The city is looking at establishing a railway community advisory panel (CAP), but its terms of reference don’t impress a Quayside resident who has battled the railways over noise for several years. On Monday, city council will consider a staff report recommending the establishment of the panel. It would meet quarterly and include a representative of each of the railway companies, two from the city, one from emergency and up to three residents. It would be co-chaired by the mayor, or someone he appoints, and a railway company rep. “This committee has the potential to improve communications between the City and the Railways. It also has the potential to assist in resolving community concerns. However, it should be noted the CAP will not replace or usurp community complaints filed with the Canadian Transportation Agency (CTA),” said the report.

When Doug Ripley strides into London’s Copper Box arena with his teammates on Canada’s national goalball team, he won’t be able to make out individual faces in the crowd of 5,000 spectators. He played road hockey as a kid, rugby when he was in high school and he competed internationally in track and field. But Brian Allen, who is the rail advisory rep on the Quayside Community Board, said he supports a panel, but doesn’t agree with its terms of reference because it doesn’t have any teeth. “It is merely a forum for people to voice concern, but there is no obligation of the rail companies to do anything about it. There’s no enforceability,” said Allen, speaking as an individual and not for the board. “A panel like that where complaints are brought to the table, if there cannot be an acceptable agreed upon solution the advisory panel should be able to refer the matter to the Canada Transportion Agency for a solution. But the rail companies would never agree to something like that, and the city would not want to have things imposed upon them by the agency.” Allen said residents can complain to the panel about the railway making noise at 3:30 a.m., but the railways can still say, “That’s life, live with it.” Allen was a signatory to a settlement agreement with the railway companies four years ago. But when the community felt the railway didn’t live up to its obligations under the agreement it complained to the CTA. Since then, said Allen, the community has not heard from the railway companies, only their legal departments.

Canada qualified for this year’s Paralympics by finishing third at an international tournament in Turkey. Ripley and his teammates will be seeded in Pool B, against Iran, South Korea, Algeria, Belgium and powerhouse China. The tournament, which is being played in the same venue that hosted the Olympic handball competition, starts Aug. 30 and the gold medal match will be played Sept. 9. To prepare, the Canadian team played in four international tournaments in Europe and participated in two training camps. Ripley also practices twice a week and works out in the gym four times a week. “It’s very physical,” says Ripley. “You’ve got to have agility and awareness.”

Ask the voters Perhaps Premier Christy Clark sees a battle with Alberta – over revenue from allowing the Enbridge pipeline to use B.C. to link Alberta oil with tankers on the Pacific Ocean – as the last hope to rally voters in time for the spring 2013 election campaign. It stands to reason, since the B.C. NDP has staked the opposedto-pipeline position and the B.C. Conservatives have claimed the support-with-conditions spot. However, by demanding B.C. receive oil royalties from profits made from what flows through the pipeline, Clark is simply catering to those who already support the Enbridge proposal. Those opposed have said loud and clear it is not about money, but about inevitable environmental damage. Grand Chief Edward John of the First Nations Summit political executive summed it up in a scathing press release, when he said the B.C. Liberal government has missed the mark, stressing “B.C. First Nations’ traditional territories and pristine environment are not for sale.” John reminded Clark of the Supreme Court of Canada’s stance that there is a legal requirement for governments to “consult and accommodate” First Nations regarding any and all land and resource development initiatives in their respective territories. If First Nations cannot be convinced to allow a pipeline to be constructed through their territories the pipeline simply will not be. With Clark’s demand having been rejected by Alberta Premier Alison Redford, with First Nations still on the sidelines and with strong opposition among the public, perhaps it would be wise for Clark to add a non-binding referendum question to the May 14, 2013 general election ballot. A simple question – Are you in favour of the Enbridge pipeline proposal? – could produce results that tell the government of the day exactly which direction it should travel on this pipeline proposal. – Black Press

he timing was terrible and the substance of the complaints pretty thin. That’s my take on the furore over a Surrey Indo-Canadian soccer group excluding a team with more than four non-IndoCanadians from competing in tournaments. The soccer association has its rules, which it is following, and those pointing fingers at it are simply trying to make this into a racial issue— which it isn’t. The uproar relates to the B.C. Tigers, formerly the Punjab Tigers, which since 2009 have been trying to recruit players under 13 from a variety of ethnic backgrounds for its roster. This is a great idea, and in fact it’s what happens on many Lower Mainland soccer teams. When my son played soccer on teams in both Surrey United and Surrey Youth associations, there were always players of different ethnic backgrounds on his teams. The Indo-Canadian Summer Soccer Association (ISSA)

operates a league for summer play. This is not a major competitive soccer league. The competitive leagues operate from September to April, which is the normal soccer season here. The summer teams offer players a chance to keep playing when the other leagues are shut down. A statement from president Sim Sumra noted the tournaments the league operates are sponsored by Sikh gurdwaras, and are designed to “bring Indo-Canadian youth together to promote sport, participation and culture within our community.” This is exactly what many other leagues in a wide variety of sports do all the time—bring together people of a certain background, occupation, race

or religion together for fun, competition and cultural growth. It seems the concerns about ISSA were raised by a Tigers’ parent, whose son is not an Indo-Canadian, after the Tigers were disqualified after reaching a tournament semifinal. While her concerns are understandable, the association is entirely within its rights (and even onside with the Human Rights Code) to restrict the number of “imports” (their word) on each team. The ISSA has been growing in popularity because of the growth of the Indo-Canadian population in the Metro Vancouver region. It started with two teams in 1982. There are now about 400 teams taking part in ISSA and the associated United Summer Soccer League (USSL), for players aged five to 11. USSL is open to players of all ethnic backgrounds. It sounds like both ISSA and USSL are trying hard to keep the doors open to people from other

backgrounds. However, the ISSA limits the numbers of non-IndoCanadians on each team. Is that really a major problem? All this controversy came just a little more than a week after a terrible shooting at a Sikh temple in Wisconsin, which has distressed Sikhs all over the world. Many gathered at special services in Surrey to mourn for the dead and injured. There have been several disrespectful references in the past week directed at IndoCanadians via social media and on at least one local radio station. Coming just after the shooting, this is highly offensive. It’s high time that all of us, no matter what our backgrounds, respected our neighbours who may have different skin colours or religious belief, but are our fellow Canadians. There are good reasons for office tower Kudos to Chris Bryan for his thoughtful and reasoned piece on the pros and cons of the expenditure for the office tower. I truly believe his analysis is right on in terms of the potential positive consequences. As with all such projects there is a risk, but I whole-heartedly agree this falls under the old adage of “no pain/no gain” and history will bear out it was a wise move by the City to take such a risk. With little or no room for industrial development the City has lagged behind other municipalities in benefitting from a broader tax base and the time is ripe to capitalize on the positive aspects of more commercial office space. Secondly, I had the opportunity to walk around the new park site this week and I must say I am impressed. On the way there, however, we happened to have a brief conversation with a couple who seemed to have a rather jaundiced view of the Pier Park and commented it wasn’t much of a park. At that point I wasn’t sure what to expect and was
pleasantly surprised at how nice it really is—clean, well-kept and the plantings are a nice mix of hardy perennials, grasses, rugosa roses, native shrubs and an attractive mix of suitable trees. As a person who has some mobility issues I was grateful for the generous amount of seating and the chance to walk on the more yielding surfaces provided by the wooden walkway and the grassy expanses. The historical and arts elements made our walk interesting as well. Reading the inscriptions and dates vied with the scenery for our attention. We enjoyed our time at the park so much that we returned the next day to finish the part that we had missed. Terry Clark-Kveton New Westminster
WORTH DOING WELL Let’s face the facts. If the ninestorey office tower is built on top of city’s civic centre, chances are this tower will remain the city’s responsibility indefinitely. Even if a private buyer comes along, the city would not be able to sell the
tower, not completely, anyway, because this is not a freestanding structure. It forms a complex with a civic centre, which will share several structural elements and building systems, like foundation, parkade, roof. So, if the business tower is built, it shall conform to the same environmental, energy and sustainability requirements as all civic buildings in British Columbia. We know it will be LEED certified, but these days LEED is considered a ‘minimum requirement.’ A number of buildings in Metro Vancouver recently have been built to much more advanced standards, which include features like charge stations for electric cars, living roofs, energy recovery systems, ISO 50001 compliance, use of local materials as in BC Wood First Act. Examples of such buildings are the North Vancouver library, Richmond Oval and more. Making the New Westminster business tower a ‘highperformance’ building will be
truly good for the environment! It will be good for business, too. In tomorrow’s highly competitive office space market (20 towers are being added in Vancouver alone, plus a very large one in Metrotown), superior green credentials help promote the building, get a lot of positive media coverage, attract progressive-minded tenants, make leasing easier and command higher rates. Any job worth doing is worth doing well, as people say. The business tower/civic centre at Columbia and Eighth Street shall be the ‘greenest’ building structure in New Westminster. PATTULLO NEEDED Gavin Palmer wrote he doesn’t think we need a Pattullo Bridge and asked us to take note of how different life is with it closed on the weekend. I live a half block from 20th Street and I’m
used to seeing traffic backed up into Burnaby often during the afternoon rush. I’m not used to the traffic jam all day all weekend. I’m sure life was different in a good way in Mr. Palmer’s neighbourhood but it was different in a bad way in mine. Mr. Palmer wants to move all truck traffic to the perimeter of our city as opposed to through it. This seems like a bit of a NIMBY attitude to me. I don’t doubt he uses goods delivered to New Westminster that travelled through surrounding cities. It hardly seems fair to expect Burnaby and Surrey to be happy with a freeway bisecting their cities and demand traffic stay out of ours. Our real problem is we don’t have any freeways that can take cars from one side of the city and spit them out the other. The ideal solution would be to have a freeway to take the cars from the Pattullo and dump them onto the Highway No. 1 freeway. This might only be possible with a tunnel. Mark Talbot New Westminster

Dix and NDP environment critic Rob Fleming said the B.C. Liberal government’s decision to cede control over environmental assessment to Ottawa, and then present no evidence at the federal hearings, left the province out of the discussion. Premier Christy Clark and Environment Minister Terry Lake have announced preconditions of pipeline and tanker safety, and provincial officials are scheduled to crossexamine Enbridge before the federal review panel makes its recommendation to the federal cabinet next year. Dix emphasized that the B.C. cabinet
can overrule its own environmental review, just as the federal cabinet can. A provincial review of technical issues would have to be carried out to justify refusing provincial permits, he said. Lawyer Murray Rankin was hired to advise the B.C. NDP. He said the joint review agreement with Ottawa allows B.C. to give 30 days notice and opt
out, and the existence of the agreement shows that B.C. does have jurisdiction over whether the pipeline proceeds. Dix said he wants to return B.C. to separate federal and provincial reviews of major projects, like the Prosperity gold mine near Williams Lake, where the B.C. government issued a permit, but the federal review later rejected it

The first time Dylan Williamson watched New Westminster resident Dustin Walsh and his guide runner in action, he was amazed at the synchronicity between the two men. Guide runners are used for visually impaired or blind athletes, with the two either running in unison by holding either end of a short tether, or with the guide runner running behind the athlete, giving verbal instructions as they make their way around the track. The athletes must be within 50 cm of one another and the guide runner cannot pull their runner or cross the finish line first. Williamson, a 22-year-old from Langley, was being brought in as a potential replacement for Steve Walters, Walsh’s guide

runner of the past seven years. The 29-year-old Walsh was left blind at birth by glaucoma. “You obviously need a good physical match so you can run in stride,” explained Walsh, following a brief break in a recent workout. “Every step we take is a mirror image so when my left leg is coming through, his right leg is, and vice versa, so we are covering the same amount of ground with each stride.” Personality is also important. “It really is like a marriage,” laughed Walsh. “You spend so much time together, training, at meets, hotels, etc. You have to be able to put up with each other and know each other’s personalities on and off the track.” “It was amazing to me how quickly I meshed with him,” added Williamson. “We can both laugh quite easily, whether at ourselves or at a joke.” After about four or five practices, it became obvious that this partnership would work. “We are a team, that is the most awesome thing,” Williamson described. “We are competing as one athlete. “I think it is really a unique experience that not a lot of athletes would really get.” For Walsh, who grew up in Coquitlam and now lives in New Westminster, this is his third Paralympic Games. He competed in Athens in 2004, placing fifth in the T11 400m race and was 11th in Beijing four years later. Walsh was 11th in the 400m race after suffering through a hip flexor and quad injury. Walsh is running two events in London: the 4x100 relay—alongside Braedon Dolfo— and the 400m, and he feels good about his chances. “I have been to two medal ceremonies and had to watch, which is a very frustrating T:10.3125” thing,” he said.

33 PEDERSON, Grace Ann On Friday, August 10, 2012, Grace peacefully passed away with her children at her side at the age of 73 at Vancouver General Hospital (VGH). Grace was predeceased by her parents, Peter & Ingaborg, brothers Maurice and Palmer, daughter Phyllis and grandchildren Kenneth and Chris. Left to cherish her memory are her 6 children, 11 grandchildren and 6 great grandchildren. She will be sadly missed by her daughters Pat (Ike), Geraldine (Peter), Linda, and Nancy (Joe), sons Ken (Gwen), and Abe. As well as sisters Clara, Joyce (John), Bernice and brothers Parnell (Marion), Ivan (Lorraine) and Lloyd (Marilyn),and numerous family members in BC and Manitoba. Grace was born September 19, 1938 in Vita Manitoba and moved to BC in 1965. Although she often stated that she was a BC girl, she returned to Manitoba regularly to visit her family, whom she cherished. She was a kind soul who loved to laugh and enjoy life. She always had a smile to give and a kind word to say. Strangers were immediately drawn to her because of her genuine warmth and friendliness. She loved her Harlequin Romance novels, traveling, dancing to good fiddling country music, taking pictures, watching Canucks games and spending time with family and friends. Grace enjoyed activities such as bowling, bingo, playing cards & slot machines. She used the latest Facebook & texting technology to connect with people. She truly loved people and life itself and was tenacious and fiercely independent. She was always game to try anything needing little encouragement. She had an amazing ability to live life one day at a time. Her children wish to thank the staff of the Palliative care Unit of VGH. Your love and kindness towards our Mom and the entire family will never be forgotten. Also, the staff at the Cardiac Clinic at the Royal Columbian Hospital were dear to mom’s heart, always taking the time to assist her and truly caring for her wellbeing. There will be 2 services to Celebrate our Beloved Mother’s life. In Burnaby, a memorial service will be held at her residence on August 26, 2012 at 1pm, and a private family service will be held in Piney, Manitoba on Sunday, Sept 16, 2012. “Plenty of Grace was in this place”

CALL FOR NOMINATIONS In honour of October 1st the International Day of the Older Person, please join Harmony Court Estate Retirement Community (AgeCare) and the Burnaby New Westminster NewsLeader to celebrate our local seniors with our 3rd Annual Seniors of Distinction Awards. The Seniors of Distinction Awards are an opportunity to recognize all seniors who share their culture and talents, enrich our communities and enhance the well-being of those around them. We have created the following four categories to honour local seniors in which nominees can be entered. Arts: Visual • Performing • Literary and other. Leadership: Service to associations, director of not-for-profit programs, support groups etc. Community: Volunteerism, community fundraising, etc. Healthy Living: Sports, gardening, recreation participation etc. Who can I nominate? • Anyone who is over the age of 65 as of January 1, 2012. • Anyone who currently lives in Burnaby or New Westminister. • Anyone whose accomplishments took place in Burnaby or New Westminster. • Awards are not for past achievements - prior to being 65 years of age. How will the winner be selected? A Selection Committee comprised of local community citizens and sponsors will review nominations.
