Gold ‘scam’ draws another warning
A CLEAN SWEEP
BY TIMOTHY SCHAFER Times Staff
Once bitten twice shy. A man who had his insurance licence suspended over one year ago in an “obvious scam” is back operating in the Greater Trail region. James Robert Milligen, 51, is no longer licensed with the Insurance Council of British Columbia (ICBC)—currently serving a fiveyear suspension—but he has continued to promote his scam to the public, the ICBC reported Monday. The group placed an advertisement in West Kootenay and Okanagan newspapers warning people that Milligen was back at it again, after an ICBC report of the Hearing Committee revoked his licence 18 months ago. Milligen is still recommending his clients invest money to fund the shipment of gold from Ghana to Canada, the same scam he tried to pull off when an ICBC hearing found him guilty in October, 2011. ICBC deputy executive director, Agnes Healey, said the council has had some inquiries from people in the community about Milligen and they have been advised he was again
working in the area. “The reason we are republishing (the warning) is it has come to our attention that he may still be operating for this scam,” she said. “Because the last ad we ran was some time ago, we thought it was appropriate that we put that ad out again.” Healey could not say exactly how many people called and who was affected by his original scam due to the confidential nature of the case. Milligen embarked on his scam after eight years in the industry as a life insurance agent. In pitching the Ghana “opportunity,” a hearing committee investigation found Milligen did not even conduct a cursory search of the Internet to verify it. Instead, it was found he took deliberate and improper steps to entice others to invest with him and “specifically preyed upon individuals who trusted him,” the hearing committee report read. The investment was not related to the sale of insurance products, and Milligen relied on his prior relationship with his clients to facilitate the potential investment.

Local videographer launches award-winning ski film Andre Nutini’s freestyle skiing video on iTunes BY BREANNE MASSEY Times Staff

It is a sign of the times as fall descends on the Silver City, tinting the streets with a golden shade as Amy Lam of Double Happiness Café sweeps away the mantle of leaves falling on the sidewalk in front of her Bay Avenue restaurant.
Less than one year after graduating from the digital art and new media program at Selkirk College, a 23-year-old Trail man won for best cinematography at the Nike International Freestyle Film Festival (iF3) recently in Montreal. Local videographer Andre Nutini released the freestyle skiing video— ‘Hurt So Much’—with a group of four Austrian-based skiers called Legs of Steel (LOS) on iTunes Monday, a few days after winning the award. Nutini got involved with LOS and the project while he was still
an intern on a Nelson-based biking video, and began collaborating on ‘Hurt So Much’ with only a diploma in digital art and new media in hand and no film credits. But it was a fast ascension into the digital media ranks, one that has put his career as videographer on the radar. Initially, Legs of Steel brought him over to Austria to film one event in the film, and then right after that they talked about him making the whole movie, Nutini said. And he did. “It doesn’t feel like a job,” he said about his first production. “I mean, it is a lot of work, but it’s pretty cool to be able to do what you love for work, and work with your best friends.”

Tune into a quartet. La Cafamore String Quartet is performing in the old BMO building (formerly known as the Rouge Art Gallery) in Rossland on Oct. 1 (7:30 p.m.) but it won’t be to the same old tune. The Kootenay-based foursome is known for playing classical music like Beethoven and Brahms, but its upcoming gig is catering to a slightly different crowd. The program features one of the “romantic and evocative Brahms’ NICOLA clarinet quintets, and EVERTON a rock/jazz quintet by American composer Bill Douglas, complete with a vocal etude mid-performance. “It’s kind of jazzy and it’s pretty cool because at one point we sort of break into this vocal rhythm where we stop playing and just start pounding out a rhythm with our voices, violinist Carolyn Cameron said, comparing her musical training with “large orchestras in Saskatoon. “It’s a bit foreign to me actually, I was finding it a little hard. We don’t usually do that kind of thing— it’s not really in the classical comfort zone—but we’re
going to go for it anyways. La Cafamore String Quartet was formed in the West Kootenay during 2008. It also includes celloist Jeff Faragher and viola-ist Alexis More. On Oct. 1 the group will be joined with guest performer Angela Snyder on violin. Snyder is from Front Royal, Virg., and is Cameron’s sister. Clarinetist Nicola Everton will be joining the group for this performance, too. Everton recently moved to the Kootenays after spending more than 20 years performing in the Vancouver Symphony Orchestra. She has toured in Asia and North America, performing with Diana Krall, Leslie Feist, the Chieftans, Yo-Yo Ma, and for dignitaries like the Dalai Lama and Queen Elizabeth. Now she directs several concert series in the region and works as an educator and performer. “Most of the time we’re a string quartet but when you’re lucky enough to have a collaboration—especially with someone as talented as Nicola—you go for it, Cameron said. The group was especially pleased about performing in the old BMO building, across from Ferraro Foods. “Chamber music was meant to be . . . well, it’s intimate, conditionally. Or historically it was played in a rich person’s parlour or ballroom or whatever, she said. “It was generally meant for a smaller venue so if you can get a nice intimate place with good acoustics, you’ve sort of struck gold. She explained how playing in halls

While the investments were not a significant monetary amount, Milligen placed his clients at risk and was found to be in a conflict of interest as he stood to gain directly from his clients’ financial investment. The council also found Milligen’s refusal to pay back the money and to continue to approach clients regarding the investment—after being advised by council the situation was improper—spoke to his lack of trustworthiness, suitability and good faith. “But it is clearly a scam,” Healey said about the Ghana investment. “Council has known it was a scam and on that basis the decision (was made).” Milligen’s life and accident and sickness insurance agent’s licence has been cancelled for five years before he was ordered to repay the money to his clients—around

Rotating strike hits rec centre THE NELSON STAR The aquatic centre was closed Monday at the Nelson and District Community Complex as rotating job action continued. Lifeguards are walking the picket line and child minding will also be withdrawn, Steve Stringfellow, CUPE national rep said. However, there will be no closures Tuesday, “giving the employer the opportunity to return to the table,” Stringfellow said. An information picket will still be up, but everything will be in operation. If there is no resolution, on Wednesday arena staff with withdraw and on Thursday customer service, fitness techs, and custodial staff will walk off the job. Stringfellow says the union is not discouraging people from using the facility. “It’s just an information line,” he says. “We’re just withdrawing one department at a time to inform the public what’s going on.” The union represents 12 full-time and 43 part-time and casual staff.
Revelstoke’s Greg Hill is amongst the mountaineers that survived a massive avalanche on Nepal’s Mount Manaslu that killed at least nine people early Sunday morning. “A huge avalanche swept through camp 3 at 4:45am on Manaslu, catching lots of people in their sleeping bags, many dead, and injured,” he wrote on Facebook Sunday morning. “Luckily our team is fine, and helped with the rescue, Glenn Plake is also fine but my heart goes out to all the others.” For his wife Tracy, “relieved” was the word she used after learning about the incident, and her husband’s safety. The Trail and Greater District Detachment received a complaint from a Montrose resident about a recent Nigerian letter scam on Sept. 18. The Montrose resident and his father received the letters from fake law offices stating large sums of money was left to them by long lost relatives. They realized the letter was a scam and immediately contacted the RCMP. “(We) are warning the public not to respond to these letters and to contact (us) if they have any questions after receiving such a letter,” said RCMP Sgt. The rest of the deceased included one Nepalese Sherpa and eight Europeans. Tracey spoke to Greg Sunday evening. “I talked to him and we had a good conversation so I found out everything,” she said. “Now I’m definitely relieved more than anything.” Greg told her that he and his team were camped away from the avalanche path that slid, but were woken up by the thundering slide at around 4:45 a.m. They waited for it to get light and to make sure it was safe out before going out to help.

Pot decriminalization leads off the agenda BY JENNIFER FEINBERG Chilliwack Progress
The idea of decriminalizing marijuana was being tossed around Monday by some of the 1500 mayors and municipal reps from across B.C. converging in Victoria. As chair of the UBCM Resolutions Committee, Chilliwack Mayor Sharon Gaetz confirmed it was up for discussion in a pre-conference session at the 2012 Union of B.C. Municipalities annual convention. “It’s going to be an incredibly exciting and busy week with a total of over 200 resolutions coming forth,” she said. “Monday will see discussion about decriminalization, as well as tanker traffic and pipelines.” Former B.C. attorney general Geoff Plant was set to weigh in as a member of Stop the Violence coalition of experts pushing for an end to criminalization of marijuana. The proposed resolution, which calls for the regulation and taxation of pot, from the District of Metchosin is: “Whereas marijuana prohibition is a failed policy which has cost millions of dollars in police, court, jail and social costs; and whereas the decriminalization and regulation of marijuana would provide tax revenue, therefore be it resolved that UBCM call on the appropriate government to decriminalize marijuana and research the regulation and taxation of marijuana.” Gaetz said it’s the first time the UBCM membership has been asked to consider a resolution calling for decriminalization of pot specifically. Wednesday will see the actual vote of membership take place on
that same issue. The whole debate over decriminalization comes as UBCM is also set to consider another cannabis-related resolution, to ensure medical marijuana production requires a permit, and is in compliance with all municipal safety and building regulations. It originally was submitted in 2011 as a late resolution, “but did not meet the criteria to be admitted for debate as an emergency resolution,” according to 2012 UBCB Conference documents, and now it’s being proposed amidst the federal proposals to overhaul the Medical Marijuana Access Regulations. A resolution tackling the scourge of contaminated sites, or “brownfields” is being offered by the communities of Vanderhoof, Mackenzie and Burns Lake, suggesting the owners should be obligated to clean up their underground messes. It notes that these vacant, or “orphaned” properties, often along transportation corridors and in downtown areas, are “eyesores” that have real or suspected contamination which “negatively impacts” economic development. UBCM has been trying since 2007 to urge the provincial government to take decisive action on this, to no avail, so the resolution asks that the Ministry of Environment be authorized to legislate that owners of all contaminated brownfield sites, regardless of their hazard rating, be required to remediate these sites by request of local government. The infrastructure funding deficit is also on the conference agenda, in the context of allowing the UBCM to negotiate a wider range of infrastructure programs in the future.

Premier’s chief of staff resigns BY TOM FLETCHER Black Press
Ken Boessenkool, Premier Christy Clark’s chief of staff, has resigned after eight months in the premier’s office. “Earlier this month I was involved in an incident where I acted inappropriately,” Boessenkool said in a resignation letter released by the premier’s office Monday morning. “I was wrong, regretted my behaviour very much and immediately and unconditionally apologized. “Notwithstanding my genuine apology and sense of regret, and following my meeting with you earlier today, I tender my letter of resignation as your chief of staff effective immediately.” Clark has appointed Dan Doyle, chairman of the BC Hydro
board of directors, to serve as acting chief of staff. Clark told reporters in Vancouver she can’t comment on the circumstances that led to Boessenkool’s departure, because of privacy laws that apply to all employers. She said she heard about an incident two weeks ago and after it was investigated, she asked for his resignation. There has been no suggestion of any criminal conduct, Clark said. In his letter, Boessenkool said: “This will give me a chance to return to Calgary to be with my family – who I have also let down – and from whom I have been separated on a weekly basis for most of the last eight months.” Boessenkool was hired by the
premier’s office in January after serving as a senior adviser to Prime Minister Stephen Harper. He replaced Mike McDonald, who moved to a senior staff role with the B.C. Liberal Party. In recent years Boessenkool has worked for consulting firms Hill and Knowlton Canada and GCI Group Canada. The federal lobbyist registry shows a long list of former clients, including pipeline company Enbridge Inc., oil sands producer Suncor Energy Inc., mining giant Rio Tinto, and TASER International Inc. Boessenkool also formed a group called the Alberta Blue Committee, devoted to maintaining a united right in a province where the upstart Wildrose Alliance Party has challenged the Progressive Conservatives.

Federal cuts happening mostly outside of Ottawa Trend is opposite of what government promised THE CANADIAN PRESS
THE CANADIAN PRESS/SEAN KILPATRICK
Minister of Foreign Affairs John Baird takes part in a press conference with Britain’s Foreign Secretary William Hague in foyer of the House of Commons on Parliament Hill in Ottawa on Monday.
Canada-U.K. to join embassy forces THE CANADIAN PRESS OTTAWA - Foreign Affairs Minister John Baird is playing down a plan to share some embassies with Britain as a small “administrative” matter. Baird announced details of the plan after meeting his British counterpart in Ottawa Monday. Baird and William Hague announced an agreement to cut costs by sharing embassies in some countries. A senior government official
says it will increase Canada’s diplomatic reach in an efficient way. The move is expected to involve countries where Britain has a diplomatic mission and Canada does not or vice versa. Hague issued a statement Sunday in which he described Britain and Canada as “first cousins” and said linking embassies will give Britain and Canada “a bigger reach abroad for less cost.” He also tweeted that today’s
meeting will be the first bilateral visit to Canada by a British foreign secretary since 1996. The Opposition New Democrats accused the government of selling out its foreign policy to the British. “Under this agreement, Britain will be the de facto face of Canada in the world,” NDP Leader Tom Mulcair charged in the House of Commons. “Canada’s foreign policy will be difficult to distinguish from that of the British.

Enbridge, union square off over bitumen THE CANADIAN PRESS EDMONTON - Comments made by the late Peter Lougheed hung over public hearings Monday about a pipeline that would ship bitumen from Alberta’s oilsands to Asian markets. Both sides in the debate tried to claim the support of the former Alberta premier who died Sept. 13. Rick Neufeld, lawyer for pipeline proponent Enbridge (TSX:ENB), suggested Lougheed backed the line’s construction. “In one of his last interviews, didn’t he say the (Northern Gateway) pipeline was essential for Alberta?” he asked while cross-examining Gil McGowan, president of the Alberta Federation of Labour. In response, McGowan suggested Lougheed was sympathetic to the federation’s concerns that too many oilsands projects were exporting raw bitumen and robbing Albertans of some of the benefits they would reap from upgrading it in the province. “Lougheed took an activist approach to ensure we had a value-added industry,” McGowan told the National Energy Board. “It wouldn’t have been here without government policy and intervention.” The federation’s previous testimony that the $6-billion project would make it harder to create upgrading and refining jobs in Alberta, as well as increase fuel prices throughout Canada, came under repeated attack in Monday’s crossexamination. Neufeld pointed out there is no shortage of bitumen currently available for anyone interesting in building a refinery. Nor has Calgary-based
Enbridge ever said it would restrict access to bitumen. He disputed the notion that pipelines encourage the export of raw natural resources. He noted that the Transmountain pipeline originally built to transport crude now moves both oil and refined products. McGowan responded that the labour group believes projects such as Northern Gateway help price Alberta out of the market for new industrial development. He said the pipeline would only help speed oilsands development, creating demands for labour and materials that drive up their cost. Neufeld also grilled federation adviser Robyn Allan over her testimony that the 550,000-barrela-day pipeline would drive up fuel costs in the rest of Canada. Enbridge analysts have argued that the price of oil is set globally and the Gateway pipeline wouldn’t change the price of the Venezuelan, European and Middle Eastern oil on which refineries in Central Canada rely.

OTTAWA - Cuts to the federal public service appear to be occurring mostly outside Ottawa - which is not how the federal government cast its job reductions when it first announced them earlier this year. The vast majority of those federal job cuts, two-thirds of them, appear to be taking place elsewhere across Canada. The Flaherty budget tabled last March forecast 19,200 jobs eliminated and it promised that a heavy burden would be shouldered by the national capital region. “A large proportion of full-timeequivalent reductions will occur in the National Capital Region,” said the budget document. “The regional distribution of employment in the federal public
New rules cooling housing market THE CANADIAN PRESS OTTAWA - Canada’s housing market appears to be cooling across the board in the face of tighter mortgage rules that affect many first-time buyers of modest means, a new analysis from the Conference Board shows. The think-tank’s snapshot of resales for August shows a widespread decline in sales of existing homes, with 21 of 28 metropolitan markets registering a drop from July, and 16 of the markets showing a fall off of five per cent or more.
As well, listings fell in 17 of the 28 markets, an indication that owners were reluctant to place their homes for sale due to the soft conditions. Senior economist Robin Wiebe of the Conference Board said there was evidence of cooling in some markets - particularly Vancouver and Victoria - before the new rules went into effect July 9. But the new data shows the slowdown has spread to most markets and from coast to coast. “When you see sales down in three-quarters

of the market, that means it’s pretty widespread,” he said. “It’s knocked down previously high-flying markets like Regina and Saskatoon down a peg. Vancouver had been showing signs of cooling, now it’s spread out into the Fraser Valley.” When Finance Minister Jim Flaherty announced in July that the maximum amortization period for mortgage would be reduced to 25 years from 30 years, the government estimated it would increase monthly payments by $184 on a $350,000 mortgage.

According to statistics compiled by the federal public-sector union, the Public Service Alliance of Canada, just 35 per cent of those notices have gone out in the national capital region. Sixty-five per cent have gone out elsewhere in the country. Fourteen per cent of the notices have gone to employees in Ontario, 13 per cent were issued in Quebec, 12 per cent went to the Prairies and Atlantic Canada received 10 per cent. Calls to the office of Finance Minister Jim Flaherty were referred to the Treasury Board which, hours later, emailed a statement to The Canadian Press.

P
remier Christy Clark’s latest employment announcement set the tone for one of the big issues in the 2013 election. Flanked by aircraft technician students at BCIT in Burnaby, Clark announced a $75-million program to upgrade aging trade and technical school facilities and hire instructors. And she did it with some pointed criticism of the career path chosen by many of today’s high school students. Clark introduced a student electrician, the first woman to win the senior technology education award at her high school, who then went on to get a bachelor’s degree in English and sociology. No job, so she went to BCIT. Her message was clear. The government’s preelection budget is going to shift priorities to the huge number of skilled trades jobs that are already going
begging in the north. More students will get started in high school, instead of being subsidized to wander around and find themselves with an unfocused university degree that still leaves them in need of practical skills. Shop upgrades were announced for trades training in Prince George, Kelowna and Greater Victoria. There will be new student financial aid, but it will be tied to skill programs the economy needs now. And with the government’s financial situation, you can bet that sociology, women’s studies and the rest of the dead-end programs dear to the hearts of last year’s Occupy campers will feel the pinch. The B.C. Liberal skills training push was partly inspired by last year’s “inequality” protest, after Dawson Creek Mayor Mike Bernier waded into
TOM
FLETCHER B.C. Views the Occupy Vancouver squat to hand out business cards. They need cooks and labourers as well as pipefitters up there these days, and that’s before the B.C. gas patch goes into a huge expansion for Asian exports. A version of Kevin Falcon’s “welfare air” idea to move unemployed recipients north was included in last week’s announcement by Clark and her jobs czar, Pat Bell. Called “Job Match,” it’s
a $2.9-million pilot program in the Peace region. It will deliver basic education and work boots for people in that region before anyone will be flown up from Nanaimo or Nelson. Cruising along at nearly 50 per cent in the polls, the NDP have also put a heavy emphasis on postsecondary. But they’re still playing to the urban Occupy crowd, with a promise of a tax on banks to fund student grants. Instead of providing loan relief after successful completion, they’re going to hand out money at the front end, just like they did in my student days. My experience as a student, a job seeker and a parent is that free money encourages aimless study, and the selection of courses that are appealing rather than safe investments. We already have far too much of that, and I think most students today
would be better off with a bigger debt and a wellpaying job. As the new trades plan was being rolled out (and mostly ignored by the Vancouver media), former finance minister Colin Hansen announced he’s retiring. It was Hansen who started the push for skills training back in 2008, emphasizing that there will be a million new jobs open by 2019, 600,000 of them due to retiring baby boomers. Hansen made a sales trip to snowy Toronto to launch advertising to lure people to B.C. That effort is being revised with a series of interprovincial and international trips, because even if all 650,000 high school students graduate and go to work in B.C. from now to 2019, it won’t be enough to fill all the jobs on the horizon. TV LISTINGS ‘Homeland’ and ‘Modern Family’ win big at Emmys THE ASSOCIATED PRESS LOS ANGELES - “Homeland,” which puts the battle against terrorism on American soil, was honoured as best drama series at Sunday’s Emmys and earned trophies for stars Claire Danes and Damian Lewis. “Modern Family” was named best comedy. The drama “Homeland” stopped “Mad Men” in its tracks, denying the show a record-setting fifth trophy and kept Bryan Cranston from his fourth consecutive best drama award for “Breaking Bad” and “Mad Men” star Jon Hamm an also-ran once more. The Emmys refused to play it predictably Sunday, with Jon Cryer of “Two and a Half Men” earning a best actor award and Jimmy Kimmel proving a game but uneven host. The acting trophies, along with a best writing award for the show, gave “Homeland” momentum as it headed toward the best drama award. Aaron Paul won best supporting drama actor for “Breaking Bad” and “Homeland” won the best writing award. Julia Louis-Dreyfus was honoured as best actress in comedy for “Veep.”

Where’s Harper in the NHL labour dispute? Those who know me well know I never watch hockey; I have nothing against it, I’m just not interested in televised sports. From a labour perspective the hockey dispute between the players and owners is kind of interesting. Here’s a group of billionaire owners fighting with millionaire players over approximately $300 million in revenue; that’s the difference between 57 per cent versus 47 per cent of $3.2B.
Neither party is suffering as a result of the current revenue split nor will either party’s lives be greatly enhanced or harmed if the revenue split is altered. However, thousands of regular people who rely on their jobs that support the NHL will lose their salaries and it will impact their lives significantly. What’s most interesting to me is the deafening silence from the federal Conservatives. They are quick to jump in and force people back to
work when the middle class threatens to strike against corporations, sighting irreparable damage to the economy, but have absolutely nothing to say when the actions of millionaires and billionaires affect the lively hoods of thousand of middleclass Canadians. The government should keep their noses out of collective bargaining, but why the double standard? Chuck Macklon President, USW Local 9705 Trail

as a reason to spend. Canada had a spending problem, not a revenue problem, and it required less spending to solve it. All of the former finance ministers with me in Washington also agreed that it took a hardnosed but thoughtful approach to cutting spending to win Canadians’ support. Every bit of spending was measured against objective yardsticks like protecting the central roles of government, value for money and affordability. And of course a simple, objective, easy-to-understand target caught the public imagination and focused everyone’s efforts. Canada as a nation became obsessed with getting the deficit to zero. Every budget season Canadians looked to see what progress had been made. And virtually every government followed Martin’s advice: set a tough target for progress each year, but make very certain you meet that target. Every time you fall short you damage your credibility and give ground to doubt and despair. One day American politicians will understand all this, and when they do, they’ll get the most important lesson of all: every government that grasped the nettle of reform didn’t merely defeat the deficit, but enjoyed tremendous public support and was handily re-elected. They dished out tough medicine, but did it on the promise of the right kind of hope and change: a hope that was neither vague nor rhetorical, and a change that was both practical and immediate. Almost 20 years later, Canadians still owe those politicians from the ’90s a debt of gratitude. Brian Lee Crowley is the Managing Director of the Macdonald-Laurier Institute.

KATIE COURIC
Talk show host describes battle with bulimia THE ASSOCIATED PRESS NEW YORK - Viewers of Katie Couric’s talk show were doubtless surprised on Monday when, during the discussion of eating disorders, Couric disclosed that she had had her own struggles with that cruel, sometimes deadly condition. “I wrestled with bulimia all through college and for two years after that,” she said, describing the guilt she felt at eating a single cookie or chewing a stick of gum that wasn’t sugar-free. But the bulk of the show was devoted to her guests, who included experts on the subject as well as its sufferers, notably singer and new “X Factor” judge Demi Lovato. During the hour, Couric said little more about her experience, which she had never before made public. “I kind of hesitated to even bring it up,” she told The Associated Press after the taping. “But I felt that if I expect people on my show to be honest, then, when relevant, I owe it to people watching to be honest myself. “I wanted to focus on my guests,” she said, “while acknowledging one of the reasons this issue is so important to me: I went through it.” It began, she said, when she learned she had been turned down by the college she most wanted to attend. Couric was a likely candidate for an eating disorder. “Like a lot of young women, I was struggling with my body image,” she said, “and feeling like I wasn’t good enough or attractive enough or thin enough.” She termed her figure at the time as “curvy,” and not the cultural ideal, which she identified as “five-foot-eight and weighing 115 pounds. It can be so difficult to embrace the body that you have if it doesn’t fit with the ideal. Women get praised for being super-thin, so you keep striving to be that way.”
SAM SNIDERMAN
Record store founder supported Canadian music THE CANADIAN PRESS TORONTO - Sam Sniderman, the charismatic founder of the legendary Sam the Record Man music store whose unwavering support for Canadian performers helped shape the country’s musical landscape, has died. He was 92. His family said Sniderman died peacefully in his sleep Sunday, surrounded by loved ones, in Toronto. The prolific businessman held on to his trademark stubbornness and fierce independence - the very traits that helped propel his music empire - until the end, his son Jason said. “He never really retired, he was always interested in what was going on,” he said in a phone interview Monday. “He believed in Canadian music because it was something that spoke to him from inside,” he said. “Because his belief in Canadian music was so strong, he was tireless in how he pursued its success and I think that’s his true legacy.” The Toronto-born entrepreneur played an instrumental role in cementing the country’s artistic identity, efforts that led many to consider him the godfather of Canada’s music industry. He pushed for then-controversial Canadian content broadcast regulations established in 1970 and helped organize the first Juno Awards to celebrate the country’s musical talent. His influence was remembered Monday in Ottawa. In offering condolences on behalf of

- you went there to get close to and be part of an emerging, exciting Canadian music scene,” he said. Known widely as Sam the Record Man, Sniderman and his brother Sid opened a small store on College Street in Toronto in 1937 and together they built a chain of Sam the Record Man stores that spanned the country. Sniderman opened his flagship store on Toronto’s Yonge Street in 1959. It grew into a haven for artists and music lovers of all stripes, building a particularly loyal customer base and a knowledgeable staff that could hold their own against any music fan that walked through the door. The warehouse-like store was known for having most extensive catalogue in the country. Its walls were lined with gold records, artifacts and photographs of countless music greats touched by the family’s efforts to champion Canadian music, among them Randy Bachman, Burton Cummings, Gordon Lightfoot and Rush. “Sam took great pride in being the best friend of Canadian musicians,” Rush frontman Geddy Lee said in a statement Monday. “I remember the first time we were awarded a Canadian Gold Record; it was presented to us by Sam at a dinner arranged at Sam the Chinese Food Man restaurant,” he said, a reference to one of Sniderman’s other ventures. “Sam truly helped change the way Canadians view homegrown talent.”
Kids celebrate Clifford’s 50th birthday THE ASSOCIATED PRESS NEW YORK School kids sang “Happy Birthday” and Scholastic unfurled a huge banner worthy of a big red dog from the roof of its headquarters Monday to fete Clifford, the beloved book and TV character, for his 50 years of nudging kids to read. His creator, 84-yearold Norman Bridwell, took questions from a few dozen first- and second-graders during a webcast beamed live into more than 5,000 classrooms around the country from the party held outside the downtown building as tourists snapped photos from atop open-air double-decker buses stuck in traffic. And Bridwell’s real-life daughter, the all-grown-up Emily Elizabeth, spoke to reporters of her special

She was just a year old when her father, a struggling artist from Indiana, and his wife, aptly named Norma, were trying to eke out a living in New York. It wasn’t going well when Norma suggested he try his hand at illustrating children’s books. Norma came up with the name Clifford, based on an imaginary friend she had as a girl. But Bridwell’s 10 paintings for kids were roundly rejected. One staffer at a publisher told him if he wanted to work on children’s books, he’d have to write one of his own. His story eventually landed at Scholastic at a time the company

REGENSBURG, Germany - Canada left no doubt that it belongs in the 2013 World Baseball Classic after crushing host Germany 11-1 on Monday in the qualification pool final. First baseman Jimmy Van Ostrand led the Canadian attack on a chilly evening at the Armin-Wolf Baseball Arena with a home run and four runs scored. Adam Loewen went 2-for-4 with a homer and three RBIs and Chris Robinson added a two-run shot for the favoured Canadians. “We accomplished our goal,” said manager Ernie Whitt. “We came in knowing we needed to win three games. You can’t say enough about this team. They are gamers who played with pride and passion. We are just happy that we are going on.” Andrew Albers went six innings for the victory. He allowed one run on two hits and recorded three strikeouts. Canada outhit Germany 12-3 and scored 38 runs over three games. The Canadian roster was
loaded with minorleaguers since majorleague players are finishing off their regular season. “This is our team,” Robinson said. “This is where we come together and play with the guys. Most of the guys on this team will not be on the team next year, but we knew how important it was for this team. “We’re a hockey country but we’re turning heads in baseball as well.” The Canadians took the early lead with a four-run first inning. Robinson provided the power by blasting the first pitch he saw from German starter Andre Hughes over the wall in
left field. Tim Smith and Van Ostrand had two-out doubles in the second inning and Loewen padded the lead with a two-run shot off reliever Eugen Heilmann. Van Ostrand hit a solo homer in the fourth before Aaron Altherr finally got Germany on the board with a solo shot in the fifth inning. “The game didn’t go how we wanted it to of course,” said German manager Greg Frady. “As men our job is to win the tournament. We know that. The game didn’t start very well and when you give up four runs in the first and three more in the second you lose a lot of your strategic options.
Canada added three more runs in the eighth inning before the mercy rule was applied. Shawn Bowman doubled in two runs and scored the final run.Fruitvale pitcher Chris Kissock wasn’t needed to seal this win. Canada whipped Germany 16-7 last Saturday, two days after an 11-1 rout of Great Britain. The Czech Republic was eliminated early from the group. Spain qualified for the 2013 WBC on Sunday with a 9-7 win over Israel. The remaining qualifier pools are scheduled for mid-November when eight will square off for the two berths left.
NHL
Stalemate remains after meeting THE CANADIAN PRESS TORONTO - A face-to-face meeting between top officials from the NHL and NHL Players’ Association wasn’t enough to break their labour stalemate. The sides spent almost five hours together Monday going over accounting for last season, but didn’t emerge with any plan to resume collective bargaining talks. In fact, the topic wasn’t even raised, according to representatives from each camp. Nine days into the lockout, negotiations remain on hold with both the owners and players entrenched in their positions. “Obviously, we’ve got to talk
before you can get a deal, so I think it’s important to get the talks going again,” said deputy commissioner Bill Daly. “But you also have to have something to say. I think it’s fair to say we feel like we need to hear from the players’ association in a meaningful way because I don’t think that they’ve really moved off their initial proposal, which was made more than a month ago now.” Steve Fehr, the NHLPA’s special counsel, declined comment following the meeting. Neither NHLPA executive director Donald Fehr or NHL commissioner Gary Bettman
BV MIXED CURLING CLUB LEAGUE Registration Night Fri, Sept 28th
attended the meeting. But the two men were expected to take in an NHL alumni dinner last night where Daly suggested they may discuss a timeline for resuming talks. The parties last sat down together on Sept. 12, when the NHLPA presented a proposal that was quickly countered by the league. Neither offer gained much traction and the NHL locked out the players three days later. Not only are the sides far apart on financial issues - they are roughly $1-billion apart based on the latest proposals but they’ve also failed to find agreement on process.

I, too, saved our children’s report cards, notes to the teacher when they played hooky, school photos, Boy Scout and 4-H awards, everything.
When the last one graduated from college, I made a scrapbook for each child. I captioned the photos and trimmed the newspaper clippings. Dates, occasions and names were handwritten below. The entire project took
several months to complete, and it was a walk through memory lane and a labor of love. It was their Christmas present that year. The looks on their faces were priceless. These scrapbooks are now among their most
prized possessions and are shared with their friends. They are still enjoying them 15 years later. Yes, there were a few embarrassing things included, but that was part of the fun. -- Burwell, Neb.

Sudoku is a number-placing puzzle based on a 9x9 grid with several given numbers. The object is to place the numbers 1 to 9 in the empty squares so that each row, each column and each 3x3 box contains the same number only once. moon. Included in the wedding invitation was a card with directions for accessing the “Honeymoon Fund” website so I could make a donation. On the website were explicit instructions from the couple saying they’d like the donation made prior to the wedding so they could plan ahead. The website fund is broken down into specific items ($20 for breakfast in bed, $80 for a couple’s massage or $100 toward a down payment on a house). All I had to do was click “donate here.” Am I old-fashioned, or is it still considered tacky to tell your guests that you want money (and only money) and ask for it in advance? If I donate online, do I still give a card to the couple at the wedding? I’ve asked a few younger people about this, and it sounds as if such things are becoming more commonplace. Please rush your answer so I can donate

Dear Annie: When I was little, my mother would insist, “I’m not your mother.” I’d be convinced and start to cry. Then she would say, “I’m just kidding.” As a 6-year-old, I was afraid of the vacuum. She unplugged it and told me it was OK to sit on it. When I did, she turned it on and scared me to death. When I was a teen, she said, “No one will ever want you.” When I reached my 20s, she told me I was an unwanted pregnancy. My entire life, I’ve been the butt of her “jokes.” Any kindness from her comes with the price tag of putting up with her nastiness. Honestly, I feel bullied. Nothing I say or do is good enough. The days of expecting her approval are long past, and I know she will never give me the positive acceptance I crave. But where do I go from here? -- Grown Up Dear Grown Up: No stable person would

LEISURE
YOUR HOROSCOPE By Francis Drake For Wednesday, Sept. 26, 2012 ARIES (March 21 to April 19) Today is full of positive opportunities (especially when dealing with others, including members of the general public). You will truly enjoy hanging out with close friends and partners. TAURUS (April 20 to May 20) Let’s hope others at work listen to your suggestions, because you’re thinking like a winner today. Work-related travel is also possible. GEMINI (May 21 to June 20) This is a wonderfully creative day for you! Take a mini-vacation if you can. Enjoy sports, movies, artistic events and playful activities with children. You rock! CANCER (June 21 to July 22) Look for opportunities related to real estate today, because they certainly exist. Others will explore ways to
enhance family relationships in a meaningful way. LEO (July 23 to Aug. 22) You’re in an optimistic frame of mind, and this attracts others to you. Short trips will appeal to you. It’s a great day for writing, selling, acting, teaching and driving for a living. VIRGO (Aug. 23 to Sept. 22) Trust your moneymaking ideas today. Some of your efforts could lead to a better job or a boost in your income in some way. You also might travel for some reason. LIBRA (Sept. 23 to Oct. 22) You’re very excited about something today! You have high hopes for the future. These hopes are probably related to publishing, the media or traveling somewhere that looks adventurous. (Yay!) SCORPIO (Oct. 23 to Nov. 21) You are in touch with
your inner world today, and it feels good. Something is giving you a warm feeling in your tummy, which in turn, makes you were confident in everything you do. SAGITTARIUS (Nov. 22 to Dec. 21) Group activities definitely benefit you today. Form working units with others. Get out and schmooze! CAPRICORN (Dec. 22 to Jan. 19) Bosses, parents and author-
ity figures will be impressed with your big ideas today. Basically, a good product just sells itself, and you believe in what you have to say. AQUARIUS (Jan. 20 to Feb. 18) This is a great day to make travel plans for the immediate future or for down the road. You’re looking for ways to expand your horizons and learn something new. (It’s an excellent day for publishing and the media.)
PISCES (Feb. 19 to March 20) Keep your pockets open, because others will be generous to you today. This is an excellent day to decide how to share something or to discuss inheritances. REGIONAL EAST KOOTENAY
WHAT YOU SEE ...
Two recreation services combined into one BY NICOLE TRIGG Invermere Valley Echo
The two skating rinks in the Columbia Valley will now be maintained by tax dollars from one regional recreation service area instead of two. At a Columbia Valley Directors Committee meeting on September 6, bylaws to merge the Canal Flats Recreation Service with the Columbia Valley Recreation Service and and to dissolve the Canal Flats Recreation Service were passed after it was discovered residents in Canal Flats and the southern portion of Area F were paying decidedly higher property taxes than their more northern neighbours towards the upkeep of their respective arenas. While the new regional recreation service area still doesn’t include the entire valley — residents from Edgewater, Brisco and Spillimacheen
are still not required to contribute to arena maintenance — this is something that the Regional District of East Kootenay (RDEK) is looking to change in 2013, said RDEK director Gerry Wilkie. It was around the time when the Village of Radium Hot Springs was incorporated in 1990 that Radium voted to pay towards the Columbia Valley Recreation Service while Edgewater voted not to. However, this situation is no longer acceptable to Radium residents, according to Village of Radium Hot Springs mayor Dee Conklin. “We’re calling it the Columbia Valley recreation service, Spillimacheen to Canal Flats, and there had been no discussion about the three communities not being part of it yet they should be; if we’re paying, everybody should be paying, Conklin said.
