somewhere beneath the engine’s back right corner. “Your adrenaline is pumping,” recalls Ferguson of the day members of the B.C. chapter of the National Railway Historical Society started the 6300 in a Braid Street warehouse after they had acquired it from VIA Rail. “But now you’ve got to check if anything is seriously wrong. You don’t want to wipe out the engine due to a bad bearing or a lack of oil.” In fact, other than a seized cooling fan in a rear truck that caused the smoke as electrical

It was a transcendent moment when the 1,750-horsepower diesel engine turned over and the old VIA 6300 FP9 rumbled to life for the first time in six years. But there was no time for Terry Ferguson and Andy Cassidy to revel in the oily fumes wafting around their heads, the deep rhythmic quaking tickling their bellies. There were seals and gauges to check, rattles and whines to investigate. And then there was that cloud of acrid smoke wafting from

wiring shorted out, the 1957 engine was in perfect running condition after years of sitting forlorn and forgotten in a rail yard, exposed to the elements. “There was a guardian angel looking over it,” says Rip Peterman, the society’s president, of the group’s first engine acquisition. For years, the 10 or so dedicated train buffs have been lovingly restoring and rehabilitating carriages from the 1940s to the 1960s, the peak of rail travel in Canada. Amongst the 23 cars parked in the warehouse and on

a siding at the New Westminster/ Coquitlam border are coach, observation, lounge, dining and mail cars. But whenever they were booked out for events, special excursions or even movie shoots, the group had to rely on the graces of railway companies to get the carriages where they needed to go. Getting the 6300 fully operational again allows the society to better show off their collection. It also adds to Canada’s rich rail lore. Drivers crossing the new Port Mann Bridge will pay $1.50 a trip – half the price previously announced – as an introductory toll, and the provincial government is dangling more incentives to encourage users to sign up early. The cut rate applies for the first three months – until the end of February – but those who register for a tolling account by then will be guaranteed the half-price toll for the first year, Transportation Minister Mary Polak announced Wednesday. And those who sign up by Nov. 30 also get a $30 credit, equivalent to 20 free crossings. A further 25-percent discount previously promised for registered HOV lane users during peak hours will apply on top of the introductory rate, meaning commuters who car pool will pay $1.13 per crossing for the first year. please see AIm, A8

Multi Use Civic Facility / Office Tower Update The new Multi Use Civic Facility (MUCF) and office tower project is underway downtown at the corner of 8th & Columbia and is scheduled for completion in 2014. This exciting project is being partially-funded through a Development Assistance Compensation (DAC) agreement between the Province of British Columbia, BC Lottery Corporation, Starlight Casino and the City of New Westminster. The new iconic facility will serve the community, stimulate tourism and spur economic development through its many amenities including a 350 seat theatre, conference and meeting facilities, multipurpose rooms, arts studios, museums and tourist information centre. The nine storey office tower will deliver 139,000 square feet of class A LEED Gold office space into the downtown, directly across the street from SkyTrain. Who do you run for? After 31 years and millions of dollars raised, you might think the Terry Fox Run would have run out of steam. In fact, the flame that Canadian hero Terry Fox lit more than 30 years ago with his ill-fated national run burns just as brightly, thanks to the continued commitment of volunteers, schools and run supporters from all over the world. It would be easy to give the Terry Fox Run a pass on Sunday. It might rain. Other things will compete for your time. Maybe you’re not as inspired as you once were. Further, with Betty Fox’s passing, fewer Fox family members are able to rally the troops. But then there is this: Everyone is touched by cancer and research saves lives. Although two out of five Canadians is expected to develop cancer, only one of every four Canadians will die from it. Cancer is the leading cause of premature death and funds raised by the Terry Fox Foundation goes to important research that will reduce those statistics. There is also this: More than a million people who don’t even live in Terry’s home nation will run to support the foundation in the coming days. If they can do it, so can we. This weekend, take some time and join a local run: the New Westminster run has registration in the food court at the River Market starting at 9 a.m., and the run will start from the Market at 10 a.m.. In Burnaby, the run is at Swangard Stadium. Registration begins at 9 a.m., ceremonies an hour later and the run commences at 10:20 a.m. Taking part — running, walking, cycling, inline skating — is a way of honouring our hometown hero while also endeavouring to put an end to a disease that strikes so many people, many of them, like Terry, simply too young to die. Growing tired of the 12th Street rag It was a block party just off 12th Street on Labour Day weekend, but it could have been anywhere in New West. We were swilling beers in plastic cups, watching little ones wreak havoc in a bouncy castle. “I really hope 12th Street gets going soon,” one dad said to me. He’d moved to New West a few years ago. “What do you think? What will it take? It just seems so…” His voice trailed off, and I knew it was my turn to wade in but suddenly I felt exhausted. Shortly after moving here, and before I came to this paper, I asked that question a million times. To neighbours. City councillors. At the local residents association meetings. And when the graffiti, hookers and dodgy characters hanging about in the area threatened to drive me around the bend, I called the city’s bylaws manager, Keith Coueffin, who came out to walk the strip, hear my concerns and answer questions. On our street, we formed a Block Watch. Held summer barbecues. And thankfully—no doubt completely unrelated to those initiatives—crime and

public disorder have decreased significantly the past few years. But 12th Street still sucks. Some good shops, yes. And safer. But the overall feel is bleah—dull and tired. Who wouldn’t want it to be a little more vibrant? Many Sapperton residents say the same about East Columbia, despite a stronger retail mix and the stimulus of a new plaza next to Starbucks and the development of the Brewery District at the tail end of the strip. In the Downtown, Columbia Street is at last beginning to gain momentum. But as my eyes glazed over at that barbecue when 12th Street came up, I realized, nothing is going to change on streets like 12th or East Columbia until something different is done. Something more drastic than what’s been tried before.

New sidewalks and curbs were a nice touch. Murals on 12th added a little flair. And the summer festivals on these streets are great builders of neighbourhood pride—the reasons folks care in the first place—and raise awareness of the shops on the strip. But none of these can do a damn thing about the missing key ingredient that’s preventing these strips from thriving. Traffic. And I’m not talking about cars. These strips need pedestrians, or more to the point, they need a lot of residents living on top of, or beside the retail corridor. Fourstorey buildings, or in some cases more, from one end of each strip to the other. People around 12th say they’d like a really good coffee shop, a butcher, a bakery. Truth is even if there were these things, most people would continue to make coffee at home and pick up their meats and baked goods at Superstore or Save On. Unless the street had atmosphere. What’s going to get people to 12th and East Columbia, consistently enough to support

high-quality businesses, is atmosphere. And atmosphere means people. Vibe. I’ll go to Waves Coffee in Downtown because there’s people coming and going and that makes it enjoyable. I rarely went to the Village Coffee Lounge when it was on 12th because I was usually the only customer there. And shop local campaigns and a sense of “I oughta” aren’t enough. But surely 12th Street and East Columbia will eventually take off, you say. Sapperton’s Brewery District will bring hundreds of new residents to the area, the logic goes, and they will become shoppers of East Columbia. And won’t 12th benefit from the development happening on Kingsway and Edmonds? The reverse may actually be the case. In my next column, I’ll share an idea for a shock treatment to turn these strips into the kinds of high streets people are clamouring for these days. Chris Bryan is editor of the NewsLeader.

Column undermined by ‘terrible, unsupportable data’ I read Tom Fletcher’s opinion piece (Separating oil from manure, NewsLeader, Sept. 5) with some chagrin, not for the opinions expressed, but for the journalism displayed. We all have opinions, and most cause someone else to disagree. I disagree with Mr. Fletcher on the Northern Gateway Pipeline, but I don’t begrudge his opinion. Differences of opinion make conversations interesting; that’s why we have opinion pages in newspapers. However, for those conversations to be useful, we have to agree on some facts— ideally, factual information is the common ground around which we can compare opinions. In the Internet Age, “facts” are cheap and plentiful, but vary wildly in their veracity. I’m not a professional journalist, but I understood their job to include assuring information they present is truthful. The public relies on professional journalists to sift through the available facts, and

provide meaningful context. In this way, journalists increase readers’ understanding, and may even offer compelling opinions. When Mr. Fletcher based his argument around data on oil inputs into the world’s oceans, he might have spent a bit of time finding the source of those “facts.” Instead of taking a B.C. Government or oil industry press release at face value, he should have done some journalism. Turns out the numbers quoted are not from a “global study by the Smithsonian Institution” as Mr. Fletcher claims, but from a travelling display sponsored by the Smithsonian. That display cites an NRC study done in 1985 (“Oil in the Sea: Inputs, Fates and Effects”). Google it, and you will find the study is available online. Problem is, the study numbers are significantly different than the Smithsonian numbers, are almost 30 years old, and have been thoroughly revised by a 2005 NRC study (also available online). For lack of five minutes on Google, Mr. Fletcher’s entire

argument is undermined by use of terrible, unsupported data. I can excuse his subsequent ad hominem (Robert Redford!), false dichotomy and use of hyperbole—those are normal parts of “opinion making” in a world where logical fallacies are no longer taught in school. But lazy journalism—running fast and loose with the “facts,” assuming your reader will not follow up—that causes me chagrin for the profession of journalism. Especially when presented under a title like “Separating oil from manure.” But what do I know? I’m just an amateur blogger, not a professional journalist. Patrick Johnstone New Westminster

RETIREMENTS HAPPEN I am getting tired of the references to “rats leaving a sinking ship” every time a Liberal MLA announces that he or she won’t be running in the next election. There are many good reasons for not running again: personal or family commitments, business obligations, or just tired of all the personal sacrifices involved. It is unfair and unreasonable to conclude that all Liberal MLAs choosing not to run again are doing so because they think their party is going to lose. The introductory discount is being justified on the basis that only eight of 10 lanes of the new bridge will be operational when it opens in December, as the final two can’t be used through 2013 while the old bridge is being dismantled. “We concluded we could and should sharpen our pencils on the initial toll rate,” Polak said. “Drivers shouldn’t have

to pay the full toll until they get the full time savings.” Drivers who register get a free windshield decal that acts as a transponder that’s detected by the electronic tolling system. Provincial officials say registered accounts set up for automatic monthly payment mean less money will be spent mailing out invoices to non-registered users who are detected by licence plate cameras. The cameras aren’t completely accurate either, so some revenue is lost that way.

Transportation Investment Corp. CEO Mike Proudfoot said the aim is get 80 per cent of bridge users registered, instead of the industry standard of about 60 per cent, and the extra efficiency would cover the cost of the reduced first-year rates. Another reason for the break is construction on parts of the Highway 1 corridor will also continue next year, as will work on the South Fraser Perimeter Road (SFPR). The northeast section of the SFPR in Surrey will open by December, carrying motorists who don’t want to pay tolls on

the Port Mann Bridge to the free Pattullo Bridge. Construction on the rest of the perimeter road will continue until late 2013, when it will also open up a free alternate route to the Alex Fraser Bridge and Massey Tunnel. Heavy trucks won’t get any introductory break on the previously announced $9 tolls for the Port Mann, but they will pay half price if they cross at night between 9 p.m. and 5 a.m. Lighter trucks or cars pulling trailers will pay $4.50 in the introductory period, instead of $6, and they’ll be offered a $225 unlimited monthly pass. Motorcyclists will pay $1 at first instead of $1.50 and have the option of a $50 monthly pass. Drivers who don’t register before March will pay the full tolls ($3 for standard vehicles), which are set to kick in for all users in December of 2013. Unregistered drivers who don’t pre-pay or pay within seven days of crossing will be invoiced and charged a $2.30 processing fee, which will be waived for the first three months. The $3.3-billion infrastructure project is the largest in B.C. history.

Firm retracts whooping cough remedy claim Fraser Health said vaccination drive was undercut Jeff Nagel

A Port Coquitlam firm that claimed its oil of oregano product is an effective alternative to the whooping cough vaccine has apologized for misleading the public after the Fraser Health Authority ordered a correction. Enerex Botanicals Ltd. published the retraction in Vancouver daily newspapers but did not go as far as chief medical health officer Dr. Paul Van Buynder wished. “I am disappointed that the company has not taken the additional step of recommending vaccination to prevent the transmission of whooping cough,” he said, calling it the best protection against the illness, also known as pertussis. “We continue to see new cases of whooping cough in Fraser Health and are concerned that we may see an increase now that

kids are back in school.” Fraser Health said Enerex did comply with Van Buynder’s directive under the Public Health Act to correct the misinformation in a previously published advertisement, which showed oil of oregano alongside a broken syringe and read: “The natural way to help combat whooping cough... It’s nice to know vaccines aren’t the only choice to combat this disease.” Fraser Health has experienced a significant whooping cough outbreak over the past year and public health officials say some parents’ unfounded opposition to vaccine use can worsen the spread. In his letter to Enerex, Van Buynder said the firm created a health hazard because the ad was likely to discourage vaccination and hamper efforts to fight the outbreak, putting small children at risk of hospitalization or even death. Van Buynder said many natural products and behaviours can enhance a person’s ability to fight and resist infections and disease, including eating well and getting enough sleep

and exercise, but said they can’t prevent disease transmission. The firm said it did not intend to infer oil of oregano is as effective as vaccination against whooping cough, but maintained the product has “antibacterial and antiviral properties” and characterized the incident as a “misunderstanding.” Van Buynder, his counterpart at Vancouver Coastal Health and B.C.’s provincial health officer have also urged Health Canada to investigate the incident as a potential violation of federal legislation governing health advertising. As of Sept. 5, there have been 328 confirmed and suspected cases of whooping cough in the Fraser Health region since the outbreak began in the HopeChilliwack area last December. There were 23 new cases in the last four weeks and there have been no fatalities to date. All adults in regular contact with young children are urged to get the free whooping cough vaccine via a doctor or participating pharmacist.

Two months after opening its newest natural gas processing plant near Dawson Creek, Spectra Energy has announced a partnership that will more than double its B.C. capacity with a large-scale pipeline to Prince Rupert. Texas-based Spectra and British Gas (BG) Group plc announced Monday a development agreement to construct an 850-km largediameter pipeline connecting its hub of operations near Fort St. John with proposed liquefied natural gas facilities near Prince Rupert. The pipeline would connect vast shale gas resources in the Montney formation near Fort St. John and the Liard, Horn

River and Cordova Embayment shales near Fort Nelson. Its capacity of 4.2 million cubic feet per day compares to Spectra’s existing gas handling capacity of 2.4 million cubic feet per day. BG Group has optioned an 80-hectare site in the Ridley industrial area owned by the Prince Rupert Port Authority for a possible liquefied natural gas (LNG) export facility. Operating gas production facilities in 20 countries, BG is currently building a new LNG plant in Australia. The joint announcement, the companies said “early conceptual routes” have been developed, with consultation planned for affected routes. The project timeline is to begin construction by 2015 and

complete the pipeline by 2020. Spectra’s B.C. operations started as Westcoast Transmission Corp. with construction of B.C.’s first gas processing plant on the Peace River at Taylor in 1949. It still operates that plant, and pipeline network that supplies natural gas to the B.C. Lower Mainland. Premier Christy Clark and Energy Minister Rich Coleman attended opening ceremonies in July for Spectra’s new Dawson Processing Plant. B.C. needs a more highly educated population to remain economically competitive and to avoid the kind of social unrest that has gripped many European nations. And New Westminster will reap the benefits, said Scott McAlpine, the president of Douglas College in a presentation to the New Westminster Chamber of Commerce Wednesday at Starlight Casino. McAlpine said with 47 per cent of high school students graduating without the qualifications they need for direct admission to university or college, the province is rapidly veering towards a two-class system of high unemployment at the same time there’s a shortage of skilled labour. The very incubator, he said, that’s led to frustration and 50 per cent unemployment amongst young people in countries like Greece and Spain, percolating into violence this past summer. “It’s a structural problem,” said McAlpine. “This will bite us big time unless we do something about it.” Which is just what he’s set out to do by embarking Douglas on an ambitious mission to become the largest degree-granting college in the province by 2015.

“Post-secondary education is the great leveler in society,” said McAlpine. With the college’s operating budget at more than $97 million, the impact of that mission is bound to filter down to the cash drawers of New Westminster businesses and the bank accounts of residents, said McAlpine. Sixty percent of Douglas’ students attend classes at the New West campus, many of them traveling from neighbouring communities like Coquitlam, Burnaby and Vancouver, as well as internationally from countries like Korea, Japan and India. “New Westminster is an education destination,” said McAlpine. Those students are leaving money in the community. Those living at home spend about $39 million a year while students who live away from home spend $54 million, said McAlpine. On average, Douglas’ 1,100 international students spend about $29,500 a year each. Overall, the school has a regional economic impact of $225 million, which will only get bigger as the college grows towards its target of 9,500 full-time equivalent enrolments. Already they’re ahead of schedule, said McAlpine, thanks to the creation of new degree, diploma and certificate programs.

The New Westminster Hyacks head into Friday’s homecoming game against the Carson Graham Eagles at full tilt. The Hyacks offense amassed 473 total yards in a 40-0 romp over Abbotsford Collegiate at Mercer Stadium in their season opener. Running back Aldrin Asuncion got the home side off on the right foot with a 59-yard romp into the end zone on the Hyack’s second offensive play of the game. He ended the night with 128 yards on 10 carries and scored two touchdowns. The Hyacks were up 33-0 at halftime en route to their first shut out since Oct. 9, 2009. Julian Ramirez also counted a touchdown amongst his 95 yards rushing on seven carries. Eric Teng’s interception and 33-yard run into the end zone

late in the first half earned the senior defensive back player of the game honours. Jordan Chin was named the defensive lineman of the game. Friday’s 7:30 p.m. game against Carson Graham culminates an afternoon of homecoming activities that starts with a student tailgate party at the Moody Park Youth Centre at 4 p.m. Hyack alumni will play a special touch football game at 4:30 p.m. at Mercer, followed by a reception at 6:00. The senior varsity game will be concluded by fireworks. • The junior varsity Hyacks jumped out to a quick 27-0 lead over GW Graham of Chilliwack, en route to a 39-12 victory.
