Appeal in roadrage trial Parent wants conviction, sentence overturned

Just when the O’Brien family thought they could move on from what has been a nightmare since the hit and run death of their son Silas, they now are dealing with news that Brent Parent has filed an appeal to his sentence. Parent wants his conviction and sentence overturned for the 2008 hit and run death of 21-year-old Silas O’Brien of Abbotsford. Parent, 43, filed with the B.C. Court of Appeal on June 4. He is currently behind bars. A B.C. Supreme Court judge sentenced the Langley man in May to five and a half years behind bars and a 12-year driving ban. In front of a full courtroom in New Westminster, Judge Terence Schultes said he wanted to strike a balance between the Crown’s request to see Parent go away for eight years and the defence’s suggestion of three to four years. He also hoped that Parent would take advantage of anger management counselling that will be made available to him in prison. After he was sentenced, O’Brien’s father Rodger spoke to the media, saying the sentence was what he expected. Parent has 64 driving convictions and five driving suspensions. O’Brien said at the time that he didn’t think Parent would appeal the sentence. Continued on A4

NewsBytes The Gladwin Language Centre in Abbotsford has closed its doors after 19 years, due to recent thefts and an inability to find a suitable new location. “It is heartbreaking to close down something that was so rewarding to staff and students,” an email press release stated. “The instructors here all cared very much about their students, and helping new immigrants settle successfully in the community was a mission shared by all the staff.” The centre was located at #210 2580 Cedar Park Place. Among the services it provided were English as a Second Language classes, job training, and multicultural workshops. The centre is working closely with Abbotsford Community Services in the transfer of students to the English Language Services for Adults (ELSA) program. Students will be contacted by the ELSA department before September to let them know where their new classes will be. Any student who does not receive a call before Sept. 10 is asked to contact ELSA at 604859-7814 (local 216).

CURBSIDE COMPOSTING A new city-wide curbside composting program will begin on Jan. 2, 2013. Made public in April 2011, the program will require people to separate all compostables (food waste, grass clippings, etc.) and collect them separately from other household wastes. The city will collect all three streams of household waste (recycling and compost once a week and garbage once every two weeks). The company Net Zero Waste Inc. has been awarded a $6-million, 10-year contract for compostable waste disposal and processing services. The facility is now being built at 5050 Gladwin Rd. The program is expected to divert about 4,000 tonnes of garbage from the Cache Creek landfill site per year. A composting initiation kit, which includes a kitchen compost collection pail, will be distributed to residents in the fall.

More than 3,000 guests are expected to attend the opening ceremony for the 36th annual B.C. Elders Gathering today at Tradex in Abbotsford. This year’s event runs from Tuesday to Thursday and is hosted by the Tsawwassen First Nation and Sto:lo Communities. The theme is “Lets’emot” – One Heart, One Mind, One Family. The Elders Gathering takes place each year in B.C. and is hosted by different First Nation communities. This is the second consecutive year that it is being held in Abbotsford. The purpose of the gathering is for elders to socialize, share their accomplishments and prepare themselves for future work. They also share their traditional ways – through song, dance and ceremonies throughout the event – with visiting cultural and linguistic groups. Last year, more than 1,500 participants attended the gathering each day, participating in meetings, workshops and various other activities. The opening ceremony begins at 1 p.m. today. Payroll needs scrutiny If bringing a new measure of reality to city spending is an objective of the mayor and members of council, the civic payroll should be under increased scrutiny in the next budget. In 2011, the City of Abbotsford spent $45.8 million on employee wages and salaries. That’s up $3.5 million from 2010. Unionized city staff received a three per cent increase, which is not unreasonable, but still generous considering the challenged economy and provincial government public service contracts that commonly saw settlements of two, one or even zero per cent. However, the bigger question is in the rest of the payroll ﬁgures. Thirty-one city employees – all earning more than $75,000 annually, and some far more – saw their income increase by more than 10 per cent in 2011, costing taxpayers an additional $462,000. Ten of those people saw increases in excess of 15 per cent. Some of those hikes were due to

promotion, and others may have been affected by holiday buy-outs. There may be other factors involved, but nevertheless, the public optics aren’t good. Two years ago, the city engaged a consultant to conduct a compensation review for civic employees, comparing this city’s salary levels against other communities. The comparison game is rarely ever kind to taxpayers, who it seems must shell out more and more so public servants can keep pace with counterparts elsewhere – who are doing the same, in a never-ending escalation. It is incumbent upon Abbotsford’s civic leaders to set their own agenda, driven by fiscal restraint. Many taxpayers will look at significant increases in individual civic employee incomes, and a $3.5-million jump in overall payroll costs in one year, and have trouble believing council has a firm grip on the spending tap.

Other Hand In this month, 65 years ago, a French designer developed a fashion trend that, for good or bad, has created intrigue for generations of men. First impressions were that it was scandalous, and it really wasn’t universally adopted until the “freedom” decade of the 1960s. Oddly enough, despite its development having nothing to do with the atomic age, it is for some of us who have an interest in historic events a vague and very rare reminder of nuclear testing on a remote Pacific Island. What was revealed on that July day so long ago, along with a generous show of flesh, was the bikini, named after the famous atoll on which numerous bombs were detonated. The outfit’s ‘explosive’ design has become not so much a bathing suit as it is a declara-

tion of uninhibitedness which, on the sleek and fit, is a wonderful sight. And it took a mindless, but obviously influential song: Itsy Bitsy Yellow Polka Dot Bikini, to launch it into world acceptance. It obviously looks ‘wonderful’ on magazine models, but on those “less fit” or well past the age of appropriateness it can be downright awful. Rather like the 1980s’ adoption of lycraspandex: worn on a person of normal height/weight proportion acceptable, on those who are not … the contemplation of such visions is enough to generate thoughts of nightmarish dimension. However, it’s not for me to judge a person’s feeling of comfort, possible lack of taste or the clothes they wear, for that only leads to possibly inaccurate conclusions. For instance, last week in a parking lot tying down a couple of lawn chairs just purchased, I heard someone say something. Out of the corner of my eye I noticed a man who, judging by his apparel, I assumed was a homeless person about to hit me up for change or cigarettes. I gave a cursory and dis-

missive hello, and then he said “You’re Mark Rushton,” before wandering off. Perhaps he was someone from my past who, now down on his luck, I didn’t recognize, or maybe he is homeless and just reads my column. I regret not calling him back for a quick chat.

The encounter did remind me that what you wear isn’t necessarily an indicator of what or who you are. However . . . . “Jack”, I replied, “it’s not what’s on your head that counts, but what’s in it.” The same goes for clothing, though I must confess that when I’m in town shopping while wearing a pair of grubby gardening jeans with the knees ripped out, I am occasionally embarrassed. However, when something is needed in a hurry, and then on the same trip ﬁgure I might as well pick up stuff in places other than the hardware store, convenience occasionally supercedes couture. I’m also reminded not to come to quick conclusions, for as the old saying goes: to assume is to often make an ‘ass (of) u (or) me’. As to the bikini and the iterations and variations of today, I will leave their appreciation to those of an age that is more appropriate to appreciate them. Then again, when you quit looking you might as well quit living, especially when you consider the suit itself is now ofﬁcially a ‘senior citizen’! markrushton@abbynews.com

‘Super prolific’ offender charged again Vikki HOPES Abbotsford News

A man described by police as a “super prolific offender” has been arrested and charged with a new series of offences related to an alleged stolen vehicle. Abbotsford Police Const. Ian MacDonald said Clayton Burton Orr, 26, was allegedly seen driving a VW Passat that had been reported stolen from Surrey. At times, the vehicle was also allegedly occupied by two other

people – Sean Eric Dickie, 31, and Amber Catherine Nowacki, 19, who have also been charged. MacDonald said the Passat was stolen at the end of May and was spotted in Abbotsford, Coquitlam and Langley at various times in June. He said that every time the occupants spotted police, they would speed away and drive erratically, including on the shoulder of the road, against the traffic flow, and through traffic signals.

Flood alert lifted

Abbotsford has rescinded the flood evacuation alert in all of the unprotected areas of Glen Valley and Matsqui Prairie said acting fire chief Dale Unrau on Wednesday. The alert was issued June 20, 2012 to residents in the unprotected areas of Glen Valley and Matsqui Prairie. “We would like to thank residents of Glen Valley and Matsqui Prairie for their understanding as rising waters caused roads, trails, and access to some of their homes to be shut down,” said Unrau. The alert was part of a flood response plan that is followed by the City of Abbotsford each year during freshet season. As the Fraser River rises, monitoring and levels of action also escalate to ensure public safety. River Road is open to the public with the portion of River Road east of Bradner Road restricted to passenger vehicles and limited truck traffic only. The city will continue to monitor river conditions. Call 604-864-5688 for information.

MacDonald said police did not pursue the vehicle, because they did not want to put public safety at risk. He said whenever police visited the home of the alleged suspect(s), no one was at home. Charges were laid on June 19, but MacDonald did not know the circumstances of the arrests. Orr, Dickie and Nowacki have each been charged with possession of stolen property

and possession of a break-in instrument. Orr faces four additional charges – a second charge of possession of stolen property, as well as dangerous operation of a motor vehicle and two counts of operating a vehicle while disqualified. MacDonald said Orr has had more than 70 “contacts” with police in recent years, resulting in more than 70 charges. He has also had more than 30 convictions for offences such

In January of this year, Orr was charged with possession of stolen property after he was accused of stealing a 2010 Chevy Equinox from Abbotsford. He was stopped with two others, a 22-year-old man and a 17-year-old girl, in Aldergrove in a vehicle that was allegedly sporting licence plates stolen from Mission.

Michael, his wife, and their two kids had just crossed the border into Abbotsford on their way back from watching a baseball game in Seattle on Canada Day at about 10:30 p.m. when they heard a loud bang. Something had hit their brand-new Honda Accord – purchased the day before – and they thought it must have been a rock bouncing up from the truck in front of them as they travelled north on Sumas Way between Vye and McConnell roads. But at a stop for dinner not long after, Michael (who did not want his surname used) realized the mark could not have been caused by a rock. There was a small hole located just below the window on the rear passenger side, where his eight-year-old daughter had been sitting. There were no other marks or scratches along the car, and Michael believed the dent had been caused by a pellet or bullet. He called police when they arrived home in

Port Moody, and was told he was the second person that night to call about such an incident in that area. The family was asked to meet Abbotsford Police officers back at the scene so a report could be filed. Const. Ian MacDonald confirmed that police received two such reports on the evening of July 1, and the hole on Michael’s vehicle had been caused by a pellet. He said police combed the area looking for the culprit and knocked on residents’ doors, but there were no suspects or witnesses. MacDonald said police also tried to gather surveillance video, but there are no cameras along that stretch of Sumas Way. Michael said he wants people to be aware of the situation. “I hope this person (the shooter) doesn’t feel confident that they can do it again ... It could have gone terribly wrong.” The Abbotsford Police Department is asking for anyone who might have experienced a similar incident, or who has information, to call them at 604-859-5225.

The Abbotsford Police Department (APD) has launched a mini public-awareness campaign to remind people to lock up their homes and vehicles. Const. Ian MacDonald said police have been astounded at the number of thefts that have occurred from people failing to lock a door or window. They have created a series of short videos – called the Not Even Locked Project – that have been posted on YouTube to remind people of some common-sense tips. “You have criminals who are opportunists ... They’re trying doors and windows, and when they find one that’s open, they’re in,” MacDonald said. In a period of just over two weeks, police received about 50 reports of people having items such as electronics, cash and ID stolen from their cars. In the majority of cases, the vehicles were left unlocked, MacDonald said. In one case, a driver left his vehicle unlocked with his car keys and wallet on the seat. The man’s credit and debit cards had his personal identification numbers written on the back. MacDonald said not only did the thief

Swinging with Horizon The Envision Twilight Concert Series continues at Mission’s Fraser River Heritage Park when Horizon brings swing, blues, soul, R&B, and a little country to the stage on July 13 from 7 to 8 p.m. Consisting of eight versatile and entertaining musicians all from the lower Fraser Valley, Horizon features lead guitarist Warren Grosland, Johan Worst on acoustic jazz and electric bass, Freddie Schmidt on saxophone, drummer Rick Noel, and keyboardist Asger Hansen. Crystal Hicks, Dana Wright and Chantelle Wright will deliver lead and vocal harmonies. The Envision Twilight Concert Series’ July 18th show will be a preview of some of what is available at the upcoming Mission Folk Music Festival at Fraser River Heritage Park the following weekend. Swedish group Lyy will perform from 7 to 8 p.m.

Although the musicians are young, this captivating Swedish band has been around since 2006, playing a mix of medieval ballads, energetic dance tunes and folk music with a rock structure. Envision Twilight Concerts are a community, free-by-donation series. For more information call 604826-0277.

Abbotsford hosted the inaugural Canadian pickleball championships on the weekend, a piece of news which would prompt most sports fans to ask – what on earth is pickleball? Pickleball is, in fact, a fastgrowing game – there are over 100,000 players registered in the United States and roughly 10,000 players in Canada, including about 200 from Abbotsford. It’s a hybrid of tennis and badminton, played with a hard paddle and a wiffle-type ball on a badminton-sized court, with

the net lowered to 36 inches. As for the origins of the colourful moniker, there’s a bit of controversy. The popular account holds that when the sport’s inventors, U.S. Congressman Joel Pritchard and William Bell, first devised the game in 1965 in Washington state, Pritchard’s dog Pickles frequently chased down errant balls and hid with them in the bushes. Hence, Pickles’ ball game came to be called pickleball. Pritchard’s wife Joan has offered a differing version of events in recent interviews. The sport, which grew out of the haphazard equipment the

family had on hand, reminded her of the “pickle boat” in rowing, where oarsmen were chosen from the leftovers from other boats. She noted the Pritchard family dog wasn’t acquired until 1967 and was named after the game, not the other way around. “It’s kind of a dumb name,” acknowledged Dave Shepherd, an Abbotsford resident who is on the board of Pickleball Canada. “But it’s been around long enough, I don’t think they’ll ever change it.” And pickleball enthusiasts wouldn’t have it any other way.

The Abbotsford Strikers midget girls fastpitch team brought home the gold medal from the regional championships in Langley last week. The local under-19 squad clinched the title by beating Cloverdale via the mercy rule in the final. Head coach Kim Konias noted that with just 10 girls on the roster, the Strikers require major contributions from every player in order to be successful. That’s just what they got at regionals. “I was so proud of those girls,” Konias enthused. “It was a real team effort. They defended well, they pitched well, and they hit really, really well. It was an all-around performance by all of them.” The Strikers suffered their lone loss of the tournament to Cloverdale during preliminary-round action,

The weekend tournament drew 168 athletes from across Canada and the United States to a pair of local host sites, Abbotsford Recreation Centre and Yale Secondary. Among the participants were four American national champions – Jennifer Lucore, Darcy Jacobsen, Billy Jacobsen and Chris Miller – and they dominated the open divisions. Adam Hadwin and Nick Taylor's fortunes ran parallel on the weekend, as the Abbotsford golfers both finished tied for 15th at the Canadian Tour's Dakota Dunes Casino Open in Saskatoon. Hadwin was making a rare CanTour start due to a week off in the Web.com Tour (formerly known as the Nationwide Tour) schedule. He finished with a five-under 67 in Sunday's final round to end up at 11 under par, after opening with rounds of 72, 67 and 71. Taylor, a CanTour regular, was under par in each of his first three rounds, shooting 70, 66 and 68. He took a step back on Sunday, carding a oneover 73 to finish eight strokes back of winner Matt Hill, who beat Will Strickler in a playoff. Hadwin and Taylor each earned $2,260, and Taylor sits seventh on the CanTour order of merit. Q Hadwin, as expected, has been granted an exemption into the RBC Canadian Open. “BUNNY” DAVIDSON David Malcolm Davidson passed away peacefully at Christine Morrison Hospice on July 7, 2012 at the age of 74. He was born in Victoria on April 16, 1938. Bunny worked at the Abbotsford Co-op for 35 years and had his own plumbing business “The Drip Stopper” for 12 years. He is lovingly remembered by his wife of 35 years, Shirley; 2 daughters Bev and Brenda; 1 grandson; 1 granddaughter; 4 great granddaughters and 1 sister Ann. Bunny will be missed by his other family members as well as many friends. He was an avid golfer and a member of Ledgeview Golf Club, enjoying bridge and horseshoes as well. A Remembrance Tea will be held Tuesday, July 17 at 1:00 p.m. at Carriage Lane Community Hall, 32691 Garibaldi Dr., Abbotsford. Dr. Everhardus Jan (John) Buirs September, 1925 - June, 2012 Dr. E. John Buirs passed away peacefully at his home on June 27, 2012 at the age of 86. As a family physician, he touched many people’s lives in the community through his selfless dedication to his work. In his leisure time, he was a lifelong learner, always keen to know more about gardening, music, art, philosophy, current events, and history. John is survived by his wife, Margaret (Rita) Buirs, his 3 sons, Michael, Brian, and Robin Buirs, 3 daughters-inlaw, Julie-Ann Harrison, Diane Buirs, and Betty Anne Buirs, 7 grandchildren, Samantha, Kathryn, Taylor, Brittany, Chelsey, Liam, and Ryan. John immigrated from Holland to Calgary in 1950 and settled in Clearbrook in 1955 where he raised his family. He was instrumental in developing the McCallum Medical Towers in 1972, one of the largest commercial buildings built in Abbotsford at the time. In 1975, he married Margaret Wiebe, and they spent 37 years together. John was a very private individual, and in keeping with his final wishes, there will be a small gathering of family and close friends for a memorial service at his home. No ﬂowers by request.
