rest of the house looked like,” recalls Dominic. “I told the real estate agent, ‘You’re working late tonight buddy.’” It’s a feeling many of those taking the New Westminster Heritage Preservation Society’s 33rd annual heritage homes tour on May 27—tickets go on sale Saturday—will be sure to get when they enter the Rubinos’ home. The 5,200-square-foot Victorian house was built in 1893 for lawyer Angus John McColl, who went on to become chief justice of the B.C. Supreme Court before dying in 1902 at age 48.

An addition was put onto the side and back of the home in 1911. It has had many owners, including a stint as a private hospital. At one time it had stucco on the exterior, but now it has a beautiful green and maroon wood siding. As the Rubinos discovered that day two years ago, the foyer is rich with dark wood done with exquisite craftsmanship. “The amount of work that must have went just into the foyer is amazing, and upstairs there’s more,” says Diedre.

Coun. Chuck Puchmayr isn’t prepared to endorse New Westminster’s venture into what even its city council supporters admit is risky business. On Monday, with only Puchmayr dissenting, council opted to continue building an of¿ce tower to accompany the civic centre it is constructing at Eighth and Columbia streets. The move follows the recent departure of private partner Uptown Property Group, which had signed on to build the eight-storey tower. Mayor Wayne Wright said the city decided to go it alone because the tower would mean 525 jobs for the area and property tax revenue of $50 million over 50 years. Wright said timing issues have forced the city to move ahead on its own on the project—budgeted to cost $94 million in total when completed. The timeline is due to a deadline from the B.C. Lottery Corporation, contributing $43 million to compensate the city for hosting the Starlight Casino, which has already been extended to 2015 to ¿nish the civic centre. Please see CITY, A4

The entrance is also where visitors ¿rst see the spectacular stained-glass windows that are found throughout the house. They are a colourful collage of vibrant green, purple, yellow and blue hues, many featuring birds, and are the work of the renowned Henry Bloom¿eld and Sons of Vancouver. The foyer is also where one of the home’s ¿ve brick ¿replaces is located. The Rubinos say they found one brick labeled 1890, and are curious if the home is actually older than what has been documented. Since purchasing the house the couple have put a lot of time, money and sweat into updating and renovating. “It was so beautiful, but there was still a lot of work to be done,” says Diedre. “It wasn’t that bad, it just had to do with making it functional.” The biggest reno was the kitchen. They knocked out walls to open it up into the dining room and provide more room and storage at the back. Upstairs they converted what was previously a suite into a massive master bedroom that is bigger than some onebedroom suites on the market in Greater Vancouver. The Rubinos moved a wall to accommodate a walk-in closet and a big bathroom that contains a large shower and one of many clawfoot tubs in the house. “This bathroom was all about [Dominic]. I had to make the bathroom for him, and I could have the rest of the house,” says Diedre with a chuckle. Below their bedroom is an enormous family room in which the previous owners had a big billiards table, which they unsuccessfully tried to convince the Rubinos to keep. “It looked like a guy’s dream, but it’s a nightmare,” says Dominic of the table. The changes weren’t all functional. The grand staircase had a blue rug so the Rubinos replaced it with an old-style carpet that accentuates the wood. An antique collector since she was a child, Diedre has many items she’s picked up over the years in the home, including an old crank telephone owned by her grandfather and several antique trunks. The nooks, crannies and creaks in the home are numerous and promise to be fascinating for those taking the tour. This year’s edition also includes stops at a local art gallery in a renovated Victory Heights house, a mid-century modern home in Massey Heights, and a trio of Moody Park tour favourites celebrating their 100th birthday. • Tickets are $35 and can be purchased at Royal City Colours (700 12th St.), the Van Dop Gallery (421 Richmond St.), Irving House (302 Royal Ave.), and GardenWorks’ two Burnaby stores (4746 SE Marine Dr. and 6250 Lougheed Hwy).

Also, construction has reached a point where the city must decide whether to proceed with the tower—and accrue the bene¿ts of shared infrastructure between the tower and civic centre such as parking—or revise its plan for a civic centre-only scenario. City manager Paul Daminato pointed out that several potential lesees are also seeking assurance that the planned 100,000 square feet of of¿ce space would be available as planned. Wright and Daminato said there are still several potential partners interested in joining the project—possibly to purchase the building outright—but it will take a while to work out the details. Wright said the city was told by developers the further they are along in the construction the more viable it becomes. “I am aware there are people out there who are apoplectic but if they look at it they will see it makes sense,” said Wright. The civic centre is budgeted to cost $41.5 million, and a three-level parking structure an additional $12.5 million. The city plans to borrow $11 million from the Municipal Finance Authority to cover the costs above the casino funding.

The of¿ce complex is expected to cost $33 million which will be taken out of the city’s $66 million in reserves. That money, however, had been targeted for other capital projects, for which the city will borrow from the MFA to ¿nance. The city also estimates tenant improvements for those that lease in the complex will cost $7 million to bring the total budgeted cost to $94 million. No plans to borrow for those improvements have been made because the of¿ce complex may have been sold by then, and if not, potential lease income could be used to raise the money. Puchmayr said it’s a project he still believes in because it’s in a “phenomenal location,” and that he would invest in it if it was his money—if he had that much money. But he says the city is going too far out on a limb. “It’s something I wasn’t prepared to support. To me the risk, I don’t think it’s extremely high, but it’s high for a need to borrow and to backstop reserves, so I did not have any comfort in supporting this project,” said Puchmayr. He added the future of the global economy is still worrisome. He would have been comfortable at capping the project at the civic centre if a partner

couldn’t be found by then, even though there would have been an extra cost to doing so. Wright said the building’s location beside a SkyTrain station is key for the city’s expectation either a partner will be found or for businesses to lease in the building. That’s why going ahead with the of¿ce component made sense to him instead of just building the civic centre. “When you have the location you do not build less than the best for that location,” said Wright. “[Not building the of¿ce tower] doesn’t give us the help, the jobs for the area and the tax revenue.” With just a civic centre, there would not be enough of an income stream to cover its operating costs, he added. Wright recalled how one of the most disappointing things early in his tenure as mayor was unsuccessfully trying to convince KPMG to stay instead of moving to Metrotown. “They told me if we had had a facility like this they would still be here today.” He also pointed to the law ¿rm of McQuarrie Hunter moving to Surrey for similar reasons. The mayor was backed by Couns. Jonathan Cote and Bill Harper during a media conference Tuesday when all three admitted there is risk, but the payoff will make it worthwhile. Cote said most of¿ce complexes need 50 to 60 per cent occupancy to cover the costs of the building. Other of¿ce buildings around Greater Vancouver reach that threshold within ¿ve years with the vast majority full or close to it. “Most of those are next to SkyTrain stations,” said Harper, who said if occupancy reaches more than 50 per cent there will be partners more than willing to join in. Harper and Cote pointed to Wesgroup’s Brewery District development as an example of successfully building of¿ce space near the Sapperton station. It will house TransLink’s head of¿ce and other of¿ce tenants. “The location makes it critical to maximize the use,” said Cote. “There had to be some forward thinking in how this site would best suit the city.” Said Harper, “It takes time to put this together with business partners. As we go forward we’ll see partners come forward. This now gives us some space for us to do our due diligence.”

No revote on DPAC resolutions Executive gets expert opinion that it’s too late to revoke decisions Grant Granger ggranger@newwestnewsleader.com

There will be no revote by the New Westminster District Parent Advisory Council on ¿ve resolutions it proposed that will be discussed at the B.C. Confederation of Parent Advisory Councils AGM later this month. At its April 23 meeting, DPAC voted 6-3 to conduct a revote on the resolutions including a controversial one to disqualify all school district employees throughout the province from running for school trustee in a civic election. After consulting with an expert on Roberts Rules for meetings, the DPAC executive has decided against having a revote. The expert, John F. Noonan of North Vancouver, determined the motion to revote was too late because the resolutions had already been submitted to BCCPAC and accepted. They will be up for discussion at the annual general meeting in Coquitlam May 25-27. “While I understand several people will be disappointed, I strongly encourage all PACs to meet and discuss all the resolutions contained in the BCCPAC resolution booklet. If your PAC is a voting member, please take the opportunity and cast votes on each,” said DPAC chair Wendy Harris in a notice distributed to all of the district PACs.

Tige Rains, a parent at Herbert Spencer who teaches in the Coquitlam school district, attended the April 23 meeting. She said although the trustee resolution was not supposed to be a secret vote, Harris is the only one who knows who voted which way. “Nobody has seen these results. It could have resulted in only four or ¿ve people voting and no one else would know,” said Rains. “Even if all of that’s legit, the fact of the matter is their own PAC groups said they didn’t get a voice and they’re not happy. This is not to put a crosswalk in or have a hot lunch day. This is pretty serious stuff.” Rains said it appears a small group connected to the DPAC is trying to get its way. “They’re doing everything they can to blur the entire issue,” she said. “They are supposed to be the collective voice of their PACs. They are not a top-down organization.” On Monday, the Glenbrook middle school PAC held a revote at its monthly meeting. The school’s DPAC representative, Sandra Coll, said she would like to be able to take that decision back to the DPAC so her vote can reÀect her council’s. “Who is this person to say we can or cannot have this revote?” said Coll. “It’s more to prove a point more than anything, that we feel strongly there is a need for consultation.” She is most upset about how the original vote was conducted, not necessarily the

content. She said four of the resolutions were passed after being read out—no written version was distributed—with little discussion and no opportunity for PAC representatives to consult with their executive. Since the trustee resolution was done by email with only about 24 hours notice, Coll said she was only able to contact four of the 12 members of Glenbrook executive, all of whom supported the resolution. Although she didn’t consider it a majority she passed it on to Harris, but doesn’t know if it was counted as a yea or a nay. “That was upsetting as well,” said Coll. Harris told the PACs the experience has reinforced its commitment to review, update and revise the organization’s bylaws, and hopes to have a draft to present to membership before the end of the year.

The event will include a presentation providing an overview of the main issues in the area. Subjects included will be land use, economy, heritage, community well being, food management, environment, housing density and streetscape options. A free lunch will be provided. The name game Maple Ridge-Mission MLA Marc Dalton thinks his party, the B.C. Liberals, should change its name. He says the name—in place since the provincial Liberals formed in 1991—is confusing some centreright voters, now that the B.C. Conservatives have surged to solid third-party status. Dalton says those who are federal Conservatives, like himself, will have a hard time voting B.C. Liberal next time. Last month, the NDP won two B.C. by-elections, in ChilliwackHope and Port Moody-Coquitlam. The Liberals came second in both. The Conservatives were third. The Liberals fear further vote splitting in the May 2013 provincial election. But changing the party’s name—to what hasn’t been determined yet—won’t prevent that. Doing so would be even more confusing to voters, which may be the point. It’s easy to see why the Liberals would want to rebrand the party, distance itself from past scandals and failures, try to reverse the falling popularity of it and Premier Christy Clark. But whatever the Liberals come up with—the B.C. Alliance Party is being Àoated about—it’s the same cast of characters who brought you the B.C. Rail and HST ¿ascoes, among others. Whether or not Kevin Falcon and other cabinet ministers run again won’t change that. And changing the party’s name to something more progressive won’t erase the past, or fool many. B.C. doesn’t need a new centreright party—it already has two. The B.C. Conservatives beat the Liberals to the punch. Trying to decide between the two is what’s confusing. Are the Liberals about families or business? A tiger can’t change its stripes. Changing the party’s name is just painting over them. No matter what new moniker the Liberals come up with, or not, as long as the B.C. Conservatives are around, they’re going to split the right. And that’s what the NDP is counting on. —Black Press

A tower of high risk, high stakes A white elephant? Or a shining example of a city council that took an unfortunate setback, made a bold step that paid off and positioned the city for the future that was coming? Time will tell. Regardless, city councillors should lose some sleep this week over the fact the City of New Westminster will ¿nance the construction of an of¿ce tower above the new civic centre it’s building at the corner of Columbia and Eighth streets. Sure Surrey, Richmond and Burnaby have all done this kind of thing. But the numbers boggle for our little city. And as Coun. Chuck Puchmayr—the lone objector— points out, it’s residents’ money the city’s gambling. If we’d known about this earlier, say before last November’s municipal election, this should have been a referendum question on the ballot. The projected cost for the whole shebang is $94M, a fair bit more than the city spends each year on its operating budget.

The costs associated with the civic centre portion are already projected to exceed the $35M being supplied by the province through its casino cash arrangement, and now totals $41.5M. Parking for the building will be $12.5M, the city estimates, the of¿ce tower $33M and tenant improvements should total about $7M. All this, other than the casino portion, will be on the city’s tab. The city will savage its savings, slicing $33M (about half) from reserve funds that normally pay for things like new equipment and road paving. It will also convince the province to let it use casino money earmarked for other New West projects, possibly the pedestrian bridge linking to Queensborough.

The city will also borrow several million for the rest, and to pay for all that stuff normally funded through the city’s reserves. Why all this craziness? Is it really and truly necessary? First, a little history. The civic centre is being funded through the aforementioned casino agreement, called Development Assistance Compensation (DAC), which the city receives in return for hosting Starlight Casino. As part of this, the city gets $35M for a convention centre in Downtown, which it is combining with museum, arts and other community space in the new civic centre. This project is subject to tight timelines, originally to be completed by the end of 2013, that’s now extended to 2015. In 2010, the city put out a call to a private partner to put some Class-A of¿ce space (the good stuff) in a tower above the civic centre. There is no Class-A in Downtown currently. The advantage of this is it boosts employment in the area, and of¿ce is a good ¿t, in parking terms, because it’s used M-F, 9-5 and the

civic centre would be busiest the rest of the time. Uptown Property Group climbed aboard and a beautiful relationship was forged. Then, inexplicably, it jumped ship and left the city with no partner, a big plan and a tight timeline. Mayor Wayne Wright said the city could have found a developer to put condos on top of the civic centre “in a heartbeat” but that wouldn’t have done anything particularly helpful Downtown. Another option, according to Coun. Jonathan Cote is to “cap” the civic centre, building the project with a future of¿ce tower in mind, but not necessarily imminent. That would have appeased some, but would be silly. It would be a situation similar to the bathroom at my house, where I told the Àoor re¿nisher to stop at the doorway because “I’m going to be renovating this soon anyway.” That was ¿ve years ago. The tight timeline put the city in a position of weakness in signing a new private partner. “We don’t want a gun to our heads,” is how the mayor put it. Please see NEXT PAGE

So now it’s making lemonade out of those lemons. Is it taking on a big risk? Sure. But look at the location. It’s across the street from a SkyTrain station and a bus loop, and down the road from another station. It’s in the heart of an emerging Downtown. There’s little doubt space in the building will be leased. The city estimates the tax revenue, of about $1 million a year if it decides to sell the building outright, will pay for the operating costs of the new civic centre. The assumption is that once a little Class-A space is built, others will follow. Companies will happily gather near the SkyTrain stations, the river, the new park, the revitalized River Market and (with luck, one day) a vibrant street scene. The mayor says KPMG moved to Metrotown because it couldn’t ¿nd the right space here, and McQuarrie recently moved to Surrey for the same reason, vacating the historic Westminster Block. Six years ago, the investment the city’s making might have sounded crazy. Today, maybe not. For now, like many on city council, taxpayers will be forgiven if we toss and turn a little.

A solution to TransLink’s cash crunch? The Globe and Mail recently suggested that our TransLink is the envy of other jurisdictions. Really. TransLink is that unelected public transit body which has proven its ability to bury Lower Mainlanders in fuel taxes, property taxes, parking taxes, hydro surcharges, tolls—and, oh yes, ever-higher fares for the actual users. TransLink has managed to turn ordinarily benign citizens into foaming revolutionaries. In response to public outrage, a moratorium on TransLink’s expansion plans and scheduled fare increases has recently been put into place. It’s a stopgap that can’t hold. The real need is to ¿nd a creative approach to ¿nancing its operating and capital costs. A solution—for the capital cost portion anyway—may be gained through a creative treatment of our provincial (and perhaps federal) income tax system. Until the mid-’70s or so, earned interest was treated much the same way as capital gains are today. Up to $1,000 in interest per year could be earned each year taxfree. Not much, you say, but consider this: the average annual income in the early ’70s was less than $5,000. So this represented a sizeable portion of personal income and encouraged the growth of private pools of capital, which is a very healthy thing. Fast-forward to today, with annual incomes many times greater: so too would any corresponding interest credit. Many seniors have substantial pools of cash but interest rates are so pitifully low they cannot—as they once hoped—live on the interest earned, hence one reason for greater pressure on the public pensions. At the same time, TransLink does have a limited outstanding bond issue yielding 3.8 per cent but which has the authority to expand to $2.8 billion. Why not, then, expand the issuance to amortize the proposed capital costs for the foreseeable future, encourage seniors to buy the bonds and give them a tax-free incentive for doing so? OIL SANDS CONTAMINATION PROVEN Re: Environmentalism for dummies (B.C. Views, NewsLeader, April 18). Tom Fletcher writes: “Diseased ¿sh were displayed, but natural contamination of the Athabasca River was glossed over.” Fletcher is pushing an argument that was proven wrong in 2010. Several years ago, people downstream from the oil-sands plants complained of diseased ¿sh. They also complained of increased cancer rates. People were dying from rare forms of cancer! They blamed both items on pollutants that were put into in the Athabasca River by the oil-sands plants. The oil companies claimed that the pollutants in the river were naturally occurring. The governments of Canada and Alberta supported the companies. In 2010, a study by David Schindler and others proved that the pollution is indeed caused by the oil-sands industry. At ¿rst both governments denied it. But the study was wellfunded, well done and produced results that could stand up in court. Both governments conceded that Schindler was correct! Why was it necessary for private groups to fund that study? Are our governments not responsible for protecting us from pollutants that cause cancer? Bill McConnell, Surrey

Fire¿ghters narrowly escaped injury when part of a roof collapsed in the oldest house in Queensborough early Tuesday morning. When ¿re crews arrived shortly after 4 a.m. to ¿nd the house engulfed, they were told the house was vacant but that there might be squatters. Fire¿ghters searched the house, and con¿rmed there was no one in the building. “That’s when the roof had collapsed a little bit,” said New Westminster ¿re inspector Randy Stuber.

Two ¿re¿ghters were on the second Àoor at the time of the collapse but got to safety without any injuries. It took three hours to put out the ¿re, Stuber said. The house was built in 1909 for a rancher named George Dowling. City of New Westminster heritage planner Julie Schueck said they hope the house can be saved and relocated on the property. Currently, there is no speci¿ed cause of the ¿re or estimated cost of damage because it is still considered unsafe to enter the building and inspect.

The B.C. government is attempting to restore limits on third-party election spending that were struck down by a judge before the 2009 vote. Attorney General Shirley Bond has introduced amendments that would put limits on spending by unions, business groups and other non-party advertisers in the 40 days before the of¿cial start of an election campaign. A previous 60-day limit was challenged by seven public sector unions, led by the B.C. Teachers’ Federation, and rejected by a B.C. Supreme Court judge as an unjusti¿ed restriction on freedom of speech. Premier Christy Clark said some spending limit on the precampaign period is justi¿ed, since the province went to scheduled elections in 2005. Current rules restrict party and non-party spending during a formal 28-day election campaign, but contain no limits on spending before that period. The government intends to submit the proposed 40-day restriction to the B.C. Supreme

McKnight snags tryout with New York Jets Place kicker Brody McKnight, a native of New Westminster, has landed a tryout with the National Football Leagueâ€™s New York Jets. McKnight, 22, did not get drafted by any NFL teams last week, but shortly after it was over had an offer from the Jets, and will take part in a minicamp this weekend. He recently completed his senior year with the University of Montana Grizzlies. Although he went to Herbert Spencer elementary in New West, he moved on to Vancouver College for his high school years when his mother got a job with the Catholic school. After showcasing his talents with his foot for the Fighting Irish, McKnight headed south to play for Carroll College in Helena, Mont., before moving to Purdue University in Indiana where he made the team as a walk-on. He then transferred to Montana where he set a school record with six Ă€eld goals in a game. The Montreal Alouettes also selected him in the Ă€rst round of the 2011 CFL draft.

Douglas hires Iannone â€˜Douglas College has hired Kyra Iannone to be the head coach of the womenâ€™s volleyball program. Iannone coached the senior boys team at Semiahmoo Secondary to a provincial title in 2010-11. She is also a founder and a coach with the Sideout Beach Volleyball Club. â€œWe knew that we needed to go in a new direction with the program, and to do that we needed someone with a unique resumĂŠ and philosophy toward coaching and the sport,â€? said athletic director Kyle Baillie in a news release. â€œKyra was our Ă€rst choice, and we know that she is going to fundamentally change our program from the ground up. We couldnâ€™t be happier.â€? â€œI coach the whole athlete,â€? said Iannone. â€œThe team is a family. It comes from a deep feeling of love for my athletes.â€? She replaces Ryan Vijandre, who served at Douglas College for 12 years.

Last month’s new listing total was 6.7 per cent above the 10-year average for listings in Greater Vancouver for April. At 16,538, the total number of homes listed for sale on the region’s MLS increased 8.5 per cent in April compared to last month and increased 16 per cent from this time last year. “Recent activity has had a stabilizing effect on home prices at the regional level, although pricing can vary depending on area and property type,” Klein said. “To best understand conditions within your area of interest, it’s important to do your homework and consult a local realtor.” The MLS HPI benchmark price for all residential properties in Greater Vancouver currently sits at $683,800, up 3.7 per cent compared to April 2011 and an increase of 2.8 per cent over the last three months. The benchmark price for all residential properties in the Lower Mainland is $612,000, which is a 3.4 per cent increase compared to April 2011 and a 2.6 per cent increase compared to three months ago.

Home sale and listing activity has maintained a consistent pace on the Multiple Listing Service in Greater Vancouver in recent months, which has helped create balanced conditions for the region’s housing market. The Real Estate Board of Greater Vancouver reports that residential property sales in Greater Vancouver reached 2,799 on the MLS in April 2012. This represents a 13.2 per cent decline compared to the 3,225 sales in April 2011 and a decline of 2.6 per cent compared to the 2,874 sales in March 2012. April sales were the lowest total for the month in the region since 2001 and 16.9 per cent below the 10-year April sales average of 3,369. “Although April sales were below what’s typical for the month, we continue to see, with a sales-to-active listing ratio of nearly 17 per cent, a balanced relationship between buyer demand and seller supply in our marketplace,” Eugen Klein, REBGV president said. New listings for detached, attached and apartment properties in Greater Vancouver totalled 6,056 in April 2012. This represents a 3.6 per cent increase compared to both March

GVHBA to hold annual spring home renovation seminar

Mark your calendars for May 15 With about $7.8 billion expected to be spent on home renovation this year in B.C. alone, the Greater Vancouver Home Builders’ Association will hold its annual spring home renovation seminar on May 15 to give homeowners a few tips about hiring the best renovator. The event will take place from 7:30 to 9 p.m. at the Croation Cultural Centre. More than 40 RenoMark renovators and suppliers will be available before the seminar between 5:30 and 7:30 so homeowners can discuss their plans. To be accepted into the RenoMark program, contractors must adhere to a 10-condition code of conduct. “There is no shortage of fly-by-night

operators taking advantage of trusting homeowners,” says GVHBA President and CEO Peter Simpson. “Dealing in the cash-only underground economy exposes homeowners to personal liability and close scrutiny from municipal bylaw officials, provincial safety-compliance authorities and others.” Participants will learn about various stages of the renovation process, from design to choosing a contractor. Every home includes in-suite laundry, so you’ll never need to worry about making time for getting a load in the wash. Woodbridge built on the lessons learned from their past project, Willow Grand, when they decided on what would be included in Salix. “It genuinely makes me excited that we covered a lot of the bases that purchasers were looking for,” Carlsen says. Among them is the increased storage space that each home at Salix has, including kitchen pantries and an individual secure storage locker in the parking area that Carlsen calls the “mini-garage.” The neighbourhood has been one of the big draws for buyers, Carlsen says. “We’re really close to everything Willowbrook (shopping centre) has to offer,” he notes. The surrounding neighbourhood is quiet and family friendly, with several schools, restaurants and leisure activities just minutes away. “This is an opportunity to own on the Clayton (Heights) hillside at Langley City prices,” Carlsen says. “It’s never been done before.” Salix opened for sale in mid-April, and already over 15 per cent of the 69 homes have been sold. “The response has been fantastic,” Carlsen says. “We’ve hit the mark with our storage lockers, options and price point.” For a limited time, buyers will be able to take advantage of some free incentives Woodbridge is offering, including a $2,000 kitchen upgrade, a $1,000 laundry upgrade, window screens and a security system. Early birds are also able to choose where their parking stall will be, along with their mini-garage. Homeowners should be able to take possession of their new homes in the fall of 2013.
