The Kootenay region’s unemployment is growing while the rest of the province is dropping, according to recent figures released by Statistics Canada for August. The jobless rate for the Kootenays has risen to 7.8 per cent in the last month, up one percentage point from its 6.8 per cent mark in July. According to Stats Can there are 6,200 people out of work in the Kootenays. However, on the other side of the coin, the province itself gained almost 15,000 jobs in August, dropping the jobless rate to 6.7 per cent—markedly down from the 9.5 per cent position the province held one year ago— as result of higher part-time employment. The August rate was also down from the July rate of seven per cent. B.C. ranks first in job growth since August 2011 compared to other provinces, followed by Alberta, Quebec and Ontario. July saw an increase of 51,700 jobs compared with August 2011. In August there were a further 14,900 jobs created and part-time employment increased by 18,600, despite a decline of 3,700 in full-time positions. Overall, B.C.’s labour force increased by 8,200 people in August and now stands at 2,488,300. Compared with one year ago, B.C.’s labour force has increased by 34,600 people. But the province still has some work to do to get people some work to do. B.C. has the highest jobless rate in Western Canada. The national unemployment rate remained unchanged at 7.3 per cent. Vancouver’s unemployment figure was unchanged at 6.8 per cent, Victoria’s jumped to 5.9 per cent from 5.6, and Kelowna’s figure tumbled to 4.1 per cent from 6.1 in July.

The Sisters of Colombo and the Men’s Lodge are hosting the third annual Colombo Piazza Day this Saturday. The community is invited to the piazza between 11 a.m. and 3 p.m. to celebrate the area’s abun-

Teck has admitted in a U.S. court that more than 100 years of historic effluent from its mining and smelting operations in Trail have polluted the Columbia River in Washington. Teck Metals made the “admission of fact” in a lawsuit brought by Colville Confederated Tribes over environmental damage caused by the effluent discharges dating back to 1896. As a result, the company has entered into an agreement regarding certain facts with the plaintiffs—in Pakootas et al versus Teck Metals Ltd.—in civil court proceedings under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Under the agreement Teck stated some hazardous substances in the slag and effluent discharged from the Teck Trail Operations between 1896 and 1995 ended up in the Upper Columbia River in the U.S. Teck communications manager Richard Deane said the court proceedings are one more step in the process of righting the alleged wrong. “The hurdle for establishing (discharge) is very low,” said Deane. “It takes only a molecule of a hazardous substance to be released to meet that requirement.” The litigation will ultimately establish what level of restoration, if any, is needed to restore natural resources that may have been injured by historic Trail Operations releases, and determine if any monetary compensation is due to the Colville Tribes or the State of Washington for their response costs. Deane says the agreement prevents what could have been a long and costly trial on the matters of fact, one that was expected to commence Monday if the agreement had not been made. “This agreement on these facts will preclude the requirement to have a legal proceeding to in effect determine these exact set of facts,” said Deane.

Forged gas contracts uncovered THE CANADIAN PRESS CRANBROOK – Mounties in Cranbrook say they’ve uncovered more than two dozen forged utilities contracts and they’re looking for more. The investigation goes back to last December after a business complained of irregular natural gas bills. Police say they determined that a number of businesses had contracts with Active Energy or Active Renewable Marketing and there were forged signatures from either the owner or employees.

Mounties say they’ve identified two suspects who were not direct employees of either FortisBC or Active Energy, but were sub-contracted agents working on commission. After the initial complaint, police sent out 90 other letters to Cranbrook and Kimberley businesses asking them to review their gas bills. So far, police have confirmed 25 fake contracts and are considering criminal charges of uttering forged documents against the two suspects.

LOCAL Other issues still to be resolved FROM PAGE 1 Despite the agreement, important scientific issues, as well as jurisdictional and other legal issues relating to the case remain to be resolved. In 2006, Teck voluntarily entered into an agreement with the U.S. Environmental Protection Agency to fund remedial investigations and feasibility studies for the Upper Columbia River. That resulted in the withdrawal of an unilateral administrative order slapped on the company in 1999 and the dismissal of the original claims of the tribes in the state. But in 2007 the band launched a lawsuit requiring Teck to comply with a U.S. EPA order to undertake the environmental study because progress over the past three years was deemed “disappointing.” Deane said Teck remains “fully committed to complete the studies required to fully assess the risks due to contaminants in the Upper Columbia,” and if necessary remedy the effects of its past practices on the Upper Columbia River if there are any unnecessary risks that need to be addressed. The agreement provides the minimal framework to allow the court to rule for the plaintiffs—the Colville bands and the state—in their claim for a judgment that Teck Metals was liable for response costs. “The amount of the response costs will be determined in a subsequent phase of the case,” Deane said. The environmental assessment funded by Teck is expected to be completed in 2015 on the Upper Columbia River—to determine the impacts to human health and environment—and will be used in those subsequent court proceedings to determine if Teck must pay any costs. “The results are showing that the beach is safe and the water quality is better than any water quality standard,” said Deane. “And the fish are … safer than any other water body in the State of Washington.” Through modernization and implementation of new technology there have been substantial improvements in the environmental performance of Teck, said Deane. Through new furnace technology and other recent modifications to the site, the company achieved a 95 per cent reduction of metals to air and water, he said. For the state Department of Ecology, the admission is a major victory in what has been a long, drawn-out fight.

“It’s very good news for us,” spokeswoman Jani Gilbert told The Canadian Press. “It means that everyone is accepting the science ... and we’re just closer in the process to getting some resolution of this.” When Teck American, the U.S. subsidiary of Teck Resources, cleaned up Black Sand Beach two years ago, they hauled away 9,100 tonnes of slag. The lawsuit brought by the Colville Confederated Tribes claims that 145,000 tonnes has been dumped directly into the river, where it has flowed downstream and settled on the riverbed. Bottom-feeding aquatic species eat it and the metals begin their journey up the food chain. “It changes the ecosystem,” Gilbert said. The lawsuit claims the metals have contaminated the surface water, ground waters and sediments of the upper Columbia River and Lake Roosevelt, the reservoir created by the Grand Coulee Dam. The 5,700-square-kilometre Colville reservation borders the Columbia River.

Tale of litigation In March, 2009, a U.S. court ordered Teck Cominco to pay the legal fees of Washington’s Colville Indian band in its fight against the company over pollution from the Trail smelter. The Washington state court Teck Cominco was subject to U.S. environmental law. At the time, the band said the court ordered the company to pay more than US$1 million in legal fees the Colville band has spent suing Teck. The band says millions of tons of toxic pollution have been dumped into the Columbia River from the lead and zinc smelter in Trail, which is about 15 kilometres north of the B.C.-Washington state border. The band first petitioned the U.S. Environmental Protection Agency in 1999 to ensure Teck complied with the U.S. Superfund law, legislation aimed at cleaning up the nation’s worst toxic waste sites. Under the Superfund law, companies must first conduct a scientific assessment of environmental damage and then clean it up. In 2004, two members of the band launched the lawsuit. Joseph Pakootas and Donald Michel sought a court order for Teck Cominco to comply with a U.S. EPA order to undertake the study. The mining company then reached a settlement agreement with the EPA but the band said the progress over the past three years was “disappointing.” Under the agreement, the company is supposed to complete a voluntary remedial investigation and feasibility study to determine any risk to human health and the environment as a result from past releases from the smelter in Trail. Risks minimal on this side of the border

What has raised questions and litigation south of the border does not have any ramifications north of the border, says Teck’s communications manager. Richard Deane said there are no detrimental effects of the plant residing in the environment of the Silver City, nor are environmental regulations south of the border any more stringent than what exist in Canada. “In Trail we have done extensive environmental, human health and ecosystem work to look at the potential effects of both legacy issues and current smelter operations,” he said. “That work has been extensive. A lot

of that work occurs under the guidance of the Trail Health and Environment Committee.” The focus of that work is to assess within Greater Trail if there are any risks and issues, and then deal with the situation or put a program in place to address the discrepancy. As well, the B.C. Ministry of Environment establishes current discharge levels for Trail Operations to protect aquatic life, and ensure water quality for drinking and recreational use, said Deane. “And today, discharges from Trail Operations are well within these government established permit levels,” he said. “Studies consistently

show the water in the Columbia River meets applicable environmental standards in both Canada and the U.S.” In fact, Deane explained, metals in discharges from Trail Operations are much lower than naturally occurring metals loads in the Columbia River. “While the slag historically deposited in the river has been shown to release small quantities of metals under certain conditions, it is generally inert,” he said. The findings in 2015 and the current court proceedings will not alter the company moving forward with production right now, said Deane. “This does not have an effect on our current operations,” he said.

New police watchdog ready to start BY TOM FLETCHER Black Press

B.C.’s new police oversight office is officially in operation, ready to take over investigations of incidents involving police that result in serious injury or death. Former U.S. prosecutor Richard Rosenthal was hired last year for the new office, after establishing similar services in Denver and Portland. Rosenthal told a news conference Monday he has hired 30 of 36 investigators, divided into four teams, who are now on call to oversee investigation of any major incident involving police in the province. About half of those investigators are former police, none of whom previously worked in B.C. Rosenthal and Justice Minister Shirley Bond said police experience is required, because the teams will need to secure crime scenes, interview police and other witnesses, and investigate incidents involving off-duty police officers, including homicides. B.C.’s Independent Investigations Office (IIO) is the fourth of its kind in Canada, and has the largest civilian presence of any in the world, Rosenthal said. The B.C. government committed to a civilianled agency after a string of incidents involving RCMP and city police forces. The office was recommended by inquiries into the 2007 death of Polish immigrant Robert Dziekanski at Vancouver airport, and Frank Paul, who was removed from the Vancouver Police drunk tank in 1998 and left unconscious in an alley. The 2005 gunshot death of Ian Bush at the RCMP detachment in Houston, B.C. was another case that pushed the B.C. government to end the practice of police incidents being investigated by other police forces. The independent office will also bring B.C. RCMP officers under civilian oversight. Bond said B.C. police agencies asked for independent oversight after police-led investigations in the Paul and Dziekanski cases eroded public support.

Wildfire consumes homes, forces evacuation THE CANADIAN PRESS PEACHLAND, B.C. - Four houses have been destroyed and more than 1,500 people remain out of their homes in B.C.’s Okanagan as firefighters battle a persistent and voracious forest fire. Three of the four homes consumed by the fire were occupied. Several other outbuildings were damaged in the blaze that was first reported Sunday

afternoon but within hours, threatened the town of Peachland, population 5,200. Hundreds more people remain on evacuation alert in the community 380 kilometres northeast of Vancouver. Elsie Lemke, director of emergency operations for the District of Peachland, said officials were in the process of notifying owners about the damage.

No one has been injured. “Our hearts go out to the property owners who have suffered loss because of this fire,” she said. A cloud of white smoke hung over Peachland on Monday, drifting above the forested mountainsides to the west of town. The sky had been clear earlier in the morning, but eventually clouded over. Residents were hopeful for the forecast that predicted rain. On the downside, the wind was picking up with the same strong gusts that swept the blaze

down the mountainside and towards the lakeside community. A steady stream of helicopters flew over Okanagan Lake, filling up with water to drop on the blaze, which by Monday was about two square kilometres in size - unchanged from overnight - and only 50 per cent contained, said Lemke. Ron Polak noted the increasing winds with worry, wondering if he and his wife would soon be among those forced out of their homes. “From my house, through the trees, you can see a lot of smoke,”

said the 50-year-old carpenter. “It was a pretty late night for us.” Polak said he first heard about the fire from a friend who was watching it from across the street. “He actually phoned and said he was having some fun watching the fire, and then he got a little nervous and a bunch of us went there and got his stuff out of there and got him out,” he said. “Next thing I knew, we were trying to get back into town to get other people out.” Polak noted everyone in the Okanagan is respectful of the awesome power of forest fires. The arid region is home to award-winning wineries, but the same dry conditions that make vineyards a success can pose a forest fire hazard during dry summers. Nine years ago, a late August forest fire around Kelowna, 25 kilometres up the road from Peachland, forced 27,000 people from their homes and eventually destroyed 239 homes. “Everybody’s pretty conscious (about the fire risk). It’s the reality,” Polak said. “2003 was a pretty big fire, but that was on the other side of the lake. This is more in your backyard.”

Government plans to revoke 3,100 citizenships THE CANADIAN PRESS OTTAWA - The federal government plans to revoke the Canadian citizenship of 3,100 people it says cheated on the process. It’s also looking at thousands of others who may have obtained or maintain permanent residence fraudulent. Immigration Minister Jason Kenney says cheats will be stripped of citizenship and residence status. Letters have been sent to more than 600 of the 3,100 or so people to start the process of revoking their citizenship. However, he says no one has yet lost their citizenship. Kenney says that’s because the process takes several years. He says it’s part of a years-long crackdown on immigration fraud. “Canadian citizenship is not for sale,” he said. “We will continue to take strong measures to combat the industry of crooked immigration agents here and abroad who seek to devalue Canadian citizenship by creating fake proof of residency and committing other forms of fraud.” So far, he says, federal agencies have removed or denied admittance to more than 600 former permanent residents linked to the fraud investigations. They have denied about 500 citizenship applications where the applicants did not meet residence requirements and almost 1,800 applicants linked to cheating have simply abandoned their citizenship applications. Kenney also says he is planning to introduce amendments to the Citizenship Act that would require immigration consultants to be members of a regulatory body, which he says may help crack down on crooked agents.

Residents brace for Leslie THE CANADIAN PRESS ST. JOHN’S, N.L. Newfoundlanders who were hit hard by hurricane Igor two years ago were stocking up and hunkering down Monday for tropical storm Leslie. Leslie isn’t expected to be quite as ferocious as Igor, but will almost certainly make landfall early Tuesday near the Burin Peninsula in southeast Newfoundland, said the Canadian Hurricane Centre. Court rebukes Tories’ behaviour on gun registry THE CANADIAN PRESS MONTREAL - A court delivered a stinging rebuke to the federal government over its plan to scrap the long-gun registry even if a province wants to keep it, with Monday’s verdict even singling out Prime Minister Stephen Harper. The Quebec court accused the federal government of violating principles of Canadian federalism and its 42-page verdict cited the prime minister’s words as evidence of that improper behaviour. The verdict gives the federal government 30 days to hand over the registry data for Quebec, which is the only province where the case applies. However, it’s likely just one more round in a broader legal battle. The issue is expected to wind up before the

Supreme Court of Canada. Within moments of Monday’s decision, the federal government all but announced plans to appeal. Justice Marc-Andre Blanchard of the Quebec Superior Court had sided with the provincial government Monday and ordered the federal government to hand over registry data for the province. The verdict came after the province obtained a series of temporary injunctions safeguarding the Quebec data, which means long guns continue to be registered here unlike elsewhere in the country. Blanchard wrote that the creation of the gun registry included multiple agreements over how the informa-

tion would be gathered and accumulated. The judge ruled that the registry data cannot be viewed as being strictly “federal” and said Quebec has a right to it. “There is a complex web between the federal, provincial and municipal weaves the registry of firearms which meant that it could not exist without the close and constant co-operation of everyone,” Blanchard wrote in his conclusion. “The implementation of the firearms registry - although under the federal power to legislate criminal law - creates a partnership with Quebec, particularly with regard to the data contained in the registry.” The verdict quotes

Harper saying he has no intention of helping another level of government create a long-gun registry. The judge then declares that Canadian constitutional law encourages lawmakers to practice flexible and co-operative federalism and not work to “undermine” that concept. The Harper government is opposed to relinquishing any data, which it is determined to destroy. It says Quebec can start from scratch if it wants to build its own registry. Gun-control advocates applauded Blanchard’s ruling.

“The decision of the court reaffirms the fact that the data on guns is useful, that the province which contributed to collecting it is entitled to keep it and that it is in the interest of public safety to maintain it,” the Coalition For Gun Control said in a statement. Opponents of the program called it wasteful and irrelevant in stopping crime. Its supporters, however, including some police organizations, described the registry as a valuable tool in law-enforcement’s arsenal.

Municipalities tackling modern problems

L

ocal politicians are preparing for their annual convention, to be held Sept. 25-28 here in the provincial capital. One of the first orders of business this year will be a vote to raise the dues paid by local governments to the Union of B.C. Municipalities, to cover rising travel costs for staff to serve on provincial committees. The plan is also to change the name to Union of B.C. Local Governments, to reflect the participation of regional districts and aboriginal communities. So what do these committees and conferences accomplish? The UBCLG, as it will soon be known, is mainly a lobby group for local politicians to seek changes to federal and provincial laws to keep up with changing times. The resolutions offer a snapshot of modern problems facing local governments. A major theme is public safety, and this year it is the Columbia

Shuswap Regional District renewing a long-standing plea for more provincial policing money for rural communities. Surrey has a resolution seeking better notice and control of a growing number of medical marijuana licences issued by Ottawa. Local fire and police departments end up dealing with licensed growops that spring up quietly and create electrical hazards, or expand production beyond their licences as this stealth legalization continues. Pitt Meadows, home to a Hells Angels clubhouse and drug-related crime familiar to most urban communities, wants B.C. to follow Alberta’s lead and give police authority to remove known gang members from bars and clubs. Gangs tend to adopt certain establishments, and there isn’t much the owners or police can do about it. This year, the debate may go further. Metchosin

Views is seeking support to call on Ottawa to decriminalize marijuana, ending a “failed policy which has cost millions of dollars in police, court, jail and social costs.” No chance of that under the Stephen Harper government, but it’s worthwhile to send the message. Another long-shot demand, sparked by the abduction of three-yearold Kienan Hebert of Sparwood last year, is for Ottawa to make its sex offender registry public for convicted repeat offenders.

Ashcroft councillors want to give emergency services authority to deal with another modern hazard: hoarding. Yes folks, it’s more than just a show on TV that exposes a creepy side effect of our bloated North American consumer culture. The Ashcroft resolution notes that obsessively piling stuff to the rafters is a growing problem. And as with marijuana grow ops, “local governments have little or no authority to enforce compliance with health and safety standards when a building is owner occupied.” Another First World problem is the “pocket dialing” of 9-1-1 by mobile phones. This is more than just a nuisance, because local emergency services are obliged to respond to every call they get. And mobile phones can’t be traced to their location with any precision, creating time-consuming searches that weaken response to real emergen-

cies. Other resolutions tackle complex and important issues, such as the effect of hydro development on municipal water supplies. But alas, most will be lost in the convention noise, overshadowed by political posturing over matters best left alone. Last year’s convention featured the low comedy of delegates voting with wireless devices to condemn smart meters, after displaying their ignorance of the subject. This year, in addition to factually challenged railing about oil tankers, there will be a tough stance taken against shark’s fin soup, which will no doubt strike fear into the Chinese fishing fleet. Once delegates vote themselves more taxpayers’ money to run this show, perhaps they should keep their grandstanding to a minimum. Tom Fletcher is legislative reporter and columnist for Black Press

THE ASSOCIATED PRESS NEW YORK - “Saturday Night Live” is adding three new performers for the upcoming season after the departures of Kristen Wiig and Andy Samberg. The sketch comedy show announced Monday that Cecily Strong, Aidy Bryant and Tim Robinson will be joining “SNL” for its 38th season. Strong comes from the touring company of the Chicago improv theatre Second City. She will be a cast member. Bryant hails from the iO Theater in Chicago, and Robinson is an alumnus of Second City. They will be featured players. It’s a period of transition for “SNL,” which will enter its new season without Samberg, Wiig or Abby Elliott. Many also expect Jason Sudeikis to soon depart. “Saturday Night Live” premieres Saturday with host Seth MacFarlane and musical guest Frank Ocean.

Fortis move doesnâ&#x20AC;&#x2122;t add up According to FortisBCâ&#x20AC;&#x2122;s website, the company provides â&#x20AC;&#x153;electrical service to approximately 111,500 customers in the south central part of the province including Kelowna, Osoyoos, Trail, Castlegar, Princeton and Rosslandâ&#x20AC;?. It also services â&#x20AC;&#x153;approximately 48,500 customers through the wholesale supply of power to municipal distributors in the communities of Summerland, Penticton, Kelowna, Grand Forks and Nelson.â&#x20AC;? For this operation, Fortis BC spokesperson reported in the Trail Daily Times (FortisBC breaks ground on $1.7 million facility, September 7) that, the Ooteschenia location is a must because it is geographically â&#x20AC;&#x153;centralâ&#x20AC;?. So, the capital of BC should be located in Prince George, thatâ&#x20AC;&#x2122;s central. The capital of Canada should be located in Winnipeg, along with Torontoâ&#x20AC;&#x2122;s Bay Street. New Yorkâ&#x20AC;&#x2122;s Wall Street should be located in Kansas City, along

with the White House and Pentagon. Remarkably these areas have thrived without being in someoneâ&#x20AC;&#x2122;s perception as geographically central. Where is Fortisâ&#x20AC;&#x2122; head office located? Some place central? Try Newfoundland. Well, maybe it will move its HQ to Winnipeg, thatâ&#x20AC;&#x2122;s kind of central between BC and Newfoundland. Fortis claims to have contacted the City of Trail two years ago about its plans to relocate. The public has yet to hear what level of detail Fortis provided. To my knowledge, the Regional District of Kootenay Boundary wasnâ&#x20AC;&#x2122;t informed either. Yet, up until at least April 2012, the Mayor of Castlegar was trying to get the BC Health Minister to relocate the regional hospital to the Ooteschenia site. So how does a company like Fortis develop a 16 million dollar project without a location in mind? What happened between two years ago and this past August?

This move still doesnâ&#x20AC;&#x2122;t pass the smell test. Something just doesnâ&#x20AC;&#x2122;t add up. Maybe Fortis will consider saving us some money by reducing new expenditures as well as the expense associated with brochures telling us how to reduce consumption. Most seniors I know are very careful with their use of both electricity and gas. Does Fortis want us to cook over an open fire pit or do laundry down by the river? Does Fortis really need smart meters to tell them when families cook their meals, take their baths, do their laundry or heat their homes? Ask any six year old what the household routine is. Itâ&#x20AC;&#x2122;ll save Fortis a ton of costly, prying smart meters. Lastly, maybe Fortis could also design utility statements that a â&#x20AC;&#x153;six year oldâ&#x20AC;? can understand. Value of conversation highlighted I am writing to express my sincere thanks and appreciation for Louise McEwanâ&#x20AC;&#x2122;s column on conversation (Conversation aids the quest for meaning) in the Trail Times of July 20. It was extremely well presented. It carried me back

to the 1960â&#x20AC;&#x2122;s when there was an effort to bring about a corporate union between the Anglican and United Churches of Canada. The effort failed; but the process brought about many conversations in which each learned something useful from the other.

I participated in a dozen or so of varying significance. My memory of them is that they were generally conversational and not exercises in triumph. Not perfect, of course, but we became better friends and not bitter enemies. Conversation is

more than talking, It suggests, first, mutual respect; then, politeness; and friendship; and, sometimes, intimacy. It is a most productive way to engage in human relationships. Rev. Garwood G. Russell Fruitvale

Some treated more equally than others An editorial from the New Glasgow News Corrections Canada giveth, and Corrections Canada taketh away. Federal prison inmates who prefer to worship a pantheon of gods and spirits almost had their prayers answered for the services of a Wiccan chaplain - until the boss got wind of the notion. Just after the federal prison agency requested proposals for a priest to nurture spiritual concerns of witches - or Wiccans - in B.C. prisons, Public Safety Minister Vic Toews put a chill on the idea. A government official said Toews was not consulted about the Wiccan posting and he ordered a review. So no final word yet, but perhaps some supplication will

change the ministerâ&#x20AC;&#x2122;s mind. This comes across as a news oddity. But it has also elicited some clarification from proponents of pagan beliefs. They hasten to inform the public that, contrary to what B movies or other hysteria presents, Wicca is not about evil or devil worship. As one spokesperson put it, theyâ&#x20AC;&#x2122;re simply tree huggers - who happen to invoke various gods and goddesses, perform rituals involving the four elements, cast spells and are comforted by the teaching and counselling a priest can offer. Anyone of a strong Christian background - and probably other denominations - might well be troubled by the idea of officially condoning Wiccan practices in jail or anywhere. Or

they might be amused. Or they might be scratching their heads over just what this is about. Or they might just stand with the minister and ask why we would spend public money on this. But this instance illustrates another point. There are countless religions and systems of belief in the world, but a relative few that make it to the top of the heap to register official recognition - enough to spend taxpayersâ&#x20AC;&#x2122; money on chaplains to tend to the spiritual yearnings of prison inmates. Despite a presumption of religious freedom in this country, still some religions enjoy freedoms that others donâ&#x20AC;&#x2122;t. And someone in government is making that highly subjective call.

PEOPLE OBITUARIES PAUL, CHARLES EDWARD (CHUCK) — It is with great sadness that we announce the passing of our father, Charles Edward Paul on September 8, 2012, at the age of 92. Chuck was born in Rossland, BC on June 29, 1920. He was predeceased by his wife Elsie, his brothers Gordon, Lawrence (twin), Sidney, his sisters Edna, Lois and his step-son Kenneth. He is survived by his son Brian (Iris), step-sons Dale (Phyllis), Dennis (Ann), his sister Bertha, his grandchildren Leah (Matt), Michael (Melanie), Jennifer, John (Barb), Danielle (Chris), Philip, and seven great-grandchildren. Chuck first worked in the family logging and lumber business and then he worked for the school board in Rossland and Penticton, where he retired. He served with the Irish Fusiliers in WWII and in his younger years he was an avid cribbage player with family and friends. Chuck’s interests were gardening, walking, hiking and huckleberry picking. McAfee said Monday that the “Harry Potter” star is the “most dangerous” celebrity to search for online. That’s because many sites use Watson to trick users into downloading malicious software or to steal personal information. When searching for the 22-year-old Watson, there’s a one-in-eight chance of landing on a malicious site. This is the sixth time the Intel-owned security technology company has conducted the study, which was last year topped by Heidi Klum. Female celebrities are far more likely to be utilized by cyber criminals: late-night host Jimmy Kimmel was the only male in the top 20. Others among the riskiest celebrities to search online are Jessica Biel, Eva Mendes, Selena Gomez and Halle Berry.

Senior sets mark for oldest yoga teacher THE CANADIAN PRESS TORONTO - Ida Herbert stands with her feet wide apart, takes a deep breath, and bends her body to one side to touch her left foot, settling into a triangle pose. Herbert is 96, an age not many reach and she now holds the Guinness World Record as the world’s oldest yoga teacher. She has been practising the ancient discipline since the late 1940s - long before Lululemon started making workout clothing, and well before it was a trend in Western society. “Yoga’s wonderful for your body, and it’s also wonderful for the interior. You can be so quiet and peaceful as you exercise,” Herbert says. “I don’t think I talked about it to anyone. If I did, I would just say ‘I’m going to the health club.”’ The four-foot-ten instructor wears vintage cateye glasses, has tidy white hair and looks about 25 years younger than she is.

As she does a short routine in Toronto’s St. James Park clad in a navy bodysuit and tights, people pause to watch her as they pass. Herbert attributes her good health and generally happy attitude largely to her years of practising yoga. “It’s made me very physically very flexible, and inside, it’s made me look at circumstances in a peaceful way,” she says. “Things won’t make me quite so angry as they used to.” Herbert rises at 5:30 a.m. to perform her poses and says her day isn’t quite the same if she forgoes her routine. “I wouldn’t be without it. If I do my sun salutations, and I do two or three of those in the morning, I feel so much better. I go into the kitchen and get my breakfast and I don’t give a hoot,” she says with a laugh. Herbert got started practising yoga when she was at a health club in Toronto. One of the women who worked there taught her the poses - and that got her

hooked. “That started me going on the physical part, and once I acquired the physical part, I learned what I could do inside.” she says. “Keep my mind quiet, and my heart would slow down, my pulse would slow down, too, and there was a genuine quietness inside and peacefulness outside.” Now, Herbert helps other women find that same peacefulness. She retired last year from teaching at the YMCA in Orillia, Ont., after 25 years. She now teaches in the Bayshore Village area, near Orillia, with classes that range from five or six up to about 17 people per class. Her students tend to be women ranging in age from their 50s up to their 80s. “And I’m the oldest one there, of course,” she says, adding she doesn’t plan to stop teaching after doing it for about 30 years. Conservationist captured footage for ‘Jaws’ THE ASSOCIATED PRESS SYDNEY, Australia - Ron Taylor, a beloved Australian marine conservationist who helped film some of the terrifying underwater footage used in the classic shark thriller “Jaws,” has died after a long battle with cancer, a close family friend said Monday. He was 78. Taylor, who had suffered from leukemia for two years, died on Sunday at a hospital in Sydney, said Andrew Fox, who worked with Taylor on shark conservation efforts for decades. Fox said Taylor had mixed feelings about his work on “Jaws,” which terrified beachgoers but ultimately helped draw attention to the intimidating yet often threatened animals. Taylor and his wife, Valerie, spent years filming great white sharks and trying to persuade a wary public that

the much-feared creatures were beautiful animals worthy of respect. Their stunning upclose images of sharks drew the attention of “Jaws” director Steven Spielberg, who asked the couple to capture footage of a great white for his 1975 blockbuster. The Taylors shot much of the now-classic sequence in which the shark tears apart a cage holding one of the main characters. They filmed off South Australia, using a miniature shark-proof cage with a very short diver inside in an attempt to make the real sharks look as large as the 25-foot mechanical shark used in the movie. While filming, a great white became tangled in the shark cage’s cables and began thrashing violently as it tried to escape. Fox’s father, Rodney Fox, who famously survived a near-fatal great white shark

attack in 1963, assisted on the shoot. Andrew Fox said both men were affected by criticism that the movie reinforced the notion that great whites were death machines. (“It is as if God created the devil and gave him - JAWS,” the narrator in the film’s theatrical trailer warned in an ominous voice.) “That’s something that Dad and Ron talked about a lot along with (late Jaws author) Peter Benchley,” Andrew Fox said. “All of them ... felt a sense of shame, in a way, that they made so many people terrified of sharks and going in the water.” But in later years, Fox said, they came to realize that “it’s actually the movie ‘Jaws’ that spawned people wanting to learn about great whites.” “Most of the research and interest in that shark has come about since the movie,” Fox said.

Taylor was “right up there with Steve Irwin and David Attenborough in Australia,” said Fox, who helps run a shark diving expedition company in South Australia. Taylor, a Sydney native, had a long love affair with the ocean but started out as a spearfisherman. In the 1950s, he had a change of heart in the midst of a spearfishing competition. “I just thought, ‘What am I doing down here killing these poor, defenceless marine creatures?”’ he told the Australian Broadcasting Corp. in 2005. “So I just packed up, went home - didn’t even weigh my fish in - and never went back to another spearfishing competition.” He and Valerie went on to shoot several documentaries, including “Shark Hunters” and the TV series “Inner Space,” narrated by William Shatner.

Angels wing way to victory BY JIM BAILEY Times Sports Editor

Mountain Mayhem III returned to the Rossland Arena Sunday where the home team Gnarlies Angels battled Salmo’s Babes of Brutality for the coveted Golden Boot in the West Kootenay Women’s Roller Derby League championship. About 300 derby faithful cheered on their teams in the flat-track derby final, for the rubber match of the AngelsBabes championship brouhahas. But after an intense and close first half, the Babes buckled and the Angels soared as the home team went on to win by a score of 198-70. “It was the best performance we had all season,” said Angels coach Phil Loosely, whose derby handle is Phil Yer Pants. “We did a lot of work on being cohesive and teamwork, getting the right mix of defence and offence and getting help for our jammer.” The turning point came late in the first half with the Angels trailing 38-30. Jammer Canuck Norris took advantage of Babes penalties and wove her way through remaining blockers for

a 15-point jam, to put the Angels up 55-38, a lead they would not relinquish. With the score 60-49 at the half, the game promised the drama of last year’s controversial finish, when the Angels came from behind to overtake the Brutality in the final jam. But it was not to be. A series of devastating penalties crushed the Babes hopes early, and with three and at times four Salmo skaters in the box, the Angels jammers of Norris, Celine Die-on and Slameron Diaz piled up points seemingly at will, scoring 25 in a power jam to take an insurmountable 117-59 lead. “The big difference was their jammers went to the box a lot and our jammers were able to capitalize, so that was the big difference really,” said Loosely. The Angels have been shorthanded most of the season, fielding just 11 skaters out of a possible 20, but the unit did not lose a game all year, and proved once again just how formidable they can be. “It’s pretty amazing that we’ve come through unbeaten and to

end like this, it was not what I was expecting. I was expecting it to be really close, more like the first half,” added Loosely. It didn’t hurt either that the Babes were without Team Canada member Bobbi Barbarich, aka Beretta Lynch, who recently moved to Vancouver to train with the Terminal City Roller Girls. She was on hand, however, to help coach the Babes in the final. “It (her departure) is a huge loss for the league as a whole. But it was nice to have her their on the bench as a friend and enemy if you like,” he said. As for Loosely, the final was his swan song for the Angels as he will focus his efforts on coaching the Kootenay Kannibelles, WKWRDL’s all-star team. “There are going to be some changes in the league. There’s a strong possibility of some teams merging to cut the numbers, so it will be interesting to see who turns out in red next year.” Loosely and the Kootenay Kannibaelles meanwhile travel to Armstrong Oct. 20 to take on the Raggedy Rollers to officially close out the season.

Special teams and nerves may have played a large part in the Trail Smoke Eaters game again on Sunday as they fell to the Merritt Centennials 4-1. The Smokies outshot the Cents 20-4 in the third period, but aside from an early goal by Shane Poulsen, they couldn’t get another one by Merritt goalie Tyler Steele. “We couldn’t score and our PK (penalty kill) was terrible,” said Smoke Eater coach and GM Bill Birks. “At times we we’re all over them, and at other times we’d take shifts off, you can’t do that.” Birks also pointed out that the 200 or so scouts in the stands may have caused the players to squeeze their sticks a little tighter and make uncharacteristic errors. The Smoke Eaters fell behind 2-0 in the first period, managing just three shots on net and eight over the first two periods before Poulsen drew the Smokies within one just over a minute into the third. The sixfoot-four defenceman broke in on the Cents goalie and beat Steele with a quick shot to the short side. Despite completely outplaying the Cents throughout the third, power-play markers at 4:17 by Merritt’s Sean Maktaak and at 16:05 by Sebastien Pare put the game out of reach. Just as in the Cowichan match Saturday - where the Capitals went 4-for-8 on the power play - the penalty kill let the Smokies down against

Merritt and the power play couldn’t generate any offence. The Cents went 2-for-4 on the power play, while the Smokies were 0-for-5 with the man advantage. “It’s definitely something we’re going to work on this week,” said Birks. Braedon Krogfoss got the start in net, stopping 15 of 19 shots, while the Smokies directed 28 at the Cents net, including the third period onslaught. The Smokies make their only trip to Prince George on Friday to face the Spruce Kings, and return via Merritt for another tilt with the Centennials at 7 p.m. Saturday. BCHL notes: Former Smokie Sam Mellor scored twice and was named the games first star to help lift the Penticton Vees to a 3-2 overtime victory against the Vernon Vipers on Saturday. After donning the orange and black for two years, Mellor played with the University of Alaska at Anchorage last season and joined the Vees in a trade that brought forward Alex Holland and Djordje Leposavic to Trail this summer. In the same game former Smokie AP Crag Martin scored the opening goal for the Vipers and was named the games second star in his first regular season game with his new team. Martin finished third in scoring in the KIJHL with the Beaver Valley Nitehawks last year and played in nine games with the Smoke Eaters as an AP, scoring five times and assisting twice. Vernon also lost its second game, a close 4-3 match to Powell River to go 0-2 on the weekend.

New and old coaches join teams BY TIMES STAFF A pair of KIJHL teams, the Creston Valley Thunder Cats and the Fernie Ghostriders, hired new and old coaches last week. Josh Hepditch is the new head coach and general manger of the Thunder Cats, and the recent arrival couldn’t be happier with his new home. “I’m blown away. It’s an extremely friendly, supportive town from what I’ve seen so far,” he said, adding that he and his wife, Kathryn, were invited to spend their first night in town at her employers’ home, even though the Creston PhysioWorks and More owners hadn’t met the couple.

The 27-year-old New Brunswick native recently arrived in Creston, although he’s been researching and recruiting since the team hired him in midJune, even helping out at a Merritt training camp with 2007-2011 Thunder Cats coach Joe Martin. Hepdich replaces last years coach Brent Heaven who joined the Trail Smoke Eaters earlier this year as an assistant coach. The Fernie Ghostriders also hired Barry Wolff to take on the role of head coach and general manager for the 2012/13 season. Wolff was a Ghostriders’ coach and GM for three seasons

when the Junior B hockey club was part of the North American Hockey League. After spending the last few years coaching at the Junior A level in the B.C. Hockey League and the Alberta Junior Hockey League, Wolff couldn’t be happier to return to the Ghostriders. “It’s just one of the best organizations I’ve ever worked for. The town is awesome, the people and the support, from the corporate people to the fans, it’s unbelievable,” Wolff said. “I’ve worked with private ownership, community run teams, and this is obviously one of the best. That’s what brought me back.”

Sheen happy to have show dubbed ‘ordinary’ THE CANADIAN PRESS TORONTO - Charlie Sheen doesn’t mind if you call his new sitcom “Anger Management” ordinary or vanilla. The comedy, which is loosely based on the Jack Nicholson-led film of the same name, may not be quite as edgy as some viewers expected. His previous top-rated show “Two and a Half Men” was known for its sexually charged humour that openly riffed off his real-life boozing-and-womanizing persona. Then there was his explosive public meltdown after being fired from the show, which saw him unrepentantly defend his lifestyle choices, including alcohol and drug use and living with his two “goddess” girlfriends. And when he finally got the “Anger Management” comeback gig with the U.S. cable network FX, home to boundary-pushing shows like “Louis,” “Rescue Me” and “Sons of Anarchy,” many thought he was ready to push the envelope even further. But “Anger Management” is surprisingly safe. In Canada, it’ll air Tuesdays on CTV - a repeat of the previously broadcast pilot is set for tonight - and there was no cutting or censoring needed to air it on network TV here. “If you look at (creator Bruce Helford’s) track record and my television track record we’re two guys that have never done, like, HBO-type shows, we’ve always been fans of the traditional sitcom,” says Sheen in an interview last month while visiting Toronto. A critic “called the show ordinary and I went, ‘That’s a huge compliment.’ I don’t think it’s ordinary, I think it’s extraordinary, but sitcoms are supposed to be, like, the reason they still make vanilla, chocolate and strawberry ice cream. Because people like getting back to basics. “And if the show is ‘ordinary’ that means it’s something people can be surprised by, but not be shocked by, and something they can tune into every week for 20-some-odd minutes and not worry about the rest of the crap going on in the world.”
