Alicja Wnorowski is not a heartless person. She cares about the homeless people, such as the oldtimer who’s sitting bent over on the park bench down the street from her Cutting Image Hair Design shop on Selkirk Avenue, Tuesday morning. She knows the guy and has seen him around for years and he doesn’t bother her, she says. What does bother her, though, is the constant parade of sex-trade workers and drug addicts in front of her little shop, just west of 224th Street in downtown Maple Ridge, where she’s been the past 11 years. “It’s frustrating. It’s absolutely frustrating,” she said. “I’m sick and tired of being afraid of those people and what they’re going to do next.”

Stench sends folks into frenzy Farmer spread rotting manure on airport field by M o ni s ha M a r tin s staff reporter
A farm was sniffed out as the source of a foul smell that enveloped Pitt Meadows and Maple Ridge last week. The odour generated more than 200 calls to the Surrey ECOMM dispatch centre Thursday and Friday, including 35 calls to 911. Pitt Meadows public works depart-
ment received another 40 calls. Residents complained the air smelled like faeces or rotting cabbage, while others pointed fingers at a sewage treatment plant across the Fraser River in Langley, or believed there was a gas leak in their neighbourhood. The smell even drifted across the Fraser River into Langley and north Surrey. Ken Joyner and his wife found the odour so nauseating on Friday they contemplated staying in a hotel over night. “I’ve lived here 60 years, but this was stronger than anything I’ve ever smelled,” said Joyner.

“We had our windows and doors closed and it was still coming right through the house.” The barrage of complaints had staff from Fortis BC, the Maple Ridge fire department, the district’s public works department and Metro Vancouver driving across Pitt Meadows, Maple Ridge and even over the Port Mann Bridge to check pump stations, sewage pipes and a landfill to pinpoint the source of the stench on Thursday. Pitt Meadows operations superintendent Randy Evans knew who to blame for stink, but said no one
from Maple Ridge or Metro Vancouver contacted him until late Thursday. The fetid smell came from a farm on property between Harris and Baynes roads that belongs to the Pitt Meadows airport, where a mixture of mushroom, steer and poultry products was recently sprayed. The extra warm weather and light winds enhanced the odour. Airport manager Glenn Ralph was rather shocked to hear the smell generated so many complaints. see Stench, p15

‘It’s up to municipality to find a solution’ Downtown from front
Wnorowski also lives nearby and from her shop has a firsthand view of street life in downtown Maple Ridge. She’s seen people trying to break into buildings, called police to pick up a guy lying on the sidewalk next to the new condo nearby, screaming his head off, and sees heroine addicts shoot up in the back parking lot, which sometimes doubles as a bathroom. “They say Canada is a free country and we can do whatever we want,” Wnorowski recalls. Sex trade workers who often show up first thing in the morning, walk right up to her customers and grab them by the sleeve, she says. “ ‘Oh come on, come on sir, you give me $2.50 and I’ll do anything.’ My clients don’t need that, really.” While Maple Ridge council awaits a staff report on the downtown, for Wnorowski, the area just keeps getting worse. “They’re always bragging in the newspaper how much they want to clean up the downtown, but basically nothing happens. It’s all just talk, right?” Wnorowski says Maple Ridge used to be a great place for kids, but that the downturn started with the 2010 Winter Olympic Games, when she heard that bus loads

Mayor Maple Ridge Ernie Daykin said he’s heard such stories, but there was never any proof. He once heard there were notices circulating in the Downtown Eastside, telling people to go to the Salvation Army’s Caring Place, and asked people to provide those notes. “I never did get it,” he
adds. “You want to act on the facts.” Daykin says in the past two months he’s had only two e-mails and a phone call complaining about the downtown. Wnorowski, though, also wonders why the Salvation Army’s Caring Place is located at 222nd Street and Lougheed Highway, at the entrance to downtown. “That building has wrecked the downtown completely. Why can’t
those people go some place else? “It’s very, very wrong, what’s going on, for sure,” she says. “Now it’s another Hastings.” She wants to do something to help. “But people should be more aggressive in pushing them to get help.” In her native Poland, sex trade workers must have regular medical exams, or risk jail. “Because then we have disease.”
One bright spot, however, is the opening of a new shop next door, that provides more company on Selkirk Avenue. Ali Piruz just opened his Caspian Groceries next to Cutting Image two months ago. The former Azerbaijani politician has had a quick introduction to the area and has a five-year lease on shop and wants to stay in the location. Even though
he doesn’t sell tobacco, street people still wander in wanting to buy a few cigarettes for a few dollars. “Between seven and eight in the morning you will see all the different girls working here.” It’s up to the municipal government to find a solution, he adds. A few blocks away, at the Economy Cottage thrift store on Dewdney Trunk Road, manager Karen Moritz is also getting frustrated. Maple Ridge seems to be getting messier, with people dumping their trash everywhere, such as at the back of the thrift store that’s run by the Ridge Meadows Hospital Auxiliary. Under the guise of giving a donation, almost weekly loads of useless junk is left at the door. The store can’t sell it, so it all has to be trucked to the transfer station and a tipping fee paid. That takes away
from the money the cottage raises for the hospital, says Moritz. Last week, with two dumped mattresses, the charges worked out to $50. The dumping almost happens every week now and it’s getting worse, she says, and she wonders why Maple Ridge doesn’t have municipal garbage pickup. “Maple Ridge is getting really filthy.” With most volunteers being seniors, only a few people have the muscle power to move the garbage to the transfer station or recycling depot on River Road. Daykin, though, pointed out, municipal garbage pickup wouldn’t make any difference because larger items such as old furniture still cannot be left at curbside. Council requested the report into the downtown in August after Coun. Bob Masse’s said he’s seen a “significant” downturn in the area, with seemingly more new street people in town. But police and social agencies say their number hasn’t changed. Masse, though, said Tuesday that fewer sex trade workers are now on the streets in the last few weeks. Ridge Meadows RCMP say they haven’t changed their approaches to patrols.
Downtown keeps growing, another $41 million in projects ‘Unprecedented level of developer interest and, resulting construction’ by Phil M elnyc h u k staff reporter
The first year of Maple Ridge’s downtown incentive program sparked about $33 million in a mini-construction boom in the suburban centre. Now, only halfway into its second year, the program has bumped that up by half – and kickstarted another $41 million in projects, as outlined through development applications. The numbers come from Invest Maple Ridge, the District of Maple Ridge’s eco-
nomic development office. “The unprecedented level of developer interest and resulting construction boom clearly demonstrate how the vision of Maple Ridge council for the town centre has caught the imagination of the marketplace,” Invest Maple Ridge says in its newsletter. The newsletter points to one project in particular, a draft proposal to put a mix of residential, retail, park and industry along the Fraser River waterfront, east of Port Haney, to provide a connection from Port Haney waterfront to Kanaka Creek Regional Park. As of June, 360 applications for projects had been filed, with most of those in the downtown area. The growth in the central area has been encouraged by a package of incentives

ranging from cash rebates for development fees, reductions in building permit fees and property tax exemptions. The program, though, only runs for three years. Increasing the population density of the downtown is part of the district’s longterm plan. By 2021, there is supposed to be 11,065 condos or apartments in the downtown. The district has set yearly targets of the numbers of new condos it wants to see each year. For each of the last three years, about 5,800 new condos were built-in the downtown. However, the numbers are off target when it comes to the percentage of new units built in the downtown centre. The economic development office wants half of all new con-
struction to go in the downtown. But in 2009, 2010 and 2011, respectively, the percentage of new homes going into the downtown were 45, 25 and 35 per cent. • All of the major projects currently underway in the downtown have participated in the incentive program, including Thrifty Foods and Haney Place Mall, Great Canadian Gaming, the builder of the hotel on 224th Street, along with three mixed-use projects with both commercial and residential. Incentives include the district paying up to $75,000 to cover part of the development charges on a green, four-storey apartment project, to more than 50-per-cent discounts for building permits, to fast-tracking projects, to exemption from property taxes for either three or six years.

Live chicken dumped at Ridge KFC ‘Lucky’ bird now at SPCA by M o ni s ha M a r tin s staff reporter
A live but disoriented chicken was dumped at a Kentucky Fried Chicken in Maple Ridge on Monday. The hen was discovered by staff around 8 p.m., clucking and pacing in the franchise lobby. Unaccustomed to handling live chickens, staff at the store on Lougheed Highway opened the door and set the fowl free in the parking lot. The chicken, however, got in the way of cars lined up in KFC’s drivethru lane and made a near-fatal attempt to cross Lougheed Highway. Ederliza Villanueva said that’s when staff de-
cided to catch the chicken and call the SPCA. Amused customers photographed the bird. “It was so weird,” said Villanueva, who was working an evening shift at the fried chicken restaurant. SPCA staff have christened the hen - Lucky. “It’s a bit of a sick joke,” said SPCA manager Mark Vosper. The hen doesn’t look like she’s been abused or mistreated. She was fed and spent the night at the shelter, but will eventually go to a foster home and be put up for adoption if an owner doesn’t claim her. “She had a comfortable place to stay overnight,” said Vosper. He isn’t sure if the chicken was dumped at KFC in protest or whether it was a silly prank. No animal rights organization has claimed

An early Friday morning police raid in a quiet suburban area woke up the neighbours as police broke through the doors of a home in the 10400-block of Slatford Street. Judith Betzler was walking her son to Albion school about 8:10 a.m. when she saw a police Chevy Blazer pull up next to her. The vehicle waited until she passed, then two more police cars came around the corner.

Full steam ahead After 31 years and millions of dollars raised, you might think the Terry Fox Run would have run out of steam. In fact, the flame that Port Coquitlam hero Terry Fox lit more than 30 years ago with his ill-fated national run burns just as brightly, thanks to the continued commitment of volunteers, schools and run supporters from all over the world. It would be easy to give the Terry Fox Run a pass on Sunday. It might rain. Other things will compete for your time. Maybe you’re not as inspired as you once were. Further, with Betty Fox’s passing, fewer Fox family members are able to rally the troops. But then there is this: Everyone is touched by cancer and research saves lives. Although two out of five Canadians are expected to develop cancer, only one of every four Canadians will die. Cancer is the leading cause of premature death and funds raised by the Terry Fox Foundation go to important research that will reduce those statistics. There is also this: More than a million people who don’t even live in Terry’s home nation will run to support the foundation in the coming days. That includes Major Art Brown and his team from Camp KAIA-N based at the airport in Kabul, Afghanistan and Camp Eggers at the International Security Assistance Force compound, also in Afghanistan. The men and women of these military commands risk their lives every day but are willing to put aside some of their precious leisure time to run for Terry. If they can do it, so can we. This weekend, take some time and join your local run – In Maple Ridge, it starts in Hammond. Taking part – running, walking, cycling, inline skating – is a way of honouring a Canadian hero while also endeavouring to put an end to a disease that strikes so many people, many of them, like Terry, simply too young to die. Towns tackle modern problems VICTORIA – Local politicians are preparing for their annual convention, to be held Sept. 25-28 here in the provincial capital. One of the first orders of business this year will be a vote to raise the dues paid by local governments to the Union of B.C. Municipalities, to cover B.C. Views rising travel costs for Tom Fletcher staff to serve on provincial committees. The plan is also to change the name to Union of B.C. Local Governments, to reflect the participation of regional districts and aboriginal communities. So what do these committees and conferences accomplish? The UBCLG, as it will soon be known, is mainly a lobby group for local politicians to seek changes to federal and provincial laws to keep up with changing times. The resolutions offer a snapshot of modern problems facing local governments. A major theme is public safety, and this year it is the Columbia Shuswap Regional District renewing a long-standing plea for more provincial policing money for rural communities. Surrey has a resolution seeking better notice and control of a growing number of medical marijuana licences issued by Ottawa. Local fire and police departments end up dealing with licensed grow-ops that spring up quietly and create electrical hazards, or expand production beyond their licences
as this stealth legalization continues. Pitt Meadows, home to a Hells Angels clubhouse and drug-related crime familiar to most urban communities, wants B.C. to follow Alberta’s lead and give police authority to remove known gang members from bars and clubs. Gangs tend to adopt certain establishments, and there isn’t much the owners or police can do about it. This year, the debate may go further. Metchosin is seeking support to call on Ottawa to decriminalize marijuana, ending a “failed policy which has cost millions of dollars in police, court, jail and social costs.” No chance of that under the Stephen Harper government, but it’s worthwhile to send the message. Another long-shot demand, sparked by the abduction of three-year-old Kienan Hebert of Sparwood last year, is for Ottawa to make its sex offender registry public for convicted repeat offenders. Ashcroft councillors want to give emergency services authority to deal with another modern hazard: hoarding. Yes folks, it’s more than just a show on TV that exposes a creepy side effect of our bloated North American consumer culture. The Ashcroft resolution notes that obsessively piling stuff to the rafters is a growing problem. And as with marijuana grow ops, “local governments have little or no authority to enforce compliance with health and safety standards when a building is owner occupied.” Another First World problem is the “pocket dialing” of 9-1-1 by mobile phones. This is more than just a nuisance, because local emergency services are
obliged to respond to every call they get. And mobile phones can’t be traced to their location with any precision, creating timeconsuming searches that weaken response to real emergencies. Other resolutions tackle complex and important issues, such as the effect of hydro development on municipal water supplies. But alas, most will be lost in the convention noise, overshadowed by political posturing over matters best left alone.

This year, in addition to factually challenged railing about oil tankers, there will be a tough stance taken against shark’s fin soup, which will no doubt strike fear into the Chinese fishing fleet. Once delegates vote themselves more taxpayers’ money to run this show, perhaps they should keep their grandstanding to a minimum. I’m one of the 200-plus people who called the (non-emergency) fire department on Thursday evening and was re-directed to the Surrey dispatch centre. The dispatcher said there had been numerous calls and that it appeared to be originating from the Langley sewage plant. I also put in a complaint to Metro, and spoke to two people there on Friday. This was nothing like the ‘typical’ smell of manure that we are used to being subjected to. I’ve lived in Maple Ridge for 20 years and I have never encountered anything as vile as that stench that permeated the area on Thursday and Friday. I’ve never called to complain about a suspicious odour (and yes, it did smell like a combination of gas, sewage and who knows what) until this event. It was overpowering. Even closing doors and windows didn’t help. It is unacceptable to subject thousands of people to such a disgusting smell.

Yes, farmers fertilize their fields, and we smell horse and cow manure all the time. When it gets warm and if the wind blows just right, we smell it. We live in the ‘country.’We get it. We understand that we’re going to have these manure/farm smells. Why does it now smell like rotting garbage and sulfur? It smells like a mix between the garbage dump on a hot day and the Norris Geyser Basin in Yellowstone National Park. These odours had people choking and vomiting as they had to drive through it. Rolling up the windows and closing the vents in the car did not help. It stunk all the way from the Pitt River Bridge to about Laity Street, and longer than that to get the stench out of the car. I don’t know what kind of “manure” they’re using on this farm, but whatever it is should be illegal, and they should just stick to good ol’ cow patties. • Rob Macgregor · University of Waterloo: Re: Different take on fish act changes (mapleridgenews.com). I have reviewed the Fisheries Act changes in detail – the act has indeed been substantially weakened and whatever former minister said that they have made Swiss cheese out of the act is bang on. The most worrisome change (and there are many) are the increased discretionary powers of the minister. What is the point of having legislation if the minister can decide not to implement it on a case-by-case basis? DFO has opened the doors wide open to incessant lobbying by proponents and this will not serve the environment well in the long run because the temptation will always be to cave in or compromise. I may be wrong, but I doubt the regulations can fix many of the gaps and weaknesses because if the parent legislation is weak, how can the regulations be stronger? Let’s hope that some rigour can at least be put into the regulations to fill in the gaps and to guide for instance the discretionary powers. There may be a way to salvage some of this through the regulation process, but I am not holding my breath. A dog park for Hammond? Editor, The News: We have lived in Maple Ridge for 25 years, residing the past eight years in lower Hammond. We love our neighbourhood. It is so close to amenities but still retains the country feel we have always enjoyed here in ‘God’s country.’ We, along with many of
our neighbours, walk and ride bikes with our children and our dog every day, enjoying the outdoors and the river. We see herons, eagles, otters, seals, many birds, snakes, frogs, toads, ducks, geese, coyotes, muskrat and beaver. We do not have sidewalks and many of our streets are
lined with ditches, but this has never been a deterrent to getting outside and enjoying our environment. We have one proposition for council as members look at the proposed development for the land near the Golden Ears Bridge, a proposition which would be enthusiastically embraced by many who live in our area.
We propose that a dog park be incorporated into the overall plan. Such a park would be a very welcome addition to our community and makes total sense given the amount of people who own and walk their dogs in our neighbourhood. Lee Wear Maple Ridge
Downtown study is a total waste of time Editor, The News: Re: Council looking at crime in core (The News, Aug. 29). A few news reports I have read recently seem to contradict each other. One article described how the RCMP had decided to prioritize their efforts to catch people driving while using electronic devices mainly cell phones. Isn’t it nice that we live in a society where this activity can be the priority of our police force. Unfortunately, this is far from true as outlined in the
front page article of a recent issue where Coun. Robert Masse brought up his and the concerns of many others with regards to prostitution and other anti-social activities in our core. The apparent disregard of his concerns by the RCMP suggests they have a level of tolerance for such actions that until it is exceeded means, no action is required. It would be interesting to know what this critical point is and who sets it. It sure isn’t council. The actions taken by council were also far from what
should have taken place. Having staff study the prostitution level in the core is a total waste of time and tax dollars. The fact that it exists at all should be unacceptable. The action that needs to be taken is for council to inform the RCMP that it has a zero tolerance for soliciting for the purpose of prostitution and that all offenders should be arrested, even for 24 hours. If they are not able to make contact with Johns they will not make any money and will move to somewhere where they can.
Problem solved (for the core). As far as staff, they should be directed to report back on the costs of alternative policing models, whether it be a municipal force or a detachment from an existing municipality that already has its own force. For the millions of dollars we spend on policing, taxpayers expect and deserve better service than a force with its priorities determined by ICBC or some paper pusher in Ottawa. Drugs and violence coming to your neighbourhood Editor, The News: Re: Shooting victim remains in hospital (The News, Sept. 5). I’m responding to the latest shooting right on my corner of North Avenue and 225th Street. This shooting was right on my street and is troubling. We have many families with children and seniors
living in this area. And, they are scared and fearful when these shootings happen on their block! But, we also have the prostitutes and their drugdealing pimp ‘boyfriends,’ who are running these ladies in our area. I know that the Street Enforcement Team is doing what it can to curb this
situation, but the members need to focus on this neighbourhood. Poverty breeds this type of activity. And, with the rightwing governments funneling more and more of our wealth to their rich friends, we’re going to have no shortage of shootings and drug-related crimes in our
society. We’re becoming more and more like the United States, which has the highest rate of incarceration in the world, mostly drug-related. Welcome to our new reality; drugs and violence is coming to your neighbourhood. John McKenzie Maple Ridge

Poor little Norman likely didn’t know what hit him when he landed in the middle of the road, off of 240th Street in Maple Ridge. Lucky for Norman, a northern flying squirrel, Sue Cummings happened to be walking by at the time, and waded into traffic to save him. “There were big trucks zooming right by him,” said Cummings, who is the office manager at Dewdney Animal Hospital. “The little Smurf didn’t know where he was.” Cummings believes Norman likely fell out of one of the trees that were being cut down on an adjacent property. With his nest likely destroyed, leaving Norman without a cache of seeds and lichen to get him through the winter, Cummings decided to bring him into the Dewdney Animal Hospital to get rehabbed. At first glance, vet Dr. Adrian Walton thought he might be looking at a sugar glider, a flying marsupial indigenous to Australia, and sometimes kept as an exotic pet. “No one ever sees [flying squirrels] because they’re

While the local vet office is licensed by the provincial government as a wild animal rehab facility, it by no means ideal for Norman. “The best thing for him would to be around other flying squirrels, or at the very least, in a facility that specializes in flying squirrels or has some experience with them,” he said. Given that Norman is still a juvenile, he will likely have to be rehabbed over the winter and released this spring. The offer came at about just the right time. The homeless camps on the hill next to the Salvation Army’s Caring Place had been cleared out, but there have been lingering effects from the habitation on the little forest that separated the shelter from the condos and houses below. So who should call Maple Ridge’s parks and leisure services offering their services for a project – but TD Bank and its Friends of the Environment Foundation. TD asked the district if it wanted to participate in its annual Tree Day in 2012 and the district’s parks and leisure services readily agreed. “They’re going to be supplying all of the volunteers,” said Dave Speers, neighborhood development coordinator for Maple Ridge’s

More than 250 trees, shrubs and other vegetation were planted by more than 25 volunteers, including members of the 2nd Pitt Meadows Girl Guides. parks and leisure services. They also supplied all of the trees as well, so the cost to the district for last Sunday’s treeplanting blitz was zero. People who live nearby also were contacted to see if they wanted help out in the planting. “It’s a great opportunity
for us to engage the residents,” said Speers. About 34 volunteers were scheduled to be at 22191 Cliff Ave., starting at 1 p.m. The goal was to plant between 250 to 300 maples, cedars, gooseberries, shrubs and ferns. Maple Ridge is just one of more than 100

The Feast of Fields event in Maple Ridge drew more than 700 foodies from across the Lower Mainland to Golden ears Cheesecrafters to dine on locally-grown and produced and prepared food on sunday. The $85-perhead event is a fundraiser for Farm Folk City Folk, a non-profit organization that works to cultivate a local, sustainable food with projects that support local growers and producers, help protect farmland and celebrate local food. Guests were treated to a wide assortment of local food prepared by some of Vancouver’s finest chefs. “All the chefs have volunteered their time and their ingredients,” said organizer Bonita Magee. “we couldn’t do this event without our amazing volunteers.” Magee also praised the local agricultural advisory committee and the haney’s Farmer Market for their help and support in putting the event together.

The east end of Haney Place Mall has been rebuilt and Thrifty Foods has moved in. Now work is about to start on the west end to allow Target to take over from Zellers. Target, of Minneapolis, Minn., is asking the District of Maple Ridge to allow it to renovate and expand that portion of the mall, as part
of its purchase of Zellers stores across Canada. Included in the project is expanded floor space bringing the store to 10,334 sq. metres at a cost of about $10 million. same property. As well, 72 additional parking spots will be added along with 13 bike parking spaces. Maple Ridge Mayor Ernie Daykin said work should start next March and be completed by about November 2013. “They’re investing a ton of money in property that’s not even theirs,” Daykin said. He added that Target also donates five per cent of each store’s before-tax profits to the community and that about 250 people will be employed there, more than the current workforce in Zellers.

MR Terry Fox Run set for Sunday by Ro b er t M a n g e ls d or f staff reporter
Terry Fox Run organizer Betty Levens has her fingers crossed for some sunshine this weekend, so participants in the 32nd annual cancer research fundraiser won’t get drenched like in years past. “The last two years have been pretty wet, so that would be a nice change,” she said. “But the diehards will be there no matter what.” With sunshine in the forecast all this week and right through the weekend, Levens will likely get her wish. The race is set to start at 10 a.m. this Sunday, Sept. 16, from in front of the Hammond Community Centre.
More than $600 million has been raised through the Marathon of Hope and the annual Terry Fox Run since Fox began his fundraising efforts in 1980. The foundation directs 84 cents of every dollar raised towards research, and funded 1,180 cancer projects to date. Last year alone, the foundation spent $27.5 million on cancer research programs. “There a just three people employed [by the Terry Fox Foundation] in all of B.C., the rest of us are volunteers,” said Levens, who is in her 12th year of volunteering to organize the local race. “I wish people would realize where their money was going when they give to other [cancer foundations].”
Levens is expecting anywhere from 400 to 600 people to show up this Sunday for the run. Attendance has been dropping at the local event, but only because the national school Terry Fox Run Day, which takes place Thursday, Sept. 27, has become so popular. “We think that’s just great,” said Levens. “That’s the new generation, so we want to encourage them to keep it going.” Last year, the local event raised close to $17,000 on race day, down from close to $20,000 the year before. That’s because many people choose to donate online at terryfox. org, Levens said. “All the money is going to the same place,” she said.
‘Smell could be a form of pollution’ Stench from front
“This is what happens. It’s not pleasant. But it’s farm country … go out to Chilliwack and see what it smells like there. It’s a farmer doing what farmers do.” A silage crop for feeding cattle will be planted on the recently fertilized fields. Ray Robb with Metro Vancouver said the fertilizer had been stored on the field for months before it was spread and that’s what caused the
rank odour. His enforcement team is making sure a second pile of manure stockpiled on an adjacent field doesn’t emit the same stink. “We’re going to do our best to make sure this doesn’t happen again,” said Robb. “If you have manure and you prevent it from getting oxygen, it can form some of the stinkiest compounds imaginable.” Metro Vancouver has yet
to decide whether to level a penalty against the farmer as the smell could be viewed as a form of air pollution. “If the smell is affecting people, the way this did, it could be a form of pollution,” Robb said. Five years ago, Metro Vancouver dealt with a similar incident in Ladner. Robb said Metro Vancouver has the power to regulate farming emissions in the region.

Rush was an outstanding educator C harlotte Rash was proud to recite her place of birth, as recorded on her birth certificate: “Section 30, Township 45, Range 22 Looking Back Sheila Nickols west of the 3rd.” This was on a homestead south of Battleford, Saskatchewan on Feb. 8, 1915. Charlotte was the first of three daughters to be born between 1915 and 1918. Sadly, their mother Caroline Stewart Thomson died of the Spanish flu when her youngest daughter Ruth was a baby Charlotte’s father John Thomson had the task of raising his three girls with the help of other relatives and housekeepers. John was from the Orkney Islands, where only the fittest survived, which perhaps accounts for the lifelong good health and longevity of his three daughters. Education and school teaching were family traits. Charlotte’s mother, Caroline Stewart, was born in Marquette, Michigan with a slightly crooked back and one leg

In an era when education for women was not a priority, she became a school teacher. Two of her daughters and both of her grand-daughters would also become teachers. Charlotte finished grade school, and wanted to be a teacher like her mother. The nearest high school was in Battleford, but the family had no money to board here there. The United Church of Canada came to her rescue.

It ran a school home in Battleford, a place for out-of-town children to board while they finished high school. Farmers had more produce than cash, so the school home agreed to board Charlotte in return for a sack of potatoes. She was eternally grateful for this favour, and became a lifelong member of the United Church. After high school, Charlotte attended normal school in Saskatoon. School teaching in depression years was not a good way to earn money. She taught grades one to 10 in several small communities, where teachers earned room and board, but only a promissory note or a token $1 per month payment. At one school, the board gave her $5 at the end of the year, and a letter of thanks for her excellent work with the children. At a Saturday night dance, Charlotte met her future husband, Lenard Rash, a farmer. They were married in 1938 and moved to Copper Mountain, a small mining town near Princeton, B.C., where Lenard worked in the copper mine as a diamond driller. Their two daughters, Lynne and Wendy, were born there, and Charlotte resumed her teaching. The family portrait with today’s article was taken by a traveling photographer in December 1949.

Rush lived ‘admirable life’ Mountain View School, Yennadon School, Alouette School as head teacher, and Albion school. She ended up as principal at Thornhill School, and was not happy to be made to retire at age 65 because she loved the children and was respected by everyone. Charlotte’s kindness extended to several adults she tutored, and to three girls she fostered, Dolores, Sharon and Donna. These responsibilities, her church work and her teaching helped give focus

In 1954, the Rash family moved to Maple Ridge, where Lenard returned to farming their small property. The family became members of Webster’s Corners United Church, where Charlotte led the United Church Women for many years. She taught Grade 1 at Blue Mountain school in Coquitlam for several years, spending the rest of her career in Maple Ridge. Here she served in
to her life after Lenard died in 1970. Charlotte’s two daughters both became teachers following her good example. Charlotte was proud to have earned her Bachelor of Education, Elementary in 1967 after several years of summer school. Her death on Aug. 15, 2012 at the age of 97 brought to a close an admirable life. Sheila Nickols is past president of the Maple Ridge Historical Society.

Critics wary of new civic contract

The first contract to be signed with municipal workers in Metro Vancouver has set a bar that may strongly influence other negotiating tables across the region. Critics say New Westminster’s deal giving its civic workers pay hikes of 6.75 per cent over four years doesn’t bode well for other city councils who hope to keep a lid on their municipal wages and taxes. “It will probably end up costing taxpayers across the region mon-

He had pressed for a civic equivalent of the province’s net-zero mandate that froze labour costs for two years. “It’s another example of a city hall caving to CUPE and signing a deal that’s good for those members and not so good for taxpayers.” Bateman worries the New West agreement is the start of a replay of 2007, when Richmond broke ranks with other cities and gave its unionized workers an extra 17.5 per cent over five years to secure labour peace through the 2010 Olympics. That became the pattern for the rest of the region as other cities

They never took net zero like the provincial unions did.” The Canadian Federation of Independent Business, which lobbies for civic cost control, also expressed concern that other cities may fall in line. Spokesperson Shachi Kurl said it’s too early to say the New Westminster deal sets a precedent for other unionized wage increases, and noted each city varies in its ability to pay and other unique circumstances. But she said it could be a factor. “Even if you have a restraint-minded council or finance director who may want to rein [labour costs] in, that becomes very difficult when all your neighbours are going in a different direction.” The New Westminster deal is retroactive to Jan. 1 and includes increases of 1.25 per cent this year, 1.75 per cent in each of the next two years and two per cent in 2015. Steeves dances her way to worlds Darby steeves will represent Canada at the jazz and modern championships by Ro b er t M a n g e ls d or f staff reporter
M
aple Ridge’s Darby Steeves is off to Germany next month, where she will be part of the dance team representing Canada at the International Dance Organization’s Jazz and Modern Dance World Championship. Steeves, 16, began dancing at age three, and has been a student at Peggy Peat’s School of Dance for the past 13 years. “They are like a second family to me there,” said Steeves. “It’s a real community.” She began competing at age six, and has competed in a handful of international events as well. The IDO World Championship is by far the biggest event she has competed in, and Steeves said she is looking forward to the opportunity to meet other dancers from around the world. “When you get to my age, the community of dancers gets a lot smaller,” she said. “Its great to have this opportunity.” When Steeves isn’t training for competitions or instructing classes at the local dance school, she can be found in costume as the mascot for Dinotown in Pitt Meadows, Dusty, and at events at her high school, Thomas Haney secondary, where she plays Thor. Steeves hopes to become a school teacher someday, and continue to teach dancing as well. “Dancing is my passion, so I’d love any way to continue,” she said.

Kentuckian legacy, Bergthorson Academy of Musical Arts is hosting a “Happy Birthday Bill Monroe” party, featuring the Juno-nominated John Reischman and the Jaybirds, a band scramble and several workshops. Reischman is a mandolin master of the highest caliber, having garnered praise from every corner of the music world for his tasteful, classic, and versatile technique. He cut his teeth with West Coast groups of now-legendary status - the Tony Rice Unit and the Good Ol’ Persons. It was a shared loved of Reischman’s mandolin work that brought The Jaybirds together. The band is made up of master bluegrass pickers from the West Coast, and includes guitarist Jim Nunally, bassist/ vocalist Trisha Gagnon, banjo picker Nick Hornbuckle and fiddler Greg Spatz. “He was a real creative guy, a force of nature,” he says. The Jaybirds most recent CD was released in 2011 - Monroe’s 100th birthday - and included a cover of The First Whippoorwill. Reischman and the Jaybirds plan to sing several Monroe songs at the birthday bash. Monroe described his music as, ”Scottish bagpipes and ole-time fiddlin’. It’s Methodist and Holiness and Baptist. It’s blues and jazz, and it has a high lonesome sound.” It’s a fitting description for a genre that’s sometimes disregarded as “hilly billy music” or considered “simple.” The typical scenario, says Reischman, “you hire a bluegrass band and there’s hay bales on stage.” “I get tired of that misconception
because it takes a lot of skill to be able to play that music,” added Reischman, who picked up the mandolin as a teenager to set himself apart from everyone who was playing guitar. “I remember reading an interview with Ravi Shankar and he was raving about the dexterity of bluegrass musicians.” He admits it took a little while to get truly hooked on Monroe. “His music is kind of raw and passionate,” says Reischman, who eventually realized that’s exactly what he loved about bluegrass music - its stories, its fervour and spirit. “I was driven to learn it and that became my livelihood.” • John Reischman and the Jaybirds play at Heritage Hall in Pitt Meadows on Saturday at 8:30 p.m. - with files from billmonroe.com

Reknowed photographer Bill Fowle and his artistic friends are joining forces at the quirky Art in the Swamp this weekend to raise money to rescue marine mammals on the West Coast. The annual event takes place every year at the end of summer, to herald fall, at the old Finnish homestead in Webster’s Corner where Rik Watson and Claire Louise Stephen live. Fowle has been a photographer for over 30 years. His passion for the outdoors has led him all over the world. Other artists at the event include Kimberly Hayek, a poet, who has been writing for more than 40 years. Royals down Rockets The Victoria Royals made short work of the Kelowna Rockets Friday night at Planet Ice in Maple Ridge, downing their Western Hockey League rival 4-1 in exhibition action. The Royals had plenty of shots on net to start the game, but couldn’t get one past Kelowna netminder Jordon Cooke until the 13:11 mark, as Zane Jones recorded his first goal of the preseason. The Royals took the one-goal lead into the locker room, allowing only two first period shots against. Kelowna evened things up early in the second period with a powerplay tally from Colton Heffley. However, the Royals would dominate the rest of the period, and the game. Ben Walker restored Victoria’s lead on the powerplay at 8:30. Less than two minutes later, Brandon Magee potted another powerplay marker from Joe Hicketts, before Brett Cote scored his first goal of the preseason to give the Royals a 4-1 lead midway through the period. Cote’s goal was the third in three-and-a-half minutes for the Royals. The Rockets were unable to put a dent in the three-goal Victoria lead, as the Royals won their second game of the preseason. The Meadow Ridge Knights midget football team improved to 2-0 this season with a 23-0 shutout win over the visiting Vernon Magnums at home at Samuel Robertson Technical Secondary School on Saturday. Trevor Casey hit Joe Schuster for two touchdowns in the win. Conner Henry, Mark Kalmykov and Brock Loewen led the defence to the shut out win. The midget Knights continue their home stand this Weekend as they host White Rock this Saturday, Sept. 15, at 7 p.m. The Meadow Ridge peewee Gold Knights defeated association rivals, the Blue Knights 320, Saturday at SRT. The Gold Knights offence was led by the blocking of Nick Lacroix, Zachary Mayer-Buss and Jacob Petersen. Tyson Phare ran the ball hard, scoring his first touchdown of the season. On defence, the Gold Knights once again kept their opposition off the scoreboard, extending their shutout streak to two games. Cole Leon, Jevon Anutooshkin, and Anthony Tulev controlled the line of scrimmage and pressured the Blue Knights’ quaterback all afternoon. The offence for the Blue Knights was led by linemen Colby Soolsma, Brandon Goodridge, and Mason Robinson, who all made key blocks for first downs by running backs Liam Cumarasamy and Brayden Hamilton. Vic was born in the rural municipality of Whitemouth, Manitoba. Vic worked as a stationary engineer after his military service in WWII. He met Isabel, who later became his wife, in military hospital. He was an avid outdoorsman and curler for as long as his health allowed. The interment service will be attended by immediate family only at the Maple Ridge cemetery followed by a celebration of life service at Burnett Fellowship, 20639 123 Ave., Maple Ridge on Saturday, September 29th at 2 pm. All friends and family are invited to this celebration service. In lieu of flowers please donate to the Heart and Stroke Foundation.
