School suspensions for drugs setting a new five-year mark Substance abuse task force makes recommendations Vikki HOPES Abbotsford News

Drug suspensions in Abbotsford public high schools are at their highest level in five years, according to a report released this week by the school district’s substance abuse task force. The task force reported at Monday’s board of education meeting that drug suspensions for the first eight months of the 2011/12 school year were at 160 – up 33 per cent from all of the previous school year, when they were at about 120. The number of drug suspensions was also at about 120 in 2008, compared to 130 in 2009 and 70 in 2010. Trustee Rhonda Pauls speculated that the numbers could be up this year because of more focus on the issue by school administrators and staff. Yale Secondary principal Jay Pankratz, a member of the task force, disagreed. He said staff have used the same approach in the last five years to handle any drug issues involving students.

“But we have really seen an increase in usage, (especially among) younger kids. Ninth grade boys are off the charts this year,” he said. The report also cited a survey conducted at Clayburn Middle School, showing that students are experimenting with drugs as young as Grade 6. Alcohol, marijuana and tobacco continue to be the top substances used by teens, followed in smaller proportions by ecstasy, inhalants and crystal meth. The task force was formed three months ago in the wake of several ecstasy deaths in the province, including two in Abbotsford. The 12-person committee consisted of staff from local schools and representatives from the District Parents’ Advisory Council, the Abbotsford Police Department and community agencies. Their report concluded the school district has already implemented several effective policies and programs, but more work is needed. Their top recommendation is that the

district hire an administrator to oversee school safety, school completion and “social responsibility” initiatives, including those related to substance abuse. Robert Bateman Secondary principal Jinder Sarowa, who headed the task force, said this would ensure that programs are consistent across the district. The other top five recommendations are: – provide a common drug-education, prevention and problem-solving curriculum across the district; – conduct a survey of students about their substance use; – align training and practices for school drug and alcohol youth care workers; – hire two “engagement workers,” one to liaise with students and one for parents; and – expand the YMCA alternate suspension program to the west side of Abbotsford. The board of education made no decisions on the recommendations, pending the presentation of an implementation plan at a later date.

NewsBytes FATAL ACCIDENT A man died in a two-car crash in Abbotsford on Tuesday afternoon. The collision occurred at about 2:30 p.m. in the northbound lanes of Highway 11, just south of Bateman Road. The man was believed to be the driver of a Dodge Caravan that collided with a Ford pickup. No further details were available as of press deadline on Tuesday afternoon, including the cause of the crash, the name and age of the man, or the condition of other people involved.

TRAFFIC BLITZ Abbotsford Police ticketed 14 people for speeding during an enforcement blitz on Monday, and all were going more than 30 km/h over the posted limited. Const. Ian MacDonald said the speed limit on Maclure Road between Townline and Blue Jay is 60 km/h, but the drivers were recorded at speeds of 91 to 121 km/h. Three of the motorists had their cars impounded for seven days for travelling 40 km/h or more over the speed limit. Tickets were also issued for distracted driving, failing to wear a seatbelt, and not displaying the “N” (new driver) sign.

LOVE OF READING GRANT Barrowtown elementary school in Abbotsford is the recipient of a 2012 Indigo Love of Reading Foundation grant worth $30,000, which will be used to stock its library with new books. The funds will go to the school over three years. Barrowtown is among 20 elementary schools which will share the Love of Reading Foundation’s annual $1.5 million allocation. The announcement came with a significant milestone – the Foundation has now funded 1,000,000 books for high-need school libraries in Canada.

The Abbotsford board of education has approved a balanced school district budget of about $181 million for 201213. Secretary-treasurer Ray Velestuk described the budget as “generally status quo” with few new initiatives or cuts.

Velestuk said among the funding pressures faced by the district in the 2012-13 budget are teacher salary increments of $1.2 million, a possible BC Hydro increase of $60,000 and estimated fuel costs of $75,000.

Appeal granted in fraud case WIN A 1965 Sikander Bath fights four-year sentence

An appeal has been granted for a Mission man sentenced to four and a half years in prison for his role in a GST fraud scam. Sikander Singh Bath, 57, is appealing both his sentence and conviction on six counts of fraud. He has been released from prison, pending the outcome of the proceedings. Bath was convicted in December 2011 and sentenced in April, along with co-accused Manjit Khangura, 41, of Abbotsford who received a three-year prison term for three counts of fraud. The two men were originally each charged with 20 counts of fraud and two counts of money laundering. The Crown had alleged the pair created 20 false companies purporting to export lumber, shake and shingle products between 1994 and 1997 and fraudulently claimed GST refunds of between $400,000 and $2.4 million each. The judge ruled that Bath was involved in six of the

sham companies, collecting approximately $400,000 in false claims. Bath’s lawyer argued an appeal should be granted because Bath was convicted on mostly circumstantial evidence, and the trial judge erred by relying on evidence from co-accused Paramjit Gill. Gill, 55, entered into an arrangement with Crown and received two years less a day in prison after pleading guilty to three fraud offences. In exchange, he testified at the trial for Bath and Khangura. Bath was convicted on grounds that were “unreasonable and unsupported by the evidence,” according to his lawyer. B.C. Court of Appeal Justice Christopher Hinkson granted the appeal and agreed that Bath should be released from prison in the meantime, saying he poses no public safety risk and previously followed the terms of his bail while awaiting trial. A date for the appeal proceedings has not yet been set.

NEXUS lane open at Sumas crossing U.S. Customs and Border Protection (CBP) has expanded its NEXUS program to the Sumas, Wash. port of entry. On Friday (May 25), a new dedicated NEXUS-only lane began operation and will run 7 a.m. to 7 p.m., seven days a week. The NEXUS program allows prescreened, low-risk travellers expedited processing by U.S. and Canadian officials across the U.S.-Canada border at designated air, land, and marine locations.

Approved applicants are issued a Western Hemisphere Travel Initiative (WHTI), Radio Frequency Identification (RFID) technology-enabled membership card. The Abbotsford Chamber of Commerce has been lobbying governments on both sides of the border to give the Abbotsford-Sumas crossing the recognition it deserves as a major transportation link. “In a meeting this January with U.S. Consul General Anne Callaghan

The B.C. public is extremely cynical about the RCMP (as an organization) right now. This is the result of a number of incidents. The most notable ones are the widespread perception that some men within the RCMP systematically harass female members and civilian workers; the Tasering death of a confused Polish man at the Vancouver

Airport; the Mountie who left the scene of a fatal accident and fortiﬁed himself with vodka; and the shooting death of an unarmed prisoner at the Houston police detachment. Deputy Commissioner Craig Callens, who has taken over as the top Mountie in B.C., says things will change – but this transfer tells people that things aren’t changing. Coming on the heels of renewal of the RCMP contract in B.C. for a 20-year period, it’s too much for many. The vast majority of Mounties are upright, honest people whose devotion to the force’s goal “to serve and protect” is obvious. It would be hard to believe that most of them aren’t as disgusted with the decision in regard to Ray as the rest of us are. It’s even harder to imagine that the RCMP brass who made the decision didn’t see the terrible public optics. – Black Press

B.C. Views With ongoing pipeline and oil tanker skirmishes, and a hot summer for mining and logging still to come, the green war in B.C. shows no signs of slowing down. Things are already hot in the Fraser Valley, where the federal government’s change to the definition of fish habitat has opened a new front on the farms. Farmers briefly got into the public discussion by hauling a couple of cute calves into downtown Vancouver and staging a television-friendly demo in front of the federal fisheries office. They have been saying for decades that imposing salmon stream regulations on drainage ditches around their fields is impractical. Fraser Valley Conservative MPs Randy Kamp and Mark Strahl even had the nerve to meet with local mayors to hear their concerns about B.C.’s most productive farmland, without inviting self-appointed “activists.”

Arrayed against them is an environmental lobby whose deep green wing was defined by Marvin Rosenau, a former provincial biologist who now teaches “fish, wildlife and recreation technology” at BCIT. “Mark Strahl is leading the charge of eco-fascists intent on making the last dime off the backs of the last remnants of an absolutely spectacular ecosystem,” Rosenau told the Chilliwack Progress. “A massive and productive floodplain of fish and aquatic values … has been drained, ditched, tiled and laser-leveled for agricultural profit.” The same could be said for the broad fields of Richmond and Pitt Polder farms north of the Fraser, a wetland diked and drained by Dutch settlers after World War II. Farms are “industrializing the landscape,” said Rosenau, who stopped short of calling for them all to be shut down. At the provincial level we have a new Animal Health Act, which threatens heavy fines or even jail time for prematurely leaking reports of serious animal disease outbreaks. This was also portrayed as a jack-booted sellout of the public’s right to know, putting the business interests of land and ocean farms

Agriculture Minister Don McRae assures me this legislation will not result in reporters or environmental activists being thrown in jail for telling the public about sick animals. They and the farmers themselves can say all they want, once infections are conﬁrmed and quarantines established. McRae and Paul Kitching, B.C.’s chief veterinarian, pleaded for the public to

understand that any farm reporting system must rely on voluntary compliance by farmers. When the B.C. government took the advice of B.C. Information and Privacy Commissioner Elizabeth Denham and began releasing fish farm inspection data in 2010, the operators stopped providing samples voluntarily. The fish farmers’ position was that you can have a cooperative system of farm inspections or one that’s imposed, but not both. Imposing inspections on land farms across B.C.’s vast area is even less practical. Former Alberta premier Ralph Klein famously observed that the next rancher to find a possible mad cow should have “shot, shoveled and shut up” rather than file a report and devastate the industry. Denham, the NDP and others appear to operate under an assumption that there should be sufficient government resources to sample and inspect every farm across B.C. for reportable contagious illnesses. Former NHL’er, Stanley Cup winner, and NHL coach Ryan Walter, you deserve a big thank you from the City of Abbotsford, and this long-time hockey fan and resident of the city, for all your hard work in season one as your job as president of the Abbotsford Heat. The community aspect of your vision for a long-term successful franchise has come into play with all the theme nights and afternoon contests. Children attending the special “school day” game was a smart marketing move because the children, along with their elders, will want to come back again and again. The special forces and corrections staff were acknowledged; churches and the Punjab community were represented; and country music night and Lanny McDonald night were examples of these theme games. Of course, a winning team helps bring bodies into the rink and although Jay Feaster’s Calgary Flames didn’t do so well, the brand of hockey in his vision for the big team translated to an entertaining up-tempo style of hockey for our city’s team. There is not enough “pasture” out there to feed all these teams. Yes, the attendance numbers are tough as Ryan states, and it will take more than a summer to figure it out, if it is at all possible. Ryan thinks that all one million people in this beautiful Valley should be Heat fans. Just because his life is centred around hockey does not mean everyone should be. I have nothing against hockey as a sport, but I do not think that my wife and I should have our tax dollars supporting the Heat. I would say Ryan has a long, long way to go to finally get off the people’s dole.

Any shortfall should be covered by the NHL players, who are the ones who will benefit in the end. A $1.1-million shortfall for 2011/12 does not need any figuring out and it’s time to throw in the towel as far as public monies being shovelled at the Heat. Watching the swifts Naturalists flock to former Customs house

The sight of hundreds, and even thousands, of small birds swirling over a chimney, and then suddenly plunging in unison down the flue, is one that fascinates bird watchers and naturalists. They staked out spots on the Canada side of the U.S. border, watching the former U.S. Customs building in Sumas. They arrived before sundown, to watch the Vaux’s swifts come home to roost at nightfall. The birds – similar to swallows – are back throughout April and May from wintering in Mexico. Steve Howard is a member of the Abbotsford-Mission Nature Club, and he joins bird watchers across California, Oregon, Washington State, B.C. and Alaska who follow the swifts. He recently took a shift

As the sun went down, he would see a few birds start to fly over the chimney. “Then, within 20 minutes, there were like a thousand of them,” he said. Last year, there was only one night when their numbers exceeded 1,000, and he said about 500 is

typical. The birds will also seek hollow logs and snags to roost in. The building has been a roost for the birds for some 70 years. From South America to Australia, Scandinavia to Polynesia, North America to India and beyond, dozens of groups will help celebrate 25 years of music. A sampling of the talent confirmed to participate includes: Renato Borghetti and Artur Bonilla (Brasil); Los Pinguos (Argentina); H’sao (Chad/ Canada); Talavya (India);

Rasmus Lyberth (Greenland); Pacific Curls (Polynesia/New Zealand/Scotland); Minor Empire (Turkey/Canada); Jacky Essombe (Cameroon/ Canada) and many more. The festival takes place July 19-22 at the Fraser River Heritage Park, 7494 Mary St. in Mission. Early bird weekend passes are on sale now and will be available until June 20. Ellis group jazzes it up

The Brent Ellis Group will be playing its funky jazz fusion at the Matsqui Centennial Auditorium, 32315 South Fraser Way, Abbotsford, on Saturday, June 9, at 7 p.m. Doors open at 6:30 p.m. Tickets are $10, and are available at Kingâ€™s Music, 2669 Langdon St. in Abbotsford, as well as at the door. The turnout was incredible and we enjoyed opening our doors to more than 200 people who were taken on a tour of operations at The News including: circulation, newsroom, creative, advertising pre-press, press and bindery. Three special editions were printed right in front of our Open House visitors. I would also like to make special mention of two secondary schools. First, W.J. Mouat for lending us equipment to broadcast live during the event and secondly to the 22 students and teacher Miss Ali Blair from Robert Bateman for providing extended coverage of the day. Abbotsford, over the decades, has produced more than its share of elite golfers. And as it happens, the prolific local golf scene also boasts a powerful sense of community. That much was clear last Thursday, as the University of the Fraser Valley’s annual proam fundraising tournament took over Ledgeview Golf and

Country Club. Every local golf luminary, it seemed, was in attendance at the event, which raised money for the Cascades golf team and Holmberg House, part of the campus of care being constructed at the Abbotsford Regional Hospital. Former PGA Tour pro Ray Stewart hosted the event – his son Brett is a former Cascade. Andrew Smeeth, a former B.C. junior (1990 and ’91) and B.C. amateur (1993) winner, and James Lepp, the 2005 NCAA individual champ, were also in the field, along with the current torchbearers for Abbotsford golf – Adam Hadwin and Nick Taylor. That the two young pros took

time out of their travel-heavy schedules to attend underscored that this is a tight-knit fraternity. “It’s really cool – it’s kind of a throwback day,” Hadwin said. “You’ve got Lepp and Nick and his brother Josh, and Ray and Andrew. It’s everyone who grew up here and played out of this course. It’s really fun to play with all of them again.” Hadwin enjoyed a breakout season in 2011, rising up the World Golf Rankings to become the topranked Canadian. The erstwhile Canadian Tour regular appeared in and made the cut in five PGA Tour events – the U.S. Open, RBC Canadian Open, Frys.com Open, McGladrey Classic and the

Greenbrier Classic – and earned $440,752. Hadwin is on the Nationwide Tour this season, and has earned $44,838 while making the cut in six of the first nine events. He’s still seeking his first Nationwide win – he’s been in the mix on Sunday at two tournaments, but faded out of contention both times. Hadwin’s goal is to finish among the top 25 on the Nationwide money list, which would secure him a PGA Tour card for 2013. He currently sits 36th. “A few less shots on Sundays, and I’d be in a much better position than I am,” he noted. “I may have won an event already. “But it hasn’t been too bad.

Hadwin believes he’s the only golfer currently sporting a pro team’s logo. “Jeff Quinney used to partner with the Phoenix Coyotes, and Ben Curtis was with the NFL for a while,” the Bateman Secondary grad said. “But those are the only two I’ve ever heard of. It’s very unique, and I think it’s going to be a lot of fun. “It certainly gives me some more exposure, being with the Canucks. I’ve got to scoop up some hockey fans.” Taylor, also 24, is one step behind Hadwin on the pro golf ladder – his second full pro season will be primarily spent on the Canadian Tour, which opens its schedule next week with the Times Colonist Island Savings Open in Victoria. in Blythewood, S.C. “I’ve felt, since the new year started, that I’ve been playing pretty well,” said Taylor, a Yale Secondary grad who spent 21 weeks at the top of the world amateur golf rankings in 2009. “I’ve been to a lot of one-round qualifiers, and some of them, I haven’t played well. But in most three or four-round golf tournaments, I’ve been playing well. That’s all that matters once the Canadian Tour starts. I’m excited for that.” Taylor turned pro in the summer of 2010, and he said he’s experienced a steep learning curve. “But I think I’m learning pretty quick,” he said. “I’ve been happy with the last four or five months, how it’s been going. “It’s about managing the game a little more. Cascades soccer teams to call Chilliwack home

The University of the Fraser Valley’s soccer teams are moving from Abbotsford to Chilliwack. It’s with heavy hearts we announce the unexpected passing of our beloved mother and grandmother.
