so I checked it against forest ministry budget records. As with all government programs, accounting changes can give a misleading appearance of large cuts or increases from year to year. And indeed forest inventory spending has bounced around during the B.C. Liberal term.

Views The budget for forest inventory staffing and operation was about $8 million in 2001-02, rising as high as $15 million and falling to a low of $5.1 million in recession-hit 2009-10. The estimate for the current fiscal year is $9.7 million, an increase to try to catch up with the pine beetle disaster. Crown forest inventory has indeed fallen behind due to rapid shifts caused by unprecedented insect and fire damage. But has spending been slashed as Dix claims? No. It has
increased. Next up was Premier Christy Clark, in full campaign mode. In the Gordon Campbell tradition, she brought the goodies out in her speech to close the convention. More than $200 million has been scraped together to “accelerate” capital projects at schools, hospitals and other facilities across the province. These projects were already on the books, but they’ve been moved up for obvious political purposes. Or at least the announcements will be moved up. Four-laning of the last narrow stretches of the Trans-Canada Highway east of Kamloops will continue over 10 years. This is a federal-provincial project that will eventually be finished regardless of who is governing in Victoria or Ottawa. It includes some of the most staggeringly expensive road building in Canada, in the Kicking
Horse Pass, a short section that could require two tunnels and up to 12 more bridges. Clark also announced a long-range plan to replace the George Massey tunnel under the Fraser River. It will likely be a bridge, because the tunnel is a bottleneck not only for Highway 99, but also for large ships going up-river. This is another project that will proceed eventually, and there is no specific financial commitment yet. I haven’t found any outright false claims in Clark’s presentation, just the kind of creative accounting and blacktop politics familiar to B.C. voters. As always, I’m pleased to hear from people with specific corrections. For now, call it a tie. Neither speech represents a proud moment for our provincial leadership. IHA changes based on cost not care Once again, it seems the Interior Health management team is attempting to dismantle the capacity of the Regional Hospital in Trail to provide comprehensive services to area patients. As a physician involved in recruiting several Ophthalmologists (Doctors who oper-
ate on eyes) over the past 20 years to Trail, I am particularly unhappy with the somewhat disingenuous rationale that is being put forward to justify the removal of the Ophthalmology service. Trail Hospital has long provided this patient service in a very cost efficient manner
and the minimal cost of a new operating microscope is really not the problem here. It is rather, the less cost efficient use of resources at other sites that is to be corrected by moving our services elsewhere. This is not a patient centered decision, but rather a small cost cutting effort, which will
have a large impact on many patients in our area. I would ask concerned individuals to contact local politicians and advocacy groups in an effort to influence Interior Health decision makers to reconsider their plans. Dr. Ralph Behrens Fruitvale

For example, historical spill and oil production data show that Newfoundland and Labrador as well as the United Kingdom have had much safer experiences with offshore drilling than the U.S. Gulf of Mexico. Despite producing more than one billion barrels of oil, there has only been a single oil spill greater than 50 barrels since offshore oil production began in Newfoundland and Labrador. Furthermore, the number of oil spills from maritime traffic in Canadian waters has decreased substantially since the 1980s, and none have occurred in the past decade. Learning from the experiences of Newfoundland and Labrador, the U.K., Norway, and the U.S., the government of British Columbia, in partnership with the federal government, can design and implement a world-class regulatory regime for offshore exploration and development. Having waited to develop its offshore fossil fuel resources leaves British Columbia in the enviable position of learning from regulatory improvements and mistakes in other jurisdictions. A well-funded and well-designed regulatory regime paired with appropriate liability laws can help mitigate the risks involved with offshore oil activity. Lifting the moratorium on offshore oil and gas activity on Canada’s west coast will contribute to the federal government’s goal of making Canada an “energy superpower.” And at the same time, it has the potential to resolve inter-provincial infighting over pipelines by ensuring British Columbia is a larger beneficiary of Canada’s energy renaissance. Joel Wood is a senior research economist with the Fraser Institute in Vancouver and author of the forthcoming study Lifting the Moratorium: The Costs and Benefits of Offshore Drilling in British Columbia.

Olympic champion was ‘Canada’s sweetheart’
AITKEN, MARGARET WILSON — April 19, 1925 – September 28, 2012. Meg passed on as she lived, quietly and peacefully, at her home of the past 9 years with her extended family at Poplar Ridge. She was born in Innerleithen, Scotland, immigrated to Canada in the mid fifties where she married Bert Aitken in 1958, at Trail. They lived in Warfield for over forty years, making several trips to Scotland. Meg was predeceased by her beloved husband, Bert; her parents Jean and Jim Scott; aunts, uncles, cousins in Canada and Scotland. She is survived by cousins in Innerleithen, May Fraser and family and Nan Scott, formerly from Australia; also, Bert’s nieces and families in England; locally, cousin and friend Laura Peat Lucin and family and Margaret Jeffels, friend and dedicated visitor. A warmest thank-you to doctors, nurses, care aides and all the staff and volunteers at Poplar for their wonderful care. There will be no memorial service by request but Meg will be in our hearts always. Also, a heartfelt thanks to Al Grywacheski and staff at Alternatives Funeral and Cremation services for their caring, compassionate help at this time. He was educated in Trail and later at the University of Victoria, earning a degree in teaching. He taught at Fruitvale Elementary School for 25 years and Montrose School for 10 years, retiring at the age of 58. He was a born teacher and a mentor to many. He leaves to mourn him; his sisters Sandra Colangeli and Wendy McLaughlin, nieces; Lisa (Gord) Douglas, Tracy McLaughlin (Denis), Gianna Colangeli (Daryl), nephew; Todd McLaughlin (Amy), and great niece Caylee. Kurtis is also survived by his cousins Butch (Ena) Boutry and family, Sheila Ewings and family, Mary-Anne, Janet and Elizabeth and family, Arlene (John) Sorenson and family. He was predeceased by his three beloved brothers-in-law, Lino Colangeli, Larry McLaughlin and Lonnie Plasko whom he well loved. Kurtis had a wonderful “circle of friends” who were so very good to us all. Laurie, Dick, Donna, Marilyn, Barb, Carol, Audrey, Rob and Helen-to name a few. His school friends Don (Marlene) Recchi and George (Donna) Arneson, who stayed in touch until the very end-you are in our hearts forever. Kurtis’ Vancouver friends, too numerous to mention, but love and thanks to you all. Other people in Trail have won the Met Opera Quiz but the passing of Kurtis in August marked a milestone in this city’s long history with the arts. Drama, vocal, ballet and film performances, now viewed at the Royal Theatre and the Charles Bailey Auditorium have lost a loyal and knowledgeable patron. Teaching and encouraging others to understand the classics was eagerly undertaken by Kurtis. His presence and knowledge will be sorely missed. A Celebration of Kurtis’ life will be held in the Archives Room of the Colombo Lodge on Rossland Avenue, Trail on Saturday, October 6, 2012 at 7:00 pm. THE CANADIAN PRESS She was Canada’s Sweetheart. Barbara Ann Scott, the only Canadian to win the Olympic women’s figure skating gold medal, died Sunday at the age of 84. She passed at her Amelia Island, Fla., home with her husband Tom King by her side. The cause of death is not known. “Barbara Ann set the standard for generations of female athletes and women skaters who came after her,” said Skate Canada president Benoit Lavoie in a statement. “The discipline and focus that she learned early in her career were the foundation of her success, as Canadian, North American, European, World and Olympic Champion.” The Barbara Ann Scott Doll, made after her 1948 Winter Games triumph at St. Moritz, Switzerland, remains a prized possession of admirers and collectors alike. She was honorary chair of the 2006 world championships in Calgary and her

She will be sadly missed by the international skating community and by her many fans worldwide.” Her married name was Mrs. Thomas Van Dyke King, but most simply called her Barbara Ann. She was a role model for young Canadian women in the late 1940s and early 1950s. She
won the admiration of Canadians with her beauty and grace, on and off the ice, and she dazzled the world. Scott won the Lou Marsh Trophy as Canada’s top athlete in 1945, 1947 and 1948. She was inducted into Canada’s Sports Hall of Fame in 1955 and the Canadian Figure Skating Hall of Fame in 1991. She became an officer of the Order of Canada in 1991, was inducted into the International Women’s Sports Hall of Fame in 1997 and was named to Canada’s Walk of Fame in 1998. In 2009, she carried the Olympic torch into the House of Commons on its journey to Vancouver for the 2010 Winter Games. She appeared in television commercials, authored two books, ran a beauty salon for a time, was a director of a summer theatre. She remained involved in figure skating as a judge at competitions and often returned to Canada as an honoured guest at sport and charity events.

Singer was part of Nova Scotia’s musical family THE CANADIAN PRESS HALIFAX - Raylene Rankin of the internationally acclaimed Nova Scotia musical group The Rankin Family died Sunday after losing her fight with cancer. She was 52. Marlene Palmer, group’s tour publicist, said Rankin’s sister confirmed the death. Rankin and her four siblings - John Morris, Jimmy, Cookie and Heather - formed the group more than 20 years ago and are credited with taking Cape Breton Celtic music to the mainstream. In a statement provided by Palmer, Heather Rankin said her sister fought “a very long and courageous battle with grace and dignity and was an inspiration.” “Throughout her struggle with cancer she never ceased to show her
concern for her friends and family,” she said. “Right up until her last hours of life she was still expressing concern for others. She worried for all of her family and friends, a beautiful lady indeed.” Heather Rankin described her sister as generous and kind hearted. “She was a little bit older and she took on the role of protector of the younger members of her clan,” she said. “She was a very bright lady and a strong leader and I often looked to her for guidance and I will have a very large void in my life now that she is gone.” Members of Canada’s music community were mourning Raylene Rankin’s death on Sunday. singer Rita MacNeil said she was devastated when she heard the news. “I’ve known Raylene a long time. We have lost a great musician and a wonderful person,” MacNeil said in a statement. “It’s a lasting legacy. An inspiration to all women.” Singer Anne Murray added that Rankin will “live on through her music.” “It is a sad loss of a fine talent from a family who has endured so much tragedy already,” she said in a statement. In 2000, John Morris Rankin died when his truck plunged into the icy Gulf of St. Lawrence near Margaree Harbour, N.S. He was 40. Federal Heritage Minister James Moore offered his condolences to Raylene Rankin’s family and friends on Sunday. “Her musical talent
charmed the nation,” he said in a statement which highlighted the many Canadian music awards won by The Rankin Family. Father Angus Morris of St. Mary’s Parish in Mabou, N.S., said Rankin is survived by her husband Colin Anderson and her son Alexander. Rankin grew up in the close-knit community of Mabou with her mother Kathleen, her father Alexander and 12 siblings, The Rankin Family website said. The family band first formed under the name The Rankins and won a host of awards over a 10 years period, the website said. In 1999, the group went their separate ways, with many members pursuing solo careers, it said. But in 2007, the four siblings reunited to form The Rankin Family.

Baltus comes up big for Trail Smokies host West Kelowna tonight BY JIM BAILEY Times Sports Editor
It was a night of firsts for many Trail Smoke Eaters this weekend as the team put together 120 minutes of solid, disciplined hockey in back-to-back wins against the Vernon Vipers and Powell River Kings. The Smokies remain undefeated on home ice this season and will need the same effort tonight as they get set to face off against the West Kelowna Warriors at the Cominco Arena. After a forgettable 9-2 loss to the Warriors in Kelowna on Friday, the Smokies bounced back to play two of their best games of the season. “It shows that when we’re prepared and we manage to compete for 60 minutes we can probably play with most teams in the league, so it’s a good sign,” said Trail assistant coach Barry Zanier. In Trail’s 3-0 win against Vernon on Saturday, first-star Lyndon Stanwood’s brilliant 33-save performance marked his first shut out in the BCHL, while Scotty Davidson notched his first BCHL goal in the same game and received second-star honours. Recent acquisition Luke Sandler scored the first goal of the game, and his first as a Smoke Eater in what turned out to be the gamewinning goal. Against Powell River on
Sunday, Davidson continued his excellent play in front of his hometown crowd, setting up Brent Baltus’ two goals, including the game winner with just 48 seconds to play to take the game 3-2. “Scotty Davidson has been excellent,” said Smokies coach Bill Birks. “Those two (Baltus and Tyler Berkholtz) love playing with him. I broke them up a couple weeks ago and they got mad at me. Nitehawk recovering after concussion BY JIM BAILEY Times Sports Editor
The Beaver Valley Nitehawks lost something much more important than the game on Saturday as they fell to the Nelson Leafs 5-2 at the Nelson District Community Centre. With 2:45 left on the play clock, Nitehawks forward Brandon Butlin side-stepped one hit, and was off balance when a Nelson player checked him hard into the boards. Butlin was knocked unconscious and immediately went into convulsions, as the result of a severe concussion. The 17-year-old was taken off the ice on a stretcher and admitted to hospital where he was kept overnight for observation.
Brandon is now at home and resting, and his mom Brenda said that while it has been trying, she may have more difficulty keeping the active young man home and at rest during his recovery. Brandon is unable to remember the third period hit, says Brenda, and, as he is still undergoing tests, a prognosis is unknown. “He’s hoping, but nobody’s giving him any answers so we’ll just have to go day by day,” she added. The J. L. Crowe honour roll student will remain out of school for the time being and is not expected to rejoin the Hawks for at least a month. Everyone at the rink was severely shaken and the coach-

with Swedes THE CANADIAN PRESS GAVLE, Sweden - Cody Franson is on his way to the Swedish Elite League to play for Brynas. How long the unsigned Toronto Maple Leafs defenceman stays there remains to be seen. In annoncing the signing Monday, the Swedish Elite League team made it sound like Franson would be around for the entire season, but his agent later clarified that
he had the option to return to North America if the lockout ended and a contract could be reached with the Leafs. The 25-year-old former Beaver Valley Nitehawk defenceman is a restricted free agent who went unsigned by Toronto throughout the summer. He made US$800,000 while appearing in 57 games with the Leafs last season, scoring five goals and 21 points.

The Leafs dominated the Nitehawks outshooting them 34-18 including a Hawks’ season low of just four shots on net in the third period, a stark contrast to the previous night when Beaver Valley peppered Nelson’s Cody Boekman with 43 shots. In the Hawks 8-2 win, Taylor Stafford had a huge night for B.V. The Tabor, Alta. native netted his first hat trick in the KIJHL and added an assist while defenceman Arie Postmus had a productive night with a goal and two assists. Edwards also chipped in with three assists and Zach Perehudoff got the win, stopping 32 of 34 shots. With a Castlegar Rebels’ 9-6 victory over Spokane Sunday, the Hawks sit two points back of the Rebels for top spot in the Neil Murdoch division, but have two games in hand.

‘Family Guy’ creator to host Oscars THE ASSOCIATED PRESS LOS ANGELES - “Family Guy” creator Seth MacFarlane will host the 2013 Oscars ceremony in Los Angeles. First-time Academy Awards producers Craig Zadan and Neil Meron made the announcement Monday. Zadan and Meron said they’re “thrilled” about their choice. “His performing skills blend perfectly with our ideas for making the show entertaining and fresh,” the producers said in a statement. MacFarlane is best known for his envelopepushing animated TV shows “Family Guy” and “American Dad.” He made his big-screen directorial debut earlier this year with “Ted,” which took in more than $420 million at the box office. The 38-year-old entertainer also hosted the season opener of “Saturday Night Live” last month and released an album of big-band tunes from the 1940s and ‘50s last year. “My thoughts upon hearing the news were, one, I will do my utmost to live up to the high standards set forth by my predecessors; and two, I hope they don’t find out I hosted the Charlie Sheen Roast,” he said Monday.

been over. Considering how I’ve always helped her financially, you’d think she would have cut me some slack. When my daughter made no attempt to end this hostility after six months, I had my attorney remove her as an heir to my estate. I have since learned that my son-in-law is quite upset about this. I think he’s been very instrumental in influencing my daughter’s behavior. I also believe the only reason he was ever pleasant to me was to ensure my daughter’s inheritance. Dear Annie: I am an 88-year-old father with three grown daughters. I have a substantial amount listed in my will, which originally was to be equally divided. CAREER OPPORTUNITY Environmental Support Temporary Part-Time Position Reporting to the Director, Environment, the Environmental Specialist supports Columbia Power in its role of Asset Manager of three operating hydroelectric facilities and Owner’s Representative for the construction of the Waneta Expansion Project. This position requires an intimate knowledge of the environmental risks and management controls associated with hydro facility operations and major construction projects. This position is responsible for providing specialist support to Columbia Power’s Environment Managers and project managers. The Position will involve working closely with O&M and construction contractors. Duties will include conducting inspections on hydro facilities and construction projects, invasive plant management, contaminated site management, environmental risk assessment, planning environmental audits and managing contracts. The ideal candidate will have a University degree in environmental sciences, natural resource management, environmental engineering or a related discipline and a minimum of 5 years experience in the environmental management or regulatory field with at least 3 in the power industry. Experience working with major civil construction contractors on environmental management issues and knowledge of environmental legislation is essential.
