Coming down the pipe Kinder Morgan Canada is seeking to twin its Trans Mountain Pipeline that runs through Abbotsford on its route from northern Alberta to Burnaby. The expansion would mean a major increase in the amount of crude oil the pipeline carries, and in the number of tankers passing through coastal waters. While environmentalists worry about possible spills, the company points out that oil is vital to the economy, and the pipeline is the safest way to transport it. A News special series. A3

Pastor will plead guilty An Abbotsford pastor plans to plead guilty to a sexual offence against a 15-year-old boy. Patrick Marini, 69, was scheduled to enter the plea Tuesday in Abbotsford provincial court, but the matter was adjourned until May 17. Marini has been charged with sexual assault and sexual interference of a person under 16. Outside court, his lawyer Joel Doucette said it’s not known whether Marini intends to plead guilty to one or both offences, or to a lesser charge. Marini was charged after a teenage boy told his mother about an incident that allegedly occurred Feb. 11. The matter was reported to Abbotsford Police. An online profile describes Marini as a missionary/pastor who has ministered in Canada, the U.S., India, Africa and Europe. He previously lived in Ontario and Saskatchewan.

There was a strong smell of oil in the area, and some residents complained of nausea and headaches. The spill was cleaned up the same day, Hobenshield said. In both cases, Kinder Morgan took steps aimed at ensuring these incidents do not occur in the future, she said. She said there are definite benefits for the city of Abbotsford. Currently, Kinder Morgan pays the city $2 million per year in municipal taxes, and this would rise to $2.5 million with the expansion. As part of Kinder Morgan’s process leading up to a regulatory application, the company will be completing socio-economic studies, and share the results publicly. The information will be part of its facilities application. Part of its 18- to 24-month consultation process will be determining what the specific interests are of communities along the proposed pipeline route. What’s in a name?
Marc Dalton, Maple Ridge-Mission MLA, thinks his party, the B.C. Liberals, should change its name. He says the name – in place since the provincial Liberals formed in 1991 (and the one voters have elected to govern three consecutive terms) – is confusing to some centre-right voters, now that the B.C. Conservatives have surged to solid third-party status. He says those who are federal Conservatives will have a hard time voting B.C. Liberal next time. Last month, the NDP won two B.C. byelections, in Chilliwack-Hope and Port Moody-Coquitlam. The Liberals came second in both, the Conservatives third. The Liberals fear more vote splitting in the May 2013 provincial election. But changing the party’s name won’t prevent that. Doing so would seem even more confusing to voters, which may be the point. It’s easy to see why the Liberals would want to rebrand the party,
distance itself from past scandals and failures, and try to reverse falling popularity. But whatever the Liberals come up with – the B.C. Alliance Party is being floated about – it’s still the same cast of characters who brought you the B.C. Rail and HST fiascoes. Whether or not Kevin Falcon and other cabinet ministers run again isn’t going to change that. And changing the party’s name, to something more progressive, won’t erase the past, or fool many. B.C. doesn’t need a new centre-right party – it already has two. The B.C. Conservatives beat the Liberals to the punch. Trying to decide between the two is what’s confusing. Are the Liberals about families or business? A tiger can’t change its stripes. Changing the party’s name is just painting over them. As long as the B.C. Conservatives are around, the right will be split. And that’s what the NDP is counting on. – Black Press
Oil tanker debate sinks to a new low Tom

B.C. Views The B.C. NDP has ramped up its opposition to the proposed Northern Gateway oil pipeline. First the party formalized objections already expressed by NDP MLAs who have spoken at hearings held by the federal review panel along the B.C. coast. Leader Adrian Dix sent an 11-page letter to the panel, then launched an attack on the B.C. Liberal government in the legislature that emphasized the letter’s top objection. Why doesn’t Premier Christy Clark stand up to Ottawa and protest the abandonment of the long-standing “moratorium and exclusion zone” on oil tankers off B.C.’s north coast, Dix and NDP energy critic Rob Fleming demanded. Clark’s answer was the same one given for many years by federal and provincial governments. The 1972 federal “moratorium” was directed at offshore oil drilling, not tankers bound for B.C. A
separate Canada-U.S. agreement in 1998 calls for U.S. tankers to avoid B.C.’s Inside Passage as they transport Alaska crude oil to refineries in Washington state and further south. I asked Fleming for documentation that shows tankers are banned from B.C.’s north coast. He said it is “fragmented,” which means he doesn’t have any. Nor does the NDP’s heavily footnoted letter to the federal panel offer any source for this assertion. This argument flared up in 2006 after Methanex Corp. shut down its Kitimat methanol plant. Instead of shipping methanol out, a practice that was never questioned, it started bringing tankers into the Kitimat port loaded with a liquid natural gas by-product called condensate. From there it is sent by rail to Alberta to dilute oil sands crude. This process led to Enbridge’s proposed double pipeline that would send condensate east and diluted crude west. The Dogwood Initiative, one of the multiple U.S.-funded groups that now dominate B.C.’s environmental lobby, rose to protest these early condensate shipments, saying they violate a moratorium on tankers. Wrong, said Don Rodden, superintendent of environmental
response for the Canadian Coast Guard Pacific Region. The 1972 moratorium “wouldn’t apply to vessels coming into Canadian ports like Kitimat,” Rodden told the Globe and Mail at the time. The Coast Guard would be the agency legally required to enforce such a tanker ban, if one existed.
There are legitimate arguments against the Northern Gateway proposal. This hippyfantasy tanker moratorium isn’t one of them. Then there is the hypocrisy and proU.S. bias that is so clearly evident in the manipulated B.C. debate. The Northern Gateway pipeline would
generate as many as 350 tanker trips each year to and from Kitimat. More than twice that many tankers already sail each year through the Strait of Juan de Fuca, past the Gulf and San Juan Islands. Many are heading to refinery complexes at March Point and Cherry Point in Washington. These supertankers can be seen sailing past Victoria most days. Strangely, this U.S. crude traffic excites no protests. Some of the smaller tankers come in to fill up from the Trans-Mountain pipeline in Burnaby, whose operator is preparing a bid for expansion. This attracts protests organized by people opposed to Alberta “tar sands” oil. Where do urban protesters think we get the gasoline and diesel fuel sold at B.C. filling stations? Do they think it’s all made at the little Chevron refinery in Burnaby, the last remnant of refining capacity in southern B.C.? We could use a serious debate about how B.C. handles petroleum. Instead, we see factually inaccurate claims promoted by U.S. interests to attack Canadian crude only. Our opposition politicians and media mostly just go along for the ride. tfletcher@blackpress.ca

She, too, was told loud and clear to mind her own business by this awfully rude woman. An illegal handicap stall parking ticket cost $109 dollars. There is such a thing as a citizens arrest. All you do is whip out your phone, and take three photos. The rear of the vehicle (license plate/ model of vehicle), the parking spot showing the vehicle and disabled parking signs, and the front windshield showing no disabled placard or ID. Add the date, street and the address and submit the report to the police station. A two car motor vehicle accident on Thursday afternoon sent one woman to hospital with whiplash. The accident occurred at about 4:30 p.m. on the corner of Sumas Way and Lonzo Ave. One vehicle rearended the other hard enough to lift the car up and onto the hood of the first vehicle. The Cohen Inquiry into the Fraser River’s troubled sockeye salmon stocks is shifting gears to consider lastminute arguments about controversial proposed reforms to the federal Fisheries Act. Participants at the inquiry have been given until May 14 to table their submissions on the impact of the changes that critics say will gut the law that protects fish habitat. “What commission counsel has done is said if something wasn’t in your final submissions that this new bill impacts, you’re welcome to make another submission and we’ll look at those,” inquiry spokesperson Carla Shore said. The Conservative government’s budget implementation bill includes the contentious amendments to the Fisheries Act. If passed, the clause protecting fish habitat by banning “harmful alteration, disruption and destruction” of fish habitat will be removed and replaced with one that outlaws “serious harm” to stocks fished by commercial, recreational or aboriginal users. Federal officials have described it as a more practical approach that focuses more on real threats to productive fisheries and less on blanket protection of riparian ecosystems. No longer would authorization always be required to disrupt any fish habitat, for example, if the planned work doesn’t affect stocks used by any fisheries. Watershed Watch Salmon Society executive director Craig Orr, who chairs a coalition of conservation groups with standing at the inquiry, said he and other participants will definitely file their concerns. “It raises the threshold for what is considered to be serious harm to fish,” he said. “Without a doubt we
all think this really does strike at the heart of what Cohen should be considering. It has huge implications to our ability to protect salmon.” Orr said he’s concer ned the changes could mean that penalties would only be triggered if fish are killed or there is permanent harm to habitat. The inquiry had already heard testimony that habitat
protection laws aren’t well enough enforced as well as questions about the effectiveness of the no-net loss policy – now to be reviewed – that requires habitat lost to development be offset with improvements elsewhere. Market steady, selection improving It’s a good time to be house hunting. There were 1,435 property sales processed on the Fraser Valley Real Estate Board’s Multiple Listing Service in April, reflecting a 5 per cent decrease compared to the 1,516 sales in April of last year, and a slight increase over the 1,412 sales in March. In April, the board added seven per cent more new listings compared to one year ago, 3,134 in contrast to 2,918 in April 2011, pushing the number of properties for sale in the Fraser Valley to 10,312, the highest level since July 2010. “To put it in perspective, in the last decade, April 2012 ranked second lowest for sales during that month, while new listings came in at the third highest, meaning it’s a good time to be shopping for a home in the Fraser Valley because selection has only been this extensive twice,” said Scott Olson, president of the board. “When you combine modest sales with normal, seasonal increases in listings it helps keep house prices in check, which is what we’re seeing. Benchmark prices for all property types remain essentially unchanged from March and for townhomes and apartments, they’re on par with what they were one year ago,” he added.

The benchmark price of a ‘typical’ Fraser Valley detached home increased 5.3 per cent in one year. It went from $547,800 in April 2011 to $576,600 last month. In April, the MLSHPI benchmark price of a Fraser Valley townhouse was $318,400, an increase of 1.9 per cent compared to $312,600 in 2011. The benchmark price of an apartment increased by 0.8 per cent yearover-year; going from $204,100 in April of last year to $205,800 in April 2012. “There are a lot of different dynamics to our market right now – all depending on location, property type and price point. For example, some areas are seeing increases in sales and decreases in prices; while others are experiencing the reverse, so if you are thinking of buying or selling ask your realtor to show you how your property type is faring in the market overall and more importantly in your community,” said Olson. “In particular, ask about the ratio of sales compared to the number of active listings for your home type. This is one tool we use to help our clients understand if the market for their home is tilted in favour of buyers or sellers or is in balance. Currently, Fraser Valley’s overall market is balanced leaning towards buyers, however each sub-market is different.”

They had a chance to eliminate the Heat on Wednesday evening, but that result was unavailable at press time (visit abbynews. com for updates). “It’s disappointing,” Heat centre Ben Walter acknowledged, “but we don’t really have time to think about it now. “We’re still a positive group. . . . We’ve just got to win three in a row.” Kolanos carved up the Milwaukee Admirals in the first round, racking up four goals and four assists to lead the Heat to a sweep in the best-of-five series. But he’d been silenced by the Marlies in Round 2, mustering just one assist over the first three games. Ward, quizzed as to his reasoning for sitting Kolanos, called it an “internal issue.” “All I can say is, it’s something we had to deal with, and we dealt with it,” he said. “We have our standards. “He sat his game for his issues. The Abbotsford Collegiate Panthers dropped a firstplace showdown to Semiahmoo of Surrey last Thursday, but don’t expect them to hang their heads about it. The Panthers fell 36-8 at Exhibition Park in a match-up of the top two teams in the Fraser Valley AAA Tier 1 league. The game wasn’t as lopsided as the score suggests – Semiahmoo scored four tries in the late going – and Abby Collegiate coach Sean McLaughlin called it a “useful setback” as his team pushes for a berth to the provincial championships. “It helps us ground ourselves and see what we need to do to compete at that level,” McLaughlin explained. “This group has really made strides this season. It’s been part of our two-year plan to make it to provincials, so we’ve been working with this core since they were in Grade 10 and 11 to bring them up.” Abby Collegiate and Semiahmoo came in tied for first in Tier 1 with matching 5-0 records, though two wins apiece came via forfeit against teams who dropped out due to work-to-rule job action by public school teachers. The Panthers trailed 12-8 at the half, with all of their points coming from Cody Follett via a try and a penalty kick. But Semiahmoo pulled away after the break.

CHERVENKA Helena (Nellie) Alice. nee Keep July 1, 1932 - May 5, 2012 Nellie passed away peacefully early morning in the care of Mission’s Christine Morrison Hospice. Predeceased by her husband of 52 years, Wally, (2005) and siblings Charlie, Bernice and Betty. Nellie’s loss is deeply felt by her loving latterday partner Doug and all who knew her and carry fond memories of her spirited life. Survived by her children Tim (Cathy) Tina (Gerry) Tony, Tami (Robert) Tana (Rick) and Twila. She will be greatly missed by her grandchildren; Lisa, Chad, Taya, Candice, Ashley, and Codie, as well as her dear great grandchildren. Loving memories of Nellie are cherished by her siblings; Robert, Richard, Jack, Kitty and Doug. Nellie was born in Punnichy, Saskatchewan on the Keep homestead and moved to Mission in 1942. Her early marriage years were also spent in Prince George and Williams Lake before finally resettling in Mission in the early 70’s. Nellie’s particular loves were her birds, gardening and flowers. The family wishes to thank the Doctors and Nursing Staff of Abbotsford Regional Hospital who attended Nellie’s needs these last months and expresses deep appreciation for the final touching care she received at Mission Hospice. A memorial gathering will be held at the Mission Elk’s Hall, Monday, May 14 th, at 11:00 a.m. All friends and acquaintances are welcome.

William Douglas It is with great sadness we announce the passing of Douglas Adair at Abbotsford Regional Hospital at the age of 81 following a long illness. He is predeceased by his; loving wife of 57 years, Lorna Adair in 2011. Doug will be missed by his sons, Bruce (Patricia), Robin (Marisa), Ian (Thipp) and David (Brenda) as well as his grandchildren Amy (Matt), Tristan, Bryan, Megan, Justine and Rachel. He will also be sadly missed by his sister Mary Drew Schmidt (Herb) and family of Calgary and his many McWillliams, Chambers and Armstrong cousins in Vancouver. Doug was born in Washington State during the time his father was managing the Seattle branch of the Canadian Bank of Commerce during the great depression. When the United States entered the Second World War the Adair’s moved back to Vancouver where Doug attended Magee High School. A highlight of his teenage years was serving The Royal Canadian Sea cadets and later in the Canadian Reserves with the New Westminster Regiment. He was a long time member of the Royal Canadian Legion. While working for the Bank of Commerce in Williams Lake Doug met a nurse named Lorna Fearn and the couple soon wed and settled in Mission in 1954 where they raised 4 children as well as two teenage Fearn cousins, Jim (Syvil) and Joan (Barry). A strong member of Kinsmen and later Rotary, the Adair’s sponsered two international exchange students to live with their family. They greatly enjoyed their year with Jan (from Australia) and later Kristian (from Denmark) and kept in close contact with them through the years. Upon early retirement, the Adair’s sold their family home and spent three years (1986-1989) in Papua New Guinea where Doug worked as an accountant and a teacher in the mission store and warehouse. The couple returned to Mission from overseas and Doug served two terms on Mission Council. Later, he sat on the board of the Fraser Valley Health Authority. He was a volunteer at the Mennonite Thrift Store in Mission and the Mission Archives where he researched the service records of hundreds of local veterans. In 1999 Doug and Lorna were awarded the Freedom of the City for their contribution to their community. In 2008 Doug received a British Columbia Community Achievement Award at Government House in Victoria. A celebration of Doug Adair’s life will be held at Cedar Valley Mennonite Church located at 32840 Janzen Avenue, Mission on Thursday May 17, 2012 at 1:00 pm. Flowers are gratefully declined in lieu of donations to the Alzheimer’s Society of Canada.

Alcide (Al) Moreau passed peacefully April 27, 2012 in Abbotsford Hospital. He leaves behind his loving wife Grace, daughter Danielle (Joe), son Michael (Joanna) and 6 grandchildren. He also leaves behind 4 sisters and 3 brothers and many nieces and nephews in Canada and U.S.A. and many wonderful friends. Al was born in a small village in Somerset, Manitoba. He came from a family of 13 children. He loved learning new languages (Cantonese was among them), helping people, loved nature, and playing the piano which his mother taught him at age 9, which he played until a month before he passed away. A special thank you to Dr. Dueck, Dr. Constantine also nurses and care aids at Abbotsford Hospital for thier excellent care of Al.
