Water, water everywhere and not an “unboiled” drop to drink. 2012 has been all about water as the Village of Montrose has struggled with a costly water main break, and the monumental task of drilling a new well and creating a chlorination facility to begin lifting the boil water advisory in the community. R o b b i n ’ s Engineering has just finished drilling the new water well for the village, Mayor Joe Danchuk confirmed last week. The village is a couple of weeks behind on the project, he said, but the tender for the construction of the pump house will be going out this week. “That is progressing well and we’re hoping for around April for it to be completed,” he said. “They will be working through the winter.” The footings for the chlorination facility should be in by late fall and work is expected to continue through to spring. More than one year ago the Village of Montrose issued a boil water advisory because test results indicated low levels of total coliforms— a commonly used bacterial indicator of

New contests highlight annual United Way Day Saturday at Gyro Park BY BREANNE MASSEY Times Staff

The fourth annual United Way Day in the Park returns to Gyro Park this weekend. Between 9 a.m. and 2 p.m. on Saturday families can expect to enjoy children’s activities, live music and food in the park beside the Columbia River. This year the event is bringing something new, something old, something borrowed, but strangely, nothing that’s blue.

“There will be free games for the children like races, face-painting and fishpond,” said Trail-based executive director Naomi McKimmie of the United Way. For the first time ever the United Way Day (UWD) is orchestrating two day-long contests. The Green Thumb contest is open to anybody of any age, and it’s a competition for aspiring gardeners. It has two streams: the first is searching for Trail’s largest sunflower; and the second is looking for fresh-cut garden flower combinations, in any way gardeners can imagine.

“We want people to bring down their arrangements so that everyone can enjoy them,” said McKimmie. “And they can register online or on the day of the event.” The Lego contest is an activity for children between the ages of five and 12 years old. Participants are divided into two groups based on age (grouped between children aged five to eight, and nine to 12) and will be instructed to build a community out of Lego. “The children are to construct an item that goes along with our theme for this year, which is building strong

communities. So it would be a park setting or a neighborhood setting, or a downtown community setting— like a city setting,” she said. “They are allowed to get ideas from their parents, but mom and dad are not allowed to help them (build) it.” Parent signatures are required to enter the children’s contest. Both contests require participants to be in the park by 8:30 a.m., and completed before judging at 11:30 a.m. Based on the success of previous UWD events, the organization is bringing back the Toonie

Council considers new bylaws for new downtown BY ARNE PETRYSHEN Rossland News

Rossland city council will consider new bylaws to correspond with the shiny new downtown that will soon be complete. Council voted to send staff to research what other towns are doing with regards to smoking in public places and allowing dogs in the downtown core. Currently the city’s bylaw states that dogs can’t be brought downtown. Coun. Jody Blomme brought up the prospect of looking into how other city’s deal with these two issues at last Tuesday’s council meeting. “Now that we’re nearing the end of the downtown construction, we’re going to have to think about how we’re going to use the downtown,” Blomme said. “Some of the issues that we should perhaps readdress... is the issue of dogs.” The other issue that has been brought up by residents to her is the issue of smoking in the new Harry LeFavre Square. City staff will look into what other municipalities on the dog and smoking issues and what alternatives there are to just regulating through bylaws and bring it back to council at a future date.

cations. The new facility means a $1.3 million reduction in infrastructure costs that would have otherwise been borne by Montrose village taxpayers—thanks to a $1.3-million Gas Tax Fund grant. A “Water Condition Normal Notice” will be issued when the drinking water official is satisfied the drinking water quality meets the standard for total coliforms.

The city’s premiere arts and culture facility will be taking care of business this fall. The Regional District of Kootenay Boundary board of directors approved a proposal to paint the remainder of the Greater Trail Community Centre building—the higher portion of the west wall facing the alley. The East End Services Committee had included the project as a 2012 capital item and directed that RDKB staff to explore the possibility of contracting with a qualified electrical contractor to complete the painting project. The centre was commissioned in 2007 but was left unfinished due to the presence of high voltage power lines along the alley next to the building that made it unsafe for the painting contractor to continue. Fairbanks Architects has approached electrical contractors that were pre-qualified by FortisBC to complete the job. Martech of Castlegar was the only contractor to express an interest and a site meeting

has been held to review the elements of the job and to request either a stipulated price or a cost plus estimated price. The initial estimated cost for the contractor was $50,000, with Fortis costs and architect’s fees adding another $9,500 to the project, making the project $59,500. There is $24,000 in the 2012 financial plan and approximately $36,000 in un-allocated dollars in the capital budget for a total of $60,000 in available funding. Cash crop for council Final adoption has been given to a bylaw bumping up the indemnity given to Trail city councillors and the mayor. Council approved an annual indemnity bylaw recently that will see them make 2.3 per cent more as of Jan. 1. The mayor’s seat will now receive $27,473 per year, up from $26,855. Each of the city’s six councillors will receive $13,737 per year in 2013, up from the $13,428 they are receiving this year. Council had hired an independent committee to

research what the Silver City seven made in relation to other elected municipal bodies across the province. The recommendation that came back was to hike council salaries. The money is paid out of the annual revenue of the city. One third of the indemnity paid is an allowance for expenses “incidental to the discharge of the duties of office.” In 2009 council approved an annual indemnity bylaw that reflected a three per cent raise at the time. Council gets gas (tax) The city received the first of two Community Works Fund (CWF) payments for fiscal 2012 in mid August. An electronic transfer of $170,867 was dropped into the city’s coffers, made in accordance with the payment schedule set out in the CWF agreement.

Labour strife presents opportunity for Liberals THE CANADIAN PRESS VANCOUVER - British Columbians could be in for some nuisances this fall as labour unrest in the public sector threatens to disrupt daily living from stopping the bus to work, to blocking car insurance claims, to cramping university students’ campus routines. Thousands of workers are gearing up to push back against their employers this week in a range of separate union disputes, each with the potential to escalate. But while residents brace for hassles, on the political front it just might be the silver-lining the faltering B.C. Liberal party needs as incumbents grind toward a spring election, says one expert on politics. Prof. Hamish Telford, who heads the political science department at the University of the Fraser Valley, says the party’s popularity is running so low, the governing Liberals might have to resort to “more desperate tactics.” “If they cannot meet the union demands quickly, then I think they have an incentive to drag this on as long as possible,” Telford said. “Labour strife through the fall and winter, I think, would make the NDP quite uncomfortable.” Last week, Liberal Finance Minister Mike de Jong announced a round of restraint is on its way after revealing low natural gas prices have cost the provincial government $1.1 billion in revenue. The party has also been trailing the opposition New Democrats in public opinion polls for several months now. Telford said the Liberals could capitalize on the labour situation by showing British Columbians they’re tough on public-sector unions, which include many white-collar employees who are well paid with excellent benefits, pensions and good job security. The strategy would also signal to the business community - known for its Liberal support - that the party is standing its ground on contract demands in order to balance the budget, he said. Further, Telford said the New Democrats would have to be wary of being overly sympathetic to the unions because otherwise the Liberals could portray them as fiscally reckless and irresponsible. “Precipitating a fight with public-sector unions

might not be a bad thing for the Liberals,” he said. Over the coming week, several unions have indicated they’ll forge ahead in their aims of reaching difficult deals through offensive moves. The B.C. Government Employees Union is stepping up on-going job action by instituting an overtime ban on Monday for the province’s 25,000 public servants. The measure follows a union manoeuvre earlier this month, when workers conducted their first full-scale walkout in more than two decades, albeit only for one day. Today, more than 1,500 staff with the Insurance Corporation of B.C. are poised to go on strike from 55 different locations across the province. Many of those workers did not join co-workers who partook in the BCGEU one day Sept. 5 strike. Also today, support staff at the University of Victoria will resume bargaining after shutting down several campus buildings last week with walkouts. But they’re expected to continue picketing until talks are restarted in order to keep the pressure up. Each of three Canadian Union of Public Employees that represent the support staff will spend a day negotiating non-monetary issues. “Our expectations are not unreasonable,” said Andrea Duncan, an early childhood educator in Squamish, B.C. She was rallying on Thursday outside the Vancouver’s art gallery for a deal for community social services workers, who are part of the BCGEU. “We just need to catch up so we can actually pay our bills and survive. In this particular sector, many of the workers have to hold two to three jobs, which is atrocious.” Also attending the rally was Chris Mikulasik, from Prince George, who was diagnosed with diabetes earlier this year that is costing him an extra $100 for treatment each month to avoid being hospitalized. The wide-ranging labour strife reflects poorly on Premier Christy Clark’s government, he said. “They no longer have control of the labour movement,” he said. “The angst that’s been building up over 10 years with the Liberal government has come to the surface.”

Ground beef warning in B.C. THE CANADIAN PRESS OTTAWA - The Canadian Food Inspection Agency is warning against the consumption of several brands of ground beef from XL Foods of Alberta because of possible E.coli contamination. The beef was sold under the Kirkland Signature brand, which is carried by Costco stores across Canada. It was also sold under the Safeway and Calahoo Meats brands in Ontario, Manitoba, Saskatchewan, Alberta and B.C. The agency said Monday there have been no reported illnesses linked to the product, which is being recalled voluntarily by Edmonton-based XL Foods.

The company said it is committed to food safety and recalled the meat even though it believes the risk of contamination is “very low.” The CFIA said it doesn’t know exactly which stores - or how many - have been carrying the affected product. Garfield Balsom, a CFIA food safety and recall specialist, said it’s “hard to pinpoint” the quantity of beef being recalled, but noted it is “fairly substantive” given the product was distributed across the country. Consumers wishing to know the exact products being recalled should visit the CFIA’s website at www.inspection.gc.ca.

Owners intend to rebuild mill THE CANADIAN PRESS BURNS LAKE, B.C. The owners of a Burns Lake, B.C., sawmill that was flattened in an explosion earlier this year say they intend to rebuild. Steve Zika, CEO of the mill’s owner Hampton Affiliates, announced the decision in the tiny northern B.C. community today, saying they’re extremely excited

about the plan for a new mill. However, Zika says the entire rebuilding process is still contingent on negotiating a timber-supply agreement with the provincial government. Zika says the new mill will be smaller than the original that was destroyed last January, but it will have stateof-the-art technology. Two workers were

killed and 19 others were injured when a blast and fire destroyed the mill, which was one of the main employers in the town of about 4,000 people. Al Gerow, the chief of the Burns Lake Indian Band, says it’s excellent news and couldn’t have come at a better time because a cloud of dispair had been hanging over the community.

Firefighters head to Washington THE CANADIAN PRESS VANCOUVER - British Columbia is sending firefighters to Washington State to help battle five large wildfires burning south of the border. B.C.’s Wildfire Management Branch says 103 people are travelling to Washington State and could

remain there for up to 19 days. They’ll join 3,500 firefighters from Washington and Oregon working on blazes including a complex of fires near Wenatchee, east of Seattle, that covers more than 114 square kilometres and is only 10 per cent contained.

Parliament resumes with Tories aiming at Mulcair THE CANADIAN PRESS OTTAWA - Canada’s parliamentary engine sputtered back to life with a hyper-partisan bang Monday as the Conservatives sought to tarnish New Democrat Leader Tom Mulcair with a plan to impose a carbon tax on unsuspecting Canadians. Even Prime Minister Stephen Harper got in on the act, demonstrating that a three-month summer break has done little to soften the Conservative government’s go-forthe-jugular partisan instincts. Harper, his ministers and his backbenchers repeated at every opportunity their tirade against NDP Leader Tom Mulcair’s alleged carbon tax proposal, disregarding the fact that the NDP has never actually proposed a carbon tax. Indeed, Mulcair and his predecessor, Jack Layton, have proposed a cap-and-trade system to reduce greenhouse gas emissions - a pro-

posal Harper himself championed for several years before dropping the idea. At no point did the Tories ever refer to their own proposal as a carbon tax - but now, it seems, they’re not about to let facts get in the way of a good partisan attack. “Cap and trade or cap and tax, a price on carbon is a tax on carbon. That makes it a carbon tax,” asserted New Brunswick MP John Williamson, one of three government backbenchers whose short statements in the House of Commons were aimed at lambasting the NDP. Harper followed up during question period. Responding to five different questions from Mulcair about the perilous state of the economy, the prime minister managed to work a reference to the NDP’s alleged plan to hike taxes into all five answers. “The NDP would impose a $20-billion, job-killing carbon tax that would raise prices on everything, includ-

ing gas, groceries and hydro,” said International Trade Minister Ed Fast. Agriculture Minister Gerry Ritz even managed to work the alleged carbon tax into an answer on the impact of the summer drought on farmers. Mulcair refused to respond in the Commons to any of the Tory attacks on his supposed carbon tax plan - an assertion he’s already described as a “bald-faced lie.” “The NDP’s top priority is the economy. The Conservatives’ top priority is making things up about the NDP,” Mulcair said. “If the Conservatives want to lie, I’m going to rely on Canadian journalists to show that they’re lying. I’m not going to do that in the House.... My goal today was not to take the bait. My job was to take the debate to the Conservatives on the failings in the economy and that’s what I’m going to continue to do.”

Auto union reaches tentative deal with Ford CAW asks GM, Chrysler to accept same deal THE CANADIAN PRESS TORONTO - The Canadian Auto Workers union says it has a tentative four-year deal with Ford, hours ahead of a strike deadline, and will ask Chrysler and GM to accept the deal as a pattern settlement. CAW president Ken Lewenza says the agreement will see 800 laid off Ford employees get back to work, partially through the creation of 600 new jobs at its Canadian operations. There are no base wage increases dur-

ing life of agreement, which lasts until Sept 2016, but each employee will receive $2,000 a year in the second, third and fourth years of the contract to cover cost of living increases, and a $3,000 ratification bonus. Existing contracts at the three big automakers expire at one minute before midnight tonight and the union has previously said it’s prepared to strike then if necessary. “I think it helps Chrysler and General Motors today, now that they know the i’s were dotted and the t’s were crossed.. now that they know the tentative agreement has been signed I believe they are looking at it,”

said Lewenza. “I hope they now understand that pattern bargaining is incredibly important for the union... it puts incredible pressure on them and it puts incredible pressure on us.” Ford has the least to lose from an unfavourable contract, so reaching a deal with them first could be bad news

for the other automakers, said auto analyst Tony Faria. Ford might have agreed to the deal because with about four per cent of their global assembly in Canada - versus about nine per cent for GM and about 20 per cent for Chrysler - it’s easier on them just to avoid a strike, he said.

Mulcair’s restraint may not be sustainable, however. As the past two Liberal leaders - Stephane Dion and Michael Ignatieff - discovered, failing to forcefully counter the Conservative spin machine can be fatal to opposition leaders. “(Harper) wants to portray any carbon pricing plan as a tax,” said Dion, whose own “green shift” proposal was trashed by the Tories as a “tax on everything” during the 2008 election campaign. “It’s what he did to Mr. Ignatieff and he wants to try to do it to Mr. Mulcair. It’s completely dishonest ...” As the sitting progresses through the fall, parliamentarians are expected to wrestle with planned changes to pension plans for MPs and federal workers, further cuts to government spending - and more controversy over the “Trojan horse” bill that critics say will deliver them.

REGINA - Battle lines are being drawn over a proposed new electoral map for Saskatchewan that would see change in all 14 federal ridings. A boundaries commission has started holding hearings on the proposed changes, which include creating strictly urban ridings in Regina and Saskatoon. Speakers who have made presentations to the commission so far say they don’t like the idea of urban-only ridings. One man, Art Gillies, says the current setup forces MPs to understand many issues rather than just focusing on urban or rural concerns. That would seem to contradict what the commission heard at the outset of the redistribution process. The commission says a considerable number of people voiced almost unanimous opposition to the continued use of hybrid urban-rural ridings.

Stakes keep rising in B.C.’s gas gamble

ike de Jong’s debut as B.C. finance minister was a grim

one. The first financial update for this election year projects a $1.4 billion decline in natural resource revenues from Kevin Falcon’s one and only budget in February. Most of that is from declining natural gas revenues in the next three years. And it’s not just the price of gas that’s lower than the finance ministry’s array of private sector experts had forecast. The volume of B.C. gas sold is down as well, as abundant new sources of shale gas come on-stream in the U.S. As with oil, that’s currently the only market Canada has. And it wasn’t long ago that the energy ministry was trumpeting its monthly totals for “bonus bids” paid by gas companies for drilling rights in

northeastern B.C. That gold rush has wound down as shale deposits are staked and the price falls. De Jong’s response shows how serious this problem is for any B.C. government. He inherits Falcon’s political commitment to present a balanced budget next spring. How he will do that, and be believed in a heated post-HST election campaign, remains a mystery. De Jong announced a hiring freeze for government staff, and a management salary freeze across health care, universities and Crown corporations as well as government operations. He hinted at an even harder line with unions, as the government’s largest employee group continued selective strike action. This, and the familiar vow to rein in travel and other discretionary spending, won’t come close to replacing the lost gas rev-

Asset sales, which Falcon came up with in a desperate effort to dig the government out of its huge sales tax hole, won’t show up on the books until next year, if they go ahead at all. Raising taxes or fees? Forget it. It’s either cut programs or run another deficit. The one glimmer of hope in what de Jong called the “ugly” resource revenue picture is that natural gas revenues don’t have much farther to fall. And then there is the light at the far end of the tun-

nel, exports to Asia where the price remains much higher. That project took two important steps forward last week. Spectra Energy and British multinational BG Group unveiled plans for a third major pipeline to bring northeast gas to the coast, this one to a site near Prince Rupert proposed for a liquefied natural gas facility. And on Friday, the Haisla Nation and the B.C. government announced a land use agreement to develop another LNG export facility on the Douglas Channel near Kitimat. Two proposals in that area have already received federal export permits and financing from global energy players, including Chinese, Japanese and Korean companies. One of the bills jammed through by the B.C. Liberals in the hectic legislative session this spring was to do away with another of those

federal-provincial overlaps that make industrial development so slow and difficult. Ottawa has sole authority to regulate reserve lands, but agreed to delegate that to B.C. and the Haisla, allowing them to pioneer the latest agreement. This is a major breakthrough, not just in the industrial development of northern B.C. but in dismantling the centuryold logjam of aboriginal resource claims. At the centre of Premier Christy Clark’s much-promoted jobs plan is the target of having three LNG export terminals and associated pipelines in production by 2020. That now looks like a more realistic target. But the jobs and revenues won’t arrive in time to save the B.C. Liberals from their current predicament. New judges named THURSDAY & MOVIES for ‘American Idol’ THURSDAY EVENING

THE ASSOCIATED PRESS NEW YORK - The “American Idol” judges’ panel is now complete with the naming of singerrapper Nicki Minaj and country crooner Keith Urban. The Fox network officially tapped the pair with an announcement Sunday, confirming rumours surrounding them both just hours before the first round of auditions for next season was due to begin in New York. Minaj is getting $12 million for a one-year deal on the hit Fox singing series. A representative for Urban wouldn’t disclose the singer’s compensation for “Idol.” The announcement also settled the status of Randy Jackson. He will stay put as the sole remaining original “Idol” judge, scotching rumours he might assume a different role on the popular talent competition. This trio will join pop star Mariah Carey at a judges’ panel now expanded to four members. The AP reported in July that Carey is receiving just shy of $18 million for a one-year contract.

Great support for Terry Fox Run Just an update about Sundayâ&#x20AC;&#x2122;s Terry Fox Run in Trail following a wonderfully successful day at Gyro Park in Trail. Well over 250 participants and over $10,500 raised for cancer research, over $500 more than in 2011. The weather and temperatures were absolutely beautiful in the park. This yearâ&#x20AC;&#x2122;s firemen tug-of-

war was won by the powerful team from Teck Emergency Services as they continue back and forth wins with the Regional Fire Services. Once again in the kids versus the Trail Smokies tug-ofwar, the kids were victorious in a very competitive and hard fought tug. All in all it was a hugely successful day.

Western alienation exacerbated by the energy price wars and the NEP; resentment of a federal establishment that was perceived as favouring Central Canada, particularly Quebec; distaste for the ongoing obsession with constitutional change; concern about the spiralling fiscal deficit; and what evolved into a visceral dislike for aspects of Brian Mulroneyâ&#x20AC;&#x2122;s personality. Taken together, these factors provided the perfect storm to facilitate Reformâ&#x20AC;&#x2122;s 1993 breakthrough. And, thanks also to their subsequent political ineptitude, the federal Progressive Conservatives were essentially dead within a few years. But had Lougheed become prime minister in 1979 and remained in office through the 1980s, the ground would have been far less fertile for Reform. Thereâ&#x20AC;&#x2122;d have been no NEP, and no constitutional saga. With his respect for provincial rights and insistence that the West deserved its due, alienation would have been substantially diluted. And thereâ&#x20AC;&#x2122;d have been no Brian Mulroney to act as a lightning rod during the years of Reformâ&#x20AC;&#x2122;s rise. Of course, there were other pressures which would have pushed conservative politics towards the right. One only has to look at Ralph Kleinâ&#x20AC;&#x2122;s rise in Alberta and Mike Harrisâ&#x20AC;&#x2122;s ascent in Ontario. S till, itâ&#x20AC;&#x2122;s hard to escape the conclusion that, had Lougheed made the move in 1976, todayâ&#x20AC;&#x2122;s political landscape would be different. PEOPLE OBITUARIES DE VUONO, RODI — It is with heavy hearts that we announce the passing of Rodi De Vuono on September 13, 2012. He passed in the presence of his loving family after a short but courageous battle with cancer. Rodi was born in Nelson, BC on July 25,1968. He attended Central Elementary, Trafalgar, and L.V. Rogers Secondary School where he developed a great talent and passion for mechanics. Rodi received his Red Seal Ticket in heavy duty mechanics in 1993, and worked for the City of Nelson for 22 years with his most recent position as Garage/Transit Superintendant. Rodi’s talents went beyond his mastery of mechanics, and he built his family home with great attention to detail. His love for music was inspirational. He was a member of the band “The Sonny Boys” who performed throughout the Kootenays and the Okanagan. His passion for the outdoors was evident in his love for hunting, dirt biking, mountain biking, and skiing. Above all, Rodi’s greatest love was his family. He leaves behind the love of his life Tera and his beautiful children Rachel and Christopher, father Franco mother Ada, sister Diana Andriani (Frank) niece Cristina and nephew Daniel, sister in law Joanna Sokolic (Schaun) and niece Isla, mother in law Linda Gray (George), father in law Terry Sokolic (Joanne), and numerous aunts, uncles, cousins, and many dear friends. Mass of Christian Burial will take place at the Cathedral of Mary Immaculate in Nelson, BC on September 20, 2012 at 10:30 a.m. Entombment will take place at the Nelson Mausoleum and reception to follow at the St. Joseph School Hall. Canadian astronaut to make music in space THE CANADIAN PRESS MONTREAL - Canadian astronaut Chris Hadfield, an avid guitar player, says he’s planning on doing some serious space jamming during his sixmonth visit to the International Space Station. The veteran astronaut is scheduled to blast off aboard a Russian spacecraft on Dec. 5, with NASA astronaut Tom Marshburn and Russian cosmonaut Roman Romanenko. Both of his travelling space companions also play guitar. Romanenko played with U2 when the group visited Moscow in 2010, while Marshburn is a classical guitarist. Hadfield says he’s planning to do some song-writing while he gazes down at the Earth. “On board the space station, there’s a Canadian guitar made in Vancouver, but there’s also a keyboard and a ukelele,” he told reporters during a news conference Thursday with the crew in Houston. The 53-year-old astronaut says that while he’ll be busy doing experiments and maintaining the space station, he’ll also take time during evenings and weekends to play and record the songs he’s written. Some of those sessions will include other members of the musical astronaut trio. “It’s an extension of communication,” Hadfield said. “We can talk in Russian, we can talk in French, we can talk in English and we can talk in music - and it’s a really fundamental human form of artistic communication.” He said he’s looking forward to flying weightless by a huge cupola window and playing, writing and recording music

from an inspiring vantage point. Hadfield noted that he’s been working in Canada to record a song written with another band: the Barenaked Ladies. “It’ll be in schools and choirs and high school orchestras this school year - a song that we’re written together,” he said. This will be Hadfield’s third space mission and, during his space station visit, he will become the first Canadian commander of the giant orbiting laboratory. “It is hugely exciting and a great honour to be asked to be the commander of the International Space Station. Just from this Canadian kid’s point of view, it’s just a dream come true at this stage of my life,” he said. Hadfield’s first trip was in November 1995 when he visited the Russian Space Station Mir. His second space voyage was a visit to the international station in April 2001, when he also performed two space walks. He was the first Canadian to ever leave a spacecraft and float freely in space. He said he doesn’t expect any space walks this time, unless something needs to be repaired from outside. During his upcoming stay, the space station will be visited by the Russian Progress, a supply ship, as well as a couple of unmanned U.S. commercial cargo vessels. With the cancellation of the U.S. space shuttle fleet, the door has been opened to allow private companies like SpaceX to eventually fly astronauts up to the space station. Right now, the only way for humans to get there is by book-

during a visit last May. The last visitor, Cygnus, is a new commercial vehicle made by Orbital Sciences. Hadfield expects that last vessel to visit toward the end of his six-month visit. He comes back down to Earth in midMay.

Albertans pay respects to former premier THE CANADIAN PRESS EDMONTON Albertans lined up by the hundreds in the late-summer sunshine outside the legislature Monday to pay their respects to Peter Lougheed. Inside, his closed coffin sat on a black riser in the marble rotunda at the foot of the grand staircase that leads to the assembly chamber where Lougheed dominated for 14 years as premier. The casket was

draped in a hybrid Canada-Alberta flag to symbolize a man who called himself a Canadian first, but who was also a premier who successfully fought to make the province an equal player in Confederation. “He got us our (oil) royalties back, for one thing. He was for Alberta,” said Vern Kruk, who lined up early with his wife, Rose, to pay condolences and chat briefly with Lougheed’s sons, Joe and Stephen,

and his granddaughter Kathleen. “He was a man who was very proud of our province and did what he could for the future of our province,” added his wife. “We’ve lost a great premier.” Behind them was Mavis Thomson, a childhood friend to one of Lougheed’s children. “We used to almost live at their house,” said Thomson. “I learned quickly why the other children

would stay quiet at the dinner table. He would wrap your words around you and you would learn a lesson, (but) apparently he loved me for just speaking out.” Thomson teared up when asked about his legacy. “Such class, such heart, such humanity,” she said. Lougheed, premier of Alberta from 1971 to 1985, died last week of natural causes at age 84. Tributes have been

flooding in from all leaders, including Prime Minister Stephen Harper, for a man chosen earlier this year by one public policy think-tank as the greatest premier of his generation. His body was brought to the legislature Sunday night in a white limousine and was to lie in state until late Tuesday. The family will hold a private service and a public memorial is scheduled for Friday in Calgary.

up tied with Williams Lake in points with 23, however, by virtue of less goals against, the Lightning found themselves finishing in third to win the bronze medal. “The Lightning capped off an exciting season of playing in U14 age groups for tournaments so it was nice to finish the season playing in the U13 division,” said coach Sid Compston in an email. Trail product leads Saints Rookie laden team muzzles Wolfpack BY TIMES STAFF Former Trail Smoke Eater Logan Proulx notched the winning goal as he helped the Selkirk College Saints open their B.C. Intercollegiate Hockey League preseason schedule on a winning note Friday night, topping the Thompson Rivers University WolfPack by a 4-3 score at the Castlegar Rec Complex. The home win against the perennial BCIHL contenders marked an excellent start to the exhibition slate for a revamped Saints line-up that featured 17 rookies amongst the 20 players who dressed for Friday’s game. TRU opened the scoring on a first period man-advantage when former Castlegar Rebels forward Anthony Delong poked home a rebound past Saints starter Chris Hurry to give the WolfPack an early lead. But the Saints responded in the dying moments of the frame on a power play of their own, as Thomas Hardy tied the score off a scramble in front of the TRU net with just 1.2 seconds remaining. The Saints took over the game in the second period, establishing a 4-2 lead through a pair of goals from blue-liner Dylan Smith and the eventual winner by Proulx. Selkirk out-shot the visitors 15-9 in the period and dominated for stretches, as the Saints came close to extending their lead on a number of scoring opportunities.

The third period saw the Saints continue to control the territorial possession, with WolfPack netminder Adrien Hervillard turning aside a series of point-blank chances. Thompson Rivers made the game interesting when an Alessio Tomassetti marker off a goal-mouth scramble brought the ‘Pack within one with 2:32 remaining in regulation. But the Saints turned away a handful of late chances, including a key breakaway save from Hurry, to preserve the win. “I’m very pleased with tonight’s result and the overall effort we saw from a group of players who wanted to make a positive impression on the 200-plus fans who came out to support our team,” says Saints head coach Jeff Dubois. “TRU is always a tough opponent and they showed tonight why they’re consistently a contending team in the BCIHL. But our guys made it clear that they wanted this game and showed the effort and energy that we’ll need to see on a consistent basis on order to meet our high expectations for the season.” Hurry picked up the win in goal for the Saints, stopping 27 shots. Hervillard, meanwhile, took the loss after allowing a pair of goals in relief of starter Riley Wall. The Saints will return to the ice on Sunday, Sept. 30 at 2 p.m. when Eastern Washington University visits the Castlegar Recreation Complex to wrap up the preseason campaign. Selkirk then begins its regular season schedule on Oct. 5 with a visit to the University of Victoria.

Troy Mick took a few minutes Sunday to dissect a second straight loss at the B.C. Hockey League Showcase weekend in Chilliwack. Then he sent a text to a hockey contact. Scott Robinson was just chilling at his place in Lake Country when he received the text. A few hours later and Robinson was the new head coach of the Salmon Arm SilverBacks. Mick, a minority shareholder of the team, remains general manager. “I can’t be a part-time coach in this league: it’s too good,” Mick said. “I asked my play-

ers for their full effort and they deserve all my effort. I found my mind wandering in Chilliwack thinking about other things I had to do and that isn’t fair to the players. “It should be a rather seamless transition and the fans really understand. There have been a lot of 17-hour days and I can’t do it all. When I told the players, it was a somber component, but the good thing was they weren’t jumping up and down when they heard I wasn’t their coach anymore.” Mick, a Vernon product who coached at Pursuit of Excellence in Kelowna last year, said he

needs more time to focus on the business and hockey operations while putting his recruiting and business skills to use. In Robinson, the Gorillas get a two-time BCHL Coach-of-theYear (Cowichan Valley Capitals) who was bench boss of the Dawson Creek Rage until the North American Hockey League franchise folded late last season. “I knew Scott was biding his time in Kelowna, waiting for the first axe to fall so I decided to axe myself,” laughed Mick, 43. “The biggest thing we get from Scott is his experience.

Teams allocate young talent THE CANADIAN PRESS The Oklahoma City Barons are going to look a lot like the Edmonton Oilers this season. With the lockout looming Saturday, Edmonton sent 26 players to the AHLâ&#x20AC;&#x2122;s Barons, including marquee forwards Ryan NugentHopkins and Jordan Eberle. Magnus Paajarvi and defenceman Justin Schultz are also bound for Oklahoma City, while first overall draft pick Nail Yakupov was assigned to the OHLâ&#x20AC;&#x2122;s Sarnia Sting and blueliner David Musil sent to the WHLâ&#x20AC;&#x2122;s Vancouver Giants. Yakupov isnâ&#x20AC;&#x2122;t likely to suit up with his former junior team. The dynamic young forward tweeted he is on his way to Russia where itâ&#x20AC;&#x2122;s expected heâ&#x20AC;&#x2122;ll join a

KHL team. With the Oilers being a young team many of their impact players are still on entry-level contracts, making it cheap to move a large part of the team to the AHL. A move to a lowerlevel league means a pay cut for most players. Eberle, who is in the final year of his entry-level deal but just signed a US$36million, six-year contract extension, will make an annual salary of $65,000 in the AHL. Edmonton star forward Taylor Hall was not eligible to be sent to the Barons because he remains on injured reserve. The Boston Bruins also sent Warfield native Craig Cunningham and 20 other top prospects down to the Providence Bruins of the AHL

Friday. Cunningham was a 20-goal-scorer for the AHL affiliate last season, picking up 36 points in his first full year in the minors. The Toronto Maple Leafs sent 22 players to the AHLâ&#x20AC;&#x2122;s Toronto Marlies, including Nazem Kadri, Jake Gardiner and Korbinian Holzer. The Leafs also assigned four players to their junior clubs, including Morgan Rielly, the fifth overall pick in the 2012 draft. The Montreal Canadiens sent 21 of its up-and-coming talent to the Hamilton Bulldogs of the AHL including forwards

Blake Geoffrion and Louis Leblanc. The Carolina Hurricanes, another young team, topped the Oilers by sending 28 players to the AHLâ&#x20AC;&#x2122;s Charlotte Checkers. Included in that list is left-winger Jeff Skinner, who won the 2011 Calder Trophy as rookie of the year, and Ryan Murphy to the OHLâ&#x20AC;&#x2122;s Kitchener Rangers. Elsewhere, New Jersey Devils defenceman Adam Henrique will play for the AHLâ&#x20AC;&#x2122;s Albany Devils next season, while Winnipeg sent 13 players to St. Johnâ&#x20AC;&#x2122;s Ice Caps.

He has a strong work ethic and a strong commitment to winning.â&#x20AC;? Robinson, a native of Salmon Arm, was assistant coach with the â&#x20AC;&#x2DC;Backs from 2001-03, and also guided the Sicamous Eagles, North Okanagan Kings (Enderby) and Revelstoke Grizzlies of the Kootenay International League. â&#x20AC;&#x153;Frankly, I wasnâ&#x20AC;&#x2122;t expecting to get a job so soon,â&#x20AC;? said Robinson, 48. â&#x20AC;&#x153;I was an assistant coach 12 years ago so itâ&#x20AC;&#x2122;s pretty cool to be coming full circle.â&#x20AC;? Robinson played three years of Major Junior with the Seattle Breakers, leading them with 97 points and 106 penalty minutes in his final season when he made the WHL all-star team. He spent one year with the

University of Calgary Dinos before signing with the Minnesota North Stars as a free agent prior to the 1987-88 season. He played one game for the Stars in the â&#x20AC;&#x2DC;89-90 season, earning one penalty. The 100 Mile House product spent six years in the IHL with the Kalamazoo Wings and Milwaukee Admirals. He has been in the Junior game for close to 20 years and commands respect from everybody. Robinsonâ&#x20AC;&#x2122;s coaching style has improved with age. â&#x20AC;&#x153;I have learned to exercise more patience and Iâ&#x20AC;&#x2122;m a little better technically. The longer you coach, the fewer things you havenâ&#x20AC;&#x2122;t seen before so it becomes easier to diagnose things.â&#x20AC;? After two days of practice, Robinson was still learning names and admitting â&#x20AC;&#x153;we have a lot of work to do.â&#x20AC;?

Is it worth it? -- Distraught Daughter Dear Distraught: You are not likely to have Nina’s relationship with your parents, but it doesn’t mean yours can’t improve. Changing how you respond when dealing with Mom could change how she behaves. At the very least, it will alter how unhappy the situation makes you. You are smart to recognize that this pattern should not be repeated with your children. Ask

Any suggestions? -- Frustrated in the Midwest Dear Frustrated: Some children need to be reminded to help around the house, and the reminder has to stick. Any children over 18 should be nicely encouraged to move into their own places, which will highlight their choices. The younger kids should have privileges restricted if they do not follow the house rules. But Mom has to enforce these rules, or nothing will change. Dear Annie: This is in regard to the letter from “Older Sister,” who recently discovered that her brother had sexually molested

family members when they were children. Your advice to inform the entire family was on the mark, but they should also contact the police. It is very possible that the brother has continued his sexual

assaults, which is reason enough to alert the authorities. But there is also the issue of what it says to the children that their parents remain unable or unwilling to protect them by confronting the criminal whose presence they

Dear Annie: My brother and I grew up in the shadow of our older sister, “Nina.” Nina had new clothes while we had stained, torn hand-me-downs.
