Transit fare evaders will face higher fines down the road if they refuse to pay their tickets for being caught without proof of payment in a fare-paid zone. Last Friday, TransLink unveiled escalating fines that start at the same initial level of $173 but will now climb to $213 after six months and $273 if unpaid after a year. The Share food bank is down to less than a few weeks’ worth of food, with supplies expected to drop even
lower with the start of school this week. PriceSmar t Foods in Coquitlam is hoping the community will come out to re-stock the shelves through to December with a Food Bank Fill Up on Friday. Donations of cash and/ or food can be dropped of f at the Pinetree Village store (formerly Save-On Foods). Pre-
p a ck a g e d h a m p e r s, priced at $10 and $15, can also be purchased. “It’s a really important event for us,” said Martin Wyant, Share’s CEO. “Like all of the other food banks in the Lower Mainland this year, we’ve all been struggling and we’ve seen our numbers continue to grow.” Share provides relief for at least 900 Tri-
City families every two weeks; of the recipients, 43% are children. Those numbers are nearly 60% higher than they were just four to five years ago, when the economic crash hit, Wyant said. “It’s never levelled off,” he added. “We had a significant bump in that recession and every year since then, it’s just continued to grow, so we

Power lessons in old plant Riverview’s central steam system was state-of-theart in 1924 and may be again as Coquitlam looks at energy ideas for its newest developments

iverview Hospital is known for many things — most notably its century-long history as a place of healing for the mentally ill, its famed arboretum and manicured grounds, and the property’s striking architectural gems — but the steam plant, towering over Lougheed Highway just west of Pitt River Road, isn’t one of them. The steam plant is that large, blue behemoth that just about every Tri-City commuter has driven past and, while it can fairly be described as ugly, it’s a powerhouse in every sense of the word, having supplied at its peak 27 buildings (and 10 cottages) at Riverview via 28,500 feet of underground pipes. But what makes it unique, other than its comparatively lacklustre architectural merit, is its status as a district energy system. Back when it was built in 1924, the notion that a central building could heat a web of surrounding buildings was pretty state-ofthe-art. “This was really leading edge when it was built,� said Coquitlam Coun. Craig Hodge, chair of the Riverview lands advisory committee. “A district energy system is one of the things Coquitlam is looking at today — what’s old is new again.� In fact, he said, Coquitlam is considering centralized community energy systems for new developments on Burke Mountain and at Fraser Mills, as well as at existing facilities in Town Centre. A dynamic heat exchange system was incorporated into the Poirier Sport and Leisure Complex during its recent renovation and expansion. And while the technology at Riverview’s steam plant is now considered outdated, the concept remains viable. The plant was originally fired by coal that was brought in on barges that docked at Colony Farm and transported up the hill. In 1971, the system was switched to cleaner-burning natural gas for longterm cost savings and environmental reasons. A back-up oil supply, located directly up-slope from the steam plant, was pressed into service during the region’s last major snowfall, about four years ago. So what’s really at work behind those big blue walls? In short, steam is generated by the boilers and then conveyed via underground pipes to 14 separate buildings and 10 cottages, where a combination of direct heat (steam radiators), forced air (air handling units with steam coils) and heat exchangers (steam to hot water for hot water radiators) provides indoor heat. Hot water comes from storage tanks with steam coils. But even as the steam makes its way around Riverview, it’s losing, well, steam. That lost heat converts to condensate, which is captured by steam traps and held in condensate recovery tanks. It’s then pumped via condensate lines, running parallel to the steam distribution lines, back to the boiler house, where it’s turned back into steam — and the process begins all over again. Information from the Ministry of Labour, Citizens’ Services and Open Government states that Riverview’s steam plant appears to have been a state-of-the-art system for its time.

Shoppers at Por t Moody’s Thrifty Foods can touch and see original artwork when they pay for groceries. This summer, 20 TriCity artists — emerging and established — volunteered their time to paint eye-catching designs on the bars that divide customers’ groceries at the checkout of the Suter Brook store. The project was the brainchild of Jillian Hull, a city arts and culture committee member, who noticed the shop didn’t have any advertising on its bars. She asked the store manager, Darren Gardner, to see if local artists could use the double-sided dividers as a canvasses. The idea took off, with Tri-City businesses donating supplies and services, including Port Coquitlam’s Tri-City Paint and Decorating and AAA Aluminum and Craftsman Collision in Port Moody. “The cashiers told me that even in the first couple of hours,

He added that demand tends to increase in the fall when kids head back to school. “It’s always the things we don’t think about — the fees, the clothing, knapsacks, pencils. It does start to add up, so we do see a spike in need at the start of September.” The food drive runs from 9 a.m. to 6 p.m. on Sept. 7 in the PriceSmart Foods parking lot (2991 Lougheed Hwy.), where volunteers are hoping to fill a semi-trailer full of food. There will be hot dogs and popcorn for sale, with proceeds going to the food bank, as well as live entertainment. Food donations most urgently needed are: rice, pasta and pasta sauce, canned meats (ravioli, beans), canned fruit, Lipton Sidekicks, Hamburger Helpers, Shake & Bake, Kraft Dinner, juice, canned tomatoes, cereal and peanut butter (medium size). Share also needs volunteers throughout the day for a variety of tasks, including welcoming patrons and collecting donations.

New fare fines could mean more pay: CEO continued from front page
The province this year gave TransLink authority to collect fare evasion fines after Transportation Minister Blair Lekstrom vowed to fix a long-running enforcement gap that let scofflaws ignore their fines. Now, TransLink will have the power to send unpaid fines to a collection agency and ICBC will refuse to issue or renew a driver’s licence or vehicle insurance to drivers who owe unpaid transit fines. “It allows us to enforce fares a lot more stringently,” TransLink chief operating officer Doug Kelsey said. “The people who pay should not be subsidizing the small group who don’t pay.” Previously, fare evasion fine collection was the province’s responsibility but the tickets were going into a black
hole, with ICBC, for example, not doing anything to spur payment. As a result, most people who were handed tickets never paid them and about $4 million in unpaid fines stacked up each year. Transit Police last year issued 57,000 fare evasion tickets — nearly $10 million worth and more than in most previous years — and the force has continued to step up fare enforcement this year. Until now, Transit Police were the only officers who could issue fare evasion tickets but under the new rules, Coast Mountain Bus Co. transit security officers will also have that power, extending more fare enforcement to buses. TransLink will also keep all money from fine revenue; previously, it went to Victoria. And TransLink is
opening a new website (www.translink.ca/fareinfraction) where riders can pay fines, dispute tickets or appeal decisions. Fare gates are also being installed that will next year bar entry to the open SkyTrain stations without proper payment. Past audits have estimated 4% to 6% of transit riders don’t pay their fares, resulting in a loss of $18 million, compared to total fare revenue of $412 million. Kelsey estimated the fine collection system cost TransLink $1 million to set up and will take $500,000 to $750,000 a year to run. He expects the revenue from paid fines will more than offset the expenses, giving TransLink a net increase. But he said it’s possible more people will end up paying to ride and that fewer fines will be issued.
“Some of it may just disappear into people paying their fares,” Kelsey said, “so we won’t know. If it drops significantly that’s actually a good sign because it turns into fare revenue instead of ticketing.” Since an estimated 30% of fare evaders don’t have driver’s licences, Kelsey said bill collectors should help and the province has indicated it could withhold certain government benefits in extreme cases. TransLink might also seek to ban known offenders from the transit system, he said, noting it’s too early to tell how that would work or if it would be pursued. “None of these is a silver bullet,” Kelsey said. “But it absolutely helps strengthen us and give us tools we didn’t have before.” jnagel@blackpress.ca

ith a provincial election less than a year away, B.C. politics have understandably been dominating the news agenda. But a large federal issue is looming and Tri-City residents, especially those living in Port Coquitlam, will want to pay attention. The issue? The planned re-drawing of federal riding boundaries. Preliminary maps have been distributed and there will be changes before the boundaries are finalized. But if voters are concerned about the way the new ridings will take shape, now is the time to raise the alarm. For the most part, the riding changes are good news for Tri-Cities federal voters. We would be sending three, not two, MPs to Ottawa and efforts have been made to keep the communities of Coquitlam and Port Moody intact. Under the proposed redistribution, the Tri-Cities would be cut in half, using the Barnet and Lougheed highways as the divider: Coquitlam-Port Coquitlam (population 103,632) would be to the north and Port Moody-Coquitlam (population 97,621) to the south. The rejig would mean the existing ridings of Port Moody-Westwood-Port Coquitlam and New Westminster-Coquitlam would disappear by the next general election, which will be held Oct. 19, 2015. These ridings make sense because they keep a sense of continuity and current MPs James Moore and Fin Donnelly, recognizing that more tweaks are likely to come, seem somewhat satisfied with the new boundaries. But if the aim is to keep communities intact, Port Coquitlam loses out, according to this proposal, and would be split up into three ridings. One would see south Port Coquitlam joined to a Pitt Meadows-Maple Ridge riding (population 96,956) and doesn’t seem to make a lot of sense. It’s hard to see what increasingly densifying PoCo neighbourhoods would have in common with the rural and suburban communities of their neighbours across the Pitt River. Still, these boundaries are not set in stone and there is time to comment during a public meeting in Coquitlam on Sept. 27 (to make a presentation, email bc-cb@rfed-rcf. ca). A crude attempt at separating oil from manure BC VIEWS Tom Fletcher VICTORIA was as surprised as anyone to hear about the plan by this newspaper chain’s owner, David Black, to begin regulatory work on an oil refinery for Kitimat. I’ll leave it to others to comment on the practicality of that plan and whether it would make the proposed Northern Gateway pipeline project more acceptable to B.C.’s government and population. Black Press news coverage, columns, letters to the editor and other reader comments are not affected by this project, and there has been a range of views expressed already. Whatever the merits of the refinery idea, it has advanced the debate over pipelines and the place of oil in our society. And that’s a good thing because, as someone with a basic knowledge of chemistry and some experience in oil refining, I have noticed a lot

of ignorance about the subject. Today, I’d like to address some of the main misconceptions that have been exploited by some opponents. The first one is oil pollution in general and how it gets into the environment. A global study by the Smithsonian Institution in 1995 calculated the amount of oil making its way into oceans this way: Big tanker spills accounted for 37 million gallons a year, about 5% of the total marine oil pollution identified. By far the largest source was oil runoff from land into drains from oil changes, municipal and industrial wastes and other sources: 363 million gallons. Bilge cleaning and other routine ship maintenance added 137 million gallons, four times the tanker spill average. Air pollution from vehicles and industry deposited hydrocarbon particles equal to another 97 million gallons; natural seeps added 62 million gallons; offshore drilling discharges accounted for 15 million gallons. So that’s the first thing to understand: It’s

not tankers and pipelines doing most of the polluting — it’s you and me. Then there is the propaganda about greenhouse gas emissions from the oil sands crude. Actor Robert Redford is one of the highest-profile pitchmen for the false notion that “tar sands” oil generates three times the greenhouse gases as conventional oil. The facts are clear. The most widely cited source is a graph prepared by Cambridge Energy Research Associates, which shows that 75% of greenhouse gases from all types of crude occur when the gasoline, jet fuel and diesel are burned by the end user. Yes, there are variations in emissions on the remaining quarter. Emissions from mined oil sands crude are slightly higher than steam extraction, which is slightly higher than conventionally drilled and pumped crude. The most greenhouse gasintensive crude used in North America is California heavy crude, which is conventionally drilled. Burning coal produces far more greenhouse gases than oil, as University of
Victoria climate scientist Andrew Weaver has calculated. Two U.S. environmental groups, including the one fronted by Redford, have lately been promoting a study that suggests oil sands crude is more corrosive to pipelines. False, says the industry, showing analysis of pipes that have carried diluted bitumen for decades. The Trans-Mountain pipeline has been carrying crude from Alberta to Burnaby and Washington State for more than 60 years; it has periodically carried heavy crude for 40 years, and diluted bitumen for 25 years. Some of that crude is refined in Washington and the gasoline and diesel barged up to supply B.C. gas stations. And of course, Vancouver Island, Haida Gwaii and all other B.C. islands depend on marine fuel shipments. And let’s not forget the most common heavy oil used in B.C. It’s called asphalt. Entre preneurship is thriving at the Port Coquitlam Far mer’s Market. Vendors as young as 12 are serving customers delicious treats, such as lemonade and meringues, and the profits are helping them make plans for their future. One thriving booth is run by Vassilina Kazarina, 12, who is in Grade 7 at PoCo’s Pitt River middle school. Her delicate, puffy meringues were snapped up by young and old alike last Thursday. She has been selling approximately 300 meringues a week at the market — they take her all day to make — and she has saved a considerable sum she hopes to spend on a trip to Paris one day. “I saw the farmer’s market and I thought, I want to participate in this,” says the Port Coquitlam girl who lives near the market. Her mom gave her the idea of making meringues and she has been making them ever since, purchasing the materials with the money she makes. “Some customers come every single week to buy my meringues,” said Kazarina, who was born in Russia and moved to Canada in 2005. It has been a lot of work, but worth it, and Kazarina plans to come back to the market again next year, perhaps with different coloured meringues and more flavours. Three fit Coquitlam firefighters went topless to raise money for groups supported by the Vancouver Fire Fighters Charitable Society. Brent Glenen, Len Pashley and Chad Buch are featured as Mr. February, Mr. March and Mr. June respectively in the 26th annual Hall of Flame calendar, due to be launched Sept. 14. The beefcake photos, snapped by Darko Sikman, show 12 firefighters from various Metro Vancouver departments in different scenes with their smoke-eater gear on and their shirts off: Glenen is pictured in a kitchen while Pashley is near
the Pan Pacific Hotel Vancouver and Buch is next to a fire truck. Buch told The Tri-City News the calendar gives firefighters a chance to collect cash for causes such as the Burn Fund, CKNW Orphans’ Fund and the BC Children’s Hospital “in their own unique way while having fun and a sense of humour at the same time.” He added that the exposure “has been a great, once-in-a-career opportunity for myself and fellow colleagues.” The calendar has raised about $200,000 for the society’s chosen charities in the past five years and more than $1 million since it started 25 years ago.

Cops crash That’s no body, that’s my brother Project X Coquitlam RCMP officers crashed a party before it started last Friday night. The Project X party, intended to be a small gettogether, quickly grew after invitations spread through social media. One of those landed in the hands of police, who warned they would be on site to turn teens away. “We were successful party poopers,” said Const. Jamie Phillipson. Police had the address of the home where the party was to take place but, as the expected numbers grew, the planned location shifted to Mundy Park. Phillipson said officers located several groups of teens who were out looking for the party Friday evening and “they were quickly turned away.” Other news:

Coquitlam searchers add helicopter rescue to arsenal Coquitlam Search and Rescue volunteers have a new tool at their disposal when extracting people from remote areas. Eleven members of the crew are now trained to use the helicopter external transportation system (HETS), a technique that allows rescu-

Stay fit on your Thud the mud own time – and starting Sat. on Mundy’s trails on a budget Starting Saturday, Sept. 8, a new session of Mundy Mudthudders’ informal walking group will be held Saturday mornings. Based in the urban forest trails of Coquitlam’s Mundy Park — and branching out to other local parks, including Como Lake, Rocky Point, Belcarra, White Pine and Colony Farm — this co-ed group will appeal to those wanting to kick-start their weekend by meeting up with others who share an enthusiasm for the great outdoors and who are already walking at a steady pace for one hour. It’s a refreshing way to connect with nature and gain fitness within the safety of a group of like-minded folks who love to explore scenic park trails. Comprehensive map books will be provided for a nominal charge and group walks are held rain or shine. Mudthudders meet at 10:30 a.m. Saturdays on the west side of Mundy Park, near the trailhead at the foot of Regan Avenue, adjacent to Hillcrest middle school, near Como Lake Village. Her book offers up a wide range of choices, from easy and rustic to layered and decadent. I like this cookbook because it has recipes for many fruits that are in season during harvest time. Last year, I found myself with more peaches than I knew what to do with. I found the perfect recipe in Simply in Season: 12 months of Wine Country Cooking. This is a book that you will want to own. Author Tony De Luca, a chef in the Niagara area, shares his seasonal recipes that were inspired by the southern Ontario wine region. The book is organized month by month, making it an easy-to-use resource to have on hand. The Peach Tarte Tatins recipe is now a part of my permanent collection. About five years ago, the husband-andwife photography team of Edward Peck and Phyllis Schwartz decided not to show their work as part of the annual Artists in Our Midst. Instead, they toured the studios of other Vancouver snappers who were displaying their pieces that year, and they got to know more about those artists and how they created. “I realized how interesting these people were and decided to ask them out for a coffee,” Schwartz remembered. “So, one Sunday afternoon, we got together for a chat.” From that initial gathering, the halfdozen photographers sometimes ventured out together, took pictures and met on a monthly basis to critique each other’s work. In 2010, they had their first group ex-
hibit, titled Grounded in Reality, in the Byng Gallery. Tomorrow (Thursday), the Artists in Our Midst alumni — as they are known — will have their second group display, titled Poetic Abstractions: Seven Visions, in the Atrium Gallery at Coquitlam’s Place des Arts. There are 39 images from seven artists: Goga Bayat, who created her pieces in her native Iran; Robert Charles; Barry Luger, president of Artists in Our Midst; Rob Will; Eva Knell; and co-curators Peck and Schwartz. Schwartz’s two pieces in the show, called Wish You Were Heree and Chesterman Beach 1, are from a new collection she created while working in a condo she and Peck rented near Tofino in February. They are handmade negatives that are later digitized. “I bypass the camera altogether and get straight onto the negative,” she said. “It’s like I’m working more as a print maker.”
Schwartz, who has her BFA from Emily Carr University of Art + Design and has exhibited at the Port Moody Arts Centre, as has Peck, said the group plans to display again. “We are all very creative people and, when we all get together, the energy seems even more so,” she said. Meanwhile, Place des Arts’ teachers and staff will also launch their annual group show on Thursday in the Mezzanine Gallery. The opening reception starts at 7 p.m. and runs in conjunction with Ignite... an affair with art!, the facility’s open house to promote upcoming programming for adults. Participants can join hands-on visual art demonstrations, win door prizes and get $10 off a class registration fee; teachers and administrators will be on hand to answer questions. here have been tears of joy and sorrow, trophies awarded and hearts broken. It’s been a whirlwind 60 years for the Coquitlam District Musical Festival (CDMF), with tens of thousands of competitors performing their best and anxiously hearing the results from some of the best adjudicators in the business. It all started in 1951 when Beryl MacLeod, a Port Coquitlam music teacher who ran MacLeod Music on Shaughnessy Street, dreamt big. Every year, she would hear about local parents, children and teachers take the long drive or train ride out to Vancouver to compete in the Kiwanis Music Festival and return home — often late at night — bleary eyed from the tedious journey. She suggested PoCo hold an arts festival of its own, an event that would make the municipality a destination for young musicians. And so, with the help of Velma Manion, one of five music teachers who worked at MacLeod Music, and other volunteers, MacLeod founded the CDMF society whose mandate — according to its constitution — was to “foster music and kindred arts.” With few funds but enthusiastic community support, CDMF officially launched on March 23, 1953, gaining 128 entries in 60 classes. Three years later, CDMF hired two more adjudicators to handle double the entries and, by 1957, organizers were forced to expand the festival to five days for the numerous piano, vocal, bands, accordion, strings, drama/speech arts, highland dance and ballet entries. A decade after it started, CDMF boasted 1,100 entries with the Vancouver Sun commenting, “Your standards are to be envied. From a tiny festival 10 years ago, you are now second to none.” Music teachers around the Lower Mainland paid attention to CDMF, which was usually the first festival in the region of the year, as competitors not only excelled but placed at the provincial and national levels. Dance prevailed so much that it prompted a letter from organizer Helen Thomson who, in 1973, wrote: “The dance section is the hinge on which the balance of the festival swings.” By the late 1980s, CDMF’s dance section generated more than 3,000 entries a year and competitions were so big that they had to move from PoCo to the Shadbolt Theatre for the Arts in Burnaby and, for larger groups, the Massey Theatre in New Westminster. see ANNIVERSARY ANNIVERSARY,, page 28

The dance section alone took six weeks to complete, remembered CDMF president Harold Peters. But the large number of entries and the lack of volunteer support translated to the CDMF board canceling dance, piano and other instrumental categories in 2005. Luckily, piano retur ned four years later (and resulted that year in a grand national piano champion for CDMF: Andrew Wang); however, dance was cut altogether from the festival. Strings returned in 2010. Today, CDMF attracts about 700 entries for piano, strings, speech arts and vocal (musical theatre and classical voice) over the monthlong event at the Hyde Creek community church. And it continues to draw top-notch talent, said Thelka Wright, who co-ordinates the strings and speech arts sections. Wright points to the success of CDMF competitors over the past 60 years, among them, Canada’s first Rockette Betty McHardy; actor Michael J. Fox (Back to the Future); crooner Michael Buble; concert pianist Jon Kumura Pa rke r ; a n d K i m Cattrall (Sex and the City), who is quoted in a local newspaper article years back saying, “I got my start at CDMF.” Local stars have also shone brightly while competing at CDMF, most notably Cori Caulfield (Caulfield School of Dance); Kim Bunka (Undiscovered Theatre Company); and Leanne Koch (Place des Arts vocal trainer) — all of whom will pay tribute to the festival at a 60th anniversary concert next week. The two-hour show at PoCo’s Terry Fox Theatre will be a retrospective of sorts, acknowledging the CDMF pioneers: MacLeod, Manion (now an honourary president) and longtime assistants Reid Anderson (artistic director of Stuttgart Ballet and a past CDMF competitor), Perry Ehrlich (Gotta Sing! Two ballet students — one who is taught at Coquitlam’s Place des Arts, the other a Port Moody resident and graduate of Dr. Charles Best secondary — are soaring high after a successful summer. Last week, Jeannine Haller, 16, got word she’ll be part of the professional program at Canada’s National Ballet School, an invitation that came after she was in the Toronto school’s intensive in July. “I am heartbroken to be losing my best student, but so thrilled for her because [the National Ballet School] is the right place for her to flourish and bloom as a dancer,” said Lucienne Anzykowski in an email to The Tri-City News. “Dancers at this age don’t get accepted into professional training schools easily.” Also kicking up his heels is Daniel Alwell, 19, who recently learned he won a $4,000 schol-

There, Alwell was on full scholarship while he and 25 other ballet students worked with some of Canada’s top choreographers including Lindsay Fischer, Jean-Yves Esquerre and Aszure Barton. In Holland, Alwell beat out 350 other applicants to be one of 60 summer students; he was also part of the Dutch program last year with an Arts Umbrella

Shaw Cable TV will do the honours at the bonspiel, which will showcase the province’s best curlers aged 21 and under. Coquitlam Curling Centre is a six-sheet facility that was rebuilt in 2009 inside the Poirier Sport and Leisure Complex. Coquitlam’s Carlo Basso kicked off the Simon Fraser Clan men’s university soccer home season with a boom Friday. The SFU junior and Archbishop Carney high school grad pumped in five goals as the Clan blasted the Thompson Rivers Wolfpack of Kamloops 6-0 at Terry Fox Field. The six-foot-four Basso knocked in four goals in the first half, then netted his remarkable fifth marker with 27 minutes remaining. His five-goal showing was one shy of the Clan record of six goals in a game, first set by Rob Cirjak in 1988 and matched by Alex Hanne in 2009.
“It was a great start to the season after a pre-season where, at times, we didn’t play our best,” said Clan head coach Alan Koch. “It was great to see Carlo score five goals.” Alex Rowley bagged the Clan’s other tally, with J.D. Blakley scooping the shutout. BASSO On Sunday, another Coquitlam product –– midfielder Jovan Blagojevic –– pounded home two goals to guide the Clan to their second straight victory to open the campaign, a 3-0 triumph over the Vancouver Islander Mariners again at Terry Fox Field. “I thought, at times, we could have played a little better,” said Blagojevic, a Centennial secondary school grad and SFU sophomore.
“We were slow to pinch when we should have at times but we had some good stuff going on, too. “The wingers were able to go out their players and get the crosses in like we should. We finished pretty well for the most part but there’s still a lot of work to do and hopefully it gets better from here.” The Clan out-shot the Mariners, 9-4. “The first goal was a free kick and, to be honest, I just wanted to get a good cross in there. I got a lucky bounce and it went in the back of the net,” Blagojevic said. “The second one I intercepted the ball and my first thought was goal, so I went for it. I beat the one guy, hit it well and into the net it went.”
